國家能源局:為風光大基地等重點項目開辟納規綠色通道

6月4日(ri),國家能(neng)源局印發(fa)《關(guan)于做好新能(neng)源消納(na)工作(zuo)保障新能(neng)源高質(zhi)量發(fa)展的(de)通知》,就(jiu)新能(neng)源利用率、消納(na)以(yi)及配套電網(wang)的(de)推(tui)進工作(zuo)給出(chu)有關(guan)要求。


根(gen)據(ju)文件(jian),保(bao)障(zhang)新能(neng)源高(gao)質量發展,需要優化完善新能(neng)源消納政策措施,夯實(shi)基礎、鞏固成果、改革創新,以高(gao)質量消納工作(zuo)促進新能(neng)源供給消納體(ti)系建設。


文件要求,對500千伏(fu)及以上配(pei)套電網項(xiang)目,國家能(neng)源局每年組織國家電力發展規劃(hua)內(nei)項(xiang)目調(diao)整,并為國家布局的大(da)型風電光(guang)伏(fu)基(ji)(ji)地(di)、流域水風光(guang)一體化基(ji)(ji)地(di)等重點項(xiang)目開(kai)辟納規“綠(lv)色通道”,加快推動一批新(xin)能(neng)源配(pei)套電網項(xiang)目納規。


此外(wai),要求加快項(xiang)(xiang)目建(jian)設(she)要會同(tong)發電企業統籌(chou)確定新能源和配套(tao)電網項(xiang)(xiang)目的建(jian)設(she)投產時(shi)序,優化投資(zi)計劃安(an)排,與項(xiang)(xiang)目前期(qi)工作進度做(zuo)好銜接,不(bu)得因(yin)資(zi)金(jin)安(an)排不(bu)及(ji)時(shi)影響(xiang)項(xiang)(xiang)目建(jian)設(she)。


根據重(zhong)點(dian)(dian)項(xiang)目清單,2024投產的重(zhong)點(dian)(dian)新(xin)能源配(pei)套電(dian)網(wang)項(xiang)目約33個、2024新(xin)開工新(xin)能源配(pei)套電(dian)網(wang)重(zhong)點(dian)(dian)項(xiang)目37個,涉及數十個省份。


文件(jian)強調,要科(ke)(ke)學確定各地新(xin)能(neng)源(yuan)(yuan)利用(yong)率目(mu)標(biao)。省級能(neng)源(yuan)(yuan)主管(guan)部門(men)要會同(tong)相(xiang)關部門(men),在科(ke)(ke)學開(kai)展新(xin)能(neng)源(yuan)(yuan)消納(na)分(fen)析的(de)基礎上,充分(fen)考慮新(xin)能(neng)源(yuan)(yuan)發展、系(xi)統(tong)承(cheng)(cheng)載力(li)、系(xi)統(tong)經濟性、用(yong)戶承(cheng)(cheng)受能(neng)力(li)等因素,與本地區電網(wang)企(qi)業(ye)、發電企(qi)業(ye)充分(fen)銜接后,確定新(xin)能(neng)源(yuan)(yuan)利用(yong)率目(mu)標(biao)。部分(fen)資源(yuan)(yuan)條件(jian)較好的(de)地區可適當放寬新(xin)能(neng)源(yuan)(yuan)利用(yong)率目(mu)標(biao),原(yuan)則(ze)上不低(di)于(yu)90%,并根據(ju)消納(na)形勢開(kai)展年度動態評估。

做好新形勢下(xia)新能(neng)源(yuan)(yuan)消(xiao)納工(gong)作,是規(gui)劃建(jian)設(she)新型能(neng)源(yuan)(yuan)體系(xi)、構建(jian)新型電(dian)力(li)系(xi)統的(de)(de)重要(yao)內容,對提(ti)升非化石能(neng)源(yuan)(yuan)消(xiao)費(fei)比重、推(tui)動(dong)實(shi)現“雙碳”目標具有重要(yao)意義。為深(shen)入貫徹落(luo)實(shi)習(xi)(xi)近平總書記在中共中央政治局第(di)十(shi)二次集體學習(xi)(xi)時(shi)的(de)(de)重要(yao)講話精(jing)神,提(ti)升電(dian)力(li)系(xi)統對新能(neng)源(yuan)(yuan)的(de)(de)消(xiao)納能(neng)力(li),確保新能(neng)源(yuan)(yuan)大規(gui)模發展的(de)(de)同時(shi)保持(chi)合理利(li)用(yong)水平,推(tui)動(dong)新能(neng)源(yuan)(yuan)高質量發展,現就有關事項(xiang)通(tong)知如下(xia)。


一、加(jia)快推進新能源配套電網(wang)項目(mu)建設(she)


(一)加強規劃(hua)管理(li)。對(dui)500千(qian)伏(fu)(fu)及以上(shang)配(pei)套(tao)電(dian)(dian)(dian)網(wang)(wang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu),國家(jia)能源(yuan)(yuan)(yuan)局(ju)(ju)每年組織國家(jia)電(dian)(dian)(dian)力發(fa)展規劃(hua)內(nei)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)調整(zheng),并(bing)為國家(jia)布(bu)局(ju)(ju)的(de)大型風電(dian)(dian)(dian)光伏(fu)(fu)基(ji)地(di)(di)、流(liu)域水風光一體(ti)化(hua)基(ji)地(di)(di)等(deng)重點項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)開辟納規“綠色通道”,加快推動一批新(xin)能源(yuan)(yuan)(yuan)配(pei)套(tao)電(dian)(dian)(dian)網(wang)(wang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)納規。對(dui)500千(qian)伏(fu)(fu)以下配(pei)套(tao)電(dian)(dian)(dian)網(wang)(wang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu),省級能源(yuan)(yuan)(yuan)主管部門要優化(hua)管理(li)流(liu)程,做好項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)規劃(hua)管理(li);結合分(fen)布(bu)式新(xin)能源(yuan)(yuan)(yuan)的(de)開發(fa)方(fang)案、項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)布(bu)局(ju)(ju)等(deng),組織電(dian)(dian)(dian)網(wang)(wang)企業統籌編制(zhi)配(pei)電(dian)(dian)(dian)網(wang)(wang)發(fa)展規劃(hua),科(ke)學(xue)加強配(pei)電(dian)(dian)(dian)網(wang)(wang)建設(she),提升分(fen)布(bu)式新(xin)能源(yuan)(yuan)(yuan)承載力。


(二(er))加快(kuai)項(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)設。各級能源(yuan)主管部門(men)會同(tong)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)業(ye)(ye)(ye),每(mei)年(nian)按權限(xian)對(dui)已納入規(gui)劃(hua)(hua)的(de)新能源(yuan)配套電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)立項(xiang)(xiang)(xiang)目(mu)清(qing)單,在(zai)確(que)保(bao)安全的(de)前提下加快(kuai)推(tui)進前期、核準(zhun)和(he)(he)建(jian)(jian)(jian)設工(gong)作(zuo),電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)業(ye)(ye)(ye)按季(ji)度(du)向能源(yuan)主管部門(men)報(bao)送(song)項(xiang)(xiang)(xiang)目(mu)進展情況,同(tong)時抄送(song)所(suo)在(zai)地相應的(de)國(guo)家能源(yuan)局派(pai)出機構。電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)業(ye)(ye)(ye)承擔(dan)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)工(gong)程建(jian)(jian)(jian)設主體責任,要會同(tong)發(fa)電(dian)(dian)(dian)(dian)企(qi)(qi)業(ye)(ye)(ye)統(tong)籌確(que)定(ding)新能源(yuan)和(he)(he)配套電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)目(mu)的(de)建(jian)(jian)(jian)設投(tou)(tou)產時序(xu),優化投(tou)(tou)資(zi)計劃(hua)(hua)安排,與項(xiang)(xiang)(xiang)目(mu)前期工(gong)作(zuo)進度(du)做(zuo)好(hao)銜接,不得因資(zi)金安排不及時影響(xiang)項(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)設。對(dui)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)業(ye)(ye)(ye)建(jian)(jian)(jian)設有困難或規(gui)劃(hua)(hua)建(jian)(jian)(jian)設時序(xu)不匹配的(de)新能源(yuan)配套送(song)出工(gong)程,允(yun)許發(fa)電(dian)(dian)(dian)(dian)企(qi)(qi)業(ye)(ye)(ye)投(tou)(tou)資(zi)建(jian)(jian)(jian)設,經電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)業(ye)(ye)(ye)與發(fa)電(dian)(dian)(dian)(dian)企(qi)(qi)業(ye)(ye)(ye)雙方協商同(tong)意后可在(zai)適當時機由(you)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)(qi)業(ye)(ye)(ye)依(yi)法依(yi)規(gui)進行回(hui)購。為(wei)做(zuo)好(hao)2024年(nian)新能源(yuan)消(xiao)納工(gong)作(zuo),重點推(tui)動一批配套電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)設(詳見附件1、2)。


(三(san))優化接網流程。電(dian)網企業(ye)要優化工作流程,簡化審(shen)核環節,推行并(bing)聯辦理(li),縮減辦理(li)時限(xian),進一步提高效率。要按照國家關于電(dian)網公平(ping)開放的相關規定,主(zhu)動為新能源接入電(dian)網提供服務,更多(duo)采(cai)取“線(xian)上受理(li)”“一次告知”等(deng)方式受理(li)接入電(dian)網申請。


二、積(ji)極推(tui)進系統調節能力提升(sheng)和網源協調發展


(四)加強系(xi)統(tong)調節(jie)(jie)(jie)(jie)能力(li)(li)建設。省級能源(yuan)(yuan)主管部門(men)要會(hui)同國家(jia)(jia)能源(yuan)(yuan)局(ju)派出機構及相關部門(men),根據(ju)新(xin)能源(yuan)(yuan)增(zeng)長(chang)規(gui)模和利用(yong)率(lv)目標,開展(zhan)(zhan)電力(li)(li)系(xi)統(tong)調節(jie)(jie)(jie)(jie)能力(li)(li)需求(qiu)分(fen)析,因地制(zhi)宜制(zhi)定本(ben)地區(qu)電力(li)(li)系(xi)統(tong)調節(jie)(jie)(jie)(jie)能力(li)(li)提(ti)升(sheng)方(fang)案,明確新(xin)增(zeng)煤(mei)電靈活性改造(zao)、調節(jie)(jie)(jie)(jie)電源(yuan)(yuan)、抽水(shui)蓄能、新(xin)型(xing)儲(chu)能和負荷側(ce)調節(jie)(jie)(jie)(jie)能力(li)(li)規(gui)模,以及省間互(hu)濟等調節(jie)(jie)(jie)(jie)措施,并組織(zhi)做(zuo)好落實。國家(jia)(jia)能源(yuan)(yuan)局(ju)結(jie)合國家(jia)(jia)電力(li)(li)發展(zhan)(zhan)規(gui)劃編制(zhi),組織(zhi)開展(zhan)(zhan)跨省區(qu)系(xi)統(tong)調節(jie)(jie)(jie)(jie)能力(li)(li)優化(hua)布局(ju)工作(zuo),促進調節(jie)(jie)(jie)(jie)資(zi)源(yuan)(yuan)優化(hua)配置(zhi)。


(五)強(qiang)化(hua)調(diao)節資源(yuan)(yuan)效果(guo)評估(gu)認定。省(sheng)級能源(yuan)(yuan)主管部(bu)門要(yao)(yao)會(hui)同國家能源(yuan)(yuan)局派出機構(gou),組織電(dian)網企業等(deng)單位,開展(zhan)煤電(dian)機組靈活(huo)性改造(zao)效果(guo)綜合評估(gu),認定實(shi)際調(diao)節能力,分析運行情況,提(ti)出改進要(yao)(yao)求(qiu);開展(zhan)對各(ge)類儲能設施(shi)調(diao)節性能的評估(gu)認定,提(ti)出管理(li)要(yao)(yao)求(qiu),保障調(diao)節效果(guo);合理(li)評估(gu)負荷側調(diao)節資源(yuan)(yuan)參與系統調(diao)節的規模和置信(xin)度,持續挖掘潛力。


(六)有(you)序(xu)(xu)安(an)排(pai)新(xin)(xin)能(neng)(neng)源(yuan)項目建設(she)。省級(ji)能(neng)(neng)源(yuan)主(zhu)管部(bu)門(men)要(yao)結合消(xiao)(xiao)納能(neng)(neng)力(li)(li),科學安(an)排(pai)集中式新(xin)(xin)能(neng)(neng)源(yuan)的開(kai)發(fa)布局(ju)(ju)、投產時序(xu)(xu)和消(xiao)(xiao)納方(fang)向,指導督促市(shi)(縣)級(ji)能(neng)(neng)源(yuan)主(zhu)管部(bu)門(men)合理安(an)排(pai)分布式新(xin)(xin)能(neng)(neng)源(yuan)的開(kai)發(fa)布局(ju)(ju),督促企業(ye)切實抓(zhua)好落實,加強新(xin)(xin)能(neng)(neng)源(yuan)與配(pei)套(tao)電網建設(she)的協同力(li)(li)度(du)。對(dui)列入(ru)規劃布局(ju)(ju)方(fang)案的沙(sha)漠(mo)戈(ge)壁(bi)荒漠(mo)地區大型(xing)風電光伏基地,要(yao)按(an)照國家(jia)有(you)關(guan)部(bu)門(men)關(guan)于風電光伏基地與配(pei)套(tao)特高壓通道開(kai)工(gong)建設(she)的時序(xu)(xu)要(yao)求,統籌(chou)推進新(xin)(xin)能(neng)(neng)源(yuan)項目建設(she)。


(七)切(qie)實提(ti)升新(xin)(xin)能(neng)(neng)源(yuan)(yuan)并網性(xing)(xing)能(neng)(neng)。發電(dian)企業(ye)要大力(li)提(ti)升新(xin)(xin)能(neng)(neng)源(yuan)(yuan)友(you)好(hao)并網性(xing)(xing)能(neng)(neng),探索應用長時間尺度功率預測、構網型新(xin)(xin)能(neng)(neng)源(yuan)(yuan)、各類新(xin)(xin)型儲(chu)能(neng)(neng)等新(xin)(xin)技(ji)術(shu),提(ti)升新(xin)(xin)能(neng)(neng)源(yuan)(yuan)功率預測精度和主動支撐能(neng)(neng)力(li)。電(dian)網企業(ye)要積極與(yu)發電(dian)企業(ye)合作,加強省級(ji)/區域級(ji)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)場站基礎信(xin)息和歷史數據(ju)共享,共同促(cu)(cu)進(jin)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)友(you)好(hao)并網技(ji)術(shu)進(jin)步(bu)。國家能(neng)(neng)源(yuan)(yuan)局組織修訂(ding)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)并網標準,明確(que)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)并網運行規范(fan),推(tui)動標準實施應用,提(ti)升新(xin)(xin)能(neng)(neng)源(yuan)(yuan)并網性(xing)(xing)能(neng)(neng),促(cu)(cu)進(jin)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)高質量發展。


三、充(chong)分發揮電網資(zi)源配置平臺作(zuo)用


(八(ba))進(jin)一(yi)步提(ti)升(sheng)電網(wang)資(zi)源配(pei)置能(neng)(neng)(neng)(neng)力(li)。電網(wang)企業(ye)要結合(he)新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源基地建設,進(jin)一(yi)步提(ti)升(sheng)跨省(sheng)跨區輸電通道輸送(song)新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源比(bi)例;根據(ju)新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源消納(na)需要及時調(diao)整運行(xing)方式(shi),加(jia)強省(sheng)間(jian)互(hu)濟,拓展消納(na)范圍(wei);全(quan)面提(ti)升(sheng)配(pei)電網(wang)可觀可測、可調(diao)可控(kong)能(neng)(neng)(neng)(neng)力(li);完善調(diao)度(du)運行(xing)規程,促進(jin)各類調(diao)節資(zi)源公平(ping)調(diao)用和調(diao)節能(neng)(neng)(neng)(neng)力(li)充分發揮(hui);構(gou)建智(zhi)慧化調(diao)度(du)系統,提(ti)高電網(wang)對高比(bi)例新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源的調(diao)控(kong)能(neng)(neng)(neng)(neng)力(li)。因(yin)地制宜推動新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源微電網(wang)、可再生(sheng)能(neng)(neng)(neng)(neng)源局域網(wang)建設,提(ti)升(sheng)分布式(shi)新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源消納(na)能(neng)(neng)(neng)(neng)力(li)。


(九)充分發揮電(dian)(dian)(dian)力(li)市(shi)(shi)場(chang)(chang)機(ji)制作(zuo)用。省(sheng)級(ji)能源(yuan)主管部(bu)門、國家能源(yuan)局派出機(ji)構及相關部(bu)門按職責加快建設與新(xin)能源(yuan)特性相適應的電(dian)(dian)(dian)力(li)市(shi)(shi)場(chang)(chang)機(ji)制。優化省(sheng)間(jian)電(dian)(dian)(dian)力(li)交易(yi)(yi)機(ji)制,根(gen)據合同約定,允(yun)許送電(dian)(dian)(dian)方(fang)在受(shou)端省(sheng)份電(dian)(dian)(dian)價(jia)較低(di)時段,通(tong)過(guo)采購受(shou)端省(sheng)份新(xin)能源(yuan)電(dian)(dian)(dian)量完成送電(dian)(dian)(dian)計劃。加快電(dian)(dian)(dian)力(li)現貨(huo)市(shi)(shi)場(chang)(chang)建設,進一步推動新(xin)能源(yuan)參與電(dian)(dian)(dian)力(li)市(shi)(shi)場(chang)(chang)。打破省(sheng)間(jian)壁(bi)壘(lei),不得限制跨(kua)省(sheng)新(xin)能源(yuan)交易(yi)(yi)。探(tan)索(suo)分布式新(xin)能源(yuan)通(tong)過(guo)聚合代理等(deng)方(fang)式有序公(gong)平參與市(shi)(shi)場(chang)(chang)交易(yi)(yi)。建立健全區(qu)(qu)域電(dian)(dian)(dian)力(li)市(shi)(shi)場(chang)(chang),優化區(qu)(qu)域內(nei)省(sheng)間(jian)錯峰互濟空間(jian)和資源(yuan)共享(xiang)能力(li)。


四、科學優化新能源利用率目標


(十)科學(xue)確定各地新能(neng)(neng)(neng)源(yuan)利用(yong)率目(mu)標。省級能(neng)(neng)(neng)源(yuan)主管部(bu)門要會(hui)同相關部(bu)門,在科學(xue)開展(zhan)新能(neng)(neng)(neng)源(yuan)消(xiao)納(na)(na)分(fen)(fen)(fen)(fen)析的基礎(chu)上,充分(fen)(fen)(fen)(fen)考慮新能(neng)(neng)(neng)源(yuan)發展(zhan)、系(xi)統承載力(li)、系(xi)統經濟性、用(yong)戶(hu)承受能(neng)(neng)(neng)力(li)等(deng)因素,與本(ben)地區電網企業、發電企業充分(fen)(fen)(fen)(fen)銜接后,確定新能(neng)(neng)(neng)源(yuan)利用(yong)率目(mu)標。部(bu)分(fen)(fen)(fen)(fen)資(zi)源(yuan)條件較好的地區可適(shi)當放寬新能(neng)(neng)(neng)源(yuan)利用(yong)率目(mu)標,原則上不(bu)低于90%,并根據消(xiao)納(na)(na)形勢開展(zhan)年度動態評(ping)估(gu)。


(十一)優化新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)利用率目標(biao)(biao)管理方(fang)式。省(sheng)級能(neng)(neng)源(yuan)(yuan)(yuan)主管部門(men)對(dui)本地(di)區新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)利用率目標(biao)(biao)承(cheng)擔(dan)總體責任(ren),于(yu)每年一季度按相關原則組織有關單位研究提出(chu)當(dang)年新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)利用率目標(biao)(biao)。各(ge)省(sheng)份新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)利用率目標(biao)(biao)要(yao)抄報國(guo)(guo)家能(neng)(neng)源(yuan)(yuan)(yuan)局,并抄送所在(zai)地(di)相應的(de)國(guo)(guo)家能(neng)(neng)源(yuan)(yuan)(yuan)局派出(chu)機構,國(guo)(guo)家能(neng)(neng)源(yuan)(yuan)(yuan)局會同(tong)有關單位進行全國(guo)(guo)統(tong)籌,必要(yao)時(shi)對(dui)部分省(sheng)份的(de)目標(biao)(biao)進行調(diao)整。


(十(shi)二(er))強化(hua)新(xin)(xin)能(neng)(neng)(neng)源利(li)(li)用率(lv)目(mu)(mu)標執行(xing)。省級能(neng)(neng)(neng)源主(zhu)管部(bu)門根據當年(nian)可再生能(neng)(neng)(neng)源電(dian)力消(xiao)納(na)責任(ren)權重(zhong)目(mu)(mu)標及新(xin)(xin)能(neng)(neng)(neng)源利(li)(li)用率(lv)目(mu)(mu)標,確(que)定新(xin)(xin)能(neng)(neng)(neng)源年(nian)度開(kai)發(fa)(fa)方(fang)案(an)(an)和配套消(xiao)納(na)方(fang)案(an)(an)。新(xin)(xin)能(neng)(neng)(neng)源年(nian)度開(kai)發(fa)(fa)方(fang)案(an)(an)要分地區確(que)定開(kai)發(fa)(fa)規模,集中式(shi)(shi)新(xin)(xin)能(neng)(neng)(neng)源要具體(ti)到項目(mu)(mu)和投(tou)產(chan)時序,消(xiao)納(na)方(fang)案(an)(an)要明確(que)各類調節能(neng)(neng)(neng)力建設安排、拓展消(xiao)納(na)空間(jian)的(de)措施及實(shi)(shi)施效果。電(dian)網企業要進一步壓實(shi)(shi)責任(ren),圍(wei)繞新(xin)(xin)能(neng)(neng)(neng)源利(li)(li)用率(lv)目(mu)(mu)標持(chi)續完善消(xiao)納(na)保障措施。對實(shi)(shi)際利(li)(li)用率(lv)未達(da)目(mu)(mu)標的(de)省份,國家能(neng)(neng)(neng)源局以約談、通(tong)報等(deng)方(fang)式(shi)(shi)予(yu)以督(du)促整改。


五、扎實做好新能源消納數據統(tong)計管理(li)


(十三(san))統(tong)(tong)一新(xin)(xin)能(neng)(neng)源利(li)(li)用(yong)率(lv)(lv)統(tong)(tong)計(ji)口徑。發電(dian)和(he)(he)電(dian)網企業要嚴格落實國(guo)家能(neng)(neng)源局《風電(dian)場利(li)(li)用(yong)率(lv)(lv)監測統(tong)(tong)計(ji)管理辦法》(國(guo)能(neng)(neng)發新(xin)(xin)能(neng)(neng)規(gui)〔2022〕49號)和(he)(he)《光伏電(dian)站消納(na)監測統(tong)(tong)計(ji)管理辦法》(國(guo)能(neng)(neng)發新(xin)(xin)能(neng)(neng)規(gui)〔2021〕57號)(以下(xia)簡(jian)稱(cheng)《辦法》)規(gui)定的風電(dian)場、光伏電(dian)站可用(yong)發電(dian)量(liang)和(he)(he)受(shou)限電(dian)量(liang)統(tong)(tong)計(ji)方法,新(xin)(xin)能(neng)(neng)源利(li)(li)用(yong)率(lv)(lv)按僅考慮系(xi)統(tong)(tong)原因(yin)受(shou)限電(dian)量(liang)的情況(kuang)計(ji)算,電(dian)網企業要明確(que)并公布特(te)殊原因(yin)受(shou)限電(dian)量(liang)的認定標(biao)準及計(ji)算說明。


(十四)加強新能(neng)(neng)源(yuan)(yuan)(yuan)消納(na)數據(ju)(ju)校核(he)(he)。發電(dian)(dian)和(he)電(dian)(dian)網(wang)企業(ye)要嚴(yan)格按《辦法》要求,向(xiang)全(quan)國(guo)新能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)力消納(na)監(jian)測預(yu)(yu)警(jing)(jing)中(zhong)(zhong)心(xin)報送(song)新能(neng)(neng)源(yuan)(yuan)(yuan)并網(wang)規模、利用率和(he)可(ke)用發電(dian)(dian)量(liang)、實際(ji)發電(dian)(dian)量(liang)、受(shou)限(xian)電(dian)(dian)量(liang)、特殊原因(yin)受(shou)限(xian)電(dian)(dian)量(liang)等基(ji)礎數據(ju)(ju),配合全(quan)國(guo)新能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)力消納(na)監(jian)測預(yu)(yu)警(jing)(jing)中(zhong)(zhong)心(xin)做(zuo)好(hao)數據(ju)(ju)統計(ji)校核(he)(he)。全(quan)國(guo)新能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)力消納(na)監(jian)測預(yu)(yu)警(jing)(jing)中(zhong)(zhong)心(xin)會同(tong)國(guo)家可(ke)再(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)信(xin)息管(guan)理中(zhong)(zhong)心(xin)共同(tong)開(kai)展新能(neng)(neng)源(yuan)(yuan)(yuan)消納(na)數據(ju)(ju)統計(ji)校核(he)(he)工作,向(xiang)國(guo)家能(neng)(neng)源(yuan)(yuan)(yuan)局報送(song)新能(neng)(neng)源(yuan)(yuan)(yuan)消納(na)情(qing)況。


(十五)強化信息(xi)披(pi)露和(he)統計監管。各級電(dian)(dian)(dian)網企業(ye)嚴格按《辦法(fa)》要求(qiu),每月向其電(dian)(dian)(dian)力調度(du)機(ji)構(gou)調度(du)范圍內(nei)的風電(dian)(dian)(dian)場、光(guang)伏電(dian)(dian)(dian)站(zhan)披(pi)露利用率及可用發電(dian)(dian)(dian)量(liang)、實際(ji)發電(dian)(dian)(dian)量(liang)、受(shou)限(xian)電(dian)(dian)(dian)量(liang)、特殊(shu)原因(yin)受(shou)限(xian)電(dian)(dian)(dian)量(liang)等基礎(chu)數據。國家能源局派出機(ji)構(gou)對(dui)發電(dian)(dian)(dian)和(he)電(dian)(dian)(dian)網企業(ye)的新能源消納(na)數據統計工(gong)作開展監督(du)檢查,督(du)促相關(guan)單(dan)位如(ru)實統計、披(pi)露數據。


六、常態化開展新能源消納監測(ce)分析和監管工作(zuo)


(十(shi)六)加強監測分析和預警(jing)。國家能(neng)(neng)源(yuan)(yuan)(yuan)局組織全國新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)電力消(xiao)(xiao)納(na)監測預警(jing)中心、國家可再生能(neng)(neng)源(yuan)(yuan)(yuan)信息管理中心,開展月度消(xiao)(xiao)納(na)監測、半(ban)年(nian)分析會商和年(nian)度消(xiao)(xiao)納(na)評估工(gong)作。全面(mian)跟蹤分析全國新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)納(na)形(xing)勢,專題(ti)研究新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)納(na)困難地區問題(ti),督促各(ge)(ge)單位按(an)職責分工(gong)落實。每年(nian)一季度,做好(hao)上年(nian)度新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)納(na)工(gong)作總結,滾動測算(suan)各(ge)(ge)省份(fen)本(ben)年(nian)度新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)利用率和新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)納(na)空間,同步開展中長周期(3—5年(nian))測算(suan),提(ti)出措施建議。


(十七)開展(zhan)新(xin)能(neng)源(yuan)消(xiao)納(na)(na)監(jian)管。國家(jia)能(neng)源(yuan)局及其(qi)派出機構將新(xin)能(neng)源(yuan)消(xiao)納(na)(na)監(jian)管作為一項重(zhong)要(yao)(yao)監(jian)管內(nei)容,圍(wei)繞消(xiao)納(na)(na)工作要(yao)(yao)求,聚焦(jiao)消(xiao)納(na)(na)舉措落實,常(chang)態(tai)化開展(zhan)監(jian)管。加強對新(xin)能(neng)源(yuan)跨省消(xiao)納(na)(na)措施的(de)監(jian)管,督(du)促有(you)關(guan)單(dan)位(wei)取消(xiao)不合理的(de)限制性措施。


各地(di)各單位要按以上(shang)要求認真做(zuo)好新能源消納工作,如(ru)遇重大事項,及時報告國家能源局。
