國外新能源參與電力市場創新機制的啟示

近年來,由于社會經濟發展對化石能源的過度依賴,能源資源日漸枯竭,同時大量碳排放也導致溫室效應日益加重,極端天氣的出現越來越頻繁。國際社會一致認為需要對氣候變化采取緊迫行動和強有力的國際合作。

當前越(yue)來(lai)越(yue)多的(de)國(guo)家正在將其轉化為(wei)國(guo)家戰(zhan)略,提出(chu)了(le)無碳(tan)(tan)未來(lai)的(de)愿景(jing)。碳(tan)(tan)中和(he)(Carbon Neutral或Carbon Neutrality)是指中立(li)的(de)(即(ji)零(ling))總(zong)碳(tan)(tan)量釋(shi)放(fang),通過排放(fang)多少碳(tan)(tan)就采取(qu)多少抵銷措(cuo)施(shi),來(lai)達到平衡(heng)。目(mu)前已有數十個國(guo)家和(he)地區(qu)提出(chu)了(le)碳(tan)(tan)中和(he)目(mu)標。


中共中央總書記(ji)、國(guo)家主(zhu)席習近(jin)平在2020年(nian)9月22日召開的第七(qi)十五屆聯合國(guo)大會一(yi)般性辯論(lun)上表示:“中國(guo)將提(ti)高國(guo)家自(zi)主(zhu)貢獻力(li)度,采取(qu)更加有力(li)的政策和措(cuo)施(shi),二氧(yang)化碳(tan)(tan)排放力(li)爭(zheng)于2030年(nian)前(qian)達到峰值,努力(li)爭(zheng)取(qu)2060年(nian)前(qian)實現碳(tan)(tan)中和。”


2021年3月15日,習近平總書記主持召開中(zhong)(zhong)央財經委員會第九次會議,進一步明確了實(shi)現(xian)碳達峰(feng)、碳中(zhong)(zhong)和(he)的基本思路(lu)及(ji)主要舉措(cuo)。會議特別強調,“實(shi)施(shi)可再生能源替代行動,深化電(dian)力體制改革,構建以新能源為主體的新型電(dian)力系統。”

新能源大規模接入使全世界電力市場面臨挑戰

可再生能(neng)源參(can)與電(dian)力(li)市(shi)(shi)場(chang)交易已成為必然(ran)趨勢。隨著可再生能(neng)源發電(dian)比例逐(zhu)(zhu)步(bu)升高、各(ge)種類型儲能(neng)的(de)成本逐(zhu)(zhu)漸降低、智能(neng)電(dian)表的(de)普及和需求響應(ying)的(de)引入(ru),世界各(ge)國(guo)的(de)電(dian)力(li)市(shi)(shi)場(chang)都面臨著重大挑戰,需要更新(xin)換(huan)代。


在(zai)美(mei)(mei)國,有關電(dian)(dian)力(li)市場(chang)規(gui)則的爭論(lun)由來已(yi)久(jiu)。早在(zai)2017年,美(mei)(mei)國能源部(Department of Energy)與各大(da)區域電(dian)(dian)力(li)市場(chang)運(yun)營商ISO/RTO就電(dian)(dian)力(li)市場(chang)價格(ge)形成機(ji)制等問題(ti)發生過激烈爭論(lun)。近期,美(mei)(mei)國電(dian)(dian)力(li)市場(chang)中各類事件(jian)接連不斷(duan),引起(qi)各方廣泛關注。當地時間(jian)2020年8月(yue)(yue)(yue)14日,加(jia)利(li)福尼亞(ya)州(zhou)獨立(li)系(xi)統運(yun)營商(CAISO)宣布電(dian)(dian)網進入(ru)二級(ji)緊(jin)急運(yun)行狀態(tai)。8月(yue)(yue)(yue)14日,為了防止電(dian)(dian)力(li)系(xi)統崩潰,CAISO向全州(zhou)的電(dian)(dian)力(li)用戶(hu)發布了自2000~2001年加(jia)州(zhou)電(dian)(dian)力(li)危機(ji)以來近20年的第一次三級(ji)緊(jin)急運(yun)行狀態(tai)警告(gao),并(bing)對居民用戶(hu)實施輪(lun)(lun)流停電(dian)(dian)。隨后,8月(yue)(yue)(yue)15日,CAISO又發布了二級(ji)和三級(ji)緊(jin)急運(yun)行狀態(tai)警告(gao)各一次并(bing)采取(qu)切負(fu)荷措施。8月(yue)(yue)(yue)17日、8月(yue)(yue)(yue)18日、9月(yue)(yue)(yue)5日、9月(yue)(yue)(yue)6日,CAISO又各發布了一次二級(ji)緊(jin)急運(yun)行狀態(tai)。從當地時間(jian)2021年2月(yue)(yue)(yue)14日開始,美(mei)(mei)國得(de)克薩斯州(zhou)在(zai)極端(duan)低溫(wen)天氣下再次發生大(da)范圍(wei)輪(lun)(lun)流停電(dian)(dian),數(shu)百萬家(jia)庭失去電(dian)(dian)力(li)供應(ying),而且(qie)現貨市場(chang)價格(ge)也已(yi)達到(dao)9000美(mei)(mei)元/兆瓦時的上限。美(mei)(mei)國總統拜登相繼批準得(de)州(zhou)進入(ru)緊(jin)急狀態(tai)和重(zhong)大(da)災難(nan)狀態(tai)。


歐盟(meng)在2016年12月(yue)公(gong)布(bu)的(de)新電(dian)(dian)(dian)(dian)(dian)力(li)市(shi)場(chang)(chang)設計方案中尖銳指出(chu)“當(dang)今能(neng)源市(shi)場(chang)(chang)規則是為(wei)了滿足過去的(de)以(yi)(yi)傳統火力(li)發(fa)電(dian)(dian)(dian)(dian)(dian)和(he)沒有需(xu)求響(xiang)應的(de)能(neng)源系統而設計出(chu)來的(de)”。由于(yu)光伏、風(feng)電(dian)(dian)(dian)(dian)(dian)低邊(bian)際成(cheng)本的(de)特點(dian)(dian),把(ba)傳統火力(li)發(fa)電(dian)(dian)(dian)(dian)(dian)在以(yi)(yi)邊(bian)際成(cheng)本為(wei)基礎的(de)現(xian)貨(huo)競價交易中擠(ji)出(chu),使得市(shi)場(chang)(chang)出(chu)清價格降低,甚至出(chu)現(xian)負值(zhi),導致火力(li)發(fa)電(dian)(dian)(dian)(dian)(dian)難(nan)以(yi)(yi)生存。而同時,光伏和(he)風(feng)電(dian)(dian)(dian)(dian)(dian)的(de)不可預測性、波動性,給電(dian)(dian)(dian)(dian)(dian)力(li)系統的(de)安(an)全可靠性和(he)靈活(huo)性帶(dai)來了挑戰。在2012年11月(yue)至2013年2月(yue)歐盟(meng)針對(dui)電(dian)(dian)(dian)(dian)(dian)力(li)市(shi)場(chang)(chang)問題的(de)調查(cha)中,被調查(cha)者一致認為(wei)確(que)保市(shi)場(chang)(chang)更健康地運行和(he)市(shi)場(chang)(chang)進一步融合對(dui)于(yu)電(dian)(dian)(dian)(dian)(dian)力(li)安(an)全供給十(shi)分關鍵(jian),對(dui)現(xian)有市(shi)場(chang)(chang)設計是否能(neng)夠充分吸引投資以(yi)(yi)保障發(fa)電(dian)(dian)(dian)(dian)(dian)容量充裕(yu)度則觀點(dian)(dian)各異(yi)。相當(dang)多(duo)的(de)觀點(dian)(dian)認為(wei)可再生能(neng)源的(de)補貼機(ji)制、優(you)先發(fa)電(dian)(dian)(dian)(dian)(dian)和(he)電(dian)(dian)(dian)(dian)(dian)力(li)平衡責(ze)任缺失扭曲了市(shi)場(chang)(chang)。

美、歐、澳的(de)電(dian)(dian)力市(shi)場問題(ti)有一些共同(tong)點:一是電(dian)(dian)力系統(tong)的(de)安全(quan)穩定(ding)運行需(xu)要(yao)保(bao)(bao)持多樣化的(de)發電(dian)(dian)機組類型(電(dian)(dian)源(yuan)結構),當(dang)(dang)前電(dian)(dian)力市(shi)場設(she)計雖然對新能(neng)源(yuan)有利(li),但對傳統(tong)電(dian)(dian)源(yuan)沖擊過大,無(wu)法確(que)保(bao)(bao)電(dian)(dian)力系統(tong)的(de)長期可靠性(xing)與彈性(xing);二是電(dian)(dian)力市(shi)場需(xu)要(yao)對靈活性(xing)資源(yuan)合理(li)定(ding)價(jia),才(cai)能(neng)保(bao)(bao)障可再生能(neng)源(yuan)的(de)消(xiao)納,當(dang)(dang)前電(dian)(dian)力市(shi)場設(she)計無(wu)法對靈活性(xing)資源(yuan)提供(gong)合理(li)的(de)經(jing)濟(ji)激勵。因此,


歐美在(zai)二十多年的電力(li)市場(chang)運(yun)營經驗基礎上,進行了(le)各種各樣(yang)的更新和嘗試。由于我國(guo)棄風、棄光(guang)問(wen)題嚴重,建立有(you)利于新能源消納的電力(li)市場(chang)機制也(ye)已成(cheng)為(wei)當前的緊迫任務。

一般情況下(xia),對于光伏、風電等可再生(sheng)能(neng)源(yuan)機(ji)組(zu),由(you)于功(gong)率曲(qu)線難控,電能(neng)商品(pin)品(pin)質低(di),但(dan)因環保效(xiao)益顯著(zhu),可全額消納(na),或根(gen)據(ju)電力系統(tong)安全穩定約(yue)束在一定功(gong)率波動范圍內(nei)消納(na),并以比市(shi)場(chang)最低(di)價(jia)更低(di)的價(jia)格結算(suan)電量(liang)。在這(zhe)種(zhong)情況下(xia),系統(tong)總(zong)負荷(he)扣除可再生(sheng)能(neng)源(yuan)機(ji)組(zu)出力后,可能(neng)形成功(gong)率缺口(kou),例如美國加(jia)州電力系統(tong)著(zhu)名的“鴨子曲(qu)線”,將顯著(zhu)增(zeng)加(jia)電力系統(tong)的靈活性需求和調(diao)(diao)峰困難。如果可再生(sheng)能(neng)源(yuan)搭配(pei)儲能(neng)或購買(mai)調(diao)(diao)峰容量(liang)、提高其電能(neng)品(pin)質后,也可以參與(yu)圖(tu)中橫(heng)向能(neng)量(liang)塊的交易;在加(jia)裝(zhuang)自動發電控制(zhi)系統(tong)(AGC)后,響應電網調(diao)(diao)度指令下(xia)調(diao)(diao)功(gong)率,參與(yu)分時(shi)交易的輔助服務市(shi)場(chang)。

智(zhi)利(li)是世界上(shang)第一個進(jin)(jin)行(xing)電(dian)改(gai)的(de)國家(jia)(jia),為鼓勵可再生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)納(na)并增加競爭(zheng),2014年(nian)引(yin)入了(le)(le)時間跨度長達20年(nian)的(de)帶時標(biao)的(de)能(neng)(neng)量塊(kuai)(time block)交易(yi)(yi)(yi),允許發(fa)電(dian)機組在一天中(zhong)(zhong)針對特定的(de)時段(duan)進(jin)(jin)行(xing)投標(biao),而(er)不是限定必須24小時供應電(dian)力(li)。智(zhi)利(li)的(de)帶時標(biao)能(neng)(neng)量塊(kuai)交易(yi)(yi)(yi)取得了(le)(le)預期的(de)效(xiao)果,增強了(le)(le)競爭(zheng),促進(jin)(jin)了(le)(le)可再生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)納(na),電(dian)價大幅(fu)下(xia)跌,受到了(le)(le)各方(fang)(fang)面(mian)的(de)稱贊。2021年(nian)3月31日,美(mei)國政府公布了(le)(le)一項2萬(wan)億美(mei)元(yuan)的(de)就業計(ji)劃(hua)(hua),該(gai)計(ji)劃(hua)(hua)力(li)爭(zheng)讓美(mei)國在2035年(nian)之前(qian)實現(xian)100%零碳電(dian)力(li)。值得注意的(de)一個細節(jie)是,該(gai)計(ji)劃(hua)(hua)規(gui)定聯邦(bang)市(shi)政設施應從所在區(qu)域電(dian)網采購“7?24”全時段(duan)清潔(jie)電(dian)力(li),并與其小時級負荷曲線相匹配,這恰恰是我們(men)所提(ti)的(de)“能(neng)(neng)量塊(kuai)”交易(yi)(yi)(yi)的(de)概(gai)念。在“能(neng)(neng)量塊(kuai)”交易(yi)(yi)(yi)的(de)初(chu)級階(jie)段(duan),可采用比較(jiao)簡(jian)單的(de)分(fen)(fen)時段(duan)交易(yi)(yi)(yi)。2020年(nian)11月25日,國家(jia)(jia)發(fa)展改(gai)革委(wei)、國家(jia)(jia)能(neng)(neng)源(yuan)(yuan)(yuan)局發(fa)布的(de)《2021年(nian)電(dian)力(li)中(zhong)(zhong)長期合(he)同簽訂工作的(de)通知》(發(fa)改(gai)運(yun)行(xing)〔2020〕1784號)中(zhong)(zhong),為拉(la)大峰谷差價,明確提(ti)出“交易(yi)(yi)(yi)雙方(fang)(fang)簽訂分(fen)(fen)時段(duan)合(he)同”(即國家(jia)(jia)發(fa)展改(gai)革委(wei)電(dian)力(li)中(zhong)(zhong)長期合(he)同“六簽”要求之“分(fen)(fen)時段(duan)簽”),目前(qian)江西等(deng)省份正在進(jin)(jin)行(xing)試點。
