增量配(pei)(pei)電改(gai)革推進已(yi)經三年了。正如同對(dui)一個(ge)三歲(sui)的孩子要(yao)建立基本的好壞是非觀、確(que)立遠(yuan)大的理想和要(yao)堅(jian)守(shou)的底(di)線(xian),那么(me)對(dui)已(yi)滿三歲(sui)的增量配(pei)(pei)電改(gai)革,也要(yao)確(que)立三個(ge)理想、堅(jian)守(shou)三個(ge)底(di)線(xian)、提升三個(ge)站位。
三個理想
第一是(shi)要讓每一個增量(liang)配電(dian)(dian)項目擁有(you)充足的可調(diao)電(dian)(dian)源(yuan)。當前(qian)出于某些(xie)原因,增量(liang)配電(dian)(dian)想要獲得一個電(dian)(dian)源(yuan)很難,甚至在一些(xie)地(di)方被視為(wei)紅線(xian),這是(shi)不(bu)(bu)正常的。承認增量(liang)配電(dian)(dian)是(shi)電(dian)(dian)網(wang),網(wang)內擁有(you)自己(ji)的電(dian)(dian)源(yuan)是(shi)天經地(di)義的,不(bu)(bu)僅要有(you),還要品類多、應有(you)盡有(you),要充足,分散(san)式(shi)風電(dian)(dian)、分布式(shi)光伏、小水電(dian)(dian)、生物質、燃機(ji)熱(re)電(dian)(dian)冷、各類儲能、資(zi)源(yuan)綜合利用(yong)等。配電(dian)(dian)網(wang)內的可調(diao)電(dian)(dian)源(yuan)不(bu)(bu)是(shi)自備電(dian)(dian)廠(chang),而是(shi)不(bu)(bu)折不(bu)(bu)扣(kou)的公用(yong)電(dian)(dian)源(yuan);當然如果網(wang)內有(you)真正的用(yong)戶自備電(dian)(dian)源(yuan),也要盡可能作為(wei)可調(diao)電(dian)(dian)源(yuan),友好地(di)余缺互(hu)濟(ji)。
第二是每一(yi)個增量(liang)配(pei)電(dian)項目都(dou)要(yao)有自(zi)己(ji)的調控中(zhong)心(xin)。從基本的配(pei)網(wang)調度、監控中(zhong)心(xin)起步,逐步走向整合(he)用戶用電(dian)用能(neng)管(guan)理的、源(yuan)(yuan)網(wang)荷一(yi)體(ti)(ti)、熱(re)電(dian)冷一(yi)體(ti)(ti)的綜合(he)能(neng)量(liang)管(guan)理中(zhong)心(xin),集成需求側響應(ying)資源(yuan)(yuan)參與大(da)市(shi)場。由此引(yin)申一(yi)點,增量(liang)配(pei)電(dian)不僅必(bi)須要(yao)有自(zi)己(ji)的調控中(zhong)心(xin)或綜合(he)能(neng)量(liang)管(guan)理中(zhong)心(xin),還要(yao)有自(zi)己(ji)的交易中(zhong)心(xin),這樣關于(yu)能(neng)源(yuan)(yuan)互(hu)聯網(wang)的各種先進生產力才可以培育起來(lai)。
第三(san)是(shi)將增(zeng)量(liang)配電(dian)(dian)(dian)(dian)(dian)的(de)(de)價(jia)格(ge)制定和(he)調(diao)整權賦予同(tong)級政(zheng)府。園(yuan)區增(zeng)量(liang)配電(dian)(dian)(dian)(dian)(dian)價(jia)格(ge)就可(ke)以(yi)由園(yuan)區管委(wei)會來(lai)管,可(ke)以(yi)和(he)配電(dian)(dian)(dian)(dian)(dian)業主商量(liang)著辦(ban),在(zai)特許經(jing)營合同(tong)中明確(que)。誰家的(de)(de)孩子(zi)誰家抱(bao),增(zeng)量(liang)配電(dian)(dian)(dian)(dian)(dian)往(wang)往(wang)是(shi)其(qi)所(suo)在(zai)地(di)招商引資和(he)優(you)化營商環境重要的(de)(de)抓手,所(suo)在(zai)地(di)政(zheng)府和(he)配電(dian)(dian)(dian)(dian)(dian)業主最知(zhi)道怎樣在(zai)近期和(he)長期的(de)(de)困難(nan)和(he)收(shou)益中尋求平衡和(he)可(ke)持續(xu),而不必(bi)讓上一級或者上幾級的(de)(de)物價(jia)部(bu)門(men)(men)來(lai)操心(xin)。當然關于增(zeng)量(liang)配電(dian)(dian)(dian)(dian)(dian)與省級電(dian)(dian)(dian)(dian)(dian)網(wang)之間的(de)(de)結算價(jia)格(ge)機制,特別是(shi)基(ji)本電(dian)(dian)(dian)(dian)(dian)費如(ru)何分割、以(yi)前的(de)(de)躉售電(dian)(dian)(dian)(dian)(dian)價(jia)如(ru)何切割成購電(dian)(dian)(dian)(dian)(dian)和(he)輸配電(dian)(dian)(dian)(dian)(dian)價(jia),需要上級價(jia)格(ge)部(bu)門(men)(men)出(chu)政(zheng)策,現在(zai)可(ke)能是(shi)到了國家發改委(wei)出(chu)意(yi)見(jian)的(de)(de)時候了。
三個底線
一是不(bu)(bu)(bu)能(neng)大(da)用(yong)戶化(hua)(hua),二是不(bu)(bu)(bu)能(neng)躉(dun)售化(hua)(hua),三是不(bu)(bu)(bu)能(neng)供(gong)電(dian)(dian)(dian)局、供(gong)電(dian)(dian)(dian)所(suo)化(hua)(hua)。符合(he)條件的大(da)用(yong)戶可以轉化(hua)(hua)為增(zeng)量(liang)配(pei)(pei)電(dian)(dian)(dian),但(dan)(dan)增(zeng)量(liang)配(pei)(pei)電(dian)(dian)(dian)絕不(bu)(bu)(bu)能(neng)淪為大(da)用(yong)戶;存量(liang)的躉(dun)售區(qu)域要盡可能(neng)轉化(hua)(hua)為增(zeng)量(liang)配(pei)(pei)電(dian)(dian)(dian),但(dan)(dan)增(zeng)量(liang)配(pei)(pei)電(dian)(dian)(dian)絕不(bu)(bu)(bu)能(neng)淪為躉(dun)售區(qu)域;最(zui)終(zhong)現(xian)有供(gong)電(dian)(dian)(dian)局都要轉化(hua)(hua)為增(zeng)量(liang)配(pei)(pei)電(dian)(dian)(dian),但(dan)(dan)增(zeng)量(liang)配(pei)(pei)電(dian)(dian)(dian)絕不(bu)(bu)(bu)能(neng)變成(cheng)現(xian)有供(gong)電(dian)(dian)(dian)局。
這(zhe)(zhe)三個底線和(he)前面(mian)三個理(li)想(xiang)是相互(hu)聯系的(de)。現在(zai)(zai)有一(yi)股(gu)強大(da)的(de)力(li)量就是要把(ba)增(zeng)(zeng)量配電(dian)(dian)牢(lao)牢(lao)摁在(zai)(zai)大(da)用戶(hu)的(de)定位、躉(dun)(dun)售區域的(de)定位,或(huo)者把(ba)增(zeng)(zeng)量配電(dian)(dian)收編成一(yi)個供(gong)電(dian)(dian)局(ju)(ju)或(huo)者降格為供(gong)電(dian)(dian)所。如果前面(mian)三個理(li)想(xiang)不(bu)能實(shi)現突破,那(nei)么增(zeng)(zeng)量配電(dian)(dian)遲(chi)早會(hui)成為或(huo)者事實(shi)上(shang)就是大(da)用戶(hu)、就是躉(dun)(dun)售縣、供(gong)電(dian)(dian)所。這(zhe)(zhe)里(li)面(mian)一(yi)方面(mian)需要改革部門和(he)地方政府下更大(da)力(li)氣,另(ling)一(yi)方面(mian)也要防止(zhi)一(yi)些條(tiao)件好的(de)增(zeng)(zeng)量配電(dian)(dian)業主小富即(ji)安,在(zai)(zai)一(yi)些小的(de)灰色利益里(li)面(mian)甘之如飴,樂于做大(da)用戶(hu)、躉(dun)(dun)售縣和(he)供(gong)電(dian)(dian)局(ju)(ju)。
三個站位
為了要實現(xian)這三(san)(san)(san)個理想(xiang)、守住這三(san)(san)(san)個底線,增量(liang)配電改革要提升三(san)(san)(san)個站(zhan)位(wei)。
第一(yi)個(ge)(ge)(ge)站位(wei)是致力于整個(ge)(ge)(ge)供(gong)(gong)(gong)電環節的(de)(de)(de)(de)主體多元化(hua)(hua),這是實(shi)現(xian)(xian)“管住中間(jian)、放開兩頭”體制架(jia)構的(de)(de)(de)(de)前(qian)提(ti)。只有在市場主體多元化(hua)(hua)的(de)(de)(de)(de)情況下,放開兩頭才可(ke)能實(shi)現(xian)(xian)。從上世紀八十(shi)年代(dai)“多家辦電”到后來“廠(chang)網分開”,可(ke)以(yi)說前(qian)四十(shi)年電改主要在發電側,實(shi)現(xian)(xian)了發電主體多元化(hua)(hua),有效(xiao)解決了我國缺電問題。下一(yi)步電改就要進一(yi)步實(shi)現(xian)(xian)供(gong)(gong)(gong)電主體的(de)(de)(de)(de)多元化(hua)(hua),直接在用(yong)戶端釋(shi)放改革紅利。一(yi)個(ge)(ge)(ge)供(gong)(gong)(gong)電營(ying)業區只要一(yi)個(ge)(ge)(ge)供(gong)(gong)(gong)電主體,但不同的(de)(de)(de)(de)營(ying)業區可(ke)以(yi)有不同的(de)(de)(de)(de)供(gong)(gong)(gong)電主體,這就是多元化(hua)(hua)。
這(zhe)(zhe)(zhe)里有(you)幾個(ge)問(wen)題(ti)值得思考:第一個(ge)問(wen)題(ti)是(shi)對(dui)(dui)多(duo)元(yuan)化的(de)(de)(de)認識。到(dao)底有(you)沒有(you)必要(yao)(yao)搞多(duo)元(yuan)化,多(duo)元(yuan)到(dao)什么程(cheng)度為好(hao)。多(duo)元(yuan)化是(shi)否(fou)必要(yao)(yao),這(zhe)(zhe)(zhe)是(shi)一個(ge)改革(ge)的(de)(de)(de)根本(ben)(ben)性(xing)問(wen)題(ti),在十(shi)八大(da)、十(shi)九大(da)、十(shi)八屆三中(zhong)全(quan)會(hui)精神和(he)9號文中(zhong)都明確(que)了市(shi)場(chang)的(de)(de)(de)決定性(xing)作用和(he)打破壟斷引(yin)入(ru)競爭的(de)(de)(de)改革(ge)方向,沒有(you)多(duo)元(yuan)市(shi)場(chang)主(zhu)體,就無(wu)從(cong)搞市(shi)場(chang)、無(wu)從(cong)談競爭。按理(li)說(shuo)這(zhe)(zhe)(zhe)個(ge)問(wen)題(ti)不(bu)應該再困(kun)惑、糊涂和(he)質疑,但改革(ge)推進過程(cheng)中(zhong),從(cong)調研結果來(lai)看(kan)(kan),確(que)實(shi)還是(shi)有(you)這(zhe)(zhe)(zhe)樣的(de)(de)(de)聲(sheng)音,而(er)且(qie)(qie)這(zhe)(zhe)(zhe)些聲(sheng)音還很(hen)多(duo),很(hen)大(da)。從(cong)微觀和(he)局部層面來(lai)看(kan)(kan),新(xin)的(de)(de)(de)主(zhu)體的(de)(de)(de)引(yin)入(ru),確(que)實(shi)會(hui)增加一些成本(ben)(ben),而(er)且(qie)(qie)新(xin)的(de)(de)(de)主(zhu)體對(dui)(dui)比(bi)原有(you)主(zhu)體,無(wu)論從(cong)技術、人(ren)才,還是(shi)安(an)全(quan)和(he)成本(ben)(ben)控制(zhi)等(deng)方面,往往確(que)實(shi)都會(hui)存在許多(duo)劣勢,尤(you)其在得不(bu)到(dao)應有(you)的(de)(de)(de)扶(fu)持(chi)的(de)(de)(de)情況下。那么為什么還要(yao)(yao)費力引(yin)入(ru)和(he)培育新(xin)的(de)(de)(de)主(zhu)體,為什么不(bu)就讓(rang)一個(ge)主(zhu)體一統天下去獲得規模優勢、技術優勢和(he)成本(ben)(ben)優勢的(de)(de)(de)好(hao)處呢?
在(zai)理論(lun)上,這(zhe)是(shi)一個永恒的(de)問題,關(guan)于(yu)企(qi)業和市場的(de)邊界,壟斷和競爭(zheng)的(de)邊界,產業經(jing)濟學和制度經(jing)濟學永遠在(zai)探究(jiu)。在(zai)實際中,要么(me)是(shi)局部微觀層面(mian)(mian)的(de)這(zhe)些(xie)(xie)好(hao)處遠遠趕不上整體宏觀層面(mian)(mian)的(de)壞處,要么(me)是(shi)其他方面(mian)(mian)的(de)“壞處”大(da)大(da)超過了這(zhe)些(xie)(xie)方面(mian)(mian)“好(hao)處”,或(huo)者是(shi)這(zhe)個主(zhu)體做不到(dao)把這(zhe)些(xie)(xie)好(hao)處分享傳遞給社會,才使得大(da)家下決心打破這(zhe)一模(mo)式,拋棄這(zhe)一模(mo)式。
所(suo)以,按理說,這一個問(wen)題(ti)已經在(zai)(zai)多(duo)(duo)(duo)個領域,包括電(dian)信、郵政、民航等改革(ge)中(zhong)(zhong)也包括發(fa)電(dian)改革(ge)中(zhong)(zhong)爭論過(guo)和驗證過(guo)了(le),雖(sui)然可(ke)以在(zai)(zai)局部(bu)和微觀中(zhong)(zhong)找出許多(duo)(duo)(duo)關于主體(ti)多(duo)(duo)(duo)元(yuan)的(de)缺點壞處,但(dan)宏(hong)觀總體(ti)的(de)優點好處是(shi)有目共(gong)睹(du)毋庸置疑(yi)(yi)的(de)。同時這一問(wen)題(ti)也在(zai)(zai)多(duo)(duo)(duo)個綱領性文件中(zhong)(zhong)都已經回(hui)答(da)了(le),我們(men)應該把思想統一到(dao)黨中(zhong)(zhong)央國(guo)務(wu)院決策部(bu)署上來,而不(bu)應該有不(bu)必(bi)要(yao)的(de)困惑和搖(yao)擺,也不(bu)應該在(zai)(zai)改革(ge)執行過(guo)程(cheng)中(zhong)(zhong)還有過(guo)多(duo)(duo)(duo)對當(dang)初改革(ge)為什(shen)么要(yao)出發(fa)的(de)質疑(yi)(yi)和挑戰。
第二個問(wen)題是如(ru)何對(dui)待已有多(duo)元供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)主體(ti)(ti)(ti)(ti)。如(ru)果我們認(ren)同推進增(zeng)量(liang)配電(dian)(dian)(dian)(dian)(dian)(dian)(dian)改革就是要構建(jian)多(duo)元化供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)主體(ti)(ti)(ti)(ti),那么有個重要的(de)(de)(de)問(wen)題就是對(dui)于那些(xie)業(ye)已存(cun)在(zai)的(de)(de)(de)獨(du)立供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)主體(ti)(ti)(ti)(ti)包括地方電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)、園(yuan)區和獨(du)立工礦自供區,是否應該“保護”起來,并盡(jin)可(ke)能逐步將(jiang)其轉化為增(zeng)量(liang)配電(dian)(dian)(dian)(dian)(dian)(dian)(dian)?但(dan)現實情況是,在(zai)推進增(zeng)量(liang)配電(dian)(dian)(dian)(dian)(dian)(dian)(dian)改革的(de)(de)(de)這三年過程中,許(xu)多(duo)原有獨(du)立供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)主體(ti)(ti)(ti)(ti)被(bei)接(jie)收(shou)了(le),且大部分是采用(yong)無(wu)償劃轉的(de)(de)(de)方式。然而(er)(er),即使要被(bei)接(jie)收(shou),也盡(jin)量(liang)要結合(he)國企(qi)改革,建(jian)立多(duo)元股(gu)權治理(li)結構,頒(ban)發電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力業(ye)務(wu)許(xu)可(ke)證(zheng)(供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)類),成為一(yi)種新型供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)主體(ti)(ti)(ti)(ti)為好,而(er)(er)不是簡單被(bei)吸收(shou)。對(dui)于增(zeng)量(liang)配電(dian)(dian)(dian)(dian)(dian)(dian)(dian)中由電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)企(qi)業(ye)控股(gu)的(de)(de)(de)項目,也應作為獨(du)立供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)主體(ti)(ti)(ti)(ti),保證(zheng)財務(wu)、運營(ying)和法律上的(de)(de)(de)獨(du)立性,而(er)(er)不能被(bei)簡單并表納入(ru)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)企(qi)業(ye)作為一(yi)個新的(de)(de)(de)供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)局(ju),這樣就失去了(le)改革的(de)(de)(de)意義。
再一(yi)個(ge)相(xiang)關聯的(de)問題是(shi)對于這(zhe)些已(yi)有(you)的(de)和(he)新生的(de)多(duo)元供電主體(ti)是(shi)否應(ying)(ying)該有(you)一(yi)定(ding)的(de)傾斜政策?是(shi)否應(ying)(ying)該引入一(yi)定(ding)的(de)“特區”思維來推進(jin)試(shi)點?這(zhe)是(shi)一(yi)個(ge)通用的(de)改革方法論,在國際上普遍(bian)采用。譬如(ru)規定(ding)原有(you)供電和(he)售電主體(ti)不(bu)能(neng)降(jiang)(jiang)價(jia)(jia)爭奪(duo)客戶,它們執(zhi)行確定(ding)的(de)價(jia)(jia)格(ge),稱為“pricetobeat”,而只允許新進(jin)入主體(ti)降(jiang)(jiang)價(jia)(jia)吸引客戶(類似(si)我國郵政快遞放開的(de)時候(hou),EMS不(bu)能(neng)隨(sui)意降(jiang)(jiang)價(jia)(jia)一(yi)樣);監管機構定(ding)期(qi)公布用戶轉換情(qing)況,掌(zhang)握傾斜政策的(de)力度。
目前的(de)(de)(de)現實(shi)是(shi)試點項目包括(kuo)原有(you)獨立供(gong)電主體(ti),非(fei)但沒(mei)有(you)傾斜保護政(zheng)策(ce),反而(er)是(shi)處(chu)處(chu)受(shou)到(dao)約束,被(bei)(bei)牢(lao)牢(lao)“圍(wei)困”而(er)欲(yu)致使其步(bu)履維(wei)艱知難而(er)退(tui):譬(pi)如(ru)電壓等級牢(lao)牢(lao)限制(zhi)在110千伏及以(yi)下(xia)(雖然配套文(wen)不是(shi)這么規定),譬(pi)如(ru)跟外部電源的(de)(de)(de)連接還被(bei)(bei)視為紅線高壓線,譬(pi)如(ru)農網改(gai)造的(de)(de)(de)貸(dai)款主體(ti)身份(fen),譬(pi)如(ru)其價格(ge)管理(li)權是(shi)否可(ke)(ke)以(yi)下(xia)放到(dao)同級政(zheng)府從而(er)可(ke)(ke)以(yi)采用更加靈活彈性的(de)(de)(de)價格(ge)體(ti)系等等。總之,改(gai)革(ge)部門應盡可(ke)(ke)能(neng)給他(ta)們松綁,讓他(ta)們活得下(xia)來,活得更好,讓更多的(de)(de)(de)社會資本羨慕并(bing)爭相做改(gai)革(ge)的(de)(de)(de)先(xian)驅,而(er)不是(shi)讓他(ta)們成為改(gai)革(ge)的(de)(de)(de)先(xian)烈,這樣才能(neng)積(ji)累起改(gai)革(ge)的(de)(de)(de)勢能(neng)和(he)動能(neng)。
增(zeng)量配(pei)電(dian)改(gai)革(ge)的(de)(de)第二個(ge)站位在(zai)于(yu)致力于(yu)讓地(di)方政府作為改(gai)革(ge)的(de)(de)主(zhu)(zhu)體(ti)(ti)(ti),進(jin)(jin)一步深(shen)化政企(qi)(qi)分(fen)(fen)開(kai)。當供電(dian)主(zhu)(zhu)體(ti)(ti)(ti)逐步多元(yuan)、政企(qi)(qi)分(fen)(fen)開(kai)進(jin)(jin)一步實(shi)現之后,全新的(de)(de)基于(yu)特許經營(ying)的(de)(de)供電(dian)監管體(ti)(ti)(ti)系有可能會(hui)水(shui)到(dao)(dao)渠成。5號(hao)文確(que)定(ding)的(de)(de)電(dian)改(gai)“四個(ge)分(fen)(fen)開(kai)”到(dao)(dao)現在(zai)廠網分(fen)(fen)開(kai)做(zuo)的(de)(de)比較好,主(zhu)(zhu)輔分(fen)(fen)離做(zuo)了一部(bu)分(fen)(fen),政企(qi)(qi)分(fen)(fen)開(kai)在(zai)形式上初步實(shi)現了,但(dan)在(zai)實(shi)質(zhi)內容上無論從中(zhong)央到(dao)(dao)地(di)方都(dou)還沒有真正(zheng)實(shi)現。在(zai)這次增(zeng)配(pei)改(gai)革(ge)中(zhong),明確(que)地(di)方政府作為改(gai)革(ge)的(de)(de)責任主(zhu)(zhu)體(ti)(ti)(ti),從配(pei)電(dian)規劃、供電(dian)營(ying)業(ye)區(qu)劃分(fen)(fen)、增(zeng)配(pei)業(ye)主(zhu)(zhu)的(de)(de)選擇到(dao)(dao)增(zeng)配(pei)價(jia)格機(ji)制的(de)(de)確(que)定(ding),都(dou)明確(que)了地(di)方政府的(de)(de)主(zhu)(zhu)導權,這是推進(jin)(jin)政企(qi)(qi)分(fen)(fen)開(kai)的(de)(de)一個(ge)進(jin)(jin)步。
