為努力實現應對氣候變化自主貢獻目標,促進風電、太陽能發電等可再生能源大力發展和充分消納,國家發改委、國家能源局近日聯合印發了《關于鼓勵可再生能源發電企業自建或購買調峰能力增加并網規模的通知》,鼓勵發電企業通過自建或購買調峰儲能能力的方式,增加可再生能源發電裝機并網規模。
文(wen)件指(zhi)出(chu),鼓勵多渠道增加調峰資源(yuan)。承擔可再生能(neng)源(yuan)消(xiao)納對應的調峰資源(yuan),包括抽水蓄能(neng)電站、化學儲(chu)能(neng)等新(xin)型儲(chu)能(neng)、氣電、光熱電站、靈活(huo)性制造(zao)改造(zao)的煤電。
文件明確了自建(jian)和合建(jian)調峰資源方式掛(gua)鉤比例要求:
1、自建(jian)調(diao)峰資(zi)(zi)源指發電(dian)企(qi)業(ye)按(an)全資(zi)(zi)比(bi)例(li)建(jian)設抽水蓄(xu)能(neng)、化學儲能(neng)電(dian)站、氣電(dian)、光(guang)熱(re)電(dian)站或(huo)開展煤(mei)電(dian)靈(ling)活(huo)性改造。為鼓勵(li)發電(dian)企(qi)業(ye)市(shi)場化參與調(diao)峰資(zi)(zi)源建(jian)設,超過(guo)電(dian)網(wang)企(qi)業(ye)保障性并網(wang)以外的(de)(de)規(gui)模初期按(an)照功(gong)率15%的(de)(de)掛(gua)(gua)鉤(gou)比(bi)例(li)(時(shi)長(chang)4小時(shi)以上(shang)(shang),下同)配建(jian)調(diao)峰能(neng)力(li),按(an)照20%以上(shang)(shang)掛(gua)(gua)鉤(gou)比(bi)例(li)進行配建(jian)的(de)(de)優先并網(wang)。配建(jian)比(bi)例(li)2022年(nian)后根據情況適(shi)時(shi)調(diao)整,每年(nian)公布一次。各省(sheng)級(ji)主管部門組織(zhi)電(dian)網(wang)企(qi)業(ye)或(huo)第(di)三方技術(shu)機構對(dui)項目調(diao)峰能(neng)力(li)措施(shi)和效果進行評(ping)估確認(ren)后,可結合實際情況對(dui)掛(gua)(gua)鉤(gou)比(bi)例(li)進行適(shi)當調(diao)整。
2、合(he)建(jian)(jian)(jian)調峰(feng)資(zi)(zi)源指發電(dian)(dian)企(qi)業按(an)一定(ding)出(chu)資(zi)(zi)比(bi)例(li)與(yu)(yu)其他(ta)市場主體(ti)聯合(he)建(jian)(jian)(jian)設(she)抽水(shui)蓄能、化學儲能電(dian)(dian)站(zhan)、氣電(dian)(dian)、光熱電(dian)(dian)站(zhan)或(huo)開展煤電(dian)(dian)靈(ling)活(huo)性改造。合(he)建(jian)(jian)(jian)調峰(feng)資(zi)(zi)源完(wan)成后,可按(an)照自(zi)建(jian)(jian)(jian)調峰(feng)資(zi)(zi)源方式(shi)掛(gua)鉤比(bi)例(li)乘以出(chu)資(zi)(zi)比(bi)例(li)配(pei)建(jian)(jian)(jian)可再生能源發電(dian)(dian)。為(wei)鼓勵發電(dian)(dian)企(qi)業積極參與(yu)(yu)自(zi)建(jian)(jian)(jian)調峰(feng)資(zi)(zi)源,初期(qi)可以適當高于出(chu)資(zi)(zi)比(bi)例(li)進行(xing)配(pei)建(jian)(jian)(jian)。
調峰能力認定方面,抽水蓄能電站、電化學儲能和光(guang)熱電站,按照裝機(ji)規模認定調峰能力。

一、充分認識提高可再生能源并網規模的重(zhong)要性(xing)和緊迫性(xing)
近年(nian)(nian)來(lai),我國(guo)可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)迅猛發(fa)(fa)展,但電(dian)力(li)(li)系統靈活性不足、調(diao)(diao)節能(neng)(neng)力(li)(li)不夠等短板和(he)(he)(he)問題(ti)突(tu)出(chu),制約更(geng)高(gao)比例和(he)(he)(he)更(geng)大規模可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)發(fa)(fa)展。未來(lai)我國(guo)實(shi)(shi)現2030年(nian)(nian)前(qian)(qian)(qian)碳(tan)達(da)峰和(he)(he)(he)努力(li)(li)爭(zheng)取(qu)2060年(nian)(nian)前(qian)(qian)(qian)碳(tan)中和(he)(he)(he)的目(mu)標任務艱巨,需(xu)要(yao)付出(chu)艱苦卓絕的努力(li)(li)。實(shi)(shi)現碳(tan)達(da)峰關(guan)(guan)(guan)鍵在促(cu)進可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)發(fa)(fa)展,促(cu)進可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)發(fa)(fa)展關(guan)(guan)(guan)鍵在于消(xiao)(xiao)納,保(bao)障可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)納關(guan)(guan)(guan)鍵在于電(dian)網接(jie)入、調(diao)(diao)峰和(he)(he)(he)儲能(neng)(neng)。各地、各有關(guan)(guan)(guan)電(dian)力(li)(li)企業要(yao)充(chong)分認識可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)發(fa)(fa)展和(he)(he)(he)消(xiao)(xiao)納的同等重(zhong)要(yao)意(yi)義(yi),高(gao)度重(zhong)視可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)并網工作(zuo),將可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)發(fa)(fa)展、并網、消(xiao)(xiao)納同步(bu)研究、同步(bu)推進,確保(bao)2030年(nian)(nian)前(qian)(qian)(qian)碳(tan)達(da)峰、2060年(nian)(nian)前(qian)(qian)(qian)碳(tan)中和(he)(he)(he)目(mu)標如(ru)期實(shi)(shi)現。
二、引(yin)導市場主體多渠道(dao)增加可再(zai)生能(neng)源并網規模
(一(yi))多(duo)渠(qu)道增(zeng)加可再生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)并網(wang)(wang)(wang)消納(na)(na)能(neng)(neng)力(li)。電網(wang)(wang)(wang)企(qi)業(ye)要切實(shi)承(cheng)擔電網(wang)(wang)(wang)建設(she)發展和(he)可再生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)并網(wang)(wang)(wang)消納(na)(na)的(de)主(zhu)(zhu)體責任,統(tong)籌調峰能(neng)(neng)力(li)建設(she)和(he)資源(yuan)(yuan)利(li)用,每(mei)年新(xin)增(zeng)的(de)并網(wang)(wang)(wang)消納(na)(na)規模中,電網(wang)(wang)(wang)企(qi)業(ye)應承(cheng)擔主(zhu)(zhu)要責任,電源(yuan)(yuan)企(qi)業(ye)適當承(cheng)擔可再生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)并網(wang)(wang)(wang)消納(na)(na)責任。隨(sui)著(zhu)新(xin)能(neng)(neng)源(yuan)(yuan)發電技術進步、效(xiao)率提高(gao),以及系(xi)統(tong)調峰成本(ben)的(de)下降(jiang),將電網(wang)(wang)(wang)企(qi)業(ye)承(cheng)擔的(de)消納(na)(na)規模和(he)比例有序調減(jian)。
(二)鼓勵(li)(li)發電(dian)(dian)企(qi)(qi)業自建儲能(neng)(neng)或(huo)調(diao)(diao)峰能(neng)(neng)力(li)(li)增(zeng)加(jia)并(bing)網(wang)(wang)規(gui)模。在(zai)電(dian)(dian)網(wang)(wang)企(qi)(qi)業承(cheng)擔風電(dian)(dian)和太(tai)陽能(neng)(neng)發電(dian)(dian)等可再(zai)(zai)生(sheng)能(neng)(neng)源保障性(xing)并(bing)網(wang)(wang)責(ze)任以外,仍有投資(zi)建設意(yi)愿(yuan)的(de)(de)可再(zai)(zai)生(sheng)能(neng)(neng)源發電(dian)(dian)企(qi)(qi)業,鼓勵(li)(li)在(zai)自愿(yuan)的(de)(de)前提下(xia)自建儲能(neng)(neng)或(huo)調(diao)(diao)峰資(zi)源增(zeng)加(jia)并(bing)網(wang)(wang)規(gui)模。對按規(gui)定比例要求配建儲能(neng)(neng)或(huo)調(diao)(diao)峰能(neng)(neng)力(li)(li)的(de)(de)可再(zai)(zai)生(sheng)能(neng)(neng)源發電(dian)(dian)企(qi)(qi)業,經電(dian)(dian)網(wang)(wang)企(qi)(qi)業按程(cheng)序認定后(hou),可安排相(xiang)應(ying)裝機并(bing)網(wang)(wang)。
(三)允(yun)許發(fa)(fa)電(dian)(dian)企業(ye)(ye)購買儲(chu)能(neng)(neng)(neng)或(huo)調(diao)峰能(neng)(neng)(neng)力增(zeng)(zeng)加并(bing)網(wang)(wang)規(gui)模(mo)。在電(dian)(dian)網(wang)(wang)企業(ye)(ye)承擔(dan)風電(dian)(dian)和(he)太陽能(neng)(neng)(neng)發(fa)(fa)電(dian)(dian)等可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)保障(zhang)性(xing)并(bing)網(wang)(wang)責(ze)任以外,仍有投資(zi)建設(she)意愿的(de)可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)發(fa)(fa)電(dian)(dian)企業(ye)(ye),可(ke)(ke)通過與調(diao)峰資(zi)源(yuan)市(shi)場主體進行市(shi)場化(hua)交易的(de)方式承擔(dan)調(diao)峰責(ze)任,以增(zeng)(zeng)加可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)發(fa)(fa)電(dian)(dian)裝機(ji)并(bing)網(wang)(wang)規(gui)模(mo)。鼓勵可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)發(fa)(fa)電(dian)(dian)企業(ye)(ye)與新(xin)增(zeng)(zeng)抽水蓄能(neng)(neng)(neng)和(he)儲(chu)能(neng)(neng)(neng)電(dian)(dian)站等簽訂新(xin)增(zeng)(zeng)消(xiao)納(na)能(neng)(neng)(neng)力的(de)協議(yi)或(huo)合(he)同(tong),明確市(shi)場化(hua)調(diao)峰資(zi)源(yuan)的(de)建設(she)、運營(ying)等責(ze)任義務。簽訂儲(chu)能(neng)(neng)(neng)或(huo)調(diao)峰能(neng)(neng)(neng)力合(he)同(tong)的(de)可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)發(fa)(fa)電(dian)(dian)企業(ye)(ye),經(jing)電(dian)(dian)網(wang)(wang)企業(ye)(ye)按程序認(ren)定(ding)后,可(ke)(ke)安排(pai)相應(ying)裝機(ji)并(bing)網(wang)(wang)。
(四)鼓勵多渠(qu)道增加調(diao)峰(feng)資(zi)源(yuan)(yuan)(yuan)。承擔可再(zai)生能(neng)源(yuan)(yuan)(yuan)消納對應的(de)調(diao)峰(feng)資(zi)源(yuan)(yuan)(yuan),包括(kuo)抽水蓄(xu)能(neng)電站(zhan)、化學儲能(neng)等新型(xing)儲能(neng)、氣電、光熱電站(zhan)、靈活性(xing)制造改(gai)造的(de)煤電。以上調(diao)峰(feng)資(zi)源(yuan)(yuan)(yuan)不包括(kuo)已列為應急備用和調(diao)峰(feng)電源(yuan)(yuan)(yuan)的(de)資(zi)源(yuan)(yuan)(yuan)。
三、自建(jian)合建(jian)調(diao)峰(feng)和(he)儲能能力的確認與管理
(一)自(zi)建(jian)調峰(feng)(feng)(feng)資源(yuan)(yuan)方(fang)(fang)式掛(gua)鉤比例(li)要求。自(zi)建(jian)調峰(feng)(feng)(feng)資源(yuan)(yuan)指發電(dian)企(qi)(qi)業按(an)全(quan)資比例(li)建(jian)設抽水蓄能、化學儲能電(dian)站、氣電(dian)、光熱電(dian)站或開展煤(mei)電(dian)靈活性改造。為(wei)鼓勵發電(dian)企(qi)(qi)業市場化參與調峰(feng)(feng)(feng)資源(yuan)(yuan)建(jian)設,超過(guo)電(dian)網(wang)企(qi)(qi)業保障(zhang)性并網(wang)以外的規模初期(qi)按(an)照功率15%的掛(gua)鉤比例(li)(時(shi)長4小時(shi)以上,下(xia)同)配建(jian)調峰(feng)(feng)(feng)能力,按(an)照20%以上掛(gua)鉤比例(li)進(jin)(jin)行(xing)配建(jian)的優先并網(wang)。配建(jian)比例(li)2022年(nian)后根據情況適時(shi)調整,每年(nian)公(gong)布(bu)一次。各(ge)省級主管部門組織電(dian)網(wang)企(qi)(qi)業或第(di)三方(fang)(fang)技術機構(gou)對(dui)項目調峰(feng)(feng)(feng)能力措施和效果進(jin)(jin)行(xing)評估(gu)確認(ren)后,可結(jie)合實際情況對(dui)掛(gua)鉤比例(li)進(jin)(jin)行(xing)適當調整。
(二)合(he)(he)建(jian)(jian)調峰(feng)資源(yuan)方式掛(gua)鉤比(bi)例要求。合(he)(he)建(jian)(jian)調峰(feng)資源(yuan)指發電(dian)(dian)企(qi)業(ye)按(an)一定(ding)出(chu)資比(bi)例與(yu)其(qi)他市場主體聯(lian)合(he)(he)建(jian)(jian)設抽水蓄能、化學儲能電(dian)(dian)站、氣(qi)電(dian)(dian)、光熱電(dian)(dian)站或開展煤電(dian)(dian)靈(ling)活性改(gai)造。合(he)(he)建(jian)(jian)調峰(feng)資源(yuan)完成后,可(ke)(ke)按(an)照自(zi)建(jian)(jian)調峰(feng)資源(yuan)方式掛(gua)鉤比(bi)例乘以(yi)出(chu)資比(bi)例配建(jian)(jian)可(ke)(ke)再生能源(yuan)發電(dian)(dian)。為鼓勵發電(dian)(dian)企(qi)業(ye)積極參與(yu)自(zi)建(jian)(jian)調峰(feng)資源(yuan),初期可(ke)(ke)以(yi)適當高于出(chu)資比(bi)例進行配建(jian)(jian)。
(三)自建(jian)(jian)合(he)建(jian)(jian)調(diao)(diao)峰和(he)儲能能力(li)(li)(li)確(que)定(ding)。自建(jian)(jian)合(he)建(jian)(jian)調(diao)(diao)峰和(he)儲能能力(li)(li)(li)按(an)照“企(qi)(qi)業承(cheng)諾(nuo)、政府備(bei)案、過程核(he)查(cha)、假一罰二”的(de)(de)原則進(jin)行(xing)確(que)定(ding)。主(zhu)動自建(jian)(jian)合(he)建(jian)(jian)調(diao)(diao)峰和(he)儲能能力(li)(li)(li)的(de)(de)發電(dian)企(qi)(qi)業,自行(xing)提供調(diao)(diao)峰和(he)儲能項目(mu)(mu)建(jian)(jian)設(she)證(zheng)明材料,對(dui)項目(mu)(mu)基本情(qing)況、調(diao)(diao)峰能力(li)(li)(li)、投產(chan)時間等作出明確(que)承(cheng)諾(nuo),提交省級政府主(zhu)管部(bu)門(men)備(bei)案;實施過程中省級主(zhu)管部(bu)門(men)委托電(dian)網(wang)企(qi)(qi)業或第三方機(ji)構對(dui)企(qi)(qi)業自建(jian)(jian)合(he)建(jian)(jian)項目(mu)(mu)進(jin)行(xing)全(quan)面核(he)查(cha)或抽查(cha),對(dui)于發現未(wei)按(an)承(cheng)諾(nuo)履行(xing)建(jian)(jian)設(she)責(ze)任(ren)的(de)(de)企(qi)(qi)業,在計算調(diao)(diao)峰能力(li)(li)(li)時按(an)照未(wei)完成容量(liang)的(de)(de)2倍予以扣除;相關企(qi)(qi)業要(yao)限期整改(gai),未(wei)按(an)期整改(gai)的(de)(de)企(qi)(qi)業不得參(can)與下年度可再(zai)生能源市場化并網(wang)。
(四(si))加強(qiang)自建(jian)(jian)合建(jian)(jian)調(diao)(diao)(diao)(diao)峰(feng)和(he)儲(chu)(chu)(chu)能(neng)(neng)項(xiang)目(mu)(mu)(mu)運行管(guan)(guan)理(li)。自建(jian)(jian)合建(jian)(jian)調(diao)(diao)(diao)(diao)峰(feng)和(he)儲(chu)(chu)(chu)能(neng)(neng)項(xiang)目(mu)(mu)(mu)建(jian)(jian)成投(tou)運后,企(qi)業(ye)可選擇自主運營項(xiang)目(mu)(mu)(mu)或交由(you)本地電(dian)(dian)(dian)網(wang)(wang)企(qi)業(ye)調(diao)(diao)(diao)(diao)度管(guan)(guan)理(li)。對(dui)(dui)于(yu)發電(dian)(dian)(dian)企(qi)業(ye)自主運營的調(diao)(diao)(diao)(diao)峰(feng)和(he)儲(chu)(chu)(chu)能(neng)(neng)項(xiang)目(mu)(mu)(mu),可作為獨立市場(chang)主體(ti)參與(yu)電(dian)(dian)(dian)力(li)市場(chang),按(an)照國家相(xiang)(xiang)關(guan)政策獲取收(shou)益;對(dui)(dui)于(yu)交由(you)電(dian)(dian)(dian)網(wang)(wang)企(qi)業(ye)調(diao)(diao)(diao)(diao)度管(guan)(guan)理(li)的調(diao)(diao)(diao)(diao)峰(feng)和(he)儲(chu)(chu)(chu)能(neng)(neng)項(xiang)目(mu)(mu)(mu),電(dian)(dian)(dian)網(wang)(wang)調(diao)(diao)(diao)(diao)度機構(gou)根據電(dian)(dian)(dian)網(wang)(wang)調(diao)(diao)(diao)(diao)峰(feng)需要對(dui)(dui)相(xiang)(xiang)關(guan)項(xiang)目(mu)(mu)(mu)開展(zhan)調(diao)(diao)(diao)(diao)度管(guan)(guan)理(li),項(xiang)目(mu)(mu)(mu)按(an)相(xiang)(xiang)關(guan)價格政策獲取收(shou)益。為保(bao)證項(xiang)目(mu)(mu)(mu)調(diao)(diao)(diao)(diao)峰(feng)和(he)儲(chu)(chu)(chu)能(neng)(neng)能(neng)(neng)力(li)可用性(xing),電(dian)(dian)(dian)網(wang)(wang)調(diao)(diao)(diao)(diao)度機構(gou)不定(ding)期對(dui)(dui)相(xiang)(xiang)關(guan)項(xiang)目(mu)(mu)(mu)開展(zhan)調(diao)(diao)(diao)(diao)度測試。
四、購買(mai)調峰與儲能(neng)能(neng)力的確認(ren)與管理
(一)購買(mai)調(diao)峰資(zi)源主要方(fang)式。購買(mai)調(diao)峰資(zi)源指(zhi)發電(dian)(dian)(dian)企(qi)業(ye)通(tong)過市(shi)場交易的(de)方(fang)式向抽水蓄能、化學儲(chu)能電(dian)(dian)(dian)站、氣(qi)電(dian)(dian)(dian)、光熱電(dian)(dian)(dian)站或開展靈活(huo)性改造(zao)的(de)火電(dian)(dian)(dian)等(deng)市(shi)場主體購買(mai)調(diao)峰能力(li),包括購買(mai)調(diao)峰儲(chu)能項目和購買(mai)調(diao)峰儲(chu)能服務兩種方(fang)式。為(wei)保證(zheng)發電(dian)(dian)(dian)企(qi)業(ye)購買(mai)的(de)調(diao)峰資(zi)源不占用電(dian)(dian)(dian)網(wang)企(qi)業(ye)統籌負責的(de)系統消納能力(li),被購買(mai)的(de)主體僅限于本年度新建的(de)調(diao)峰資(zi)源。
(二)購買調(diao)峰資源掛(gua)鉤比(bi)(bi)例(li)(li)(li)要求。超過電(dian)網(wang)(wang)企業(ye)保障性并網(wang)(wang)以(yi)外的(de)規模(mo)初期(qi)按照15%的(de)掛(gua)鉤比(bi)(bi)例(li)(li)(li)購買調(diao)峰能(neng)力,鼓勵按照20%以(yi)上掛(gua)鉤比(bi)(bi)例(li)(li)(li)購買。購買比(bi)(bi)例(li)(li)(li)2022年(nian)后(hou)根據情況適時調(diao)整,每年(nian)度公(gong)布(bu)一次。各省級主管部門組織電(dian)網(wang)(wang)企業(ye)或第三方技術機(ji)構對項目調(diao)峰能(neng)力措(cuo)施(shi)和效果(guo)進行評(ping)估確(que)認后(hou),可(ke)結(jie)合實際情況對掛(gua)鉤比(bi)(bi)例(li)(li)(li)進行適當調(diao)整。
(三)購買(mai)調(diao)峰和(he)(he)儲(chu)能(neng)能(neng)力確(que)定。購買(mai)調(diao)峰和(he)(he)儲(chu)能(neng)項目由買(mai)方企業向(xiang)省(sheng)級(ji)政府(fu)主(zhu)管(guan)部門作出承諾并提供購買(mai)合(he)(he)同,根據購買(mai)合(he)(he)同中簽訂(ding)的(de)(de)調(diao)峰能(neng)力進(jin)行(xing)(xing)確(que)定。實施(shi)過程中買(mai)方企業負責(ze)(ze)督促賣方企業保證項目落實到位,省(sheng)級(ji)政府(fu)主(zhu)管(guan)部門委托電(dian)網企業或(huo)第三方機構對購買(mai)合(he)(he)同中的(de)(de)項目進(jin)行(xing)(xing)全面核查或(huo)抽(chou)查,對于(yu)發現(xian)未(wei)按(an)承諾履行(xing)(xing)建設責(ze)(ze)任(ren)的(de)(de)企業,在計(ji)算調(diao)峰能(neng)力時按(an)照未(wei)完成容量的(de)(de)2倍(bei)予以扣除;相(xiang)關企業要(yao)限期(qi)整改(gai),未(wei)按(an)期(qi)整改(gai)的(de)(de)企業不得參與下年度可再(zai)生能(neng)源市場化并網。
(四)加強購買(mai)調(diao)(diao)(diao)(diao)峰(feng)(feng)和儲(chu)(chu)能(neng)項(xiang)(xiang)(xiang)目運(yun)行管(guan)理。購買(mai)調(diao)(diao)(diao)(diao)峰(feng)(feng)和儲(chu)(chu)能(neng)項(xiang)(xiang)(xiang)目建(jian)(jian)成投運(yun)后,對(dui)(dui)于購買(mai)調(diao)(diao)(diao)(diao)峰(feng)(feng)儲(chu)(chu)能(neng)項(xiang)(xiang)(xiang)目的,視同(tong)企業(ye)自建(jian)(jian)項(xiang)(xiang)(xiang)目進行運(yun)行管(guan)理;對(dui)(dui)于購買(mai)調(diao)(diao)(diao)(diao)峰(feng)(feng)儲(chu)(chu)能(neng)服(fu)務(wu)的,發電企業(ye)與(yu)調(diao)(diao)(diao)(diao)峰(feng)(feng)儲(chu)(chu)能(neng)項(xiang)(xiang)(xiang)目企業(ye)簽(qian)訂調(diao)(diao)(diao)(diao)峰(feng)(feng)服(fu)務(wu)綁定(ding)協(xie)(xie)議(yi)或合同(tong),約定(ding)雙方(fang)權責和收(shou)益分配方(fang)式,鼓勵簽(qian)訂10年以上的長期(qi)協(xie)(xie)議(yi)或合同(tong)。為保證項(xiang)(xiang)(xiang)目調(diao)(diao)(diao)(diao)峰(feng)(feng)和儲(chu)(chu)能(neng)能(neng)力(li)可用性,電網(wang)調(diao)(diao)(diao)(diao)度(du)機構不定(ding)期(qi)對(dui)(dui)相(xiang)關項(xiang)(xiang)(xiang)目開展(zhan)調(diao)(diao)(diao)(diao)度(du)測試。
五、自建或購買調峰與儲能(neng)能(neng)力的數量標準與動態調整
(一)抽水蓄能(neng)(neng)(neng)、電(dian)(dian)(dian)化學(xue)儲能(neng)(neng)(neng)和(he)光(guang)熱電(dian)(dian)(dian)站調峰能(neng)(neng)(neng)力認(ren)定(ding)。抽水蓄能(neng)(neng)(neng)電(dian)(dian)(dian)站、電(dian)(dian)(dian)化學(xue)儲能(neng)(neng)(neng)和(he)光(guang)熱電(dian)(dian)(dian)站,按照裝機規模認(ren)定(ding)調峰能(neng)(neng)(neng)力。
(二)氣電調峰(feng)能(neng)力認定。氣電按照(zhao)機組設計出力認定調峰(feng)能(neng)力,對(dui)于因(yin)氣源、天(tian)氣等原因(yin)導致發電出力受限的情(qing)況,按照(zhao)實(shi)際最大出力認定調峰(feng)能(neng)力。
(三)煤電靈活性制(zhi)造(zao)(zao)改(gai)造(zao)(zao)調峰(feng)能(neng)力(li)認定(ding)。靈活性制(zhi)造(zao)(zao)改(gai)造(zao)(zao)的(de)煤電機(ji)組,按照制(zhi)造(zao)(zao)改(gai)造(zao)(zao)可調出力(li)范圍(wei)(wei)與改(gai)造(zao)(zao)前可調出力(li)或者平(ping)均可調出力(li)范圍(wei)(wei)的(de)差(cha)值認定(ding)調峰(feng)能(neng)力(li)。
(四)統籌安(an)排發電和調峰項(xiang)(xiang)目(mu)建設投(tou)產時(shi)序。考慮新建調峰資源(yuan)項(xiang)(xiang)目(mu)的(de)建設周期(qi),各地在(zai)安(an)排發電項(xiang)(xiang)目(mu)時(shi)要做到(dao)與新增調峰項(xiang)(xiang)目(mu)同步建成、同步并網(wang)。調峰儲(chu)能(neng)配(pei)建比(bi)例按(an)可再生(sheng)能(neng)源(yuan)發電項(xiang)(xiang)目(mu)核準(zhun)(備案)當年(nian)標準(zhun)執行。
(五)建(jian)立調(diao)(diao)峰與儲能(neng)能(neng)力標(biao)準(zhun)和(he)配(pei)建(jian)比(bi)例(li)動(dong)態調(diao)(diao)整機制。隨著可(ke)再生(sheng)能(neng)源(yuan)并網(wang)規(gui)模和(he)比(bi)例(li)的不斷(duan)擴大,以(yi)及調(diao)(diao)峰儲能(neng)技術進步和(he)成(cheng)本(ben)下降,各(ge)地要統籌處(chu)理(li)好企業(ye)積極性和(he)系(xi)統調(diao)(diao)峰需求的關(guan)系(xi),可(ke)結合本(ben)地實際情況對調(diao)(diao)峰與儲能(neng)能(neng)力標(biao)準(zhun)和(he)配(pei)建(jian)比(bi)例(li)進行動(dong)態調(diao)(diao)整。
六、調峰和儲能(neng)交(jiao)易(yi)機制的運(yun)行與(yu)監管
(一)未(wei)用(yong)完的(de)調(diao)峰資(zi)源可交易至其(qi)他市(shi)場主體。通(tong)過自建或合(he)建方(fang)式落實調(diao)峰資(zi)源的(de)發電(dian)(dian)企(qi)業,如果當年配建的(de)可再生能源發電(dian)(dian)規模低于規定比例(li),不允許(xu)結轉至下(xia)年繼續使用(yong),可通(tong)過市(shi)場化方(fang)式交易給其(qi)他發電(dian)(dian)企(qi)業。
(二(er))指標(biao)交易需在(zai)省內統籌(chou)。為(wei)保證新增調(diao)峰(feng)能力切實(shi)發揮促進可再生(sheng)能源消納(na)作用,發電企業在(zai)自建、共建、購買調(diao)峰(feng)資源以及開(kai)展調(diao)峰(feng)資源指標(biao)交易過程中(zhong),均在(zai)本省(區、市)范圍內進行(xing)統籌(chou)。
(三)加(jia)強運(yun)行(xing)監管。各地政府主管部(bu)門會同電網(wang)企(qi)業(ye),對(dui)發電企(qi)業(ye)承諾自(zi)建(jian)、共(gong)建(jian)或購買調(diao)(diao)峰(feng)項目(mu)加(jia)強監管,項目(mu)投產后調(diao)(diao)度機構不定期按照企(qi)業(ye)承諾的調(diao)(diao)峰(feng)能(neng)(neng)力(li)開(kai)展調(diao)(diao)度運(yun)行(xing),確保調(diao)(diao)峰(feng)能(neng)(neng)力(li)真實可(ke)信可(ke)操作,對(dui)于虛假承諾調(diao)(diao)峰(feng)能(neng)(neng)力(li)的企(qi)業(ye),取消下年度自(zi)行(xing)承擔可(ke)再生能(neng)(neng)源消納責任(ren)資格。
七、保障措施
(一)加強組(zu)織領導。國(guo)家發展(zhan)改革委(wei)、國(guo)家能源局統籌推進(jin)全國(guo)可(ke)再生能源發電企(qi)業(ye)自建或購買調峰能力增(zeng)加并網規模相(xiang)(xiang)關(guan)(guan)工(gong)作(zuo),全面跟蹤各地、各企(qi)業(ye)落實進(jin)展(zhan),協調解(jie)決推進(jin)中的重大問題。各省(sheng)(sheng)(自治區、直(zhi)轄市)發展(zhan)改革委(wei)、能源局會同省(sheng)(sheng)級相(xiang)(xiang)關(guan)(guan)部門結合本地電力發展(zhan)實際,推動本地發電企(qi)業(ye)自行(xing)承(cheng)擔可(ke)再生能源消納責任相(xiang)(xiang)關(guan)(guan)工(gong)作(zuo),與電網企(qi)業(ye)保障(zhang)性并網、應急備用和調峰機組(zu)建設工(gong)作(zuo)做(zuo)好(hao)有效銜接(jie),避免項目重復(fu)計(ji)入。
(二)電(dian)網(wang)(wang)企(qi)(qi)業切實發(fa)(fa)揮監督(du)和(he)并網(wang)(wang)責任。國家電(dian)網(wang)(wang)公(gong)司、南方(fang)電(dian)網(wang)(wang)公(gong)司要(yao)(yao)組織好各(ge)地(di)電(dian)網(wang)(wang)企(qi)(qi)業,配合(he)地(di)方(fang)政府(fu)主管(guan)部門加強對(dui)發(fa)(fa)電(dian)企(qi)(qi)業自(zi)建(jian)(jian)共建(jian)(jian)和(he)購買調(diao)峰儲(chu)能項目(mu)的有效監督(du),保(bao)證各(ge)項目(mu)順(shun)利(li)推進和(he)真(zhen)實可用。對(dui)于按要(yao)(yao)求(qiu)完成調(diao)峰儲(chu)能能力建(jian)(jian)設的企(qi)(qi)業,要(yao)(yao)認真(zhen)做(zuo)好相應匹配規模新能源并網(wang)(wang)接(jie)入(ru)工作。
(三)健全(quan)完(wan)善(shan)獎(jiang)(jiang)懲(cheng)和評估機制。國家發(fa)展(zhan)改革(ge)委、國家能源(yuan)局(ju)將健全(quan)完(wan)善(shan)獎(jiang)(jiang)懲(cheng)和評估機制,對(dui)可(ke)再(zai)生(sheng)能源(yuan)發(fa)電企(qi)業(ye)自建或購買調(diao)峰能力增加(jia)并網規(gui)模工(gong)作進(jin)(jin)(jin)展(zhan)成效顯著的(de)地(di)區進(jin)(jin)(jin)行表揚(yang),對(dui)工(gong)作進(jin)(jin)(jin)展(zhan)滯后(hou)的(de)地(di)區進(jin)(jin)(jin)行約(yue)談;在工(gong)作推進(jin)(jin)(jin)過(guo)程中,將適時采取第三方(fang)評估等方(fang)式,對(dui)各地(di)可(ke)再(zai)生(sheng)能源(yuan)發(fa)電企(qi)業(ye)自建或購買調(diao)峰能力增加(jia)并網規(gui)模工(gong)作開展(zhan)全(quan)面評估。
