2003年7月(yue)國(guo)家能監(jian)局(ju)《關于(yu)發電(dian)(dian)廠并(bing)網(wang)運行(xing)管(guan)理(li)的意見》(電(dian)(dian)監(jian)市(shi)場〔2003〕23號),為(wei)國(guo)務院[5]號文下的“廠網(wang)分(fen)開”改革后的電(dian)(dian)力(li)行(xing)業帶來了新的管(guan)理(li)模式與(yu)規(gui)范。2006年11月(yue)國(guo)家能監(jian)局(ju)頒布了《發電(dian)(dian)廠并(bing)網(wang)運行(xing)管(guan)理(li)規(gui)定》2006[42]號文和《電(dian)(dian)力(li)輔助(zhu)服務管(guan)理(li)辦法》2006[43]號文(簡稱舊(jiu)版“兩(liang)個細則”),有效地緩解了當時廠網(wang)、廠廠之(zhi)間的管(guan)理(li)問題與(yu)輔助(zhu)服務分(fen)攤等關鍵(jian)矛(mao)盾。


2015年(nian)(nian)3月國務院(yuan)出臺《中(zhong)共(gong)中(zhong)央國務院(yuan)關于進一步深(shen)化電(dian)(dian)力(li)(li)體制(zhi)改(gai)革(ge)的(de)(de)若干意見》2015[9]號文,我(wo)國電(dian)(dian)力(li)(li)體制(zhi)迎(ying)來(lai)了新一輪變(bian)革(ge),為(wei)后(hou)續電(dian)(dian)力(li)(li)體制(zhi)與(yu)機(ji)制(zhi)奠定了基礎。2020年(nian)(nian)9月習總書(shu)記提出“碳達(da)峰、碳中(zhong)和”戰略目標,為(wei)我(wo)國未來(lai)的(de)(de)百年(nian)(nian)發展(zhan)繪(hui)制(zhi)了美化藍圖。然(ran)后(hou),隨著(zhu)電(dian)(dian)力(li)(li)體制(zhi)改(gai)革(ge)節(jie)奏與(yu)以(yi)新能(neng)源為(wei)主的(de)(de)新型電(dian)(dian)力(li)(li)系統(tong)建(jian)設(she)的(de)(de)加速,雙軌制(zhi)等關鍵制(zhi)度癥結引發的(de)(de)深(shen)層次問題日益尖銳(rui)。


2021年(nian)12月國(guo)家能源局正式頒布實施了(le)《電力(li)(li)(li)并網(wang)運行管理(li)規(gui)定》和《電力(li)(li)(li)輔助服務管理(li)辦法》文件(簡稱新版(ban)“兩個細則”),為我國(guo)未來電力(li)(li)(li)行業的穩健發展譜(pu)寫了(le)新篇(pian)章,為新型儲能的科學發展繪(hui)制了(le)新時代。


“兩個細則”的巨變


2021年12月24日,新(xin)版“兩(liang)(liang)個(ge)細(xi)(xi)則(ze)”正式(shi)取代了(le)原國(guo)家(jia)電監會制(zhi)定的(de)(de)舊版“兩(liang)(liang)個(ge)細(xi)(xi)則(ze)”。總體(ti)(ti)而言,新(xin)版“兩(liang)(liang)個(ge)細(xi)(xi)則(ze)”可概括為:“面對(dui)(dui)新(xin)問(wen)題、拓(tuo)展(zhan)新(xin)主體(ti)(ti)、引入新(xin)品(pin)種(zhong)(zhong)、遵循市場化、構建新(xin)機制(zhi)”。其中(zhong)(zhong),《電力并網運行管理規(gui)定》重(zhong)(zhong)(zhong)點對(dui)(dui)包括新(xin)能(neng)源在內(nei)的(de)(de)發電側并網主體(ti)(ti)、新(xin)型儲能(neng)、用戶側可調節資(zi)源等的(de)(de)管理進行了(le)豐富與(yu)補充,《電力輔助服(fu)務管理辦(ban)法(fa)》重(zhong)(zhong)(zhong)點對(dui)(dui)輔助服(fu)務提供主體(ti)(ti)、交易品(pin)種(zhong)(zhong)分類(lei)、電力用戶分擔(dan)共享機制(zhi)、跨(kua)省跨(kua)區輔助服(fu)務機制(zhi)等進行了(le)具有前瞻性的(de)(de)豐富與(yu)擴展(zhan)。正如下表(biao)所(suo)示,新(xin)、舊“兩(liang)(liang)個(ge)細(xi)(xi)則(ze)”的(de)(de)變(bian)化之巨大已經不能(neng)用“修訂”來簡單描述(shu),其重(zhong)(zhong)(zhong)要性是不言而喻的(de)(de),其影響性將是廣(guang)泛而深遠的(de)(de),是中(zhong)(zhong)國(guo)未來新(xin)型儲能(neng)技術可持續發展(zhan)的(de)(de)奠基石。





新版“兩個細則”對新型儲能的影響


一、明確了新型儲能的獨立“新型主體”身份,這將產生重大而深遠的影響


自從(cong)新(xin)(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)技(ji)術(shu)在(zai)能(neng)(neng)(neng)源行業應用以來,縱觀國內外(wai)新(xin)(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)的(de)相關政策與(yu)(yu)市場(chang)規(gui)則等(deng)制度(du)文件與(yu)(yu)文獻(xian)資(zi)料,有關新(xin)(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)身份問題更多地集中在(zai)參不(bu)參與(yu)(yu)市場(chang)、獨(du)不(bu)獨(du)立交(jiao)易(yi)等(deng)市場(chang)準入層面(mian)。然(ran)而,我(wo)(wo)們一(yi)直沒有解決新(xin)(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)的(de)“我(wo)(wo)是誰”這一(yi)根(gen)本(ben)問題,以至于在(zai)各地實際管理(li)(li)(li)過程(cheng)中涉(she)及的(de)新(xin)(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)一(yi)二次設施等(deng)建(jian)設標準、并(bing)(bing)網標準、運行規(gui)范(fan)、運營規(gui)則等(deng)各個方面(mian)往往簡(jian)單套用現(xian)有的(de)源側或荷側管理(li)(li)(li)框架(jia)與(yu)(yu)模式,這給新(xin)(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)的(de)規(gui)劃(hua)建(jian)設、運營運行等(deng)不(bu)同環(huan)節造成了很多不(bu)必要(yao)的(de)管理(li)(li)(li)過程(cheng)與(yu)(yu)額(e)外(wai)成本(ben)。這一(yi)問題也(ye)體(ti)現(xian)在(zai)《電(dian)(dian)(dian)力并(bing)(bing)網運行管理(li)(li)(li)規(gui)定》征求(qiu)意(yi)見稿(gao)中的(de)第二條“本(ben)規(gui)定適用于省級及以上電(dian)(dian)(dian)力調度(du)機(ji)構直接調度(du)的(de)火(huo)電(dian)(dian)(dian)、水電(dian)(dian)(dian)、核電(dian)(dian)(dian)、風電(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)、抽水蓄能(neng)(neng)(neng)、新(xin)(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)等(deng)并(bing)(bing)網主(zhu)體(ti)”里將新(xin)(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)與(yu)(yu)源側主(zhu)體(ti)并(bing)(bing)列描述中。


實際上(shang),新(xin)(xin)(xin)型(xing)儲(chu)能(neng)(neng)在(zai)能(neng)(neng)源(yuan)(yuan)(yuan)行業的最大價值是(shi)(shi)(shi)(shi)將能(neng)(neng)源(yuan)(yuan)(yuan)的生產與(yu)消費在(zai)時間(jian)上(shang)的解耦,其與(yu)源(yuan)(yuan)(yuan)側(ce)(ce)(ce)(ce)的各類發(fa)電(dian)主(zhu)(zhu)體(ti)(ti)的最大差異(yi)是(shi)(shi)(shi)(shi)自身不能(neng)(neng)產生能(neng)(neng)源(yuan)(yuan)(yuan),與(yu)荷(he)(he)側(ce)(ce)(ce)(ce)用能(neng)(neng)主(zhu)(zhu)體(ti)(ti)的最大不同之處在(zai)于(yu)自身也不是(shi)(shi)(shi)(shi)能(neng)(neng)源(yuan)(yuan)(yuan)的最終(zhong)消費者(zhe)。因此,新(xin)(xin)(xin)型(xing)儲(chu)能(neng)(neng)既不屬于(yu)“源(yuan)(yuan)(yuan)側(ce)(ce)(ce)(ce)”更不能(neng)(neng)歸類到“荷(he)(he)側(ce)(ce)(ce)(ce)”,是(shi)(shi)(shi)(shi)一種獨(du)立的新(xin)(xin)(xin)型(xing)主(zhu)(zhu)體(ti)(ti)。這在(zai)正式頒布(bu)文件第二條“本規定適用于(yu)省級及(ji)以上(shang)電(dian)力(li)(li)調度機(ji)構(gou)直接(jie)調度的火電(dian)、水電(dian)、核電(dian)、風電(dian)、光伏(fu)發(fa)電(dian)、光熱發(fa)電(dian)、抽水蓄能(neng)(neng)、自備電(dian)廠等發(fa)電(dian)側(ce)(ce)(ce)(ce)并(bing)(bing)網(wang)主(zhu)(zhu)體(ti)(ti),以及(ji)電(dian)化學、壓縮空(kong)氣、飛(fei)輪等新(xin)(xin)(xin)型(xing)儲(chu)能(neng)(neng),傳統(tong)高載能(neng)(neng)工業負(fu)荷(he)(he)、工商業可中斷(duan)負(fu)荷(he)(he)、電(dian)動汽車充電(dian)網(wang)絡等能(neng)(neng)夠響應電(dian)力(li)(li)調度指令(ling)的可調節負(fu)荷(he)(he)(含通過聚合(he)(he)商、虛(xu)擬電(dian)廠等形式聚合(he)(he))等負(fu)荷(he)(he)側(ce)(ce)(ce)(ce)并(bing)(bing)網(wang)主(zhu)(zhu)體(ti)(ti)”里將新(xin)(xin)(xin)型(xing)儲(chu)能(neng)(neng)與(yu)“發(fa)電(dian)側(ce)(ce)(ce)(ce)并(bing)(bing)網(wang)主(zhu)(zhu)體(ti)(ti)”、“負(fu)荷(he)(he)側(ce)(ce)(ce)(ce)并(bing)(bing)網(wang)主(zhu)(zhu)體(ti)(ti)”分開并(bing)(bing)列表(biao)述中得到充分體(ti)(ti)現,這從根(gen)本上(shang)解決(jue)了(le)新(xin)(xin)(xin)型(xing)儲(chu)能(neng)(neng)“我是(shi)(shi)(shi)(shi)誰”的問題(ti),為(wei)新(xin)(xin)(xin)型(xing)電(dian)力(li)(li)系統(tong)下的科學規范化管理新(xin)(xin)(xin)型(xing)儲(chu)能(neng)(neng)掃(sao)清(qing)了(le)根(gen)本性障礙。


二是明確了新型儲能的基本運行管理框架,未來各地執行細則將會呈現出差異化


我國各(ge)地能(neng)(neng)(neng)源供(gong)給與(yu)消(xiao)費結構存(cun)在(zai)著天然(ran)的(de)(de)時空差異,市場化(hua)進程(cheng)更是參(can)差不齊。因此,自(zi)從2003年舊版“兩(liang)(liang)個細則(ze)(ze)”頒布實施以來,各(ge)地“兩(liang)(liang)個細則(ze)(ze)”的(de)(de)執(zhi)(zhi)行細則(ze)(ze)更是分(fen)化(hua)明顯,尤其是在(zai)新型(xing)儲(chu)能(neng)(neng)(neng)的(de)(de)涉網(wang)運行管理(li)(li)(li)與(yu)輔助(zhu)服務等方面。為解決新型(xing)儲(chu)能(neng)(neng)(neng)運行涉及(ji)的(de)(de)技(ji)(ji)術指導(dao)(dao)和(he)管理(li)(li)(li)方面的(de)(de)問題,在(zai)《電力并(bing)網(wang)運行管理(li)(li)(li)規定》明確了(le)新型(xing)儲(chu)能(neng)(neng)(neng)需(xu)滿(man)足(zu)的(de)(de)基(ji)本功能(neng)(neng)(neng)、涉網(wang)性能(neng)(neng)(neng)與(yu)參(can)數、自(zi)動(dong)化(hua)設備等運行層面的(de)(de)基(ji)本管理(li)(li)(li)框架,在(zai)第(di)二十條中明確了(le)“參(can)照發(fa)電側并(bing)網(wang)主(zhu)體技(ji)(ji)術指導(dao)(dao)和(he)管理(li)(li)(li)相關要求執(zhi)(zhi)行”的(de)(de)執(zhi)(zhi)行依據(ju),但并(bing)沒(mei)有像發(fa)電側并(bing)網(wang)主(zhu)體的(de)(de)技(ji)(ji)術指導(dao)(dao)和(he)管理(li)(li)(li)工作一樣詳細,這(zhe)為未來各(ge)地編制可(ke)滿(man)足(zu)本地運行管理(li)(li)(li)與(yu)輔助(zhu)服務等需(xu)要的(de)(de)執(zhi)(zhi)行細則(ze)(ze)提供(gong)了(le)可(ke)參(can)照框架的(de)(de)同時,也為各(ge)地差異化(hua)預留了(le)一定的(de)(de)發(fa)揮空間。


三是明確了新型儲能不會被“特殊”對待,“市場化”是新型儲能健康可持續發展的必然選擇


長久(jiu)以(yi)來,我國業界一直(zhi)存在新型(xing)儲(chu)(chu)能(neng)(neng)“特(te)殊(shu)化(hua)”的(de)(de)(de)(de)(de)呼聲,不(bu)(bu)是(shi)伸手要(yao)“補貼”,就(jiu)是(shi)要(yao)“特(te)殊(shu)”規則,這既不(bu)(bu)符合“三公”原則的(de)(de)(de)(de)(de)平等精(jing)(jing)神,亦(yi)不(bu)(bu)遵循(xun)市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化(hua)道路的(de)(de)(de)(de)(de)發(fa)展(zhan)精(jing)(jing)髓,試圖把(ba)新型(xing)儲(chu)(chu)能(neng)(neng)放在“溫室”中(zhong)(zhong)“飼養”,實則是(shi)一種極其不(bu)(bu)自信(xin)的(de)(de)(de)(de)(de)表現。縱觀我國科(ke)技產業發(fa)展(zhan)歷程,“卡脖子”都是(shi)被“保養”出來的(de)(de)(de)(de)(de),只有“市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化(hua)”才(cai)是(shi)我國新型(xing)儲(chu)(chu)能(neng)(neng)的(de)(de)(de)(de)(de)正確成(cheng)長之路。其實,“市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化(hua)”不(bu)(bu)僅僅是(shi)指電能(neng)(neng)量(liang)與(yu)(yu)輔助服務的(de)(de)(de)(de)(de)市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化(hua)交易(yi)與(yu)(yu)品種,亦(yi)包含在我國能(neng)(neng)源發(fa)展(zhan)的(de)(de)(de)(de)(de)不(bu)(bu)同階段中(zhong)(zhong)新型(xing)儲(chu)(chu)能(neng)(neng)技術路線的(de)(de)(de)(de)(de)“市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化(hua)”選擇、不(bu)(bu)同靈活性調節(jie)資源間的(de)(de)(de)(de)(de)“市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化(hua)”選擇等問題。與(yu)(yu)“補償”為(wei)主的(de)(de)(de)(de)(de)舊版“兩個(ge)細則”不(bu)(bu)同,“市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化(hua)”貫穿(chuan)于新版“兩個(ge)細則”之中(zhong)(zhong),涵蓋了市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)主體、準入機(ji)制、參與(yu)(yu)機(ji)制、調用機(ji)制、考核(he)機(ji)制、結算機(ji)制、運行(xing)執行(xing)等各服務或交易(yi)環(huan)節(jie),與(yu)(yu)監(jian)督管(guan)理等管(guan)理環(huan)節(jie)構成(cheng)了一個(ge)“無(wu)(wu)歧視”的(de)(de)(de)(de)(de)閉環(huan)體系,這是(shi)睿智的(de)(de)(de)(de)(de)、科(ke)學的(de)(de)(de)(de)(de)制度(du)性設(she)計(ji)與(yu)(yu)安排(pai),并將(jiang)新型(xing)儲(chu)(chu)能(neng)(neng)無(wu)(wu)歧視地“放養”在這樣(yang)的(de)(de)(de)(de)(de)市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化(hua)大環(huan)境(jing)之中(zhong)(zhong)。我們堅信(xin),處于“放養”下的(de)(de)(de)(de)(de)我國新型(xing)儲(chu)(chu)能(neng)(neng)產業及其生態將(jiang)會變得(de)更加強(qiang)壯與(yu)(yu)健康,將(jiang)可更加從(cong)容地面對“以(yi)新能(neng)(neng)源為(wei)主的(de)(de)(de)(de)(de)新型(xing)電力系統”的(de)(de)(de)(de)(de)機(ji)遇(yu)與(yu)(yu)挑戰(zhan)。


四是激發了新型儲能的靈活性價值需求,構建了充分發揮靈活性資源優勢的體制機制

五是明確了輔助服務成本分攤與傳導等核心機制,為新型儲能等靈活性資源的可規模化發展提供了基礎


自從(cong)2002年(nian)(nian)(nian)(nian)(nian)(nian)5號文頒布(bu)以(yi)來,我國(guo)電(dian)力(li)行業(ye)(ye)不(bu)斷探索適合中(zhong)國(guo)能(neng)(neng)源(yuan)(yuan)發(fa)展客(ke)觀需要的(de)(de)(de)市場體系(xi)與(yu)(yu)機制(zhi)。然(ran)而,長(chang)期的(de)(de)(de)計(ji)劃經(jing)濟思維慣性(xing)(xing)(xing)(xing)(xing),導(dao)致我國(guo)的(de)(de)(de)電(dian)力(li)成本(ben)(ben)(ben)(ben)傳導(dao)機制(zhi)長(chang)期不(bu)暢,給電(dian)力(li)系(xi)統(tong)的(de)(de)(de)安(an)全(quan)穩定(ding)運(yun)行帶來了一(yi)系(xi)列(lie)顯(xian)性(xing)(xing)(xing)(xing)(xing)矛(mao)盾與(yu)(yu)隱性(xing)(xing)(xing)(xing)(xing)風(feng)險,亟待構建可(ke)貫(guan)穿到(dao)用(yong)(yong)戶(hu)側的(de)(de)(de)電(dian)力(li)成本(ben)(ben)(ben)(ben)傳導(dao)機制(zhi)與(yu)(yu)可(ke)覆蓋低(di)碳清潔化(hua)外部性(xing)(xing)(xing)(xing)(xing)的(de)(de)(de)全(quan)社會成本(ben)(ben)(ben)(ben)疏導(dao)體系(xi)。根據《關于(yu)加快推動新型儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)發(fa)展的(de)(de)(de)指導(dao)意(yi)見》(發(fa)改(gai)能(neng)(neng)源(yuan)(yuan)規(gui)〔2021〕1051號),到(dao)2025年(nian)(nian)(nian)(nian)(nian)(nian)實(shi)現(xian)新型儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)從(cong)商業(ye)(ye)化(hua)初期向(xiang)規(gui)模化(hua)發(fa)展轉(zhuan)變(bian),裝(zhuang)(zhuang)機規(gui)模將達到(dao)3000萬(wan)(wan)千(qian)瓦(wa)以(yi)上。據中(zhong)關村儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)產(chan)業(ye)(ye)技(ji)術(shu)聯盟(meng)不(bu)完(wan)全(quan)統(tong)計(ji),截至(zhi)2022年(nian)(nian)(nian)(nian)(nian)(nian)底(di),我國(guo)新型儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)累(lei)計(ji)裝(zhuang)(zhuang)機規(gui)模將達400萬(wan)(wan)千(qian)瓦(wa),其中(zhong)鋰離(li)(li)子(zi)電(dian)池(chi)(chi)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)占比約(yue)為(wei)(wei)(wei)90%。現(xian)階(jie)段,鋰離(li)(li)子(zi)電(dian)池(chi)(chi)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)成本(ben)(ben)(ben)(ben)約(yue)1500-2000元/千(qian)瓦(wa)時(shi)(shi)(shi)。隨著低(di)成本(ben)(ben)(ben)(ben)長(chang)時(shi)(shi)(shi)儲(chu)(chu)(chu)(chu)(chu)(chu)等(deng)關鍵(jian)技(ji)術(shu)逐(zhu)(zhu)步(bu)突(tu)破,新型儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)成本(ben)(ben)(ben)(ben)將會回歸正常且持續(xu)下降,預計(ji)2025年(nian)(nian)(nian)(nian)(nian)(nian),鋰離(li)(li)子(zi)電(dian)池(chi)(chi)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)成本(ben)(ben)(ben)(ben)將下降約(yue)30%。以(yi)當前新型儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)中(zhong)裝(zhuang)(zhuang)機規(gui)模占比最(zui)(zui)高、技(ji)術(shu)經(jing)濟性(xing)(xing)(xing)(xing)(xing)最(zui)(zui)優的(de)(de)(de)鋰離(li)(li)子(zi)電(dian)池(chi)(chi)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)為(wei)(wei)(wei)參(can)考標的(de)(de)(de),按照2023年(nian)(nian)(nian)(nian)(nian)(nian)鋰離(li)(li)子(zi)電(dian)池(chi)(chi)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)單(dan)位造(zao)價1500元/千(qian)瓦(wa)時(shi)(shi)(shi)、到(dao)2025年(nian)(nian)(nian)(nian)(nian)(nian)單(dan)位造(zao)價下降30%(2023至(zhi)2025年(nian)(nian)(nian)(nian)(nian)(nian)逐(zhu)(zhu)年(nian)(nian)(nian)(nian)(nian)(nian)鋰離(li)(li)子(zi)電(dian)池(chi)(chi)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)單(dan)位造(zao)價分(fen)(fen)(fen)(fen)別(bie)為(wei)(wei)(wei)1500、1350和(he)1200元/千(qian)瓦(wa)時(shi)(shi)(shi))、運(yun)行周期10年(nian)(nian)(nian)(nian)(nian)(nian)、基(ji)準收益率8%、運(yun)營(ying)成本(ben)(ben)(ben)(ben)費(fei)(fei)率2.5%、系(xi)統(tong)效率81%、系(xi)統(tong)逐(zhu)(zhu)年(nian)(nian)(nian)(nian)(nian)(nian)平(ping)均衰減率1.5%、儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)時(shi)(shi)(shi)長(chang)2小時(shi)(shi)(shi)測(ce)算,到(dao)2025年(nian)(nian)(nian)(nian)(nian)(nian),新型儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)累(lei)計(ji)投(tou)資總額約(yue)663億元(2023至(zhi)2025年(nian)(nian)(nian)(nian)(nian)(nian)逐(zhu)(zhu)年(nian)(nian)(nian)(nian)(nian)(nian)投(tou)資總額分(fen)(fen)(fen)(fen)別(bie)為(wei)(wei)(wei)260、221和(he)182億元),待疏導(dao)累(lei)計(ji)費(fei)(fei)用(yong)(yong)約(yue)為(wei)(wei)(wei)93億元(2023至(zhi)2025年(nian)(nian)(nian)(nian)(nian)(nian)逐(zhu)(zhu)年(nian)(nian)(nian)(nian)(nian)(nian)待疏導(dao)費(fei)(fei)用(yong)(yong)分(fen)(fen)(fen)(fen)別(bie)為(wei)(wei)(wei)36.3、31.0和(he)25.6億元)。由此(ci)可(ke)見,目前單(dan)純基(ji)于(yu)源(yuan)(yuan)側的(de)(de)(de)輔(fu)助服(fu)(fu)務(wu)(wu)成本(ben)(ben)(ben)(ben)分(fen)(fen)(fen)(fen)攤(tan)與(yu)(yu)傳導(dao)機制(zhi)將無法(fa)承受新型儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)等(deng)靈活性(xing)(xing)(xing)(xing)(xing)資源(yuan)(yuan)的(de)(de)(de)疏導(dao)需求(qiu)。因(yin)此(ci),《電(dian)力(li)輔(fu)助服(fu)(fu)務(wu)(wu)管理辦(ban)法(fa)》進一(yi)步(bu)完(wan)善(shan)了輔(fu)助服(fu)(fu)務(wu)(wu)考核、補(bu)償等(deng)機制(zhi),明確跨省(sheng)跨區發(fa)電(dian)機組參(can)與(yu)(yu)輔(fu)助服(fu)(fu)務(wu)(wu)的(de)(de)(de)責任(ren)義(yi)務(wu)(wu)、參(can)與(yu)(yu)方式和(he)補(bu)償分(fen)(fen)(fen)(fen)攤(tan)原(yuan)則,建立了用(yong)(yong)戶(hu)參(can)與(yu)(yu)的(de)(de)(de)分(fen)(fen)(fen)(fen)擔共享機制(zhi),形成了可(ke)貫(guan)穿到(dao)用(yong)(yong)戶(hu)側的(de)(de)(de)電(dian)力(li)成本(ben)(ben)(ben)(ben)傳導(dao)機制(zhi),為(wei)(wei)(wei)新型儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)等(deng)靈活性(xing)(xing)(xing)(xing)(xing)資源(yuan)(yuan)的(de)(de)(de)可(ke)規(gui)模化(hua)發(fa)展提供了基(ji)礎。
