近日,白銀市(shi)人(ren)民(min)政府辦(ban)公室印發(fa)了(le)《白銀市(shi)“十四(si)五(wu)”能源發(fa)展規劃》。
規劃指出(chu),白(bai)銀(yin)市為加(jia)快(kuai)能(neng)(neng)(neng)源(yuan)(yuan)結(jie)構調整,有(you)序發展和利用清潔(jie)能(neng)(neng)(neng)源(yuan)(yuan)。近年來,編(bian)制了《甘(gan)肅中部(bu)(白(bai)銀(yin))山地(di)(di)風(feng)(feng)光(guang)(guang)電(dian)基地(di)(di)建設規劃》《白(bai)銀(yin)市太陽能(neng)(neng)(neng)光(guang)(guang)熱發電(dian)產(chan)(chan)業規劃》《白(bai)銀(yin)市工礦廢棄地(di)(di)及采煤(mei)沉陷區光(guang)(guang)伏領(ling)跑(pao)技術基地(di)(di)建設項(xiang)目實(shi)施方案》等(deng)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)專(zhuan)項(xiang)規劃,不斷促進新(xin)能(neng)(neng)(neng)源(yuan)(yuan)產(chan)(chan)業健康(kang)發展。截至目前,全市新(xin)能(neng)(neng)(neng)源(yuan)(yuan)裝機193.5萬千(qian)瓦(風(feng)(feng)電(dian)146萬千(qian)瓦、光(guang)(guang)伏發電(dian)47.5萬千(qian)瓦)。
目(mu)前,白銀(yin)市(shi)的光(guang)(guang)熱(re)(re)、儲能(neng)(neng)行業(ye)發(fa)展(zhan)仍處于初(chu)期。未來,白銀(yin)市(shi)將持續(xu)推(tui)進(jin)可再生能(neng)(neng)源發(fa)展(zhan)利用(yong),持續(xu)優化(hua)能(neng)(neng)源結構。努力推(tui)進(jin)光(guang)(guang)熱(re)(re)項目(mu)。白銀(yin)市(shi)計劃(hua)在(zai)景泰(tai)上(shang)沙沃、靖(jing)遠劉(liu)川(chuan)分別規劃(hua)光(guang)(guang)熱(re)(re)發(fa)電(dian)(dian)+熔(rong)融(rong)鹽儲能(neng)(neng)試驗(yan)示(shi)范項目(mu),發(fa)展(zhan)高效反光(guang)(guang)玻璃、熔(rong)融(rong)鹽、光(guang)(guang)熱(re)(re)支架等光(guang)(guang)熱(re)(re)發(fa)電(dian)(dian)產業(ye)裝備制造產業(ye),推(tui)進(jin)太陽能(neng)(neng)熱(re)(re)發(fa)電(dian)(dian)產業(ye)發(fa)展(zhan)。
此(ci)外,白銀十(shi)四五(wu)將(jiang)增強能(neng)(neng)源創新發(fa)(fa)(fa)(fa)展動力(li),提升(sheng)能(neng)(neng)源民生服務水(shui)平。加快突(tu)破(po)技術創新重點方向。積極推進燃煤與生物質耦(ou)合發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)示范項目(mu),突(tu)破(po)中低溫煤焦油提取精酚等(deng)精細化工產品生產技術,開(kai)展超臨界水(shui)氣(qi)化制氫耦(ou)合發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)、高效(xiao)太陽能(neng)(neng)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)、大容量及低風速風力(li)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)、光(guang)熱發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)等(deng)技術研究。

前言
能源(yuan)是國民經(jing)濟(ji)(ji)和(he)(he)社會發(fa)展(zhan)的(de)重要(yao)物質基礎,事關國計民生(sheng)和(he)(he)安全穩定(ding)。推動能源(yuan)生(sheng)產和(he)(he)利用(yong)方式改(gai)革,調整優化能源(yuan)結構(gou),構(gou)建安全、穩定(ding)、經(jing)濟(ji)(ji)、清潔的(de)現代能源(yuan)產業(ye)體系(xi),對(dui)于保障地區經(jing)濟(ji)(ji)可(ke)持續發(fa)展(zhan)具有重要(yao)意義。
黨的十九(jiu)大報告(gao)提(ti)出“加快生態(tai)文明體制改革,建(jian)(jian)設美(mei)麗中國(guo)。壯大清潔能源(yuan)(yuan)產業,推進(jin)能源(yuan)(yuan)生產和消費革命,構建(jian)(jian)清潔低碳(tan)、安(an)全(quan)高效(xiao)的能源(yuan)(yuan)體系。要(yao)提(ti)供更多(duo)優(you)質生態(tai)產品以滿足人民日(ri)(ri)益增長的優(you)美(mei)生態(tai)環境(jing)需要(yao)。”2020年9月(yue),習近平主(zhu)(zhu)席在第七十五屆聯合國(guo)大會一般性(xing)辯論(lun)上首次提(ti)出,要(yao)提(ti)高國(guo)家(jia)自(zi)主(zhu)(zhu)貢獻力(li)量,二氧化(hua)碳(tan)排放(fang)力(li)爭(zheng)于2030年前(qian)達(da)到峰值,努力(li)爭(zheng)取2060年前(qian)實現碳(tan)中和,向世(shi)界表明中國(guo)應對氣候變化(hua)的堅定(ding)決心和大國(guo)擔(dan)當。大力(li)發展風(feng)、光等可再生能源(yuan)(yuan),降低化(hua)石能源(yuan)(yuan)在電力(li)裝機中的占比,對確(que)保碳(tan)排放(fang)早日(ri)(ri)達(da)峰和實現碳(tan)中和具有重要(yao)意義。
“十(shi)四五(wu)(wu)”時(shi)期(qi)是我國全面建成小康社(she)會、實(shi)現第(di)一(yi)個(ge)百(bai)年(nian)奮斗目標之后,乘勢而上開(kai)啟全面建設(she)社(she)會主義現代化(hua)國家新征(zheng)程(cheng)、向第(di)二個(ge)百(bai)年(nian)奮斗目標進(jin)軍的第(di)一(yi)個(ge)五(wu)(wu)年(nian),是能源發(fa)展轉型的重要戰(zhan)略(lve)機(ji)遇期(qi)。為貫徹落實(shi)黨的十(shi)九大精神,明確(que)今后一(yi)段時(shi)間能源發(fa)展的總體方略(lve)和(he)行動綱領,推動能源創新、安全、科學發(fa)展,編制(zhi)白銀市“十(shi)四五(wu)(wu)”能源發(fa)展規劃。
本規(gui)劃根據《甘肅省“十(shi)四(si)五”能(neng)源(yuan)(yuan)發(fa)展(zhan)規(gui)劃》,結合《白銀(yin)(yin)市國民經濟和社會發(fa)展(zhan)第(di)十(shi)四(si)個(ge)五年(nian)規(gui)劃和二○三五年(nian)遠(yuan)景目標(biao)綱要》《白銀(yin)(yin)市“十(shi)四(si)五”新能(neng)源(yuan)(yuan)發(fa)展(zhan)規(gui)劃》編制,在總結“十(shi)三五”規(gui)劃實施(shi)情況的(de)基礎上,研究分(fen)析(xi)全市經濟社會發(fa)展(zhan)對能(neng)源(yuan)(yuan)的(de)需求量,科學分(fen)析(xi)今后全市能(neng)源(yuan)(yuan)消費趨勢和能(neng)源(yuan)(yuan)結構(gou)組(zu)成,提出今后指(zhi)導我市能(neng)源(yuan)(yuan)發(fa)展(zhan)的(de)戰略目標(biao)、結構(gou)布局(ju)、重點建(jian)設(she)項目、保障措施(shi)及政策(ce)建(jian)議。
本規劃(hua)時(shi)間為(wei)2021年~2025年,遠(yuan)期展望到2030年。
本規劃的(de)空間(jian)范圍為(wei)白銀市行政(zheng)區域,包括白銀區、平川區、會寧縣、靖遠縣和景泰縣。
1能源利用現狀及存在的問題
1.1發展現狀
“十三五”以來,我市堅持以習近(jin)平(ping)新(xin)時(shi)(shi)代中(zhong)國特色(se)社會(hui)主義思想為指導,貫(guan)徹(che)落實新(xin)發(fa)(fa)(fa)(fa)展(zhan)理(li)念,充(chong)分發(fa)(fa)(fa)(fa)揮富(fu)煤(mei)、近(jin)水、風光富(fu)集、產業集聚、消納(na)能(neng)力(li)強等優(you)勢,加快(kuai)能(neng)源(yuan)(yuan)(yuan)結(jie)(jie)構(gou)調(diao)整,能(neng)源(yuan)(yuan)(yuan)改革發(fa)(fa)(fa)(fa)展(zhan)取(qu)得(de)(de)顯(xian)(xian)著(zhu)成效。我市深入落實“四個(ge)革命、一個(ge)合(he)作”能(neng)源(yuan)(yuan)(yuan)安全(quan)新(xin)戰略,貫(guan)徹(che)新(xin)發(fa)(fa)(fa)(fa)展(zhan)理(li)念,調(diao)整優(you)化(hua)能(neng)源(yuan)(yuan)(yuan)結(jie)(jie)構(gou),充(chong)分發(fa)(fa)(fa)(fa)揮復合(he)型(xing)能(neng)源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)優(you)勢。“十三五”期間,能(neng)源(yuan)(yuan)(yuan)供需平(ping)衡發(fa)(fa)(fa)(fa)展(zhan),清潔化(hua)水平(ping)進一步(bu)提升,能(neng)源(yuan)(yuan)(yuan)惠(hui)民取(qu)得(de)(de)顯(xian)(xian)著(zhu)成效,呈現(xian)結(jie)(jie)構(gou)向好、發(fa)(fa)(fa)(fa)展(zhan)強勁態勢。目前,全(quan)市煤(mei)炭探明儲量(liang)16億(yi)(yi)(yi)噸,天(tian)然氣年(nian)(nian)用氣量(liang)達到(dao)2.82億(yi)(yi)(yi)方,原煤(mei)生產能(neng)力(li)1400多萬噸。2020年(nian)(nian)全(quan)年(nian)(nian)發(fa)(fa)(fa)(fa)電(dian)量(liang)202億(yi)(yi)(yi)千(qian)瓦(wa)(wa)時(shi)(shi)。2021年(nian)(nian)全(quan)年(nian)(nian)白(bai)銀市發(fa)(fa)(fa)(fa)電(dian)企業全(quan)年(nian)(nian)發(fa)(fa)(fa)(fa)電(dian)量(liang)達到(dao)208億(yi)(yi)(yi)千(qian)瓦(wa)(wa)時(shi)(shi),新(xin)能(neng)源(yuan)(yuan)(yuan)發(fa)(fa)(fa)(fa)電(dian)量(liang)18億(yi)(yi)(yi)千(qian)瓦(wa)(wa)時(shi)(shi),轄區內售電(dian)量(liang)達到(dao)141億(yi)(yi)(yi)千(qian)瓦(wa)(wa)時(shi)(shi)。境內電(dian)力(li)總裝(zhuang)機666.7萬千(qian)瓦(wa)(wa),其(qi)中(zhong),火(huo)電(dian)422萬千(qian)瓦(wa)(wa)、水電(dian)50萬千(qian)瓦(wa)(wa)、新(xin)能(neng)源(yuan)(yuan)(yuan)193.5萬千(qian)瓦(wa)(wa)(風電(dian)146萬千(qian)瓦(wa)(wa)、光伏發(fa)(fa)(fa)(fa)電(dian)47.5萬千(qian)瓦(wa)(wa)),垃圾發(fa)(fa)(fa)(fa)電(dian)1.2萬千(qian)瓦(wa)(wa),非化(hua)石能(neng)源(yuan)(yuan)(yuan)裝(zhuang)機占(zhan)比達到(dao)36.52%,“風光水火(huo)”互補(bu)的復合(he)型(xing)能(neng)源(yuan)(yuan)(yuan)發(fa)(fa)(fa)(fa)展(zhan)格局(ju)逐步(bu)形成。
“十(shi)三五(wu)”時(shi)期(qi),全市能源消費總量控(kong)制(zhi)在575.96萬噸標準煤,單(dan)位生產總值(zhi)能耗累計(ji)下降19.35%,均超額完成“雙控(kong)”目標。
白銀電(dian)(dian)(dian)(dian)網(wang)(wang)是連接甘(gan)肅電(dian)(dian)(dian)(dian)網(wang)(wang)與寧夏電(dian)(dian)(dian)(dian)網(wang)(wang)的(de)(de)(de)樞(shu)紐電(dian)(dian)(dian)(dian)網(wang)(wang),擔負著甘(gan)肅電(dian)(dian)(dian)(dian)力“西電(dian)(dian)(dian)(dian)東送(song),北電(dian)(dian)(dian)(dian)南送(song)”的(de)(de)(de)重任。“十(shi)三五”末,白銀電(dian)(dian)(dian)(dian)網(wang)(wang)共有變電(dian)(dian)(dian)(dian)站124座,線路長約4600多公里,形(xing)成以750千(qian)(qian)(qian)伏(fu)、330千(qian)(qian)(qian)伏(fu)和220千(qian)(qian)(qian)伏(fu)為主網(wang)(wang)架(jia)結構的(de)(de)(de)大型區(qu)域電(dian)(dian)(dian)(dian)網(wang)(wang)。各電(dian)(dian)(dian)(dian)壓等(deng)級輸變電(dian)(dian)(dian)(dian)系統(tong)配(pei)套完善,各區(qu)域電(dian)(dian)(dian)(dian)網(wang)(wang)全部實現兩個及以上(shang)(shang)330千(qian)(qian)(qian)伏(fu)電(dian)(dian)(dian)(dian)源點(dian)支撐,供電(dian)(dian)(dian)(dian)能力大,上(shang)(shang)網(wang)(wang)外送(song)條件好(hao)。網(wang)(wang)內發電(dian)(dian)(dian)(dian)廠(chang)通過樞(shu)紐變電(dian)(dian)(dian)(dian)站可將電(dian)(dian)(dian)(dian)量送(song)至蘭州(zhou)、寧夏、青(qing)海等(deng)地(di)區(qu),用電(dian)(dian)(dian)(dian)企(qi)業和發電(dian)(dian)(dian)(dian)企(qi)業均能享有便捷的(de)(de)(de)服務。
(1)堅(jian)持底線思(si)維,全(quan)(quan)力保(bao)障(zhang)全(quan)(quan)市(shi)能(neng)源(yuan)安全(quan)(quan)。嚴格按照中(zhong)央和省上部(bu)署要求(qiu),認真落實(shi)“六保(bao)”任務,著(zhu)力保(bao)障(zhang)全(quan)(quan)市(shi)能(neng)源(yuan)安全(quan)(quan),能(neng)源(yuan)行業(ye)(ye)(ye)運(yun)行良好、安全(quan)(quan)平(ping)穩(wen)。一(yi)是(shi)推進(jin)原(yuan)煤(mei)(mei)(mei)(mei)(mei)生(sheng)產。目前,國(guo)有省屬(shu)煤(mei)(mei)(mei)(mei)(mei)礦(kuang)均(jun)正常生(sheng)產,4處地方(fang)(fang)煤(mei)(mei)(mei)(mei)(mei)礦(kuang)(靖(jing)(jing)遠(yuan)(yuan)(yuan)王家(jia)山(shan)煤(mei)(mei)(mei)(mei)(mei)業(ye)(ye)(ye)有限(xian)(xian)公司、靖(jing)(jing)遠(yuan)(yuan)(yuan)縣東升(sheng)(sheng)鄉紅灣煤(mei)(mei)(mei)(mei)(mei)礦(kuang)、甘肅晶(jing)(jing)昊礦(kuang)業(ye)(ye)(ye)有限(xian)(xian)公司、景(jing)泰縣建順煤(mei)(mei)(mei)(mei)(mei)礦(kuang))正常生(sheng)產,日均(jun)產煤(mei)(mei)(mei)(mei)(mei)4500噸,積極推動保(bao)供(gong)煤(mei)(mei)(mei)(mei)(mei)礦(kuang)(紅會一(yi)礦(kuang)、景(jing)泰冬(dong)青、晶(jing)(jing)昊煤(mei)(mei)(mei)(mei)(mei)礦(kuang)、長(chang)征煤(mei)(mei)(mei)(mei)(mei)礦(kuang)、翠柳煤(mei)(mei)(mei)(mei)(mei)礦(kuang)、升(sheng)(sheng)榮山(shan)煤(mei)(mei)(mei)(mei)(mei)礦(kuang))釋放產能(neng),陸續有地方(fang)(fang)煤(mei)(mei)(mei)(mei)(mei)礦(kuang)投(tou)產,確(que)保(bao)年(nian)(nian)底前完成全(quan)(quan)年(nian)(nian)生(sheng)產任務。二是(shi)穩(wen)定煤(mei)(mei)(mei)(mei)(mei)炭儲備。我市(shi)煤(mei)(mei)(mei)(mei)(mei)炭企業(ye)(ye)(ye)原(yuan)煤(mei)(mei)(mei)(mei)(mei)庫(ku)存(cun)量(liang)穩(wen)定在40萬(wan)噸左右,全(quan)(quan)市(shi)儲煤(mei)(mei)(mei)(mei)(mei)量(liang)穩(wen)定在100萬(wan)噸以(yi)上。三是(shi)保(bao)障(zhang)電(dian)(dian)力生(sheng)產。四大火電(dian)(dian)企業(ye)(ye)(ye)(華能(neng)靖(jing)(jing)遠(yuan)(yuan)(yuan)電(dian)(dian)廠、中(zhong)煤(mei)(mei)(mei)(mei)(mei)靖(jing)(jing)遠(yuan)(yuan)(yuan)第二電(dian)(dian)廠、華能(neng)景(jing)泰電(dian)(dian)廠、白(bai)銀(yin)熱電(dian)(dian))運(yun)行平(ping)穩(wen),確(que)保(bao)白(bai)銀(yin)區、靖(jing)(jing)遠(yuan)(yuan)(yuan)、景(jing)泰、平(ping)川(chuan)等城區廣大居民和企業(ye)(ye)(ye)取暖、供(gong)氣(qi)需求(qiu)。四是(shi)加快電(dian)(dian)價改(gai)革(ge)。進(jin)一(yi)步開放電(dian)(dian)力市(shi)場(chang)交易(yi),燃(ran)煤(mei)(mei)(mei)(mei)(mei)發電(dian)(dian)市(shi)場(chang)交易(yi)價格浮動范圍由原(yuan)先的上浮10%至下浮15%,擴大為上下浮動不超過20%。五是(shi)加大農網投(tou)資。2021年(nian)(nian)安排農網項目9.27億(yi)元(yuan),建成投(tou)產35千(qian)伏及(ji)(ji)以(yi)上線路264公里、10千(qian)伏及(ji)(ji)以(yi)下線路1699公里。六是(shi)加強(qiang)油氣(qi)保(bao)障(zhang)。2020年(nian)(nian)全(quan)(quan)市(shi)用氣(qi)量(liang)約1.86億(yi)方(fang)(fang),2021年(nian)(nian)全(quan)(quan)年(nian)(nian)用氣(qi)量(liang)約2.03億(yi)方(fang)(fang)。慶陽-蘭州天(tian)然(ran)氣(qi)管(guan)線會寧支線(42公里)項目實(shi)施后會寧縣將結束無管(guan)道(dao)天(tian)然(ran)氣(qi)的歷史。
(2)加快(kuai)能源(yuan)結構調整,有序(xu)發(fa)展(zhan)和利用清潔能源(yuan)。近年來,我市(shi)編制了《甘肅中部(白(bai)銀)山地風(feng)光(guang)電(dian)(dian)基地建設規(gui)劃(hua)》《白(bai)銀市(shi)太陽能光(guang)熱發(fa)電(dian)(dian)產(chan)(chan)業(ye)(ye)規(gui)劃(hua)》《白(bai)銀市(shi)工(gong)礦廢棄地及(ji)采煤沉陷區光(guang)伏(fu)領(ling)跑技術基地建設項(xiang)目(mu)實施方案》等新能源(yuan)專(zhuan)項(xiang)規(gui)劃(hua),不斷促進新能源(yuan)產(chan)(chan)業(ye)(ye)健康發(fa)展(zhan)。截至目(mu)前(qian),全(quan)市(shi)新能源(yuan)裝機193.5萬(wan)(wan)千瓦(wa)(風(feng)電(dian)(dian)146萬(wan)(wan)千瓦(wa)、光(guang)伏(fu)發(fa)電(dian)(dian)47.5萬(wan)(wan)千瓦(wa))。
2020年(nian)4月,國(guo)家解(jie)除甘肅紅色預警,白(bai)銀被列為新(xin)能源發展綠色區域,我市搶抓機遇,重新(xin)啟動了81.29萬(wan)千(qian)瓦存(cun)量風(feng)、光電(dian)項目建設(she),于2021年(nian)12月底全部并(bing)網發電(dian),這些項目建成以后,全市新(xin)能源裝(zhuang)機總(zong)量達(da)到近200萬(wan)千(qian)瓦以上。
圓滿完成光伏扶(fu)貧(pin)工程建設任務,共建成光伏扶(fu)貧(pin)電站(zhan)項目8個,總裝(zhuang)機規模109.326兆瓦,總投資7.3億元,覆蓋會寧、靖遠、景泰3個縣的209個貧(pin)困(kun)村,帶動(dong)建檔(dang)立卡貧(pin)困(kun)戶1.927萬戶。
大力(li)發(fa)展水(shui)(shui)電(dian)(dian)(dian),建成水(shui)(shui)電(dian)(dian)(dian)項(xiang)目(mu)2項(xiang),分別是大峽(xia)(xia)水(shui)(shui)電(dian)(dian)(dian)站(zhan)(zhan)和(he)烏(wu)金峽(xia)(xia)水(shui)(shui)電(dian)(dian)(dian)站(zhan)(zhan),裝(zhuang)(zhuang)機(ji)(ji)容(rong)量50萬(wan)(wan)千(qian)瓦。2018年,啟動了大峽(xia)(xia)水(shui)(shui)電(dian)(dian)(dian)站(zhan)(zhan)增(zeng)容(rong)改造項(xiang)目(mu),2021年底,4臺(tai)(tai)機(ji)(ji)組將(jiang)全部(bu)完成增(zeng)容(rong)技術改造,增(zeng)容(rong)后單臺(tai)(tai)機(ji)(ji)組裝(zhuang)(zhuang)機(ji)(ji)容(rong)量提高1.5萬(wan)(wan)千(qian)瓦,達(da)到9萬(wan)(wan)千(qian)瓦,總裝(zhuang)(zhuang)機(ji)(ji)容(rong)量將(jiang)達(da)到36萬(wan)(wan)千(qian)瓦。
因地制宜,發展利用生物(wu)質能,積極培育(yu)和推進生物(wu)質發電(dian)(dian)、生物(wu)質熱(re)電(dian)(dian)聯產項(xiang)目建設,加快(kuai)燃煤鍋爐(lu)及(ji)散(san)燒煤的替(ti)代,建成白銀市垃圾焚燒發電(dian)(dian)項(xiang)目,裝機(ji)容(rong)量1.2萬千瓦(wa)。謀(mou)劃儲(chu)備生物(wu)質熱(re)電(dian)(dian)聯產項(xiang)目3項(xiang),裝機(ji)6.8萬千瓦(wa)。
(3)整合煤(mei)(mei)炭資源(yuan)開發(fa),促(cu)進清(qing)潔能(neng)(neng)(neng)(neng)源(yuan)消(xiao)納。在(zai)“十三五”期間,全省(sheng)(sheng)“棄(qi)風(feng)(feng)、棄(qi)光、限電(dian)(dian)、限發(fa)”的背景下,一是通(tong)過積極(ji)協調省(sheng)(sheng)上有關部(bu)門(men)優化(hua)電(dian)(dian)網(wang)調度,優先(xian)保(bao)障(zhang)風(feng)(feng)電(dian)(dian)、光伏、生物質等(deng)清(qing)潔能(neng)(neng)(neng)(neng)源(yuan)發(fa)電(dian)(dian)上網(wang),提升清(qing)潔能(neng)(neng)(neng)(neng)源(yuan)上網(wang)比例(li);二(er)是鼓(gu)勵新(xin)能(neng)(neng)(neng)(neng)源(yuan)企(qi)(qi)業參與電(dian)(dian)力直接交易(yi),提高新(xin)能(neng)(neng)(neng)(neng)源(yuan)利(li)用效(xiao)率(lv);三是逐步減少(shao)靖(jing)遠一電(dian)(dian)、二(er)電(dian)(dian)、大唐景泰(tai)電(dian)(dian)廠、白(bai)銀熱電(dian)(dian)等(deng)燃煤(mei)(mei)電(dian)(dian)廠計劃電(dian)(dian)量(liang),控制煤(mei)(mei)炭消(xiao)費(fei)總量(liang);四是鼓(gu)勵劉(liu)川工業集中(zhong)區(qu)鋁(lv)產(chan)業鏈加工、稀(xi)土、碳纖維、精細化(hua)工等(deng)先(xian)進高載(zai)能(neng)(neng)(neng)(neng)企(qi)(qi)業提高清(qing)潔能(neng)(neng)(neng)(neng)源(yuan)消(xiao)費(fei)比例(li),降低環境容量(liang)。通(tong)過以上措施,我市(shi)新(xin)能(neng)(neng)(neng)(neng)源(yuan)“棄(qi)風(feng)(feng)、棄(qi)光”率(lv)始(shi)終保(bao)持在(zai)5%以內,為進一步發(fa)展新(xin)能(neng)(neng)(neng)(neng)源(yuan)項(xiang)目提供了有力保(bao)障(zhang)。
推進清(qing)潔(jie)(jie)(jie)供(gong)暖(nuan),制(zhi)定了(le)《白(bai)銀市(shi)(shi)冬季清(qing)潔(jie)(jie)(jie)取(qu)(qu)暖(nuan)實施(shi)方案》,加快推進清(qing)潔(jie)(jie)(jie)能源替代燃(ran)煤鍋爐(lu)散煤小火爐(lu),據不完全(quan)(quan)統(tong)計,2021-2022年(nian)供(gong)暖(nuan)季,全(quan)(quan)市(shi)(shi)總供(gong)熱(re)(re)面積5678萬平(ping)方米,清(qing)潔(jie)(jie)(jie)取(qu)(qu)暖(nuan)面積4035萬平(ping)方米(含(han)集(ji)中(zhong)供(gong)熱(re)(re)),清(qing)潔(jie)(jie)(jie)取(qu)(qu)暖(nuan)率為71.06%,較好完成了(le)省上(shang)下達白(bai)銀市(shi)(shi)清(qing)潔(jie)(jie)(jie)取(qu)(qu)暖(nuan)53%的目(mu)標(biao)任務(wu)。
加快電(dian)(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車充電(dian)(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)施建(jian)設(she)(she)(she)(she)(she),完成(cheng)(cheng)《白(bai)(bai)銀市電(dian)(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車充電(dian)(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)施建(jian)設(she)(she)(she)(she)(she)規劃》,布局建(jian)設(she)(she)(she)(she)(she)電(dian)(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車充電(dian)(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)施。各縣區(qu)非公共(gong)資源(yuan)類(lei)(lei)充電(dian)(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)(she)施正在加緊投資建(jian)設(she)(she)(she)(she)(she),建(jian)成(cheng)(cheng)各類(lei)(lei)中小(xiao)型充電(dian)(dian)(dian)(dian)樁(zhuang)200余座(zuo)。全市已(yi)經建(jian)成(cheng)(cheng)的大型公共(gong)充電(dian)(dian)(dian)(dian)站(zhan)共(gong)8座(zuo),其中:靖遠1座(zuo),會(hui)寧2座(zuo)、景泰1座(zuo)、白(bai)(bai)銀區(qu)1座(zuo)、出(chu)租車專用站(zhan)1座(zuo),平川2座(zuo)。
(4)保持市(shi)場供需(xu)平衡,化(hua)解(jie)(jie)煤(mei)(mei)炭行業(ye)過剩產(chan)(chan)(chan)能(neng)(neng)(neng)。按照省(sheng)委、省(sheng)政府《關(guan)于推進供給(gei)側結構性(xing)改革的意(yi)見》,嚴格落實(shi)煤(mei)(mei)炭過剩產(chan)(chan)(chan)能(neng)(neng)(neng)化(hua)解(jie)(jie)任(ren)(ren)務(wu)(wu)(wu)。“十二(er)五”期間(jian),淘汰落后產(chan)(chan)(chan)能(neng)(neng)(neng)煤(mei)(mei)礦(kuang)(kuang)(kuang),相繼關(guan)閉(bi)生產(chan)(chan)(chan)能(neng)(neng)(neng)力(li)3萬(wan)噸(dun)(dun)/年的煤(mei)(mei)礦(kuang)(kuang)(kuang)25處(chu),經省(sheng)上核準(zhun)進行資(zi)源整合項目14項,合計設(she)計生產(chan)(chan)(chan)能(neng)(neng)(neng)力(li)144萬(wan)噸(dun)(dun)。“十三五”期間(jian),制定了(le)《白銀市(shi)煤(mei)(mei)炭行業(ye)化(hua)解(jie)(jie)過剩產(chan)(chan)(chan)能(neng)(neng)(neng)實(shi)現(xian)脫困發展實(shi)施方案(an)》,明(ming)確(que)了(le)2016-2020年化(hua)解(jie)(jie)煤(mei)(mei)炭過剩產(chan)(chan)(chan)能(neng)(neng)(neng)任(ren)(ren)務(wu)(wu)(wu)和年度計劃。超額完成國家、省(sheng)上下達的煤(mei)(mei)炭行業(ye)化(hua)解(jie)(jie)過剩產(chan)(chan)(chan)能(neng)(neng)(neng)任(ren)(ren)務(wu)(wu)(wu),關(guan)閉(bi)退(tui)出地(di)方煤(mei)(mei)礦(kuang)(kuang)(kuang)22處(chu),化(hua)解(jie)(jie)產(chan)(chan)(chan)能(neng)(neng)(neng)213萬(wan)噸(dun)(dun);省(sheng)屬煤(mei)(mei)礦(kuang)(kuang)(kuang)2處(chu),化(hua)解(jie)(jie)產(chan)(chan)(chan)能(neng)(neng)(neng)123萬(wan)噸(dun)(dun)。分別是:2016年退(tui)出平川區7處(chu),靖(jing)(jing)遠縣4處(chu),化(hua)解(jie)(jie)產(chan)(chan)(chan)能(neng)(neng)(neng)87萬(wan)噸(dun)(dun);2017年,我(wo)市(shi)沒有(you)(you)(you)地(di)方煤(mei)(mei)礦(kuang)(kuang)(kuang)化(hua)解(jie)(jie)過剩產(chan)(chan)(chan)能(neng)(neng)(neng)任(ren)(ren)務(wu)(wu)(wu),國有(you)(you)(you)煤(mei)(mei)礦(kuang)(kuang)(kuang)靖(jing)(jing)遠煤(mei)(mei)業(ye)集團(tuan)紅(hong)會四(si)礦(kuang)(kuang)(kuang)退(tui)出產(chan)(chan)(chan)能(neng)(neng)(neng)63萬(wan)噸(dun)(dun),涉及職(zhi)工884人(ren);2018年,關(guan)閉(bi)退(tui)出煤(mei)(mei)礦(kuang)(kuang)(kuang)5處(chu),化(hua)解(jie)(jie)產(chan)(chan)(chan)能(neng)(neng)(neng)51萬(wan)噸(dun)(dun),國有(you)(you)(you)煤(mei)(mei)礦(kuang)(kuang)(kuang)靖(jing)(jing)煤(mei)(mei)集團(tuan)紅(hong)會四(si)礦(kuang)(kuang)(kuang)1處(chu),產(chan)(chan)(chan)能(neng)(neng)(neng)60萬(wan)噸(dun)(dun),涉及職(zhi)工822人(ren)。2019年,關(guan)閉(bi)煤(mei)(mei)礦(kuang)(kuang)(kuang)3處(chu),化(hua)解(jie)(jie)產(chan)(chan)(chan)能(neng)(neng)(neng)30萬(wan)噸(dun)(dun)。2020年,關(guan)閉(bi)煤(mei)(mei)礦(kuang)(kuang)(kuang)3處(chu),化(hua)解(jie)(jie)產(chan)(chan)(chan)能(neng)(neng)(neng)45萬(wan)噸(dun)(dun)。
嚴格落(luo)實(shi)(shi)國(guo)家和省(sheng)(sheng)上有(you)(you)關(guan)要求,自2016年起,全市3年內未申報審批新建(jian)(jian)煤(mei)礦(kuang)項(xiang)(xiang)(xiang)目(mu),對確需(xu)建(jian)(jian)設(she)(she)(she)的技術改造項(xiang)(xiang)(xiang)目(mu)和產能(neng)核增項(xiang)(xiang)(xiang)目(mu),一律實(shi)(shi)行了(le)減量置換。強加(jia)監管(guan),每年組織相關(guan)縣區政(zheng)府和市公安、市應急管(guan)理、市自然資源等(deng)部門對關(guan)閉退出煤(mei)礦(kuang)開展(zhan)(zhan)巡查,防止煤(mei)礦(kuang)死灰復燃(ran)。督促各(ge)產煤(mei)縣區和有(you)(you)關(guan)企業認真開展(zhan)(zhan)清理整頓(dun)煤(mei)炭(tan)行業違法(fa)違規(gui)(gui)項(xiang)(xiang)(xiang)目(mu)專項(xiang)(xiang)(xiang)行動,嚴格落(luo)實(shi)(shi)國(guo)家省(sheng)(sheng)市有(you)(you)關(guan)政(zheng)策措施(shi),實(shi)(shi)施(shi)產能(neng)置換,完善環評批復、礦(kuang)產資源范(fan)圍劃定等(deng)有(you)(you)關(guan)建(jian)(jian)設(she)(she)(she)手續,依(yi)法(fa)依(yi)規(gui)(gui)推進項(xiang)(xiang)(xiang)目(mu)建(jian)(jian)設(she)(she)(she)。
(5)完善能源基礎設施(shi),加快電(dian)(dian)(dian)網建設步伐。“十三五”以來,白銀(yin)電(dian)(dian)(dian)網投(tou)入資(zi)金26.75億元,電(dian)(dian)(dian)網規模穩居全(quan)(quan)省第二(er)。建成110千(qian)(qian)(qian)伏(fu)(fu)變(bian)(bian)(bian)電(dian)(dian)(dian)站1座(zuo)(zuo),改(gai)擴建35-330千(qian)(qian)(qian)伏(fu)(fu)變(bian)(bian)(bian)電(dian)(dian)(dian)站13座(zuo)(zuo)(330千(qian)(qian)(qian)伏(fu)(fu)變(bian)(bian)(bian)電(dian)(dian)(dian)站2座(zuo)(zuo)、110千(qian)(qian)(qian)伏(fu)(fu)變(bian)(bian)(bian)電(dian)(dian)(dian)站9座(zuo)(zuo)、35千(qian)(qian)(qian)伏(fu)(fu)變(bian)(bian)(bian)電(dian)(dian)(dian)站2座(zuo)(zuo)),新(xin)建35-330千(qian)(qian)(qian)伏(fu)(fu)線路(lu)(lu)11條(tiao)294公(gong)里(li)(li)(330千(qian)(qian)(qian)伏(fu)(fu)線路(lu)(lu)6條(tiao)182公(gong)里(li)(li)、110千(qian)(qian)(qian)伏(fu)(fu)線路(lu)(lu)2條(tiao)12公(gong)里(li)(li)、35千(qian)(qian)(qian)伏(fu)(fu)線路(lu)(lu)4條(tiao)100公(gong)里(li)(li))、10千(qian)(qian)(qian)伏(fu)(fu)及以下線路(lu)(lu)4112公(gong)里(li)(li)(10千(qian)(qian)(qian)伏(fu)(fu)1462公(gong)里(li)(li),0.4千(qian)(qian)(qian)伏(fu)(fu)2650公(gong)里(li)(li))。累計投(tou)入配農(nong)網改(gai)造資(zi)金11.14億元,貧困村動(dong)力電(dian)(dian)(dian)實(shi)現(xian)了全(quan)(quan)覆蓋(gai)。2020年,城市(shi)、農(nong)村用(yong)戶年均(jun)停電(dian)(dian)(dian)時間分(fen)別較(jiao)“十二(er)五”期間減(jian)少2.78小時、2.64小時,供電(dian)(dian)(dian)可靠(kao)率提升至99.79%,農(nong)村戶均(jun)配變(bian)(bian)(bian)容量提升至2.18千(qian)(qian)(qian)伏(fu)(fu)安(an)。現(xian)階段,能源改(gai)革發展站在了新(xin)的(de)歷(li)史起點上,面對著新(xin)的(de)歷(li)史使命。習近平總書記提出的(de)“二(er)氧化碳(tan)排放力爭于2030年前達到峰(feng)值,努力爭取2060年前實(shi)現(xian)碳(tan)中(zhong)和”的(de)目標愿景是對能源行業的(de)明確(que)要求(qiu),我市(shi)能源發展將繼(ji)續(xu)堅(jian)持(chi)創(chuang)新(xin)、協調、綠色(se)、開放、共(gong)享的(de)新(xin)發展理念,加快打造清(qing)潔(jie)低碳(tan)、安(an)全(quan)(quan)高效的(de)現(xian)代能源體系(xi)。

(1)國家(jia)出(chu)臺一(yi)系列政策利(li)好新(xin)(xin)(xin)(xin)能(neng)(neng)源發(fa)展(zhan)。新(xin)(xin)(xin)(xin)時代(dai)推(tui)進西部大開發(fa)形成新(xin)(xin)(xin)(xin)格(ge)局、推(tui)動(dong)黃河流域(yu)生態保護和(he)高質量發(fa)展(zhan)、促進“一(yi)帶一(yi)路”開發(fa)建設、支持“兩新(xin)(xin)(xin)(xin)一(yi)重”建設等國家(jia)重大戰略的(de)(de)實施,為我(wo)市能(neng)(neng)源產業(ye)加快(kuai)發(fa)展(zhan)、實現后發(fa)趕(gan)超提(ti)供了(le)難得(de)發(fa)展(zhan)機(ji)遇(yu),特(te)別是《中(zhong)共中(zhong)央關于制定國民(min)經(jing)濟和(he)社會發(fa)展(zhan)第十(shi)四個(ge)五年規劃和(he)二〇三五年遠景目標的(de)(de)建議(yi)》中(zhong)提(ti)出(chu)的(de)(de)“堅持創(chuang)新(xin)(xin)(xin)(xin)驅動(dong)、提(ti)升產業(ye)鏈供應鏈水平(ping)、加快(kuai)壯大新(xin)(xin)(xin)(xin)能(neng)(neng)源、完善能(neng)(neng)源產供儲銷體系、建設智慧能(neng)(neng)源系統、優(you)化(hua)電力生產和(he)運輸通(tong)道布局、提(ti)升新(xin)(xin)(xin)(xin)能(neng)(neng)源消納(na)和(he)存(cun)儲能(neng)(neng)力”等新(xin)(xin)(xin)(xin)任務新(xin)(xin)(xin)(xin)要求(qiu),為當前和(he)今后一(yi)個(ge)時期能(neng)(neng)源工(gong)作指明了(le)方向,有利(li)于我(wo)市將資(zi)源優(you)勢轉化(hua)為經(jing)濟優(you)勢。
(2)30·60可(ke)(ke)再生能(neng)源(yuan)(yuan)發(fa)展機遇。我(wo)國提出要力(li)爭2030年(nian)前達到(dao)碳達峰,2060年(nian)前達到(dao)碳中和(he)。習近平總書(shu)記在(zai)氣候(hou)雄心(xin)峰會上(shang)(shang)提出到(dao)2030年(nian),非化(hua)石(shi)能(neng)源(yuan)(yuan)占一次能(neng)源(yuan)(yuan)的(de)(de)比重達25%左右(you),風電(dian)、太(tai)陽能(neng)發(fa)電(dian)總裝機容量達到(dao)12億(yi)kW以(yi)上(shang)(shang),以(yi)及國家“十(shi)四五”能(neng)源(yuan)(yuan)發(fa)展“綠色低碳”的(de)(de)戰略(lve)要求(qiu),開發(fa)利用新能(neng)源(yuan)(yuan)和(he)可(ke)(ke)再生能(neng)源(yuan)(yuan)已成為(wei)我(wo)國保(bao)障能(neng)源(yuan)(yuan)安全、調整能(neng)源(yuan)(yuan)結構以(yi)及應(ying)對氣候(hou)變化(hua)的(de)(de)重要舉措(cuo)。我(wo)市風能(neng)、太(tai)陽能(neng)資源(yuan)(yuan)豐富,在(zai)政(zheng)策、資金(jin)、技術、項(xiang)目等(deng)方面(mian)將會繼(ji)續得到(dao)國家和(he)省上(shang)(shang)的(de)(de)大力(li)支(zhi)持,為(wei)我(wo)市可(ke)(ke)再生能(neng)源(yuan)(yuan)開發(fa)建設(she)帶(dai)來“黃金(jin)”發(fa)展期。
(3)“一帶一路(lu)(lu)”國(guo)家(jia)戰略(lve)。國(guo)家(jia)在《推(tui)動(dong)(dong)共建絲(si)(si)綢(chou)(chou)(chou)之(zhi)(zhi)路(lu)(lu)經濟(ji)帶和(he)(he)21世紀海(hai)上絲(si)(si)綢(chou)(chou)(chou)之(zhi)(zhi)路(lu)(lu)的愿景(jing)與行動(dong)(dong)》中,明(ming)確了(le)甘肅在絲(si)(si)綢(chou)(chou)(chou)之(zhi)(zhi)路(lu)(lu)經濟(ji)帶中黃金段的地位(wei)和(he)(he)作(zuo)用。白銀(yin)(yin)作(zuo)為絲(si)(si)綢(chou)(chou)(chou)之(zhi)(zhi)路(lu)(lu)經濟(ji)帶上的重要節(jie)點城市,陸上綜合(he)性能源(yuan)戰略(lve)通(tong)道優(you)(you)勢(shi)明(ming)顯。“一帶一路(lu)(lu)”國(guo)家(jia)戰略(lve)的提出(chu),讓(rang)具備(bei)區位(wei)優(you)(you)勢(shi)、資源(yuan)優(you)(you)勢(shi)、政策優(you)(you)勢(shi)、產業優(you)(you)勢(shi)和(he)(he)對(dui)外開(kai)放(fang)優(you)(you)勢(shi)的白銀(yin)(yin),站在了(le)構建絲(si)(si)綢(chou)(chou)(chou)之(zhi)(zhi)路(lu)(lu)經濟(ji)帶的前沿,為白銀(yin)(yin)建成絲(si)(si)綢(chou)(chou)(chou)之(zhi)(zhi)路(lu)(lu)經濟(ji)帶規模較大、實力較強(qiang)的世界級清(qing)潔能源(yuan)基地提供了(le)難得的發展(zhan)機遇。
(4)西(xi)部大開(kai)(kai)發形(xing)成新格局。中共中央、國務院印(yin)發《關于(yu)新時(shi)代(dai)推(tui)進西(xi)部大開(kai)(kai)發形(xing)成新格局的(de)指導意見(jian)》明(ming)確指出,加快風光(guang)電(dian)(dian)(dian)就地消納、加大西(xi)電(dian)(dian)(dian)東送(song)等跨省區重點輸電(dian)(dian)(dian)通道建設(she)、提升清潔電(dian)(dian)(dian)力(li)輸送(song)能(neng)力(li)、加強電(dian)(dian)(dian)網調峰能(neng)力(li)建設(she),有效(xiao)解(jie)決棄(qi)風棄(qi)光(guang)棄(qi)水問(wen)題。加強可(ke)再生能(neng)源利用(yong)、清潔能(neng)源基地及特高壓外送(song)通道建設(she)是新時(shi)代(dai)西(xi)部大開(kai)(kai)發戰略賦予的(de)使命。
(5)國家推(tui)進電(dian)(dian)(dian)(dian)力(li)體制(zhi)(zhi)改革。電(dian)(dian)(dian)(dian)力(li)體制(zhi)(zhi)改革對(dui)我市(shi)新能源(yuan)發(fa)(fa)展起到(dao)了推(tui)動作用(yong):①明(ming)確跨省區(qu)輸電(dian)(dian)(dian)(dian)交易的重(zhong)要(yao)作用(yong),促(cu)進建立健(jian)(jian)全(quan)省級發(fa)(fa)供電(dian)(dian)(dian)(dian)計劃(hua)和跨省區(qu)發(fa)(fa)供電(dian)(dian)(dian)(dian)計劃(hua)協商機(ji)制(zhi)(zhi),對(dui)推(tui)動白(bai)銀新能源(yuan)電(dian)(dian)(dian)(dian)力(li)外送具有(you)重(zhong)要(yao)意(yi)義;②加(jia)強(qiang)日(ri)常運行調節,充分(fen)運用(yong)利(li)益(yi)補償機(ji)制(zhi)(zhi)為(wei)清潔能源(yuan)開拓市(shi)場空間,給(gei)予(yu)新能源(yuan)電(dian)(dian)(dian)(dian)力(li)系(xi)統充分(fen)的政策(ce)支持,為(wei)保(bao)障(zhang)白(bai)銀清潔能源(yuan)電(dian)(dian)(dian)(dian)力(li)系(xi)統長(chang)效(xiao)健(jian)(jian)康發(fa)(fa)展奠定了基(ji)礎;③提(ti)出積極發(fa)(fa)展分(fen)布式(shi)電(dian)(dian)(dian)(dian)源(yuan),通過積極發(fa)(fa)展融合先進儲能技術(shu)(shu)、信息技術(shu)(shu)的微(wei)電(dian)(dian)(dian)(dian)網(wang)(wang)和智(zhi)能電(dian)(dian)(dian)(dian)網(wang)(wang)技術(shu)(shu),提(ti)高系(xi)統消納(na)能力(li)和能源(yuan)利(li)用(yong)效(xiao)率,同時完善并網(wang)(wang)運行服(fu)務(wu),對(dui)白(bai)銀新能源(yuan)電(dian)(dian)(dian)(dian)力(li)系(xi)統的高效(xiao)運行提(ti)供了新的機(ji)遇。
(6)布局建設“隴電入魯”直流外(wai)(wai)送通道(dao)。目(mu)前(qian),隴東至(zhi)山東±800千(qian)伏特高(gao)壓直流外(wai)(wai)送工程(cheng)已開展(zhan)項目(mu)前(qian)期工作,工程(cheng)送端位于甘肅(su)省(sheng)慶陽市(shi),落點位于山東省(sheng)泰安(an)市(shi),將對隴東煤電、風電、光伏等新能(neng)源(yuan)打(da)捆外(wai)(wai)送山東,我市(shi)擁有(you)較為豐富的(de)新能(neng)源(yuan)資源(yuan),有(you)必要(yao)爭(zheng)取省(sheng)上(shang)規(gui)劃外(wai)(wai)送通道(dao)時分配(pei)給我市(shi)的(de)規(gui)模,提高(gao)新能(neng)源(yuan)外(wai)(wai)送能(neng)力,建設新能(neng)源(yuan)基地的(de)同(tong)時有(you)利于本地新能(neng)源(yuan)配(pei)套產業(ye)的(de)發(fa)展(zhan)。
1.3存在的問題和不足
(1)新能(neng)(neng)(neng)源(yuan)發展(zhan)受到(dao)制(zhi)約。因承(cheng)擔“隴(long)電入魯”白銀(yin)新能(neng)(neng)(neng)源(yuan)配套項目(mu)建設任務(wu),“十四五(wu)”甘(gan)肅(su)省(sheng)第(di)一(yi)批新能(neng)(neng)(neng)源(yuan)指標未考(kao)慮我市(shi),一(yi)批新能(neng)(neng)(neng)源(yuan)項目(mu)得不(bu)到(dao)指標,導致(zhi)我市(shi)在(zai)“雙碳”經濟開局之年就錯失了最佳(jia)時機,嚴重制(zhi)約了全市(shi)新能(neng)(neng)(neng)源(yuan)項目(mu)及產業發展(zhan)。
(2)調(diao)(diao)峰(feng)電(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)不足(zu)。新(xin)能源(yuan)(yuan)(yuan)大規(gui)模開發(fa)需要電(dian)(dian)(dian)(dian)(dian)力(li)系統(tong)配(pei)置一(yi)定(ding)(ding)的調(diao)(diao)峰(feng)電(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan),而(er)白銀(yin)地(di)區(qu)的調(diao)(diao)峰(feng)電(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)非常有(you)(you)限,調(diao)(diao)峰(feng)能力(li)與新(xin)能源(yuan)(yuan)(yuan)發(fa)展(zhan)(zhan)的速度不匹配(pei)。我(wo)市(shi)境(jing)內(nei)有(you)(you)一(yi)定(ding)(ding)規(gui)模的燃煤火(huo)電(dian)(dian)(dian)(dian)(dian)作為(wei)調(diao)(diao)峰(feng)電(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan),但建設(she)燃煤火(huo)電(dian)(dian)(dian)(dian)(dian)不符(fu)合當(dang)前(qian)清潔低碳的能源(yuan)(yuan)(yuan)發(fa)展(zhan)(zhan)方向,且火(huo)電(dian)(dian)(dian)(dian)(dian)機組調(diao)(diao)峰(feng)會(hui)縮(suo)短設(she)備使用壽命。我(wo)市(shi)境(jing)內(nei)建設(she)有(you)(you)一(yi)定(ding)(ding)規(gui)模的水(shui)電(dian)(dian)(dian)(dian)(dian)站,但與快速發(fa)展(zhan)(zhan)的新(xin)能源(yuan)(yuan)(yuan)相比,調(diao)(diao)峰(feng)缺口依然巨大。抽水(shui)蓄能電(dian)(dian)(dian)(dian)(dian)站以特(te)有(you)(you)的既調(diao)(diao)峰(feng)又填谷的雙重作用,可緩解電(dian)(dian)(dian)(dian)(dian)網的調(diao)(diao)峰(feng)困難(nan),我(wo)市(shi)境(jing)內(nei)有(you)(you)抽水(shui)蓄能電(dian)(dian)(dian)(dian)(dian)站站點資源(yuan)(yuan)(yuan),但項目處(chu)于前(qian)期(qi)規(gui)劃階段(duan),推進(jin)緩慢。此外,我(wo)市(shi)的光熱、儲能行業發(fa)展(zhan)(zhan)仍處(chu)于初期(qi)。
(3)白(bai)銀(yin)地區電(dian)網(wang)網(wang)架不滿足(zu)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)送出(chu)需求(qiu)(qiu)(qiu)(qiu)。根據白(bai)銀(yin)市(shi)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)規劃,“十四(si)五”期間,我市(shi)將著力(li)打造百萬千(qian)瓦級清潔能(neng)(neng)源(yuan)(yuan)基地,但(dan)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)無法在(zai)本市(shi)乃至省內消(xiao)納,電(dian)力(li)外(wai)送需求(qiu)(qiu)(qiu)(qiu)十分迫(po)切,新(xin)(xin)能(neng)(neng)源(yuan)(yuan)發展需求(qiu)(qiu)(qiu)(qiu)與(yu)接(jie)入空間不足(zu)的矛盾十分突(tu)出(chu),需配套(tao)建設大量主網(wang)架加(jia)強工(gong)程及(ji)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)項目送出(chu)工(gong)程,適應(ying)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)發展需求(qiu)(qiu)(qiu)(qiu)。
(4)消(xiao)(xiao)(xiao)納(na)市(shi)場(chang)有限。我市(shi)因消(xiao)(xiao)(xiao)納(na)能力有限,無(wu)法消(xiao)(xiao)(xiao)納(na)大(da)規模并網新(xin)(xin)能源電量,新(xin)(xin)能源開發、就地消(xiao)(xiao)(xiao)納(na)和外送能力與新(xin)(xin)能源基地的建設還不協調(diao),跨(kua)(kua)省、跨(kua)(kua)區電力消(xiao)(xiao)(xiao)納(na)機制還不夠健全完(wan)善,制約了新(xin)(xin)能源產業的發展(zhan)。

2.2基本原則
(1)戰略定(ding)位(wei)與目標引導相結(jie)合。立足(zu)我(wo)市能(neng)(neng)源(yuan)資(zi)源(yuan)和開發(fa)建設條件,按照甘肅省能(neng)(neng)源(yuan)結(jie)構優化(hua)要求,明確我(wo)市各類能(neng)(neng)源(yuan)在發(fa)展中的(de)戰略定(ding)位(wei),提出(chu)能(neng)(neng)源(yuan)資(zi)源(yuan)轉化(hua)目標,統(tong)籌協調各種能(neng)(neng)源(yuan)資(zi)源(yuan)與經濟發(fa)展的(de)關系,加快能(neng)(neng)源(yuan)資(zi)源(yuan)轉化(hua),促進我(wo)市能(neng)(neng)源(yuan)產業發(fa)展。
(2)統籌開發和重點推進相結合(he)。加強與相關規劃的(de)銜接,切(qie)實做好(hao)能(neng)源(yuan)(yuan)開發利(li)用(yong)和土(tu)地、環保等部門的(de)協調工作(zuo),發揮規劃統籌作(zuo)用(yong),綜合(he)、有序開發利(li)用(yong)能(neng)源(yuan)(yuan),提高能(neng)源(yuan)(yuan)利(li)用(yong)效率。按照先易(yi)后難、綜合(he)效益為先的(de)原則,重點推進經濟指標好(hao)、上網條件優(you)越、環保效益顯(xian)著的(de)項目開發建設(she),滿足我市能(neng)源(yuan)(yuan)需求并適度外送。
(3)結構(gou)(gou)優化(hua)和有(you)序開(kai)發(fa)(fa)(fa)相結合。注重生態(tai)保護和能(neng)(neng)(neng)(neng)源發(fa)(fa)(fa)展建設并行,控制化(hua)石(shi)能(neng)(neng)(neng)(neng)源消耗增長速度,致力于構(gou)(gou)建以清潔(jie)電(dian)力為主體(ti)、化(hua)石(shi)能(neng)(neng)(neng)(neng)源為補充(chong)的(de)清潔(jie)能(neng)(neng)(neng)(neng)源體(ti)系。結合我市新能(neng)(neng)(neng)(neng)源電(dian)站周邊電(dian)網接入能(neng)(neng)(neng)(neng)力情(qing)況,以及能(neng)(neng)(neng)(neng)源增長的(de)需求,優化(hua)開(kai)發(fa)(fa)(fa)時序,有(you)序開(kai)發(fa)(fa)(fa)能(neng)(neng)(neng)(neng)源資源。
(4)當地(di)消納(na)與外(wai)送(song)相結(jie)合。能源發(fa)展優先滿足我市(shi)(shi)用能需求。我市(shi)(shi)內(nei)需較(jiao)小,大規(gui)模并網新能源的(de)消納(na)可結(jie)合華東、華中地(di)區能源發(fa)展,以及“碳(tan)交(jiao)易”的(de)需求,加強電網配套設(she)(she)施建(jian)設(she)(she),保(bao)障外(wai)送(song)通(tong)道順(shun)利落(luo)地(di),爭取白銀市(shi)(shi)電力外(wai)送(song)的(de)配額,提高能源外(wai)送(song)能力。
(5)市場(chang)(chang)機(ji)制(zhi)與政(zheng)策(ce)(ce)扶持相(xiang)(xiang)結合(he)。制(zhi)定全(quan)市能(neng)(neng)(neng)源(yuan)發(fa)展目標,扶持可再生(sheng)能(neng)(neng)(neng)源(yuan)及新能(neng)(neng)(neng)源(yuan)發(fa)展市場(chang)(chang),以明確(que)的市場(chang)(chang)需求(qiu)信(xin)號引導產(chan)業發(fa)展和技術進(jin)步,建立鼓勵各類投資(zi)主體參與促進(jin)市場(chang)(chang)競爭的市場(chang)(chang)機(ji)制(zhi)和符合(he)各類能(neng)(neng)(neng)源(yuan)發(fa)展的政(zheng)策(ce)(ce),促進(jin)全(quan)市各類能(neng)(neng)(neng)源(yuan)合(he)理開發(fa)利用(yong)和相(xiang)(xiang)關產(chan)業健康發(fa)展。
2.3總體發展目標
——能(neng)源結構。“十(shi)四五”期(qi)間(jian)能(neng)源結構進一步優化,清潔能(neng)源占(zhan)一次能(neng)源消費比(bi)重提高到(dao)40%以上。非化石能(neng)源裝機占(zhan)比(bi)提高到(dao)接近(jin)(jin)60%,清潔能(neng)源發電量(liang)占(zhan)全部發電量(liang)比(bi)重接近(jin)(jin)40%。
——電(dian)力及新能源(yuan)。“十(shi)四(si)五”期間電(dian)力消費持續(xu)快速增長(chang),年均增速約5%,到2025年,全社會用(yong)電(dian)量(liang)超過200億千(qian)瓦時(shi),電(dian)力總裝(zhuang)機超過1000萬(wan)千(qian)瓦,清(qing)潔電(dian)力外送(song)(song)能力達到400萬(wan)千(qian)瓦,年外送(song)(song)清(qing)潔能源(yuan)電(dian)量(liang)超過100億千(qian)瓦時(shi)。
——煤(mei)(mei)炭。“十四五(wu)”期間煤(mei)(mei)炭生產(chan)保持平(ping)穩(wen)運行(xing),原則上不新增煤(mei)(mei)礦項(xiang)目。到(dao)2025年(nian),全市(shi)煤(mei)(mei)炭產(chan)量(liang)控制(zhi)在(zai)1400萬(wan)噸左右(you),建成(cheng)千萬(wan)噸煤(mei)(mei)炭儲運交(jiao)易轉化基地,全市(shi)煤(mei)(mei)炭靜(jing)態儲備能(neng)力達到(dao)2000萬(wan)噸,煤(mei)(mei)炭年(nian)交(jiao)易量(liang)(吞吐量(liang))達到(dao)4000萬(wan)噸左右(you),形成(cheng)產(chan)值近100億元。
——石油(you)天然氣。預計到“十四五”末(mo)全市年用氣量將達到4.68億方(fang),其中:會寧縣(xian)3535.96萬方(fang),靖遠縣(xian)5000萬方(fang),景泰縣(xian)2472.02萬方(fang),白(bai)銀(yin)區26269萬方(fang),平(ping)川(chuan)區9645.37萬方(fang)。
——火電(dian)(dian)。“十四(si)五”期間火電(dian)(dian)電(dian)(dian)源基本保持(chi)穩定,主要以(yi)靈活性調峰、供熱供氣為主,到2025年,不(bu)再(zai)新(xin)增以(yi)發電(dian)(dian)為主要目的(de)的(de)火電(dian)(dian)項(xiang)目,計劃開展(zhan)甘(gan)肅(su)東(dong)方鈦業有限(xian)公司“硫(liu)、磷、鐵、鈦、鋰”配套2×440t/h循環流化(hua)床(chuang)鍋爐+2×5.9萬(wan)(wan)千(qian)瓦(wa)抽汽背壓(ya)式機組項(xiang)目、白銀市低(di)熱值煤(mei)2×35萬(wan)(wan)千(qian)瓦(wa)火電(dian)(dian)等項(xiang)目、景(jing)泰(tai)縣2×100萬(wan)(wan)千(qian)瓦(wa)調峰火電(dian)(dian)廠。
3重點任務
“十四五”時期,我市(shi)將(jiang)統籌全市(shi)風、光(guang)、水、火等(deng)電(dian)源(yuan)項(xiang)目,著力(li)打造建設(she)千(qian)萬(wan)千(qian)瓦(wa)(wa)級白銀復合型能(neng)(neng)源(yuan)基(ji)地(di),計劃(hua)到(dao)(dao)2025年,全市(shi)能(neng)(neng)源(yuan)清(qing)(qing)潔低(di)碳轉型深(shen)入(ru)推進(jin),清(qing)(qing)潔能(neng)(neng)源(yuan)成(cheng)為能(neng)(neng)源(yuan)生(sheng)產(chan)消費增長(chang)的主體,清(qing)(qing)潔能(neng)(neng)源(yuan)產(chan)業將(jiang)成(cheng)為全市(shi)重點支柱產(chan)業。預計,全市(shi)電(dian)力(li)裝機容量高(gao)于(yu)1100萬(wan)千(qian)瓦(wa)(wa),能(neng)(neng)源(yuan)結構進(jin)一(yi)步優化(hua),非(fei)化(hua)石能(neng)(neng)源(yuan)裝機占比提(ti)高(gao)到(dao)(dao)70%,煤電(dian)裝機占比下降到(dao)(dao)30%,發電(dian)量超(chao)過(guo)340億(yi)千(qian)瓦(wa)(wa)時,全社會(hui)用電(dian)量超(chao)過(guo)200億(yi)千(qian)瓦(wa)(wa)時,清(qing)(qing)潔能(neng)(neng)源(yuan)及配套產(chan)業產(chan)值力(li)爭達(da)到(dao)(dao)300億(yi)元,清(qing)(qing)潔能(neng)(neng)源(yuan)成(cheng)為全市(shi)經(jing)濟社會(hui)發展(zhan)的新(xin)支撐、新(xin)動力(li)。全市(shi)能(neng)(neng)源(yuan)規劃(hua)相(xiang)關數據,除上級規定的數據,無控制(zhi)性(xing)指標。
3.1推動煤炭資源清潔高效利用,增強能源安全保障能力
(1)有效整(zheng)合(he)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)資源開(kai)發。一是優化(hua)產(chan)業(ye)組織結構,積(ji)極推進小(xiao)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)礦(kuang)整(zheng)合(he),提高煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)礦(kuang)開(kai)采(cai)水平。以靖(jing)遠煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)業(ye)為龍頭,地方煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)礦(kuang)為輔助,進行煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)、電、冶(ye)、路、儲聯營(ying),整(zheng)合(he)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)資源,確保煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)資源有序開(kai)采(cai)。二是加(jia)強煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)科技(ji)創新,提升(sheng)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)工(gong)業(ye)技(ji)術。加(jia)大煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)潔凈加(jia)工(gong)轉化(hua)、環境污染控制(zhi)、煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)礦(kuang)信息化(hua)和(he)數字化(hua)等(deng)領域的科技(ji)創新,整(zheng)合(he)改(gai)造中小(xiao)型煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)礦(kuang),鼓勵煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)礦(kuang)生產(chan)企業(ye)實(shi)現采(cai)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)、洗(xi)(選)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)聯合(he)生產(chan),實(shi)現煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)集約開(kai)發和(he)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)化(hua)工(gong)業(ye)發展,實(shi)現煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)(tan)就(jiu)地轉化(hua)。
(2)高效清(qing)潔發(fa)展火電。推(tui)進(jin)(jin)燃(ran)煤(mei)電廠(chang)超(chao)低(di)排放和節能改(gai)造,實施燃(ran)煤(mei)鍋爐節能環(huan)(huan)保綜合改(gai)造,利(li)用(yong)靖遠煤(mei)業(ye)集團(tuan)現有(you)大量低(di)熱(re)(re)值煤(mei),謀劃推(tui)進(jin)(jin)白銀市(shi)2×35萬(wan)(wan)千瓦低(di)熱(re)(re)值煤(mei)發(fa)電項(xiang)目(mu)(mu)(mu)(mu),促進(jin)(jin)煤(mei)炭分(fen)級利(li)用(yong)、延伸煤(mei)炭產業(ye)鏈(lian)條、改(gai)善生態環(huan)(huan)境、提高能源利(li)用(yong)效率。謀劃推(tui)進(jin)(jin)景(jing)泰縣2×100萬(wan)(wan)千萬(wan)(wan)調(diao)峰(feng)火電廠(chang)項(xiang)目(mu)(mu)(mu)(mu)建設,滿足地區(qu)新能源調(diao)峰(feng)需求。加快建設甘(gan)肅東(dong)方鈦(tai)(tai)業(ye)有(you)限(xian)公司“硫、磷(lin)、鐵(tie)、鈦(tai)(tai)、鋰”配套2×440t/h循環(huan)(huan)流化床鍋爐+2×5.9萬(wan)(wan)千瓦抽(chou)汽背壓式機(ji)組項(xiang)目(mu)(mu)(mu)(mu)。同時,為了滿足地區(qu)供熱(re)(re)供氣需求,可在有(you)條件地區(qu)建設熱(re)(re)電聯產及第二熱(re)(re)源項(xiang)目(mu)(mu)(mu)(mu)。
(3)加強(qiang)促進(jin)傳統能(neng)源轉(zhuan)型。積極(ji)提(ti)升(sheng)煤(mei)電(dian)(dian)綠色發展(zhan)水(shui)(shui)平,加大煤(mei)電(dian)(dian)機(ji)(ji)(ji)組超低(di)排放(fang)和節(jie)能(neng)改(gai)造力(li)度,加快提(ti)升(sheng)常規(gui)煤(mei)電(dian)(dian)機(ji)(ji)(ji)組、供熱機(ji)(ji)(ji)組運行靈活性的利用率,對淘汰的火電(dian)(dian)機(ji)(ji)(ji)組優先考慮轉(zhuan)為應(ying)急調(diao)峰(feng)(feng)電(dian)(dian)源,逐步實現煤(mei)電(dian)(dian)從主電(dian)(dian)源向調(diao)峰(feng)(feng)儲備(bei)電(dian)(dian)源轉(zhuan)變,進(jin)一(yi)步提(ti)高天(tian)然氣利用水(shui)(shui)平,降低(di)化石能(neng)源消費比(bi)重(zhong)。
(4)加快輸煤(mei)通道建(jian)設。積極推進國家(jia)規劃(hua)的“環(huan)縣經海(hai)源(yuan)至中川鐵(tie)路(lu)(lu)項目”(簡稱環(huan)海(hai)中鐵(tie)路(lu)(lu))實施,將隴東地(di)區(qu)(qu)豐富的煤(mei)炭運送到蘭(lan)(lan)白經濟區(qu)(qu),可有效解決(jue)隴中地(di)區(qu)(qu)煤(mei)炭資源(yuan)短缺(que)問題,支撐蘭(lan)(lan)白經濟區(qu)(qu)發展(zhan)的需(xu)求。
(5)擴大(da)天(tian)(tian)然氣(qi)(qi)(qi)(qi)(qi)利(li)(li)用(yong)(yong)(yong)規(gui)(gui)模。深入推(tui)進白銀(yin)市天(tian)(tian)然氣(qi)(qi)(qi)(qi)(qi)利(li)(li)用(yong)(yong)(yong)工(gong)程,積極(ji)拓展天(tian)(tian)然氣(qi)(qi)(qi)(qi)(qi)在(zai)工(gong)業、交通等領域的應用(yong)(yong)(yong),有效(xiao)擴大(da)天(tian)(tian)然氣(qi)(qi)(qi)(qi)(qi)利(li)(li)用(yong)(yong)(yong)規(gui)(gui)模。積極(ji)配(pei)合西(xi)氣(qi)(qi)(qi)(qi)(qi)東輸(shu)三線中段(duan)(甘肅(su)段(duan))、西(xi)氣(qi)(qi)(qi)(qi)(qi)東輸(shu)四線(吐魯(lu)番—中衛(wei))項(xiang)目景(jing)泰段(duan)、古浪—河口(kou)輸(shu)氣(qi)(qi)(qi)(qi)(qi)管(guan)道(dao)(dao)等項(xiang)目建(jian)(jian)設(she),以及西(xi)氣(qi)(qi)(qi)(qi)(qi)東輸(shu)五線(吐魯(lu)番—中衛(wei))項(xiang)目景(jing)泰段(duan)建(jian)(jian)設(she)前期工(gong)作,并爭取(qu)在(zai)我市境內建(jian)(jian)設(she)閥(fa)室、場站等。加強天(tian)(tian)然氣(qi)(qi)(qi)(qi)(qi)輸(shu)配(pei)系統網絡(luo)建(jian)(jian)設(she),建(jian)(jian)成覆蓋城鄉(xiang)的燃氣(qi)(qi)(qi)(qi)(qi)管(guan)網。推(tui)動“澀—寧(ning)—蘭”、蘭銀(yin)線管(guan)道(dao)(dao)天(tian)(tian)然氣(qi)(qi)(qi)(qi)(qi)輸(shu)配(pei)系統網絡(luo)化建(jian)(jian)設(she),力爭建(jian)(jian)設(she)定西(xi)至會(hui)寧(ning)天(tian)(tian)然氣(qi)(qi)(qi)(qi)(qi)管(guan)道(dao)(dao)。
3.2推進可再生能源發展利用,持續優化能源結構
(1)著力(li)打造(zao)百萬(wan)(wan)千(qian)瓦(wa)(wa)級清潔能(neng)源(yuan)基地。到(dao)(dao)2025年(nian),全市力(li)爭清潔能(neng)源(yuan)裝機達到(dao)(dao)800萬(wan)(wan)千(qian)瓦(wa)(wa)以上。一是根據(ju)甘肅、山(shan)東兩省政府《聯合(he)推進(jin)隴(long)(long)東至山(shan)東特高壓直流工(gong)程(cheng)戰略合(he)作(zuo)框架協議(yi)》精神,確保“隴(long)(long)電(dian)(dian)入魯”特高壓項目(mu)順利實施,配套“隴(long)(long)電(dian)(dian)入魯”新能(neng)源(yuan)規模450萬(wan)(wan)千(qian)瓦(wa)(wa)。二是在(zai)(zai)此基礎上,繼續大力(li)發展多能(neng)互補(bu)項目(mu),整合(he)我市工(gong)礦廢棄地及采煤沉(chen)陷(xian)區(qu)(qu)可利用(yong)土地和景泰(tai)沙漠(戈壁)區(qu)(qu)域,開展東方鈦業多能(neng)互補(bu)等源(yuan)網(wang)荷(he)儲項目(mu)。三是根據(ju)新能(neng)源(yuan)技術(shu)進(jin)步(bu)和開發成本下降情況(kuang),在(zai)(zai)景泰(tai)、靖遠(yuan)、平川等風(feng)(feng)光資(zi)源(yuan)較(jiao)好(hao)區(qu)(qu)域積極(ji)發展新能(neng)源(yuan)項目(mu);在(zai)(zai)會寧革(ge)命(ming)老區(qu)(qu)發展50萬(wan)(wan)千(qian)瓦(wa)(wa)風(feng)(feng)電(dian)(dian)項目(mu);同時鼓勵風(feng)(feng)電(dian)(dian)企業對已有風(feng)(feng)場老舊機組實施改造(zao)升級,力(li)爭風(feng)(feng)電(dian)(dian)裝機達到(dao)(dao)300萬(wan)(wan)千(qian)瓦(wa)(wa)以上。
(2)加快抽(chou)水(shui)蓄能(neng)(neng)(neng)電(dian)站建設。全力推進平川(chuan)區(qu)、白銀區(qu)抽(chou)水(shui)蓄能(neng)(neng)(neng)電(dian)站建設,在(zai)新能(neng)(neng)(neng)源資源富集地區(qu),研究建設抽(chou)蓄和風電(dian)、光(guang)伏等項目多能(neng)(neng)(neng)互補示范項目的可(ke)行性(xing)(xing)。同(tong)時(shi)積(ji)極論(lun)證在(zai)景泰、靖遠縣(xian)論(lun)證建設抽(chou)水(shui)蓄能(neng)(neng)(neng)電(dian)站的可(ke)行性(xing)(xing),爭取(qu)列(lie)入(ru)國家規劃(hua)。
(3)努(nu)力推(tui)進光(guang)(guang)熱項目(mu)。謀劃在景泰上沙沃(wo)、靖(jing)遠劉川分別規(gui)劃光(guang)(guang)熱發(fa)電(dian)+熔融(rong)鹽(yan)儲能(neng)(neng)試驗示范項目(mu),發(fa)展(zhan)高效反光(guang)(guang)玻(bo)璃、熔融(rong)鹽(yan)、光(guang)(guang)熱支架(jia)等光(guang)(guang)熱發(fa)電(dian)產業裝備制造產業,推(tui)進太(tai)陽能(neng)(neng)熱發(fa)電(dian)產業發(fa)展(zhan)。
(4)合理發(fa)(fa)展(zhan)生(sheng)(sheng)(sheng)物(wu)(wu)質(zhi)發(fa)(fa)電。“十四五”期間,積極探索發(fa)(fa)展(zhan)生(sheng)(sheng)(sheng)物(wu)(wu)燃料乙醇(chun)、生(sheng)(sheng)(sheng)物(wu)(wu)柴油和生(sheng)(sheng)(sheng)物(wu)(wu)質(zhi)直燃發(fa)(fa)電,繼(ji)續(xu)發(fa)(fa)展(zhan)城(cheng)市(shi)(shi)生(sheng)(sheng)(sheng)活垃(la)圾衛生(sheng)(sheng)(sheng)填(tian)(tian)埋(mai)氣(qi)發(fa)(fa)電和垃(la)圾焚燒發(fa)(fa)電,增加現(xian)有城(cheng)市(shi)(shi)生(sheng)(sheng)(sheng)活垃(la)圾發(fa)(fa)電裝機容(rong)(rong)量(liang),減少垃(la)圾填(tian)(tian)埋(mai)場安全隱(yin)患;組織開展(zhan)農村能(neng)源(yuan)資源(yuan)調查與評(ping)價工作,完善全市(shi)(shi)沼氣(qi)生(sheng)(sheng)(sheng)物(wu)(wu)燃氣(qi)發(fa)(fa)展(zhan)規(gui)劃(hua),開展(zhan)農村能(neng)源(yuan)綜合示范村建(jian)(jian)設。2025年底,規(gui)劃(hua)以農作物(wu)(wu)秸稈(gan)或(huo)畜禽養殖廢棄物(wu)(wu)、餐廚垃(la)圾等填(tian)(tian)埋(mai)氣(qi)為燃料建(jian)(jian)設2座(zuo)生(sheng)(sheng)(sheng)物(wu)(wu)質(zhi)發(fa)(fa)電廠,裝機容(rong)(rong)量(liang)3萬(wan)千瓦。
(5)穩(wen)步推動(dong)(dong)核(he)能(neng)產業(ye)發(fa)(fa)展(zhan)。一是白銀小型核(he)能(neng)供熱(re)項(xiang)目(mu)已(yi)列入(ru)國家核(he)電中長期發(fa)(fa)展(zhan)規(gui)(gui)劃(征求意見稿),中廣(guang)核(he)集(ji)團已(yi)完成(cheng)《白銀小堆(dui)項(xiang)目(mu)廠址選(xuan)(xuan)擇及分析(xi)論證報告》,企(qi)業(ye)計劃待我(wo)市工業(ye)用(yong)戶用(yong)氣較為集(ji)中后適時啟動(dong)(dong)項(xiang)目(mu)。二是白銀2×100萬千瓦核(he)電項(xiang)目(mu),正在開(kai)展(zhan)項(xiang)目(mu)選(xuan)(xuan)址比選(xuan)(xuan)及地勘(kan)工作。三是白銀核(he)能(neng)(含核(he)電、小堆(dui))項(xiang)目(mu)均已(yi)列入(ru)《甘肅(su)省核(he)能(neng)產業(ye)軍民融合發(fa)(fa)展(zhan)規(gui)(gui)劃》。
3.3保障電力輸送,打造安全穩定堅強電網
(1)打通外(wai)送通道(dao),提升(sheng)新能(neng)源(yuan)(yuan)(yuan)電源(yuan)(yuan)(yuan)承載(zai)消納能(neng)力(li)(li)。白(bai)(bai)銀電網是甘(gan)(gan)肅電網的重要組成(cheng)部分,年售電量(liang)、電網規模均位列甘(gan)(gan)肅公司第二位。“十三五(wu)”期(qi)間(jian),白(bai)(bai)銀供(gong)電公司不斷加大電網建設力(li)(li)度,夯實電網發展(zhan)運營基(ji)礎(chu),持續提高(gao)電網供(gong)電可靠性和(he)安全(quan)穩(wen)定運行(xing)水平(ping),較好的滿足了地方經(jing)濟(ji)社(she)會高(gao)質量(liang)發展(zhan)需求(qiu)。“十四五(wu)”期(qi)間(jian),為積極響(xiang)應“3060”碳達峰(feng)碳中(zhong)和(he)目標,完整、準確(que)、全(quan)面貫徹落實“四個革(ge)命,一個合作”能(neng)源(yuan)(yuan)(yuan)安全(quan)新戰略,著力(li)(li)聚焦“一體四翼”發展(zhan)布局,統籌推進區域能(neng)源(yuan)(yuan)(yuan)結(jie)構轉(zhuan)型(xing)升(sheng)級(ji),有(you)效保障白(bai)(bai)銀市經(jing)濟(ji)社(she)會平(ping)穩(wen)的發展(zhan),適應新時期(qi)、新形(xing)勢、新環境下地區高(gao)質量(liang)發展(zhan)。以隴東直(zhi)流配套送出能(neng)源(yuan)(yuan)(yuan)基(ji)地為契機,打造區域現代能(neng)源(yuan)(yuan)(yuan)綜合生產(chan)基(ji)地,打通外(wai)送通道(dao),提升(sheng)新能(neng)源(yuan)(yuan)(yuan)電源(yuan)(yuan)(yuan)承載(zai)消納能(neng)力(li)(li)。
(2)加(jia)快建(jian)設新(xin)型(xing)電(dian)(dian)(dian)(dian)力(li)(li)(li)系(xi)統。白(bai)銀電(dian)(dian)(dian)(dian)網(wang)將發(fa)(fa)揮(hui)調配資源(yuan)(yuan)能(neng)(neng)力(li)(li)(li),服務新(xin)能(neng)(neng)源(yuan)(yuan)場(chang)站應并(bing)盡并(bing),提高(gao)(gao)清潔能(neng)(neng)源(yuan)(yuan)承(cheng)載消納(na)能(neng)(neng)力(li)(li)(li)。構建(jian)完善滿足地(di)區電(dian)(dian)(dian)(dian)力(li)(li)(li)需求(qiu)的(de)新(xin)型(xing)電(dian)(dian)(dian)(dian)力(li)(li)(li)系(xi)統,提升(sheng)主網(wang)供電(dian)(dian)(dian)(dian)能(neng)(neng)力(li)(li)(li),進一步優(you)化網(wang)架結(jie)構,著力(li)(li)(li)于構建(jian)以新(xin)能(neng)(neng)源(yuan)(yuan)為(wei)主體的(de)新(xin)型(xing)電(dian)(dian)(dian)(dian)力(li)(li)(li)系(xi)統,持續(xu)優(you)化330千伏(fu)、220千伏(fu)網(wang)架結(jie)構,新(xin)建(jian)一批330千伏(fu)輸(shu)變電(dian)(dian)(dian)(dian)站項目,加(jia)強電(dian)(dian)(dian)(dian)網(wang)承(cheng)載力(li)(li)(li),引領(ling)區域(yu)電(dian)(dian)(dian)(dian)網(wang)高(gao)(gao)質量發(fa)(fa)展。積極探索發(fa)(fa)展新(xin)形勢(shi)下多(duo)元(yuan)融合、多(duo)能(neng)(neng)互補(bu)的(de)高(gao)(gao)彈性智能(neng)(neng)電(dian)(dian)(dian)(dian)網(wang)。采用當地(di)消納(na)與(yu)外(wai)送(song)相結(jie)合原則,在優(you)先滿足我市(shi)用能(neng)(neng)需求(qiu)的(de)同(tong)時,爭(zheng)取白(bai)銀市(shi)電(dian)(dian)(dian)(dian)力(li)(li)(li)外(wai)送(song)的(de)配額(e),提高(gao)(gao)能(neng)(neng)源(yuan)(yuan)外(wai)送(song)能(neng)(neng)力(li)(li)(li)。
3.4加快多能融合示范利用,提高資源綜合利用水平
(1)推進能源化(hua)(hua)(hua)(hua)工全(quan)(quan)鏈(lian)條(tiao)、多(duo)產(chan)業(ye)融合。重(zhong)點(dian)推動能源化(hua)(hua)(hua)(hua)工全(quan)(quan)鏈(lian)條(tiao)多(duo)產(chan)業(ye)的(de)融合、煤(mei)炭(tan)綠色開采與清潔(jie)高效發電(dian)(dian)融合、化(hua)(hua)(hua)(hua)石(shi)能源與可再生能源的(de)低碳融合等。推進能源化(hua)(hua)(hua)(hua)工產(chan)業(ye)的(de)高端化(hua)(hua)(hua)(hua)、終(zhong)端化(hua)(hua)(hua)(hua)、高值化(hua)(hua)(hua)(hua)。重(zhong)點(dian)開展(zhan)煤(mei)-精(jing)細(xi)化(hua)(hua)(hua)(hua)工全(quan)(quan)產(chan)業(ye)鏈(lian)、煤(mei)電(dian)(dian)化(hua)(hua)(hua)(hua)材(cai)一(yi)體化(hua)(hua)(hua)(hua)、大宗廢(fei)棄物綜合利用示范。以(yi)煤(mei)為基,打造“從一(yi)塊煤(mei)到一(yi)匹(pi)布”的(de)全(quan)(quan)產(chan)業(ye)鏈(lian)格局。以(yi)煤(mei)炭(tan)、電(dian)(dian)力、化(hua)(hua)(hua)(hua)工和相關材(cai)料相互耦合為方向,發展(zhan)煤(mei)-尾氣發電(dian)(dian)-電(dian)(dian)石(shi)/鐵合金(jin)/金(jin)屬鎂、煤(mei)-電(dian)(dian)-燒堿/聚氯乙(yi)烯、煤(mei)-電(dian)(dian)-有機硅(gui)/多(duo)晶(jing)硅(gui)/硅(gui)酸鹽、煤(mei)-電(dian)(dian)-碳基新材(cai)料等產(chan)業(ye)。
(2)大(da)(da)力推動電源(yuan)(yuan)(yuan)(yuan)側新(xin)(xin)型(xing)(xing)(xing)儲能(neng)(neng)(neng)發展(zhan)。根據電力系統運行(xing)需求,結合(he)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)(yuan)開(kai)發,全面推廣新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)+儲能(neng)(neng)(neng)的(de)(de)(de)系統友好型(xing)(xing)(xing)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)電站(zhan)(zhan),實現儲能(neng)(neng)(neng)與新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)電源(yuan)(yuan)(yuan)(yuan)的(de)(de)(de)深度(du)(du)(du)融合(he)、聯合(he)運行(xing)。新(xin)(xin)建(jian)并網(wang)(wang)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)項(xiang)(xiang)目(mu)(mu)(mu)(mu)配建(jian)儲能(neng)(neng)(neng)規模原則上不低于新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)項(xiang)(xiang)目(mu)(mu)(mu)(mu)裝機容量的(de)(de)(de)10%,儲能(neng)(neng)(neng)時長(chang)2小(xiao)時以上。積(ji)極推動多能(neng)(neng)(neng)互(hu)補(bu)發展(zhan),在(zai)充(chong)分(fen)發揮電力外送(song)(song)通道(dao)配套(tao)(tao)火電機組(zu)深度(du)(du)(du)調峰的(de)(de)(de)基礎上,合(he)理(li)規劃建(jian)設(she)(she)送(song)(song)端配套(tao)(tao)新(xin)(xin)型(xing)(xing)(xing)儲能(neng)(neng)(neng)設(she)(she)施(shi)。依托“隴電入魯”配套(tao)(tao)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)項(xiang)(xiang)目(mu)(mu)(mu)(mu),建(jian)設(she)(she)送(song)(song)端配套(tao)(tao)新(xin)(xin)型(xing)(xing)(xing)儲能(neng)(neng)(neng)項(xiang)(xiang)目(mu)(mu)(mu)(mu)。結合(he)風光(guang)資源(yuan)(yuan)(yuan)(yuan)稟賦、能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)網(wang)(wang)絡的(de)(de)(de)構建(jian)及新(xin)(xin)興產業(ye)的(de)(de)(de)發展(zhan),提(ti)升(sheng)可再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)在(zai)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消費中比重,降低綜合(he)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)系統的(de)(de)(de)碳(tan)強度(du)(du)(du)。推進全釩液流電池儲能(neng)(neng)(neng)示(shi)范項(xiang)(xiang)目(mu)(mu)(mu)(mu)、大(da)(da)規模儲熱供暖技術(shu),可再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)SPE電解水制氫示(shi)范項(xiang)(xiang)目(mu)(mu)(mu)(mu)、多能(neng)(neng)(neng)融合(he)的(de)(de)(de)智慧型(xing)(xing)(xing)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)系統示(shi)范等。建(jian)設(she)(she)平川區100MW/200MWh共(gong)享儲能(neng)(neng)(neng)電站(zhan)(zhan)項(xiang)(xiang)目(mu)(mu)(mu)(mu)、白(bai)銀市智能(neng)(neng)(neng)網(wang)(wang)域新(xin)(xin)型(xing)(xing)(xing)儲能(neng)(neng)(neng)電站(zhan)(zhan)項(xiang)(xiang)目(mu)(mu)(mu)(mu),用于電網(wang)(wang)深度(du)(du)(du)調峰、消納清(qing)潔能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)。
(3)推(tui)進以氫(qing)(qing)/低碳醇(chun)為(wei)載體(ti)的(de)(de)多(duo)能(neng)融(rong)合。緊跟(gen)全球能(neng)源(yuan)(yuan)(yuan)系(xi)(xi)(xi)統低碳化發展趨勢,突出氫(qing)(qing)/低碳醇(chun)的(de)(de)多(duo)能(neng)載體(ti)作用(yong),實現能(neng)源(yuan)(yuan)(yuan)從增(zeng)量替(ti)代轉向存量替(ti)代,為(wei)我國未來(lai)能(neng)源(yuan)(yuan)(yuan)體(ti)系(xi)(xi)(xi)的(de)(de)全面低碳轉型(xing)探索路徑。重點開展氫(qing)(qing)能(neng)與煤化工融(rong)合示范、氫(qing)(qing)能(neng)全鏈條區(qu)(qu)域綜(zong)合應用(yong)示范,布局氫(qing)(qing)能(neng)與煤化工補氫(qing)(qing)需求融(rong)合及氫(qing)(qing)能(neng)區(qu)(qu)域內生產(chan)、存儲、運輸、消費的(de)(de)全鏈條,氫(qing)(qing)能(neng)與燃料電(dian)池、“液態陽(yang)光(guang)”先進能(neng)源(yuan)(yuan)(yuan)體(ti)系(xi)(xi)(xi)、多(duo)能(neng)融(rong)合區(qu)(qu)域示范關鍵(jian)技術(shu)體(ti)系(xi)(xi)(xi)、智能(neng)化能(neng)源(yuan)(yuan)(yuan)決(jue)策系(xi)(xi)(xi)統與綜(zong)合能(neng)源(yuan)(yuan)(yuan)管理等。
(4)積(ji)極(ji)發展(zhan)清(qing)(qing)潔(jie)供暖(nuan)(nuan)(nuan)。積(ji)極(ji)推(tui)廣(guang)應用風(feng)電(dian)(dian)、光(guang)伏(fu)(fu)發電(dian)(dian)清(qing)(qing)潔(jie)供暖(nuan)(nuan)(nuan)技(ji)術,著力解決存量風(feng)電(dian)(dian)、光(guang)伏(fu)(fu)發電(dian)(dian)項目的消納需(xu)求(qiu)。對新(xin)增供暖(nuan)(nuan)(nuan)面積(ji),鼓勵推(tui)廣(guang)應用風(feng)電(dian)(dian)、光(guang)伏(fu)(fu)發電(dian)(dian)清(qing)(qing)潔(jie)供暖(nuan)(nuan)(nuan)技(ji)術。鼓勵新(xin)建建筑優(you)先使用清(qing)(qing)潔(jie)供暖(nuan)(nuan)(nuan)技(ji)術。加快開展(zhan)適應風(feng)電(dian)(dian)、光(guang)伏(fu)(fu)發電(dian)(dian)清(qing)(qing)潔(jie)供暖(nuan)(nuan)(nuan)發展(zhan)的配套電(dian)(dian)網建設,制定(ding)適應清(qing)(qing)潔(jie)供暖(nuan)(nuan)(nuan)應用的電(dian)(dian)力運行(xing)管理措施(shi),保障(zhang)風(feng)電(dian)(dian)、光(guang)伏(fu)(fu)發電(dian)(dian)清(qing)(qing)潔(jie)供暖(nuan)(nuan)(nuan)項目的可靠運行(xing)。
3.5增強能源創新發展動力,提升能源民生服務水平
(1)加(jia)快突破(po)技術創新重點方向。積極推進燃煤(mei)與生(sheng)物(wu)質耦合發電(dian)(dian)(dian)(dian)示范項目,突破(po)中低溫煤(mei)焦油提(ti)取(qu)精酚(fen)等精細化(hua)工產(chan)(chan)品生(sheng)產(chan)(chan)技術,開展超臨界水氣(qi)化(hua)制(zhi)氫耦合發電(dian)(dian)(dian)(dian)、高效(xiao)太陽能發電(dian)(dian)(dian)(dian)、大容量及低風(feng)速風(feng)力發電(dian)(dian)(dian)(dian)、光熱發電(dian)(dian)(dian)(dian)等技術研究(jiu)。

5節能及環境影響評價分析
5.1環境保護與水土保持
(1)規(gui)劃項目建設站址選取時(shi)應選取國(guo)有(you)未利用土地,項目前期土建內容(rong)主要為基礎的(de)開挖及施(shi)(shi)(shi)工(gong)(gong)(gong)期產生(sheng)的(de)噪聲、振動、揚(yang)塵,施(shi)(shi)(shi)工(gong)(gong)(gong)單位需(xu)嚴格執行(xing)環保部門有(you)關規(gui)定,加強施(shi)(shi)(shi)工(gong)(gong)(gong)期的(de)管理(li),控(kong)制施(shi)(shi)(shi)工(gong)(gong)(gong)揚(yang)塵、噪聲污(wu)染(ran),做到文明施(shi)(shi)(shi)工(gong)(gong)(gong)。施(shi)(shi)(shi)工(gong)(gong)(gong)期結束后,應及時(shi)對(dui)(dui)施(shi)(shi)(shi)工(gong)(gong)(gong)現場(chang)(chang)進行(xing)清(qing)理(li),種(zhong)植適宜草類(lei),恢復原有(you)地貌(mao)。施(shi)(shi)(shi)工(gong)(gong)(gong)場(chang)(chang)地應避讓環境敏(min)感點,減少對(dui)(dui)當(dang)地的(de)自然生(sheng)態系(xi)統的(de)影響。
(2)規(gui)劃項目投入運(yun)行后(hou),采取的(de)治理措施(shi)及對環境的(de)影(ying)(ying)響分析如下:①廢(fei)水(shui):廢(fei)水(shui)采用集中(zhong)收集處理的(de)方式(shi),經處理達(da)標后(hou)外運(yun);②噪聲:新(xin)建(jian)項目運(yun)行期盡(jin)量減(jian)小噪聲對周(zhou)圍環境的(de)影(ying)(ying)響,務必做好(hao)環境保護工作;③固體廢(fei)棄物:在項目生活區設(she)垃(la)圾(ji)桶,垃(la)圾(ji)應及時收集并集中(zhong)清運(yun)至附近(jin)指定的(de)垃(la)圾(ji)衛(wei)生填埋(mai)點進(jin)行填埋(mai)處理。
(3)開展水電、風電、太(tai)陽能(neng)(neng)、生物質等可(ke)再生資源發(fa)電,可(ke)以(yi)節約寶貴的(de)一次(ci)能(neng)(neng)源,避免因電力發(fa)展造(zao)成(cheng)的(de)環(huan)境(jing)污染問(wen)題。發(fa)展太(tai)陽能(neng)(neng)發(fa)電、風力發(fa)電是實現能(neng)(neng)源、經(jing)濟、社會可(ke)持(chi)續發(fa)展的(de)重(zhong)要途(tu)徑,具有良好的(de)環(huan)境(jing)效益(yi)。
(4)規劃項(xiang)目(mu)(mu)(mu)為(wei)國家(jia)鼓勵(li)發展的產業,符合國家(jia)產業政(zheng)策(ce)。項(xiang)目(mu)(mu)(mu)建設(she)用(yong)地(di)選(xuan)(xuan)取時,避免(mian)占(zhan)用(yong)農田耕地(di),盡量少占(zhan)用(yong)林地(di),項(xiang)目(mu)(mu)(mu)站址選(xuan)(xuan)取時,應避開周邊(bian)敏(min)感(gan)點。
(5)規劃項(xiang)目(mu)建(jian)(jian)成后(hou)將(jiang)取得良好(hao)的經(jing)濟(ji)、環境和社(she)會效(xiao)益,從(cong)環保角度(du)分析,規劃項(xiang)目(mu)的建(jian)(jian)設是可(ke)行的。

(2)CDM基準線(xian)方法(fa)分(fen)析
清潔發(fa)(fa)(fa)展機(ji)制(Clean Development Mechanism,簡稱CDM)是“京都議定書”規定的(de)(de)(de)(de)三種(zhong)靈(ling)活機(ji)制之一,即“聯合國氣候(hou)變(bian)化(hua)框架公約(yue)(UNFCCC)”中(zhong)發(fa)(fa)(fa)達國家與發(fa)(fa)(fa)展中(zhong)國家合作應對氣候(hou)變(bian)化(hua)的(de)(de)(de)(de)、以項目為合作載體(ti)的(de)(de)(de)(de)機(ji)制。我國是溫(wen)室氣體(ti)減排(pai)潛力較大(da)的(de)(de)(de)(de)發(fa)(fa)(fa)展中(zhong)國家之一,具(ju)有良好的(de)(de)(de)(de)投資環境(jing),開(kai)(kai)展CDM合作的(de)(de)(de)(de)市(shi)場(chang)前景廣闊。電力行業(ye)特別是光伏發(fa)(fa)(fa)電行業(ye)是CDM項目的(de)(de)(de)(de)一個(ge)重(zhong)點區(qu)域,新能(neng)源發(fa)(fa)(fa)電領域實(shi)施開(kai)(kai)展CDM項目開(kai)(kai)發(fa)(fa)(fa)具(ju)有極大(da)的(de)(de)(de)(de)潛力和(he)優勢。
通(tong)常溫(wen)室氣體(ti)(ti)(ti)包含CO2、SO2、NOX等多種成分,由(you)于(yu)溫(wen)室氣體(ti)(ti)(ti)中主要(yao)是CO2,從(cong)便于(yu)量(liang)(liang)化考慮,國(guo)際上通(tong)行(xing)采(cai)用(yong)減(jian)(jian)少了多少CO2排(pai)(pai)放量(liang)(liang)來(lai)作為衡量(liang)(liang)減(jian)(jian)少溫(wen)室氣體(ti)(ti)(ti)的(de)(de)效果。當進行(xing)CDM項目(mu)(mu)申報時,需要(yao)對溫(wen)室氣體(ti)(ti)(ti)的(de)(de)減(jian)(jian)排(pai)(pai)量(liang)(liang)進行(xing)評估(gu)。這就要(yao)求首先確定一個評估(gu)基(ji)準(zhun)線(xian)。所謂基(ji)準(zhun)線(xian),是指在沒有該(gai)CDM項目(mu)(mu)的(de)(de)情(qing)況(kuang)下,為了提供同樣的(de)(de)服務,最可能建設的(de)(de)其它項目(mu)(mu)(即基(ji)準(zhun)線(xian)項目(mu)(mu))所帶來(lai)的(de)(de)溫(wen)室氣體(ti)(ti)(ti)的(de)(de)排(pai)(pai)放。與基(ji)準(zhun)線(xian)相比,CDM項目(mu)(mu)減(jian)(jian)少的(de)(de)溫(wen)室氣體(ti)(ti)(ti)排(pai)(pai)放量(liang)(liang)就是該(gai)項目(mu)(mu)的(de)(de)減(jian)(jian)排(pai)(pai)效益,基(ji)準(zhun)線(xian)的(de)(de)設置應考慮東道國(guo)的(de)(de)政策和具體(ti)(ti)(ti)情(qing)況(kuang),同時體(ti)(ti)(ti)現透明和保守的(de)(de)原則。計算見下式(shi):

式中:基準(zhun)線(xian)排放——本項目的上網(wang)電量×基準(zhun)線(xian)排放因子;
項(xiang)(xiang)目(mu)排放——水電(dian)、風電(dian)、光伏(fu)電(dian)站的(de)運(yun)行本(ben)身不會產生溫室氣體(ti)的(de)排放,故(gu)項(xiang)(xiang)目(mu)排放為0;
泄(xie)漏(lou)——本項目(mu)不存在(zai)泄(xie)漏(lou)排放,故泄(xie)漏(lou)為(wei)0。
規劃(hua)清(qing)潔能源(yuan)項目(mu)所在的(de)電(dian)(dian)力系統屬西(xi)北電(dian)(dian)網(wang),若沒有(you)規劃(hua)清(qing)潔能源(yuan)發電(dian)(dian)項目(mu)活動(dong),同等(deng)數量(liang)的(de)電(dian)(dian)量(liang)要由西(xi)北電(dian)(dian)網(wang)中的(de)其他并網(wang)電(dian)(dian)廠或電(dian)(dian)網(wang)中的(de)新(xin)增電(dian)(dian)源(yuan)部(bu)分提供。因此(ci),本項目(mu)基(ji)準(zhun)(zhun)線排(pai)(pai)放(fang)(fang)因子(zi)(zi)將是西(xi)北電(dian)(dian)網(wang)中電(dian)(dian)量(liang)邊(bian)(bian)際(ji)排(pai)(pai)放(fang)(fang)因子(zi)(zi)和(he)容量(liang)邊(bian)(bian)際(ji)排(pai)(pai)放(fang)(fang)因子(zi)(zi)的(de)組合。根(gen)據國家(jia)發改委(wei)應對氣候變化司公布的(de)2014年中國區域(yu)電(dian)(dian)網(wang)基(ji)準(zhun)(zhun)線排(pai)(pai)放(fang)(fang)因子(zi)(zi),西(xi)北電(dian)(dian)網(wang)電(dian)(dian)量(liang)邊(bian)(bian)際(ji)排(pai)(pai)放(fang)(fang)因子(zi)(zi)OM為(wei)(wei)0.9578t CO2/MW·h,容量(liang)邊(bian)(bian)際(ji)排(pai)(pai)放(fang)(fang)因子(zi)(zi)BM為(wei)(wei)0.4737t CO2/MW·h。根(gen)據西(xi)北電(dian)(dian)網(wang)實際(ji)情況,取OM的(de)權重為(wei)(wei)0.75,BM的(de)權重為(wei)(wei)0.25,則(ze)基(ji)準(zhun)(zhun)線排(pai)(pai)放(fang)(fang)因子(zi)(zi)為(wei)(wei):

因(yin)此(ci)全市“十四(si)(si)五”規劃(hua)清潔能源(yuan)發電項(xiang)目按CDM基(ji)準(zhun)線方(fang)(fang)法分(fen)(fen)析計算(suan)的預計減排(pai)量(liang)(liang)為92.67萬t CO2/a;“十四(si)(si)五”及中長期(qi)規劃(hua)清潔能源(yuan)發電項(xiang)目按CDM基(ji)準(zhun)線方(fang)(fang)法分(fen)(fen)析計算(suan)的預計減排(pai)量(liang)(liang)為245.27萬t CO2/a。
由(you)以上(shang)分析可(ke)見(jian),非(fei)化石能源電(dian)站的建設替代(dai)燃煤電(dian)廠的建設,可(ke)達到充分利用可(ke)再生能源、節約不可(ke)再生化石資源的目(mu)的,將大(da)(da)大(da)(da)減(jian)少對環(huan)(huan)境(jing)的污染,同時還可(ke)節約大(da)(da)量淡(dan)水(shui)資源,對改善大(da)(da)氣環(huan)(huan)境(jing)有(you)積極的作用。可(ke)見(jian)清潔能源發電(dian)項目(mu)建設對于當地的環(huan)(huan)境(jing)保護、減(jian)少大(da)(da)氣污染具有(you)積極的作用,并有(you)明顯的節能、環(huan)(huan)境(jing)和社(she)會效益。
6保障措施及政策建議
(1)爭(zheng)取政策(ce)支持(chi)。爭(zheng)取國(guo)家(jia)、省上對我市(shi)能(neng)(neng)(neng)(neng)源(yuan)(yuan)產(chan)業(ye)建(jian)設給予政策(ce)、資(zi)(zi)(zi)(zi)金(jin)、項(xiang)目支持(chi)。充分利用(yong)國(guo)家(jia)投資(zi)(zi)(zi)(zi)補助、財政貼息(xi)、稅(shui)收(shou)優惠、價(jia)(jia)格補貼等(deng)多種政策(ce)手段,加(jia)大(da)對節能(neng)(neng)(neng)(neng)、新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)和(he)(he)(he)可(ke)再生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)發展、能(neng)(neng)(neng)(neng)源(yuan)(yuan)科(ke)技創新(xin)、能(neng)(neng)(neng)(neng)源(yuan)(yuan)安全(quan)生(sheng)(sheng)產(chan)、能(neng)(neng)(neng)(neng)源(yuan)(yuan)現代服務業(ye)等(deng)方面的(de)(de)支持(chi)力度。落實國(guo)家(jia)促(cu)進新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)和(he)(he)(he)可(ke)再生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)發展的(de)(de)價(jia)(jia)格、投資(zi)(zi)(zi)(zi)、信貸、稅(shui)收(shou)、入(ru)網等(deng)激勵政策(ce),制(zhi)定實施稅(shui)收(shou)優惠、專項(xiang)資(zi)(zi)(zi)(zi)金(jin)扶持(chi)等(deng)配(pei)套政策(ce),鼓勵引導社會各界自愿開發利用(yong)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)和(he)(he)(he)可(ke)再生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)。進一(yi)步加(jia)強與(yu)國(guo)家(jia)能(neng)(neng)(neng)(neng)源(yuan)(yuan)局和(he)(he)(he)國(guo)家(jia)級咨詢(xun)機(ji)構的(de)(de)溝通和(he)(he)(he)合作,加(jia)大(da)與(yu)中東(dong)部能(neng)(neng)(neng)(neng)源(yuan)(yuan)受端市(shi)場省市(shi)協(xie)調的(de)(de)工作力度,加(jia)強在(zai)電力外送通道的(de)(de)互(hu)聯互(hu)通,為全(quan)國(guo)能(neng)(neng)(neng)(neng)源(yuan)(yuan)發展做出更大(da)貢獻(xian)。
(2)推進能源(yuan)結構調(diao)整。完善(shan)以煤(mei)炭為主的能源(yuan)結構,廣泛(fan)開展(zhan)煤(mei)炭洗選(xuan)工作,逐步提高(gao)(gao)天然氣、汽油等輔助能源(yuan)利用比例,以政(zheng)策為引導,促(cu)進新(xin)能源(yuan)就地消納,鼓勵高(gao)(gao)載能行業(ye)與新(xin)能源(yuan)協調(diao)匹(pi)配(pei)發展(zhan)。
充分發(fa)(fa)(fa)揮我市發(fa)(fa)(fa)展(zhan)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)產業的有力(li)條件,積極推進百萬千瓦及清潔(jie)能(neng)(neng)(neng)(neng)源(yuan)(yuan)基地的開發(fa)(fa)(fa)建設。積極打造(zao)綠色能(neng)(neng)(neng)(neng)源(yuan)(yuan)產業鏈(lian)經(jing)濟(ji),大(da)力(li)發(fa)(fa)(fa)展(zhan)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)及裝備制造(zao)業,延伸產業鏈(lian),提質增效,培育新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)經(jing)濟(ji)優(you)勢。協(xie)調載能(neng)(neng)(neng)(neng)和(he)用能(neng)(neng)(neng)(neng)工業布局和(he)生產,平衡能(neng)(neng)(neng)(neng)源(yuan)(yuan)供(gong)需,協(xie)調能(neng)(neng)(neng)(neng)源(yuan)(yuan)、經(jing)濟(ji)與環境的協(xie)調發(fa)(fa)(fa)展(zhan),為全(quan)市經(jing)濟(ji)社會轉(zhuan)型跨越發(fa)(fa)(fa)展(zhan)提供(gong)安全(quan)、經(jing)濟(ji)、清潔(jie)的能(neng)(neng)(neng)(neng)源(yuan)(yuan)保障(zhang)。
(3)優化資(zi)源配(pei)(pei)置。我市(shi)能源產業的(de)(de)發展(zhan)主要靠(kao)全(quan)國能源市(shi)場需求(qiu)帶(dai)動(dong),要強化市(shi)場配(pei)(pei)置資(zi)源的(de)(de)決定性作用,積(ji)極參與全(quan)國能源供(gong)需市(shi)場的(de)(de)平衡,加(jia)大可再(zai)生(sheng)資(zi)源的(de)(de)外(wai)送比例,實現能源資(zi)源在全(quan)國范圍(wei)內的(de)(de)優化配(pei)(pei)置,為國家貢(gong)獻清(qing)潔能源的(de)(de)同(tong)時(shi)帶(dai)動(dong)區(qu)域經濟社會的(de)(de)協調發展(zhan)。
(4)強化新能源(yuan)(yuan)(yuan)規(gui)劃指(zhi)導,有序(xu)推進項目建設。貫徹落實國家新能源(yuan)(yuan)(yuan)政策,使我市新能源(yuan)(yuan)(yuan)規(gui)劃符合國家新能源(yuan)(yuan)(yuan)發展總體要求,爭取(qu)將新能源(yuan)(yuan)(yuan)重大項目納入國家或(huo)甘肅省規(gui)劃。
加強(qiang)新能源規(gui)(gui)(gui)(gui)劃與經濟社會發展(zhan)規(gui)(gui)(gui)(gui)劃、城(cheng)市(shi)規(gui)(gui)(gui)(gui)劃、土地利用規(gui)(gui)(gui)(gui)劃、電網規(gui)(gui)(gui)(gui)劃等專項規(gui)(gui)(gui)(gui)劃的銜接,搞好規(gui)(gui)(gui)(gui)劃引導和控制,協調就地消納與集中送出(chu)等配套項目同步規(gui)(gui)(gui)(gui)劃建設,確保重大規(gui)(gui)(gui)(gui)劃項目落地。
做好(hao)新(xin)能(neng)源(yuan)專項規(gui)(gui)劃(hua)與項目年(nian)(nian)度(du)(du)建設(she)計(ji)劃(hua),為(wei)新(xin)能(neng)源(yuan)發展(zhan)布局(ju)、建設(she)項目實施提供充分依據。對(dui)(dui)列(lie)(lie)入(ru)(ru)(ru)規(gui)(gui)劃(hua)的(de)新(xin)能(neng)源(yuan)項目,按照項目進度(du)(du)納入(ru)(ru)(ru)年(nian)(nian)度(du)(du)計(ji)劃(hua),并(bing)嚴格(ge)執行;對(dui)(dui)未列(lie)(lie)入(ru)(ru)(ru)規(gui)(gui)劃(hua)的(de)新(xin)能(neng)源(yuan)項目,原則上不支持審批核準(zhun)。對(dui)(dui)重大新(xin)能(neng)源(yuan)項目,按照規(gui)(gui)定程序(xu)列(lie)(lie)入(ru)(ru)(ru)全市重大工程計(ji)劃(hua),適用(yong)相(xiang)關優惠政策。確保白(bai)銀市新(xin)能(neng)源(yuan)有序(xu)、健康發展(zhan)。
(5)加強人才(cai)保(bao)障。突出專業(ye)(ye)技(ji)術(shu)、高(gao)級技(ji)工和專業(ye)(ye)管(guan)理(li)人員的培(pei)養,加強新能源(yuan)專業(ye)(ye)技(ji)術(shu)人才(cai)儲備。充分發揮市(shi)場機制在(zai)人才(cai)資源(yuan)配置中的重要作用,采取(qu)多(duo)種靈(ling)活方式吸引(yin)國內外各(ge)類智力資源(yuan),引(yin)進高(gao)端技(ji)術(shu)人才(cai),加強企(qi)業(ye)(ye)家隊(dui)伍建設,提高(gao)專業(ye)(ye)化管(guan)理(li)水平。
(6)體制(zhi)(zhi)機制(zhi)(zhi)創(chuang)新(xin)。加強(qiang)組織領導,加大(da)政(zheng)策落實(shi)力(li)(li)度,深化電力(li)(li)體制(zhi)(zhi)改革(ge)(ge),規(gui)范行政(zheng)審批(pi)程(cheng)序,創(chuang)新(xin)投(tou)(tou)融資(zi)(zi)體制(zhi)(zhi)改革(ge)(ge),通過(guo)新(xin)能(neng)源(yuan)融資(zi)(zi)平臺,引導創(chuang)業資(zi)(zi)本進(jin)入能(neng)源(yuan)領域,鼓勵社會資(zi)(zi)本投(tou)(tou)資(zi)(zi)能(neng)源(yuan)產業開發(fa),促(cu)進(jin)能(neng)源(yuan)投(tou)(tou)資(zi)(zi)多元(yuan)化。放寬企業投(tou)(tou)資(zi)(zi)準入限制(zhi)(zhi),進(jin)一步激發(fa)市場活力(li)(li),建立項目管理科學考(kao)評(ping)體系(xi),加強(qiang)規(gui)劃實(shi)施(shi)效果的評(ping)估、督查和(he)考(kao)核,確保能(neng)源(yuan)規(gui)劃目標(biao)任(ren)務落到實(shi)處。
(7)環(huan)境(jing)(jing)保(bao)護與水(shui)土保(bao)持(chi)措施(shi)(shi)(shi)。保(bao)證(zheng)工(gong)程環(huan)境(jing)(jing)保(bao)護和水(shui)土保(bao)持(chi)措施(shi)(shi)(shi)能(neng)及時到位,以保(bao)護當地(di)生態環(huan)境(jing)(jing),建設(she)單位要落實本工(gong)程的(de)環(huan)保(bao)和水(shui)保(bao)費(fei)用,并做到專款專用;做好施(shi)(shi)(shi)工(gong)期的(de)環(huan)境(jing)(jing)管理(li)(li)工(gong)作(zuo),做到文明施(shi)(shi)(shi)工(gong),避免(mian)施(shi)(shi)(shi)工(gong)期揚塵、噪(zao)(zao)聲(sheng)對周(zhou)圍環(huan)境(jing)(jing)產(chan)生污(wu)染,施(shi)(shi)(shi)工(gong)結束后(hou)施(shi)(shi)(shi)工(gong)場(chang)地(di)應盡量恢復(fu)原貌;加(jia)強對設(she)備的(de)維護,確保(bao)其正常(chang)運轉,避免(mian)設(she)備帶病運行(xing)產(chan)生高(gao)噪(zao)(zao)聲(sheng)對環(huan)境(jing)(jing)造成影響(xiang);在項目進一步設(she)計中,優(you)化(hua)棄渣(zha)場(chang)選址,盡量利用坑(keng)洼地(di)棄渣(zha),減少棄渣(zha)占地(di);優(you)化(hua)施(shi)(shi)(shi)工(gong)道路設(she)計,合理(li)(li)安排施(shi)(shi)(shi)工(gong)工(gong)序,減輕對場(chang)地(di)原始地(di)貌的(de)破壞。
(8)節(jie)能(neng)(neng)減排措(cuo)施。加強節(jie)能(neng)(neng)管理(li)制(zhi)(zhi)度(du)(du)的(de)(de)完善(shan)和貫徹(che),嚴格執行節(jie)能(neng)(neng)法規和標(biao)準,完善(shan)管理(li)體系,強化(hua)(hua)政策(ce)激勵,加大懲(cheng)戒(jie)力度(du)(du)。各部門嚴格把(ba)關,嚴禁新建(jian)高耗能(neng)(neng)、高污染項目。抓好耗能(neng)(neng)行業(ye)能(neng)(neng)耗準入(ru)標(biao)準的(de)(de)執法監察(cha),主要工業(ye)耗能(neng)(neng)設備(bei)(bei)、機動車、建(jian)筑(zhu)、家用電器、照明器具等能(neng)(neng)效(xiao)標(biao)準的(de)(de)執法監察(cha),以及公共建(jian)筑(zhu)用能(neng)(neng)設備(bei)(bei)運(yun)行標(biao)準的(de)(de)執法監察(cha)。強化(hua)(hua)重點耗能(neng)(neng)企業(ye)節(jie)能(neng)(neng)管理(li),建(jian)立(li)節(jie)能(neng)(neng)責任制(zhi)(zhi),建(jian)立(li)政府監管、社會(hui)監督和企業(ye)誠信機制(zhi)(zhi),提(ti)高節(jie)能(neng)(neng)降耗改(gai)造的(de)(de)積極性。
(9)進一步轉變政(zheng)府職能,健全(quan)能源監管體(ti)系。加(jia)(jia)強(qiang)能源發展戰略、規劃、政(zheng)策、編制等(deng)制定和實施,加(jia)(jia)快簡(jian)政(zheng)放(fang)權,繼續取消和下(xia)放(fang)行政(zheng)審(shen)批(pi)事項。強(qiang)化能源監管,健全(quan)監管組織體(ti)系和法規體(ti)系,創新監管方式,提高監管效(xiao)能,維護公(gong)(gong)平公(gong)(gong)正的市場(chang)秩序(xu),為能源產(chan)業(ye)健康發展創造良好條件。
(10)加強組織領(ling)導,細化(hua)任務(wu)(wu)落實(shi),加強監督檢查。充分(fen)發揮能(neng)源主管部門的領(ling)導作用(yong),加強對能(neng)源重大戰略問題的研究和審議,指導推動(dong)本行動(dong)計劃的實(shi)施。能(neng)源主管部門要(yao)切實(shi)履行職責,理(li)(li)順工(gong)作機制,協調(diao)各(ge)方面、各(ge)層(ceng)次能(neng)源管理(li)(li)部門之間的關(guan)(guan)系(xi),形(xing)成以能(neng)源主管部門牽頭,各(ge)方協同,統籌管理(li)(li)全(quan)市能(neng)源相關(guan)(guan)事務(wu)(wu)的格局(ju)。
能源(yuan)主(zhu)管(guan)部門(men)(men)要制(zhi)定(ding)實(shi)施(shi)方案,分解落實(shi)目標任務,責任分配(pei)到(dao)位、任務落實(shi)到(dao)人,嚴(yan)格執行“問(wen)責制(zhi)”和相(xiang)應的獎罰制(zhi)度。能源(yuan)主(zhu)管(guan)部門(men)(men)要密(mi)切跟蹤工作進展,掌(zhang)握目標任務完成情(qing)況,督促各項措施(shi)落到(dao)實(shi)處、見到(dao)實(shi)效(xiao)。在實(shi)施(shi)過程中,要定(ding)期組(zu)織開(kai)展評估檢(jian)查和考(kao)核評價,重大情(qing)況及時報(bao)告。
