4月10日,河(he)北(bei)發(fa)改(gai)委(wei)印(yin)發(fa)《河(he)北(bei)省(sheng)“十四五”新(xin)型儲能發(fa)展規劃》,文件提出:到2025年全省(sheng)布(bu)局建(jian)設(she)新(xin)型儲能規模400萬千瓦以上。


為(wei)保障(zhang)調(diao)峰容量電(dian)(dian)源的(de)(de)合(he)理收益,研究推進(jin)電(dian)(dian)網側(ce)獨(du)立(li)儲能(neng)電(dian)(dian)站(zhan)市場(chang)化調(diao)峰電(dian)(dian)源補(bu)償機制(zhi),對發(fa)揮(hui)系統(tong)調(diao)峰作用的(de)(de)新(xin)型儲能(neng),經調(diao)峰電(dian)(dian)源能(neng)力(li)認定后,研究參(can)照抽水(shui)蓄能(neng)管理并享受同樣的(de)(de)價格和能(neng)耗政策(ce)。


根(gen)據替(ti)代的(de)火電(dian)和電(dian)網投資,對滿(man)足條件的(de)各(ge)類大規模獨立儲(chu)(chu)能(neng)(neng)(neng)電(dian)站,結合不同儲(chu)(chu)能(neng)(neng)(neng)時長(chang)給予差異化的(de)容(rong)量補償;探索(suo)(suo)儲(chu)(chu)能(neng)(neng)(neng)電(dian)站商業化電(dian)價(jia)機制,逐步推(tui)動儲(chu)(chu)能(neng)(neng)(neng)電(dian)站參與電(dian)力(li)市場交易,研(yan)究(jiu)探索(suo)(suo)將電(dian)網替(ti)代型(xing)儲(chu)(chu)能(neng)(neng)(neng)設施成(cheng)本收(shou)益納入輸(shu)配電(dian)價(jia)回收(shou)。


此外(wai)還要(yao)建立與電力現貨市(shi)場(chang)相銜接的(de)需(xu)求側(ce)響應補償(chang)機制,增加(jia)用(yong)(yong)戶(hu)側(ce)儲能的(de)收益渠道。鼓勵用(yong)(yong)戶(hu)采用(yong)(yong)儲能技(ji)術減(jian)少(shao)供配電設施增容投資,節約用(yong)(yong)戶(hu)側(ce)用(yong)(yong)電成本。


在電(dian)網(wang)側儲(chu)能建(jian)(jian)設方(fang)面(mian),為(wei)保障安全并充分發(fa)揮調(diao)峰作(zuo)用,要求(qiu)鋰離子電(dian)池獨立(li)儲(chu)能電(dian)站原則(ze)上建(jian)(jian)設規模為(wei)5―30萬千瓦,時(shi)長(chang)2小(xiao)時(shi)以上。

河北省“十四五”新型儲能發展規劃

一、發展基礎


(一)國內(nei)外發展(zhan)現狀


碳達(da)峰、碳中和是(shi)(shi)一場(chang)能(neng)(neng)(neng)(neng)(neng)源革命,儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)是(shi)(shi)實(shi)現(xian)能(neng)(neng)(neng)(neng)(neng)源變(bian)革的(de)(de)關鍵支撐(cheng)。隨著(zhu)新能(neng)(neng)(neng)(neng)(neng)源在(zai)整個能(neng)(neng)(neng)(neng)(neng)源體系(xi)中的(de)(de)比(bi)重快(kuai)速增加,儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)迎(ying)來爆發(fa)式增長。為提升電(dian)力系(xi)統靈活性和調(diao)節(jie)能(neng)(neng)(neng)(neng)(neng)力,世界(jie)各國(guo)(guo)正(zheng)在(zai)加快(kuai)推動新型(xing)(xing)儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)技術(shu)和產業發(fa)展,呈(cheng)現(xian)出鋰離子(zi)電(dian)池(chi)(chi)(chi)、壓(ya)縮空(kong)(kong)氣儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)、液流電(dian)池(chi)(chi)(chi)、飛輪儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)、鎳(nie)氫電(dian)池(chi)(chi)(chi)、鈉離子(zi)電(dian)池(chi)(chi)(chi)等“百家(jia)爭鳴”局面。截至2020年底,全(quan)球(qiu)已(yi)投運儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)項目(mu)累(lei)計裝(zhuang)機(ji)(ji)規模1.91億(yi)(yi)千(qian)瓦(wa)(wa),其中抽水蓄(xu)能(neng)(neng)(neng)(neng)(neng)項目(mu)裝(zhuang)機(ji)(ji)1.72億(yi)(yi)千(qian)瓦(wa)(wa),占(zhan)比(bi)90.3%,新型(xing)(xing)儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)項目(mu)裝(zhuang)機(ji)(ji)1860萬(wan)(wan)(wan)千(qian)瓦(wa)(wa),占(zhan)比(bi)9.7%,其中鋰離子(zi)、液流電(dian)池(chi)(chi)(chi)等電(dian)化學儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)1430萬(wan)(wan)(wan)千(qian)瓦(wa)(wa)、壓(ya)縮空(kong)(kong)氣儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)38萬(wan)(wan)(wan)千(qian)瓦(wa)(wa)、飛輪儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)38萬(wan)(wan)(wan)千(qian)瓦(wa)(wa)、其它類型(xing)(xing)儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)344萬(wan)(wan)(wan)千(qian)瓦(wa)(wa)。在(zai)全(quan)球(qiu)分布中,中國(guo)(guo)、美國(guo)(guo)和歐洲(zhou)占(zhan)據全(quan)球(qiu)儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)市場(chang)的(de)(de)主(zhu)導(dao)地位(wei),各自新增規模占(zhan)比(bi)分別(bie)達(da)到33%、30%、23%,均突(tu)破百萬(wan)(wan)(wan)千(qian)瓦(wa)(wa)大關,儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)在(zai)電(dian)力系(xi)統中應用已(yi)初具規模。


為促進新(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)發展(zhan),世界各國相繼(ji)出合一系列激勵措施。美國出臺相關法案明確(que)先進儲(chu)(chu)能(neng)(neng)(neng)技術可以申請投資(zi)稅收減(jian)免,用戶側(ce)儲(chu)(chu)能(neng)(neng)(neng)系統可獲得一定資(zi)金補貼;德國大力推動儲(chu)(chu)能(neng)(neng)(neng)技術研發示(shi)范和(he)市(shi)場化(hua)發展(zhan),支持(chi)新(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)作為商(shang)業化(hua)主(zhu)體參(can)與調頻(pin)和(he)備用市(shi)場交(jiao)易;日本制(zhi)定中(zhong)央(yang)和(he)地(di)方(fang)補貼政策(ce)鼓勵儲(chu)(chu)能(neng)(neng)(neng)產業發展(zhan),明確(que)光伏發電(dian)項(xiang)目(mu)和(he)輸電(dian)網按照調頻(pin)調峰(feng)需求(qiu)配置儲(chu)(chu)能(neng)(neng)(neng),加大對配電(dian)網、微電(dian)網及用戶側(ce)儲(chu)(chu)能(neng)(neng)(neng)資(zi)金補貼力度,全力支持(chi)新(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)產業快速發展(zhan)。


近年來,我(wo)國(guo)新(xin)(xin)型儲(chu)能(neng)規(gui)模化(hua)應用(yong)呈(cheng)現(xian)良好(hao)發(fa)展(zhan)(zhan)態(tai)勢,多(duo)種(zhong)儲(chu)能(neng)技(ji)術廣泛應用(yong)于(yu)可再生能(neng)源開發(fa)、消納(na)、綜合智慧(hui)能(neng)源系統、配電網、微電網,在技(ji)術裝(zhuang)備研(yan)發(fa)、示范項目建設、商業(ye)模式探索、標準體(ti)系構建等(deng)(deng)方面取得實(shi)質性進展(zhan)(zhan)。新(xin)(xin)型儲(chu)能(neng)參與輔(fu)助服務(wu)、削蜂填谷等(deng)(deng)市(shi)場化(hua)應用(yong)規(gui)模穩步擴大,對能(neng)源轉型的(de)支撐作用(yong)日(ri)益顯(xian)現(xian)。越來越多(duo)的(de)重點龍頭企業(ye)投身新(xin)(xin)型儲(chu)能(neng)、或(huo)者考(kao)慮(lv)跨界合作。截至2020年底,我(wo)國(guo)新(xin)(xin)型儲(chu)能(neng)累(lei)計裝(zhuang)機已達330萬千瓦,排名世界第一,已基本實(shi)現(xian)由(you)研(yan)發(fa)示范向商業(ye)化(hua)初期過渡。寧(ning)夏、青海(hai)、山東(dong)、江蘇、浙江等(deng)(deng)省份制定出臺(tai)調峰調頻輔(fu)助服務(wu)、電價(jia)補償、發(fa)電量計劃保障(zhang)等(deng)(deng)支持政策(ce),有力(li)促進新(xin)(xin)型儲(chu)能(neng)創新(xin)(xin)發(fa)展(zhan)(zhan)。


(二)我省發展現狀


我省高度重(zhong)視(shi)新(xin)(xin)型(xing)儲(chu)能產業(ye)與技術(shu)發展(zhan),首批國家示范項目取得(de)推廣應用(yong),為構建我省新(xin)(xin)型(xing)電力(li)系統、科學布局新(xin)(xin)型(xing)儲(chu)能項目奠定良好基礎。


新(xin)型(xing)(xing)儲(chu)能(neng)(neng)(neng)發展扎實(shi)起步.新(xin)型(xing)(xing)儲(chu)能(neng)(neng)(neng)主要包括(kuo)電化(hua)學儲(chu)能(neng)(neng)(neng)、機械儲(chu)能(neng)(neng)(neng)、電磁(ci)儲(chu)能(neng)(neng)(neng)、儲(chu)氫(qing)等形式。目前,鋰離子電池(chi)(chi)技(ji)(ji)術(shu)成熟度最高、應(ying)(ying)(ying)(ying)用(yong)(yong)最為廣泛(fan),投資成本(ben)相對較(jiao)(jiao)低(di),已基(ji)本(ben)實(shi)現商業化(hua)應(ying)(ying)(ying)(ying)用(yong)(yong);液(ye)流電池(chi)(chi)技(ji)(ji)術(shu)最為安全,投資成本(ben)相對較(jiao)(jiao)高,占(zhan)地面積較(jiao)(jiao)大(da),示(shi)范(fan)項目已取得成功(gong)應(ying)(ying)(ying)(ying)用(yong)(yong);機械儲(chu)能(neng)(neng)(neng)中壓縮空(kong)氣儲(chu)能(neng)(neng)(neng)已實(shi)現100兆瓦級示(shi)范(fan)應(ying)(ying)(ying)(ying)用(yong)(yong),結(jie)合廢棄礦井或(huo)天然鹽穴開(kai)發可(ke)大(da)幅降低(di)投資成本(ben),飛輪儲(chu)能(neng)(neng)(neng)技(ji)(ji)術(shu)進入規模(mo)化(hua)實(shi)驗(yan)示(shi)范(fan);鈉離子電池(chi)(chi)、儲(chu)氫(qing)等其它創(chuang)新(xin)儲(chu)能(neng)(neng)(neng)技(ji)(ji)術(shu)處于研(yan)究示(shi)范(fan)階(jie)段(duan)。


示(shi)(shi)范應用成效(xiao)初步(bu)顯現(xian),截(jie)至2020年底,我省新(xin)(xin)型(xing)儲(chu)能(neng)(neng)(neng)總裝(zhuang)機5.9萬(wan)千(qian)瓦(wa)/12.9萬(wan)千(qian)瓦(wa)時,涵(han)蓋磷酸(suan)鐵(tie)鋰、全釩液流(liu)、鐵(tie)鉻(ge)液流(liu)、鉛酸(suan)電(dian)(dian)池等多種儲(chu)能(neng)(neng)(neng)形式(shi)。國(guo)網翼(yi)北電(dian)(dian)力(li)公司張北風光儲(chu)輸(shu)示(shi)(shi)范工程(cheng)已列入國(guo)家首批科技(ji)創(chuang)新(xin)(xin)(儲(chu)能(neng)(neng)(neng))試點示(shi)(shi)范,是(shi)世界規模最(zui)大的風光儲(chu)綜合利用示(shi)(shi)范項(xiang)目;京津冀地(di)區(qu)首個“火電(dian)(dian)+儲(chu)能(neng)(neng)(neng)”調頻應用示(shi)(shi)范項(xiang)目落地(di)唐山豐潤(run)電(dian)(dian)廠,率(lv)先探索新(xin)(xin)型(xing)儲(chu)能(neng)(neng)(neng)與(yu)傳(chuan)統火電(dian)(dian)融合發展的新(xin)(xin)模式(shi);雄安新(xin)(xin)區(qu)王家寨綠(lv)色(se)智能(neng)(neng)(neng)微電(dian)(dian)網示(shi)(shi)范工程(cheng)采用“儲(chu)能(neng)(neng)(neng)十分布式(shi)能(neng)(neng)(neng)源*模式(shi)創(chuang)造(zao)性地(di)解(jie)決了局部微電(dian)(dian)網綠(lv)色(se)電(dian)(dian)力(li)安全穩定供應問(wen)題。


技(ji)術(shu)(shu)創新水(shui)(shui)平穩步(bu)提升.我省已有部分新型(xing)儲(chu)(chu)能(neng)(neng)裝(zhuang)(zhuang)備技(ji)術(shu)(shu)走(zou)到全國(guo)(guo)乃至世界(jie)前列,其中國(guo)(guo)家電(dian)(dian)投河北(bei)公司聯合(he)中央研(yan)(yan)究院開(kai)發(fa)的(de)鐵-鉻(ge)液(ye)流(liu)儲(chu)(chu)能(neng)(neng)電(dian)(dian)池(chi)技(ji)術(shu)(shu)處于國(guo)(guo)內領先水(shui)(shui)平;由中科(ke)院工程熱物理研(yan)(yan)究所研(yan)(yan)發(fa)、巨人(ren)集(ji)團(tuan)建(jian)設的(de)張北(bei)100兆(zhao)瓦先進壓縮空氣儲(chu)(chu)能(neng)(neng)項目已申請(qing)國(guo)(guo)家首臺(套)科(ke)技(ji)裝(zhuang)(zhuang)備,技(ji)術(shu)(shu)處于世界(jie)領先地位,設計效率(lv)達70.4%;承德萬利通公司與清華大學(xue)國(guo)(guo)家“863”計劃釩電(dian)(dian)池(chi)項目組共同開(kai)發(fa)的(de)全釩液(ye)流(liu)電(dian)(dian)池(chi)獲得了(le)國(guo)(guo)家30余項專利,攻克了(le)全釩液(ye)流(liu)電(dian)(dian)池(chi)溶(rong)液(ye)、電(dian)(dian)極電(dian)(dian)堆(dui)、質子交換膜等多項關鍵(jian)核心技(ji)術(shu)(shu),為化學(xue)儲(chu)(chu)能(neng)(neng)提供了(le)安(an)全發(fa)展的(de)技(ji)術(shu)(shu)路線。


商業(ye)模(mo)式得到(dao)有益(yi)探(tan)索(suo)。我省注重加快推(tui)動新(xin)(xin)型儲能(neng)市場化(hua)商業(ye)化(hua)發展進程,商業(ye)模(mo)式不斷得到(dao)創新(xin)(xin)突破,由初期的電源側(ce)新(xin)(xin)能(neng)源發電配(pei)套、平(ping)滑出力減少棄電,逐步(bu)拓展到(dao)電網側(ce)調峰(feng)調頻輔助服務,用(yong)戶側(ce)峰(feng)谷(gu)價差(cha)套利等商業(ye)化(hua)運(yun)營(ying)模(mo)式,為新(xin)(xin)型儲能(neng)參與電力市場交易提供有益(yi)探(tan)索(suo)。


二、面臨形勢


2020年9月22日,國家主席習近(jin)平(ping)在(zai)第(di)七十五屆聯合國大會(hui)一般性辯(bian)論會(hui)上(shang)明(ming)確(que)提出“二氧(yang)化(hua)碳持放力(li)爭(zheng)于2030峰值,努力(li)爭(zheng)取2060年前實現碳中和(he)”。新型(xing)儲能(neng)(neng)是構建具有更強新能(neng)(neng)源(yuan)消納能(neng)(neng)力(li)的(de)(de)新型(xing)電力(li)系統、解決可(ke)再生能(neng)(neng)源(yuan)高(gao)效利用的(de)(de)重(zhong)要(yao)手(shou)段(duan),是助力(li)實現“碳達(da)峰、碳中和(he)”目標的(de)(de)重(zhong)要(yao)支(zhi)撐(cheng)。

加(jia)快(kuai)新(xin)能(neng)源(yuan)(yuan)發(fa)展(zhan)(zhan)對新(xin)型(xing)儲能(neng)提(ti)出(chu)迫(po)切需(xu)求,截至2020年底,我(wo)省(sheng)(sheng)電(dian)力(li)裝機突(tu)破1億千(qian)瓦(wa)大關,其(qi)中可再生能(neng)源(yuan)(yuan)發(fa)電(dian)裝機規模已達(da)到(dao)4761萬千(qian)瓦(wa),占比達(da)到(dao)48%,電(dian)力(li)系統調(diao)峰(feng)調(diao)頻(pin)壓力(li)凸顯。“十(shi)四五”期間(jian),我(wo)省(sheng)(sheng)將大力(li)實施可再生能(neng)源(yuan)(yuan)“倍(bei)增計劃”,到(dao)2025年我(wo)省(sheng)(sheng)可再生能(neng)源(yuan)(yuan)發(fa)電(dian)裝機規模將突(tu)破1億千(qian)瓦(wa),占比達(da)到(dao)60%左右(you),非化(hua)石能(neng)源(yuan)(yuan)占能(neng)源(yuan)(yuan)消費總量比重提(ti)高到(dao)13%。由于(yu)新(xin)能(neng)源(yuan)(yuan)發(fa)電(dian)的高比例接入,電(dian)力(li)系統調(diao)蜂需(xu)求將進一步(bu)增加(jia),亟需(xu)加(jia)快(kuai)發(fa)展(zhan)(zhan)新(xin)型(xing)儲能(neng),提(ti)升電(dian)力(li)系統靈活性,促(cu)進新(xin)能(neng)源(yuan)(yuan)高效消納。

新型儲(chu)(chu)能(neng)(neng)(neng)技(ji)術(shu)(shu)(shu)不斷突破為(wei)產業(ye)發(fa)展(zhan)(zhan)注入強(qiang)勁(jing)動力(li)。以(yi)鋰離子(zi)電(dian)(dian)(dian)(dian)池(chi)(chi)為(wei)代表的電(dian)(dian)(dian)(dian)化學儲(chu)(chu)能(neng)(neng)(neng)技(ji)術(shu)(shu)(shu)發(fa)展(zhan)(zhan)迅猛,近五年來能(neng)(neng)(neng)量密度提(ti)高(gao)了近一倍,系統成本下降約60%,目前鋰電(dian)(dian)(dian)(dian)池(chi)(chi)儲(chu)(chu)能(neng)(neng)(neng)系統初步具備規模化商業(ye)化應用條件。全(quan)釩液流、鐵-鉻液流電(dian)(dian)(dian)(dian)池(chi)(chi)已取得(de)突破性(xing)進展(zhan)(zhan),安全(quan)性(xing)能(neng)(neng)(neng)較高(gao)。百(bai)兆瓦(wa)級先進壓(ya)縮空氣儲(chu)(chu)能(neng)(neng)(neng)技(ji)術(shu)(shu)(shu)得(de)到(dao)示(shi)范(fan)(fan)應用,系統效率預計提(ti)升至70%以(yi)上,為(wei)商業(ye)化發(fa)展(zhan)(zhan)提(ti)供了技(ji)術(shu)(shu)(shu)支撐。飛輪(lun)儲(chu)(chu)能(neng)(neng)(neng)、鈉離子(zi)電(dian)(dian)(dian)(dian)池(chi)(chi)、固態(tai)電(dian)(dian)(dian)(dian)池(chi)(chi)、儲(chu)(chu)氫(qing)等創新儲(chu)(chu)能(neng)(neng)(neng)技(ji)術(shu)(shu)(shu)正(zheng)在開展(zhan)(zhan)關(guan)鍵(jian)技(ji)術(shu)(shu)(shu)攻關(guan)與示(shi)范(fan)(fan)。當(dang)前,各類儲(chu)(chu)能(neng)(neng)(neng)技(ji)術(shu)(shu)(shu)功發(fa)示(shi)范(fan)(fan),呈現出(chu)百(bai)花(hua)齊放的良好局面。

市場主導、政策驅動.大(da)力推進電力體(ti)制改革(ge)和(he)電力市場建設,營(ying)造公平競(jing)爭的(de)市場環境。因地制宜(yi)探(tan)索靈活多樣的(de)商(shang)業模式,建立(li)健全(quan)(quan)由(you)源網荷共(gong)擔(dan)的(de)儲能(neng)發展(zhan)機制,支持儲能(neng)電站獨立(li)參與市場交易或與發電設施聯(lian)合接(jie)入(ru)電網,提(ti)供調峰調頻(pin)等(deng)輔助服務,建立(li)健全(quan)(quan)相關支持政策。

積極發(fa)(fa)展系統友(you)好型新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)電(dian)站配(pei)(pei)套(tao)儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng),充分結(jie)合(he)電(dian)力系統運行和新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)開(kai)發(fa)(fa)需求,在(zai)新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)富集(ji)地區全面推廣“新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)十儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)”的系統友(you)好型新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)電(dian)站,實(shi)現儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)與新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)發(fa)(fa)電(dian)的深度融合(he)、聯合(he)運行,保障(zhang)新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)高水(shui)平消(xiao)納(na)利用。配(pei)(pei)合(he)大型風(feng)電(dian)光伏基地開(kai)發(fa)(fa),探索研究新(xin)型儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)配(pei)(pei)置技術、合(he)理規模和運行方式,支撐大規模新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)外送。新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)配(pei)(pei)建(jian)的新(xin)型儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)設施應(ying)與新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)發(fa)(fa)電(dian)項目同(tong)步建(jian)設、同(tong)步投產。鼓勵建(jian)設共享(xiang)型儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)電(dian)站,新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)發(fa)(fa)電(dian)企業(ye)可采用購(gou)買(mai)或租(zu)賃方式獲得(de)共享(xiang)儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)電(dian)站服務。


推進多能(neng)(neng)互(hu)補項目配套儲(chu)能(neng)(neng)建(jian)設(she)(she).依托(tuo)存量(liang)或(huo)新(xin)增電(dian)(dian)源(yuan)(yuan)送出通道或(huo)跨(kua)省輸(shu)(shu)電(dian)(dian)通道,合理配置新(xin)型(xing)儲(chu)能(neng)(neng),統籌(chou)各類電(dian)(dian)源(yuan)(yuan)規劃、建(jian)設(she)(she)、運營,通過“風光水火儲(chu)一(yi)體化”多能(neng)(neng)互(hu)補模式,促進大規模風電(dian)(dian)、光伏發電(dian)(dian)并網消(xiao)納(na),提升輸(shu)(shu)電(dian)(dian)通道利用(yong)率和可再生能(neng)(neng)源(yuan)(yuan)電(dian)(dian)量(liang)占比,重點在張家口、承德(de)、唐山(shan)、保(bao)定、滄州、石(shi)家莊等(deng)區域(yu)實施一(yi)批(pi)多能(neng)(neng)互(hu)補示范項目,推進新(xin)型(xing)儲(chu)能(neng)(neng)規模化應用(yong)。


發展常規電(dian)源(yuan)+儲(chu)能.鼓(gu)勵燃(ran)煤電(dian)廠合理配(pei)置(zhi)新(xin)型儲(chu)能,與(yu)燃(ran)煤機組協(xie)調(diao)配(pei)合參(can)與(yu)調(diao)頻調(diao)峰(feng)等輔助服務。在調(diao)峰(feng)需(xu)求大(da)的(de)區域合理布局燃(ran)氣電(dian)廠+儲(chu)能項(xiang)目,滿足電(dian)力(li)系統不同時間維度的(de)調(diao)峰(feng)調(diao)頻需(xu)求,提高(gao)系統靈(ling)活(huo)性和(he)可(ke)靠性。探索(suo)利用退役火電(dian)機組既有廠址和(he)輸變電(dian)設(she)(she)(she)施建設(she)(she)(she)新(xin)型儲(chu)能或風光儲(chu)設(she)(she)(she)備。


專欄1 大基地(di)項目電源側(ce)配套(tao)儲(chu)能試點(dian)示范


(1)張家口張北縣(xian)100萬(wan)千瓦(wa)(wa)大(da)型新能(neng)源(yuan)基地(di)項目(mu)。配套15萬(wan)千瓦(wa)(wa)/30萬(wan)千瓦(wa)(wa)時(shi)儲能(neng)項目(mu),項目(mu)單(dan)位為河北三峽巨人(ren)能(neng)源(yuan)有限公(gong)司。


(2)承德(de)豐寧風光氫儲100萬(wan)千瓦大型新能(neng)源基(ji)地(di)項目。配(pei)套11.5萬(wan)千瓦/23萬(wan)千瓦時(shi)電化學儲能(neng)及2000標方/小時(shi)堿(jian)性電解(jie)水制(zhi)氫,項目單位(wei)為國華能(neng)源投資有限公司。


(3)加快(kuai)推進納入國家第(di)二批(pi)大型風電(dian)光伏基地項目的建設。

統籌布局獨(du)(du)(du)立(li)(li)儲(chu)(chu)(chu)能(neng)(neng)(neng)電(dian)(dian)(dian)(dian)站(zhan)。圍繞服務(wu)大電(dian)(dian)(dian)(dian)網(wang)、助(zhu)力(li)新能(neng)(neng)(neng)源高(gao)(gao)效(xiao)消納、保(bao)(bao)障電(dian)(dian)(dian)(dian)力(li)安(an)全供(gong)應等功能(neng)(neng)(neng),科(ke)學有序布局新型獨(du)(du)(du)立(li)(li)儲(chu)(chu)(chu)能(neng)(neng)(neng)電(dian)(dian)(dian)(dian)站(zhan),積極發揮(hui)新型獨(du)(du)(du)立(li)(li)儲(chu)(chu)(chu)能(neng)(neng)(neng)在電(dian)(dian)(dian)(dian)力(li)運行中(zhong)頂峰、調(diao)(diao)峰、調(diao)(diao)頻、爬坡、黑啟動(dong)、系(xi)統備用等多種作(zuo)用,為(wei)電(dian)(dian)(dian)(dian)網(wang)安(an)全高(gao)(gao)效(xiao)穩定運行提供(gong)服務(wu)。加快建立(li)(li)完善適應獨(du)(du)(du)立(li)(li)儲(chu)(chu)(chu)能(neng)(neng)(neng)參與的(de)相關市場機(ji)制,符合國(guo)家相關標準規(gui)范要(yao)求的(de)獨(du)(du)(du)立(li)(li)儲(chu)(chu)(chu)能(neng)(neng)(neng)電(dian)(dian)(dian)(dian)站(zhan)可作(zuo)為(wei)獨(du)(du)(du)立(li)(li)主體參與市場交(jiao)易,通過(guo)市場化方式(shi)形成(cheng)收(shou)益。為(wei)保(bao)(bao)障安(an)全并(bing)充分發揮(hui)調(diao)(diao)峰作(zuo)用,鋰離(li)子電(dian)(dian)(dian)(dian)池獨(du)(du)(du)立(li)(li)儲(chu)(chu)(chu)能(neng)(neng)(neng)電(dian)(dian)(dian)(dian)站(zhan)原則上建設規(gui)模為(wei)5―30萬千瓦(wa),時長2小時以上。


科(ke)(ke)學配(pei)置電網(wang)關鍵節(jie)點(dian)或區(qu)域(yu)新型儲(chu)能(neng)(neng).在大規模新能(neng)(neng)源匯集(ji)、分布式光伏(fu)集(ji)中(zhong)(zhong)開發、調(diao)峰調(diao)頻困難和電壓(ya)(ya)支(zhi)撐能(neng)(neng)力不足(zu)的(de)電網(wang)樞(shu)紐(niu)站點(dian)及重(zhong)點(dian)區(qu)域(yu)科(ke)(ke)學布局儲(chu)能(neng)(neng),重(zhong)點(dian)支(zhi)持張北(bei)特高壓(ya)(ya)懷來特高壓(ya)(ya)、張北(bei)柔直、雄安換流(liu)站、白土窯、承德北(bei)、牌樓、御道口、保西(xi)等(deng)樞(shu)紐(niu)站點(dian)周邊(bian)以(yi)及唐山(shan)、石家莊、保定(ding)、邢臺、邯鄲等(deng)分布式光伏(fu)開發集(ji)中(zhong)(zhong)地區(qu)建設(she)儲(chu)能(neng)(neng)項目(mu),充分發揮(hui)儲(chu)能(neng)(neng)調(diao)峰、調(diao)壓(ya)(ya)等(deng)調(diao)節(jie)支(zhi)撐作用,提升電網(wang)安全穩(wen)定(ding)運(yun)行水(shui)平。


支持電(dian)(dian)(dian)網(wang)替代性儲(chu)能(neng)(neng)項目(mu)建(jian)設(she)(she)(she),支持在用電(dian)(dian)(dian)負(fu)荷(he)增速較(jiao)快、輸變電(dian)(dian)(dian)項目(mu)建(jian)設(she)(she)(she)難度大的地(di)區建(jian)設(she)(she)(she)儲(chu)能(neng)(neng)項目(mu),延緩或(huo)替代輸變電(dian)(dian)(dian)設(she)(she)(she)施投資,降(jiang)低電(dian)(dian)(dian)網(wang)基礎設(she)(she)(she)施建(jian)設(she)(she)(she)成本。圍(wei)繞保障(zhang)重(zhong)點(dian)負(fu)荷(he)需(xu)求,建(jian)設(she)(she)(she)一批(pi)移動式或(huo)固定(ding)式儲(chu)能(neng)(neng)設(she)(she)(she)施,提升應急(ji)供電(dian)(dian)(dian)保障(zhang)能(neng)(neng)力。


鼓勵電網(wang)末(mo)端(duan)布(bu)局儲(chu)能設施.在我省太行(xing)山、燕(yan)山、壩上等(deng)偏遠地(di)區,結合用(yong)電需求布(bu)局新(xin)型儲(chu)能或風光儲(chu)電站,提高末(mo)端(duan)電網(wang)供電能力。


(三)引導用(yong)戶(hu)側儲(chu)能靈活(huo)發展


鼓勵(li)分布式供能(neng)(neng)系統(tong)儲(chu)能(neng)(neng)應用(yong)(yong)(yong).圍(wei)繞大數據(ju)中心、5G基站、工(gong)業園(yuan)區、公路服務區等(deng)終端用(yong)(yong)(yong)戶,依托分布式新能(neng)(neng)源、微電(dian)網、增量配網等(deng)配置新型(xing)儲(chu)能(neng)(neng),探索電(dian)動汽(qi)車在(zai)分布式供能(neng)(neng)系統(tong)中的應用(yong)(yong)(yong),提高用(yong)(yong)(yong)能(neng)(neng)質量,降(jiang)低用(yong)(yong)(yong)能(neng)(neng)成本。


支持(chi)重要(yao)負荷用戶儲能(neng)建(jian)設。鼓勵工業、通信、金融、互聯網等(deng)對供電(dian)(dian)可靠性(xing)、電(dian)(dian)能(neng)質量要(yao)求高的電(dian)(dian)力(li)用戶,根(gen)據優化商業模式和系統運(yun)行模式需要(yao)配置(zhi)新型儲能(neng),提升用戶電(dian)(dian)力(li)自平衡能(neng)力(li),降(jiang)低對大電(dian)(dian)網調峰調頻壓(ya)力(li),提高綜合用能(neng)效率效益。

鼓(gu)勵分(fen)(fen)散(san)式(shi)儲能(neng)應用(yong)。積極推動不(bu)間斷電源、充換電設施、農(nong)牧業基礎(chu)設施、家庭(ting)等用(yong)戶側分(fen)(fen)散(san)式(shi)儲能(neng)設施建設,調節電網靈活性,降低用(yong)能(neng)成本(ben)。


(四)加(jia)快推動(dong)源網荷儲融(rong)合(he)建設

(1)國(guo)家風(feng)光儲(chu)輸示范(fan)工程二期(qi)儲(chu)能擴(kuo)建工程。示范(fan)工程在一(yi)期(qi)基礎上增容建設儲(chu)能5萬(wan)千(qian)瓦,二期(qi)工程聚焦國(guo)家新能源發展戰(zhan)略,加(jia)強儲(chu)能應用模式及經(jing)濟性研究,建立和完善新型儲(chu)能安(an)全(quan)檢測與評價技術(shu)標準,促進新能源規(gui)模化開發和高效利用。項目(mu)單位為(wei)國(guo)網冀北張家口風(feng)光儲(chu)輸新能源有限(xian)公司。


(2)首臺(套)張北100兆(zhao)瓦(wa)先進壓(ya)縮空氣儲(chu)能項目。項目建設規模(mo)為10萬千瓦(wa)/40萬千瓦(wa)時,系統設計效(xiao)率70.4%,項目單(dan)位為張北巨人能源有(you)限公(gong)司(si),技術來源為中國(guo)科(ke)學(xue)院工(gong)程熱(re)物理研究所,由中儲(chu)國(guo)能(北京)技術有(you)限公(gong)司(si)提供全部(bu)設備(bei)。

加快(kuai)推進新(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)商業化創(chuang)新(xin)模式,支持新(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)作為(wei)獨立(li)市場主體參與各類(lei)電力市場交易,研(yan)究建立(li)新(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)價(jia)格(ge)機制,促進儲(chu)(chu)能(neng)(neng)(neng)成(cheng)本(ben)合理分攤和疏(shu)導。探索共享儲(chu)(chu)能(neng)(neng)(neng)、云(yun)儲(chu)(chu)能(neng)(neng)(neng)、儲(chu)(chu)能(neng)(neng)(neng)聚合等市場化應(ying)用模式。

加(jia)大“新(xin)(xin)能(neng)(neng)源+儲(chu)(chu)能(neng)(neng)”支持力(li)度(du).積極引導(dao)新(xin)(xin)能(neng)(neng)源電站以(yi)市場化方式配置新(xin)(xin)型(xing)(xing)儲(chu)(chu)能(neng)(neng),對于按規定(ding)配套建設新(xin)(xin)型(xing)(xing)儲(chu)(chu)能(neng)(neng)或以(yi)共享(xiang)模式落實新(xin)(xin)型(xing)(xing)儲(chu)(chu)能(neng)(neng)的(de)新(xin)(xin)能(neng)(neng)源項(xiang)目,結合(he)(he)(he)儲(chu)(chu)能(neng)(neng)技術水平和系(xi)統(tong)效益,可(ke)考(kao)慮在(zai)競(jing)爭性(xing)配置、項(xiang)目備案(an)(核(he)準)、并(bing)網時序、保障利用小(xiao)時數、電力(li)服務補(bu)償(chang)考(kao)核(he)等方面給予適當傾(qing)斜,推動(dong)“新(xin)(xin)能(neng)(neng)源+儲(chu)(chu)能(neng)(neng)”健(jian)康有序發(fa)展。購買(mai)(mai)調峰能(neng)(neng)力(li)或儲(chu)(chu)能(neng)(neng),應由買(mai)(mai)方企業向當地能(neng)(neng)源主管(guan)部(bu)門(men)作出承諾(nuo)并(bing)提供購買(mai)(mai)合(he)(he)(he)同(tong)(tong),根據購買(mai)(mai)合(he)(he)(he)同(tong)(tong)中簽訂的(de)調峰能(neng)(neng)力(li)進行認定(ding),并(bing)委托電網企業對購買(mai)(mai)合(he)(he)(he)同(tong)(tong)中的(de)項(xiang)目進行全面核(he)查(cha)驗收。

強化安(an)(an)全(quan)(quan)(quan)(quan)(quan)風險防范(fan)。堅持“安(an)(an)全(quan)(quan)(quan)(quan)(quan)第(di)一、預防為主、綜合治(zhi)理”的方針,建立“企業(ye)負(fu)責、行(xing)業(ye)自律、政府(fu)監(jian)(jian)管(guan)(guan)、社(she)會監(jian)(jian)督”的管(guan)(guan)理機制(zhi),加(jia)快(kuai)推(tui)動建立新型儲(chu)能(neng)安(an)(an)全(quan)(quan)(quan)(quan)(quan)標準規范(fan),完(wan)善安(an)(an)全(quan)(quan)(quan)(quan)(quan)管(guan)(guan)理體系,建立健全(quan)(quan)(quan)(quan)(quan)省市縣三(san)級聯(lian)動和(he)(he)政府(fu)各(ge)相(xiang)關部門齊(qi)抓共管(guan)(guan)的安(an)(an)全(quan)(quan)(quan)(quan)(quan)監(jian)(jian)管(guan)(guan)機制(zhi),強化企業(ye)安(an)(an)全(quan)(quan)(quan)(quan)(quan)主體責任,落實全(quan)(quan)(quan)(quan)(quan)員安(an)(an)全(quan)(quan)(quan)(quan)(quan)生產(chan)責任制(zhi)。規范(fan)項目(mu)設計咨詢、施工驗收(shou)、并網調度(du)、運行(xing)維護、退役管(guan)(guan)理、應急管(guan)(guan)理與事故處置等環(huan)節安(an)(an)全(quan)(quan)(quan)(quan)(quan)管(guan)(guan)控和(he)(he)監(jian)(jian)督,筑牢安(an)(an)全(quan)(quan)(quan)(quan)(quan)底線。


九、環境影響評價


(一)環境影響分析


“十四五”期(qi)間,隨著(zhu)新型(xing)儲能的大(da)力發展(zhan),我省(sheng)新能源發電(dian)裝(zhuang)機和消費占比將(jiang)快速提(ti)升。預計到2025年,支撐(cheng)我省(sheng)非(fei)化(hua)石能源占能源消費總量比重(zhong)由(you)2020年的7%提(ti)高到13%,可再生能源電(dian)力消納責任權重(zhong)由(you)2020年的14.2%提(ti)高到22.8%,相當于(yu)減少標煤約4755萬(wan)噸(dun)(dun),減少二氧(yang)化(hua)碳排放約1.3億噸(dun)(dun),減少二氧(yang)化(hua)硫(liu)排放量約6.2萬(wan)噸(dun)(dun),減少氮氧(yang)化(hua)物排放量約5.7萬(wan)噸(dun)(dun)。


(二)環境保護措施


規劃(hua)(hua)實(shi)(shi)施(shi)(shi)過(guo)程(cheng)中(zhong)嚴(yan)格(ge)執(zhi)行(xing)環(huan)(huan)境(jing)(jing)影(ying)響評(ping)價(jia)制度,堅守生(sheng)(sheng)態保(bao)護(hu)紅線(xian)和(he)永久基本農田,在(zai)規劃(hua)(hua)選址、并網(wang)線(xian)路等(deng)方面確保(bao)區域(yu)生(sheng)(sheng)態功能。避讓環(huan)(huan)境(jing)(jing)敏(min)感(gan)性因素。加強新型儲能項(xiang)目(mu)布局、建(jian)設(she)(she)、運(yun)營、退役(yi)全(quan)環(huan)(huan)節(jie)、全(quan)生(sheng)(sheng)命周期環(huan)(huan)境(jing)(jing)保(bao)護(hu),嚴(yan)格(ge)落實(shi)(shi)生(sheng)(sheng)態保(bao)護(hu)紅線(xian)、環(huan)(huan)境(jing)(jing)質量底線(xian)、資源利用上線(xian)和(he)生(sheng)(sheng)態環(huan)(huan)境(jing)(jing)準(zhun)入清單“三(san)線(xian)一(yi)單”要(yao)求,嚴(yan)格(ge)執(zhi)行(xing)環(huan)(huan)保(bao)標(biao)準(zhun),做到環(huan)(huan)境(jing)(jing)保(bao)護(hu)設(she)(she)施(shi)(shi)與(yu)(yu)主體工程(cheng)“同(tong)時(shi)設(she)(she)計、同(tong)時(shi)施(shi)(shi)工、同(tong)時(shi)投產(chan)”,預(yu)防和(he)減輕環(huan)(huan)境(jing)(jing)影(ying)響。各(ge)市縣通(tong)過(guo)規劃(hua)(hua)實(shi)(shi)施(shi)(shi)“十四五”期間在(zai)推動新型儲能健(jian)康發(fa)展的同(tong)時(shi),實(shi)(shi)現與(yu)(yu)生(sheng)(sheng)態環(huan)(huan)境(jing)(jing)的友好共贏,為(wei)實(shi)(shi)現雙碳目(mu)標(biao)做出重要(yao)貢獻。


十、保障措施


(一)強化組織領導


建(jian)立健(jian)全由(you)省(sheng)(sheng)(sheng)發(fa)展改(gai)革委、省(sheng)(sheng)(sheng)自然資源(yuan)廳(ting)、省(sheng)(sheng)(sheng)應急(ji)管理廳(ting)、省(sheng)(sheng)(sheng)市場(chang)監管局(ju)、省(sheng)(sheng)(sheng)住房城鄉建(jian)設廳(ting)、省(sheng)(sheng)(sheng)工業(ye)(ye)和信息化廳(ting)、省(sheng)(sheng)(sheng)科學(xue)技術廳(ting)、省(sheng)(sheng)(sheng)財政廳(ting)、省(sheng)(sheng)(sheng)生(sheng)態(tai)環境廳(ting)、國家稅務總局(ju)河(he)北(bei)省(sheng)(sheng)(sheng)稅務局(ju)、省(sheng)(sheng)(sheng)公(gong)安(an)廳(ting)、國網河(he)北(bei)省(sheng)(sheng)(sheng)電(dian)力公(gong)司(si)、國網冀北(bei)電(dian)力公(gong)司(si)、有關(guan)(guan)儲能(neng)(neng)企(qi)業(ye)(ye)等單位組成的工作協調(diao)機制,各(ge)部門按照(zhao)國務院(yuan)安(an)委會相關(guan)(guan)職(zhi)責分工,對口(kou)抓好貫(guan)徹落實(shi),統籌(chou)推進(jin)新型儲能(neng)(neng)產業(ye)(ye)安(an)全發(fa)展。成立省(sheng)(sheng)(sheng)級新型儲能(neng)(neng)產業(ye)(ye)協會,加強行業(ye)(ye)自律,支持(chi)龍頭企(qi)業(ye)(ye)、科研(yan)院(yuan)所、創新平(ping)臺(tai)參與主導(dao)新型儲能(neng)(neng)領域相關(guan)(guan)標準制定。相應成立新型儲能(neng)(neng)發(fa)展協調(diao)推進(jin)工作機制,按年度編(bian)制各(ge)地(di)市新型儲能(neng)(neng)發(fa)展方案,明確進(jin)度安(an)排和考核機制,精(jing)心組織實(shi)施,科學(xue)有序(xu)推進(jin)各(ge)項(xiang)任務,切實(shi)保障“十四五”規劃落地(di)落實(shi)。


(二)鼓勵先行先試


鼓(gu)勵相(xiang)(xiang)關市場(chang)主體充分(fen)發(fa)揮各自優(you)勢,在(zai)(zai)構建(jian)新型儲(chu)(chu)能(neng)有序發(fa)展體制機制方面積(ji)極開拓(tuo)創新、先(xian)行先(xian)試(shi)。各市縣可(ke)結合本地(di)(di)實際(ji)、研究(jiu)出臺相(xiang)(xiang)關支持政策和(he)改革舉措。開展改革試(shi)點,在(zai)(zai)深入探索儲(chu)(chu)能(neng)技術路(lu)線、創新商業模式等基(ji)礎上,研究(jiu)建(jian)立合理的儲(chu)(chu)能(neng)成本分(fen)擔和(he)疏導機制,及時總結可(ke)復制可(ke)推廣的成功經驗(yan)和(he)做(zuo)法(fa)。對于先(xian)進新型儲(chu)(chu)能(neng)項目,優(you)先(xian)列(lie)入省市重點項目計劃,在(zai)(zai)符合國(guo)(guo)土空間規劃和(he)國(guo)(guo)家產業政策的前提下耕地(di)(di)占補(bu)平衡和(he)用(yong)地(di)(di)指標予以(yi)優(you)先(xian)保障。


(三)拓寬融資渠道


加(jia)強銀企(qi)對(dui)接(jie)合(he)作平臺建設,加(jia)大對(dui)新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)能(neng)(neng)項目信貸(dai)支持(chi),積極支持(chi)符合(he)條件的新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)能(neng)(neng)企(qi)業(ye)在科創(chuang)板、創(chuang)業(ye)板等注冊上(shang)市融(rong)(rong)資(zi),落實促進科技(ji)(ji)金(jin)融(rong)(rong)深度融(rong)(rong)合(he)的政策措施,發(fa)揮新(xin)(xin)(xin)型(xing)(xing)(xing)金(jin)融(rong)(rong)工具的助推孵化(hua)(hua)(hua)作用(yong),支持(chi)初創(chuang)型(xing)(xing)(xing)、成長型(xing)(xing)(xing)新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)能(neng)(neng)企(qi)業(ye)發(fa)展。鼓勵各類(lei)資(zi)本(ben)設立新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)能(neng)(neng)產業(ye)基金(jin)及創(chuang)新(xin)(xin)(xin)創(chuang)業(ye)基金(jin),按照市場化(hua)(hua)(hua)原則(ze)支持(chi)新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)能(neng)(neng)創(chuang)新(xin)(xin)(xin)型(xing)(xing)(xing)企(qi)業(ye),促進科技(ji)(ji)成果(guo)轉移轉化(hua)(hua)(hua)。鼓勵銀行業(ye)金(jin)融(rong)(rong)機構按照風險可(ke)控、商業(ye)可(ke)持(chi)續性原則(ze)支持(chi)新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)能(neng)(neng)產業(ye)發(fa)展,運用(yong)科技(ji)(ji)化(hua)(hua)(hua)手段為優質企(qi)業(ye)提供精準化(hua)(hua)(hua)、差異(yi)化(hua)(hua)(hua)金(jin)融(rong)(rong)服(fu)務。


(四)加大推廣合作


注重引進國內外龍頭企(qi)業和(he)(he)優秀人才,建(jian)設重點實驗(yan)室、工程(cheng)研(yan)究(jiu)中心等(deng)創(chuang)新(xin)(xin)平(ping)臺(tai),加強(qiang)我省(sheng)(sheng)新(xin)(xin)型儲(chu)能(neng)(neng)(neng)技(ji)術(shu)(shu)研(yan)究(jiu)和(he)(he)裝備研(yan)發(fa),豐富積(ji)(ji)累規(gui)劃、建(jian)設、運營等(deng)試點示范經驗(yan),推動(dong)新(xin)(xin)型儲(chu)能(neng)(neng)(neng)項目安全高效發(fa)展(zhan)。鼓(gu)勵省(sheng)(sheng)內外骨干企(qi)業強(qiang)強(qiang)聯(lian)合(he)(he),或擴產或跨界合(he)(he)作,積(ji)(ji)極搭建(jian)新(xin)(xin)型儲(chu)能(neng)(neng)(neng)創(chuang)新(xin)(xin)平(ping)臺(tai)、推動(dong)新(xin)(xin)型儲(chu)能(neng)(neng)(neng)產業技(ji)術(shu)(shu)發(fa)展(zhan),對先(xian)進可靠、成熟適用(yong)、前景廣闊的技(ji)術(shu)(shu)路線和(he)(he)商(shang)業模(mo)式(shi)積(ji)(ji)極開展(zhan)推廣應(ying)用(yong)。


(五)建立考核機制


加(jia)強(qiang)新(xin)型儲(chu)能項目(mu)(mu)(mu)管理。強(qiang)化(hua)企(qi)業(ye)主體責任,加(jia)大(da)投資(zi)力度嚴格執行(xing)(xing)安全(quan)(quan)(quan)技術標準(zhun),統籌(chou)推進項目(mu)(mu)(mu)如期投產(chan)發(fa)揮(hui)作用。探索實(shi)施動(dong)態(tai)管理和評估,建立新(xin)型儲(chu)能項目(mu)(mu)(mu)省、市、縣三級(ji)考(kao)核(he)評估機制(zhi),組織相關部門(men)和電(dian)網企(qi)業(ye)定期對(dui)已備案(an)項目(mu)(mu)(mu)的開(kai)工建設(she)、投產(chan)驗(yan)收、安全(quan)(quan)(quan)運行(xing)(xing)等(deng)情況進行(xing)(xing)考(kao)核(he),對(dui)不符(fu)合(he)安全(quan)(quan)(quan)、技術標準(zhun)要求的責令限(xian)期整改(gai),確保儲(chu)能電(dian)站安全(quan)(quan)(quan)高效運行(xing)(xing)。建立新(xin)型儲(chu)能項目(mu)(mu)(mu)信(xin)(xin)息共(gong)享機制(zhi)實(shi)現相關部門(men)和省市縣三級(ji)信(xin)(xin)息高效互通(tong)、協調(diao)一(yi)致。健全(quan)(quan)(quan)常杰化(hua)項目(mu)(mu)(mu)信(xin)(xin)息統計(ji)上報制(zhi)度,推動(dong)新(xin)型儲(chu)能項目(mu)(mu)(mu)動(dong)態(tai)信(xin)(xin)息納入國家大(da)數(shu)據平(ping)臺,提升(sheng)動(dong)態(tai)監測和行(xing)(xing)業(ye)信(xin)(xin)息化(hua)管理水平(ping)。
