日(ri)前,呂(lv)梁市(shi)人民政(zheng)府發布《呂(lv)梁市(shi)人民政(zheng)府關于印發呂(lv)梁市(shi)碳達峰實施方案(an)的通知(zhi)》。根據(ju)方案(an)內容顯示,呂(lv)梁市(shi)將因地制(zhi)宜推廣“生(sheng)物質+生(sheng)物質爐具(ju)”清潔取暖模(mo)式(shi),形成(cheng)長(chang)效(xiao)機制(zhi),統(tong)籌解決(jue)冬季清潔取暖、煤炭(tan)消費(fei)減(jian)量替代等問題。
方案明確,要推進(jin)農村用(yong)能綠(lv)色低碳(tan)發展,利用(yong)太陽能、生物(wu)能等清潔能源技術,形成高效、清潔的建筑采暖系統(tong)。提升農村用(yong)能電氣(qi)化水平。

呂梁市碳達峰實施方案
為(wei)深入(ru)貫(guan)徹落實黨中央(yang)、國務院關于碳(tan)達(da)峰、碳(tan)中和重大(da)戰略決策(ce)部署,扎實推進呂(lv)梁(liang)市碳(tan)達(da)峰工(gong)作,根據省委(wei)、省政府《關于完整準確全(quan)面(mian)貫(guan)徹新發展(zhan)理念切(qie)實做好碳(tan)達(da)峰碳(tan)中和工(gong)作的實施意見》(晉發〔2022〕25號(hao)(hao))和《山西省碳(tan)達(da)峰實施方(fang)案》(晉政發〔2022〕29號(hao)(hao)),制定本方(fang)案。
一、總體要求
(一)指導思想
以習(xi)(xi)近(jin)(jin)平新時代中國(guo)特色社(she)會(hui)主義思想(xiang)為指導,全面貫徹(che)黨的(de)(de)二十大精神,深(shen)入貫徹(che)習(xi)(xi)近(jin)(jin)平生(sheng)(sheng)態文(wen)明思想(xiang)和(he)(he)(he)習(xi)(xi)近(jin)(jin)平總(zong)(zong)書記(ji)考察(cha)調研山西重要講話重要指示精神,立足新發展(zhan)階段,貫徹(che)新發展(zhan)理(li)念,融入新發展(zhan)格局(ju),按(an)照全方位推動(dong)高(gao)質量發展(zhan)的(de)(de)目標(biao)要求,把(ba)碳(tan)達峰(feng)碳(tan)中和(he)(he)(he)納入全市(shi)生(sheng)(sheng)態文(wen)明建(jian)設整體(ti)布局(ju)和(he)(he)(he)經(jing)濟(ji)社(she)會(hui)發展(zhan)全局(ju),立足呂(lv)梁能(neng)源(yuan)資(zi)源(yuan)稟賦,堅(jian)持“系(xi)統(tong)推進、節約優先、雙輪(lun)驅動(dong)、內(nei)外暢通、防范風險”的(de)(de)總(zong)(zong)方針,統(tong)籌碳(tan)達峰(feng)與能(neng)源(yuan)革(ge)命綜合改革(ge)試點(dian),處理(li)好(hao)發展(zhan)和(he)(he)(he)減排、整體(ti)和(he)(he)(he)局(ju)部、穩增長(chang)和(he)(he)(he)調結構、短期和(he)(he)(he)中長(chang)期的(de)(de)關系(xi),加快實(shi)現生(sheng)(sheng)產生(sheng)(sheng)活方式綠色變革(ge),實(shi)現降碳(tan)、減污、擴綠、增長(chang)協同推進,推動(dong)經(jing)濟(ji)社(she)會(hui)發展(zhan)建(jian)立在資(zi)源(yuan)高(gao)效(xiao)利用和(he)(he)(he)綠色低碳(tan)發展(zhan)的(de)(de)基(ji)礎之(zhi)上,力(li)爭實(shi)現碳(tan)達峰(feng)目標(biao)。
(二)主要目標
“十(shi)四(si)五”期間,初步(bu)(bu)形成綠(lv)色(se)低(di)碳循環發(fa)展的經濟體系(xi),電(dian)力、煤(mei)炭、鋼鐵(tie)、焦化(hua)(hua)、化(hua)(hua)工(gong)、建材、有(you)色(se)等重(zhong)點行業能源利(li)用(yong)效(xiao)(xiao)率大(da)幅提升(sheng),煤(mei)炭清(qing)潔高效(xiao)(xiao)利(li)用(yong)積極推進(jin),煤(mei)炭消費增長得(de)(de)到(dao)嚴格控制,綠(lv)色(se)低(di)碳技術(shu)研發(fa)和(he)(he)推廣取得(de)(de)新(xin)(xin)進(jin)展,綠(lv)色(se)生(sheng)(sheng)產生(sheng)(sheng)活方式(shi)得(de)(de)到(dao)普遍推行,有(you)利(li)于綠(lv)色(se)低(di)碳發(fa)展的政策保障制度體系(xi)進(jin)一步(bu)(bu)完善。到(dao)2025年,非化(hua)(hua)石能源消費比重(zhong)達(da)到(dao)12%,新(xin)(xin)能源和(he)(he)清(qing)潔能源裝機占比達(da)到(dao)50%、發(fa)電(dian)量占比達(da)到(dao)30%,單位地區生(sheng)(sheng)產總值能源消耗和(he)(he)二氧化(hua)(hua)碳排(pai)放下降(jiang)確保完成省下達(da)目(mu)標,森林覆(fu)蓋率達(da)到(dao)27%。
“十五五”期間,基本完成資源(yuan)(yuan)(yuan)(yuan)型經(jing)(jing)濟(ji)轉(zhuan)型任務,經(jing)(jing)濟(ji)社(she)會發展全(quan)面(mian)綠(lv)(lv)色(se)(se)(se)轉(zhuan)型取(qu)得顯著(zhu)成效(xiao),重點(dian)耗(hao)能(neng)(neng)(neng)(neng)(neng)行(xing)業能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)利用效(xiao)率達到(dao)國內(nei)先(xian)(xian)進水(shui)平或(huo)國際(ji)先(xian)(xian)進水(shui)平,非(fei)化(hua)(hua)石能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)費(fei)(fei)比重進一步提(ti)(ti)高,清(qing)潔低(di)(di)碳(tan)(tan)安全(quan)高效(xiao)的現代能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)體系(xi)初步建(jian)立,煤炭消(xiao)費(fei)(fei)逐步減少,綠(lv)(lv)色(se)(se)(se)低(di)(di)碳(tan)(tan)技術取(qu)得關鍵突破,綠(lv)(lv)色(se)(se)(se)生活(huo)方式成為公眾自覺選擇,綠(lv)(lv)色(se)(se)(se)低(di)(di)碳(tan)(tan)發展的政策制度體系(xi)健全(quan)完善(shan)。到(dao)2030年(nian),非(fei)化(hua)(hua)石能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)費(fei)(fei)比重達到(dao)18%,新能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)和(he)清(qing)潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)裝機(ji)占比達到(dao)60%以(yi)上,森(sen)林覆蓋率和(he)森(sen)林蓄積(ji)量(liang)穩步增長。單位地區生產(chan)總(zong)值能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)耗(hao)和(he)二氧(yang)化(hua)(hua)碳(tan)(tan)排(pai)放持續下(xia)降,在保障能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)安全(quan)的前提(ti)(ti)下(xia)二氧(yang)化(hua)(hua)碳(tan)(tan)排(pai)放量(liang)力爭達到(dao)峰值。到(dao)2060年(nian),綠(lv)(lv)色(se)(se)(se)低(di)(di)碳(tan)(tan)循環(huan)發展的經(jing)(jing)濟(ji)體系(xi)和(he)清(qing)潔低(di)(di)碳(tan)(tan)安全(quan)高效(xiao)的能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)體系(xi)全(quan)面(mian)建(jian)立,整體能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)利用效(xiao)率達到(dao)國內(nei)先(xian)(xian)進水(shui)平,非(fei)化(hua)(hua)石能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)費(fei)(fei)比重大幅提(ti)(ti)升,奮力實(shi)現碳(tan)(tan)中和(he)目標(biao)。
二、深化能源革命綜合改革試點,夯實碳達峰基石
立足保障(zhang)能(neng)源(yuan)安(an)全的(de)實際(ji),堅持加快煤(mei)(mei)炭(tan)和(he)煤(mei)(mei)電、煤(mei)(mei)電和(he)新能(neng)源(yuan)、煤(mei)(mei)炭(tan)和(he)煤(mei)(mei)化(hua)工、煤(mei)(mei)炭(tan)產業(ye)和(he)數字(zi)技(ji)術、煤(mei)(mei)炭(tan)產業(ye)和(he)降(jiang)(jiang)碳(tan)技(ji)術“五個(ge)一體化(hua)”融合發(fa)展的(de)主要戰略方向(xiang),引深能(neng)源(yuan)革命綜合改革試點,加強煤(mei)(mei)炭(tan)清潔高效(xiao)利用,實施(shi)傳統能(neng)源(yuan)綠色低(di)碳(tan)轉型、新能(neng)源(yuan)和(he)清潔能(neng)源(yuan)替代、節能(neng)降(jiang)(jiang)碳(tan)增效(xiao)三大行動,加快構建新型能(neng)源(yuan)體系,促(cu)進(jin)能(neng)源(yuan)生產和(he)消費結構調整(zheng),有效(xiao)控制碳(tan)排放源(yuan)頭(tou)。
(一)傳(chuan)統能源(yuan)綠色低碳轉型行(xing)動
1.煤(mei)(mei)炭(tan)(tan)消費(fei)替代(dai)清潔高(gao)(gao)效利用(yong)(yong)工(gong)程(cheng)。落實(shi)國家關于優(you)化(hua)(hua)產(chan)(chan)(chan)(chan)能(neng)結(jie)構、降低(di)能(neng)耗(hao)強度及(ji)煤(mei)(mei)炭(tan)(tan)消費(fei)減量替代(dai)相關要求,同步(bu)強化(hua)(hua)煤(mei)(mei)炭(tan)(tan)消費(fei)總量控制,引(yin)導(dao)鼓(gu)勵高(gao)(gao)能(neng)耗(hao)企業利用(yong)(yong)清潔電(dian)力、非常(chang)規天然(ran)氣等(deng)清潔能(neng)源進行燃(ran)料替代(dai),進一步(bu)壓減企業生產(chan)(chan)(chan)(chan)煤(mei)(mei)耗(hao)和(he)二(er)氧化(hua)(hua)碳(tan)(tan)(tan)排放(fang)。堅持高(gao)(gao)端(duan)(duan)(duan)化(hua)(hua)、多元(yuan)化(hua)(hua)、低(di)碳(tan)(tan)(tan)化(hua)(hua),加快煤(mei)(mei)炭(tan)(tan)由燃(ran)料向原料、材(cai)料、終端(duan)(duan)(duan)產(chan)(chan)(chan)(chan)品轉變,推(tui)動煤(mei)(mei)炭(tan)(tan)向高(gao)(gao)端(duan)(duan)(duan)高(gao)(gao)固碳(tan)(tan)(tan)率產(chan)(chan)(chan)(chan)品發展(zhan)。聚焦高(gao)(gao)端(duan)(duan)(duan)炭(tan)(tan)材(cai)料和(he)碳(tan)(tan)(tan)基(ji)(ji)合成(cheng)(cheng)(cheng)新材(cai)料,推(tui)動高(gao)(gao)端(duan)(duan)(duan)碳(tan)(tan)(tan)纖(xian)維實(shi)現低(di)成(cheng)(cheng)(cheng)本生產(chan)(chan)(chan)(chan),構建煤(mei)(mei)層(ceng)氣制備碳(tan)(tan)(tan)基(ji)(ji)新材(cai)料產(chan)(chan)(chan)(chan)業鏈條(tiao),打(da)造纖(xian)維新材(cai)料產(chan)(chan)(chan)(chan)品示范基(ji)(ji)地(di)和(he)碳(tan)(tan)(tan)基(ji)(ji)新材(cai)料產(chan)(chan)(chan)(chan)業集(ji)群。加快碳(tan)(tan)(tan)纖(xian)維、石墨烯、電(dian)容炭(tan)(tan)、碳(tan)(tan)(tan)化(hua)(hua)硅、煤(mei)(mei)層(ceng)氣合成(cheng)(cheng)(cheng)金剛(gang)石、全(quan)合成(cheng)(cheng)(cheng)潤滑油、費(fei)托合成(cheng)(cheng)(cheng)蠟等(deng)高(gao)(gao)端(duan)(duan)(duan)碳(tan)(tan)(tan)基(ji)(ji)新材(cai)料開發。支持“分質分級(ji)、能(neng)化(hua)(hua)結(jie)合、集(ji)成(cheng)(cheng)(cheng)聯產(chan)(chan)(chan)(chan)”新型煤(mei)(mei)炭(tan)(tan)利用(yong)(yong)示范項(xiang)目(mu),探索中低(di)溫熱解產(chan)(chan)(chan)(chan)品高(gao)(gao)質化(hua)(hua)利用(yong)(yong)。(市發展(zhan)改革委、市能(neng)源局、市工(gong)信局等(deng)按職責(ze)分工(gong)負責(ze)。各項(xiang)任務均需各縣市區(qu)人民政府貫徹落實(shi),以(yi)下不再逐一列出)
2.煤(mei)(mei)炭(tan)綠色安全開(kai)發(fa)工程。推動智(zhi)慧(hui)礦(kuang)(kuang)山建(jian)設(she),提升(sheng)數字(zi)(zi)化(hua)、智(zhi)能(neng)(neng)(neng)化(hua)、無(wu)人化(hua)煤(mei)(mei)礦(kuang)(kuang)占(zhan)比(bi),提高煤(mei)(mei)炭(tan)產(chan)業(ye)全要素生產(chan)率和(he)本質安全水平,實現煤(mei)(mei)炭(tan)行業(ye)整體(ti)數字(zi)(zi)化(hua)轉型。大力推廣(guang)(guang)井(jing)(jing)下充填開(kai)采(cai)、保水開(kai)采(cai)、煤(mei)(mei)與瓦斯(si)共采(cai)等煤(mei)(mei)炭(tan)綠色開(kai)采(cai)技術(shu)。在全市(shi)新建(jian)煤(mei)(mei)礦(kuang)(kuang)開(kai)展(zhan)井(jing)(jing)下煤(mei)(mei)矸(gan)石智(zhi)能(neng)(neng)(neng)分選系(xi)統(tong)和(he)不可利用(yong)矸(gan)石返井(jing)(jing)試(shi)點示范工程。推廣(guang)(guang)煤(mei)(mei)與瓦斯(si)共采(cai),持續開(kai)展(zhan)煤(mei)(mei)礦(kuang)(kuang)瓦斯(si)綜合利用(yong)試(shi)點示范,減少(shao)甲烷排(pai)放。有序開(kai)展(zhan)煤(mei)(mei)鋁共采(cai)試(shi)點,積極推廣(guang)(guang)深井(jing)(jing)廢(fei)熱利用(yong)技術(shu),持續淘汰落后產(chan)能(neng)(neng)(neng),適度布局先(xian)進接(jie)續產(chan)能(neng)(neng)(neng)項目和(he)核(he)增(zeng)部分優(you)質產(chan)能(neng)(neng)(neng),到(dao)2025年(nian),平均單井(jing)(jing)規模(mo)提升(sheng)到(dao)175萬噸/年(nian)以上,煤(mei)(mei)礦(kuang)(kuang)數量減少(shao)至123座(zuo)左右,先(xian)進產(chan)能(neng)(neng)(neng)占(zhan)比(bi)達到(dao)90%以上。(市(shi)能(neng)(neng)(neng)源(yuan)局、市(shi)應急(ji)局、市(shi)發(fa)展(zhan)改革委等按(an)職責分工負責)

(二十(shi)一)強化責任落(luo)實
各(ge)縣(市、區(qu))、各(ge)有關部門要深刻認識碳(tan)達峰、碳(tan)中(zhong)和工作(zuo)(zuo)的重要性(xing)、緊迫性(xing)、復(fu)雜(za)性(xing),切實(shi)扛(kang)起責任(ren)(ren)(ren),按(an)照本(ben)方(fang)案(an)確定的主要目標和重點任(ren)(ren)(ren)務,著(zhu)力抓好各(ge)項任(ren)(ren)(ren)務落實(shi),避免“一(yi)刀切”限電限產(chan)、“碳(tan)沖鋒”或(huo)運(yun)動式“減碳(tan)”,確保政(zheng)策到(dao)(dao)位(wei)(wei)、措施到(dao)(dao)位(wei)(wei)、成效(xiao)到(dao)(dao)位(wei)(wei),落實(shi)情況納入市級生態環(huan)境保護(hu)督察。各(ge)相關單位(wei)(wei)、人民(min)團體、社(she)會組(zu)織要按(an)照國家(jia)和省有關部署(shu),積極發揮自身作(zuo)(zuo)用,推進綠(lv)色(se)低碳(tan)發展。
(二(er)十二(er))嚴格監督(du)考核
落(luo)實國家碳(tan)(tan)(tan)(tan)強度(du)控制為(wei)主、碳(tan)(tan)(tan)(tan)排(pai)放總量控制為(wei)輔的(de)制度(du),實行能源消費(fei)和(he)碳(tan)(tan)(tan)(tan)排(pai)放指標(biao)協(xie)同(tong)管理、協(xie)同(tong)分解、協(xie)同(tong)考(kao)核(he)(he),逐(zhu)步建立(li)系(xi)統完善的(de)碳(tan)(tan)(tan)(tan)達(da)峰(feng)碳(tan)(tan)(tan)(tan)中(zhong)和(he)綜(zong)合(he)評價考(kao)核(he)(he)制度(du)。加強監(jian)督考(kao)核(he)(he)結果應用,對碳(tan)(tan)(tan)(tan)達(da)峰(feng)工作成效突出的(de)地區(qu)、單(dan)位和(he)個人按(an)規定給予(yu)表彰獎勵,對未完成目(mu)標(biao)任(ren)務的(de)地區(qu)、部門依(yi)規依(yi)法(fa)實施處罰和(he)問責。各縣(xian)(市(shi)、區(qu))人民政府(fu)要(yao)組(zu)織開(kai)展碳(tan)(tan)(tan)(tan)達(da)峰(feng)目(mu)標(biao)任(ren)務年度(du)評估,有關(guan)工作進展和(he)重大問題(ti)每年11月底(di)前向市(shi)碳(tan)(tan)(tan)(tan)達(da)峰(feng)碳(tan)(tan)(tan)(tan)中(zhong)和(he)工作領導小組(zu)報告。
