2.從生(sheng)(sheng)(sheng)產(chan)(chan)側看(kan),國家能(neng)(neng)源(yuan)(yuan)局積極(ji)組織能(neng)(neng)源(yuan)(yuan)企(qi)業(ye)統(tong)籌推進疫情(qing)防控和(he)安全(quan)生(sheng)(sheng)(sheng)產(chan)(chan),確(que)保(bao)能(neng)(neng)源(yuan)(yuan)保(bao)供(gong)有力有效。油(you)氣生(sheng)(sheng)(sheng)產(chan)(chan)持(chi)續增長(chang)。前(qian)三季(ji)(ji)度(du),原油(you)產(chan)(chan)量1.46億(yi)噸(dun)(dun),同比增長(chang)1.7%;天(tian)然氣產(chan)(chan)量1371億(yi)立方米,同比增長(chang)8.7%。煤炭(tan)生(sheng)(sheng)(sheng)產(chan)(chan)平穩有序。自3月(yue)下旬以來,日產(chan)(chan)量保(bao)持(chi)在1000萬噸(dun)(dun)左(zuo)右。前(qian)三季(ji)(ji)度(du),煤炭(tan)產(chan)(chan)量27.9億(yi)噸(dun)(dun),同比小幅下降(jiang)0.1%。電力供(gong)應安全(quan)穩定。發(fa)(fa)電和(he)電網(wang)企(qi)業(ye)積極(ji)履行社會責任,采取有力有效措(cuo)施,確(que)保(bao)“迎峰度(du)夏”期間(jian)生(sheng)(sheng)(sheng)產(chan)(chan)生(sheng)(sheng)(sheng)活用電安全(quan)穩定供(gong)應。前(qian)三季(ji)(ji)度(du),6000千瓦及(ji)以上(shang)發(fa)(fa)電裝機(ji)(ji)規模同比增長(chang)5.6%。其中,風(feng)電和(he)太(tai)陽(yang)能(neng)(neng)發(fa)(fa)電裝機(ji)(ji)規模同比分別(bie)增長(chang)13.1%和(he)15.0%;清潔能(neng)(neng)源(yuan)(yuan)消納持(chi)續好轉,風(feng)電、光伏發(fa)(fa)電利用率(lv)分別(bie)達(da)到(dao)96.6%、98.3%,同比上(shang)升0.8、0.2個百分點(dian)。


二、可再生能源整體發展平穩,清潔能源消納持續好轉

前三(san)季(ji)度(du),全(quan)(quan)國新增水電并網容(rong)量827萬(wan)(wan)千瓦(wa),新增裝(zhuang)機(ji)較多的省份為四(si)川227萬(wan)(wan)千瓦(wa),云南170萬(wan)(wan)千瓦(wa)和安徽76萬(wan)(wan)千瓦(wa),占全(quan)(quan)部新增裝(zhuang)機(ji)的57.2%。截至2020年(nian)9月(yue)底,全(quan)(quan)國水電裝(zhuang)機(ji)容(rong)量約3.65億千瓦(wa)(其(qi)中抽(chou)水蓄能3089萬(wan)(wan)千瓦(wa))。

前三季度,全國主要流(liu)(liu)域(yu)棄(qi)水(shui)(shui)(shui)電量約242億千(qian)瓦(wa)(wa)時,較(jiao)同期減少(shao)37億千(qian)瓦(wa)(wa)時,水(shui)(shui)(shui)能利(li)用率約96.4%,同比(bi)提高0.7個百分點。棄(qi)水(shui)(shui)(shui)主要發生(sheng)在(zai)四(si)川省,其主要流(liu)(liu)域(yu)棄(qi)水(shui)(shui)(shui)電量約163億千(qian)瓦(wa)(wa)時,較(jiao)同期減少(shao)64億千(qian)瓦(wa)(wa)時,主要集中在(zai)大(da)渡河干流(liu)(liu),約占全省棄(qi)水(shui)(shui)(shui)電量的57%;青(qing)海省棄(qi)水(shui)(shui)(shui)較(jiao)去(qu)(qu)年有所增(zeng)加(jia),棄(qi)水(shui)(shui)(shui)約34億千(qian)瓦(wa)(wa)時,比(bi)去(qu)(qu)年同期增(zeng)加(jia)24億千(qian)瓦(wa)(wa)時;其他省份棄(qi)水(shui)(shui)(shui)電量維持(chi)較(jiao)低水(shui)(shui)(shui)平(ping)。


2.風電建設和(he)運(yun)行情況(kuang)


前三(san)(san)季度,全(quan)國風(feng)電(dian)新(xin)(xin)增并網裝(zhuang)機(ji)(ji)(ji)1392萬千(qian)瓦(wa)(wa),其(qi)中陸上(shang)風(feng)電(dian)新(xin)(xin)增裝(zhuang)機(ji)(ji)(ji)1234萬千(qian)瓦(wa)(wa)、海(hai)上(shang)風(feng)電(dian)新(xin)(xin)增裝(zhuang)機(ji)(ji)(ji)158萬千(qian)瓦(wa)(wa)。從新(xin)(xin)增裝(zhuang)機(ji)(ji)(ji)分布(bu)看,中東(dong)部(bu)和南方地區占(zhan)比約49%,“三(san)(san)北”地區占(zhan)51%,風(feng)電(dian)開發布(bu)局進(jin)一(yi)步優化。到2020年三(san)(san)季度末,全(quan)國風(feng)電(dian)累計(ji)裝(zhuang)機(ji)(ji)(ji)2.23億(yi)千(qian)瓦(wa)(wa),其(qi)中陸上(shang)風(feng)電(dian)累計(ji)裝(zhuang)機(ji)(ji)(ji)2.16億(yi)千(qian)瓦(wa)(wa)、海(hai)上(shang)風(feng)電(dian)累計(ji)裝(zhuang)機(ji)(ji)(ji)750萬千(qian)瓦(wa)(wa)。

前三季度(du),全國棄(qi)風(feng)電量約116億千瓦時,平(ping)均棄(qi)風(feng)率3.4%,較去(qu)年同期有所改善,同比下降0.8個(ge)百分點,尤其(qi)是新疆和甘肅,棄(qi)風(feng)率同比顯著下降,新疆棄(qi)風(feng)率10.3%、甘肅棄(qi)風(feng)率6.4%,同比分別下降5.1、2.5個(ge)百分點。

前三(san)季度,全國50個主要(yao)城市供電企業用戶平(ping)均停電時(shi)(shi)間(jian)(jian)為3.11小(xiao)時(shi)(shi)/戶,同比減少1.48小(xiao)時(shi)(shi)/戶。其(qi)中,用戶平(ping)均停電時(shi)(shi)間(jian)(jian)最(zui)短的(de)五(wu)個城市為深圳、上海(hai)、南京、廣(guang)州(zhou)、青島(dao),分別是0.30、0.54、0.56、0.57、0.58小(xiao)時(shi)(shi)/戶;用戶平(ping)均停電時(shi)(shi)間(jian)(jian)最(zui)長的(de)五(wu)個城市為拉薩、長春、蘭州(zhou)、重慶、成都,分別是20.21、9.75、8.68、8.31、7.40小(xiao)時(shi)(shi)/戶。


城市(shi)地區用戶(hu)平(ping)均停(ting)(ting)電時(shi)(shi)間為1.50小時(shi)(shi)/戶(hu)。其中,用戶(hu)平(ping)均停(ting)(ting)電時(shi)(shi)間最(zui)短的(de)五(wu)個城市(shi)為廣州(zhou)(zhou)、深圳、廈門、上海、杭州(zhou)(zhou),分別是0.26、0.26、0.28、0.29、0.37小時(shi)(shi)/戶(hu);用戶(hu)平(ping)均停(ting)(ting)電時(shi)(shi)間最(zui)長的(de)五(wu)個城市(shi)為拉薩、蘭州(zhou)(zhou)、溫州(zhou)(zhou)、烏魯(lu)木齊、長春(chun),分別是17.07、5.81、4.97、4.36、3.70小時(shi)(shi)/戶(hu)。


農(nong)村地區用戶(hu)平(ping)均(jun)(jun)停(ting)(ting)電(dian)(dian)時(shi)間(jian)為4.10小(xiao)時(shi)/戶(hu)。其中,用戶(hu)平(ping)均(jun)(jun)停(ting)(ting)電(dian)(dian)時(shi)間(jian)最短(duan)的(de)(de)五(wu)個(ge)城市(shi)為深圳、青(qing)島(dao)、南京、上海(hai)、佛山,分(fen)別是(shi)0.42、0.68、0.68、0.72、0.74小(xiao)時(shi)/戶(hu);用戶(hu)平(ping)均(jun)(jun)停(ting)(ting)電(dian)(dian)時(shi)間(jian)最長的(de)(de)五(wu)個(ge)城市(shi)為拉薩、長春、哈爾濱、西安、重慶,分(fen)別是(shi)25.47、12.14、11.75、10.98、10.96小(xiao)時(shi)/戶(hu)。


50個(ge)主要(yao)城(cheng)(cheng)市(shi)的(de)農村(cun)地區用戶(hu)平均停電時間普(pu)遍高于城(cheng)(cheng)市(shi)地區,差(cha)異最大的(de)五個(ge)城(cheng)(cheng)市(shi)為哈爾(er)濱、長(chang)春、拉薩、重慶、西安(an),農村(cun)和城(cheng)(cheng)市(shi)的(de)差(cha)距分別是(shi)8.76、8.43、8.40、7.71、7.36小時/戶(hu)。


2.用戶平(ping)均(jun)停電次(ci)數同比減(jian)少0.26次(ci)/戶


前(qian)三(san)季度,全國50個主要城市(shi)(shi)供電(dian)企業用(yong)戶(hu)(hu)平(ping)均(jun)停電(dian)次數為0.90次/戶(hu)(hu),同比減少(shao)0.26次/戶(hu)(hu)。其中,用(yong)戶(hu)(hu)平(ping)均(jun)停電(dian)次數最(zui)少(shao)的五個城市(shi)(shi)為深(shen)圳、南京、上海(hai)、青島(dao)、廈門,分(fen)別(bie)是(shi)0.16、0.16、0.19、0.25、0.26次/戶(hu)(hu);用(yong)戶(hu)(hu)平(ping)均(jun)停電(dian)次數最(zui)多的五個城市(shi)(shi)為拉(la)薩、長春、烏魯(lu)木齊、貴陽、太原,分(fen)別(bie)是(shi)7.06、2.87、2.41、1.98、1.86次/戶(hu)(hu)。


城(cheng)市(shi)地區用(yong)戶(hu)(hu)(hu)平(ping)(ping)均(jun)停(ting)(ting)(ting)電次數(shu)為(wei)0.44次/戶(hu)(hu)(hu)。其中,用(yong)戶(hu)(hu)(hu)平(ping)(ping)均(jun)停(ting)(ting)(ting)電次數(shu)最少的五個(ge)城(cheng)市(shi)為(wei)上海、南(nan)京、廈門、福州(zhou)、深圳,分(fen)別(bie)是0.09、0.11、0.12、0.14、0.14次/戶(hu)(hu)(hu);用(yong)戶(hu)(hu)(hu)平(ping)(ping)均(jun)停(ting)(ting)(ting)電次數(shu)最多的五個(ge)城(cheng)市(shi)為(wei)拉薩、烏魯木齊、溫(wen)州(zhou)、合肥、貴陽,分(fen)別(bie)是6.23、1.78、1.12、1.07、1.06次/戶(hu)(hu)(hu)。


農村地(di)區用戶(hu)(hu)(hu)平(ping)均(jun)(jun)停(ting)電次(ci)(ci)數(shu)(shu)為1.18次(ci)(ci)/戶(hu)(hu)(hu)。其中,用戶(hu)(hu)(hu)平(ping)均(jun)(jun)停(ting)電次(ci)(ci)數(shu)(shu)最少的五個城市(shi)(shi)為南京、深圳(zhen)、上(shang)海(hai)、青島、東莞,分別是0.20、0.23、0.27、0.32、0.34次(ci)(ci)/戶(hu)(hu)(hu);用戶(hu)(hu)(hu)平(ping)均(jun)(jun)停(ting)電次(ci)(ci)數(shu)(shu)最多的五個城市(shi)(shi)為拉(la)薩、長春(chun)、海(hai)口、烏魯木齊、貴陽,分別是8.44、3.59、3.03、2.96、2.82次(ci)(ci)/戶(hu)(hu)(hu)。


50個(ge)主(zhu)要城(cheng)市的(de)農(nong)村地區用(yong)戶平均停電次數普遍大(da)于(yu)城(cheng)市地區,差異最大(da)的(de)五個(ge)城(cheng)市為長春、南昌、拉薩、海口、太原,農(nong)村和(he)城(cheng)市的(de)差距分別是2.55、2.37、2.21、2.13、2.01次/戶。


3.故障停電為主要停電原(yuan)因


前三季度,造(zao)成全(quan)國50個主要(yao)城市供電(dian)(dian)(dian)企業停電(dian)(dian)(dian)的主要(yao)原(yuan)因是(shi)故障(zhang)停電(dian)(dian)(dian),造(zao)成平均停電(dian)(dian)(dian)時間(jian)1.61小(xiao)時/戶,占總(zong)停電(dian)(dian)(dian)時間(jian)的51.63%。故障(zhang)停電(dian)(dian)(dian)中,異物短路、外力破壞等外力因素占33.86%,雷電(dian)(dian)(dian)、臺風等自然因素占32.59%,設計施工占19.33%。


造成(cheng)全國50個主要(yao)城市供電(dian)(dian)(dian)(dian)企業停(ting)電(dian)(dian)(dian)(dian)的(de)(de)次要(yao)原因是計(ji)劃(hua)(hua)(hua)停(ting)電(dian)(dian)(dian)(dian),造成(cheng)平均停(ting)電(dian)(dian)(dian)(dian)時(shi)間1.50小時(shi)/戶,占(zhan)(zhan)總停(ting)電(dian)(dian)(dian)(dian)時(shi)間的(de)(de)48.37%。計(ji)劃(hua)(hua)(hua)停(ting)電(dian)(dian)(dian)(dian)中,供配電(dian)(dian)(dian)(dian)設(she)施計(ji)劃(hua)(hua)(hua)和臨時(shi)檢(jian)修等檢(jian)修因素(su)占(zhan)(zhan)50.43%,電(dian)(dian)(dian)(dian)網內外(wai)部施工等工程(cheng)停(ting)電(dian)(dian)(dian)(dian)因素(su)占(zhan)(zhan)47.02%。
