CSPPLAZA光熱發電網訊:1月5日,甘(gan)肅省人民政府辦公廳發布關于印(yin)發甘(gan)肅省“十四(si)五”能源發展(zhan)規(gui)劃的通(tong)知(簡(jian)稱《通(tong)知》),多次提及光熱發電(dian)。


《通知》明確了十(shi)四五(wu)時期甘肅能(neng)源(yuan)發(fa)展(zhan)(zhan)目標(biao):到2025年,以新能(neng)源(yuan)為代(dai)表的河(he)西走廊清潔能(neng)源(yuan)基地可持(chi)續發(fa)展(zhan)(zhan)能(neng)力(li)(li)(li)(li)全(quan)(quan)面提升,隴東綜(zong)合能(neng)源(yuan)基地建設(she)取得重要進(jin)展(zhan)(zhan),以新能(neng)源(yuan)為主體(ti)的新型電(dian)力(li)(li)(li)(li)系統基本建立,全(quan)(quan)省(sheng)能(neng)源(yuan)生(sheng)(sheng)產和供應能(neng)力(li)(li)(li)(li)建設(she)、煤電(dian)一體(ti)化發(fa)展(zhan)(zhan)和資(zi)源(yuan)綜(zong)合利用(yong)取得重大突破。可再(zai)生(sheng)(sheng)能(neng)源(yuan)發(fa)電(dian)裝機(ji)占(zhan)(zhan)電(dian)力(li)(li)(li)(li)總(zong)裝機(ji)超(chao)過65%,非化石能(neng)源(yuan)占(zhan)(zhan)能(neng)源(yuan)消(xiao)費總(zong)量(liang)比(bi)重達(da)到30%,可再(zai)生(sheng)(sheng)能(neng)源(yuan)發(fa)電(dian)量(liang)達(da)到全(quan)(quan)社會(hui)用(yong)電(dian)量(liang)的60%左右。完成可再(zai)生(sheng)(sheng)能(neng)源(yuan)電(dian)力(li)(li)(li)(li)消(xiao)納(na)(na)責任(ren)權重50%以上和非水電(dian)可再(zai)生(sheng)(sheng)能(neng)源(yuan)電(dian)力(li)(li)(li)(li)消(xiao)納(na)(na)責任(ren)權重23%目標(biao)任(ren)務。

如上(shang)表,到2025年(nian)甘(gan)肅光(guang)熱(re)發電裝機計劃由2020年(nian)的(de)16萬千瓦(wa)增長(chang)至2025年(nian)的(de)100萬千瓦(wa),年(nian)均增長(chang)44.27%。


針對河西走廊新能(neng)源(yuan)重點開(kai)發(fa)(fa)區(qu),“十四五(wu)”時期將(jiang)充(chong)分(fen)發(fa)(fa)揮資源(yuan)稟賦優勢,大力(li)發(fa)(fa)展風(feng)(feng)電(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)、太陽能(neng)光熱(re)發(fa)(fa)電(dian)(dian)等(deng)非化石能(neng)源(yuan)電(dian)(dian)力(li),形成可再生能(neng)源(yuan)多輪驅(qu)動(dong)的能(neng)源(yuan)供應體系。支(zhi)持酒泉地(di)區(qu)在千(qian)(qian)萬千(qian)(qian)瓦級風(feng)(feng)電(dian)(dian)基地(di)的基礎上向特大型風(feng)(feng)電(dian)(dian)基地(di)邁進(jin),積(ji)極推進(jin)太陽能(neng)光熱(re)發(fa)(fa)電(dian)(dian)無補貼發(fa)(fa)展,形成風(feng)(feng)電(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)、光熱(re)發(fa)(fa)電(dian)(dian)、儲(chu)能(neng)等(deng)融(rong)合(he)發(fa)(fa)展新格(ge)局。


《通知》指(zhi)出,要全面推進高質量新(xin)(xin)能源(yuan)(yuan)(yuan)生(sheng)產基地建(jian)設。按照集中與(yu)分散(san)并舉、打捆送出與(yu)就(jiu)地消納相結合的原(yuan)則,合理利用區域內風(feng)、光資源(yuan)(yuan)(yuan),重點(dian)推動建(jian)設以風(feng)電(dian)、太陽(yang)能發電(dian)為(wei)核心的新(xin)(xin)能源(yuan)(yuan)(yuan)生(sheng)產基地,著力增加(jia)風(feng)電(dian)、光伏發電(dian)、太陽(yang)能光熱發電(dian)等(deng)非化石能源(yuan)(yuan)(yuan)供給,加(jia)快構建(jian)多(duo)元(yuan)互補的新(xin)(xin)能源(yuan)(yuan)(yuan)供應(ying)體系。


同(tong)時,要統籌推進(jin)風(feng)(feng)(feng)光(guang)熱(re)氣(qi)協調(diao)發(fa)(fa)(fa)(fa)(fa)展。推進(jin)太陽(yang)能(neng)(neng)(neng)光(guang)熱(re)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)與風(feng)(feng)(feng)光(guang)電(dian)(dian)(dian)協同(tong)發(fa)(fa)(fa)(fa)(fa)展。繼續深化(hua)完善太陽(yang)能(neng)(neng)(neng)光(guang)熱(re)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)資源調(diao)查(cha)評價(jia)工(gong)作,建立光(guang)熱(re)項(xiang)目儲(chu)備庫,推動建設光(guang)熱(re)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)與光(guang)伏發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)、風(feng)(feng)(feng)電(dian)(dian)(dian)互補調(diao)節的風(feng)(feng)(feng)光(guang)熱(re)綜合可(ke)再(zai)生能(neng)(neng)(neng)源發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)基地。在(zai)資源富集、建設條(tiao)件優(you)越的敦煌(huang)、阿克塞、肅北(bei)、金塔、玉(yu)門(men)、高臺、金川、民勤(qin)、古浪、景泰等地區(qu)謀劃實施“光(guang)熱(re)+風(feng)(feng)(feng)光(guang)電(dian)(dian)(dian)”一體化(hua)項(xiang)目,增強(qiang)自(zi)我調(diao)峰能(neng)(neng)(neng)力,實現光(guang)熱(re)項(xiang)目無(wu)補貼發(fa)(fa)(fa)(fa)(fa)展。支持能(neng)(neng)(neng)源企(qi)業攻堅太陽(yang)能(neng)(neng)(neng)光(guang)熱(re)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)關鍵技術,為全國大規(gui)模發(fa)(fa)(fa)(fa)(fa)展太陽(yang)能(neng)(neng)(neng)光(guang)熱(re)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)奠定堅實基礎。


此(ci)外,要加快能(neng)源系統智(zhi)能(neng)升級。推動儲能(neng)電(dian)站、光熱電(dian)站、虛擬電(dian)站等示(shi)范(fan)工程建設,加強(qiang)多(duo)種能(neng)源與(yu)儲水、儲熱、儲氣設施集成互補,構建面向高比(bi)例可再生能(neng)源的(de)基礎設施智(zhi)能(neng)支撐體系。


對外合(he)作開放方面,要鼓(gu)勵支持(chi)光熱發(fa)電企(qi)業(ye)(ye)加大(da)研發(fa)力度,推動技術(shu)進步、成本(ben)降低(di),持(chi)續推進光熱發(fa)電項(xiang)目建設,為光熱發(fa)電企(qi)業(ye)(ye)“走出(chu)去(qu)”,拓展海外市場(chang)創造條(tiao)件。


鼓勵(li)引導能源(yuan)技術突(tu)破和示(shi)范方面(mian),要加強風(feng)電(dian)(dian)、光(guang)伏發(fa)(fa)電(dian)(dian)、光(guang)熱發(fa)(fa)電(dian)(dian)、熔鹽儲熱材料、智能電(dian)(dian)網、儲能、制(zhi)氫(qing)等(deng)關鍵技術研發(fa)(fa)與(yu)示(shi)范,推進多種(zhong)能源(yuan)互補協調(diao)運(yun)行(xing)。加大(da)對光(guang)熱項目的科(ke)研支持力(li)度,進一步推進光(guang)熱發(fa)(fa)電(dian)(dian)產業(ye)技術創(chuang)新,形成光(guang)熱發(fa)(fa)電(dian)(dian)產業(ye)技術創(chuang)新基地。鼓勵(li)在金昌等(deng)地建設綠氫(qing)產業(ye)示(shi)范園,打造風(feng)光(guang)氫(qing)儲一體化能源(yuan)供給中心。

甘肅省“十四五(wu)”能源(yuan)發展規劃

能源(yuan)(yuan)是(shi)(shi)(shi)支撐全省(sheng)經濟社會發展(zhan)和民生改(gai)善的(de)重要基礎(chu),是(shi)(shi)(shi)促(cu)進經濟發展(zhan)方(fang)式轉變和經濟結(jie)構(gou)調整的(de)重要抓(zhua)手,是(shi)(shi)(shi)實現“碳(tan)達峰、碳(tan)中和”目標的(de)重要領域。為深(shen)入推(tui)動能源(yuan)(yuan)革命,加快構(gou)建清潔低碳(tan)、安全高效(xiao)的(de)現代(dai)能源(yuan)(yuan)體系,根據《甘(gan)肅省(sheng)國民經濟和社會發展(zhan)第(di)十四個五年(nian)規劃和二○三五年(nian)遠景目標綱(gang)要》(甘(gan)政發〔2021〕18號(hao))精神,結(jie)合實際(ji),特(te)制定本規劃。規劃期為2021—2025年(nian)。

我省(sheng)風(feng)能、太陽能、水(shui)能、煤(mei)炭、石(shi)油(you)、天(tian)然氣(qi)等能源(yuan)(yuan)(yuan)(yuan)種類齊全(quan)(quan)、資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)豐富,是(shi)國(guo)(guo)家(jia)重要的(de)綜(zong)合能源(yuan)(yuan)(yuan)(yuan)基(ji)地(di)和陸(lu)上能源(yuan)(yuan)(yuan)(yuan)輸送大通道,在國(guo)(guo)家(jia)能源(yuan)(yuan)(yuan)(yuan)發(fa)展戰略(lve)中(zhong)占有重要地(di)位。新能源(yuan)(yuan)(yuan)(yuan)可(ke)(ke)開(kai)發(fa)量(liang)(liang)整體位居(ju)全(quan)(quan)國(guo)(guo)前列,主要集中(zhong)在河西地(di)區,開(kai)發(fa)條件較(jiao)好(hao),根(gen)據(ju)中(zhong)國(guo)(guo)氣(qi)象(xiang)局2020年資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)評估成果(guo),全(quan)(quan)國(guo)(guo)風(feng)能技術(shu)開(kai)發(fa)量(liang)(liang)99億(yi)(yi)千瓦(wa)(wa),其中(zhong)我省(sheng)5.6億(yi)(yi)千瓦(wa)(wa),全(quan)(quan)國(guo)(guo)排(pai)(pai)(pai)(pai)名(ming)第(di)4,隨著低(di)風(feng)速(su)風(feng)機普(pu)及利(li)用(yong)(yong),風(feng)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)開(kai)發(fa)量(liang)(liang)還將進一步提升(sheng);全(quan)(quan)國(guo)(guo)光(guang)伏發(fa)電技術(shu)開(kai)發(fa)量(liang)(liang)1287億(yi)(yi)千瓦(wa)(wa),其中(zhong)我省(sheng)95億(yi)(yi)千瓦(wa)(wa),全(quan)(quan)國(guo)(guo)排(pai)(pai)(pai)(pai)名(ming)第(di)5,開(kai)發(fa)利(li)用(yong)(yong)空(kong)間巨大。煤(mei)炭探(tan)明(ming)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)儲(chu)量(liang)(liang)291.74億(yi)(yi)噸,保有資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)儲(chu)量(liang)(liang)278.34億(yi)(yi)噸;石(shi)油(you)剩余探(tan)明(ming)技術(shu)可(ke)(ke)采(cai)儲(chu)量(liang)(liang)3.83億(yi)(yi)噸,全(quan)(quan)國(guo)(guo)排(pai)(pai)(pai)(pai)名(ming)第(di)4;天(tian)然氣(qi)剩余探(tan)明(ming)技術(shu)可(ke)(ke)采(cai)儲(chu)量(liang)(liang)581.05億(yi)(yi)立(li)方米,全(quan)(quan)國(guo)(guo)排(pai)(pai)(pai)(pai)名(ming)第(di)13。

“十三五”以來,我省(sheng)深入實施(shi)“四個革命、一個合作(zuo)”能(neng)源(yuan)安全新戰略,能(neng)源(yuan)資(zi)源(yuan)配置不(bu)斷優化,綜合性能(neng)源(yuan)通道能(neng)力(li)(li)不(bu)斷加強,多元能(neng)源(yuan)安全供應體系基本建成,能(neng)源(yuan)消納能(neng)力(li)(li)顯(xian)著提(ti)升(sheng),能(neng)源(yuan)體制改(gai)革穩步推進(jin),能(neng)源(yuan)發展質(zhi)量和(he)效益(yi)不(bu)斷提(ti)高,為全省(sheng)經濟社會發展提(ti)供了有(you)力(li)(li)支撐(cheng)。

能(neng)源結構持續優化升級。全(quan)(quan)省(sheng)煤炭生產(chan)占一次能(neng)源生產(chan)總(zong)量(liang)(liang)比重(zhong)逐年下(xia)(xia)降,非化石(shi)能(neng)源供(gong)給能(neng)力(li)不斷(duan)提升。截至2020年底,全(quan)(quan)省(sheng)風電(dian)(dian)(dian)裝機(ji)(ji)1373萬(wan)千(qian)(qian)瓦,占全(quan)(quan)國裝機(ji)(ji)的(de)(de)4.9%;光伏裝機(ji)(ji)982萬(wan)千(qian)(qian)瓦,占全(quan)(quan)國裝機(ji)(ji)的(de)(de)3.9%。新(xin)能(neng)源裝機(ji)(ji)占全(quan)(quan)省(sheng)電(dian)(dian)(dian)力(li)裝機(ji)(ji)的(de)(de)42%,居全(quan)(quan)國前列(lie)。隨著酒泉至湖(hu)南(nan)±800千(qian)(qian)伏特(te)高(gao)(gao)壓直流輸(shu)電(dian)(dian)(dian)工程的(de)(de)建成,綠色(se)新(xin)能(neng)源電(dian)(dian)(dian)力(li)通過酒湖(hu)直流以(yi)及交流通道跨區外(wai)(wai)送(song)電(dian)(dian)(dian)量(liang)(liang)顯著增長,2020年全(quan)(quan)年外(wai)(wai)送(song)電(dian)(dian)(dian)量(liang)(liang)520億千(qian)(qian)瓦時(shi),其(qi)中新(xin)能(neng)源外(wai)(wai)送(song)電(dian)(dian)(dian)量(liang)(liang)達146億千(qian)(qian)瓦時(shi),占比28%。“十(shi)三(san)五”期間通過政策引(yin)導關閉退出小煤礦(kuang)100處,淘(tao)汰落后煤炭產(chan)能(neng)1400萬(wan)噸,基(ji)本淘(tao)汰30萬(wan)噸/年以(yi)下(xia)(xia)煤礦(kuang),煤炭產(chan)業(ye)結構進一步(bu)優化,產(chan)業(ye)集(ji)中度不斷(duan)提高(gao)(gao),轉型升級取(qu)得實質性(xing)進展。煤炭清潔生產(chan)水平(ping)不斷(duan)提高(gao)(gao),建成選煤廠6處,洗(xi)(xi)選能(neng)力(li)達到2880萬(wan)噸/年,入洗(xi)(xi)率75%。

新(xin)能(neng)(neng)(neng)(neng)源(yuan)消納能(neng)(neng)(neng)(neng)力顯著提升。2016年國家批復我省(sheng)開展可再(zai)生(sheng)能(neng)(neng)(neng)(neng)源(yuan)就近消納試點、建(jian)設新(xin)能(neng)(neng)(neng)(neng)源(yuan)綜合示范區后(hou),我省(sheng)相繼出臺《甘肅省(sheng)新(xin)能(neng)(neng)(neng)(neng)源(yuan)消納實施方(fang)(fang)案(an)》《甘肅省(sheng)解決棄風棄光(guang)問題(ti)專項行(xing)動方(fang)(fang)案(an)》《甘肅省(sheng)實施能(neng)(neng)(neng)(neng)源(yuan)結構調整三年行(xing)動方(fang)(fang)案(an)》等(deng)一系列政策措施,大力推進直購電交易、新(xin)能(neng)(neng)(neng)(neng)源(yuan)替(ti)代(dai)(dai)自備(bei)電廠發電,加(jia)快建(jian)設敦煌100%可再(zai)生(sheng)能(neng)(neng)(neng)(neng)源(yuan)利用(yong)城市、清潔能(neng)(neng)(neng)(neng)源(yuan)供(gong)暖和電能(neng)(neng)(neng)(neng)替(ti)代(dai)(dai)等(deng)示范工程,全(quan)力破解新(xin)能(neng)(neng)(neng)(neng)源(yuan)消納瓶頸,棄風、棄光(guang)率分別由(you)最(zui)高時的(de)43%、30%下降至2020年的(de)6%、2%,基本(ben)完成了國家確定的(de)新(xin)能(neng)(neng)(neng)(neng)源(yuan)消納目(mu)標要(yao)求(qiu)。

清潔能(neng)源(yuan)(yuan)項(xiang)目(mu)建(jian)設(she)(she)取得(de)突(tu)破。“十(shi)三(san)五”以來,國家能(neng)源(yuan)(yuan)局積(ji)極支持我省利用資源(yuan)(yuan)稟賦和產業(ye)基礎優勢,開展一(yi)系列(lie)國家新(xin)(xin)能(neng)源(yuan)(yuan)示(shi)范(fan)項(xiang)目(mu)建(jian)設(she)(she),鞏固提升國家新(xin)(xin)能(neng)源(yuan)(yuan)基地的(de)地位。首航(hang)節能(neng)敦煌10萬(wan)千瓦(wa)(wa)熔(rong)(rong)鹽(yan)塔式光熱發(fa)電(dian)示(shi)范(fan)項(xiang)目(mu)、敦煌大成5萬(wan)千瓦(wa)(wa)熔(rong)(rong)鹽(yan)線性菲(fei)涅(nie)爾式光熱發(fa)電(dian)示(shi)范(fan)項(xiang)目(mu)、中核匯能(neng)甘(gan)肅礦(kuang)區(qu)(qu)黑崖子5萬(wan)千瓦(wa)(wa)平價風電(dian)示(shi)范(fan)項(xiang)目(mu)、網域大規模720兆瓦(wa)(wa)時電(dian)池(chi)儲能(neng)電(dian)站試驗(yan)示(shi)范(fan)項(xiang)目(mu)等多個新(xin)(xin)能(neng)源(yuan)(yuan)示(shi)范(fan)項(xiang)目(mu)成為全(quan)國首例,新(xin)(xin)能(neng)源(yuan)(yuan)綜合示(shi)范(fan)區(qu)(qu)建(jian)設(she)(she)成效(xiao)逐步顯現(xian)。

電(dian)(dian)網(wang)網(wang)架(jia)結構不斷強化(hua)。“十三五(wu)”期間(jian),建成首條以輸(shu)送(song)(song)新(xin)能源為(wei)主的特高壓(ya)直流輸(shu)電(dian)(dian)通(tong)(tong)道(dao),跨省(sheng)區外送(song)(song)電(dian)(dian)量(liang)連(lian)年增長(chang)。我(wo)省(sheng)電(dian)(dian)網(wang)已通(tong)(tong)過18回750千(qian)(qian)伏(fu)線(xian)路(lu)與(yu)寧(ning)夏、青(qing)海、新(xin)疆和(he)陜(shan)西(xi)(xi)電(dian)(dian)網(wang)聯網(wang)運行(xing),輸(shu)電(dian)(dian)能力由2016年的1400萬千(qian)(qian)瓦(wa)提高到目前的2300萬千(qian)(qian)瓦(wa),形成了(le)東(dong)(dong)(dong)(dong)聯陜(shan)西(xi)(xi)、北(bei)通(tong)(tong)寧(ning)夏、西(xi)(xi)接青(qing)海、西(xi)(xi)北(bei)延至新(xin)疆的電(dian)(dian)網(wang)結構,電(dian)(dian)力電(dian)(dian)量(liang)交(jiao)換能力顯著(zhu)提升,進一步(bu)鞏固(gu)了(le)在西(xi)(xi)北(bei)電(dian)(dian)網(wang)中“坐中四連(lian)”的樞紐地位。省(sheng)內(nei)主網(wang)架(jia)實現了(le)從330千(qian)(qian)伏(fu)到750千(qian)(qian)伏(fu)的跨越升級,形成了(le)以蘭州、白(bai)銀(yin)為(wei)核心(xin),東(dong)(dong)(dong)(dong)西(xi)(xi)延伸、南北(bei)拓展的750千(qian)(qian)伏(fu)高電(dian)(dian)壓(ya)等級網(wang)架(jia)結構,從酒(jiu)泉自(zi)西(xi)(xi)向東(dong)(dong)(dong)(dong)的三回750千(qian)(qian)伏(fu)線(xian)路(lu)成為(wei)河(he)西(xi)(xi)新(xin)能源“西(xi)(xi)電(dian)(dian)東(dong)(dong)(dong)(dong)送(song)(song)”的重要保障(zhang)通(tong)(tong)道(dao)。

油(you)氣(qi)生產供(gong)應保障(zhang)能力持續增強(qiang)。油(you)氣(qi)勘探(tan)開發取得重大(da)突(tu)破(po),隴東地(di)區(qu)勘探(tan)發現省內(nei)首個大(da)氣(qi)田和(he)國內(nei)探(tan)明(ming)儲(chu)量(liang)最大(da)的頁巖油(you)大(da)油(you)田,新增天然氣(qi)探(tan)明(ming)儲(chu)量(liang)319億(yi)立方(fang)(fang)米(mi),石油(you)探(tan)明(ming)儲(chu)量(liang)5億(yi)噸。原油(you)產量(liang)穩步增長,天然氣(qi)產量(liang)快速(su)增加。2020年全省原油(you)產量(liang)969萬噸,天然氣(qi)產量(liang)3.9億(yi)立方(fang)(fang)米(mi);累計(ji)形成儲(chu)氣(qi)能力0.84億(yi)立方(fang)(fang)米(mi)。

能源領域體制改(gai)革有序(xu)(xu)推進。深入推進首批(pi)電(dian)力現貨市場(chang)試點(dian),率先開(kai)展省間現貨交(jiao)(jiao)易(yi)。規范完善電(dian)力市場(chang)建(jian)(jian)設與運行,有序(xu)(xu)推進電(dian)力直接(jie)交(jiao)(jiao)易(yi)、跨(kua)省區交(jiao)(jiao)易(yi)、合同電(dian)量轉讓交(jiao)(jiao)易(yi)等(deng)中長期交(jiao)(jiao)易(yi)市場(chang)建(jian)(jian)設。組建(jian)(jian)甘(gan)肅省電(dian)力交(jiao)(jiao)易(yi)中心(xin)和(he)電(dian)力市場(chang)管理委員(yuan)會,逐(zhu)步有序(xu)(xu)放開(kai)發用電(dian)計(ji)劃(hua),試點(dian)推進售電(dian)側(ce)改(gai)革。支持民營企業(ye)參與天然氣(qi)管道建(jian)(jian)設。

能(neng)源扶(fu)貧(pin)(pin)(pin)(pin)惠民工程(cheng)成(cheng)效顯著。“十三(san)五”以來,累計投(tou)資52億元實(shi)施農村(cun)電(dian)(dian)(dian)網(wang)改造(zao)工程(cheng),加快(kuai)補齊農村(cun)電(dian)(dian)(dian)網(wang)短板(ban)。“一(yi)(yi)區(qu)一(yi)(yi)州(zhou)”和18個深度貧(pin)(pin)(pin)(pin)困(kun)縣脫(tuo)貧(pin)(pin)(pin)(pin)攻堅(jian)電(dian)(dian)(dian)網(wang)建設任務提前竣工,大電(dian)(dian)(dian)網(wang)延伸(shen)范(fan)圍(wei)內實(shi)現戶(hu)戶(hu)通電(dian)(dian)(dian)、村(cun)村(cun)通動(dong)力電(dian)(dian)(dian)。深入(ru)實(shi)施光伏扶(fu)貧(pin)(pin)(pin)(pin)工程(cheng),建設光伏扶(fu)貧(pin)(pin)(pin)(pin)項目規模127.6萬(wan)千瓦,惠及3896個建檔(dang)立(li)卡貧(pin)(pin)(pin)(pin)困(kun)村(cun)、18.92萬(wan)建檔(dang)立(li)卡貧(pin)(pin)(pin)(pin)困(kun)戶(hu),一(yi)(yi)大批貧(pin)(pin)(pin)(pin)困(kun)村(cun)村(cun)集體經濟(ji)收(shou)入(ru)實(shi)現“零”的(de)突破,為產業基礎(chu)薄(bo)弱地區(qu)探索了一(yi)(yi)條脫(tuo)貧(pin)(pin)(pin)(pin)發展的(de)新(xin)路子,奠定(ding)了鄉村(cun)振興的(de)堅(jian)實(shi)基礎(chu)。

世界能(neng)源(yuan)(yuan)(yuan)(yuan)清(qing)潔(jie)低(di)碳發(fa)展(zhan)趨勢明顯,為我省(sheng)建設(she)現代(dai)(dai)能(neng)源(yuan)(yuan)(yuan)(yuan)體(ti)系(xi)指明方(fang)向。世界上主(zhu)要國(guo)家把清(qing)潔(jie)低(di)碳作為保(bao)障能(neng)源(yuan)(yuan)(yuan)(yuan)安全(quan)、引領技(ji)術創新(xin)的重要方(fang)面,推動全(quan)球能(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)需(xu)體(ti)系(xi)向低(di)碳化(hua)(hua)、無碳化(hua)(hua)加(jia)快轉型(xing),能(neng)源(yuan)(yuan)(yuan)(yuan)開發(fa)方(fang)式(shi)向集中(zhong)式(shi)與分散(san)式(shi)并重轉變(bian),利用技(ji)術向自動化(hua)(hua)智能(neng)化(hua)(hua)轉變(bian)。從我國(guo)“十四五(wu)”能(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)展(zhan)形勢看,煤(mei)炭(tan)、石油(you)增(zeng)速不(bu)斷放緩,天然氣、非化(hua)(hua)石能(neng)源(yuan)(yuan)(yuan)(yuan)等發(fa)展(zhan)迅速,這為我省(sheng)優(you)化(hua)(hua)煤(mei)炭(tan)生產布(bu)局、推進煤(mei)炭(tan)清(qing)潔(jie)高效利用、大(da)力發(fa)展(zhan)清(qing)潔(jie)能(neng)源(yuan)(yuan)(yuan)(yuan)、加(jia)快電能(neng)替代(dai)(dai)、構(gou)建現代(dai)(dai)能(neng)源(yuan)(yuan)(yuan)(yuan)體(ti)系(xi)指明了(le)方(fang)向。

我國(guo)“碳(tan)達(da)峰、碳(tan)中(zhong)和(he)”戰(zhan)略目標(biao),為(wei)我省壯大清(qing)潔能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)產業帶來新(xin)機遇。2020年9月(yue)和(he)12月(yue),習近平(ping)總書(shu)記先(xian)后提出(chu)了“二氧化(hua)碳(tan)排(pai)放力(li)爭(zheng)于(yu)2030年前達(da)到(dao)(dao)峰值(zhi),努(nu)力(li)爭(zheng)取2060年前實現碳(tan)中(zhong)和(he)”“到(dao)(dao)2030年,風電(dian)、太陽能(neng)(neng)(neng)(neng)發電(dian)總裝(zhuang)機容(rong)量將達(da)到(dao)(dao)12億千瓦(wa)以上”的(de)目標(biao)要求。當前化(hua)石(shi)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)仍是我國(guo)碳(tan)排(pai)放的(de)主要來源(yuan)(yuan)(yuan)(yuan)(yuan),“碳(tan)達(da)峰、碳(tan)中(zhong)和(he)”目標(biao)將加速能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)消(xiao)費結構調(diao)整和(he)清(qing)潔能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)利(li)用(yong)比重(zhong)提升。隨著風電(dian)、光伏(fu)發電(dian)等可(ke)再生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)及儲能(neng)(neng)(neng)(neng)使用(yong)成(cheng)本(ben)降低,可(ke)再生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)在(zai)一次(ci)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)供(gong)應中(zhong)的(de)競(jing)爭(zheng)力(li)不(bu)斷增強,為(wei)我省利(li)用(yong)資源(yuan)(yuan)(yuan)(yuan)(yuan)稟賦加快發展新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)帶來新(xin)的(de)機遇。

同時,發(fa)展(zhan)(zhan)不(bu)(bu)平(ping)衡不(bu)(bu)充分依然是我省能(neng)源(yuan)發(fa)展(zhan)(zhan)面臨的(de)(de)(de)主要矛盾。在能(neng)源(yuan)消費增速(su)由高速(su)向(xiang)中低(di)速(su)轉變的(de)(de)(de)過程中,受(shou)內外部市場消費水平(ping)降低(di)等因素的(de)(de)(de)影響,實現能(neng)源(yuan)穩定(ding)發(fa)展(zhan)(zhan)的(de)(de)(de)不(bu)(bu)確定(ding)因素增多(duo);風(feng)電和(he)光伏發(fa)電固有的(de)(de)(de)間歇性(xing)(xing)和(he)波動性(xing)(xing)給電力系(xi)統穩定(ding)運行帶(dai)來挑戰,調峰能(neng)力短板(ban)突出,電力系(xi)統靈(ling)活性(xing)(xing)亟(ji)待提升;大(da)規模新能(neng)源(yuan)開(kai)發(fa)與(yu)(yu)電網(wang)安全、輸(shu)(shu)送消納之間的(de)(de)(de)關系(xi)還需(xu)要進一步(bu)協調,電網(wang)的(de)(de)(de)輸(shu)(shu)配(pei)電能(neng)力和(he)智(zhi)能(neng)化水平(ping)還有待提高;煤炭(tan)供需(xu)不(bu)(bu)平(ping)衡的(de)(de)(de)問題依然存(cun)在,河西地(di)區缺煤與(yu)(yu)隴東煤炭(tan)外運通道不(bu)(bu)暢(chang)問題并(bing)存(cun),時段性(xing)(xing)煤炭(tan)供應(ying)緊(jin)張并(bing)未根(gen)本解決;油氣資源(yuan)勘探開(kai)發(fa)投入不(bu)(bu)足,冬季天然氣保障(zhang)能(neng)力不(bu)(bu)足。

到(dao)2025年,以(yi)新(xin)能(neng)源(yuan)(yuan)為代表的河西(xi)走廊清潔(jie)能(neng)源(yuan)(yuan)基地可持續(xu)發(fa)展(zhan)能(neng)力全面提升,隴東綜合(he)能(neng)源(yuan)(yuan)基地建設取得(de)重(zhong)要(yao)進展(zhan),以(yi)新(xin)能(neng)源(yuan)(yuan)為主體(ti)的新(xin)型電力系統基本(ben)建立(li),全省(sheng)能(neng)源(yuan)(yuan)生產和(he)供(gong)應能(neng)力建設、煤電一體(ti)化(hua)發(fa)展(zhan)和(he)資(zi)源(yuan)(yuan)綜合(he)利用取得(de)重(zhong)大(da)突破。全省(sheng)能(neng)源(yuan)(yuan)自給有余,形成規模(mo)化(hua)電力和(he)成品油外(wai)送(song)發(fa)展(zhan)格局。

——能(neng)源供給能(neng)力持續增強。到2025年(nian),全(quan)省能(neng)源生產總(zong)量(liang)達(da)到12447萬(wan)噸(dun)標準煤(mei),其中煤(mei)炭產量(liang)7000萬(wan)噸(dun)、原油產量(liang)1140萬(wan)噸(dun)、天然氣(qi)產量(liang)20億立方米;電力裝(zhuang)機規模達(da)到12680萬(wan)千瓦。

——能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)清潔化水平明顯提高。可再生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)電(dian)裝(zhuang)機(ji)占電(dian)力總(zong)(zong)裝(zhuang)機(ji)超過(guo)65%,非化石能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)占能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)費總(zong)(zong)量(liang)(liang)比重(zhong)達(da)(da)到30%,可再生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)電(dian)量(liang)(liang)達(da)(da)到全社(she)會用電(dian)量(liang)(liang)的60%左右。完成可再生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)電(dian)力消(xiao)納責任(ren)(ren)(ren)權重(zhong)50%以上和非水電(dian)可再生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)電(dian)力消(xiao)納責任(ren)(ren)(ren)權重(zhong)23%目標(biao)任(ren)(ren)(ren)務。

——能(neng)(neng)源(yuan)能(neng)(neng)效水平(ping)穩(wen)步(bu)提(ti)升(sheng)。單位(wei)GDP二氧化碳排(pai)放強度(du)和能(neng)(neng)耗強度(du)持續下降,完成國家下達目(mu)標任務。能(neng)(neng)源(yuan)行業綠色發展水平(ping)顯著提(ti)升(sheng),工業用能(neng)(neng)效率不斷提(ti)高,建筑交通節能(neng)(neng)全(quan)面推進,城鄉居民用能(neng)(neng)水平(ping)明顯改(gai)善。



三、發(fa)展(zhan)布局(ju)

“十四五”時(shi)期(qi),能(neng)源(yuan)發(fa)展(zhan)(zhan)要突出(chu)構建(jian)現代能(neng)源(yuan)多元(yuan)供給體系,立足能(neng)源(yuan)資源(yuan)稟賦和(he)發(fa)展(zhan)(zhan)條件(jian),面向省(sheng)內外能(neng)源(yuan)市(shi)場需求(qiu),以深(shen)化能(neng)源(yuan)領域供給側結構性改革為重點(dian),推動(dong)可(ke)再生能(neng)源(yuan)持續快(kuai)速發(fa)展(zhan)(zhan),強化煤炭和(he)油氣綠色高效開(kai)采(cai),統籌能(neng)源(yuan)和(he)產業融合協(xie)調發(fa)展(zhan)(zhan),增(zeng)強能(neng)源(yuan)發(fa)展(zhan)(zhan)的整體協(xie)調性和(he)供應的穩定(ding)性,協(xie)調推進不同區域各(ge)具特(te)色的能(neng)源(yuan)開(kai)發(fa)、運(yun)輸和(he)加(jia)工利用,形成優勢(shi)互(hu)補、輸轉通暢的能(neng)源(yuan)發(fa)展(zhan)(zhan)格局。

(一)河西走(zou)廊新能源重點開發(fa)區

河西(xi)走廊是全省乃至全國風(feng)能(neng)(neng)資源和太陽(yang)(yang)能(neng)(neng)資源最豐富的(de)地(di)(di)(di)區之一(yi),建(jian)設大(da)型平價(jia)風(feng)光(guang)(guang)電(dian)(dian)(dian)基(ji)地(di)(di)(di)的(de)條(tiao)件得天獨厚(hou)。“十四五”時(shi)期,充分發(fa)揮(hui)資源稟(bing)賦優勢,大(da)力(li)發(fa)展風(feng)電(dian)(dian)(dian)、光(guang)(guang)伏發(fa)電(dian)(dian)(dian)、太陽(yang)(yang)能(neng)(neng)光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)等非化石(shi)能(neng)(neng)源電(dian)(dian)(dian)力(li),形(xing)(xing)成(cheng)可再(zai)生能(neng)(neng)源多輪驅動(dong)(dong)的(de)能(neng)(neng)源供應體系。推(tui)進風(feng)光(guang)(guang)電(dian)(dian)(dian)低價(jia)上(shang)網,進一(yi)步提(ti)高可再(zai)生能(neng)(neng)源發(fa)電(dian)(dian)(dian)規模和比重,使(shi)可再(zai)生能(neng)(neng)源成(cheng)為區域內(nei)主(zhu)要電(dian)(dian)(dian)源,逐步建(jian)成(cheng)支(zhi)撐新能(neng)(neng)源發(fa)電(dian)(dian)(dian)的(de)電(dian)(dian)(dian)力(li)系統,推(tui)動(dong)(dong)風(feng)電(dian)(dian)(dian)、光(guang)(guang)伏發(fa)電(dian)(dian)(dian)引領未來電(dian)(dian)(dian)力(li)供應增長。支(zhi)持(chi)酒泉地(di)(di)(di)區在千萬(wan)千瓦級風(feng)電(dian)(dian)(dian)基(ji)地(di)(di)(di)的(de)基(ji)礎(chu)上(shang)向特大(da)型風(feng)電(dian)(dian)(dian)基(ji)地(di)(di)(di)邁(mai)進,積極推(tui)進太陽(yang)(yang)能(neng)(neng)光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)無補(bu)貼發(fa)展,形(xing)(xing)成(cheng)風(feng)電(dian)(dian)(dian)、光(guang)(guang)伏發(fa)電(dian)(dian)(dian)、光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)、儲能(neng)(neng)等融合發(fa)展新格局。打造(zao)金(昌)張(掖)武(威(wei))千萬(wan)千瓦級風(feng)光(guang)(guang)電(dian)(dian)(dian)基(ji)地(di)(di)(di),建(jian)成(cheng)河西(xi)第(di)二條(tiao)特高壓直流(liu)輸送通道,加快隴(long)電(dian)(dian)(dian)入滬工程前期論證。聚焦新能(neng)(neng)源關鍵技(ji)術(shu),強化產(chan)學研用協(xie)調聯(lian)動(dong)(dong),構建(jian)完整產(chan)業鏈條(tiao),形(xing)(xing)成(cheng)輻(fu)射絲綢(chou)之路(lu)沿線省區及(ji)國家的(de)產(chan)業集群。

(二)隴東和東南(nan)部多能互補(bu)綜合能源開發利(li)用區

這一地區(qu)包括隴東(dong)(dong)平涼、慶(qing)陽兩市(shi)和(he)(he)東(dong)(dong)南部(bu)天水(shui)、隴南兩市(shi),其中隴東(dong)(dong)地區(qu)是鄂爾(er)多斯國(guo)家能(neng)源(yuan)(yuan)(yuan)戰略基(ji)地的(de)重(zhong)要(yao)(yao)組成部(bu)分(fen),化石能(neng)源(yuan)(yuan)(yuan)資(zi)(zi)源(yuan)(yuan)(yuan)儲(chu)量豐(feng)富,是全(quan)省煤(mei)(mei)炭(tan)、石油、天然氣資(zi)(zi)源(yuan)(yuan)(yuan)稟(bing)賦存量最大的(de)區(qu)域,勘(kan)探開(kai)(kai)發利(li)用(yong)的(de)前景(jing)廣闊、潛力(li)(li)巨大,且具備風(feng)能(neng)資(zi)(zi)源(yuan)(yuan)(yuan)開(kai)(kai)發建(jian)設的(de)條(tiao)件,建(jian)設隴東(dong)(dong)綜合(he)能(neng)源(yuan)(yuan)(yuan)基(ji)地條(tiao)件優(you)越。“十四(si)五”時期,隴東(dong)(dong)地區(qu)要(yao)(yao)以(yi)建(jian)設國(guo)家大型能(neng)源(yuan)(yuan)(yuan)基(ji)地為(wei)重(zhong)點(dian),加快建(jian)設隴東(dong)(dong)特高壓直流輸(shu)電(dian)工程及配套(tao)電(dian)源(yuan)(yuan)(yuan),逐步提(ti)升新能(neng)源(yuan)(yuan)(yuan)輸(shu)送比(bi)例。以(yi)煤(mei)(mei)炭(tan)綠色開(kai)(kai)發、煤(mei)(mei)電(dian)清潔高效生產、石油天然氣勘(kan)探開(kai)(kai)發為(wei)主(zhu),全(quan)力(li)(li)推(tui)進隴東(dong)(dong)綜合(he)能(neng)源(yuan)(yuan)(yuan)基(ji)地建(jian)設。進一步加強省內(nei)東(dong)(dong)部(bu)和(he)(he)東(dong)(dong)南部(bu)地區(qu)間能(neng)源(yuan)(yuan)(yuan)合(he)作,加快形成面(mian)向西南地區(qu)的(de)能(neng)源(yuan)(yuan)(yuan)輸(shu)送通(tong)道(dao),實(shi)現優(you)勢互補。天水(shui)市(shi)、隴南市(shi)要(yao)(yao)承接煤(mei)(mei)炭(tan)資(zi)(zi)源(yuan)(yuan)(yuan)異地轉化利(li)用(yong),有(you)序發展風(feng)電(dian)、光伏發電(dian)等非化石能(neng)源(yuan)(yuan)(yuan)和(he)(he)抽水(shui)蓄能(neng),形成清潔能(neng)源(yuan)(yuan)(yuan)、煤(mei)(mei)炭(tan)資(zi)(zi)源(yuan)(yuan)(yuan)綜合(he)利(li)用(yong)發展格局。

(三)中部(bu)和中南(nan)部(bu)能(neng)源融合創新區

這一(yi)地區包(bao)括蘭(lan)(lan)州(zhou)(zhou)(zhou)市、白銀(yin)市、定西市、臨(lin)夏州(zhou)(zhou)(zhou)、甘(gan)(gan)南州(zhou)(zhou)(zhou)、蘭(lan)(lan)州(zhou)(zhou)(zhou)新(xin)區。蘭(lan)(lan)州(zhou)(zhou)(zhou)市、白銀(yin)市、蘭(lan)(lan)州(zhou)(zhou)(zhou)新(xin)區是我省能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)費(fei)相對集(ji)中(zhong)的(de)地區,科研(yan)院所集(ji)中(zhong),能(neng)(neng)(neng)源(yuan)(yuan)(yuan)技(ji)術創新(xin)研(yan)發(fa)(fa)(fa)基礎(chu)好,具備能(neng)(neng)(neng)源(yuan)(yuan)(yuan)產(chan)業(ye)融合(he)創新(xin)示范的(de)條件,“十四五”時(shi)期要(yao)大(da)力(li)發(fa)(fa)(fa)展(zhan)分散式風(feng)電(dian)、分布式光伏發(fa)(fa)(fa)電(dian),形成分布式與(yu)集(ji)中(zhong)式相互融合(he)的(de)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)(fa)展(zhan)格局;加強能(neng)(neng)(neng)源(yuan)(yuan)(yuan)儲備與(yu)應急能(neng)(neng)(neng)力(li)建(jian)設,提高石(shi)油儲備能(neng)(neng)(neng)力(li),完善調峰儲氣設施,加大(da)綠(lv)色能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)費(fei),積極推(tui)進充(chong)電(dian)樁、新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)車、能(neng)(neng)(neng)源(yuan)(yuan)(yuan)大(da)數據、云計算、互聯網(wang)、人工智能(neng)(neng)(neng)等產(chan)業(ye),推(tui)動能(neng)(neng)(neng)源(yuan)(yuan)(yuan)與(yu)科技(ji)、經濟、產(chan)業(ye)深度融合(he),重點發(fa)(fa)(fa)展(zhan)新(xin)一(yi)代儲能(neng)(neng)(neng)設備、氫(qing)燃料電(dian)池等技(ji)術及產(chan)業(ye)化(hua)應用,加大(da)全產(chan)業(ye)鏈氫(qing)能(neng)(neng)(neng)技(ji)術研(yan)發(fa)(fa)(fa),推(tui)動氫(qing)能(neng)(neng)(neng)技(ji)術利用場景示范。白銀(yin)市、定西市、臨(lin)夏州(zhou)(zhou)(zhou)、甘(gan)(gan)南州(zhou)(zhou)(zhou)要(yao)圍繞黃河(he)流(liu)域生態保護和高質量發(fa)(fa)(fa)展(zhan)戰(zhan)略,堅(jian)持生態優先,積極推(tui)進黃河(he)上(shang)游(you)抽(chou)水(shui)蓄能(neng)(neng)(neng)電(dian)站建(jian)設,穩步(bu)推(tui)進風(feng)光電(dian)項(xiang)目建(jian)設,打造風(feng)光水(shui)儲綜合(he)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)基地。

四、大力發展新能源

(一)推動(dong)新能源持續快速躍(yue)升發展

1.全面推進高質量新能(neng)(neng)(neng)源生(sheng)產基地建(jian)(jian)設。按照集(ji)中與分(fen)散并舉、打捆送出(chu)與就地消納相結合(he)的原則,合(he)理利用區(qu)域(yu)內風、光(guang)資源,重點(dian)推動建(jian)(jian)設以風電(dian)、太陽(yang)能(neng)(neng)(neng)發(fa)電(dian)為核心的新能(neng)(neng)(neng)源生(sheng)產基地,著(zhu)力增加(jia)(jia)風電(dian)、光(guang)伏發(fa)電(dian)、太陽(yang)能(neng)(neng)(neng)光(guang)熱發(fa)電(dian)等非(fei)化石能(neng)(neng)(neng)源供(gong)給,加(jia)(jia)快構建(jian)(jian)多元互補的新能(neng)(neng)(neng)源供(gong)應體(ti)系。

2.加快(kuai)推(tui)(tui)進風(feng)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)地(di)(di)建(jian)(jian)設。加快(kuai)推(tui)(tui)進河西(xi)走(zou)廊(lang)(lang)清潔能源(yuan)基(ji)(ji)(ji)(ji)地(di)(di)建(jian)(jian)設,積極對接落實受端市場,視新能源(yuan)消(xiao)(xiao)納形(xing)勢(shi),適(shi)時啟動(dong)酒湖直(zhi)流輸電(dian)(dian)(dian)(dian)工(gong)(gong)(gong)程(cheng)后續(xu)配套風(feng)電(dian)(dian)(dian)(dian)項目,推(tui)(tui)動(dong)酒泉地(di)(di)區向(xiang)特大(da)型風(feng)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)地(di)(di)邁(mai)進,持續(xu)拓展金(jin)(昌)張(zhang)(掖)武(wu)(威)風(feng)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)地(di)(di)規(gui)模,擴大(da)白銀、定西(xi)、慶陽地(di)(di)區風(feng)電(dian)(dian)(dian)(dian)裝機(ji)規(gui)模。推(tui)(tui)動(dong)隴(long)東特高壓直(zhi)流輸電(dian)(dian)(dian)(dian)工(gong)(gong)(gong)程(cheng)配套風(feng)電(dian)(dian)(dian)(dian)項目和定西(xi)清潔能源(yuan)基(ji)(ji)(ji)(ji)地(di)(di)建(jian)(jian)設,全(quan)面建(jian)(jian)成(cheng)通(tong)渭風(feng)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)地(di)(di)和武(wu)威松山灘風(feng)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)地(di)(di)。在消(xiao)(xiao)納條件較好、接入(ru)條件較優的中東部(bu)地(di)(di)區,高標準(zhun)建(jian)(jian)設生態(tai)環境友好型風(feng)電(dian)(dian)(dian)(dian)場,穩步推(tui)(tui)進分(fen)散式風(feng)電(dian)(dian)(dian)(dian)項目開(kai)發(fa)。以河西(xi)第二(er)條特高壓直(zhi)流輸電(dian)(dian)(dian)(dian)工(gong)(gong)(gong)程(cheng)為依托,謀劃(hua)布局河西(xi)走(zou)廊(lang)(lang)東段大(da)型風(feng)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)地(di)(di)。


3.持續擴大(da)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)(dian)規模(mo)。充分發(fa)(fa)揮(hui)資源稟(bing)賦,逐(zhu)步擴大(da)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)基地(di)(di)建(jian)設規模(mo),優先在(zai)沙漠、戈壁、荒(huang)漠地(di)(di)區(qu)開展(zhan)規模(mo)化(hua)建(jian)設,實現太陽能發(fa)(fa)電(dian)(dian)(dian)與荒(huang)漠化(hua)治理、生(sheng)態(tai)修復、農(nong)牧業(ye)(ye)融合發(fa)(fa)展(zhan),重點支(zhi)持“光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)+治沙”“光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)+農(nong)牧業(ye)(ye)”“光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)+工礦廢棄地(di)(di)、采煤沉陷區(qu)治理”等具有多種生(sheng)態(tai)效益的光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)項目(mu)。推(tui)(tui)進(jin)(jin)嘉峪關、敦(dun)煌、玉門、阿克塞、瓜州、肅北、金塔、高臺(tai)、山丹、臨澤、永昌、涼州、民勤(qin)、古浪、永登、景泰(tai)、環縣(xian)、東鄉等百萬千(qian)瓦(wa)(wa)級(ji)大(da)型光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)(dian)基地(di)(di)。到2023年(nian)底,隴電(dian)(dian)(dian)入(ru)魯(lu)工程(cheng)配套400萬千(qian)瓦(wa)(wa)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)(dian)項目(mu)網源同步建(jian)成投運。穩(wen)步有序(xu)推(tui)(tui)進(jin)(jin)分布式(shi)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)整縣(xian)推(tui)(tui)進(jin)(jin)試點工作,到2025年(nian),建(jian)成分布式(shi)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)(dian)350萬千(qian)瓦(wa)(wa)。


4.大力發(fa)(fa)展抽(chou)(chou)水(shui)蓄(xu)(xu)能(neng)(neng)。充(chong)分發(fa)(fa)揮(hui)梯級水(shui)庫調蓄(xu)(xu)能(neng)(neng)力,推(tui)進(jin)(jin)黃河(he)上游既有水(shui)電站(zhan)擴(kuo)機改造工程,謀劃(hua)布局混(hun)合式抽(chou)(chou)水(shui)蓄(xu)(xu)能(neng)(neng)電站(zhan)。按照“多(duo)核快(kuai)核、能(neng)(neng)開盡開”的(de)原(yuan)則,加(jia)快(kuai)列入(ru)國家抽(chou)(chou)水(shui)蓄(xu)(xu)能(neng)(neng)中(zhong)長期規(gui)劃(hua)的(de)昌馬、黃羊(yang)、平川(chuan)、東鄉、康樂、積石山(shan)、黃龍等抽(chou)(chou)水(shui)蓄(xu)(xu)能(neng)(neng)電站(zhan)建(jian)設,進(jin)(jin)一步提升全省電網(wang)系(xi)統調峰能(neng)(neng)力。加(jia)強(qiang)水(shui)電資源(yuan)開發(fa)(fa)的(de)規(gui)劃(hua)管(guan)(guan)理(li)和(he)環(huan)境影響評(ping)價,嚴(yan)格水(shui)電項目管(guan)(guan)理(li)和(he)運行監督,落實地(di)質災害防治措施,減少對(dui)庫區周(zhou)邊建(jian)筑(zhu)物危害;確(que)保生態流量的(de)下泄,保護(hu)河(he)道(dao)生態環(huan)境。到2025年,水(shui)電裝機達到1000萬千瓦(wa)左右(you)。


5.推進生(sheng)物(wu)(wu)質(zhi)(zhi)能(neng)(neng)和(he)地(di)(di)(di)(di)熱(re)(re)(re)能(neng)(neng)高質(zhi)(zhi)量發展(zhan)。在農作物(wu)(wu)秸稈、畜禽(qin)糞(fen)污、餐廚垃(la)圾(ji)等生(sheng)物(wu)(wu)質(zhi)(zhi)資(zi)(zi)源(yuan)(yuan)富(fu)集的地(di)(di)(di)(di)區,布(bu)局建設生(sheng)物(wu)(wu)質(zhi)(zhi)發電和(he)生(sheng)物(wu)(wu)天然(ran)氣(qi)項目。積(ji)極爭取國家對城鎮天然(ran)氣(qi)管網資(zi)(zi)金支(zhi)持,補齊(qi)天然(ran)氣(qi)供(gong)需短板,優化區域天然(ran)氣(qi)供(gong)給(gei)結構,提(ti)升農村(cun)用(yong)能(neng)(neng)水平。加大全域地(di)(di)(di)(di)熱(re)(re)(re)資(zi)(zi)源(yuan)(yuan)勘查,探(tan)獲大中(zhong)(zhong)型地(di)(di)(di)(di)熱(re)(re)(re)田,為(wei)地(di)(di)(di)(di)熱(re)(re)(re)資(zi)(zi)源(yuan)(yuan)利(li)用(yong)提(ti)供(gong)保障。拓展(zhan)蘭州、張掖等盆地(di)(di)(di)(di)地(di)(di)(di)(di)熱(re)(re)(re)資(zi)(zi)源(yuan)(yuan)利(li)用(yong)領域,大力推進中(zhong)(zhong)深層(ceng)地(di)(di)(di)(di)熱(re)(re)(re)能(neng)(neng)供(gong)暖,推動(dong)地(di)(di)(di)(di)熱(re)(re)(re)能(neng)(neng)分區分類(lei)利(li)用(yong)和(he)井下換熱(re)(re)(re)技術應用(yong)。積(ji)極開展(zhan)淺層(ceng)地(di)(di)(di)(di)熱(re)(re)(re)能(neng)(neng)開發利(li)用(yong),提(ti)高地(di)(di)(di)(di)熱(re)(re)(re)資(zi)(zi)源(yuan)(yuan)利(li)用(yong)率。加強地(di)(di)(di)(di)熱(re)(re)(re)資(zi)(zi)源(yuan)(yuan)動(dong)態監測(ce),探(tan)索(suo)回(hui)灌技術,推動(dong)地(di)(di)(di)(di)熱(re)(re)(re)資(zi)(zi)源(yuan)(yuan)高效、循環和(he)綜合利(li)用(yong)。

(二)建立風光(guang)電經濟高效利用(yong)機制

1.推(tui)動(dong)風(feng)光電成本持續降(jiang)低。堅持市場(chang)化(hua)方向和競(jing)爭(zheng)性資源配置模(mo)(mo)式,提高風(feng)光電利用效率和提質增(zeng)效。適應技(ji)術創新(xin)(xin)推(tui)動(dong)新(xin)(xin)能(neng)源成本下降(jiang)新(xin)(xin)趨勢,著力推(tui)動(dong)風(feng)光電項(xiang)目競(jing)爭(zheng)性低價(jia)上網(wang)。持續優化(hua)投資環境,降(jiang)低風(feng)光電項(xiang)目建設非技(ji)術成本。充分利用規(gui)模(mo)(mo)化(hua)、集約化(hua)發展(zhan)帶來的投資紅利,增(zeng)大單體項(xiang)目規(gui)模(mo)(mo),積極推(tui)動(dong)行業(ye)裝備(bei)產業(ye)技(ji)術進步(bu)和行業(ye)升級(ji)。

2.提(ti)升(sheng)風光電本地(di)(di)(di)消(xiao)(xiao)納能(neng)(neng)(neng)(neng)(neng)力(li)(li)。促(cu)進工業(ye)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)費(fei)低(di)碳化(hua),積(ji)極拓寬綠色(se)電力(li)(li)應用(yong)市場,提(ti)升(sheng)裝(zhuang)備(bei)制(zhi)造(zao)業(ye)電氣化(hua)水平,加快化(hua)石能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)替代(dai),進一步(bu)提(ti)高(gao)(gao)清(qing)潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)在終(zhong)端能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)費(fei)中的比重。探索(suo)實施(shi)省(sheng)內傳統用(yong)能(neng)(neng)(neng)(neng)(neng)企(qi)業(ye)建設智慧電網(wang)及新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)就地(di)(di)(di)消(xiao)(xiao)納示范項目,積(ji)極支持(chi)(chi)大型工業(ye)企(qi)業(ye),持(chi)(chi)續提(ti)高(gao)(gao)企(qi)業(ye)清(qing)潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)費(fei)占(zhan)比,有效(xiao)降低(di)碳排(pai)放量,進一步(bu)提(ti)升(sheng)全(quan)省(sheng)新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)就地(di)(di)(di)消(xiao)(xiao)納能(neng)(neng)(neng)(neng)(neng)力(li)(li)。采取直購電交易措(cuo)施(shi)降低(di)工業(ye)企(qi)業(ye)用(yong)電成本,吸引承(cheng)接(jie)中東(dong)部地(di)(di)(di)區現(xian)代(dai)高(gao)(gao)載(zai)能(neng)(neng)(neng)(neng)(neng)產業(ye)轉(zhuan)移,最(zui)大限度提(ti)高(gao)(gao)全(quan)省(sheng)就地(di)(di)(di)消(xiao)(xiao)納能(neng)(neng)(neng)(neng)(neng)力(li)(li)。

3.拓展新(xin)(xin)能(neng)(neng)源應用(yong)(yong)(yong)場景(jing)。樹立品牌意(yi)識(shi),積極推(tui)(tui)進“零碳”產業(ye)園及(ji)示范城(cheng)市(shi)建(jian)設,創建(jian)新(xin)(xin)能(neng)(neng)源使用(yong)(yong)(yong)比例高(gao)、電源建(jian)設與電網調度(du)協(xie)調發(fa)展、各具特色的(de)“零碳”產業(ye)園。實(shi)施建(jian)筑(zhu)效能(neng)(neng)提升(sheng)工程,穩步推(tui)(tui)進既有居住建(jian)筑(zhu)節(jie)能(neng)(neng)改造,積極發(fa)展綠色建(jian)筑(zhu)。大力(li)倡導綠色交(jiao)通,鼓勵公(gong)共(gong)交(jiao)通及(ji)大型礦山用(yong)(yong)(yong)車(che)(che)(che)等(deng)專(zhuan)用(yong)(yong)(yong)車(che)(che)(che)輛實(shi)施新(xin)(xin)能(neng)(neng)源替代,推(tui)(tui)動(dong)(dong)以純電動(dong)(dong)汽(qi)(qi)(qi)車(che)(che)(che)、插電式混合動(dong)(dong)力(li)汽(qi)(qi)(qi)車(che)(che)(che)、氫燃料(liao)電池(chi)汽(qi)(qi)(qi)車(che)(che)(che)為代表(biao)的(de)新(xin)(xin)能(neng)(neng)源汽(qi)(qi)(qi)車(che)(che)(che)替代傳統的(de)燃油汽(qi)(qi)(qi)車(che)(che)(che)。支持在高(gao)速(su)公(gong)路服務區(qu)、普通國省干線服務區(qu)(停車(che)(che)(che)區(qu))、公(gong)路客(ke)運場站(zhan)和大型公(gong)共(gong)停車(che)(che)(che)場等(deng)區(qu)域布局建(jian)設新(xin)(xin)能(neng)(neng)源汽(qi)(qi)(qi)車(che)(che)(che)充(chong)電基礎設施。

4.開展(zhan)風(feng)電(dian)機組(zu)、光(guang)伏(fu)組(zu)件(jian)回收(shou)處理。推動(dong)風(feng)電(dian)機組(zu)、光(guang)伏(fu)組(zu)件(jian)回收(shou)處理技術與(yu)產(chan)(chan)業發(fa)展(zhan),補齊風(feng)電(dian)、光(guang)伏(fu)發(fa)電(dian)綠色產(chan)(chan)業鏈最(zui)后一環,實現(xian)全(quan)生命(ming)周期(qi)綠色閉環式(shi)發(fa)展(zhan)。適時啟動(dong)現(xian)役風(feng)電(dian)機組(zu)退役、換代(dai)、升級,開展(zhan)風(feng)力發(fa)電(dian)機組(zu)廢葉(xie)片綜(zong)合利用,引進大宗工業固(gu)體廢棄物資源綜(zong)合利用基地骨干企(qi)業,建(jian)設廢棄風(feng)電(dian)葉(xie)片資源綜(zong)合利用產(chan)(chan)業基地。

5.提高電(dian)力(li)(li)系(xi)統靈活(huo)(huo)性(xing)。加快實施(shi)全省既有火電(dian)機組靈活(huo)(huo)性(xing)改造,挖掘火電(dian)機組調峰潛(qian)力(li)(li),鼓(gu)勵燃煤機組增加高效儲(chu)能(neng)設施(shi),建立適應(ying)風、光電(dian)力(li)(li)特性(xing)的(de)(de)優先調度用(yong)能(neng)體系(xi)。推動儲(chu)能(neng)成本(ben)進(jin)一步降(jiang)低和多(duo)元利用(yong),開展風儲(chu)、光儲(chu)、大電(dian)網(wang)儲(chu)等發儲(chu)用(yong)一體化的(de)(de)商業應(ying)用(yong)。強化需求側管理,積極推廣(guang)能(neng)效電(dian)廠(chang)、需求響應(ying)、電(dian)能(neng)替(ti)代,探索(suo)發揮電(dian)動汽車等生(sheng)產生(sheng)活(huo)(huo)充(chong)放電(dian)設施(shi)在調峰方面的(de)(de)輔(fu)助(zhu)作(zuo)用(yong)。

(三)提高能源資源利用效率

1.嚴格落實(shi)能(neng)耗管(guan)控(kong)制度(du)。完善(shan)能(neng)耗管(guan)控(kong)制度(du)體系(xi),以高(gao)質量優化存量和高(gao)標(biao)準引導增量為原則(ze),對標(biao)國內外先(xian)進水平,提高(gao)確需(xu)上馬的高(gao)載能(neng)項目準入門(men)檻(jian),強化重點區(qu)域(yu)、行業、企業存量能(neng)耗精細化管(guan)理(li),加快(kuai)能(neng)效提升(sheng)步伐,實(shi)現能(neng)耗需(xu)求與產(chan)業布局銜接。新增能(neng)耗優先(xian)保障生態產(chan)業、民生用能(neng)等重大項目,建立(li)健(jian)全(quan)用能(neng)預算管(guan)理(li)體系(xi),不斷優化能(neng)源(yuan)配置能(neng)力。

2.有(you)效抑制(zhi)石(shi)油(you)(you)(you)消費增量(liang)。繼續開展工業、建(jian)筑等(deng)(deng)重點(dian)用(yong)油(you)(you)(you)行(xing)業節能(neng),推進終端燃油(you)(you)(you)產品能(neng)效提升和(he)重點(dian)用(yong)能(neng)行(xing)業能(neng)效水平對標達標,推進工業企業余(yu)熱、余(yu)壓(ya)利用(yong)。大力推廣電(dian)能(neng)、天然(ran)氣(qi)等(deng)(deng)對燃油(you)(you)(you)的清潔化替代(dai),加快電(dian)動汽車、氫(qing)燃料汽車等(deng)(deng)新能(neng)源汽車應用(yong)。持續推進成品油(you)(you)(you)質量(liang)升級,穩(wen)妥推廣乙(yi)醇汽油(you)(you)(you)、生物柴油(you)(you)(you)等(deng)(deng)生物質液體燃料,提高清潔油(you)(you)(you)品生產和(he)供應水平。

3.引(yin)導擴大天(tian)(tian)然氣消(xiao)費。加快(kuai)城(cheng)鎮燃(ran)(ran)氣管網建設,提高(gao)城(cheng)鎮居民天(tian)(tian)然氣氣化(hua)率。堅持(chi)“以氣定改”,有序推進(jin)冬季清潔(jie)取暖“煤(mei)改氣”工程。推進(jin)工業領域燃(ran)(ran)煤(mei)替(ti)代,科(ke)學合(he)理發展工業燃(ran)(ran)料用(yong)氣。支持(chi)交通領域天(tian)(tian)然氣消(xiao)費,加快(kuai)發展車用(yong)天(tian)(tian)然氣。

4.提(ti)高(gao)農(nong)村(cun)(cun)用(yong)(yong)能(neng)效率。加大農(nong)村(cun)(cun)電(dian)網鞏固提(ti)升工(gong)程(cheng)投資力(li)(li)度,持(chi)(chi)續改善(shan)農(nong)村(cun)(cun)用(yong)(yong)能(neng)結構(gou),進一步(bu)提(ti)高(gao)農(nong)村(cun)(cun)用(yong)(yong)能(neng)效率。積極推動燃氣下(xia)鄉(xiang),加快(kuai)農(nong)村(cun)(cun)沼(zhao)氣工(gong)程(cheng)建設運營,加強秸稈能(neng)源化利(li)用(yong)(yong),有效減少農(nong)村(cun)(cun)生活用(yong)(yong)能(neng)污染物排放。鼓勵農(nong)村(cun)(cun)發展戶(hu)用(yong)(yong)分布式光伏發電(dian),支持(chi)(chi)農(nong)村(cun)(cun)地(di)區利(li)用(yong)(yong)集(ji)體未(wei)利(li)用(yong)(yong)土地(di)開(kai)展風光電(dian)項目建設,提(ti)高(gao)農(nong)村(cun)(cun)電(dian)力(li)(li)清潔化水平(ping),助(zhu)力(li)(li)鄉(xiang)村(cun)(cun)振興。

五、提升(sheng)能源(yuan)保供能力

(一)發揮煤炭兜底保障(zhang)作用

1.優化(hua)煤(mei)炭生(sheng)(sheng)產布局(ju),著力提高全省煤(mei)炭供(gong)給能力。“十四五”期間,重點建設華亭、靈臺(tai)、寧正、沙(sha)井(jing)子、吐魯(lu)、寧西(xi)等(deng)(deng)礦(kuang)(kuang)(kuang)區。按照綠色化(hua)、智(zhi)能化(hua)產業發展的要(yao)求,建成核桃峪、新(xin)莊、五舉(ju)、甜水堡(bao)二號井(jing)、紅沙(sha)崗(gang)二號井(jing)、邵寨、赤(chi)城、白巖子、紅沙(sha)梁、東(dong)水泉等(deng)(deng)一批大中(zhong)型現代化(hua)礦(kuang)(kuang)(kuang)井(jing),力爭開工建設九龍川(chuan)、羅川(chuan)、馬福川(chuan)、唐家河、郭家臺(tai)等(deng)(deng)重點煤(mei)礦(kuang)(kuang)(kuang)項(xiang)目。到2025年(nian)(nian),全省生(sheng)(sheng)產煤(mei)礦(kuang)(kuang)(kuang)產能總規模達(da)到8900萬噸/年(nian)(nian),其中(zhong)大中(zhong)型煤(mei)礦(kuang)(kuang)(kuang)產能占88%以上,隴東(dong)能源基地煤(mei)礦(kuang)(kuang)(kuang)產能占55%。




2.建(jian)立(li)完善煤(mei)(mei)(mei)(mei)(mei)炭產(chan)(chan)業(ye)高(gao)質(zhi)量發(fa)(fa)展體系(xi)。推(tui)動煤(mei)(mei)(mei)(mei)(mei)炭產(chan)(chan)業(ye)綠(lv)色化(hua)(hua)、智(zhi)能化(hua)(hua)發(fa)(fa)展,加(jia)快生產(chan)(chan)煤(mei)(mei)(mei)(mei)(mei)礦智(zhi)能化(hua)(hua)建(jian)設,加(jia)強(qiang)安(an)全生產(chan)(chan),強(qiang)化(hua)(hua)安(an)全監管職(zhi)責(ze)。深入(ru)推(tui)進煤(mei)(mei)(mei)(mei)(mei)電(dian)(dian)聯營、兼并(bing)重組、轉型(xing)升(sheng)級等工作,鼓勵大(da)型(xing)企(qi)業(ye)煤(mei)(mei)(mei)(mei)(mei)電(dian)(dian)交叉持股(gu),著力(li)提(ti)升(sheng)綠(lv)色高(gao)效開采水平(ping),持續釋放優質(zhi)先進產(chan)(chan)能。到(dao)(dao)2025年,全省建(jian)成千萬噸煤(mei)(mei)(mei)(mei)(mei)炭企(qi)業(ye)4家,產(chan)(chan)量達到(dao)(dao)6000萬噸,占全省煤(mei)(mei)(mei)(mei)(mei)炭產(chan)(chan)量的80%以(yi)上。推(tui)廣煤(mei)(mei)(mei)(mei)(mei)矸(gan)石(shi)、粉煤(mei)(mei)(mei)(mei)(mei)灰、廢(fei)(fei)水廢(fei)(fei)氣等伴(ban)生廢(fei)(fei)棄(qi)資源循環(huan)利用模式,大(da)力(li)發(fa)(fa)展煤(mei)(mei)(mei)(mei)(mei)電(dian)(dian)一體化(hua)(hua),逐步建(jian)立(li)煤(mei)(mei)(mei)(mei)(mei)化(hua)(hua)工產(chan)(chan)業(ye)鏈(lian),加(jia)快實現煤(mei)(mei)(mei)(mei)(mei)炭產(chan)(chan)業(ye)高(gao)質(zhi)量發(fa)(fa)展。

(二(er))提(ti)高油氣(qi)生產供應水平

1.建設(she)隴(long)東千萬(wan)噸級油(you)氣(qi)生產(chan)基(ji)地(di)(di)。高(gao)質(zhi)量落實(shi)油(you)氣(qi)勘(kan)探開發“七年行動方案(an)”,加(jia)大(da)勘(kan)探開發投資(zi)力度,保障勘(kan)探開發項目(mu)建設(she)條件,推動油(you)氣(qi)增(zeng)儲上產(chan)。“十(shi)四五”期間,隴(long)東地(di)(di)區按照(zhao)“穩油(you)增(zeng)氣(qi)、持(chi)續穩產(chan)”目(mu)標,打造(zao)千萬(wan)噸級油(you)氣(qi)生產(chan)基(ji)地(di)(di)。到(dao)(dao)2025年,隴(long)東地(di)(di)區原(yuan)油(you)產(chan)量達(da)到(dao)(dao)1100萬(wan)噸,天然(ran)氣(qi)產(chan)量力爭達(da)到(dao)(dao)20億(yi)立(li)方米。

2.增強油(you)(you)氣(qi)(qi)儲(chu)(chu)備(bei)(bei)(bei)保障(zhang)能(neng)力。根據國家原油(you)(you)和(he)成品油(you)(you)儲(chu)(chu)備(bei)(bei)(bei)戰略布局,構建政(zheng)(zheng)府儲(chu)(chu)備(bei)(bei)(bei)和(he)企業(ye)社會責任儲(chu)(chu)備(bei)(bei)(bei)互(hu)為補充(chong)的(de)石油(you)(you)儲(chu)(chu)備(bei)(bei)(bei)保障(zhang)體系。完善優化儲(chu)(chu)氣(qi)(qi)設(she)施布局,統籌推進(jin)縣級以上地(di)方政(zheng)(zheng)府和(he)城鎮燃(ran)(ran)氣(qi)(qi)企業(ye)儲(chu)(chu)氣(qi)(qi)能(neng)力建設(she),提高天(tian)然氣(qi)(qi)儲(chu)(chu)備(bei)(bei)(bei)調峰保障(zhang)能(neng)力。鼓勵多(duo)種主(zhu)體和(he)資本參與儲(chu)(chu)氣(qi)(qi)設(she)施建設(she),支持(chi)通過(guo)購買、租(zu)賃儲(chu)(chu)氣(qi)(qi)設(she)施或者購買儲(chu)(chu)氣(qi)(qi)服務等(deng)方式履行儲(chu)(chu)氣(qi)(qi)責任。到2025年,全(quan)省(sheng)儲(chu)(chu)氣(qi)(qi)能(neng)力力爭達到3億立方米左(zuo)右,形成縣級以上地(di)方政(zheng)(zheng)府不低(di)于保障(zhang)本行政(zheng)(zheng)區域3天(tian)日均需求量(liang)、城燃(ran)(ran)企業(ye)不低(di)于其年用氣(qi)(qi)量(liang)5%的(de)儲(chu)(chu)氣(qi)(qi)能(neng)力。

3.建設特色高(gao)端(duan)戰略(lve)性石化(hua)(hua)(hua)(hua)工(gong)(gong)業(ye)(ye)基(ji)(ji)地(di)。按照控(kong)油(you)增化(hua)(hua)(hua)(hua)高(gao)質量發(fa)展(zhan)(zhan)要(yao)求,加快石化(hua)(hua)(hua)(hua)企業(ye)(ye)現(xian)有裝置(zhi)和產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)(pin)結構(gou)調(diao)整,實現(xian)高(gao)端(duan)化(hua)(hua)(hua)(hua)、差異化(hua)(hua)(hua)(hua)、特色化(hua)(hua)(hua)(hua)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)發(fa)展(zhan)(zhan),增產(chan)(chan)(chan)(chan)(chan)航(hang)空煤油(you)、高(gao)檔(dang)潤滑油(you)、特種橡膠等高(gao)附加值產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)(pin)。加強科(ke)技研發(fa),推進(jin)新產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)(pin)拓展(zhan)(zhan)和化(hua)(hua)(hua)(hua)工(gong)(gong)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)鏈延伸,發(fa)展(zhan)(zhan)基(ji)(ji)礎(chu)化(hua)(hua)(hua)(hua)工(gong)(gong)原(yuan)料、合成材(cai)料生產(chan)(chan)(chan)(chan)(chan)、催化(hua)(hua)(hua)(hua)劑等。按照“產(chan)(chan)(chan)(chan)(chan)能置(zhi)換、減油(you)增化(hua)(hua)(hua)(hua)”等原(yuan)則,謀劃慶陽石化(hua)(hua)(hua)(hua)煉化(hua)(hua)(hua)(hua)一(yi)體、減油(you)增化(hua)(hua)(hua)(hua)改擴(kuo)建項目。

(三)提高電力安全保障水平

1.推(tui)動(dong)煤(mei)(mei)電(dian)清潔高效發展。統(tong)籌(chou)煤(mei)(mei)電(dian)發展和(he)(he)保供(gong)調峰(feng),加快推(tui)進煤(mei)(mei)電(dian)由主(zhu)體電(dian)源向基礎性(xing)(xing)和(he)(he)調節性(xing)(xing)電(dian)源轉型(xing),促(cu)進煤(mei)(mei)電(dian)與新(xin)能源發展更好的協同,為(wei)構(gou)(gou)建以新(xin)能源為(wei)主(zhu)體的新(xin)型(xing)電(dian)力(li)系(xi)統(tong)提供(gong)堅強(qiang)支撐。充分考慮電(dian)力(li)供(gong)需(xu)平(ping)衡、負荷(he)特性(xing)(xing)、電(dian)源結構(gou)(gou)、電(dian)網架構(gou)(gou)、安全(quan)(quan)需(xu)求等因素,合理優化(hua)煤(mei)(mei)電(dian)布局(ju);結合受端市(shi)場空間、外送通(tong)(tong)道工程進度和(he)(he)省內(nei)(nei)用電(dian)負荷(he)需(xu)求,加快推(tui)動(dong)規劃內(nei)(nei)外送和(he)(he)保供(gong)煤(mei)(mei)電(dian)項目建設進度,確保常樂電(dian)廠(chang)(chang)3、4號機組、隴電(dian)入(ru)魯(lu)工程配(pei)套調峰(feng)正寧電(dian)廠(chang)(chang)、靈(ling)臺(tai)電(dian)廠(chang)(chang)等火電(dian)項目按(an)期建成投產;準確把握國家煤(mei)(mei)電(dian)政策導向,適時有(you)序啟動(dong)河西第二條外送通(tong)(tong)道配(pei)套調峰(feng)電(dian)源前期和(he)(he)建設工作;加大現役煤(mei)(mei)電(dian)機組節能升級和(he)(he)靈(ling)活性(xing)(xing)改(gai)造,持(chi)續提升能效水平(ping),全(quan)(quan)力(li)促(cu)進煤(mei)(mei)電(dian)清潔低(di)碳轉型(xing),全(quan)(quan)面提升電(dian)力(li)系(xi)統(tong)調節能力(li)。


2.積(ji)極推(tui)(tui)進(jin)電(dian)(dian)力(li)外(wai)送(song)通(tong)(tong)道(dao)(dao)和電(dian)(dian)網(wang)(wang)主網(wang)(wang)架建(jian)(jian)設(she)。配(pei)合國(guo)家西(xi)(xi)電(dian)(dian)東(dong)送(song)戰略通(tong)(tong)道(dao)(dao)建(jian)(jian)設(she),積(ji)極實施特(te)高(gao)(gao)壓(ya)(ya)電(dian)(dian)力(li)外(wai)送(song)通(tong)(tong)道(dao)(dao)工(gong)(gong)程。結(jie)合隴東(dong)煤電(dian)(dian)基(ji)地(di)建(jian)(jian)設(she),推(tui)(tui)進(jin)隴東(dong)至山東(dong)±800千伏特(te)高(gao)(gao)壓(ya)(ya)輸(shu)電(dian)(dian)工(gong)(gong)程建(jian)(jian)設(she),開展“風(feng)光火儲”一(yi)體化(hua)(hua)(hua)示范(fan),逐步實現電(dian)(dian)網(wang)(wang)從單一(yi)電(dian)(dian)力(li)輸(shu)送(song)網(wang)(wang)絡(luo)向綠色資(zi)源(yuan)(yuan)(yuan)優化(hua)(hua)(hua)配(pei)置(zhi)平臺轉型。積(ji)極爭取國(guo)家在河西(xi)(xi)金(昌)張(掖)武(wu)(威)和酒(jiu)泉地(di)區規劃布(bu)局以輸(shu)送(song)新能(neng)源(yuan)(yuan)(yuan)為主的特(te)高(gao)(gao)壓(ya)(ya)直流輸(shu)電(dian)(dian)工(gong)(gong)程,為河西(xi)(xi)高(gao)(gao)比例清潔能(neng)源(yuan)(yuan)(yuan)基(ji)地(di)開發和外(wai)送(song)提供支撐。繼續加強省(sheng)際斷(duan)面聯絡(luo),強化(hua)(hua)(hua)西(xi)(xi)北區域省(sheng)間電(dian)(dian)網(wang)(wang)互濟及資(zi)源(yuan)(yuan)(yuan)配(pei)置(zhi)能(neng)力(li),建(jian)(jian)設(she)甘青斷(duan)面武(wu)勝—郭(guo)隆750千伏第(di)三回線路工(gong)(gong)程、甘肅慶(qing)北—陜西(xi)(xi)夏州750千伏雙回線路工(gong)(gong)程。強化(hua)(hua)(hua)省(sheng)內750千伏電(dian)(dian)網(wang)(wang)網(wang)(wang)架,新建(jian)(jian)蘭臨變(bian)、秦川變(bian)、慶(qing)北變(bian)、玉門(men)變(bian)等750千伏變(bian)電(dian)(dian)站,擴建(jian)(jian)甘州變(bian)、麥積(ji)變(bian),繼續優化(hua)(hua)(hua)完善(shan)電(dian)(dian)網(wang)(wang)結(jie)構(gou),提高(gao)(gao)大電(dian)(dian)網(wang)(wang)資(zi)源(yuan)(yuan)(yuan)配(pei)置(zhi)能(neng)力(li)。強化(hua)(hua)(hua)電(dian)(dian)網(wang)(wang)安全穩定運行控制和資(zi)源(yuan)(yuan)(yuan)配(pei)置(zhi)能(neng)力(li),建(jian)(jian)設(she)高(gao)(gao)可靠性智能(neng)化(hua)(hua)(hua)電(dian)(dian)網(wang)(wang)。


3.加快(kuai)油氣(qi)(qi)基(ji)(ji)礎(chu)設(she)施建(jian)設(she)。積極支持西(xi)氣(qi)(qi)東輸(shu)三線中段、西(xi)氣(qi)(qi)東輸(shu)四(si)線等(deng)國家在甘重點項目(mu)建(jian)設(she),加快(kuai)建(jian)設(she)古浪至河口天(tian)然(ran)氣(qi)(qi)聯(lian)絡管(guan)(guan)道等(deng)省(sheng)內(nei)(nei)天(tian)然(ran)氣(qi)(qi)管(guan)(guan)道,加強省(sheng)內(nei)(nei)天(tian)然(ran)氣(qi)(qi)管(guan)(guan)網(wang)互(hu)聯(lian)互(hu)通,提高管(guan)(guan)道覆蓋范圍和(he)供(gong)應能力。支持各類主體參與省(sheng)內(nei)(nei)油氣(qi)(qi)基(ji)(ji)礎(chu)設(she)施建(jian)設(she),到2025年,管(guan)(guan)道天(tian)然(ran)氣(qi)(qi)供(gong)應縣(xian)(市、區)達到60個以上。


4.加快(kuai)煤(mei)(mei)(mei)(mei)炭(tan)產供儲(chu)銷體系建設(she)(she)。結合(he)煤(mei)(mei)(mei)(mei)炭(tan)生產、運(yun)(yun)輸(shu)和(he)(he)需求格(ge)局,著眼于構建煤(mei)(mei)(mei)(mei)炭(tan)供應(ying)保障長效(xiao)(xiao)機(ji)制,建立健全以企業(ye)社(she)會(hui)責任儲(chu)備為主(zhu)體、地方(fang)政府儲(chu)備為補充(chong)的(de)煤(mei)(mei)(mei)(mei)炭(tan)儲(chu)備體系。嚴(yan)格(ge)落實最低煤(mei)(mei)(mei)(mei)炭(tan)庫存(cun)制度,到2025年(nian),形(xing)(xing)成相當于全省(sheng)(sheng)煤(mei)(mei)(mei)(mei)炭(tan)年(nian)消費(fei)量5%的(de)產品儲(chu)備,全省(sheng)(sheng)靜(jing)態儲(chu)備能力達到450萬(wan)噸以上。加快(kuai)天水至隴(long)(long)南等(deng)鐵路建設(she)(she),逐步滿足隴(long)(long)東煤(mei)(mei)(mei)(mei)炭(tan)外運(yun)(yun)需求,推(tui)(tui)進柳溝至紅沙梁(liang)鐵路專用線建設(she)(she),提(ti)高紅沙梁(liang)煤(mei)(mei)(mei)(mei)炭(tan)資(zi)源外運(yun)(yun)能力。推(tui)(tui)動煤(mei)(mei)(mei)(mei)炭(tan)行業(ye)大數據平臺建設(she)(she),建立煤(mei)(mei)(mei)(mei)炭(tan)生產、加工、運(yun)(yun)輸(shu)、儲(chu)存(cun)和(he)(he)消費(fei)信息共(gong)享機(ji)制,進一步完(wan)善甘(gan)肅煤(mei)(mei)(mei)(mei)炭(tan)交易中心功能,統籌發布甘(gan)肅煤(mei)(mei)(mei)(mei)炭(tan)價格(ge)指數,形(xing)(xing)成統一開放、公(gong)正規范、競爭有效(xiao)(xiao)的(de)煤(mei)(mei)(mei)(mei)炭(tan)市場體系。

(二)統籌推(tui)進(jin)風(feng)光熱氣協調發展

1.大(da)力推進源(yuan)網荷(he)儲(chu)(chu)一(yi)體(ti)化(hua)(hua)(hua)建設。充分挖掘和釋放生(sheng)產(chan)側、消費側調(diao)節(jie)能力,加(jia)強(qiang)源(yuan)網荷(he)儲(chu)(chu)多向(xiang)互動(dong),優(you)化(hua)(hua)(hua)源(yuan)網荷(he)儲(chu)(chu)綜合配(pei)置方(fang)案,加(jia)快(kuai)數(shu)字化(hua)(hua)(hua)、智能化(hua)(hua)(hua)技術應(ying)用(yong),形成源(yuan)網荷(he)儲(chu)(chu)靈活(huo)互動(dong)、協調(diao)互濟的智能電力系統(tong),提高(gao)配(pei)電網平衡能力。按照(zhao)“優(you)化(hua)(hua)(hua)存量(liang)資源(yuan)配(pei)置、擴(kuo)大(da)優(you)質(zhi)增量(liang)供給”的要求,優(you)先實(shi)施存量(liang)燃煤(mei)自備電廠電量(liang)替代、風光水火儲(chu)(chu)一(yi)體(ti)化(hua)(hua)(hua)項(xiang)目。

2.推進太(tai)陽能(neng)光(guang)(guang)熱(re)(re)發(fa)電(dian)與(yu)風(feng)光(guang)(guang)電(dian)協同發(fa)展。繼續深化(hua)完(wan)善(shan)太(tai)陽能(neng)光(guang)(guang)熱(re)(re)發(fa)電(dian)資源(yuan)調查評價(jia)工(gong)作,建立光(guang)(guang)熱(re)(re)項目儲備庫,推動建設光(guang)(guang)熱(re)(re)發(fa)電(dian)與(yu)光(guang)(guang)伏發(fa)電(dian)、風(feng)電(dian)互補調節的風(feng)光(guang)(guang)熱(re)(re)綜合可再生能(neng)源(yuan)發(fa)電(dian)基地。在資源(yuan)富(fu)集、建設條件優越的敦煌、阿克塞、肅北、金塔、玉門、高臺、金川(chuan)、民勤、古浪(lang)、景泰(tai)等地區謀(mou)劃實(shi)施“光(guang)(guang)熱(re)(re)+風(feng)光(guang)(guang)電(dian)”一(yi)體化(hua)項目,增強自我(wo)調峰(feng)能(neng)力,實(shi)現光(guang)(guang)熱(re)(re)項目無補貼發(fa)展。支持能(neng)源(yuan)企(qi)業攻堅太(tai)陽能(neng)光(guang)(guang)熱(re)(re)發(fa)電(dian)關鍵(jian)技術(shu),為全國(guo)大規模發(fa)展太(tai)陽能(neng)光(guang)(guang)熱(re)(re)發(fa)電(dian)奠定堅實(shi)基礎。

3.推動天(tian)然氣(qi)與新(xin)能(neng)(neng)源(yuan)融合高(gao)效(xiao)發展(zhan)。充分發揮(hui)天(tian)然氣(qi)優質(zhi)高(gao)效(xiao)、清(qing)潔低碳的優勢,在河西走廊(lang)、隴(long)東地(di)(di)區(qu)等(deng)風(feng)光資源(yuan)富集(ji)地(di)(di)區(qu),支(zhi)持發展(zhan)天(tian)然氣(qi)調峰電站,為(wei)新(xin)能(neng)(neng)源(yuan)發展(zhan)提供有力支(zhi)撐。在蘭州、白銀、蘭州新(xin)區(qu)等(deng)用能(neng)(neng)需求大的地(di)(di)區(qu),鼓勵發展(zhan)分布式天(tian)然氣(qi)能(neng)(neng)源(yuan),因地(di)(di)制宜(yi)發展(zhan)天(tian)然氣(qi)熱電聯產,提高(gao)能(neng)(neng)源(yuan)利用效(xiao)率。開展(zhan)管道(dao)天(tian)然氣(qi)摻氫和天(tian)然氣(qi)提氦研究。

(三)促(cu)進能源與產業協同發展(zhan)

3.支持不(bu)同類型的(de)儲(chu)(chu)能(neng)(neng)示(shi)范(fan)。提高(gao)常規(gui)電(dian)(dian)源(yuan)(yuan)調節(jie)能(neng)(neng)力,綜(zong)合運用(yong)(yong)儲(chu)(chu)能(neng)(neng)和(he)需求側(ce)(ce)管理等技(ji)術,提高(gao)系統靈活(huo)性(xing),力爭(zheng)在(zai)儲(chu)(chu)能(neng)(neng)和(he)多能(neng)(neng)集成等技(ji)術領域達到(dao)領先水平(ping)。聯合風(feng)光電(dian)(dian)項目(mu)開發(fa),建設風(feng)光儲(chu)(chu)輸(shu)配一體的(de)綠(lv)色能(neng)(neng)源(yuan)(yuan)體系,增強調峰(feng)能(neng)(neng)力,平(ping)滑(hua)電(dian)(dian)力輸(shu)出(chu)曲線,提升綠(lv)色能(neng)(neng)源(yuan)(yuan)消納能(neng)(neng)力和(he)外(wai)送水平(ping)。通過(guo)關鍵節(jie)點布局電(dian)(dian)網側(ce)(ce)儲(chu)(chu)能(neng)(neng),提升大(da)(da)規(gui)模高(gao)比例新能(neng)(neng)源(yuan)(yuan)及大(da)(da)容量直流接入后系統靈活(huo)調節(jie)能(neng)(neng)力和(he)安全穩定水平(ping)。積(ji)極支持用(yong)(yong)戶側(ce)(ce)儲(chu)(chu)能(neng)(neng)多元化發(fa)展,探(tan)索儲(chu)(chu)能(neng)(neng)與(yu)物(wu)聯網融合發(fa)展,建設分布式儲(chu)(chu)能(neng)(neng)綠(lv)色能(neng)(neng)源(yuan)(yuan)系統。爭(zheng)取率先開展推動重力壓縮空氣儲(chu)(chu)能(neng)(neng)應用(yong)(yong)示(shi)范(fan)。預計(ji)到(dao)2025年,全省儲(chu)(chu)能(neng)(neng)裝機規(gui)模達到(dao)600萬千(qian)瓦。

4.推動(dong)氫(qing)(qing)能(neng)(neng)(neng)產(chan)業(ye)(ye)(ye)發展(zhan)。培(pei)育氫(qing)(qing)能(neng)(neng)(neng)產(chan)業(ye)(ye)(ye),加快推進(jin)電解水制(zhi)(zhi)氫(qing)(qing)試點,打造規模化綠(lv)氫(qing)(qing)生產(chan)基地。有(you)序推動(dong)制(zhi)(zhi)氫(qing)(qing)產(chan)業(ye)(ye)(ye)基礎設施建設,謀(mou)劃(hua)制(zhi)(zhi)氫(qing)(qing)、氫(qing)(qing)存儲、氫(qing)(qing)運(yun)輸、加氫(qing)(qing)站、氫(qing)(qing)燃料電池“五位一(yi)體”的氫(qing)(qing)能(neng)(neng)(neng)產(chan)業(ye)(ye)(ye)園(yuan)。加大釷基熔鹽堆核能(neng)(neng)(neng)后續產(chan)業(ye)(ye)(ye)扶持(chi)力(li)度,推動(dong)高溫制(zhi)(zhi)氫(qing)(qing)裝(zhuang)備、加氫(qing)(qing)催化制(zhi)(zhi)精細化學(xue)品相關產(chan)業(ye)(ye)(ye)發展(zhan)。示范推廣綠(lv)氫(qing)(qing)冶金、綠(lv)氫(qing)(qing)化工項(xiang)目,開展(zhan)能(neng)(neng)(neng)源化工基地綠(lv)氫(qing)(qing)替代,促進(jin)減少工業(ye)(ye)(ye)碳排放,有(you)效降低冶金化工領域化石(shi)能(neng)(neng)(neng)源消耗。探索碳捕(bu)集和封存技術的商業(ye)(ye)(ye)化應用場(chang)景。“十四五”全省可再生能(neng)(neng)(neng)源制(zhi)(zhi)氫(qing)(qing)能(neng)(neng)(neng)力(li)達到20萬噸/年左右。

(四(si))提升能(neng)源(yuan)合作水平

1.繼續(xu)深化對外(wai)合作開放。積極支持(chi)省內能(neng)(neng)源研(yan)(yan)究機構產品(pin)出(chu)口尼泊(bo)爾、巴基斯(si)(si)坦、塔吉克(ke)斯(si)(si)坦、約旦等國,研(yan)(yan)發(fa)完善太陽(yang)能(neng)(neng)移動(dong)電(dian)源和磷酸鐵鋰儲(chu)能(neng)(neng)系列產品(pin),逐步擴大(da)對外(wai)影響力(li)。鼓(gu)勵(li)支持(chi)光熱發(fa)電(dian)企業加大(da)研(yan)(yan)發(fa)力(li)度,推動(dong)技(ji)術進步、成本降低(di),持(chi)續(xu)推進光熱發(fa)電(dian)項目(mu)建設,為(wei)光熱發(fa)電(dian)企業“走出(chu)去”,拓展(zhan)海外(wai)市場創造條件。加強與(yu)西班牙納瓦拉自治(zhi)區能(neng)(neng)源技(ji)術交流合作,推進綠色(se)能(neng)(neng)源科技(ji)裝備產業發(fa)展(zhan)。

2.促(cu)進區域能(neng)源轉型。發揮區位優(you)勢(shi),加(jia)強與周邊省(sheng)(sheng)份能(neng)源合作,提(ti)升能(neng)源互濟(ji)能(neng)力(li)。以西北網特高壓(ya)直(zhi)流(liu)輸電(dian)通道(dao)為載(zai)體,加(jia)強電(dian)力(li)交換,提(ti)升調(diao)峰能(neng)力(li),擴大(da)省(sheng)(sheng)內(nei)新能(neng)源外送比例(li)。加(jia)大(da)與中(zhong)東部(bu)省(sheng)(sheng)份電(dian)力(li)合作,逐步擴大(da)外送電(dian)量,積極謀劃新的特高壓(ya)直(zhi)流(liu)輸電(dian)工程。

3.不斷提升電(dian)(dian)力系統運行協調性。優化電(dian)(dian)網調度(du)運行,進(jin)一步提升跨省區(qu)輸電(dian)(dian)線路的(de)靈活(huo)互濟能(neng)力,促(cu)進(jin)清潔能(neng)源(yuan)在更大范圍(wei)內(nei)充(chong)分消納。加(jia)強全社會(hui)用(yong)(yong)電(dian)(dian)管(guan)理,綜(zong)合(he)采(cai)取合(he)理、可行的(de)技術和(he)管(guan)理措施,優化配(pei)置電(dian)(dian)力資源(yuan),在用(yong)(yong)電(dian)(dian)環節制止浪(lang)費、降低電(dian)(dian)耗、移峰(feng)填谷、促(cu)進(jin)可再生(sheng)能(neng)源(yuan)電(dian)(dian)力消費、減少污染(ran)物和(he)溫室氣體排放,實現節約(yue)用(yong)(yong)電(dian)(dian)、環保用(yong)(yong)電(dian)(dian)、綠(lv)色用(yong)(yong)電(dian)(dian)、智(zhi)能(neng)用(yong)(yong)電(dian)(dian)、有序用(yong)(yong)電(dian)(dian)。

1.推(tui)進工業能(neng)(neng)源(yuan)電(dian)氣化。支(zhi)持工業電(dian)力消(xiao)費加速增長,推(tui)動(dong)工業余熱、余壓、余能(neng)(neng)利(li)用,建(jian)立高效(xiao)智能(neng)(neng)、經濟便捷、利(li)益共享(xiang)、多(duo)能(neng)(neng)互補的能(neng)(neng)源(yuan)利(li)用新模式。

2.實(shi)施清潔取暖(nuan)替代工程(cheng)。因地制(zhi)宜采(cai)用太陽能(neng)(neng)、生物質(zhi)能(neng)(neng)、地熱(re)(re)能(neng)(neng)等(deng)可再(zai)生能(neng)(neng)源替代傳統(tong)能(neng)(neng)源,重點推廣(guang)(guang)太陽能(neng)(neng)熱(re)(re)利用取暖(nuan)和(he)可再(zai)生能(neng)(neng)源電力取暖(nuan),推廣(guang)(guang)高效(xiao)節能(neng)(neng)爐具(ju),實(shi)現散煤燃燒取暖(nuan)的長(chang)效(xiao)、經濟(ji)替代。

3.推(tui)動能(neng)(neng)源(yuan)新(xin)模(mo)式(shi)新(xin)業態應用(yong)。積極推(tui)進多(duo)能(neng)(neng)互(hu)補能(neng)(neng)源(yuan)服務模(mo)式(shi)發展,加大(da)新(xin)能(neng)(neng)源(yuan)在(zai)大(da)數據(ju)、云計算、互(hu)聯網(wang)、人(ren)工智能(neng)(neng)等先進科(ke)技領域(yu)應用(yong)推(tui)廣力度,構建能(neng)(neng)源(yuan)生產(chan)、輸送、使用(yong)和儲能(neng)(neng)系統集成、經(jing)濟高(gao)效的能(neng)(neng)源(yuan)互(hu)聯網(wang)。推(tui)廣高(gao)效用(yong)電和可再(zai)生能(neng)(neng)源(yuan)就地利用(yong)新(xin)技術、新(xin)產(chan)品和共享經(jing)濟新(xin)模(mo)式(shi)。

2.推(tui)進(jin)油(you)氣(qi)(qi)體(ti)制改革。在(zai)省(sheng)內選取具(ju)有油(you)氣(qi)(qi)開(kai)發前景的地區,鼓勵符(fu)合(he)(he)準入(ru)要求并獲得資質的企業參與常規油(you)氣(qi)(qi)勘查(cha)開(kai)采,建(jian)立(li)完善以(yi)大型國有油(you)氣(qi)(qi)企業為主導(dao)、多種經濟成分共同參與的勘查(cha)開(kai)采體(ti)系。加快推(tui)進(jin)省(sheng)級管(guan)網以(yi)市(shi)場化方(fang)式融入(ru)國家管(guan)網,加快構建(jian)服(fu)務平臺,為各類資源主體(ti)和下游市(shi)場用(yong)戶開(kai)展(zhan)公平競爭(zheng)創造條(tiao)件,形成覆(fu)蓋全(quan)省(sheng)、資源共享、公平開(kai)放的全(quan)省(sheng)一張網。加強天然氣(qi)(qi)管(guan)輸價(jia)格和成本監(jian)審,建(jian)立(li)完善上中下游天然氣(qi)(qi)價(jia)格聯(lian)動機(ji)制。配合(he)(he)國家能源局派出(chu)機(ji)構加大油(you)氣(qi)(qi)管(guan)網設施公平開(kai)放監(jian)管(guan)力(li)度(du)。

(二)環(huan)境影(ying)響分(fen)析

1.煤炭行業

(1)環境影響

我(wo)省處(chu)于(yu)(yu)干(gan)旱(han)(han)半干(gan)旱(han)(han)地(di)(di)(di)(di)區(qu)(qu)(qu)(qu)(qu)(qu),水(shui)(shui)(shui)資源匱乏,植被稀少(shao),生(sheng)態(tai)環境(jing)(jing)脆(cui)弱(ruo),自我(wo)修(xiu)復能力差(cha),區(qu)(qu)(qu)(qu)(qu)(qu)域(yu)內煤(mei)(mei)炭資源開發的環境(jing)(jing)影(ying)(ying)響主(zhu)(zhu)要表現在地(di)(di)(di)(di)下(xia)水(shui)(shui)(shui)徑流(liu)(liu)的破壞、地(di)(di)(di)(di)下(xia)潛水(shui)(shui)(shui)位(wei)下(xia)降和(he)地(di)(di)(di)(di)表水(shui)(shui)(shui)減少(shao),造(zao)(zao)成地(di)(di)(di)(di)表干(gan)旱(han)(han)、水(shui)(shui)(shui)土(tu)流(liu)(liu)失、荒漠(mo)化和(he)地(di)(di)(di)(di)表植被破壞,煤(mei)(mei)炭采(cai)選過程(cheng)產(chan)生(sheng)的煤(mei)(mei)矸石、煤(mei)(mei)礦(kuang)(kuang)瓦斯量(liang)較(jiao)大(da),對生(sheng)態(tai)環境(jing)(jing)造(zao)(zao)成一定的影(ying)(ying)響。我(wo)省煤(mei)(mei)炭礦(kuang)(kuang)區(qu)(qu)(qu)(qu)(qu)(qu)主(zhu)(zhu)要在黃(huang)河(he)(he)流(liu)(liu)域(yu)的蘭州市(shi)、白(bai)銀(yin)市(shi)、慶(qing)陽(yang)市(shi)、平(ping)涼市(shi),從地(di)(di)(di)(di)理(li)位(wei)置看,煤(mei)(mei)炭資源開發對礦(kuang)(kuang)區(qu)(qu)(qu)(qu)(qu)(qu)生(sheng)態(tai)環境(jing)(jing)的影(ying)(ying)響各(ge)不相同。隴東6個(ge)煤(mei)(mei)炭礦(kuang)(kuang)區(qu)(qu)(qu)(qu)(qu)(qu)均地(di)(di)(di)(di)處(chu)黃(huang)土(tu)高(gao)原(yuan)(yuan)丘(qiu)陵溝(gou)壑區(qu)(qu)(qu)(qu)(qu)(qu),是黃(huang)河(he)(he)最大(da)支流(liu)(liu)渭(wei)河(he)(he)、涇河(he)(he)的重(zhong)要水(shui)(shui)(shui)源補給區(qu)(qu)(qu)(qu)(qu)(qu)和(he)協同治理(li)區(qu)(qu)(qu)(qu)(qu)(qu)域(yu),生(sheng)態(tai)環境(jing)(jing)相對脆(cui)弱(ruo),水(shui)(shui)(shui)土(tu)流(liu)(liu)失嚴重(zhong),是全國(guo)生(sheng)態(tai)治理(li)重(zhong)點地(di)(di)(di)(di)區(qu)(qu)(qu)(qu)(qu)(qu),人均水(shui)(shui)(shui)資源量(liang)相對較(jiao)低,水(shui)(shui)(shui)資源時間、空間分布不均。靖遠礦(kuang)(kuang)區(qu)(qu)(qu)(qu)(qu)(qu)處(chu)于(yu)(yu)黃(huang)河(he)(he)上(shang)游的白(bai)銀(yin)市(shi),境(jing)(jing)內黃(huang)河(he)(he)干(gan)流(liu)(liu)258公里,占(zhan)黃(huang)河(he)(he)甘肅(su)段總流(liu)(liu)程(cheng)的28.3%,全年降雨量(liang)少(shao),氣候(hou)干(gan)燥(zao),冬季寒冷漫長,風沙霜凍危害頻繁。窯(yao)街(jie)礦(kuang)(kuang)區(qu)(qu)(qu)(qu)(qu)(qu)位(wei)于(yu)(yu)黃(huang)河(he)(he)上(shang)游的蘭州市(shi),地(di)(di)(di)(di)處(chu)大(da)通河(he)(he)、湟水(shui)(shui)(shui)河(he)(he)左(zuo)岸,地(di)(di)(di)(di)貌總特征屬黃(huang)土(tu)高(gao)原(yuan)(yuan)西(xi)部丘(qiu)陵溝(gou)壑區(qu)(qu)(qu)(qu)(qu)(qu),氣候(hou)干(gan)旱(han)(han),溫差(cha)大(da),降水(shui)(shui)(shui)少(shao)。靖遠、窯(yao)街(jie)礦(kuang)(kuang)區(qu)(qu)(qu)(qu)(qu)(qu)經過了半個(ge)多(duo)世紀的開發建設,礦(kuang)(kuang)區(qu)(qu)(qu)(qu)(qu)(qu)主(zhu)(zhu)要突出(chu)問(wen)題為地(di)(di)(di)(di)表沉陷和(he)地(di)(di)(di)(di)下(xia)水(shui)(shui)(shui)破壞。

(2)保護措施

——生(sheng)態(tai)影響(xiang)綜合治(zhi)(zhi)理(li)措施(shi)。各煤炭規劃礦區積極(ji)采取措施(shi)將(jiang)生(sheng)態(tai)影響(xiang)控(kong)制到(dao)最低程度,盡量減緩對當地耕地和林(lin)地占用、農業(ye)生(sheng)產和農村(cun)景觀的不良影響(xiang)。加強(qiang)土地復(fu)墾和生(sheng)態(tai)環(huan)境(jing)綜合整治(zhi)(zhi),積極(ji)防治(zhi)(zhi)水土流失,全面做好(hao)土壤保護與植(zhi)被恢(hui)復(fu)。

——地表水(shui)(shui)污染防治及綜(zong)合利用。所有(you)新建、改擴(kuo)建煤礦均須建設礦井水(shui)(shui)處(chu)(chu)理(li)站和生活污水(shui)(shui)處(chu)(chu)理(li)站,對施工(gong)期的生活污水(shui)(shui)應進行有(you)效處(chu)(chu)理(li),礦井水(shui)(shui)處(chu)(chu)理(li)后優先用于煤炭洗選加(jia)工(gong)。禁(jin)止在(zai)飲用水(shui)(shui)地表水(shui)(shui)源(yuan)各級(ji)保護區內開采。

——地下(xia)水(shui)(shui)污染防治及綜合利用(yong)(yong)。礦井水(shui)(shui)經處理后可(ke)用(yong)(yong)于井下(xia)灑水(shui)(shui)、選煤廠和電(dian)廠的生產用(yong)(yong)水(shui)(shui)等(deng)(deng),礦井涌水(shui)(shui)應長期觀測、建檔(dang)。禁止在水(shui)(shui)源(yuan)涵養地、飲用(yong)(yong)水(shui)(shui)地下(xia)水(shui)(shui)水(shui)(shui)源(yuan)地各級(ji)保護區等(deng)(deng)地下(xia)水(shui)(shui)環境敏感區域內開采。

——大(da)氣(qi)環境污染控制(zhi)措施。礦井、選(xuan)煤廠(chang)原則上不(bu)得新建每小時10蒸噸以下燃煤鍋(guo)爐,新建燃煤鍋(guo)爐必須采(cai)用高效脫硫除塵(chen)器等設施,鍋(guo)爐煙氣(qi)排(pai)放(fang)濃度應滿足大(da)氣(qi)污染物(wu)排(pai)放(fang)標準的(de)規定。原煤采(cai)用筒倉或全封閉煤倉儲存,轉載、篩分及運輸(shu)過程采(cai)取嚴格抑塵(chen)除塵(chen)措施。鼓勵(li)熱電聯供和清潔能源(yuan)供熱。

——固(gu)體廢物(wu)合(he)理(li)(li)處(chu)(chu)置與綜合(he)利用(yong)(yong)。煤矸石可(ke)用(yong)(yong)于(yu)發電、制磚(zhuan),還可(ke)用(yong)(yong)于(yu)填溝造地(di)、覆土綠化(hua)、填堵地(di)表裂縫、平整造地(di)和修筑路(lu)基(ji)等;爐渣可(ke)用(yong)(yong)于(yu)制磚(zhuan)、砌塊(kuai),還可(ke)用(yong)(yong)于(yu)修筑路(lu)基(ji)等,煤矸石全部(bu)實現(xian)無害化(hua)處(chu)(chu)理(li)(li),以(yi)煤矸石為主(zhu)的固(gu)體廢棄物(wu)處(chu)(chu)置率達標。

2.石油行業

(1)環境影響

油(you)(you)(you)田(tian)勘探開發對礦區水(shui)體環境有(you)(you)一定的影響,主要(yao)污(wu)染(ran)物(wu)為COD和(he)石(shi)(shi)油(you)(you)(you)類。油(you)(you)(you)田(tian)大氣環境污(wu)染(ran)主要(yao)是揮(hui)發性有(you)(you)機物(wu)、二氧化(hua)硫(liu)、氮氧化(hua)物(wu)、煙塵(chen)、硫(liu)化(hua)氫等(deng),可能(neng)存在(zai)生(sheng)產(chan)(chan)設備密封點泄漏、儲罐裝(zhuang)卸過(guo)程揮(hui)發損失、廢水(shui)廢液(ye)廢渣系統逸散(san)等(deng)無(wu)組織排放及非正(zheng)常(chang)工況排污(wu)。油(you)(you)(you)田(tian)生(sheng)產(chan)(chan)過(guo)程中造成土壤(rang)石(shi)(shi)油(you)(you)(you)類污(wu)染(ran)的主要(yao)原(yuan)因是油(you)(you)(you)泥沙、鉆井廢棄(qi)泥漿、巖(yan)屑、落地油(you)(you)(you)和(he)管線穿孔。油(you)(you)(you)田(tian)和(he)管道(dao)建設中可能(neng)對防(fang)洪設施、水(shui)資源造成影響,大量占(zhan)壓(ya)和(he)擾動(dong)地表、破壞地貌(mao)植被,易造成水(shui)土流失。油(you)(you)(you)田(tian)生(sheng)產(chan)(chan)中的落地原(yuan)油(you)(you)(you)、油(you)(you)(you)泥,以(yi)及注水(shui)開采、水(shui)力(li)壓(ya)裂作業(ye)等(deng)可能(neng)長期損害水(shui)土保持功能(neng)。

(2)保護措施

加(jia)強建設(she)項目防(fang)洪影響和(he)(he)水(shui)(shui)資源(yuan)論證(zheng)工作,認(ren)真實施水(shui)(shui)土保持預(yu)防(fang)和(he)(he)治理措(cuo)施,控制水(shui)(shui)土流失。實施工藝改(gai)進(jin)(jin)、生產(chan)環(huan)(huan)(huan)節和(he)(he)廢水(shui)(shui)廢液廢渣(zha)系統(tong)封閉性(xing)改(gai)造(zao)、設(she)備泄(xie)漏(lou)檢測與(yu)修復(fu)、罐型和(he)(he)裝卸方式改(gai)進(jin)(jin),對易(yi)泄(xie)漏(lou)環(huan)(huan)(huan)節制定針對性(xing)改(gai)進(jin)(jin)措(cuo)施,從源(yuan)頭減少揮發性(xing)有(you)機(ji)物的泄(xie)漏(lou)排放。推進(jin)(jin)清潔生產(chan),開展綜合利(li)用(yong),大力推廣二氧化(hua)碳驅油和(he)(he)埋存技術。加(jia)大環(huan)(huan)(huan)保投入和(he)(he)科研開發,加(jia)強環(huan)(huan)(huan)保監(jian)控系統(tong)建設(she),強化(hua)環(huan)(huan)(huan)保隊伍(wu)建設(she)。

3.天然氣行業

(1)環境影響

隨著天(tian)(tian)然(ran)氣(qi)(qi)資源(yuan)(yuan)加快開(kai)發利(li)用,天(tian)(tian)然(ran)氣(qi)(qi)占一(yi)次(ci)能(neng)源(yuan)(yuan)消費的(de)比重進一(yi)步提高,可有(you)效降低污(wu)染物和(he)二(er)氧(yang)(yang)化(hua)碳排放強(qiang)度。若2025年全省天(tian)(tian)然(ran)氣(qi)(qi)消費量達(da)到(dao)65億立方米,同增加等(deng)量熱值的(de)煤(mei)炭相比,可減排二(er)氧(yang)(yang)化(hua)碳1300萬噸、二(er)氧(yang)(yang)化(hua)硫14萬噸。在(zai)天(tian)(tian)然(ran)氣(qi)(qi)勘查(cha)開(kai)采凈化(hua)階段,對環境(jing)的(de)影響(xiang)(xiang)主要包括地(di)震勘探施工帶來的(de)爆破噪(zao)(zao)聲,鉆(zhan)采作業(ye)對周邊(bian)生態環境(jing)和(he)水(shui)(shui)(shui)土(tu)保持的(de)影響(xiang)(xiang),天(tian)(tian)然(ran)氣(qi)(qi)凈化(hua)過程中產生廢(fei)(fei)水(shui)(shui)(shui)廢(fei)(fei)氣(qi)(qi)。在(zai)天(tian)(tian)然(ran)氣(qi)(qi)項目建設過程中,對環境(jing)的(de)影響(xiang)(xiang)主要包括施工機械噪(zao)(zao)聲、污(wu)水(shui)(shui)(shui)、固體廢(fei)(fei)棄(qi)物,以(yi)及(ji)管道沿(yan)線開(kai)挖(wa)對土(tu)壤(rang)、植被及(ji)生態環境(jing)的(de)擾動。在(zai)天(tian)(tian)然(ran)氣(qi)(qi)設施運營期間,污(wu)染物主要是清管作業(ye)、站場檢修排放的(de)天(tian)(tian)然(ran)氣(qi)(qi)及(ji)場站生活垃圾(ji)等(deng)固體廢(fei)(fei)棄(qi)物。

(2)保護措施

加強(qiang)對(dui)天(tian)然(ran)氣(qi)開(kai)采(cai)凈化等過程的(de)(de)大氣(qi)污染治理(li),減少(shao)無(wu)組織排放和(he)非正常排放,確保滿足環境(jing)管理(li)相關要求。加強(qiang)集約開(kai)發力度,盡量(liang)減少(shao)占用(yong)耕地(di)、林地(di)和(he)草原(yuan),天(tian)然(ran)氣(qi)管道(dao)項目選址盡量(liang)避免穿越(yue)環境(jing)敏(min)感區、河道(dao)管理(li)范圍,依法依規履(lv)行建設項目許可手續。落實水(shui)土保持(chi)預(yu)防(fang)和(he)治理(li)措施,有效降低對(dui)生態環境(jing)的(de)(de)影(ying)響(xiang)。強(qiang)化生產環節源頭控制,提升(sheng)工藝水(shui)平,對(dui)廢(fei)水(shui)廢(fei)液廢(fei)渣進行封閉性管理(li),防(fang)止天(tian)然(ran)氣(qi)或(huo)其他廢(fei)氣(qi)的(de)(de)泄漏。制定管道(dao)、站(zhan)場等場所的(de)(de)安全防(fang)范措施,編制完善應(ying)(ying)急預(yu)案(an),開(kai)展應(ying)(ying)急演練,提升(sheng)應(ying)(ying)急處置能力。

4.火電行業

(1)環境影響

——煙(yan)塵。主要是(shi)燃(ran)煤電廠(chang)排放的塵粒,不(bu)僅本身污染環境,還會與二氧(yang)化硫、氧(yang)化氮等有害氣(qi)體結合,加劇對環境的損害。

——二氧化硫(liu)。煤中的可(ke)燃(ran)性(xing)硫(liu)經在鍋(guo)爐中高溫燃(ran)燒,大部分(fen)氧化為二氧化硫(liu)。在太陽光紫(zi)外線照射并有(you)(you)氧化氮存在時,可(ke)發生(sheng)光化學反應而生(sheng)成三氧化硫(liu)和硫(liu)酸酸霧,這些氣體對人體和動、植物(wu)均有(you)(you)非(fei)常大的危害。

——氧(yang)化氮(dan)(dan)。火電廠(chang)排放的氧(yang)化氮(dan)(dan)中(zhong)主要(yao)是(shi)一氧(yang)化氮(dan)(dan),占氧(yang)化氮(dan)(dan)總濃度的90%以上,對人(ren)體呼吸器官、中(zhong)樞神(shen)經等有損害。

——廢水(shui)(shui)(shui)。火電廠的(de)廢水(shui)(shui)(shui)主要有沖灰水(shui)(shui)(shui)、除(chu)塵(chen)水(shui)(shui)(shui)、工業污水(shui)(shui)(shui)、生(sheng)活污水(shui)(shui)(shui)等。除(chu)塵(chen)水(shui)(shui)(shui)、工業污水(shui)(shui)(shui)一般均(jun)排入灰水(shui)(shui)(shui)系統。

——噪音。電(dian)廠主要(yao)噪聲(sheng)(sheng)源有空(kong)氣動力性噪聲(sheng)(sheng)、電(dian)磁性噪聲(sheng)(sheng)和(he)機械性噪聲(sheng)(sheng)。

——粉煤(mei)灰渣(zha)。其主要成分是氧(yang)(yang)化硅、三氧(yang)(yang)化二(er)鋁(lv)、氧(yang)(yang)化鐵(tie)、氧(yang)(yang)化鈣(gai)、氧(yang)(yang)化鎂等(deng),可能會造成水體污染(ran)和大氣污染(ran)。

(2)保護措施

安(an)裝高效除塵(chen)(chen)脫(tuo)硫(liu)(liu)設施、采用先進脫(tuo)硝技術,確保煙塵(chen)(chen)、二氧(yang)(yang)化硫(liu)(liu)、氮氧(yang)(yang)化物達(da)標排放。廢水(shui)通過處理達(da)標后排放或(huo)回用;采用低噪(zao)聲設備,加強聲源管(guan)控(kong);采用噴水(shui)抑(yi)塵(chen)(chen)等裝置(zhi),減(jian)少(shao)揚塵(chen)(chen)污染;采取分區(qu)貯存、恢復植(zhi)被、循環利用等方式,減(jian)少(shao)灰渣(zha)污染。

5.水電行業

(1)環境影響

——對氣(qi)候的(de)影響。水庫水量蒸發,可能會引起局部小(xiao)氣(qi)候的(de)變化,可使其附近地(di)區的(de)氣(qi)溫年、日溫差變小(xiao)。

——對地(di)(di)質的(de)影(ying)(ying)響(xiang)。大型水(shui)(shui)(shui)(shui)庫(ku)蓄水(shui)(shui)(shui)(shui)后(hou)(hou),水(shui)(shui)(shui)(shui)體壓重引(yin)起(qi)地(di)(di)殼應力增加,水(shui)(shui)(shui)(shui)滲(shen)入斷(duan)層,增大巖層中空(kong)隙水(shui)(shui)(shui)(shui)壓力,可能誘發地(di)(di)震(zhen)。同時,因水(shui)(shui)(shui)(shui)庫(ku)蓄水(shui)(shui)(shui)(shui)后(hou)(hou)水(shui)(shui)(shui)(shui)位升高,可能對庫(ku)區周邊地(di)(di)區的(de)地(di)(di)下水(shui)(shui)(shui)(shui)位造(zao)成影(ying)(ying)響(xiang),使地(di)(di)下水(shui)(shui)(shui)(shui)位不同程度的(de)升高。

——對(dui)生(sheng)態(tai)的(de)影(ying)響。上庫(ku)和(he)(he)下(xia)庫(ku)的(de)建(jian)設(she)造成大面積淹(yan)沒,改變水(shui)生(sheng)生(sheng)物(wu)和(he)(he)陸生(sheng)生(sheng)物(wu)生(sheng)活環境。并且上下(xia)庫(ku)水(shui)位變動(dong)頻繁,影(ying)響水(shui)庫(ku)岸邊(bian)生(sheng)物(wu)棲息環境。

(2)保護措施

做好抽水(shui)蓄(xu)能(neng)電站項目設計論證,嚴(yan)(yan)格建設程序(xu)管(guan)理(li)和運行監督(du),落實地質災害防治措施,減(jian)少(shao)庫區影(ying)響(xiang),確(que)保(bao)水(shui)庫安全運行;劃定施工(gong)范圍,明確(que)生態(tai)(tai)保(bao)護責(ze)任(ren),嚴(yan)(yan)守生態(tai)(tai)保(bao)護紅線,做好生態(tai)(tai)恢復補償,確(que)保(bao)生態(tai)(tai)下泄流量,減(jian)少(shao)對生態(tai)(tai)系(xi)統影(ying)響(xiang)。落實最嚴(yan)(yan)格的(de)水(shui)資源管(guan)理(li)制度,強化(hua)取(qu)水(shui)許(xu)可和水(shui)資源論證,嚴(yan)(yan)格取(qu)用水(shui)管(guan)理(li)。

6.新能源行業

(1)環境影響

風(feng)(feng)電、光電、太(tai)陽(yang)能(neng)熱發電等(deng)可(ke)再(zai)生(sheng)(sheng)能(neng)源開(kai)發利用可(ke)替代(dai)大(da)量(liang)化石能(neng)源消耗、減(jian)少(shao)溫室(shi)氣體和污(wu)染物(wu)排(pai)放(fang),對環(huan)境改善起(qi)到積極作(zuo)用。到2025年,全省(sheng)包括風(feng)(feng)、光電、太(tai)陽(yang)能(neng)熱發電在內的可(ke)再(zai)生(sheng)(sheng)能(neng)源利用總量(liang)折合(he)4980萬(wan)(wan)噸(dun)(dun)標準煤,屆時(shi),可(ke)再(zai)生(sheng)(sheng)能(neng)源年利用量(liang)相當于減(jian)少(shao)二(er)氧(yang)化碳(tan)排(pai)放(fang)量(liang)約(yue)(yue)12710萬(wan)(wan)噸(dun)(dun),每(mei)年可(ke)減(jian)少(shao)煙塵(chen)排(pai)放(fang)量(liang)約(yue)(yue)55萬(wan)(wan)噸(dun)(dun),二(er)氧(yang)化硫排(pai)放(fang)量(liang)約(yue)(yue)131萬(wan)(wan)噸(dun)(dun),氮氧(yang)化物(wu)排(pai)放(fang)量(liang)約(yue)(yue)113萬(wan)(wan)噸(dun)(dun)。在項目建設期,土(tu)石方開(kai)挖可(ke)能(neng)會引(yin)起(qi)地表植被破壞,造成(cheng)水(shui)土(tu)流(liu)失,對生(sheng)(sheng)態環(huan)境產生(sheng)(sheng)不利影響,在項目運(yun)行期,可(ke)能(neng)會對周邊(bian)造成(cheng)噪音、光影等(deng)環(huan)境污(wu)染。

(2)保護措施

科(ke)學合理規(gui)劃布(bu)局(ju),避開環(huan)境敏感區(qu)(qu),規(gui)范環(huan)境影(ying)響評價,保(bao)證(zheng)項目選(xuan)址(zhi)與敏感點的(de)防護距離,優化(hua)設計(ji)施工(gong)方案,盡可能減(jian)少對(dui)地表的(de)破壞,把對(dui)自(zi)然生(sheng)態(tai)(tai)(tai)環(huan)境的(de)影(ying)響降到最(zui)低。項目建成運營后,做好生(sheng)態(tai)(tai)(tai)恢(hui)復(fu)補償(chang),實(shi)施生(sheng)態(tai)(tai)(tai)景(jing)觀(guan)修復(fu),對(dui)場址(zhi)區(qu)(qu)周邊進(jin)行綠(lv)化(hua)、美化(hua),實(shi)現風光電綠(lv)色(se)融(rong)合發(fa)展。

九、保(bao)障(zhang)措施(shi)

(一)加強(qiang)規劃引領

圍繞規(gui)劃(hua)重點(dian)任務,堅持(chi)規(gui)劃(hua)與(yu)項目的相互結(jie)合和(he)有(you)(you)機(ji)統一(yi),增強規(gui)劃(hua)對布局和(he)項目投資的調控管理(li),促進(jin)規(gui)劃(hua)有(you)(you)效落實,有(you)(you)序推進(jin)項目建設。做好與(yu)國家(jia)規(gui)劃(hua)及國土空間(jian)、林草、農業農村等其他省級(ji)專項規(gui)劃(hua)的銜接和(he)協調,提高規(gui)劃(hua)的科學性(xing)、合理(li)性(xing)和(he)可操作(zuo)性(xing),形成能源主管部門(men)統籌、多部門(men)參與(yu)機(ji)制,合力推進(jin)規(gui)劃(hua)落實。

(二)健全規劃實施(shi)機(ji)制

圍(wei)繞甘(gan)肅省“十四五”能(neng)源發展目(mu)標和(he)重點任(ren)務,各地研(yan)究制(zhi)定推動能(neng)源發展的具體(ti)實(shi)施方(fang)案,明確(que)(que)責任(ren)分工(gong)和(he)進度安排(pai),確(que)(que)保各項政(zheng)策措(cuo)施有效落實(shi)。建立健全“動態(tai)監(jian)測(ce)—中期(qi)評(ping)估(gu)(gu)—總結(jie)評(ping)估(gu)(gu)”的規劃實(shi)施監(jian)測(ce)評(ping)估(gu)(gu)體(ti)系,及時(shi)做好規劃實(shi)施情(qing)況(kuang)動態(tai)監(jian)測(ce),根據中期(qi)評(ping)估(gu)(gu)情(qing)況(kuang)及時(shi)調整優化相關目(mu)標任(ren)務,適時(shi)總結(jie)和(he)推廣規劃實(shi)施典型經驗。

(三(san))完善政策支持體系

做(zuo)好(hao)規劃(hua)與(yu)國土空間規劃(hua)銜接,保(bao)障項(xiang)目實(shi)施(shi)用(yong)地。落實(shi)相關稅收(shou)優惠政策(ce),鼓勵金(jin)融(rong)機構參與(yu)發(fa)行與(yu)能(neng)源(yuan)相關的綠色信貸(dai)、綠色債券等(deng)產(chan)(chan)(chan)品,對清潔能(neng)源(yuan)發(fa)展給予積極支持(chi)。加(jia)強基礎設(she)施(shi)扶持(chi)力度,做(zuo)好(hao)能(neng)源(yuan)生產(chan)(chan)(chan)基地、產(chan)(chan)(chan)業園(yuan)區配(pei)套服務。優先支持(chi)能(neng)源(yuan)企業申報科技(ji)(ji)獎補資金(jin)、建(jian)設(she)實(shi)驗室(shi)、技(ji)(ji)術創新中(zhong)(zhong)心、工業設(she)計(ji)中(zhong)(zhong)心、企業技(ji)(ji)術中(zhong)(zhong)心等(deng)產(chan)(chan)(chan)學研用(yong)平(ping)臺。加(jia)大科技(ji)(ji)資源(yuan)共享,搭建(jian)科技(ji)(ji)合作平(ping)臺,推進(jin)科技(ji)(ji)資源(yuan)開放共享。

(四(si))強化人才和(he)服(fu)務保障

支持(chi)能(neng)(neng)源(yuan)企(qi)業引進(jin)(jin)人才(cai),對高層次和急(ji)需(xu)緊缺人才(cai),按規定享受各類人才(cai)優(you)(you)惠政(zheng)策和相(xiang)關(guan)待遇,提(ti)升住房、教育、醫療(liao)保障水平(ping)。深入推進(jin)(jin)“放管服(fu)”改革,持(chi)續(xu)優(you)(you)化營商環(huan)境,提(ti)升服(fu)務(wu)效(xiao)能(neng)(neng)。建立項(xiang)目跟蹤服(fu)務(wu)機(ji)制,定期開(kai)展調(diao)度,掌握項(xiang)目進(jin)(jin)展,及時(shi)協調(diao)解決項(xiang)目推進(jin)(jin)過程中的困難和問題,保障項(xiang)目順(shun)利實施(shi)。
