甘肅:加大光熱發電技術攻關,謀劃實施“光熱+風光電”一體化項目

5月11日,甘(gan)肅省人(ren)民政府對外發布(bu)《甘(gan)肅省碳達峰實施(shi)方(fang)(fang)案(an)》(以(yi)下簡稱《方(fang)(fang)案(an)》)。


《方案》提出:到2025年,非化石能(neng)源消(xiao)(xiao)費比(bi)重達到30%,單(dan)位地區(qu)生產總值(zhi)能(neng)源消(xiao)(xiao)耗比(bi)2020年下降12.5%,單(dan)位地區(qu)生產總值(zhi)二氧化碳(tan)排放確保完成國家下達目標任(ren)務,為(wei)實(shi)現碳(tan)達峰奠定堅實(shi)基礎。


到2030年,非(fei)化石(shi)能源消費比重達(da)到35%左右(you),單位地(di)區(qu)生產總值二氧化碳排放比2005年下降(jiang)65%以上,力爭(zheng)實(shi)現碳達(da)峰(feng)目標。


其中:


在能源綠色低(di)碳轉(zhuan)型(xing)行動——大(da)力發(fa)展(zhan)(zhan)新能源部分提(ti)出,將(jiang)堅持(chi)集中式和分布式并重、電(dian)(dian)(dian)力外(wai)送與就地(di)消納結合,采用多能互(hu)補開發(fa)模式,加快在沙漠(mo)、戈壁、荒漠(mo)等地(di)區規劃建(jian)設大(da)型(xing)風電(dian)(dian)(dian)光伏(fu)基地(di),全(quan)面(mian)推進風電(dian)(dian)(dian)、太陽能發(fa)電(dian)(dian)(dian)大(da)規模開發(fa)和高(gao)質量發(fa)展(zhan)(zhan)。


持續推(tui)進酒泉千(qian)萬千(qian)瓦級風(feng)(feng)電(dian)基(ji)(ji)地向(xiang)特大型風(feng)(feng)光(guang)電(dian)基(ji)(ji)地邁進,打(da)造(zao)金(昌)張(掖)武(威(wei))千(qian)萬千(qian)瓦級風(feng)(feng)光(guang)電(dian)基(ji)(ji)地。全面建成通渭、環(huan)縣(xian)和武威(wei)松山灘風(feng)(feng)電(dian)基(ji)(ji)地,在蘭州、白(bai)銀、天水、平涼(liang)等(deng)地穩步推(tui)進分散式風(feng)(feng)電(dian)。持續擴大光(guang)伏(fu)(fu)發(fa)電(dian)規模,打(da)造(zao)大型集中光(guang)伏(fu)(fu)發(fa)電(dian)基(ji)(ji)地,推(tui)動“光(guang)伏(fu)(fu)+”多(duo)元化發(fa)展。


探(tan)索光(guang)熱(re)發(fa)(fa)(fa)電新模式(shi),加大光(guang)熱(re)發(fa)(fa)(fa)電技術攻關,謀劃實施“光(guang)熱(re)+風光(guang)電”一體化項目。科學推進生物(wu)(wu)質能(neng)利用(yong),在(zai)生物(wu)(wu)質資源富集(ji)地區,積極推進生物(wu)(wu)天然(ran)氣產業發(fa)(fa)(fa)展和生物(wu)(wu)質發(fa)(fa)(fa)電項目建設。深(shen)入推動地熱(re)能(neng)開發(fa)(fa)(fa)利用(yong),加快推進蘭州、天水、定西、張掖、隴(long)南等地區中深(shen)層(ceng)地熱(re)能(neng)和淺層(ceng)地熱(re)能(neng)資源勘查開發(fa)(fa)(fa)利用(yong)。到(dao)2030年,力爭(zheng)全省新能(neng)源裝機容量突破1.3億千(qian)瓦(wa)。

甘肅省碳達峰實施方案


為(wei)深入貫(guan)徹(che)中共中央、國(guo)務院(yuan)《關于完(wan)整準確全(quan)面貫(guan)徹(che)新發展理念做好碳(tan)(tan)達(da)峰碳(tan)(tan)中和工作的意(yi)見》和國(guo)務院(yuan)《關于印發2030年前(qian)碳(tan)(tan)達(da)峰行(xing)動(dong)方(fang)案的通知(zhi)》精神,扎(zha)實(shi)推進全(quan)省碳(tan)(tan)達(da)峰行(xing)動(dong),結合(he)實(shi)際,制定本方(fang)案。


一、總體要求


(一)指導思想。


以習近(jin)平(ping)新(xin)時代中國特色(se)社(she)會主義(yi)思想為(wei)指(zhi)導,全(quan)(quan)面貫(guan)徹黨(dang)的(de)(de)十九大和(he)(he)十九屆歷次全(quan)(quan)會精神,深入(ru)(ru)貫(guan)徹習近(jin)平(ping)生態(tai)(tai)文(wen)明思想,深入(ru)(ru)落實(shi)習近(jin)平(ping)總書記對(dui)甘肅(su)重(zhong)要講話和(he)(he)指(zhi)示(shi)精神,立足新(xin)發(fa)(fa)展(zhan)(zhan)階段,完整(zheng)、準確、全(quan)(quan)面貫(guan)徹新(xin)發(fa)(fa)展(zhan)(zhan)理(li)念(nian),加(jia)快(kuai)構(gou)建(jian)新(xin)發(fa)(fa)展(zhan)(zhan)格局(ju),堅(jian)持(chi)系(xi)統(tong)觀念(nian),處(chu)理(li)好(hao)發(fa)(fa)展(zhan)(zhan)和(he)(he)減(jian)排、整(zheng)體和(he)(he)局(ju)部、長遠(yuan)目(mu)標(biao)和(he)(he)短期目(mu)標(biao)、政府和(he)(he)市場的(de)(de)關系(xi),把碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中和(he)(he)納(na)入(ru)(ru)全(quan)(quan)省(sheng)經濟(ji)社(she)會發(fa)(fa)展(zhan)(zhan)和(he)(he)生態(tai)(tai)文(wen)明建(jian)設(she)整(zheng)體布局(ju),同實(shi)施黃河流域生態(tai)(tai)保(bao)護和(he)(he)高(gao)質(zhi)量發(fa)(fa)展(zhan)(zhan)戰略緊(jin)密(mi)結(jie)合(he),同實(shi)施“四強”行(xing)動、做好(hao)“五量”文(wen)章有(you)機融合(he),堅(jian)持(chi)“主動作為(wei)、全(quan)(quan)省(sheng)統(tong)籌、節約優先、雙輪驅動、防范風險”的(de)(de)總體要求,有(you)力有(you)序有(you)效做好(hao)全(quan)(quan)省(sheng)碳(tan)(tan)達(da)峰(feng)工作,合(he)理(li)確定各(ge)地區、各(ge)領(ling)域、各(ge)行(xing)業(ye)碳(tan)(tan)達(da)峰(feng)目(mu)標(biao)任務(wu),推動資源高(gao)效利用和(he)(he)生產生活方式(shi)綠(lv)色(se)變革,加(jia)快(kuai)實(shi)現經濟(ji)社(she)會綠(lv)色(se)低碳(tan)(tan)高(gao)質(zhi)量發(fa)(fa)展(zhan)(zhan),促進降碳(tan)(tan)、減(jian)污、擴綠(lv)、增長協同推進,力爭實(shi)現2030年碳(tan)(tan)達(da)峰(feng)目(mu)標(biao)任務(wu),為(wei)加(jia)快(kuai)建(jian)設(she)幸(xing)福美好(hao)新(xin)甘肅(su)、不斷開創富(fu)民興隴新(xin)局(ju)面打下堅(jian)實(shi)基礎。


(二)工作原則。


——整(zheng)體(ti)謀劃、分類施策(ce)。堅(jian)持在全(quan)國一(yi)(yi)盤(pan)棋大局下(xia)統(tong)一(yi)(yi)行動(dong),強化總(zong)體(ti)設計和各方(fang)統(tong)籌。各市(州)、各領域、各行業要(yao)立足(zu)自(zi)身(shen)發展水平和階段特征,因地(di)制宜(yi)、分類施策(ce),制定既符合自(zi)身(shen)實(shi)際又滿(man)足(zu)總(zong)體(ti)要(yao)求的目(mu)標任務和實(shi)施路(lu)徑,不(bu)搞(gao)齊步走(zou)、“一(yi)(yi)刀切”。


——統(tong)籌推進(jin)、重(zhong)點突破。全(quan)(quan)面(mian)準確認識碳(tan)(tan)達峰(feng)行(xing)動(dong)對(dui)經濟(ji)社會發(fa)展的(de)深(shen)遠影響(xiang),加強(qiang)政策的(de)系統(tong)性、協同(tong)性,循(xun)序漸進(jin)、持續(xu)發(fa)力,積小勝(sheng)為大勝(sheng),堅決避免運(yun)動(dong)式“減碳(tan)(tan)”和(he)“碳(tan)(tan)沖鋒”。抓住(zhu)影響(xiang)全(quan)(quan)省實(shi)現碳(tan)(tan)達峰(feng)目標(biao)任務的(de)主要矛盾(dun)和(he)關鍵癥結,加強(qiang)形勢(shi)預判分析,提(ti)前謀劃應(ying)對(dui)措施(shi),推動(dong)重(zhong)點地區、重(zhong)點領(ling)域和(he)重(zhong)點行(xing)業梯次達峰(feng)。


——雙輪驅(qu)動(dong)、兩手(shou)發(fa)(fa)(fa)力。充(chong)分發(fa)(fa)(fa)揮市場機制作用(yong),深(shen)化能源及(ji)相(xiang)關領域改革,形成(cheng)有效激勵(li)約束機制,激發(fa)(fa)(fa)市場主體綠色低碳(tan)轉(zhuan)型內生動(dong)力和(he)(he)創新活力。更好發(fa)(fa)(fa)揮政(zheng)府作用(yong),加快構(gou)建全省經濟社會全面綠色轉(zhuan)型政(zheng)策制度體系,引(yin)導各類資源和(he)(he)要素向降碳(tan)方向聚集(ji)。


——穩(wen)妥(tuo)有序、安全(quan)(quan)(quan)降碳(tan)(tan)。立足富煤貧油少氣、風(feng)(feng)光(guang)優(you)渥的省(sheng)情(qing)實際,堅持減排不(bu)減生(sheng)(sheng)產(chan)力,堅持先立后(hou)破,堅持以(yi)保障能源(yuan)安全(quan)(quan)(quan)和經濟發展為底線(xian),統籌協調產(chan)業結構(gou)調整(zheng)力度(du)、能源(yuan)結構(gou)優(you)化進度(du)、經濟社(she)會承(cheng)受程度(du)與減污降碳(tan)(tan)工(gong)作強度(du)之間的關系,著(zhu)力化解各(ge)類風(feng)(feng)險(xian)隱患,切實保障能源(yuan)安全(quan)(quan)(quan)、產(chan)業鏈供應鏈安全(quan)(quan)(quan)、糧食安全(quan)(quan)(quan)和群眾正常生(sheng)(sheng)產(chan)生(sheng)(sheng)活,穩(wen)妥(tuo)有序、循序漸(jian)進推(tui)進碳(tan)(tan)達峰(feng)行動。


(三)主要目標。


“十(shi)四五”期間(jian),產(chan)(chan)業(ye)結構和能源(yuan)(yuan)(yuan)(yuan)結構優化調整(zheng)取(qu)得顯(xian)著進步,重點行(xing)業(ye)能源(yuan)(yuan)(yuan)(yuan)利(li)用(yong)效率大幅(fu)提升,煤炭(tan)消費(fei)增長(chang)得到(dao)合理控(kong)制,以新能源(yuan)(yuan)(yuan)(yuan)為主體的新型(xing)電(dian)力系統加快(kuai)構建,綠(lv)色低(di)碳(tan)(tan)(tan)技術(shu)研發(fa)和推(tui)廣應用(yong)取(qu)得新進展,綠(lv)色低(di)碳(tan)(tan)(tan)生(sheng)(sheng)產(chan)(chan)生(sheng)(sheng)活(huo)方式得到(dao)普遍推(tui)行(xing),綠(lv)色低(di)碳(tan)(tan)(tan)循環發(fa)展政策體系進一步完(wan)善。到(dao)2025年(nian),非化石能源(yuan)(yuan)(yuan)(yuan)消費(fei)比(bi)重達(da)到(dao)30%,單位地(di)區生(sheng)(sheng)產(chan)(chan)總值(zhi)能源(yuan)(yuan)(yuan)(yuan)消耗比(bi)2020年(nian)下降12.5%,單位地(di)區生(sheng)(sheng)產(chan)(chan)總值(zhi)二氧化碳(tan)(tan)(tan)排放(fang)確(que)保完(wan)成國家下達(da)目標任務,為實現碳(tan)(tan)(tan)達(da)峰(feng)奠定堅實基礎。


“十五五”期(qi)間,產(chan)業(ye)結構調整取(qu)得重(zhong)大(da)進(jin)(jin)展,清(qing)潔低(di)碳(tan)安(an)全(quan)高效(xiao)的能源(yuan)體(ti)系初步建立,重(zhong)點領域低(di)碳(tan)發(fa)(fa)展模式基(ji)(ji)本形成,重(zhong)點耗能行業(ye)能源(yuan)利用效(xiao)率達到(dao)國際先進(jin)(jin)水(shui)平(ping),非化石能源(yuan)消費(fei)比(bi)(bi)重(zhong)進(jin)(jin)一(yi)步提高,煤炭(tan)消費(fei)逐(zhu)步減少(shao),綠色低(di)碳(tan)技(ji)術取(qu)得關鍵突破,綠色生活方式成為公眾自覺選擇(ze),綠色低(di)碳(tan)循環發(fa)(fa)展政(zheng)策體(ti)系基(ji)(ji)本健全(quan)。到(dao)2030年(nian),非化石能源(yuan)消費(fei)比(bi)(bi)重(zhong)達到(dao)35%左右,單位地區生產(chan)總值二氧化碳(tan)排放比(bi)(bi)2005年(nian)下降65%以上(shang),力爭實現(xian)碳(tan)達峰目標。


二、重點任務


將碳達(da)峰貫(guan)穿(chuan)于全省(sheng)經(jing)濟社(she)會發(fa)展全過程和各(ge)方面,重(zhong)點(dian)實施能(neng)源綠(lv)色低碳轉型行動、節能(neng)降碳增效行動、工業領域碳達(da)峰行動等“碳達(da)峰十(shi)大行動”。


(一)能源綠色低碳轉型行動。


堅持通盤謀劃、安全降碳(tan)(tan),在保障能(neng)源(yuan)(yuan)安全的(de)前(qian)提下(xia),大(da)力推進低(di)碳(tan)(tan)能(neng)源(yuan)(yuan)替代高(gao)(gao)碳(tan)(tan)能(neng)源(yuan)(yuan),積(ji)極構建清潔低(di)碳(tan)(tan)安全高(gao)(gao)效(xiao)的(de)能(neng)源(yuan)(yuan)體系(xi)。


1.推(tui)進(jin)煤(mei)(mei)炭(tan)消(xiao)費替代(dai)和(he)轉(zhuan)型(xing)升(sheng)級。繼續發揮(hui)煤(mei)(mei)炭(tan)、煤(mei)(mei)電(dian)兜底(di)保供(gong)作用(yong),推(tui)動(dong)(dong)煤(mei)(mei)炭(tan)和(he)新(xin)(xin)能源(yuan)(yuan)優化(hua)組(zu)合、接續轉(zhuan)換(huan)(huan),逐步(bu)降低(di)煤(mei)(mei)炭(tan)在一次能源(yuan)(yuan)消(xiao)費中的(de)比(bi)重。優化(hua)煤(mei)(mei)炭(tan)產(chan)能布局,有序(xu)核準(zhun)核增一批規(gui)劃內(nei)的(de)先進(jin)產(chan)能項(xiang)目(mu),淘汰(tai)落后(hou)煤(mei)(mei)炭(tan)產(chan)能,推(tui)動(dong)(dong)煤(mei)(mei)炭(tan)產(chan)業(ye)綠色轉(zhuan)型(xing),推(tui)進(jin)煤(mei)(mei)炭(tan)產(chan)供(gong)儲銷體系建(jian)設,保障(zhang)煤(mei)(mei)炭(tan)供(gong)應(ying)安全。全面開展(zhan)煤(mei)(mei)電(dian)機組(zu)改(gai)(gai)造(zao)(zao)(zao)升(sheng)級,推(tui)動(dong)(dong)煤(mei)(mei)電(dian)節能降碳改(gai)(gai)造(zao)(zao)(zao)、靈(ling)活性改(gai)(gai)造(zao)(zao)(zao)、供(gong)熱(re)改(gai)(gai)造(zao)(zao)(zao)“三(san)改(gai)(gai)聯(lian)動(dong)(dong)”,繼續有序(xu)淘汰(tai)落后(hou)煤(mei)(mei)電(dian),整頓和(he)規(gui)范企業(ye)自備電(dian)廠運行(xing),推(tui)動(dong)(dong)煤(mei)(mei)電(dian)向(xiang)基礎保障(zhang)性和(he)系統調節性電(dian)源(yuan)(yuan)并重轉(zhuan)型(xing)。持續推(tui)進(jin)隴東、河西電(dian)力(li)外送(song)通道建(jian)設,新(xin)(xin)建(jian)通道可再生能源(yuan)(yuan)電(dian)量(liang)比(bi)例(li)原則上(shang)不(bu)低(di)于50%。嚴控鋼鐵、建(jian)材(cai)、化(hua)工(gong)等(deng)主(zhu)要(yao)耗(hao)煤(mei)(mei)行(xing)業(ye)耗(hao)煤(mei)(mei)量(liang),嚴格執行(xing)行(xing)業(ye)能耗(hao)標準(zhun),新(xin)(xin)建(jian)項(xiang)目(mu)實行(xing)產(chan)能等(deng)量(liang)或減量(liang)置(zhi)換(huan)(huan)。大力(li)推(tui)進(jin)煤(mei)(mei)炭(tan)清潔高(gao)效利用(yong),持續壓減散(san)煤(mei)(mei)消(xiao)費,嚴禁劣質煤(mei)(mei)使用(yong),科學有序(xu)推(tui)進(jin)散(san)煤(mei)(mei)替代(dai)。

6.堅決遏制高(gao)(gao)耗(hao)(hao)能(neng)(neng)(neng)(neng)高(gao)(gao)排(pai)放低水(shui)(shui)(shui)平(ping)(ping)(ping)項(xiang)目盲目發展。嚴(yan)把新上項(xiang)目的碳排(pai)放關,對(dui)(dui)高(gao)(gao)耗(hao)(hao)能(neng)(neng)(neng)(neng)高(gao)(gao)排(pai)放低水(shui)(shui)(shui)平(ping)(ping)(ping)項(xiang)目實行(xing)(xing)清單(dan)管理、分類處置、動(dong)態(tai)監控。深入挖潛(qian)存(cun)量(liang)項(xiang)目,加快淘汰落(luo)后(hou)產(chan)能(neng)(neng)(neng)(neng),通過技(ji)術(shu)改(gai)造、產(chan)能(neng)(neng)(neng)(neng)替代、產(chan)業(ye)升級(ji)等(deng)措施挖掘(jue)節能(neng)(neng)(neng)(neng)減排(pai)潛(qian)力,為推動(dong)經濟高(gao)(gao)質量(liang)發展騰出增量(liang)空間。緊(jin)密跟(gen)蹤(zong)在(zai)建項(xiang)目,嚴(yan)肅處理未批(pi)先建項(xiang)目,對(dui)(dui)能(neng)(neng)(neng)(neng)效(xiao)(xiao)水(shui)(shui)(shui)平(ping)(ping)(ping)低于(yu)本行(xing)(xing)業(ye)能(neng)(neng)(neng)(neng)耗(hao)(hao)限額準入值的,按有(you)關規(gui)定停工整改(gai),推動(dong)能(neng)(neng)(neng)(neng)效(xiao)(xiao)水(shui)(shui)(shui)平(ping)(ping)(ping)應提(ti)(ti)盡提(ti)(ti),力爭全面達(da)到國(guo)內、國(guo)際(ji)先進水(shui)(shui)(shui)平(ping)(ping)(ping)或(huo)行(xing)(xing)業(ye)標桿水(shui)(shui)(shui)平(ping)(ping)(ping)。科學評估擬(ni)建項(xiang)目,嚴(yan)格落(luo)實產(chan)業(ye)準入政策(ce)、產(chan)業(ye)規(gui)劃(hua)布局、環境影響評價等(deng)要求(qiu),產(chan)能(neng)(neng)(neng)(neng)已飽和行(xing)(xing)業(ye)項(xiang)目,按照“減量(liang)替代”原則(ze)壓減產(chan)能(neng)(neng)(neng)(neng);對(dui)(dui)產(chan)能(neng)(neng)(neng)(neng)尚未飽和行(xing)(xing)業(ye),按照國(guo)家(jia)布局和審(shen)批(pi)備案等(deng)要求(qiu),對(dui)(dui)標國(guo)內、國(guo)際(ji)先進水(shui)(shui)(shui)平(ping)(ping)(ping)或(huo)行(xing)(xing)業(ye)標桿水(shui)(shui)(shui)平(ping)(ping)(ping)提(ti)(ti)高(gao)(gao)準入門檻;對(dui)(dui)能(neng)(neng)(neng)(neng)耗(hao)(hao)量(liang)較大的新興產(chan)業(ye),支持(chi)引導企業(ye)應用綠色(se)低碳技(ji)術(shu),提(ti)(ti)高(gao)(gao)能(neng)(neng)(neng)(neng)效(xiao)(xiao)水(shui)(shui)(shui)平(ping)(ping)(ping)。


(四)城鄉(xiang)建設碳達峰行(xing)動。


加快推進城鄉建(jian)設綠色低碳(tan)(tan)發展,深入實施強(qiang)省會、強(qiang)縣域(yu)行動,嚴格落實綠色低碳(tan)(tan)發展要求,扎實開(kai)展城市更新和鄉村建(jian)設。


1.推(tui)(tui)動(dong)城(cheng)(cheng)鄉(xiang)建(jian)設(she)綠(lv)(lv)色低(di)(di)(di)碳轉型。按(an)照(zhao)“一核三(san)帶”區(qu)域發(fa)展(zhan)格局(ju)(ju),科(ke)學規(gui)劃城(cheng)(cheng)鎮(zhen)規(gui)模,合理劃定(ding)城(cheng)(cheng)鎮(zhen)開(kai)發(fa)邊界,控(kong)制新(xin)增建(jian)設(she)用(yong)地過快增長。提升城(cheng)(cheng)鄉(xiang)綠(lv)(lv)色低(di)(di)(di)碳規(gui)劃設(she)計水平,推(tui)(tui)進城(cheng)(cheng)鄉(xiang)基礎設(she)施優(you)化布局(ju)(ju)和(he)綠(lv)(lv)色低(di)(di)(di)碳發(fa)展(zhan),建(jian)設(she)綠(lv)(lv)色城(cheng)(cheng)鎮(zhen)、綠(lv)(lv)色社區(qu)、綠(lv)(lv)色鄉(xiang)村,增強(qiang)城(cheng)(cheng)鄉(xiang)氣候韌性,增加城(cheng)(cheng)市(shi)建(jian)成區(qu)綠(lv)(lv)化面(mian)積,積極推(tui)(tui)進海綿城(cheng)(cheng)市(shi)、節(jie)水型城(cheng)(cheng)市(shi)。推(tui)(tui)廣綠(lv)(lv)色低(di)(di)(di)碳建(jian)材(cai)和(he)綠(lv)(lv)色建(jian)造方式,加快推(tui)(tui)進新(xin)型建(jian)筑(zhu)工(gong)(gong)業化,大力發(fa)展(zhan)裝配(pei)式建(jian)筑(zhu),積極推(tui)(tui)進裝配(pei)式建(jian)筑(zhu)試點項目建(jian)設(she),推(tui)(tui)廣鋼結構住宅(zhai),推(tui)(tui)動(dong)建(jian)材(cai)循(xun)環(huan)利用(yong),強(qiang)化綠(lv)(lv)色設(she)計和(he)綠(lv)(lv)色施工(gong)(gong)管理。建(jian)立健(jian)全以(yi)綠(lv)(lv)色低(di)(di)(di)碳為導向的城(cheng)(cheng)鄉(xiang)規(gui)劃建(jian)設(she)管理機制,完善(shan)建(jian)筑(zhu)拆(chai)(chai)除管理辦法,杜絕大拆(chai)(chai)大建(jian),推(tui)(tui)進建(jian)筑(zhu)垃(la)圾資源化利用(yong),推(tui)(tui)廣廢棄路面(mian)材(cai)料(liao)原地再生利用(yong)。

2.推(tui)(tui)動運(yun)輸工(gong)具裝備綠色低碳化。提高(gao)(gao)燃(ran)油車(che)(che)(che)船(chuan)能(neng)(neng)(neng)效標準(zhun),加快更(geng)新(xin)淘(tao)汰高(gao)(gao)能(neng)(neng)(neng)耗(hao)(hao)高(gao)(gao)排放老舊車(che)(che)(che)船(chuan)及農業(ye)機械(xie)。積極擴大新(xin)能(neng)(neng)(neng)源(yuan)、清(qing)潔能(neng)(neng)(neng)源(yuan)在(zai)交通(tong)運(yun)輸領域應(ying)用(yong)(yong),逐(zhu)步(bu)降(jiang)低傳統(tong)燃(ran)油汽車(che)(che)(che)在(zai)新(xin)車(che)(che)(che)產(chan)銷和汽車(che)(che)(che)保(bao)有(you)量中的占比(bi),推(tui)(tui)動城市公共服務車(che)(che)(che)輛(liang)電(dian)(dian)動化替(ti)代,推(tui)(tui)進(jin)電(dian)(dian)力、氫燃(ran)料、液(ye)化天然氣動力重型(xing)貨運(yun)車(che)(che)(che)輛(liang)應(ying)用(yong)(yong)。提升(sheng)鐵路(lu)系統(tong)電(dian)(dian)氣化水平。限制高(gao)(gao)能(neng)(neng)(neng)耗(hao)(hao)、高(gao)(gao)排放落后船(chuan)型(xing),發展電(dian)(dian)動、液(ye)化天然氣動力船(chuan)舶,逐(zhu)步(bu)推(tui)(tui)進(jin)碼頭岸電(dian)(dian)設施改造,因(yin)地制宜開(kai)展內河(he)綠色智能(neng)(neng)(neng)船(chuan)舶示范應(ying)用(yong)(yong)。提升(sheng)機場(chang)運(yun)行電(dian)(dian)動化智能(neng)(neng)(neng)化水平。到2030年,全省當年新(xin)增新(xin)能(neng)(neng)(neng)源(yuan)、清(qing)潔能(neng)(neng)(neng)源(yuan)動力的交通(tong)工(gong)具比(bi)例達到40%左右,營運(yun)交通(tong)工(gong)具單(dan)(dan)位(wei)換(huan)算周(zhou)轉(zhuan)量碳排放強度比(bi)2020年下(xia)(xia)降(jiang)9.5%左右,國家(jia)鐵路(lu)單(dan)(dan)位(wei)換(huan)算周(zhou)轉(zhuan)量綜合能(neng)(neng)(neng)耗(hao)(hao)完成國鐵集團(tuan)下(xia)(xia)達目標任務,陸路(lu)交通(tong)運(yun)輸石油消費力爭(zheng)與全國同步(bu)實現達峰,民用(yong)(yong)機場(chang)場(chang)內車(che)(che)(che)輛(liang)運(yun)輸裝備全面實現電(dian)(dian)氣化。


3.加(jia)(jia)快綠(lv)(lv)色(se)(se)(se)交(jiao)通(tong)(tong)基(ji)礎設(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she)。開展交(jiao)通(tong)(tong)基(ji)礎設(she)(she)(she)施(shi)綠(lv)(lv)色(se)(se)(se)化(hua)提(ti)升(sheng)改造,穩(wen)步推進(jin)全省(sheng)充(chong)電(dian)(dian)(dian)設(she)(she)(she)施(shi)、加(jia)(jia)注(氣)站、加(jia)(jia)氫站等(deng)基(ji)礎設(she)(she)(she)施(shi)規劃(hua)建(jian)(jian)設(she)(she)(she),提(ti)升(sheng)全省(sheng)綠(lv)(lv)色(se)(se)(se)交(jiao)通(tong)(tong)基(ji)礎設(she)(she)(she)施(shi)水平。優先(xian)建(jian)(jian)設(she)(she)(she)公共區域充(chong)電(dian)(dian)(dian)設(she)(she)(she)施(shi),鼓勵社(she)會資(zi)本參與建(jian)(jian)設(she)(she)(she)運(yun)營管理,加(jia)(jia)快形成新能源汽(qi)車(che)充(chong)電(dian)(dian)(dian)設(she)(she)(she)施(shi)網(wang)絡化(hua)布局,促進(jin)“車(che)—樁—網(wang)”優化(hua)運(yun)行。統籌利用(yong)(yong)綜合運(yun)輸通(tong)(tong)道線位、土地、空(kong)域等(deng)資(zi)源,加(jia)(jia)大岸線、錨地等(deng)資(zi)源整合力度,推廣應用(yong)(yong)新型(xing)技術和(he)產品,打造綠(lv)(lv)色(se)(se)(se)低碳智慧交(jiao)通(tong)(tong)。加(jia)(jia)強(qiang)全省(sheng)民(min)用(yong)(yong)機(ji)場(chang)飛機(ji)輔(fu)助動(dong)力裝置替代設(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she),推動(dong)新建(jian)(jian)省(sheng)內碼頭同步進(jin)行岸電(dian)(dian)(dian)設(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she),減少靠港期間飛機(ji)和(he)船(chuan)舶化(hua)石(shi)燃(ran)(ran)料消耗。研究布局氫能制備、氫燃(ran)(ran)料電(dian)(dian)(dian)池和(he)加(jia)(jia)氫設(she)(she)(she)施(shi)。建(jian)(jian)立健全全省(sheng)綜合交(jiao)通(tong)(tong)運(yun)輸信(xin)息平臺和(he)綜合交(jiao)通(tong)(tong)大數據中心一(yi)體化(hua)系統建(jian)(jian)設(she)(she)(she),提(ti)升(sheng)我省(sheng)綠(lv)(lv)色(se)(se)(se)智慧交(jiao)通(tong)(tong)服務水平。


(六)循(xun)環經濟助力降碳行動(dong)。


全(quan)面(mian)發揮(hui)資(zi)(zi)源循(xun)環利(li)(li)用的協(xie)同減碳(tan)作(zuo)用,以再利(li)(li)用、資(zi)(zi)源化為重(zhong)點,加(jia)快推進(jin)重(zhong)點行業(ye)和領域綠色循(xun)環發展,著(zhu)力提高(gao)資(zi)(zi)源利(li)(li)用效(xiao)率,夯實經濟社會發展資(zi)(zi)源保障(zhang)能力。

2.加(jia)強大(da)宗(zong)固(gu)體廢(fei)(fei)物(wu)綜(zong)合(he)(he)(he)利(li)(li)用(yong)(yong)。提(ti)高礦產資源綜(zong)合(he)(he)(he)開(kai)發(fa)利(li)(li)用(yong)(yong)水平(ping)和綜(zong)合(he)(he)(he)利(li)(li)用(yong)(yong)率,采取原(yuan)材料(liao)替代、能源代替、深度回(hui)收提(ti)煉、安(an)全再(zai)利(li)(li)用(yong)(yong)等(deng)(deng)(deng)措施,加(jia)強對煤矸石、粉煤灰(hui)、冶煉渣(zha)、工業(ye)(ye)副產石膏、建(jian)筑垃圾、農(nong)作(zuo)物(wu)秸稈等(deng)(deng)(deng)大(da)摻量(liang)(liang)、規(gui)模化(hua)、高值化(hua)利(li)(li)用(yong)(yong),鼓(gu)勵應用(yong)(yong)于替代原(yuan)生非金屬礦、砂石等(deng)(deng)(deng)資源,推進增(zeng)量(liang)(liang)消納和存量(liang)(liang)治理(li)。推動大(da)宗(zong)固(gu)廢(fei)(fei)綜(zong)合(he)(he)(he)利(li)(li)用(yong)(yong)創新發(fa)展,加(jia)強尾礦、共伴生礦、鋼銅渣(zha)、化(hua)工廢(fei)(fei)渣(zha)等(deng)(deng)(deng)復雜難(nan)用(yong)(yong)工業(ye)(ye)固(gu)廢(fei)(fei)規(gui)模化(hua)利(li)(li)用(yong)(yong)技(ji)(ji)術(shu)創新。推動綠色(se)礦山建(jian)設,推廣井下(xia)充(chong)填(tian)、地面回(hui)填(tian)技(ji)(ji)術(shu)。充(chong)分(fen)利(li)(li)用(yong)(yong)大(da)數據技(ji)(ji)術(shu)提(ti)高大(da)宗(zong)固(gu)體廢(fei)(fei)物(wu)信息化(hua)管理(li)水平(ping),開(kai)展工業(ye)(ye)固(gu)體廢(fei)(fei)物(wu)資源綜(zong)合(he)(he)(he)利(li)(li)用(yong)(yong)評(ping)價。加(jia)快國家大(da)宗(zong)固(gu)體廢(fei)(fei)棄物(wu)綜(zong)合(he)(he)(he)利(li)(li)用(yong)(yong)基地建(jian)設。到(dao)(dao)2025年(nian),大(da)宗(zong)固(gu)廢(fei)(fei)年(nian)利(li)(li)用(yong)(yong)量(liang)(liang)達(da)到(dao)(dao)3000萬(wan)噸左(zuo)右(you);到(dao)(dao)2030年(nian),利(li)(li)用(yong)(yong)量(liang)(liang)達(da)到(dao)(dao)3400萬(wan)噸左(zuo)右(you)。


3.健全資源(yuan)循環(huan)(huan)利用(yong)體系(xi)。完(wan)善(shan)廢(fei)舊物(wu)資回收網(wang)點(dian)、分揀中(zhong)心和集散(san)市(shi)(shi)場“三位一體”回收體系(xi),探(tan)索“互聯(lian)網(wang)+”回收模式,推(tui)進垃圾(ji)分類系(xi)統與再(zai)(zai)生(sheng)(sheng)(sheng)資源(yuan)系(xi)統“兩網(wang)融(rong)合(he)”。依托(tuo)國(guo)家(jia)“城市(shi)(shi)礦(kuang)產”示(shi)范基(ji)(ji)(ji)地(di)(di)(di)(di)、資源(yuan)循環(huan)(huan)利用(yong)基(ji)(ji)(ji)地(di)(di)(di)(di),打造(zao)西(xi)部地(di)(di)(di)(di)區再(zai)(zai)生(sheng)(sheng)(sheng)資源(yuan)綜合(he)利用(yong)基(ji)(ji)(ji)地(di)(di)(di)(di)和區域性集散(san)交(jiao)易(yi)中(zhong)心。建(jian)設河(he)西(xi)地(di)(di)(di)(di)區新(xin)興產業廢(fei)棄(qi)物(wu)再(zai)(zai)生(sheng)(sheng)(sheng)循環(huan)(huan)利用(yong)示(shi)范基(ji)(ji)(ji)地(di)(di)(di)(di)。大力發展二手(shou)商品市(shi)(shi)場,探(tan)索培育西(xi)北(bei)地(di)(di)(di)(di)區二手(shou)商品交(jiao)易(yi)平臺。推(tui)動再(zai)(zai)制造(zao)產業集群(qun)集約(yue)化發展,加快建(jian)立(li)完(wan)善(shan)覆蓋西(xi)北(bei)五省的(de)再(zai)(zai)制造(zao)舊件回收體系(xi)。加快“無(wu)廢(fei)城市(shi)(shi)”建(jian)設,建(jian)立(li)重點(dian)行業生(sheng)(sheng)(sheng)產者責任延伸信用(yong)評價(jia)制度(du),實(shi)施社(she)會廢(fei)棄(qi)物(wu)資源(yuan)回收利用(yong)工程。到2025年,全省主要(yao)再(zai)(zai)生(sheng)(sheng)(sheng)資源(yuan)循環(huan)(huan)利用(yong)體系(xi)基(ji)(ji)(ji)本完(wan)善(shan);到2030年主要(yao)再(zai)(zai)生(sheng)(sheng)(sheng)資源(yuan)基(ji)(ji)(ji)本實(shi)現(xian)循環(huan)(huan)利用(yong)。


4.大力(li)推(tui)(tui)進生(sheng)活垃(la)(la)圾(ji)(ji)(ji)減(jian)(jian)量(liang)化(hua)(hua)(hua)資(zi)源化(hua)(hua)(hua)。積極推(tui)(tui)進生(sheng)活垃(la)(la)圾(ji)(ji)(ji)分(fen)類(lei),各設(she)市(shi)城(cheng)市(shi)和具備條件的縣城(cheng)因地制宜建(jian)立生(sheng)活垃(la)(la)圾(ji)(ji)(ji)分(fen)類(lei)投放、分(fen)類(lei)收(shou)集(ji)、分(fen)類(lei)運輸、分(fen)類(lei)處理體系,加快補(bu)齊鄉(xiang)鎮生(sheng)活垃(la)(la)圾(ji)(ji)(ji)收(shou)集(ji)、轉運設(she)施短板,推(tui)(tui)動(dong)建(jian)立覆蓋全社會(hui)的生(sheng)活垃(la)(la)圾(ji)(ji)(ji)收(shou)運處置體系,持續(xu)探索農村地區生(sheng)活垃(la)(la)圾(ji)(ji)(ji)分(fen)類(lei)減(jian)(jian)量(liang)和資(zi)源化(hua)(hua)(hua)利用的方法路(lu)徑,在(zai)無害化(hua)(hua)(hua)前提下推(tui)(tui)動(dong)就(jiu)地減(jian)(jian)量(liang)。發(fa)展(zhan)生(sheng)活垃(la)(la)圾(ji)(ji)(ji)焚燒(shao)發(fa)電設(she)施,開展(zhan)小型(xing)生(sheng)活垃(la)(la)圾(ji)(ji)(ji)焚燒(shao)設(she)施試點。探索適(shi)合(he)全省廚(chu)余垃(la)(la)圾(ji)(ji)(ji)特(te)性的資(zi)源化(hua)(hua)(hua)利用技術(shu),推(tui)(tui)動(dong)城(cheng)鎮污(wu)水處理廠污(wu)泥與餐廚(chu)廢(fei)棄物(wu)(wu)、糞便、園(yuan)林廢(fei)棄物(wu)(wu)等協同(tong)處理。


推進污(wu)(wu)水(shui)資(zi)(zi)源化(hua)(hua)利用,提升(sheng)(sheng)生活(huo)污(wu)(wu)水(shui)、工業廢水(shui)和農業農村污(wu)(wu)水(shui)資(zi)(zi)源化(hua)(hua)利用水(shui)平。到2025年(nian),城(cheng)市生活(huo)垃(la)圾分(fen)類體系(xi)基(ji)本(ben)健全,生活(huo)垃(la)圾資(zi)(zi)源化(hua)(hua)利用比(bi)例提升(sheng)(sheng)至60%左右;到2030年(nian),城(cheng)市生活(huo)垃(la)圾分(fen)類實(shi)現全覆蓋,生活(huo)垃(la)圾資(zi)(zi)源化(hua)(hua)利用比(bi)例提升(sheng)(sheng)至65%。


(七)綠色(se)低碳科技創新行動(dong)。


發揮科(ke)技(ji)(ji)(ji)創新的支撐引領(ling)作用,深入實施(shi)強科(ke)技(ji)(ji)(ji)行動(dong),完(wan)善科(ke)技(ji)(ji)(ji)創新體制機制,強化(hua)創新能力,促進重點行業和領(ling)域(yu)綠色(se)低碳技(ji)(ji)(ji)術取得關鍵(jian)突破。


1.完(wan)善創(chuang)新(xin)體制機制。聚焦國家(jia)碳(tan)(tan)(tan)中和(he)(he)技(ji)(ji)術(shu)(shu)(shu)發展(zhan)路線(xian)圖,制定科(ke)技(ji)(ji)支撐碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中和(he)(he)實施方(fang)案,鼓(gu)(gu)勵省內科(ke)研(yan)機構承(cheng)擔或參與(yu)國家(jia)層面(mian)碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中和(he)(he)關(guan)鍵(jian)技(ji)(ji)術(shu)(shu)(shu)研(yan)究與(yu)示范等(deng)重點專項(xiang)(xiang),采取(qu)“揭(jie)榜掛帥”機制,加大省級(ji)科(ke)技(ji)(ji)重大專項(xiang)(xiang)計劃、重點研(yan)發計劃等(deng)對低(di)(di)碳(tan)(tan)(tan)零碳(tan)(tan)(tan)負碳(tan)(tan)(tan)基礎研(yan)究及關(guan)鍵(jian)核(he)心(xin)(xin)技(ji)(ji)術(shu)(shu)(shu)的支持(chi)力度,鼓(gu)(gu)勵科(ke)研(yan)院所、省屬(shu)高校和(he)(he)相關(guan)企(qi)(qi)業(ye)開展(zhan)全省綠(lv)色(se)低(di)(di)碳(tan)(tan)(tan)技(ji)(ji)術(shu)(shu)(shu)發展(zhan)瓶頸攻關(guan)。將綠(lv)色(se)低(di)(di)碳(tan)(tan)(tan)技(ji)(ji)術(shu)(shu)(shu)創(chuang)新(xin)成(cheng)果(guo)納(na)入(ru)(ru)省屬(shu)高校、科(ke)研(yan)院所、企(qi)(qi)業(ye)有(you)關(guan)績效考核(he)。強化(hua)企(qi)(qi)業(ye)創(chuang)新(xin)主體地位,支持(chi)企(qi)(qi)業(ye)承(cheng)擔綠(lv)色(se)低(di)(di)碳(tan)(tan)(tan)重大科(ke)技(ji)(ji)項(xiang)(xiang)目,鼓(gu)(gu)勵設施、數據等(deng)資(zi)源開放共(gong)享。發揮財政專項(xiang)(xiang)資(zi)金(jin)引(yin)導(dao)作(zuo)用,引(yin)導(dao)金(jin)融(rong)資(zi)本(ben)、社會資(zi)本(ben)積極參與(yu)綠(lv)色(se)低(di)(di)碳(tan)(tan)(tan)技(ji)(ji)術(shu)(shu)(shu)創(chuang)新(xin),形成(cheng)財政資(zi)金(jin)、企(qi)(qi)業(ye)資(zi)金(jin)、金(jin)融(rong)資(zi)本(ben)等(deng)多元(yuan)投入(ru)(ru)格局。推(tui)進省級(ji)綠(lv)色(se)技(ji)(ji)術(shu)(shu)(shu)交易中心(xin)(xin)建設,加快創(chuang)新(xin)成(cheng)果(guo)轉化(hua)。加強綠(lv)色(se)低(di)(di)碳(tan)(tan)(tan)技(ji)(ji)術(shu)(shu)(shu)和(he)(he)產(chan)(chan)(chan)品(pin)知識產(chan)(chan)(chan)權保護。完(wan)善綠(lv)色(se)低(di)(di)碳(tan)(tan)(tan)技(ji)(ji)術(shu)(shu)(shu)和(he)(he)產(chan)(chan)(chan)品(pin)檢測、評估、認(ren)證體系。


2.加強創(chuang)新能(neng)(neng)(neng)力建設(she)(she)和(he)人(ren)(ren)(ren)(ren)(ren)才培(pei)(pei)養。聚焦產(chan)業(ye)綠色低碳(tan)發展(zhan)技術(shu)需求,依托在甘(gan)企(qi)業(ye)、高(gao)校(xiao)、科(ke)(ke)研(yan)(yan)院所等研(yan)(yan)發機(ji)構,積極爭取國(guo)家級創(chuang)新平臺(tai)在甘(gan)布局,推動國(guo)家綠色低碳(tan)重大(da)科(ke)(ke)技基礎設(she)(she)施在甘(gan)落地。創(chuang)新人(ren)(ren)(ren)(ren)(ren)才培(pei)(pei)養模(mo)式(shi),鼓勵(li)高(gao)等學校(xiao)加快新能(neng)(neng)(neng)源(yuan)、儲能(neng)(neng)(neng)、氫能(neng)(neng)(neng)、碳(tan)減排、碳(tan)匯、碳(tan)排放(fang)權交易(yi)、數字經濟等相(xiang)關學科(ke)(ke)專業(ye)建設(she)(she)和(he)人(ren)(ren)(ren)(ren)(ren)才培(pei)(pei)養,建設(she)(she)一批綠色低碳(tan)領域教(jiao)育實踐基地,推進跨學科(ke)(ke)多領域的專業(ye)人(ren)(ren)(ren)(ren)(ren)才隊伍建設(she)(she)。深化產(chan)教(jiao)融(rong)(rong)合(he),鼓勵(li)校(xiao)企(qi)聯(lian)(lian)合(he)開展(zhan)產(chan)學合(he)作協同育人(ren)(ren)(ren)(ren)(ren)項(xiang)目,組建碳(tan)達峰碳(tan)中和(he)產(chan)教(jiao)融(rong)(rong)合(he)發展(zhan)聯(lian)(lian)盟,建設(she)(she)一批儲能(neng)(neng)(neng)技術(shu)產(chan)教(jiao)融(rong)(rong)合(he)創(chuang)新平臺(tai)。


3.強化應用(yong)(yong)基礎研(yan)究(jiu)。加強低(di)(di)碳(tan)(tan)前沿技術研(yan)究(jiu),積極(ji)申(shen)報(bao)國家前瞻性(xing)、戰略性(xing)重(zhong)大前沿科技項目,推動低(di)(di)碳(tan)(tan)零(ling)碳(tan)(tan)負(fu)碳(tan)(tan)技術裝備研(yan)發(fa)取得突破(po)性(xing)進(jin)展。聚焦化石能(neng)源綠色智(zhi)能(neng)開發(fa)和(he)清(qing)潔(jie)低(di)(di)碳(tan)(tan)利(li)用(yong)(yong)、可再生能(neng)源大規(gui)模(mo)利(li)用(yong)(yong)、新型電力(li)系統、節能(neng)、氫能(neng)、儲能(neng)、動力(li)電池、二氧化碳(tan)(tan)捕集利(li)用(yong)(yong)與(yu)封存(cun)等重(zhong)點,深化應用(yong)(yong)基礎研(yan)究(jiu)。


4.加快(kuai)先(xian)進適(shi)用技(ji)(ji)術(shu)研發(fa)和(he)(he)推廣應(ying)用。開展大(da)容(rong)量(liang)風電(dian)(dian)機組、高效光(guang)伏(fu)和(he)(he)光(guang)熱發(fa)電(dian)(dian)、新一代智能(neng)(neng)電(dian)(dian)網、規(gui)模化(hua)(hua)儲能(neng)(neng)、先(xian)進輸配電(dian)(dian)、新能(neng)(neng)源裝備回收處(chu)理、中深層地巖熱供暖(nuan)技(ji)(ji)術(shu)、低成本二(er)氧化(hua)(hua)碳(tan)(tan)捕集利用與封(feng)存(cun)等技(ji)(ji)術(shu)創(chuang)新,加快(kuai)碳(tan)(tan)纖維(wei)、氣(qi)凝(ning)膠(jiao)、特種鋼材(cai)等基礎(chu)材(cai)料(liao)研發(fa),補齊關(guan)鍵零(ling)部(bu)件(jian)、元(yuan)器件(jian)、軟(ruan)件(jian)等短板。廣泛引進、推廣適(shi)用于我(wo)省實際的先(xian)進綠色低碳(tan)(tan)技(ji)(ji)術(shu),積極(ji)推動可再生能(neng)(neng)源替代、儲能(neng)(neng)、能(neng)(neng)源互聯(lian)網等技(ji)(ji)術(shu)迭代應(ying)用,推進零(ling)碳(tan)(tan)低碳(tan)(tan)工(gong)業工(gong)藝流(liu)程(cheng)再造技(ji)(ji)術(shu)應(ying)用,建設(she)一批綠色直供電(dian)(dian)示(shi)范(fan)(fan)工(gong)廠和(he)(he)示(shi)范(fan)(fan)園區,開展熔鹽(yan)儲能(neng)(neng)供熱和(he)(he)發(fa)電(dian)(dian)、氫(qing)能(neng)(neng)規(gui)模化(hua)(hua)應(ying)用示(shi)范(fan)(fan)項目等高比例新能(neng)(neng)源示(shi)范(fan)(fan)。建設(she)全流(liu)程(cheng)、集成化(hua)(hua)、規(gui)模化(hua)(hua)二(er)氧化(hua)(hua)碳(tan)(tan)捕集利用與封(feng)存(cun)示(shi)范(fan)(fan)項目。


(八)碳匯能力鞏固提升(sheng)行動。


堅(jian)持系(xi)統(tong)(tong)觀念,統(tong)(tong)籌推進(jin)山水林田(tian)湖草(cao)沙(sha)冰一體(ti)化(hua)保護和(he)系(xi)統(tong)(tong)治(zhi)理,提高生態(tai)系(xi)統(tong)(tong)質量和(he)穩定性,持續(xu)提升(sheng)生態(tai)系(xi)統(tong)(tong)碳匯(hui)能力。

3.加(jia)(jia)強(qiang)生(sheng)態(tai)(tai)(tai)系(xi)統碳匯(hui)(hui)(hui)(hui)基礎支(zhi)撐。依托和拓展全省自(zi)然資源調(diao)查監(jian)測體(ti)系(xi),利用好國家(jia)林草生(sheng)態(tai)(tai)(tai)綜合監(jian)測評(ping)(ping)價成果,建(jian)立生(sheng)態(tai)(tai)(tai)系(xi)統碳匯(hui)(hui)(hui)(hui)監(jian)測核算體(ti)系(xi),開展森林、草原、濕地(di)、土壤(rang)、凍土等碳匯(hui)(hui)(hui)(hui)本底調(diao)查、碳儲量評(ping)(ping)估(gu)、潛力分析(xi),加(jia)(jia)強(qiang)生(sheng)態(tai)(tai)(tai)保護修復碳匯(hui)(hui)(hui)(hui)成效監(jian)測評(ping)(ping)估(gu)能力建(jian)設。積極參與國家(jia)陸(lu)地(di)生(sheng)態(tai)(tai)(tai)系(xi)統碳匯(hui)(hui)(hui)(hui)基礎理論、基礎方法、前沿(yan)顛覆(fu)性技術研究。建(jian)立健全體(ti)現碳匯(hui)(hui)(hui)(hui)價值(zhi)的(de)生(sheng)態(tai)(tai)(tai)保護補(bu)償機制,組(zu)織(zhi)實施(shi)一批碳匯(hui)(hui)(hui)(hui)項目,積極參與溫室(shi)氣體(ti)自(zi)愿減排交易。

(九)綠色低碳全民行動。


增強全民(min)節約(yue)意(yi)識(shi)(shi)、環保意(yi)識(shi)(shi)、生態(tai)意(yi)識(shi)(shi),倡導(dao)簡約(yue)適(shi)度、綠色(se)低碳、文明健康的生活方式,把綠色(se)理念轉化為全體人民(min)的自覺行動。


1.加強全民宣(xuan)傳(chuan)教(jiao)(jiao)育。持續開展世界地球日、世界環境保(bao)護日、全國(guo)節能宣(xuan)傳(chuan)周(zhou)、全國(guo)低(di)(di)碳日等(deng)宣(xuan)傳(chuan)活動,推進(jin)低(di)(di)碳科普(pu)進(jin)校園(yuan)、進(jin)社區(qu)、進(jin)園(yuan)區(qu)、進(jin)農村,建設(she)一(yi)批(pi)碳達峰碳中和教(jiao)(jiao)育基地,增強社會公眾綠色低(di)(di)碳意(yi)識(shi)。將生態(tai)文明教(jiao)(jiao)育納入國(guo)民教(jiao)(jiao)育體(ti)系,開展多種(zhong)形式的資源環境國(guo)情教(jiao)(jiao)育,普(pu)及碳達峰碳中和基礎知識(shi)。依法依規加強對違背碳達峰碳中和要求相(xiang)關(guan)行為的輿論監督。


2.推廣綠(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)生(sheng)活(huo)(huo)方式。踐(jian)行(xing)(xing)(xing)簡約(yue)適度(du)、綠(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)的生(sheng)活(huo)(huo)方式,倡(chang)導文明就餐和光盤行(xing)(xing)(xing)動(dong),堅決遏制(zhi)奢侈(chi)浪(lang)費(fei)和不合理消(xiao)費(fei),著力破(po)除奢靡鋪張的歪風陋習,堅決制(zhi)止餐飲浪(lang)費(fei)行(xing)(xing)(xing)為。全(quan)(quan)面整治(zhi)商品(pin)(pin)過度(du)包裝(zhuang),加強規范(fan)(fan)化綠(lv)(lv)色(se)(se)物流(liu)體系建(jian)(jian)設,減少電商快件二(er)次包裝(zhuang),構建(jian)(jian)全(quan)(quan)過程減塑禁塑治(zhi)理體系。大力建(jian)(jian)設城市(shi)(shi)公(gong)共(gong)自行(xing)(xing)(xing)車服務系統,倡(chang)導全(quan)(quan)社會(hui)綠(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)出行(xing)(xing)(xing)。樹立綠(lv)(lv)色(se)(se)消(xiao)費(fei)理念,推廣綠(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)產(chan)品(pin)(pin),完善綠(lv)(lv)色(se)(se)產(chan)品(pin)(pin)認(ren)證與標識(shi)制(zhi)度(du),鼓勵各市(shi)(shi)(州)采取補貼、積分獎勵等方式促(cu)進(jin)綠(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)消(xiao)費(fei)。在全(quan)(quan)社會(hui)倡(chang)導節約(yue)用能,開展綠(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)社會(hui)行(xing)(xing)(xing)動(dong)示范(fan)(fan)創(chuang)建(jian)(jian),深入推進(jin)綠(lv)(lv)色(se)(se)生(sheng)活(huo)(huo)創(chuang)建(jian)(jian)行(xing)(xing)(xing)動(dong),評(ping)選宣(xuan)傳一批優秀示范(fan)(fan)典型,營造綠(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)生(sheng)活(huo)(huo)新風尚(shang)。提升綠(lv)(lv)色(se)(se)產(chan)品(pin)(pin)在政府采購中(zhong)的比例。


3.引(yin)(yin)導企(qi)(qi)業(ye)履行(xing)社會(hui)(hui)責(ze)任。引(yin)(yin)導企(qi)(qi)業(ye)主動適應綠色低碳發展要(yao)求(qiu),強(qiang)化(hua)環境(jing)責(ze)任意識,加(jia)強(qiang)能源(yuan)資源(yuan)節(jie)約(yue),提升綠色創(chuang)新水平。重(zhong)點領(ling)域國有企(qi)(qi)業(ye)特別是省(sheng)屬企(qi)(qi)業(ye)要(yao)制定碳達峰實施(shi)方案(an),發揮(hui)示范引(yin)(yin)領(ling)作用(yong)。碳排(pai)放(fang)(fang)重(zhong)點企(qi)(qi)業(ye)要(yao)梳理(li)核算自身碳排(pai)放(fang)(fang)情況,自覺(jue)深入研究碳減排(pai)路徑,“一企(qi)(qi)一策”制定專項工作方案(an),扎(zha)實推進節(jie)能降碳。相(xiang)關上市公(gong)司和發債企(qi)(qi)業(ye)要(yao)按照環境(jing)信(xin)息依法披(pi)露要(yao)求(qiu),定期(qi)公(gong)布企(qi)(qi)業(ye)碳排(pai)放(fang)(fang)信(xin)息,加(jia)強(qiang)企(qi)(qi)業(ye)溫室氣體排(pai)放(fang)(fang)數據(ju)管理(li)工作,強(qiang)化(hua)數據(ju)質(zhi)量監督(du)管理(li)。充分發揮(hui)行(xing)業(ye)協會(hui)(hui)等(deng)社會(hui)(hui)團體作用(yong),督(du)促企(qi)(qi)業(ye)自覺(jue)履行(xing)社會(hui)(hui)責(ze)任。

各市(州)要(yao)準(zhun)確把(ba)握自(zi)身發(fa)(fa)展(zhan)定位,結合自(zi)身經濟社會發(fa)(fa)展(zhan)實(shi)際和資源環(huan)境稟(bing)賦條(tiao)件,堅持(chi)因地制宜、分類施策、上下(xia)聯動,科(ke)學有序推進梯次碳(tan)達峰。


1.科學合理(li)確定(ding)有(you)序達(da)峰目(mu)標(biao)(biao)。碳(tan)排放(fang)已經(jing)基本穩定(ding)的(de)市(州)要鞏固減排成果,可再生資(zi)源(yuan)優勢突出的(de)市(州)要加(jia)快新能(neng)(neng)(neng)源(yuan)替代(dai)化石能(neng)(neng)(neng)源(yuan)步伐。產(chan)業(ye)結(jie)(jie)(jie)構較(jiao)輕、能(neng)(neng)(neng)源(yuan)結(jie)(jie)(jie)構較(jiao)優的(de)市(州)要堅持綠(lv)色低(di)碳(tan)發展,合理(li)控制高耗能(neng)(neng)(neng)高排放(fang)低(di)水平項(xiang)目(mu)規模,力(li)爭(zheng)在(zai)全(quan)省(sheng)實現碳(tan)達(da)峰目(mu)標(biao)(biao)工作(zuo)中走在(zai)前列。產(chan)業(ye)結(jie)(jie)(jie)構偏重、能(neng)(neng)(neng)源(yuan)結(jie)(jie)(jie)構偏煤的(de)市(州)和(he)資(zi)源(yuan)型市(州)要把節(jie)能(neng)(neng)(neng)降碳(tan)擺在(zai)突出位置,大力(li)優化調(diao)整產(chan)業(ye)結(jie)(jie)(jie)構和(he)能(neng)(neng)(neng)源(yuan)結(jie)(jie)(jie)構,逐步實現碳(tan)排放(fang)增長與經(jing)濟增長脫鉤,力(li)爭(zheng)與全(quan)國同步實現碳(tan)達(da)峰。

3.上下聯動制定碳(tan)(tan)達峰(feng)實(shi)(shi)(shi)施(shi)方案。各(ge)市(州)、蘭州新區要按照(zhao)全省總(zong)體部署,結合本地區資源環境稟賦、產業布(bu)局、發展階段(duan)等,科學制定本地區碳(tan)(tan)達峰(feng)實(shi)(shi)(shi)施(shi)方案,提(ti)出(chu)符合實(shi)(shi)(shi)際、切(qie)實(shi)(shi)(shi)可(ke)行的碳(tan)(tan)達峰(feng)時(shi)間表(biao)、路(lu)線圖、施(shi)工(gong)圖,避免“一刀切(qie)”限電(dian)限產、運動式(shi)“減碳(tan)(tan)”和(he)“碳(tan)(tan)沖鋒(feng)”。各(ge)市(州)、蘭州新區碳(tan)(tan)達峰(feng)實(shi)(shi)(shi)施(shi)方案經(jing)省碳(tan)(tan)達峰(feng)碳(tan)(tan)中和(he)工(gong)作領導小組綜合平(ping)衡、審核通過后(hou)印(yin)發實(shi)(shi)(shi)施(shi)。


4.組織開(kai)展碳(tan)達峰(feng)試(shi)(shi)點(dian)(dian)(dian)(dian)建(jian)設。積(ji)極爭取國家級碳(tan)達峰(feng)試(shi)(shi)點(dian)(dian)(dian)(dian)城(cheng)市和試(shi)(shi)點(dian)(dian)(dian)(dian)園區(qu)(qu),為全(quan)(quan)國碳(tan)達峰(feng)工(gong)(gong)作提供(gong)甘(gan)肅樣板(ban)。有序組織開(kai)展省級碳(tan)達峰(feng)試(shi)(shi)點(dian)(dian)(dian)(dian)城(cheng)市和試(shi)(shi)點(dian)(dian)(dian)(dian)園區(qu)(qu)建(jian)設工(gong)(gong)作,支持具備條件的市(州)、產業園區(qu)(qu)強化機(ji)制體制創新(xin),加快碳(tan)達峰(feng)工(gong)(gong)作步(bu)伐,總結(jie)成功經驗和典型案例,為全(quan)(quan)省乃至全(quan)(quan)國碳(tan)達峰(feng)工(gong)(gong)作提供(gong)可復制、可推廣經驗。開(kai)展“零碳(tan)”園區(qu)(qu)創建(jian)。


三、對外合作


(一)開(kai)展綠(lv)(lv)色(se)(se)經(jing)貿(mao)、技(ji)術(shu)與(yu)(yu)金融合(he)作。主動服(fu)務國家深(shen)度參與(yu)(yu)全球氣候治理,積(ji)極(ji)參與(yu)(yu)綠(lv)(lv)色(se)(se)經(jing)貿(mao)和技(ji)術(shu)合(he)作,提高(gao)(gao)對外開(kai)放水平。大(da)(da)力(li)發展高(gao)(gao)質量、高(gao)(gao)技(ji)術(shu)、高(gao)(gao)附加(jia)(jia)值綠(lv)(lv)色(se)(se)產(chan)(chan)品貿(mao)易,持續推動集成電路、綠(lv)(lv)色(se)(se)農(nong)產(chan)(chan)品、勞動密集型產(chan)(chan)品、文化(hua)產(chan)(chan)品等(deng)優勢(shi)產(chan)(chan)品出口,進(jin)一步(bu)優化(hua)貿(mao)易結構。在大(da)(da)宗產(chan)(chan)品和特色(se)(se)優勢(shi)農(nong)產(chan)(chan)品領域積(ji)極(ji)推行綠(lv)(lv)色(se)(se)化(hua)升級改造(zao),提升綠(lv)(lv)色(se)(se)產(chan)(chan)品供給能力(li),擴(kuo)大(da)(da)全省(sheng)綠(lv)(lv)色(se)(se)貿(mao)易規模。加(jia)(jia)強(qiang)綠(lv)(lv)色(se)(se)供應鏈合(he)作,構建(jian)全產(chan)(chan)業(ye)低(di)碳供應鏈管理,推動能源(yuan)、有(you)色(se)(se)冶(ye)金、化(hua)工(gong)、新(xin)材料、新(xin)裝(zhuang)備(bei)(bei)等(deng)產(chan)(chan)業(ye)全鏈條(tiao)采用綠(lv)(lv)色(se)(se)低(di)碳工(gong)藝,提升我省(sheng)綠(lv)(lv)色(se)(se)產(chan)(chan)品競爭力(li)。圍繞全省(sheng)現有(you)產(chan)(chan)業(ye)改造(zao)提升需求,加(jia)(jia)強(qiang)先進(jin)適用技(ji)術(shu)設備(bei)(bei)、關鍵零部件的進(jin)出口,加(jia)(jia)快(kuai)旱(han)作節水、設施農(nong)業(ye)、節能環(huan)保等(deng)特色(se)(se)優勢(shi)技(ji)術(shu)走(zou)出去(qu)步(bu)伐,加(jia)(jia)大(da)(da)可再(zai)生資源(yuan)、儲能、氫能、二氧化(hua)碳捕(bu)集利用與(yu)(yu)封存等(deng)領域綠(lv)(lv)色(se)(se)技(ji)術(shu)合(he)作交(jiao)流力(li)度。深(shen)化(hua)綠(lv)(lv)色(se)(se)低(di)碳能源(yuan)、技(ji)術(shu)、金融合(he)作交(jiao)流,借助省(sheng)內外資源(yuan)市場(chang),推動全省(sheng)綠(lv)(lv)色(se)(se)低(di)碳轉型。


(二)融入(ru)綠色(se)“一帶(dai)一路(lu)”建設。立足(zu)我(wo)省(sheng)生態屏障(zhang)、能源基(ji)(ji)地、戰略通道、開放樞紐的功能定位,推動(dong)國(guo)際(ji)陸港(gang)、空港(gang)建設,把(ba)我(wo)省(sheng)打(da)造(zao)為西部地區國(guo)際(ji)綠色(se)經貿合(he)作(zuo)(zuo)重要基(ji)(ji)地。加強綠色(se)技術、綠色(se)基(ji)(ji)建、綠色(se)能源、綠色(se)產(chan)(chan)品(pin)、綠色(se)裝(zhuang)備、綠色(se)服務(wu)、綠色(se)金融等(deng)領(ling)域國(guo)際(ji)合(he)作(zuo)(zuo)交(jiao)流。依托(tuo)絲綢之路(lu)國(guo)際(ji)知識產(chan)(chan)權港(gang)等(deng)平臺(tai)建設,加快(kuai)綠色(se)新材料、新能源、綠色(se)農業(ye)等(deng)生態產(chan)(chan)業(ye)技術產(chan)(chan)業(ye)化進程(cheng),探索搭(da)建綠色(se)低碳(tan)技術認(ren)證(zheng)、交(jiao)易、運(yun)營等(deng)平臺(tai),推動(dong)綠色(se)低碳(tan)領(ling)域技術創新與(yu)(yu)經濟社會(hui)發(fa)(fa)(fa)展深度融合(he)。發(fa)(fa)(fa)揮“一帶(dai)一路(lu)”綠色(se)發(fa)(fa)(fa)展國(guo)際(ji)聯(lian)盟等(deng)合(he)作(zuo)(zuo)平臺(tai)作(zuo)(zuo)用(yong),積極參(can)與(yu)(yu)國(guo)家(jia)“一帶(dai)一路(lu)”應對(dui)氣候變化南(nan)南(nan)合(he)作(zuo)(zuo)計劃(hua)和(he)“一帶(dai)一路(lu)”科(ke)技創新行(xing)動(dong)計劃(hua),加強應對(dui)氣候變化領(ling)域合(he)作(zuo)(zuo)交(jiao)流。


四、保障措施


(一)建立(li)統(tong)一規范(fan)的統(tong)計(ji)核(he)算(suan)體系(xi)。加強(qiang)碳排(pai)放(fang)(fang)(fang)(fang)統(tong)計(ji)核(he)算(suan)能力建設(she),建立(li)并完善我省(sheng)碳排(pai)放(fang)(fang)(fang)(fang)統(tong)計(ji)核(he)算(suan)體系(xi),提升碳排(pai)放(fang)(fang)(fang)(fang)統(tong)計(ji)核(he)算(suan)工作(zuo)制度化、規范(fan)化水平。支(zhi)持重點(dian)行業(ye)(ye)、重點(dian)企業(ye)(ye)依據自身特點(dian)開展碳排(pai)放(fang)(fang)(fang)(fang)核(he)算(suan)方法(fa)學(xue)研(yan)究,建立(li)健(jian)全碳排(pai)放(fang)(fang)(fang)(fang)計(ji)量體系(xi)。加強(qiang)各部門統(tong)籌協調,形(xing)成(cheng)統(tong)計(ji)核(he)算(suan)工作(zuo)合力。


(二(er))健全法(fa)規標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)體系。貫徹落實國(guo)家相關(guan)法(fa)律法(fa)規要求,配套完(wan)善地(di)方性(xing)綠(lv)色低(di)碳政(zheng)策法(fa)規體系。嚴格執行國(guo)家能(neng)(neng)(neng)耗限額標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun),產品設(she)備(bei)能(neng)(neng)(neng)效強制(zhi)(zhi)性(xing)國(guo)家標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)和工(gong)程建(jian)設(she)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun),提(ti)高節能(neng)(neng)(neng)降碳要求。嚴格執行國(guo)家可(ke)再生能(neng)(neng)(neng)源標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun),氫制(zhi)(zhi)、儲、輸、用標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun),以及工(gong)業(ye)綠(lv)色低(di)碳標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun),不斷(duan)提(ti)升全省綠(lv)色發展水平。健全節能(neng)(neng)(neng)低(di)碳、綠(lv)色環保產品認(ren)證和體系認(ren)證制(zhi)(zhi)度,加快構建(jian)綠(lv)色低(di)碳技(ji)術、產品、服務的管理標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)體系、質量標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)體系、評價標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)體系,推進降碳標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)化管理。


(三)完善財稅(shui)、價(jia)(jia)格、市(shi)(shi)場(chang)(chang)(chang)、金(jin)融(rong)(rong)政策(ce)(ce)。各(ge)市(shi)(shi)(州(zhou))、蘭州(zhou)新(xin)區要加大對碳達(da)峰碳中和(he)工(gong)作的(de)(de)支(zhi)持(chi)(chi)力度(du)。全(quan)(quan)面落實(shi)節能(neng)節水(shui)(shui)環(huan)保、資(zi)(zi)源(yuan)(yuan)綜合(he)(he)利用(yong)(yong)(yong)以及合(he)(he)同能(neng)源(yuan)(yuan)管(guan)理(li)、環(huan)境污染第三方(fang)(fang)治(zhi)理(li)等(deng)(deng)稅(shui)收(shou)優惠政策(ce)(ce)。不斷(duan)創新(xin)和(he)完善綠(lv)色(se)(se)(se)(se)(se)發(fa)展價(jia)(jia)格機(ji)(ji)制(zhi),健(jian)全(quan)(quan)居民階(jie)梯(ti)電價(jia)(jia)、氣價(jia)(jia)、水(shui)(shui)價(jia)(jia)制(zhi)度(du),實(shi)行(xing)非居民用(yong)(yong)(yong)水(shui)(shui)超(chao)定(ding)額(e)累進(jin)加價(jia)(jia)制(zhi)度(du),進(jin)一步完善污水(shui)(shui)處(chu)理(li)收(shou)費機(ji)(ji)制(zhi),合(he)(he)理(li)制(zhi)定(ding)調(diao)(diao)整生(sheng)活垃(la)圾處(chu)理(li)收(shou)費標準。實(shi)施(shi)分時(shi)電價(jia)(jia)政策(ce)(ce),探索(suo)建(jian)(jian)立(li)(li)分時(shi)電價(jia)(jia)動(dong)態調(diao)(diao)整機(ji)(ji)制(zhi),完善高(gao)耗(hao)能(neng)行(xing)業(ye)(ye)差(cha)別化(hua)(hua)電價(jia)(jia)、階(jie)梯(ti)電價(jia)(jia)政策(ce)(ce)。鼓(gu)勵工(gong)業(ye)(ye)、建(jian)(jian)筑、交通等(deng)(deng)企業(ye)(ye)因地制(zhi)宜開展新(xin)能(neng)源(yuan)(yuan)項(xiang)(xiang)目(mu)建(jian)(jian)設,推(tui)動(dong)綠(lv)色(se)(se)(se)(se)(se)電力直接供(gong)應(ying)和(he)燃(ran)煤自備電廠(chang)替代。完善能(neng)源(yuan)(yuan)價(jia)(jia)格市(shi)(shi)場(chang)(chang)(chang)化(hua)(hua)形成機(ji)(ji)制(zhi),建(jian)(jian)立(li)(li)健(jian)全(quan)(quan)促(cu)進(jin)可(ke)再生(sheng)能(neng)源(yuan)(yuan)規模化(hua)(hua)發(fa)展的(de)(de)價(jia)(jia)格機(ji)(ji)制(zhi),優化(hua)(hua)能(neng)源(yuan)(yuan)供(gong)需資(zi)(zi)源(yuan)(yuan)配置。嚴格落實(shi)綠(lv)色(se)(se)(se)(se)(se)金(jin)融(rong)(rong)評(ping)價(jia)(jia)機(ji)(ji)制(zhi),建(jian)(jian)立(li)(li)健(jian)全(quan)(quan)綠(lv)色(se)(se)(se)(se)(se)金(jin)融(rong)(rong)標準體系。加大綠(lv)色(se)(se)(se)(se)(se)貸款、綠(lv)色(se)(se)(se)(se)(se)股權、綠(lv)色(se)(se)(se)(se)(se)債券、綠(lv)色(se)(se)(se)(se)(se)保險(xian)、綠(lv)色(se)(se)(se)(se)(se)基(ji)金(jin)等(deng)(deng)方(fang)(fang)面的(de)(de)支(zhi)持(chi)(chi)力度(du),用(yong)(yong)(yong)好碳減排支(zhi)持(chi)(chi)工(gong)具,引導(dao)金(jin)融(rong)(rong)機(ji)(ji)構為綠(lv)色(se)(se)(se)(se)(se)低碳項(xiang)(xiang)目(mu)提供(gong)長(chang)期限、低成本(ben)資(zi)(zi)金(jin),爭(zheng)取開發(fa)性(xing)政策(ce)(ce)性(xing)金(jin)融(rong)(rong)機(ji)(ji)構按(an)照市(shi)(shi)場(chang)(chang)(chang)化(hua)(hua)法治(zhi)化(hua)(hua)原則為碳達(da)峰行(xing)動(dong)提供(gong)長(chang)期穩定(ding)資(zi)(zi)金(jin)支(zhi)持(chi)(chi)。支(zhi)持(chi)(chi)符(fu)合(he)(he)條件的(de)(de)綠(lv)色(se)(se)(se)(se)(se)企業(ye)(ye)上(shang)市(shi)(shi)融(rong)(rong)資(zi)(zi)、掛牌融(rong)(rong)資(zi)(zi)和(he)再融(rong)(rong)資(zi)(zi),爭(zheng)取擴大綠(lv)色(se)(se)(se)(se)(se)債券規模。通過對接國(guo)家(jia)低碳轉型基(ji)金(jin)、運用(yong)(yong)(yong)全(quan)(quan)省綠(lv)色(se)(se)(se)(se)(se)生(sheng)態產業(ye)(ye)基(ji)金(jin)等(deng)(deng)方(fang)(fang)式(shi),撬動(dong)社會(hui)資(zi)(zi)本(ben)參與碳達(da)峰碳中和(he)重大項(xiang)(xiang)目(mu)建(jian)(jian)設,推(tui)動(dong)全(quan)(quan)省綠(lv)色(se)(se)(se)(se)(se)低碳高(gao)質(zhi)量發(fa)展。鼓(gu)勵社會(hui)資(zi)(zi)本(ben)以市(shi)(shi)場(chang)(chang)(chang)化(hua)(hua)方(fang)(fang)式(shi)設立(li)(li)綠(lv)色(se)(se)(se)(se)(se)低碳產業(ye)(ye)投資(zi)(zi)基(ji)金(jin)。


(四)建(jian)(jian)立(li)健全(quan)市場(chang)(chang)(chang)化機(ji)制。積極(ji)參與(yu)全(quan)國(guo)(guo)碳(tan)排放權市場(chang)(chang)(chang)交(jiao)(jiao)易(yi),根據國(guo)(guo)家(jia)部署逐步擴大市場(chang)(chang)(chang)覆(fu)蓋范圍,豐富交(jiao)(jiao)易(yi)品種和交(jiao)(jiao)易(yi)方(fang)式(shi),做好納入全(quan)國(guo)(guo)碳(tan)排放權交(jiao)(jiao)易(yi)市場(chang)(chang)(chang)重點(dian)排放單位的碳(tan)排放報告核查、配(pei)額分配(pei)、清繳履約等工作,建(jian)(jian)立(li)健全(quan)生態(tai)產(chan)品價值(zhi)實現機(ji)制。總結天水(shui)用(yong)能(neng)權交(jiao)(jiao)易(yi)試點(dian)經驗,推動(dong)建(jian)(jian)立(li)全(quan)省(sheng)用(yong)能(neng)權有償使用(yong)和交(jiao)(jiao)易(yi)制度,做好與(yu)能(neng)耗雙控(kong)制度的銜接。積極(ji)推行合同能(neng)源管理(li),推廣(guang)節能(neng)咨(zi)詢、診斷、設計(ji)、融資(zi)、改造、托管等“一站式(shi)”綜合服務(wu)模(mo)式(shi)。


(五)加(jia)強(qiang)組(zu)(zu)織實施。省碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中(zhong)和(he)(he)(he)工作(zuo)領導小組(zu)(zu)指(zhi)導和(he)(he)(he)統(tong)籌(chou)做好(hao)全省碳(tan)(tan)達(da)(da)峰(feng)工作(zuo),研(yan)究解決實施中(zhong)遇到的重(zhong)大(da)事項重(zhong)大(da)問(wen)題(ti)。省碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中(zhong)和(he)(he)(he)工作(zuo)領導小組(zu)(zu)辦公室要(yao)加(jia)強(qiang)統(tong)籌(chou)協(xie)(xie)調(diao)和(he)(he)(he)定期(qi)調(diao)度,科學(xue)提出碳(tan)(tan)達(da)(da)峰(feng)分步驟的時(shi)間表、路線圖(tu),督促將各(ge)項目(mu)標(biao)任(ren)務落(luo)實落(luo)細。各(ge)市(shi)(州)、各(ge)有關(guan)部(bu)(bu)門要(yao)制(zhi)定具體(ti)舉措,著力抓好(hao)各(ge)項任(ren)務落(luo)實,落(luo)實情況(kuang)(kuang)將納(na)入生態環境保(bao)護督察。各(ge)相關(guan)單(dan)位、人民(min)團(tuan)體(ti)、社會組(zu)(zu)織要(yao)積極發揮自身作(zuo)用,推進綠色低(di)碳(tan)(tan)發展(zhan)。落(luo)實以碳(tan)(tan)強(qiang)度控制(zhi)為主、碳(tan)(tan)排放(fang)總量控制(zhi)為輔(fu)的制(zhi)度,對能(neng)源消費和(he)(he)(he)碳(tan)(tan)排放(fang)指(zhi)標(biao)協(xie)(xie)同管理、協(xie)(xie)同分解、協(xie)(xie)同考(kao)核,逐(zhu)步建(jian)立系統(tong)完(wan)善的碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中(zhong)和(he)(he)(he)綜合評(ping)價考(kao)核制(zhi)度。加(jia)強(qiang)監督考(kao)核結果應用,對工作(zuo)突出的集體(ti)、單(dan)位和(he)(he)(he)個人按規(gui)定給予表彰獎(jiang)勵,對未完(wan)成目(mu)標(biao)任(ren)務的市(shi)(州)和(he)(he)(he)部(bu)(bu)門依(yi)法依(yi)規(gui)實行通報(bao)批評(ping)和(he)(he)(he)約談(tan)問(wen)責。各(ge)市(shi)(州)、蘭州新區和(he)(he)(he)省直有關(guan)部(bu)(bu)門貫徹落(luo)實情況(kuang)(kuang),每年(nian)向省委、省政府(fu)報(bao)告。
