CSPPLAZA光熱發電網訊:近日(ri),國(guo)家發改委修訂出臺了《省(sheng)級電(dian)(dian)(dian)網(wang)輸配電(dian)(dian)(dian)價(jia)(jia)定(ding)(ding)價(jia)(jia)辦(ban)法(fa)》和(he)《區域電(dian)(dian)(dian)網(wang)輸電(dian)(dian)(dian)價(jia)(jia)格定(ding)(ding)價(jia)(jia)辦(ban)法(fa)》,旨(zhi)在貫徹(che)落實黨中央、國(guo)務院關于進一步(bu)深化電(dian)(dian)(dian)力(li)體制改革和(he)價(jia)(jia)格機(ji)(ji)制改革的(de)決策部署,持(chi)續推(tui)進電(dian)(dian)(dian)價(jia)(jia)改革,進一步(bu)提升輸配電(dian)(dian)(dian)價(jia)(jia)核定(ding)(ding)的(de)規范性(xing)、合理性(xing),完(wan)善輸配電(dian)(dian)(dian)價(jia)(jia)定(ding)(ding)價(jia)(jia)機(ji)(ji)制。
國家發展改革委修訂出臺《省級電網輸配電價定價辦法》和《區域電網輸電價格定價辦法》
為貫徹(che)落實黨(dang)中央、國務院關于進一步深化電(dian)(dian)力體制(zhi)改(gai)革和價格機(ji)制(zhi)改(gai)革的決策部署,持續(xu)推進電(dian)(dian)價改(gai)革,進一步提(ti)升輸(shu)配(pei)電(dian)(dian)價核定(ding)的規范性、合(he)理(li)性,完善輸(shu)配(pei)電(dian)(dian)價定(ding)價機(ji)制(zhi),近日,國家發展改(gai)革委在深入總(zong)結(jie)第一監(jian)管(guan)周期輸(shu)配(pei)電(dian)(dian)價改(gai)革實踐(jian),積極借(jie)鑒(jian)國際輸(shu)配(pei)電(dian)(dian)價監(jian)管(guan)經驗的基礎上,修訂出(chu)臺了《省級電(dian)(dian)網輸(shu)配(pei)電(dian)(dian)價定(ding)價辦(ban)法》和《區域(yu)電(dian)(dian)網輸(shu)電(dian)(dian)價格定(ding)價辦(ban)法》。
《省級電(dian)(dian)網(wang)輸(shu)配電(dian)(dian)價(jia)定(ding)價(jia)辦法》的(de)(de)(de)(de)(de)修訂突出了四個方面:一是強化(hua)(hua)(hua)(hua)(hua)了合(he)理(li)約(yue)束(shu)(shu)。通過設置(zhi)效率指標控制(zhi)新增投資、完善準許收(shou)(shou)益(yi)率指標、嚴(yan)格認定(ding)可計提(ti)(ti)收(shou)(shou)益(yi)的(de)(de)(de)(de)(de)有(you)效資產、壓縮營運資本(ben)等(deng),進一步強化(hua)(hua)(hua)(hua)(hua)對(dui)(dui)電(dian)(dian)網(wang)企(qi)業(ye)的(de)(de)(de)(de)(de)合(he)理(li)約(yue)束(shu)(shu)。二(er)是細化(hua)(hua)(hua)(hua)(hua)了核(he)價(jia)范圍。明(ming)確省級電(dian)(dian)網(wang)輸(shu)配電(dian)(dian)價(jia)與區(qu)域電(dian)(dian)網(wang)輸(shu)電(dian)(dian)價(jia)格的(de)(de)(de)(de)(de)邊界、省內(nei)用戶和“網(wang)對(dui)(dui)網(wang)”省外購(gou)電(dian)(dian)用戶對(dui)(dui)省級電(dian)(dian)網(wang)準許收(shou)(shou)入(ru)的(de)(de)(de)(de)(de)分擔責任(ren)等(deng),以體現(xian)“誰受益(yi)、誰負擔”的(de)(de)(de)(de)(de)原則,提(ti)(ti)供合(he)理(li)過網(wang)費信號(hao)。三是優化(hua)(hua)(hua)(hua)(hua)了電(dian)(dian)價(jia)結構(gou)。明(ming)確分電(dian)(dian)壓等(deng)級輸(shu)配電(dian)(dian)價(jia)的(de)(de)(de)(de)(de)計算公(gong)式、準許成(cheng)本(ben)和準許收(shou)(shou)益(yi)歸集、分攤的(de)(de)(de)(de)(de)方法,以及兩(liang)部制(zhi)電(dian)(dian)價(jia)構(gou)成(cheng)等(deng),以提(ti)(ti)升輸(shu)配電(dian)(dian)價(jia)結構(gou)的(de)(de)(de)(de)(de)科(ke)學性、可操(cao)作性。四是實化(hua)(hua)(hua)(hua)(hua)了監測制(zhi)度(du)。建(jian)立準許收(shou)(shou)入(ru)變(bian)化(hua)(hua)(hua)(hua)(hua)年度(du)統計機制(zhi),健(jian)全電(dian)(dian)網(wang)企(qi)業(ye)定(ding)期信息報送(song)制(zhi)度(du)等(deng),強化(hua)(hua)(hua)(hua)(hua)對(dui)(dui)輸(shu)配電(dian)(dian)價(jia)執行情況(kuang)的(de)(de)(de)(de)(de)跟蹤(zong)監測。
《區(qu)(qu)域(yu)(yu)(yu)電(dian)(dian)(dian)(dian)網(wang)輸電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)格定價(jia)(jia)(jia)辦法(fa)》的修(xiu)訂強調(diao)了四個“進(jin)一步(bu)(bu)”:一是進(jin)一步(bu)(bu)厘(li)清(qing)了定義范(fan)圍(wei)(wei)。明確(que)(que)區(qu)(qu)域(yu)(yu)(yu)電(dian)(dian)(dian)(dian)網(wang)輸電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)格為區(qu)(qu)域(yu)(yu)(yu)電(dian)(dian)(dian)(dian)網(wang)運(yun)營區(qu)(qu)域(yu)(yu)(yu)共用(yong)網(wang)絡提(ti)(ti)供(gong)電(dian)(dian)(dian)(dian)量(liang)輸送、系統安全、可(ke)靠性(xing)(xing)服(fu)務的價(jia)(jia)(jia)格,以更(geng)清(qing)晰地反(fan)映區(qu)(qu)域(yu)(yu)(yu)電(dian)(dian)(dian)(dian)網(wang)的運(yun)行(xing)主(zhu)體(ti)(ti)、物理范(fan)圍(wei)(wei)和(he)功能分(fen)類。二(er)是進(jin)一步(bu)(bu)明確(que)(que)了核(he)(he)價(jia)(jia)(jia)原則。明確(que)(que)區(qu)(qu)域(yu)(yu)(yu)電(dian)(dian)(dian)(dian)網(wang)輸電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)格核(he)(he)定,應堅持提(ti)(ti)升電(dian)(dian)(dian)(dian)網(wang)效率(lv)、合理分(fen)攤(tan)成(cheng)本、促(cu)進(jin)電(dian)(dian)(dian)(dian)力交易(yi)、嚴(yan)格規范(fan)政(zheng)府定價(jia)(jia)(jia)行(xing)為,以為區(qu)(qu)域(yu)(yu)(yu)電(dian)(dian)(dian)(dian)網(wang)輸電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)格核(he)(he)定提(ti)(ti)供(gong)遵循(xun)。三是進(jin)一步(bu)(bu)改進(jin)了核(he)(he)價(jia)(jia)(jia)方(fang)法(fa)。完善了容量(liang)電(dian)(dian)(dian)(dian)費和(he)電(dian)(dian)(dian)(dian)量(liang)電(dian)(dian)(dian)(dian)費比例的計算(suan)方(fang)法(fa),由采用(yong)物理指標調(diao)整為采用(yong)成(cheng)本指標,以體(ti)(ti)現(xian)成(cheng)本加成(cheng)原則,增(zeng)強定價(jia)(jia)(jia)的準確(que)(que)性(xing)(xing)和(he)可(ke)操作(zuo)(zuo)性(xing)(xing)。四是進(jin)一步(bu)(bu)完善了核(he)(he)價(jia)(jia)(jia)公(gong)(gong)式(shi)。提(ti)(ti)出了區(qu)(qu)域(yu)(yu)(yu)電(dian)(dian)(dian)(dian)網(wang)容量(liang)電(dian)(dian)(dian)(dian)費在區(qu)(qu)域(yu)(yu)(yu)內省級(ji)電(dian)(dian)(dian)(dian)網(wang)間分(fen)攤(tan)的具體(ti)(ti)公(gong)(gong)式(shi),并充分(fen)考慮(lv)京津唐電(dian)(dian)(dian)(dian)網(wang)特殊(shu)性(xing)(xing),對華北電(dian)(dian)(dian)(dian)網(wang)分(fen)攤(tan)公(gong)(gong)式(shi)作(zuo)(zuo)了優(you)化,提(ti)(ti)升了分(fen)攤(tan)的公(gong)(gong)平性(xing)(xing)、可(ke)操作(zuo)(zuo)性(xing)(xing)和(he)透明度。
