西北“十四五”電力規劃的“十個注重”,建議保持光熱電站上網電價政策的延續性

“十四五(wu)”是我國全(quan)面(mian)建成(cheng)小康(kang)社(she)(she)會后,開啟(qi)全(quan)面(mian)建設現代化強國“兩個(ge)十五(wu)年(nian)(nian)”新征程(cheng)的(de)第(di)一個(ge)五(wu)年(nian)(nian)規劃(hua)期,是全(quan)面(mian)落(luo)實高(gao)質量(liang)發展(zhan)要求,深入推進能源生產和消(xiao)費革命(ming)的(de)關鍵時(shi)期。科學謀劃(hua)未來五(wu)年(nian)(nian)電力發展(zhan),對持(chi)續推進西北區域電力行業(ye)高(gao)質量(liang)發展(zhan),保(bao)障經濟社(she)(she)會持(chi)續健康(kang)發展(zhan)具有重要意義。


根據習(xi)近(jin)平總書記對“十(shi)四五”規劃(hua)編制(zhi)工(gong)作(zuo)(zuo)重(zhong)要指示精神和(he)國家能(neng)源(yuan)局(ju)《電(dian)(dian)(dian)力(li)發(fa)展(zhan)“十(shi)四五”規劃(hua)工(gong)作(zuo)(zuo)方(fang)案》要求,按照構建(jian)“清潔(jie)低碳、安全(quan)高效”能(neng)源(yuan)體系的(de)發(fa)展(zhan)方(fang)略,結合西北(bei)區域電(dian)(dian)(dian)力(li)發(fa)展(zhan)和(he)經濟社會(hui)發(fa)展(zhan)實際,經過深入研究和(he)分析,我們提出要以“十(shi)個注重(zhong)”為引領,來做好西北(bei)區域的(de)“十(shi)四五”電(dian)(dian)(dian)力(li)規劃(hua)工(gong)作(zuo)(zuo)的(de)建(jian)議,以期為“十(shi)四五”電(dian)(dian)(dian)力(li)規劃(hua)編制(zhi)提供決(jue)策參考。


一(yi)是注重(zhong)(zhong)對“十三五”電(dian)(dian)力(li)規劃(hua)執行(xing)情(qing)況的(de)總結。“十三五”期間(jian),西北區(qu)域電(dian)(dian)力(li)行(xing)業發(fa)展取得(de)了巨(ju)大成(cheng)績(ji),規劃(hua)執行(xing)情(qing)況總體(ti)良好(hao),但面臨的(de)問(wen)(wen)題(ti)(ti)還不(bu)少,矛盾也(ye)逐步凸顯(xian)。例如,新能(neng)源(yuan)消納能(neng)力(li)不(bu)足、部分省(sheng)區(qu)棄電(dian)(dian)問(wen)(wen)題(ti)(ti)突出;煤電(dian)(dian)發(fa)電(dian)(dian)利用(yong)小時數下降明顯(xian),行(xing)業總體(ti)虧損嚴重(zhong)(zhong);特高壓(ya)直流通道利用(yong)率(lv)較(jiao)低(di)、電(dian)(dian)網(wang)尤其(qi)是低(di)壓(ya)電(dian)(dian)網(wang)存在薄弱環節等問(wen)(wen)題(ti)(ti)。


“十(shi)四(si)五(wu)”是我國能源發(fa)展(zhan)由規(gui)(gui)模(mo)速(su)度型粗放增(zeng)長向質(zhi)量(liang)(liang)效率(lv)型集約(yue)增(zeng)長轉變的(de)(de)(de)重要時(shi)(shi)期,西北(bei)區(qu)域(yu)電力行(xing)業發(fa)展(zhan)也應從單(dan)純(chun)的(de)(de)(de)規(gui)(gui)模(mo)增(zeng)長向高(gao)質(zhi)量(liang)(liang)高(gao)效率(lv)轉變。在研(yan)究編制(zhi)西北(bei)區(qu)域(yu)“十(shi)四(si)五(wu)”電力規(gui)(gui)劃時(shi)(shi),要認真總結(jie)“十(shi)三(san)五(wu)”規(gui)(gui)劃執行(xing)情況的(de)(de)(de)經驗教訓,歸納“十(shi)三(san)五(wu)”電力發(fa)展(zhan)的(de)(de)(de)亮點,分析(xi)面臨的(de)(de)(de)問題(ti)和短(duan)板(ban),并挖掘問題(ti)產生的(de)(de)(de)深層次原因,從而揚長避(bi)短(duan),有針對(dui)性的(de)(de)(de)、高(gao)質(zhi)量(liang)(liang)的(de)(de)(de)編制(zhi)“十(shi)四(si)五(wu)”規(gui)(gui)劃,切實發(fa)揮規(gui)(gui)劃對(dui)電力發(fa)展(zhan)的(de)(de)(de)統(tong)領(ling)作用。


二是(shi)(shi)注重對(dui)“十(shi)四(si)五(wu)”電(dian)力(li)(li)需求的(de)(de)(de)預(yu)測。電(dian)力(li)(li)需求預(yu)測是(shi)(shi)電(dian)力(li)(li)規(gui)劃(hua)的(de)(de)(de)主(zhu)要依據之一,電(dian)力(li)(li)需求預(yu)測的(de)(de)(de)總量(liang)直接決定了(le)“十(shi)四(si)五(wu)”期間(jian)電(dian)源(yuan)、電(dian)網發展(zhan)規(gui)模的(de)(de)(de)總量(liang)。“十(shi)三五(wu)”后期我(wo)國經(jing)濟(ji)(ji)(ji)發展(zhan)進入新常態,經(jing)濟(ji)(ji)(ji)增(zeng)速減緩。傳統(tong)高耗能行業產能過(guo)剩、增(zeng)長乏(fa)力(li)(li),產業結(jie)構(gou)轉型升級提速。全球疫情和(he)世界(jie)經(jing)濟(ji)(ji)(ji)形勢依然(ran)復雜(za)嚴(yan)峻(jun),對(dui)我(wo)國經(jing)濟(ji)(ji)(ji)發展(zhan)的(de)(de)(de)沖擊和(he)影響還在不(bu)斷顯(xian)現,也(ye)對(dui)電(dian)力(li)(li)需求增(zeng)長帶來挑戰。但總體而言,我(wo)國經(jing)濟(ji)(ji)(ji)穩中(zhong)向好(hao)、長期向好(hao)的(de)(de)(de)大趨(qu)勢不(bu)會改變,社會經(jing)濟(ji)(ji)(ji)發展(zhan)、人民生活水平的(de)(de)(de)持續提高對(dui)用電(dian)量(liang)增(zeng)長的(de)(de)(de)剛性需求不(bu)會改變。


因(yin)此,西(xi)北(bei)區(qu)域“十四五”規劃應注重對電(dian)力需求(qiu)的(de)(de)預(yu)測。應綜合新冠肺炎(yan)、復工復產、經濟復蘇(su)、國(guo)際形勢變(bian)化(hua)、產業(ye)(ye)政(zheng)策等(deng)多種因(yin)素,采取科學合理的(de)(de)方(fang)法(fa)對西(xi)北(bei)各省區(qu)電(dian)力需求(qiu)進行科學研判預(yu)測,認真分析各行各業(ye)(ye)對于用能、用電(dian)需求(qiu)的(de)(de)變(bian)化(hua),立足經濟社會(hui)發展(zhan)實(shi)際,實(shi)事求(qiu)是、遵(zun)循規律,著(zhu)眼長遠(yuan)、統(tong)籌兼顧,在合理預(yu)測用能、用電(dian)需求(qiu)的(de)(de)基(ji)礎上進行電(dian)力規劃;保證(zheng)電(dian)力發展(zhan)既滿足國(guo)民(min)經濟和社會(hui)發展(zhan)的(de)(de)要求(qiu),又(you)實(shi)現電(dian)力工業(ye)(ye)高(gao)質量可持(chi)續發展(zhan)的(de)(de)要求(qiu)。


三是(shi)注重電(dian)力(li)(li)(li)(li)體制(zhi)改革(ge)尤其是(shi)電(dian)價(jia)政策(ce)(ce)對電(dian)力(li)(li)(li)(li)規(gui)劃的(de)影響與(yu)制(zhi)約(yue)。“十三五”期(qi)間(jian),隨著電(dian)力(li)(li)(li)(li)體制(zhi)改革(ge)的(de)穩(wen)步(bu)推進(jin),市場(chang)化(hua)(hua)電(dian)量(liang)占比不(bu)斷(duan)(duan)提高,市場(chang)在(zai)電(dian)力(li)(li)(li)(li)資源配(pei)置中的(de)決定(ding)性(xing)作用逐步(bu)顯現(xian)。電(dian)價(jia)改革(ge)也在(zai)不(bu)斷(duan)(duan)推進(jin),電(dian)價(jia)政策(ce)(ce)在(zai)不(bu)斷(duan)(duan)完善。比如近日國家發(fa)改委印(yin)發(fa)了(le)《關于核(he)定(ding)2020-2022年省(sheng)級電(dian)網(wang)(wang)輸(shu)(shu)配(pei)電(dian)價(jia)的(de)通(tong)知》,標志著我國輸(shu)(shu)配(pei)電(dian)價(jia)政策(ce)(ce)基本完善,在(zai)諸多方面(mian)取得(de)了(le)重要突破,表(biao)現(xian)為“一(yi)個全面(mian),三個首次(ci)”,即全面(mian)完善了(le)電(dian)價(jia)規(gui)則,規(gui)范了(le)定(ding)價(jia)程序,實現(xian)了(le)嚴格(ge)按機(ji)制(zhi)定(ding)價(jia);首次(ci)實現(xian)了(le)對所有省(sheng)級電(dian)網(wang)(wang)和區域電(dian)網(wang)(wang)輸(shu)(shu)配(pei)電(dian)價(jia)核(he)定(ding)的(de)一(yi)次(ci)性(xing)全覆蓋,首次(ci)核(he)定(ding)了(le)分電(dian)壓等級理論輸(shu)(shu)配(pei)電(dian)價(jia),首次(ci)將(jiang)“網(wang)(wang)對網(wang)(wang)”外送輸(shu)(shu)電(dian)價(jia)格(ge)納入(ru)省(sheng)級電(dian)網(wang)(wang)核(he)價(jia)。上述政策(ce)(ce)將(jiang)有力(li)(li)(li)(li)促進(jin)電(dian)力(li)(li)(li)(li)資源在(zai)更大范圍內優化(hua)(hua)配(pei)置。


“十四五”電力(li)規劃(hua)應(ying)注重(zhong)對新(xin)一輪電力(li)體(ti)制改革的研究(jiu)分析,規劃(hua)制定要(yao)充分考(kao)慮電力(li)體(ti)制改革的目標任務。要(yao)認真(zhen)研究(jiu)關注電價改革和(he)(he)電價政策對電力(li)投(tou)資(zi)、結(jie)構調整(zheng)、企(qi)業經營、電力(li)消費等重(zhong)大影響,充分發(fa)揮(hui)各類電價政策對產業發(fa)展及電力(li)投(tou)資(zi)引導作用,實現用價格信號更好地(di)促進資(zi)源(yuan)的優(you)化配置和(he)(he)高效利用。


四(si)是(shi)注重(zhong)(zhong)發(fa)揮電(dian)(dian)(dian)(dian)力(li)(li)(li)(li)(li)規(gui)劃對(dui)電(dian)(dian)(dian)(dian)力(li)(li)(li)(li)(li)投(tou)資布局(ju)的(de)(de)引(yin)領作用。電(dian)(dian)(dian)(dian)力(li)(li)(li)(li)(li)工(gong)業是(shi)國民經濟(ji)的(de)(de)重(zhong)(zhong)要基礎產(chan)業,屬于資金密(mi)集型行業,具有(you)投(tou)資大(da)、產(chan)業鏈(lian)長、帶(dai)動(dong)能力(li)(li)(li)(li)(li)強(qiang)的(de)(de)特點。電(dian)(dian)(dian)(dian)力(li)(li)(li)(li)(li)規(gui)劃是(shi)電(dian)(dian)(dian)(dian)力(li)(li)(li)(li)(li)工(gong)業發(fa)展的(de)(de)行動(dong)綱領,也是(shi)布局(ju)重(zhong)(zhong)大(da)電(dian)(dian)(dian)(dian)力(li)(li)(li)(li)(li)項目的(de)(de)依(yi)據(ju)。制定有(you)全局(ju)性(xing)、前瞻性(xing)、指導性(xing)的(de)(de)電(dian)(dian)(dian)(dian)力(li)(li)(li)(li)(li)規(gui)劃,對(dui)促進電(dian)(dian)(dian)(dian)力(li)(li)(li)(li)(li)及(ji)相關行業各環(huan)節協(xie)調發(fa)展,引(yin)導電(dian)(dian)(dian)(dian)力(li)(li)(li)(li)(li)投(tou)資合理布局(ju)具有(you)重(zhong)(zhong)大(da)意義。


西(xi)北區(qu)域(yu)能(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)富(fu)集,但經濟欠發達,布局(ju)上(shang)不盡合理,用(yong)(yong)電(dian)(dian)(dian)結(jie)構單一,因此“十四五”電(dian)(dian)(dian)力(li)規劃中應注重電(dian)(dian)(dian)力(li)規劃對電(dian)(dian)(dian)力(li)投(tou)(tou)資布局(ju)的引(yin)(yin)領和指導(dao)(dao)(dao)作用(yong)(yong),鞏(gong)固成果,補齊短板。例如,引(yin)(yin)導(dao)(dao)(dao)能(neng)(neng)源(yuan)(yuan)轉(zhuan)型(xing)和高質(zhi)量發展(zhan),減(jian)少化石能(neng)(neng)源(yuan)(yuan)消費占比;引(yin)(yin)導(dao)(dao)(dao)能(neng)(neng)源(yuan)(yuan)綜合利用(yong)(yong),高效綠(lv)色;引(yin)(yin)導(dao)(dao)(dao)多種能(neng)(neng)源(yuan)(yuan)協(xie)調發展(zhan)、優勢互補;引(yin)(yin)導(dao)(dao)(dao)薄弱的配(pei)電(dian)(dian)(dian)網加快發展(zhan),引(yin)(yin)導(dao)(dao)(dao)電(dian)(dian)(dian)力(li)投(tou)(tou)資在布局(ju)上(shang)對西(xi)北革命老區(qu)以及深度貧困地區(qu)的適當傾斜,進而(er)帶動整個區(qu)域(yu)經濟發展(zhan)等。


五是(shi)注重(zhong)電(dian)(dian)力規劃安(an)(an)全性(xing)與經(jing)(jing)濟(ji)性(xing)的協調統一(yi)(yi)。電(dian)(dian)力是(shi)國(guo)民經(jing)(jing)濟(ji)和(he)社會發展(zhan)的重(zhong)要(yao)物質基(ji)礎,確保電(dian)(dian)力的安(an)(an)全穩(wen)定有序供(gong)應一(yi)(yi)直(zhi)是(shi)電(dian)(dian)力規劃的基(ji)本原(yuan)則和(he)目(mu)標(biao)。隨著能源市(shi)場化改革的不(bu)斷(duan)深入(ru),經(jing)(jing)濟(ji)利益也是(shi)各市(shi)場參(can)與方所追求的重(zhong)要(yao)目(mu)標(biao)之一(yi)(yi),經(jing)(jing)濟(ji)性(xing)和(he)安(an)(an)全性(xing)不(bu)再(zai)表現為兩個獨立的甚至是(shi)對立的指標(biao),而是(shi)成(cheng)為互相依存密切聯系的統一(yi)(yi)體。


“十四五(wu)”電(dian)(dian)力(li)(li)規劃要(yao)(yao)高(gao)度重(zhong)視電(dian)(dian)力(li)(li)的(de)(de)安(an)全(quan)(quan)和(he)(he)保(bao)障,但也要(yao)(yao)注重(zhong)經濟性(xing)(xing)(xing)(xing)評價和(he)(he)分(fen)析,不(bu)能(neng)(neng)顧此失彼,偏重(zhong)一面。一方面應注重(zhong)能(neng)(neng)源(yuan)(yuan)安(an)全(quan)(quan)新戰(zhan)略要(yao)(yao)求(qiu)(qiu)下的(de)(de)電(dian)(dian)力(li)(li)安(an)全(quan)(quan)保(bao)障體系建設,注重(zhong)提(ti)高(gao)電(dian)(dian)力(li)(li)安(an)全(quan)(quan)保(bao)障能(neng)(neng)力(li)(li),確(que)保(bao)電(dian)(dian)力(li)(li)系統安(an)全(quan)(quan)、穩定運行。另(ling)一方面應充分(fen)考慮能(neng)(neng)源(yuan)(yuan)經濟性(xing)(xing)(xing)(xing),避(bi)免電(dian)(dian)力(li)(li)的(de)(de)過(guo)度重(zhong)復(fu)投資、加大成(cheng)本(ben),實(shi)(shi)施高(gao)質量發展(zhan)要(yao)(yao)求(qiu)(qiu)下的(de)(de)電(dian)(dian)力(li)(li)工業(ye)效(xiao)率(lv)提(ti)升(sheng),實(shi)(shi)現電(dian)(dian)力(li)(li)工業(ye)高(gao)效(xiao)發展(zhan)。例(li)如(ru)配電(dian)(dian)網的(de)(de)規劃,在(zai)安(an)全(quan)(quan)性(xing)(xing)(xing)(xing)要(yao)(yao)求(qiu)(qiu)高(gao)的(de)(de)地區(qu),如(ru)大型(xing)城市(shi)、人口(kou)密集區(qu),規劃應優先保(bao)障安(an)全(quan)(quan)性(xing)(xing)(xing)(xing);在(zai)偏遠(yuan)的(de)(de)郊區(qu)和(he)(he)人口(kou)稀少處(chu),對安(an)全(quan)(quan)的(de)(de)要(yao)(yao)求(qiu)(qiu)會降低,更多需(xu)要(yao)(yao)考慮到效(xiao)率(lv)和(he)(he)經濟性(xing)(xing)(xing)(xing)。


六是注重發揮(hui)區(qu)域電(dian)(dian)力(li)行業整體優勢,發揮(hui)區(qu)域交易(yi)機制作用。西(xi)北(bei)區(qu)域資(zi)源豐富(fu),各省區(qu)特(te)征明顯(xian),互補性(xing)強。煤電(dian)(dian)、風電(dian)(dian)、光伏(fu)、水(shui)電(dian)(dian)、光熱品(pin)種齊全(quan),電(dian)(dian)價水(shui)平競爭能力(li)強。陜西(xi)、新疆(jiang)煤電(dian)(dian)外送潛力(li)大,新疆(jiang)、甘肅(su)及青海風光電(dian)(dian)外送潛力(li)大。西(xi)北(bei)各省在西(xi)電(dian)(dian)東送中互補特(te)性(xing)較為(wei)明顯(xian)。


“十四五”規劃要注(zhu)重發揮(hui)西北區(qu)域資源(yuan)整體(ti)優(you)勢,貫(guan)徹(che)習總書(shu)記提出的(de)黃河流(liu)域高(gao)質量(liang)發展國家戰(zhan)略,不斷擴大西電(dian)東送(song)規模,促進西北地區(qu)能(neng)(neng)(neng)源(yuan)資源(yuan)在全國范圍內(nei)(nei)的(de)優(you)化配(pei)置。同(tong)時要注(zhu)重加(jia)強區(qu)域交易機制政(zheng)策研究(jiu),打破省間壁(bi)壘、同(tong)時加(jia)強電(dian)網建設力(li)(li)度,解(jie)決局部電(dian)網送(song)電(dian)能(neng)(neng)(neng)力(li)(li)限制及跨省區(qu)聯絡線送(song)電(dian)能(neng)(neng)(neng)力(li)(li)限制等原因(yin),緩解(jie)區(qu)域內(nei)(nei)各省區(qu)因(yin)消納能(neng)(neng)(neng)力(li)(li)不足、調峰資源(yuan)有限等導致的(de)新能(neng)(neng)(neng)源(yuan)棄電(dian)問(wen)題。


七是注(zhu)重利(li)用(yong)區(qu)域(yu)內(nei)新能(neng)(neng)源(yuan)(yuan)發電(dian)互補(bu)特(te)性(xing)促(cu)(cu)進(jin)新能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)納(na)。西(xi)(xi)北(bei)區(qu)域(yu)幅員遼闊,新能(neng)(neng)源(yuan)(yuan)發電(dian)具有天然(ran)的互補(bu)性(xing),充分(fen)利(li)用(yong)這一(yi)特(te)點可(ke)進(jin)一(yi)步促(cu)(cu)進(jin)區(qu)域(yu)內(nei)新能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)納(na)。按照95%的新能(neng)(neng)源(yuan)(yuan)利(li)用(yong)率測(ce)(ce)算,西(xi)(xi)北(bei)五(wu)省(sheng)區(qu)互補(bu)消(xiao)(xiao)(xiao)納(na)與(yu)各(ge)省(sheng)區(qu)分(fen)別(bie)消(xiao)(xiao)(xiao)納(na)相(xiang)比,需要(yao)(yao)的調峰容量全(quan)網可(ke)減少(shao)11%。按照風電(dian)95%保證率參(can)加(jia)電(dian)力平(ping)衡測(ce)(ce)算,五(wu)省(sheng)區(qu)互補(bu)消(xiao)(xiao)(xiao)納(na)與(yu)各(ge)省(sheng)區(qu)分(fen)別(bie)消(xiao)(xiao)(xiao)納(na)相(xiang)比,全(quan)網將增(zeng)加(jia)5%的風電(dian)裝機參(can)與(yu)電(dian)力平(ping)衡,進(jin)一(yi)步提高了新能(neng)(neng)源(yuan)(yuan)的利(li)用(yong)率。因此,在研(yan)究制(zhi)定西(xi)(xi)北(bei)區(qu)域(yu)“十(shi)四五(wu)”電(dian)力規(gui)劃時,要(yao)(yao)充分(fen)考(kao)慮區(qu)域(yu)內(nei)不同省(sheng)區(qu)新能(neng)(neng)源(yuan)(yuan)互補(bu)消(xiao)(xiao)(xiao)納(na)的特(te)點作用(yong),最(zui)大程度(du)地促(cu)(cu)進(jin)新能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)納(na)。


八是注重煤(mei)電(dian)(dian)(dian)(dian)(dian)行業(ye)高質量發(fa)(fa)展(zhan),促進煤(mei)電(dian)(dian)(dian)(dian)(dian)與化(hua)工深度耦合。西北區域煤(mei)電(dian)(dian)(dian)(dian)(dian)資源(yuan)豐富,是保(bao)障電(dian)(dian)(dian)(dian)(dian)力(li)供應最為經濟可行的電(dian)(dian)(dian)(dian)(dian)源(yuan)。同時西北電(dian)(dian)(dian)(dian)(dian)網(wang)作為送出型電(dian)(dian)(dian)(dian)(dian)網(wang),煤(mei)電(dian)(dian)(dian)(dian)(dian)在對電(dian)(dian)(dian)(dian)(dian)網(wang)頻率(lv)、電(dian)(dian)(dian)(dian)(dian)壓支撐方面的作用難以(yi)替代,因此“十四五”期間,煤(mei)電(dian)(dian)(dian)(dian)(dian)仍(reng)將是西北地(di)區電(dian)(dian)(dian)(dian)(dian)力(li)供應保(bao)障的基礎性電(dian)(dian)(dian)(dian)(dian)源(yuan),將繼續發(fa)(fa)揮電(dian)(dian)(dian)(dian)(dian)力(li)安全(quan)保(bao)障“壓艙石(shi)”的作用,但目前(qian)煤(mei)電(dian)(dian)(dian)(dian)(dian)行業(ye)虧損較為普遍,影響后(hou)續煤(mei)電(dian)(dian)(dian)(dian)(dian)的平(ping)穩發(fa)(fa)展(zhan)。


“十四五”規劃應多措并舉(ju),解決“十三五”期間煤(mei)(mei)電(dian)(dian)(dian)企業虧損嚴(yan)重,發展動力(li)不足問題,完善煤(mei)(mei)電(dian)(dian)(dian)上網電(dian)(dian)(dian)價形成(cheng)機(ji)制(zhi),緩解煤(mei)(mei)電(dian)(dian)(dian)經營壓力(li);同(tong)時(shi)盡量(liang)減(jian)(jian)(jian)少新(xin)增煤(mei)(mei)電(dian)(dian)(dian),在(zai)有序發展增量(liang)的同(tong)時(shi),著力(li)實現存量(liang)機(ji)組(zu)的優化升級,推動靈活、低碳和(he)高效(xiao)發展,促(cu)進電(dian)(dian)(dian)煤(mei)(mei)行業的可持續發展。要注重煤(mei)(mei)電(dian)(dian)(dian)與化工深度(du)耦合(he)及能(neng)效(xiao)提升,結合(he)綜合(he)能(neng)源基地建設及節能(neng)減(jian)(jian)(jian)排改造,鼓勵煤(mei)(mei)電(dian)(dian)(dian)與煤(mei)(mei)炭分級利用、煤(mei)(mei)電(dian)(dian)(dian)與化工深度(du)耦合(he)發展,鼓勵煤(mei)(mei)電(dian)(dian)(dian)采用新(xin)技術進一(yi)步(bu)提高能(neng)效(xiao)、提高發電(dian)(dian)(dian)靈活性、減(jian)(jian)(jian)少污染物及溫室氣體(ti)的排放(fang)。


九是注重提升區域內電網調峰能力建設。西北地區調峰能力提升主要通過建設水電、抽水蓄能電站、光熱電站、儲能及火電靈活性改造來實現。但受生態環保、投資、經濟效益、缺乏盈利模式等因素的影響,“十三五”西北區域水電建設進展緩慢,火電靈活性改造不及預期,光熱發展后繼乏力,抽水蓄能及電化學儲能電站缺乏盈利模式。


“十四五”規劃要注重提升調峰能力建設,通過加大水電開發力度,制定措施激勵火電靈活性改造,保持光熱電站上網電價政策的延續性,以(yi)市(shi)場(chang)化價格(ge)機制激勵儲能電(dian)站建設,完善輔助服務市(shi)場(chang)等措施,提升西北電(dian)網調峰(feng)能力。


十是注重(zhong)電(dian)力規(gui)(gui)(gui)劃(hua)(hua)(hua)的統(tong)籌作(zuo)(zuo)用,加(jia)強規(gui)(gui)(gui)劃(hua)(hua)(hua)執行監管(guan)。《電(dian)力規(gui)(gui)(gui)劃(hua)(hua)(hua)管(guan)理辦(ban)法》提出“電(dian)力規(gui)(gui)(gui)劃(hua)(hua)(hua)應(ying)在(zai)能(neng)(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)總體規(gui)(gui)(gui)劃(hua)(hua)(hua)框架(jia)下,統(tong)籌水(shui)電(dian)、煤電(dian)、氣電(dian)、核電(dian)、新(xin)能(neng)(neng)源(yuan)(yuan)發(fa)(fa)電(dian)以及輸配電(dian)網(wang)等(deng)(deng)規(gui)(gui)(gui)劃(hua)(hua)(hua),支持(chi)非化石能(neng)(neng)源(yuan)(yuan)優先利用和分(fen)布式能(neng)(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)”。但目前電(dian)力規(gui)(gui)(gui)劃(hua)(hua)(hua)與新(xin)能(neng)(neng)源(yuan)(yuan)、水(shui)電(dian)等(deng)(deng)電(dian)源(yuan)(yuan)規(gui)(gui)(gui)劃(hua)(hua)(hua)由不同主管(guan)部門(men)分(fen)別委(wei)托,同步進行編制,電(dian)力規(gui)(gui)(gui)劃(hua)(hua)(hua)對(dui)各類電(dian)源(yuan)(yuan)專項規(gui)(gui)(gui)劃(hua)(hua)(hua)的統(tong)籌作(zuo)(zuo)用未能(neng)(neng)有(you)效發(fa)(fa)揮。同時,受環保、資金、經濟(ji)性(xing)及監管(guan)不到位等(deng)(deng)多種因素的影響,西北(bei)區(qu)域“十三(san)五”規(gui)(gui)(gui)劃(hua)(hua)(hua)執行未能(neng)(neng)完(wan)全到位,部分(fen)重(zhong)點項目未能(neng)(neng)如期(qi)完(wan)成。


“十(shi)四五(wu)”規(gui)劃(hua)(hua)(hua)要(yao)注重完善規(gui)劃(hua)(hua)(hua)編(bian)制機制,突出電力規(gui)劃(hua)(hua)(hua)對(dui)新能(neng)源等電源專項規(gui)劃(hua)(hua)(hua)的(de)統籌指導作用(yong)。同時強(qiang)化對(dui)電力規(gui)劃(hua)(hua)(hua)執行(xing)情況(kuang)的(de)監管,加強(qiang)對(dui)地方能(neng)源主(zhu)管部門和電力企業執行(xing)和落實國家(jia)規(gui)劃(hua)(hua)(hua)情況(kuang)的(de)監管,適(shi)時將執行(xing)情況(kuang)和存在問題向社會(hui)公布,督(du)促電力規(gui)劃(hua)(hua)(hua)的(de)嚴(yan)格執行(xing),維護規(gui)劃(hua)(hua)(hua)的(de)強(qiang)制性(xing)和嚴(yan)肅性(xing)。
