2017年1月,國(guo)家發(fa)改委、財政部、能(neng)源(yuan)局聯合(he)發(fa)布了《關于(yu)試行(xing)可再生能(neng)源(yuan)綠色(se)電(dian)(dian)(dian)力(li)(li)(li)證(zheng)書(shu)核(he)發(fa)及自(zi)愿(yuan)認(ren)(ren)購交易制(zhi)(zhi)度的(de)通(tong)知》,提(ti)出(chu)建立可再生能(neng)源(yuan)綠色(se)電(dian)(dian)(dian)力(li)(li)(li)證(zheng)書(shu)自(zi)愿(yuan)認(ren)(ren)購體系,明(ming)確2017年7月1日啟動自(zi)愿(yuan)認(ren)(ren)購市場,并提(ti)出(chu)根據市場認(ren)(ren)購情況,自(zi)2018年起適(shi)時啟動可再生能(neng)源(yuan)電(dian)(dian)(dian)力(li)(li)(li)配額考核(he)和綠色(se)電(dian)(dian)(dian)力(li)(li)(li)證(zheng)書(shu)強(qiang)制(zhi)(zhi)約束交易。
2018年3月、9月和(he)(he)11月,可(ke)再(zai)生能源(yuan)電力(li)(li)配額經歷了三次公開(kai)征求意見,最終以可(ke)再(zai)生能源(yuan)電力(li)(li)消納(na)責(ze)(ze)任(ren)權(quan)重的(de)形式正(zheng)式下(xia)發。2019年5月15日,國家(jia)發改(gai)委、能源(yuan)局聯合(he)發布(bu)了《關于(yu)建立健全可(ke)再(zai)生能源(yuan)電力(li)(li)消納(na)保障機制的(de)通知》,明確(que)將按省(sheng)級行政區域確(que)定(ding)可(ke)再(zai)生能源(yuan)電力(li)(li)消納(na)責(ze)(ze)任(ren)權(quan)重,強調由供/售電企(qi)業和(he)(he)電力(li)(li)用戶協同(tong)承擔消納(na)責(ze)(ze)任(ren),并將在2020年3月底前(qian)正(zheng)式下(xia)達各省(sheng)級行政區域當年可(ke)再(zai)生能源(yuan)電力(li)(li)消納(na)責(ze)(ze)任(ren)權(quan)重,自(zi)2020年1月1日起全面(mian)進行監測(ce)評價和(he)(he)正(zheng)式考核(he)。
至此,在我國可再生能源電力(li)配(pei)額考核(he)方面,形成了可再生能源電力(li)消(xiao)納(na)責任(ren)權重(簡稱“消(xiao)納(na)責任(ren)權重”)和綠(lv)色電力(li)證(zheng)(zheng)書(簡稱“綠(lv)證(zheng)(zheng)”)相結(jie)合的實施辦法體系。從綠(lv)證(zheng)(zheng)實際交(jiao)易情(qing)況來看,由于自愿認(ren)購(gou)對認(ren)購(gou)方刺激作用(yong)不強,綠(lv)證(zheng)(zheng)認(ren)購(gou)情(qing)況慘淡。
截至2019年(nian)12月30日,累計(ji)風(feng)電核(he)發量高達23315779兆(zhao)瓦時(shi),累計(ji)光(guang)伏交(jiao)易量僅為(wei)25818兆(zhao)瓦時(shi);累計(ji)風(feng)電核(he)發量高達3839236兆(zhao)瓦時(shi),累計(ji)光(guang)伏交(jiao)易量僅為(wei)160兆(zhao)瓦時(shi)。
可再生能源電力消納責任權重和綠證對比
消納責任權重和綠證政策(ce)在(zai)設(she)計初衷(zhong)等方(fang)面(mian)存在(zai)一定相似部分,但在(zai)認證標準、交易組(zu)織和考核主(zhu)體等多方(fang)面(mian)存在(zai)顯著差異,主(zhu)要體現在(zai)以(yi)下幾點(dian):
從對可再生能源(yuan)(yuan)消(xiao)(xiao)納的認證(zheng)(zheng)標準來看,消(xiao)(xiao)納責任(ren)權重為市場主體實際消(xiao)(xiao)納可再生能源(yuan)(yuan)電量(liang)(liang),即“消(xiao)(xiao)納量(liang)(liang)”(分(fen)為可再生能源(yuan)(yuan)和(he)非水可再生能源(yuan)(yuan));綠(lv)證(zheng)(zheng)為不領取(qu)補貼的每兆瓦時陸上風電、光伏發電企(qi)業(ye)(不含(han)分(fen)布式(shi)光伏發電)上網電量(liang)(liang)。
從消納量/綠證(zheng)初始擁有者(zhe)來(lai)看(kan),消納責任權重為購買可(ke)再生能源的(de)售電企(qi)業和(he)電力(li)用戶;綠證(zheng)為不(bu)領取補貼(tie)的(de)每(mei)兆(zhao)瓦時陸上風電、光(guang)伏(fu)(不(bu)含分布式光(guang)伏(fu)發電)發電企(qi)業。
從交易(yi)組織來(lai)看,消納(na)責任權重為各(ge)電(dian)力(li)交易(yi)機構負責承(cheng)擔消納(na)責任的(de)市場主體的(de)消納(na)量轉(zhuan)讓(或交易(yi)),具體轉(zhuan)讓(或交易(yi)方式(shi))另行確定(ding);綠證(zheng)為國家可再(zai)生能(neng)源信息(xi)管(guan)理中(zhong)心負責對購(gou)買綠色電(dian)力(li)證(zheng)書的(de)機構和(he)個人核發憑證(zheng),且綠證(zheng)經認(ren)購(gou)后(hou)不(bu)得(de)再(zai)次出售。
從交(jiao)易買方(fang)來看(kan),消納(na)責(ze)任(ren)權重為售電(dian)企(qi)業和電(dian)力用戶;綠證為任(ren)何機(ji)構(gou)(各級(ji)政(zheng)府機(ji)關、企(qi)事(shi)業單位、社會機(ji)構(gou))和個人。
從交易賣方來看,消(xiao)納責任權重(zhong)為超額完成年度(du)消(xiao)納量(liang)的市場(chang)主體;綠證為陸上風電(dian)、光(guang)伏(fu)發(fa)(fa)電(dian)企業(ye)(不含分布式(shi)光(guang)伏(fu)發(fa)(fa)電(dian))。
從(cong)交易標的來看,消(xiao)納責任權重為超額消(xiao)納量;綠(lv)證即為自身(shen)。
從交易價(jia)(jia)格來看,消納責(ze)任(ren)權重為雙方自主確定(ding)(ding)轉讓(或交易)價(jia)(jia)格;綠證為買賣雙方自行(xing)協商或者通過(guo)競(jing)價(jia)(jia)確定(ding)(ding)認購(gou)價(jia)(jia)格,但不高(gao)于(yu)綠證對(dui)應(ying)電量的可(ke)再生能(neng)源(yuan)電價(jia)(jia)附加資金(jin)補(bu)貼(tie)金(jin)額。
從考(kao)(kao)核(he)主體來看,消(xiao)納責任權重為(wei)售電企(qi)業和電力用戶;綠證無考(kao)(kao)核(he)要求(qiu)。
從考(kao)核要(yao)求來(lai)看,消納責任(ren)權重(zhong)分為可再生能(neng)源(yuan)電力總量消納責任(ren)權重(zhong)和非(fei)水電可再生能(neng)源(yuan)電力消納責任(ren)權重(zhong);綠(lv)證無考(kao)核要(yao)求。
從(cong)消(xiao)(xiao)納(na)量核(he)算(suan)單位(wei)/核(he)發綠證(zheng)來看,消(xiao)(xiao)納(na)責(ze)任權重(zhong)為各電(dian)力(li)交易(yi)機(ji)構負責(ze)承擔消(xiao)(xiao)納(na)責(ze)任的(de)市場主體的(de)消(xiao)(xiao)納(na)量賬戶設立、消(xiao)(xiao)納(na)量核(he)算(suan)及轉讓(rang)(或交易(yi))、消(xiao)(xiao)納(na)量監測統計工(gong)作;綠證(zheng)為國(guo)家可再生能(neng)源信息管理中心(水規院)負責(ze)對購買綠色(se)電(dian)力(li)證(zheng)書的(de)機(ji)構和個人核(he)發憑證(zheng)(見(jian)表2)。
可再生能源電力消納責任權重和綠證的相互影響
結合上述分(fen)析,綠證政(zheng)(zheng)(zheng)策(ce)與消納責(ze)(ze)任權(quan)重(zhong)(zhong)政(zheng)(zheng)(zheng)策(ce)存在(zai)(zai)一定重(zhong)(zhong)合,且(qie)綠證政(zheng)(zheng)(zheng)策(ce)在(zai)(zai)先,消納責(ze)(ze)任權(quan)重(zhong)(zhong)政(zheng)(zheng)(zheng)策(ce)在(zai)(zai)后(hou)。隨著可(ke)再(zai)生能(neng)源電力消納責(ze)(ze)任權(quan)重(zhong)(zhong)考核(he)在(zai)(zai)即(ji),綠證與消納責(ze)(ze)任權(quan)重(zhong)(zhong)的(de)雙重(zhong)(zhong)政(zheng)(zheng)(zheng)策(ce)可(ke)能(neng)產生以(yi)下影響(xiang):
一(yi)是由于(yu)綠證(zheng)(zheng)(zheng)可作(zuo)為可再生能(neng)源電(dian)力消納(na)(na)(na)責任權(quan)(quan)重的補充完(wan)成方式,認(ren)購(gou)意愿將隨著(zhu)可再生能(neng)源電(dian)力消納(na)(na)(na)責任權(quan)(quan)重考(kao)核的推進而顯(xian)著(zhu)提(ti)高。消納(na)(na)(na)責任權(quan)(quan)重對應的超額消納(na)(na)(na)量市(shi)(shi)場和綠證(zheng)(zheng)(zheng)市(shi)(shi)場將相互影響,未(wei)完(wan)成足額消納(na)(na)(na)量的售電(dian)企業和電(dian)力用戶可通(tong)過(guo)購(gou)買綠證(zheng)(zheng)(zheng)的方式完(wan)成,從而提(ti)升(sheng)綠證(zheng)(zheng)(zheng)的認(ren)購(gou)意愿和認(ren)購(gou)價格,最(zui)終達到消納(na)(na)(na)量市(shi)(shi)場和綠證(zheng)(zheng)(zheng)市(shi)(shi)場的動態平衡。
二是不(bu)(bu)領取(qu)補(bu)貼的(de)(de)陸上(shang)(shang)風(feng)(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)、光(guang)伏(fu)(不(bu)(bu)含分(fen)布式(shi)光(guang)伏(fu)發電(dian)(dian)(dian)(dian)(dian)(dian)(dian))發電(dian)(dian)(dian)(dian)(dian)(dian)(dian)企業(ye)(ye)可(ke)同時獲得“消納(na)(na)量(liang)(liang)”和(he)綠證的(de)(de)雙重(zhong)(zhong)收益,風(feng)(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)、光(guang)伏(fu)平(ping)價上(shang)(shang)網項目(mu)(mu)的(de)(de)競(jing)爭力(li)(li)(li)提高。由(you)于綠證認定(ding)標準為(wei)不(bu)(bu)領取(qu)補(bu)貼的(de)(de)每兆瓦時陸上(shang)(shang)風(feng)(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)、光(guang)伏(fu)發電(dian)(dian)(dian)(dian)(dian)(dian)(dian)企業(ye)(ye)(不(bu)(bu)含分(fen)布式(shi)光(guang)伏(fu)發電(dian)(dian)(dian)(dian)(dian)(dian)(dian))上(shang)(shang)網電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang),故風(feng)(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)、光(guang)伏(fu)平(ping)價上(shang)(shang)網項目(mu)(mu)可(ke)被核(he)發綠證,而售(shou)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)企業(ye)(ye)和(he)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)用(yong)戶可(ke)通過(guo)購買(mai)平(ping)價上(shang)(shang)網項目(mu)(mu)所發新(xin)能源(yuan)完成(cheng)自己的(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)消納(na)(na)責(ze)任(ren)權(quan)重(zhong)(zhong),故風(feng)(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)、光(guang)伏(fu)平(ping)價上(shang)(shang)網項目(mu)(mu)可(ke)在(zai)發電(dian)(dian)(dian)(dian)(dian)(dian)(dian)側(ce)和(he)用(yong)戶側(ce)分(fen)別通過(guo)上(shang)(shang)網電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)和(he)消納(na)(na)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)進行雙重(zhong)(zhong)收益,加(jia)之(zhi)可(ke)再生(sheng)(sheng)能源(yuan)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)消納(na)(na)責(ze)任(ren)權(quan)重(zhong)(zhong)考核(he)提升(sheng)了綠證的(de)(de)價值。因此,可(ke)再生(sheng)(sheng)能源(yuan)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)消納(na)(na)責(ze)任(ren)權(quan)重(zhong)(zhong)考核(he)正式(shi)開始(shi)后,綠證與消納(na)(na)責(ze)任(ren)權(quan)重(zhong)(zhong)的(de)(de)雙重(zhong)(zhong)政策將進一步(bu)提升(sheng)平(ping)價上(shang)(shang)網項目(mu)(mu)競(jing)爭力(li)(li)(li)。
三是綠(lv)證(zheng)(zheng)可(ke)成(cheng)(cheng)(cheng)(cheng)為(wei)可(ke)再(zai)生(sheng)能(neng)源(yuan)電(dian)力消(xiao)納(na)責(ze)任權(quan)(quan)重(zhong)完(wan)成(cheng)(cheng)(cheng)(cheng)的(de)(de)(de)“托底方式”。國外(wai)采用可(ke)再(zai)生(sheng)能(neng)源(yuan)配額(e)制的(de)(de)(de)國家通常通過罰(fa)(fa)款等方式對(dui)未完(wan)成(cheng)(cheng)(cheng)(cheng)可(ke)再(zai)生(sheng)能(neng)源(yuan)配額(e)制的(de)(de)(de)主體進行(xing)懲(cheng)罰(fa)(fa),而國內暫無對(dui)未完(wan)成(cheng)(cheng)(cheng)(cheng)可(ke)再(zai)生(sheng)能(neng)源(yuan)電(dian)力消(xiao)納(na)責(ze)任權(quan)(quan)重(zhong)的(de)(de)(de)相應懲(cheng)罰(fa)(fa)機制。由(you)于(yu)發(fa)電(dian)企(qi)業持有(you)(被核發(fa))的(de)(de)(de)綠(lv)證(zheng)(zheng)數(shu)量相對(dui)巨大,售(shou)電(dian)企(qi)業和電(dian)力用戶在(zai)采用各種方式完(wan)成(cheng)(cheng)(cheng)(cheng)可(ke)再(zai)生(sheng)能(neng)源(yuan)“消(xiao)納(na)量”要(yao)求(qiu)的(de)(de)(de)手(shou)段(duan)后,由(you)于(yu)綠(lv)證(zheng)(zheng)可(ke)同時(shi)完(wan)成(cheng)(cheng)(cheng)(cheng)可(ke)再(zai)生(sheng)能(neng)源(yuan)電(dian)力總(zong)量消(xiao)納(na)責(ze)任權(quan)(quan)重(zhong)和非水可(ke)再(zai)生(sheng)能(neng)源(yuan)電(dian)力消(xiao)納(na)責(ze)任權(quan)(quan)重(zhong),可(ke)最終(zhong)選擇購買(mai)綠(lv)證(zheng)(zheng)完(wan)成(cheng)(cheng)(cheng)(cheng)可(ke)再(zai)生(sheng)能(neng)源(yuan)電(dian)力消(xiao)納(na)責(ze)任權(quan)(quan)重(zhong)。
四是綠證(zheng)部分(fen)政(zheng)策(ce)尚未明確,存(cun)(cun)在(zai)與可再生能(neng)源(yuan)(yuan)電力(li)消(xiao)(xiao)納(na)(na)責任權重政(zheng)策(ce)的有(you)(you)效協調問題。當(dang)前,“消(xiao)(xiao)納(na)(na)量(liang)(liang)考核(he)年(nian)之外的存(cun)(cun)量(liang)(liang)綠證(zheng)的有(you)(you)效性”、“綠證(zheng)有(you)(you)效期”等(deng)均(jun)未有(you)(you)具體(ti)規(gui)定,而“消(xiao)(xiao)納(na)(na)量(liang)(liang)”按照考核(he)年(nian)劃分(fen),二者政(zheng)策(ce)時間不(bu)匹配。以“消(xiao)(xiao)納(na)(na)量(liang)(liang)考核(he)年(nian)之外的存(cun)(cun)量(liang)(liang)綠證(zheng)的有(you)(you)效性”為例(li),若存(cun)(cun)量(liang)(liang)綠證(zheng)可作(zuo)為消(xiao)(xiao)納(na)(na)量(liang)(liang)的補充完成方(fang)式,則可能(neng)因為存(cun)(cun)量(liang)(liang)綠證(zheng)過多(duo)形成的供(gong)大于求,導(dao)致(zhi)消(xiao)(xiao)納(na)(na)量(liang)(liang)轉(zhuan)讓(或(huo)交易)價(jia)格過低,影響可再生能(neng)源(yuan)(yuan)電力(li)消(xiao)(xiao)納(na)(na)責任權重政(zheng)策(ce)效果。
綜(zong)上所(suo)述,隨著可(ke)再生(sheng)能(neng)源電力消納(na)責(ze)(ze)任權(quan)(quan)(quan)重考(kao)核在(zai)即,綠(lv)證(zheng)與消納(na)責(ze)(ze)任權(quan)(quan)(quan)重政策將相(xiang)互影響(xiang),共(gong)同推動我國可(ke)再生(sheng)能(neng)源電力發展。原有(you)綠(lv)證(zheng)政策,尤其是執行層面(mian)上的(de)政策亟需(xu)進一步明確,以實現與可(ke)再生(sheng)能(neng)源電力消納(na)責(ze)(ze)任權(quan)(quan)(quan)重政策的(de)有(you)效協(xie)調。
