官方解讀 | 全國統一電力市場體系——我國電力市場建設頂層設計的重要里程碑

我國自2015年3月開啟新一輪電力體制改革以來,在市場架構建設、市場主體參與、電價機制完善、交易機構組建及規范運行等方面取得了重要進展。此后,黨的十八屆三中全會對全面深化改革作出重要部署,建設統一開放、競爭有序的市場體系被提上日程。特別是在碳達峰、碳中和目標確定后,在黨的十九大報告及黨中央、國務院相繼印發的《關于完整準確全面貫徹新發展理念做好碳達峰碳中和工作的意見》、《2030年前碳達峰行動方案》等相關重要文件中,進一步明確要求深化電力體制改革,加快構建全國統一電力市場體系。2021年11月,習近平總書記主持召開中央全面深化改革委員會第二十二次會議通過了《關于加快建設全國統一電力市場體系的指導意見》(下文簡稱《指導意見》),從國家層面進一步發力,提出了健全多層次統一電力市場體系,統一交易規則和技術標準的新要求,要求加快形成統一開放、競爭有序、安全高效、治理完善的電力市場體系。


一、我國電力市場建設的頂層再設計


經過多年(nian)發(fa)展,我國(guo)(guo)電(dian)(dian)力(li)市(shi)場(chang)(chang)(chang)體(ti)系構建穩步有序推進(jin),多元競爭主體(ti)格局初步形(xing)成(cheng),市(shi)場(chang)(chang)(chang)化交(jiao)易電(dian)(dian)量(liang)(liang)(liang)比重(zhong)大幅提升(sheng),市(shi)場(chang)(chang)(chang)在資源優化配置中(zhong)作(zuo)用明(ming)顯增(zeng)強。2021年(nian),全國(guo)(guo)市(shi)場(chang)(chang)(chang)化交(jiao)易電(dian)(dian)量(liang)(liang)(liang)3.7萬億千(qian)瓦時,同比增(zeng)長(chang)17.2%,占(zhan)全社(she)會用電(dian)(dian)量(liang)(liang)(liang)的(de)44.6%,是2015年(nian)市(shi)場(chang)(chang)(chang)化交(jiao)易電(dian)(dian)量(liang)(liang)(liang)的(de)近7倍(bei),年(nian)均增(zeng)長(chang)約40%。中(zhong)長(chang)期交(jiao)易和(he)輔助(zhu)服務市(shi)場(chang)(chang)(chang)基(ji)本覆蓋,首批(pi)8個現(xian)貨試點(dian)已(yi)進(jin)入結算(suan)試運行階段(duan),第二批(pi)6個現(xian)貨試點(dian)也已(yi)啟動建設。以(yi)省(sheng)級電(dian)(dian)力(li)市(shi)場(chang)(chang)(chang)為(wei)基(ji)礎(chu)、以(yi)跨(kua)省(sheng)跨(kua)區(qu)市(shi)場(chang)(chang)(chang)為(wei)突破、以(yi)全國(guo)(guo)統一(yi)電(dian)(dian)力(li)市(shi)場(chang)(chang)(chang)為(wei)方(fang)向的(de)電(dian)(dian)力(li)市(shi)場(chang)(chang)(chang)建設初見雛(chu)形(xing)。


隨著碳(tan)(tan)達峰(feng)、碳(tan)(tan)中和(he)(he)目標(biao)(biao)(biao)全面融入經濟(ji)社會發展(zhan)(zhan)中長(chang)期(qi)規(gui)劃(hua),我國經濟(ji)社會發展(zhan)(zhan)進(jin)入新常態(tai),對(dui)推(tui)進(jin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)低碳(tan)(tan)轉型(xing)(xing)提(ti)出(chu)了(le)更加(jia)迫切(qie)(qie)的(de)(de)(de)(de)要(yao)(yao)求(qiu)。《2030年前(qian)碳(tan)(tan)達峰(feng)行動(dong)方案》中要(yao)(yao)求(qiu)產業結構(gou)(gou)和(he)(he)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)結構(gou)(gou)調整優化在(zai)(zai)(zai)“十四五”期(qi)間(jian)取得明顯進(jin)展(zhan)(zhan),在(zai)(zai)(zai)“十五五”期(qi)間(jian)初步(bu)建(jian)(jian)立清(qing)(qing)潔(jie)(jie)(jie)低碳(tan)(tan)安(an)全高效(xiao)的(de)(de)(de)(de)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)體系(xi)(xi)。我國清(qing)(qing)潔(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)主要(yao)(yao)集(ji)中在(zai)(zai)(zai)“三北(bei)”地(di)區,由于(yu)周(zhou)邊區域(yu)負荷強度不高,整體消(xiao)納程(cheng)度受(shou)限,迫切(qie)(qie)需要(yao)(yao)發揮(hui)市(shi)(shi)(shi)(shi)場(chang)(chang)優化配(pei)(pei)置資源(yuan)(yuan)(yuan)的(de)(de)(de)(de)決定(ding)性作用,通過市(shi)(shi)(shi)(shi)場(chang)(chang)價(jia)格(ge)(ge)信號(hao)引導清(qing)(qing)潔(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)統(tong)(tong)(tong)一規(gui)劃(hua)、科學布局(ju)、高效(xiao)利(li)用,統(tong)(tong)(tong)一交易(yi)規(gui)則和(he)(he)技術標(biao)(biao)(biao)準,破除市(shi)(shi)(shi)(shi)場(chang)(chang)壁壘,在(zai)(zai)(zai)全國范圍內實現(xian)電(dian)(dian)(dian)(dian)力(li)資源(yuan)(yuan)(yuan)優化配(pei)(pei)置和(he)(he)共享(xiang)互濟(ji)。與(yu)(yu)此同時(shi),我國正處于(yu)構(gou)(gou)建(jian)(jian)新型(xing)(xing)電(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統(tong)(tong)(tong)的(de)(de)(de)(de)關鍵時(shi)期(qi),清(qing)(qing)潔(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)的(de)(de)(de)(de)滲透(tou)率提(ti)高對(dui)電(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統(tong)(tong)(tong)綜合調節能(neng)(neng)(neng)力(li)提(ti)出(chu)了(le)更高的(de)(de)(de)(de)要(yao)(yao)求(qiu),對(dui)電(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統(tong)(tong)(tong)安(an)全穩定(ding)運(yun)(yun)行提(ti)出(chu)了(le)挑(tiao)戰,有必要(yao)(yao)進(jin)一步(bu)完善電(dian)(dian)(dian)(dian)力(li)市(shi)(shi)(shi)(shi)場(chang)(chang)體系(xi)(xi)構(gou)(gou)成(cheng),統(tong)(tong)(tong)一多元化市(shi)(shi)(shi)(shi)場(chang)(chang)主體納入類型(xing)(xing)和(he)(he)標(biao)(biao)(biao)準,以(yi)市(shi)(shi)(shi)(shi)場(chang)(chang)化方式實現(xian)對(dui)源(yuan)(yuan)(yuan)網(wang)荷儲的(de)(de)(de)(de)一體化運(yun)(yun)營(ying),充分激勵市(shi)(shi)(shi)(shi)場(chang)(chang)主體參(can)(can)與(yu)(yu)的(de)(de)(de)(de)積極性,釋放靈活調節能(neng)(neng)(neng)力(li),推(tui)動(dong)電(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統(tong)(tong)(tong)供需平衡(heng)(heng)和(he)(he)電(dian)(dian)(dian)(dian)力(li)市(shi)(shi)(shi)(shi)場(chang)(chang)運(yun)(yun)營(ying)有序銜接。自2021年以(yi)來,我國電(dian)(dian)(dian)(dian)力(li)供需一直處于(yu)緊平衡(heng)(heng)狀態(tai),歸因于(yu)我國燃煤(mei)火電(dian)(dian)(dian)(dian)仍(reng)占據主要(yao)(yao)地(di)位(wei),動(dong)力(li)煤(mei)現(xian)貨價(jia)格(ge)(ge)暴漲而(er)電(dian)(dian)(dian)(dian)價(jia)卻(que)未同步(bu)上(shang)浮,導致發電(dian)(dian)(dian)(dian)企業生產意愿不足,煤(mei)電(dian)(dian)(dian)(dian)轉型(xing)(xing)與(yu)(yu)發電(dian)(dian)(dian)(dian)空間(jian)出(chu)讓缺(que)少有效(xiao)的(de)(de)(de)(de)價(jia)格(ge)(ge)傳導機制,迫切(qie)(qie)需要(yao)(yao)在(zai)(zai)(zai)統(tong)(tong)(tong)一的(de)(de)(de)(de)電(dian)(dian)(dian)(dian)力(li)市(shi)(shi)(shi)(shi)場(chang)(chang)交易(yi)平臺上(shang),完善市(shi)(shi)(shi)(shi)場(chang)(chang)化價(jia)格(ge)(ge)形成(cheng)機制,有效(xiao)解決清(qing)(qing)潔(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)與(yu)(yu)燃煤(mei)火電(dian)(dian)(dian)(dian)之(zhi)間(jian)的(de)(de)(de)(de)利(li)益補(bu)償問題(ti)和(he)(he)市(shi)(shi)(shi)(shi)場(chang)(chang)之(zhi)間(jian)送受(shou)電(dian)(dian)(dian)(dian)的(de)(de)(de)(de)利(li)益平衡(heng)(heng)問題(ti),調動(dong)市(shi)(shi)(shi)(shi)場(chang)(chang)各方參(can)(can)與(yu)(yu)清(qing)(qing)潔(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供需平衡(heng)(heng)與(yu)(yu)電(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統(tong)(tong)(tong)供需平衡(heng)(heng)的(de)(de)(de)(de)積極性與(yu)(yu)主動(dong)性,促進(jin)清(qing)(qing)潔(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)持續健康發展(zhan)(zhan)。


從(cong)國際經(jing)驗看,隨著市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)化改革的(de)不(bu)斷深入和資(zi)源優化配置需求的(de)不(bu)斷提升(sheng),在(zai)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)交(jiao)易(yi)(yi)規模(mo)穩(wen)步擴張的(de)基(ji)礎上,市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)交(jiao)易(yi)(yi)范(fan)圍(wei)將(jiang)逐步擴大,交(jiao)易(yi)(yi)行(xing)為也(ye)逐漸規范(fan)化。歐盟(meng)電(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)已由(you)初(chu)期(qi)的(de)15國日前聯合(he)出清發展(zhan)到目前27國以(yi)日前耦合(he)(日內14國耦合(he))為主(zhu)要特(te)征(zheng)的(de)歐洲統(tong)一電(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang);美國以(yi)獨立系(xi)統(tong)運營(ying)區域為起(qi)步,目前也(ye)形成(cheng)了(le)多個以(yi)系(xi)統(tong)與市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)運營(ying)一體化為特(te)征(zheng)的(de)區域電(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang),市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)的(de)范(fan)圍(wei)逐步擴大。與此同時(shi),無論是(shi)(shi)歐洲還(huan)是(shi)(shi)美國,都從(cong)頂層設(she)計(ji)角度頒布了(le)相關(guan)法令(ling),明確了(le)標準化的(de)電(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)規劃和發展(zhan)目標。當前,中(zhong)國特(te)色(se)社會(hui)主(zhu)義進(jin)入新時(shi)代,在(zai)吸(xi)收借鑒國外成(cheng)功電(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)建設(she)經(jing)驗的(de)基(ji)礎上,應進(jin)一步發揮(hui)國家(jia)宏(hong)觀戰略層面(mian)的(de)積極作(zuo)用,對我國電(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)體系(xi)開展(zhan)頂層再設(she)計(ji),加大力(li)(li)(li)(li)量貫徹執行(xing)電(dian)(dian)力(li)(li)(li)(li)體制改革相關(guan)文件精神,深入推(tui)進(jin)能源結構轉型,全(quan)(quan)面(mian)啟動全(quan)(quan)國統(tong)一電(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)的(de)建設(she)工(gong)作(zuo)。


二、全國統一電力市場體系的建設愿景


中國電(dian)力(li)(li)市(shi)場建設進(jin)入攻堅階段,《指導(dao)意見(jian)》的提出為新(xin)型電(dian)力(li)(li)系統(tong)加快(kuai)建設、碳達峰碳中和目標加快(kuai)實現提供了堅強的市(shi)場保障(zhang),對深化電(dian)力(li)(li)體制改革具有(you)積極意義。為此(ci),《指導(dao)意見(jian)》在如(ru)下三方面做(zuo)了重點要求:


一(yi)是(shi)要(yao)求遵循電力(li)運(yun)(yun)行(xing)客(ke)觀(guan)規(gui)(gui)律(lv)(lv)和市(shi)(shi)(shi)場(chang)經濟(ji)規(gui)(gui)律(lv)(lv)。電力(li)市(shi)(shi)(shi)場(chang)建設是(shi)在(zai)保障電網(wang)安(an)全穩(wen)定運(yun)(yun)行(xing)的(de)前提下提高電網(wang)運(yun)(yun)行(xing)的(de)經濟(ji)性(xing)(xing)和電力(li)資源優化配(pei)置的(de)水平,必須將電力(li)運(yun)(yun)行(xing)的(de)客(ke)觀(guan)規(gui)(gui)律(lv)(lv)和市(shi)(shi)(shi)場(chang)經濟(ji)規(gui)(gui)律(lv)(lv)的(de)有機(ji)結合,在(zai)還(huan)原電力(li)商品屬性(xing)(xing)的(de)同時,還(huan)應確(que)保交易結果滿足電網(wang)運(yun)(yun)行(xing)的(de)連續性(xing)(xing)和有序性(xing)(xing)的(de)要(yao)求,才能充分發揮(hui)市(shi)(shi)(shi)場(chang)機(ji)制的(de)作用。


二是(shi)要求健全(quan)(quan)多層(ceng)次統(tong)一(yi)電(dian)力(li)(li)(li)市(shi)(shi)場體系和功能(neng)建設。為了(le)更好發揮市(shi)(shi)場對(dui)資(zi)源配置的(de)決(jue)定性作用,應從全(quan)(quan)局層(ceng)面考慮(lv)進一(yi)步支撐我國(guo)能(neng)源結(jie)構轉(zhuan)(zhuan)型,通過建立規范(fan)統(tong)一(yi)的(de)電(dian)力(li)(li)(li)市(shi)(shi)場基(ji)本交(jiao)易規則和技術標(biao)準(zhun),破(po)除電(dian)力(li)(li)(li)交(jiao)易的(de)地域界限,規范(fan)各層(ceng)次電(dian)力(li)(li)(li)市(shi)(shi)場秩序,推動實現全(quan)(quan)國(guo)電(dian)力(li)(li)(li)市(shi)(shi)場和地方各級電(dian)力(li)(li)(li)市(shi)(shi)場統(tong)一(yi)規范(fan)運營和有效銜接,助力(li)(li)(li)能(neng)源結(jie)構低碳轉(zhuan)(zhuan)型、高質(zhi)量發展(zhan)。


三(san)是要求推進(jin)適應新(xin)(xin)型電(dian)(dian)力(li)系(xi)統的(de)電(dian)(dian)力(li)市(shi)場機制設計。通過市(shi)場手段對能源(yuan)發展進(jin)行引導,進(jin)一步降(jiang)低(di)(di)計劃電(dian)(dian)量(liang)比例,實現新(xin)(xin)能源(yuan)與(yu)傳統化石能源(yuan)有(you)效平穩(wen)轉換(huan),發揮(hui)電(dian)(dian)力(li)市(shi)場對能源(yuan)清潔(jie)低(di)(di)碳轉型的(de)支撐(cheng)作(zuo)用。同時(shi),進(jin)一步放大市(shi)場準入,充分發揮(hui)統一電(dian)(dian)力(li)市(shi)場交易平臺(tai)作(zuo)用,完善市(shi)場化價(jia)格體系(xi),推動多(duo)元主體公平、積極參(can)與(yu),為(wei)構建新(xin)(xin)型電(dian)(dian)力(li)體系(xi)提供有(you)力(li)支撐(cheng)。


總體(ti)(ti)上,全(quan)國統(tong)一(yi)電力市(shi)場(chang)(chang)將在全(quan)國范圍內形成市(shi)場(chang)(chang)范圍全(quan)覆蓋、交(jiao)易(yi)時序全(quan)兼容、交(jiao)易(yi)品種靈活、市(shi)場(chang)(chang)主體(ti)(ti)多(duo)元、基本規則一(yi)致(zhi)、交(jiao)易(yi)標準統(tong)一(yi)的完備(bei)電力市(shi)場(chang)(chang)體(ti)(ti)系。


三、全國統一電力市場體系的重點任務


《指導意見》首次提出適時組(zu)建(jian)(jian)全國(guo)電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)中(zhong)心(xin)(xin)(xin)(xin)。電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)中(zhong)心(xin)(xin)(xin)(xin)在構建(jian)(jian)統(tong)一開放、競爭有序(xu)、安全高效(xiao)、治(zhi)理(li)完(wan)(wan)善的(de)(de)(de)(de)(de)電(dian)(dian)力(li)市(shi)(shi)(shi)場(chang)(chang)體系(xi)中(zhong)具(ju)有重要(yao)作用(yong)。要(yao)形成(cheng)公(gong)平(ping)公(gong)正、有效(xiao)競爭的(de)(de)(de)(de)(de)市(shi)(shi)(shi)場(chang)(chang)格局,需要(yao)依托電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)中(zhong)心(xin)(xin)(xin)(xin)的(de)(de)(de)(de)(de)獨立屬(shu)性(xing),通過功能完(wan)(wan)善、安全可靠的(de)(de)(de)(de)(de)統(tong)一交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)平(ping)臺,匯集市(shi)(shi)(shi)場(chang)(chang)各(ge)方的(de)(de)(de)(de)(de)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)意愿,為(wei)市(shi)(shi)(shi)場(chang)(chang)各(ge)方提供規范、可靠、高效(xiao)、優質(zhi)的(de)(de)(de)(de)(de)電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)服(fu)務(wu)。為(wei)此(ci),《指導意見》對此(ci)提出兩個(ge)方面(mian)的(de)(de)(de)(de)(de)具(ju)體要(yao)求:一是(shi)在交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)中(zhong)心(xin)(xin)(xin)(xin)治(zhi)理(li)方面(mian),充分發揮北京、廣州電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)中(zhong)心(xin)(xin)(xin)(xin)作用(yong),完(wan)(wan)善電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)平(ping)臺運營(ying)管理(li)措施,作為(wei)組(zu)建(jian)(jian)全國(guo)電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)中(zhong)心(xin)(xin)(xin)(xin)的(de)(de)(de)(de)(de)經驗(yan)支撐(cheng),并在組(zu)建(jian)(jian)全國(guo)電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)中(zhong)心(xin)(xin)(xin)(xin)后,引(yin)入多種市(shi)(shi)(shi)場(chang)(chang)主體和戰略投資者,形成(cheng)多方合力(li)的(de)(de)(de)(de)(de)治(zhi)理(li)體系(xi),共同支撐(cheng)電(dian)(dian)力(li)市(shi)(shi)(shi)場(chang)(chang)合規運營(ying);二是(shi)在交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)平(ping)臺建(jian)(jian)設方面(mian),要(yao)求制定統(tong)一的(de)(de)(de)(de)(de)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)技術標(biao)準(zhun)和數據接(jie)口標(biao)準(zhun),推動各(ge)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)中(zhong)心(xin)(xin)(xin)(xin)有效(xiao)銜接(jie)的(de)(de)(de)(de)(de)基礎上,建(jian)(jian)立有利于全國(guo)電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)中(zhong)心(xin)(xin)(xin)(xin)組(zu)建(jian)(jian)的(de)(de)(de)(de)(de)軟硬(ying)件環境。


《指導意見》重點強(qiang)調(diao)(diao)各(ge)層次電(dian)(dian)力市(shi)(shi)(shi)(shi)場(chang)的(de)(de)協同運(yun)行(xing)和(he)融(rong)(rong)(rong)合發(fa)(fa)展(zhan)。省/區(qu)(qu)域電(dian)(dian)力市(shi)(shi)(shi)(shi)場(chang)主要作用為(wei)實現地(di)區(qu)(qu)范(fan)圍內的(de)(de)電(dian)(dian)力資源(yuan)配置和(he)平衡,而無(wu)法充分解決能源(yuan)供給過剩、需求高漲、系統(tong)調(diao)(diao)節能力不足等(deng)問題(ti)。《指導意見》提出了建(jian)立國(guo)(guo)家(jia)電(dian)(dian)力市(shi)(shi)(shi)(shi)場(chang)的(de)(de)要求,并明確(que)了省/區(qu)(qu)域市(shi)(shi)(shi)(shi)場(chang)與(yu)(yu)國(guo)(guo)家(jia)市(shi)(shi)(shi)(shi)場(chang)融(rong)(rong)(rong)合發(fa)(fa)展(zhan)的(de)(de)方式(shi)——省市(shi)(shi)(shi)(shi)場(chang)可(ke)直接(jie)與(yu)(yu)國(guo)(guo)家(jia)市(shi)(shi)(shi)(shi)場(chang)融(rong)(rong)(rong)合發(fa)(fa)展(zhan),或多省聯(lian)合形成區(qu)(qu)域市(shi)(shi)(shi)(shi)場(chang)后(hou)再(zai)與(yu)(yu)國(guo)(guo)家(jia)市(shi)(shi)(shi)(shi)場(chang)融(rong)(rong)(rong)合發(fa)(fa)展(zhan)。在做好各(ge)省級電(dian)(dian)力市(shi)(shi)(shi)(shi)場(chang)規范(fan)統(tong)一(yi)運(yun)營的(de)(de)基礎之(zhi)上,通(tong)過建(jian)立多元市(shi)(shi)(shi)(shi)場(chang)主體參與(yu)(yu)跨省跨區(qu)(qu)交(jiao)易的(de)(de)市(shi)(shi)(shi)(shi)場(chang)機制,以(yi)統(tong)一(yi)基本(ben)規則(ze)和(he)技術標準為(wei)依(yi)托,實現對(dui)于跨省跨區(qu)(qu)輸電(dian)(dian)通(tong)道的(de)(de)充分利用;進一(yi)步貫徹國(guo)(guo)家(jia)區(qu)(qu)域重大戰略(lve),建(jian)設區(qu)(qu)域電(dian)(dian)力市(shi)(shi)(shi)(shi)場(chang),推動(dong)各(ge)電(dian)(dian)力交(jiao)易中心協同運(yun)行(xing);同步開展(zhan)跨省跨區(qu)(qu)電(dian)(dian)能量交(jiao)易和(he)調(diao)(diao)頻(pin)、備用等(deng)輔助服務交(jiao)易,以(yi)達到統(tong)籌全網資源(yuan)調(diao)(diao)節余(yu)缺、穩定電(dian)(dian)力系統(tong)運(yun)行(xing)的(de)(de)積極效果,實現省/區(qu)(qu)域電(dian)(dian)力市(shi)(shi)(shi)(shi)場(chang)與(yu)(yu)全國(guo)(guo)統(tong)一(yi)電(dian)(dian)力市(shi)(shi)(shi)(shi)場(chang)的(de)(de)有序銜接(jie)。


《指導(dao)意(yi)見》明確要求(qiu)激勵(li)清潔(jie)(jie)能(neng)源(yuan)參(can)與(yu)市(shi)(shi)場(chang)化(hua)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)。在(zai)計劃(hua)電(dian)(dian)(dian)量(liang)(liang)方(fang)(fang)面,《指導(dao)意(yi)見》提出按照先(xian)增量(liang)(liang)、后存量(liang)(liang)的(de)(de)原則逐步將跨(kua)省(sheng)跨(kua)區優先(xian)發(fa)電(dian)(dian)(dian)計劃(hua)從量(liang)(liang)價固定的(de)(de)購(gou)售(shou)電(dian)(dian)(dian)協(xie)議(yi),轉化(hua)為由市(shi)(shi)場(chang)機(ji)制(zhi)決定量(liang)(liang)價的(de)(de)政(zheng)府授(shou)權合同,釋放市(shi)(shi)場(chang)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)空間;在(zai)中(zhong)長(chang)期交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)方(fang)(fang)面,要求(qiu)簽(qian)訂長(chang)周(zhou)(zhou)期的(de)(de)中(zhong)長(chang)期合同,以引導(dao)清潔(jie)(jie)能(neng)源(yuan)投資(zi)和規(gui)劃(hua),并(bing)(bing)完善建立中(zhong)長(chang)期合同的(de)(de)靈活調整機(ji)制(zhi),通過短周(zhou)(zhou)期、高頻次交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi),適應清潔(jie)(jie)能(neng)源(yuan)發(fa)電(dian)(dian)(dian)特性;在(zai)現(xian)(xian)貨(huo)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)方(fang)(fang)面,鼓(gu)勵(li)以報(bao)量(liang)(liang)報(bao)價方(fang)(fang)式參(can)與(yu)現(xian)(xian)貨(huo)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi),并(bing)(bing)首次明確了(le)(le)未中(zhong)標的(de)(de)電(dian)(dian)(dian)量(liang)(liang)不納入棄風棄光電(dian)(dian)(dian)量(liang)(liang)考核,掃清了(le)(le)清潔(jie)(jie)能(neng)源(yuan)參(can)與(yu)市(shi)(shi)場(chang)化(hua)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)的(de)(de)量(liang)(liang)價管理矛盾;在(zai)環境價值方(fang)(fang)面,要求(qiu)開展綠(lv)色電(dian)(dian)(dian)力交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi),引導(dao)精準化(hua)匹配(pei)綠(lv)色電(dian)(dian)(dian)力消(xiao)費意(yi)愿,并(bing)(bing)開辟了(le)(le)優先(xian)組織、優先(xian)執行和優先(xian)結(jie)算的(de)(de)渠(qu)道;在(zai)主體構成方(fang)(fang)面,鼓(gu)勵(li)分(fen)布式光伏、分(fen)散式風電(dian)(dian)(dian)等主體同周(zhou)(zhou)邊用戶開展直接(jie)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi),逐步健(jian)全分(fen)布式發(fa)電(dian)(dian)(dian)市(shi)(shi)場(chang)化(hua)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)機(ji)制(zhi),增強就近(jin)消(xiao)納能(neng)力。


《指導(dao)意見(jian)(jian)》積極(ji)推動電(dian)(dian)(dian)力(li)(li)價(jia)格(ge)(ge)體(ti)系(xi)(xi)建(jian)立完善。在(zai)我國(guo)能源結構(gou)(gou)(gou)轉型、構(gou)(gou)(gou)建(jian)新型電(dian)(dian)(dian)力(li)(li)系(xi)(xi)統的(de)(de)關(guan)鍵階(jie)段,以(yi)市(shi)場化(hua)(hua)方(fang)式定價(jia)是電(dian)(dian)(dian)力(li)(li)價(jia)格(ge)(ge)體(ti)系(xi)(xi)建(jian)立的(de)(de)必經之(zhi)路(lu)。《指導(dao)意見(jian)(jian)》中(zhong)明(ming)確要求確保居(ju)民、農業、公益性事業等用(yong)電(dian)(dian)(dian)價(jia)格(ge)(ge)的(de)(de)相對穩定,因此在(zai)燃煤發電(dian)(dian)(dian)上(shang)網(wang)電(dian)(dian)(dian)價(jia)全(quan)部放開(kai)、工商(shang)業用(yong)戶全(quan)部進入市(shi)場的(de)(de)大趨(qu)勢(shi)下(xia),必須全(quan)面分析(xi)清潔能源大規模發展帶來的(de)(de)電(dian)(dian)(dian)力(li)(li)系(xi)(xi)統運行成(cheng)(cheng)(cheng)本上(shang)升問題(ti),通過科學設計統一(yi)電(dian)(dian)(dian)力(li)(li)市(shi)場交(jiao)易模式,合(he)理(li)測定能量(liang)成(cheng)(cheng)(cheng)本、輔(fu)助(zhu)服務(wu)成(cheng)(cheng)(cheng)本與(yu)容(rong)量(liang)成(cheng)(cheng)(cheng)本,為拉大峰(feng)谷差(cha)、引導(dao)用(yong)戶削峰(feng)填谷提供數(shu)據基(ji)礎,構(gou)(gou)(gou)建(jian)市(shi)場化(hua)(hua)電(dian)(dian)(dian)力(li)(li)價(jia)格(ge)(ge)形成(cheng)(cheng)(cheng)及成(cheng)(cheng)(cheng)本疏導(dao)機制(zhi),確保合(he)理(li)電(dian)(dian)(dian)價(jia)水平,以(yi)有效平衡電(dian)(dian)(dian)力(li)(li)供需。同時,為了有序銜接各層(ceng)次電(dian)(dian)(dian)力(li)(li)市(shi)場,《指導(dao)意見(jian)(jian)》要求厘清跨省跨區與(yu)省內市(shi)場的(de)(de)經濟責任邊(bian)界(jie),進一(yi)步(bu)加(jia)強輸(shu)配(pei)電(dian)(dian)(dian)成(cheng)(cheng)(cheng)本管理(li),優化(hua)(hua)輸(shu)配(pei)電(dian)(dian)(dian)價(jia)結構(gou)(gou)(gou),妥善處(chu)理(li)政策性交(jiao)叉補貼,以(yi)打通電(dian)(dian)(dian)力(li)(li)資源在(zai)各層(ceng)次電(dian)(dian)(dian)力(li)(li)市(shi)場中(zhong)的(de)(de)優化(hua)(hua)配(pei)置(zhi)渠道。
