近日(ri),瀘(lu)州市(shi)人民政府發布《關于(yu)瀘(lu)州市(shi)碳(tan)達峰實施方案的通知》。

瀘州市碳達峰實施方案


為深入貫徹落實(shi)(shi)黨中(zhong)央、國(guo)務院關(guan)于(yu)碳達峰(feng)碳中(zhong)和的戰略(lve)決策,全面落實(shi)(shi)省委(wei)、省政府工作部署和市(shi)委(wei)“一體兩(liang)翼”特色(se)發展(zhan)戰略(lve),穩步推(tui)動經濟(ji)社會(hui)全面綠(lv)色(se)轉型,確保如(ru)期實(shi)(shi)現碳達峰(feng)目(mu)標,結合我市(shi)實(shi)(shi)際情況,制定本方(fang)案。


一、總體要求


(一)指導思想。


以(yi)習近平新(xin)(xin)時代(dai)中(zhong)國特色(se)社(she)會(hui)主義思(si)想(xiang)為指導,全面(mian)貫徹(che)黨(dang)的(de)(de)二(er)(er)十大(da)精神,深入貫徹(che)習近平生(sheng)態(tai)文(wen)明思(si)想(xiang)和(he)習近平總書記(ji)對四川工作(zuo)(zuo)系(xi)列重要指示精神,認真落實(shi)省(sheng)(sheng)第十二(er)(er)次(ci)黨(dang)代(dai)會(hui)和(he)省(sheng)(sheng)委十二(er)(er)屆三次(ci)、四次(ci)全會(hui)以(yi)及市(shi)委九屆六次(ci)、七次(ci)全會(hui)決策部署,立足新(xin)(xin)發(fa)展(zhan)(zhan)(zhan)(zhan)階段,完(wan)整(zheng)、準確、全面(mian)貫徹(che)新(xin)(xin)發(fa)展(zhan)(zhan)(zhan)(zhan)理念,服(fu)務和(he)融入新(xin)(xin)發(fa)展(zhan)(zhan)(zhan)(zhan)格局(ju)(ju),堅持系(xi)統(tong)(tong)觀念,統(tong)(tong)籌(chou)發(fa)展(zhan)(zhan)(zhan)(zhan)和(he)減排(pai)、整(zheng)體和(he)局(ju)(ju)部、短期(qi)目(mu)(mu)標和(he)中(zhong)長(chang)(chang)期(qi)目(mu)(mu)標、政(zheng)府和(he)市(shi)場的(de)(de)關系(xi),把碳(tan)(tan)達(da)峰碳(tan)(tan)中(zhong)和(he)工作(zuo)(zuo)納入全市(shi)經濟(ji)社(she)會(hui)發(fa)展(zhan)(zhan)(zhan)(zhan)全局(ju)(ju)和(he)生(sheng)態(tai)文(wen)明建設整(zheng)體布(bu)局(ju)(ju),堅持降碳(tan)(tan)、減污、擴綠、增長(chang)(chang)“四位一體”協(xie)同推進(jin)的(de)(de)工作(zuo)(zuo)思(si)路,明確各領域、各行(xing)業目(mu)(mu)標任(ren)務,以(yi)碳(tan)(tan)達(da)峰十大(da)行(xing)動為抓手,有(you)力有(you)序(xu)做好各項工作(zuo)(zuo),促進(jin)經濟(ji)社(she)會(hui)綠色(se)低碳(tan)(tan)高質量發(fa)展(zhan)(zhan)(zhan)(zhan),切(qie)實(shi)提升各領域綠色(se)競爭力,確保2030年(nian)前如期(qi)實(shi)現碳(tan)(tan)達(da)峰。


(二)基本原則。


——目(mu)標導向、系(xi)統推進(jin)。綜合考(kao)慮全(quan)市(shi)資源能(neng)源稟賦、產(chan)業(ye)基礎、發(fa)展定(ding)位、發(fa)展階(jie)段、減排(pai)潛(qian)力(li)和(he)(he)成本(ben)等因素,錨定(ding)碳(tan)(tan)(tan)達峰(feng)碳(tan)(tan)(tan)中和(he)(he)目(mu)標任(ren)務,科(ke)學規劃各區縣、重點行業(ye)領域的(de)“降(jiang)碳(tan)(tan)(tan)、低碳(tan)(tan)(tan)、近零碳(tan)(tan)(tan)、零碳(tan)(tan)(tan)、負碳(tan)(tan)(tan)”綠色發(fa)展進(jin)程,建立(li)健全(quan)減排(pai)長效機制和(he)(he)低碳(tan)(tan)(tan)政策體系(xi),推進(jin)全(quan)市(shi)治理體系(xi)和(he)(he)治理能(neng)力(li)的(de)優化(hua)與管理創(chuang)新,確保做到穩妥有序、安全(quan)降(jiang)碳(tan)(tan)(tan)。


——重點(dian)突(tu)破、示(shi)范引領。以(yi)宜瀘(lu)組(zu)團(tuan)建設川(chuan)南(nan)省域經(jing)濟副中心(xin)為戰略(lve)目(mu)標,全面融入成(cheng)渝地區(qu)雙城經(jing)濟圈(quan)建設,聚焦能源(yuan)與工業、交通(tong)、建筑等(deng)融合(he)發(fa)展(zhan)和綠(lv)色(se)低(di)碳(tan)(tan)轉型,重點(dian)突(tu)破可(ke)再生能源(yuan)、氫能、儲能、節能降(jiang)(jiang)碳(tan)(tan)、碳(tan)(tan)捕集(ji)利(li)用(yong)和封存(cun)等(deng)關鍵核心(xin)技術,實(shi)施高能耗、高排放重點(dian)企(qi)業減排降(jiang)(jiang)碳(tan)(tan)示(shi)范工程,推動綠(lv)色(se)低(di)碳(tan)(tan)技術轉化(hua)應用(yong),提(ti)高能源(yuan)資源(yuan)開發(fa)就(jiu)(jiu)地就(jiu)(jiu)近轉化(hua)利(li)用(yong)水平。


——創新(xin)驅(qu)動、實(shi)效優先(xian)。借鑒國際國內先(xian)進(jin)經(jing)驗(yan),推進(jin)能源、工(gong)業等(deng)領域的(de)綠色(se)(se)(se)發(fa)展創新(xin)體系建(jian)設,催生一批引領綠色(se)(se)(se)低碳發(fa)展的(de)新(xin)技術、新(xin)產業、新(xin)業態、新(xin)模式,培(pei)育(yu)綠色(se)(se)(se)白酒、綠色(se)(se)(se)智能智造(zao)、綠色(se)(se)(se)化工(gong)、綠色(se)(se)(se)航運及(ji)物流等(deng)低碳零(ling)碳新(xin)發(fa)展格局,確保綠色(se)(se)(se)發(fa)展實(shi)效。


——市(shi)場導(dao)向、開放合(he)作(zuo)。堅持政府和(he)市(shi)場兩手(shou)發(fa)(fa)力(li),發(fa)(fa)揮政府引(yin)導(dao)作(zuo)用,充分激發(fa)(fa)各領(ling)域企業減排降碳潛能和(he)綠(lv)色低碳優勢(shi)(shi)產(chan)業發(fa)(fa)展的(de)內生動力(li),加強交流合(he)作(zuo)與優勢(shi)(shi)產(chan)業培育,做好承接國(guo)家重(zhong)大生產(chan)力(li)布局的(de)資源、基(ji)建、能力(li)等儲備,走出(chu)一條(tiao)服務(wu)國(guo)家戰(zhan)略全局、支撐四(si)川未來(lai)發(fa)(fa)展的(de)綠(lv)色低碳發(fa)(fa)展之路。


(三)主要目標。


從我市各領域(yu)發(fa)(fa)展(zhan)實(shi)際出發(fa)(fa),以綠色低碳(tan)高(gao)質量(liang)發(fa)(fa)展(zhan)為目標(biao),以能源(yuan)和產業結構優化升級(ji)為手段,逐步實(shi)現(xian)經濟增(zeng)長與碳(tan)排放脫鉤,建成(cheng)有效支撐四川(chuan)省乃至(zhi)全國實(shi)現(xian)碳(tan)達峰碳(tan)中和目標(biao)的戰略支撐區,確保在2030年(nian)前(qian)碳(tan)達峰。


“十(shi)四五”期間,初(chu)步(bu)構(gou)(gou)建(jian)以(yi)市(shi)場資源(yuan)(yuan)(yuan)(yuan)配置與宏觀政策調控相結(jie)(jie)合(he)的綠(lv)色(se)低碳(tan)(tan)管(guan)理(li)體系,建(jian)成技術創新應(ying)用平(ping)(ping)臺和(he)(he)低碳(tan)(tan)產(chan)業(ye)服務平(ping)(ping)臺,產(chan)業(ye)結(jie)(jie)構(gou)(gou)、能源(yuan)(yuan)(yuan)(yuan)結(jie)(jie)構(gou)(gou)、交通運(yun)輸結(jie)(jie)構(gou)(gou)、用地(di)結(jie)(jie)構(gou)(gou)優(you)化明顯,重點行業(ye)能源(yuan)(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)(yuan)利(li)用效率(lv)顯著提升,政策法規、市(shi)場機制、科技創新、財稅金(jin)融(rong)、生(sheng)態碳(tan)(tan)匯、標準建(jian)設等(deng)支撐體系進一步(bu)完善,全(quan)市(shi)經濟社會發展的綠(lv)色(se)競爭力和(he)(he)綠(lv)色(se)服務能力格(ge)局初(chu)步(bu)形成。到(dao)(dao)2025年,風(feng)電總(zong)裝機容(rong)量達(da)到(dao)(dao)25萬千瓦,非化石能源(yuan)(yuan)(yuan)(yuan)消(xiao)費(fei)比重達(da)到(dao)(dao)31.5%左右,單位生(sheng)產(chan)總(zong)值(zhi)能源(yuan)(yuan)(yuan)(yuan)消(xiao)耗下降14.5%,單位地(di)區(qu)生(sheng)產(chan)總(zong)值(zhi)二氧化碳(tan)(tan)排放下降19.5%,全(quan)市(shi)森(sen)林(lin)覆蓋率(lv)達(da)到(dao)(dao)46.4%,為實現碳(tan)(tan)達(da)峰奠定堅實基礎。


“十五五”期間,產業(ye)結構(gou)和能(neng)源(yuan)(yuan)(yuan)結構(gou)調整取(qu)得(de)(de)重(zhong)大進展(zhan)(zhan),清潔低(di)(di)碳(tan)安全高效(xiao)的現代能(neng)源(yuan)(yuan)(yuan)體系(xi)和新(xin)型(xing)電力系(xi)統基本(ben)建(jian)立,戰(zhan)略性新(xin)興產業(ye)和高新(xin)技(ji)(ji)術(shu)產業(ye)占比大幅提高,重(zhong)點(dian)領域綠色(se)(se)(se)低(di)(di)碳(tan)發展(zhan)(zhan)模式(shi)基本(ben)形(xing)成(cheng)(cheng)。重(zhong)點(dian)行業(ye)能(neng)源(yuan)(yuan)(yuan)利用效(xiao)率達到(dao)國內先進水平(ping),綠色(se)(se)(se)低(di)(di)碳(tan)技(ji)(ji)術(shu)創新(xin)取(qu)得(de)(de)關鍵(jian)突破,綠色(se)(se)(se)生(sheng)活(huo)方式(shi)全面普及,循環型(xing)社會發展(zhan)(zhan)水平(ping)明顯提升,綠色(se)(se)(se)低(di)(di)碳(tan)循環發展(zhan)(zhan)政(zheng)策(ce)體系(xi)基本(ben)健全。到(dao)2030年,風電新(xin)增(zeng)裝機容量35萬千瓦,非化石能(neng)源(yuan)(yuan)(yuan)消費比重(zhong)達到(dao)33.5%左(zuo)右,單位生(sheng)產總值能(neng)源(yuan)(yuan)(yuan)消耗和二(er)氧化碳(tan)排(pai)放完(wan)成(cheng)(cheng)省(sheng)上下達目(mu)標,全市森林覆蓋(gai)率達到(dao)46.5%,如期實現碳(tan)達峰目(mu)標。


二、碳達峰重點行動


(一)能源綠色低碳轉型行動(dong)。


加快構建(jian)與瀘州(zhou)市經(jing)濟社(she)會(hui)發(fa)展(zhan)相適(shi)應的(de)(de)清(qing)潔低碳安(an)全高效的(de)(de)現(xian)代(dai)能源體(ti)系和新(xin)型(xing)電力系統,確保能源供應安(an)全底(di)線和綠(lv)色低碳能源供應,支撐經(jing)濟社(she)會(hui)高質量發(fa)展(zhan)。


1.推(tui)(tui)動(dong)能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)低碳化。有(you)序控制(zhi)煤(mei)炭消(xiao)費(fei)增長,降(jiang)低煤(mei)炭消(xiao)費(fei)比(bi)重,促進(jin)煤(mei)炭清潔利用,到2025年(nian),原(yuan)煤(mei)消(xiao)費(fei)量不超(chao)過620萬(wan)噸,到2030年(nian),原(yuan)煤(mei)消(xiao)費(fei)量不超(chao)過660萬(wan)噸。合(he)理控制(zhi)石油消(xiao)費(fei)增速,逐步調整汽油消(xiao)費(fei)規模,推(tui)(tui)進(jin)生物液體燃(ran)料(liao)替(ti)代(dai)傳統(tong)燃(ran)油。統(tong)籌煤(mei)電(dian)(dian)發展(zhan)和保供調峰,做好重大風(feng)險(xian)研判化解預案(an),保障能(neng)(neng)(neng)源(yuan)(yuan)安全穩定供應(ying)。合(he)理控制(zhi)酒業(ye)(ye)、建(jian)材(cai)、化工(gong)等(deng)行(xing)業(ye)(ye)燃(ran)煤(mei)消(xiao)耗量。大力推(tui)(tui)進(jin)天(tian)然氣與多種能(neng)(neng)(neng)源(yuan)(yuan)融合(he)發展(zhan),加快瀘州(zhou)燃(ran)氣發電(dian)(dian)項(xiang)目建(jian)設(she),有(you)序發展(zhan)天(tian)然氣分布式能(neng)(neng)(neng)源(yuan)(yuan),實施(shi)工(gong)業(ye)(ye)、交(jiao)通領域天(tian)然氣燃(ran)料(liao)替(ti)代(dai)。推(tui)(tui)動(dong)實施(shi)鍋爐、窯爐電(dian)(dian)能(neng)(neng)(neng)替(ti)代(dai)計劃,繼續實施(shi)自備電(dian)(dian)廠停發替(ti)代(dai),推(tui)(tui)進(jin)工(gong)業(ye)(ye)生產(chan)、交(jiao)通運輸、農業(ye)(ye)生產(chan)、供冷(leng)供暖、家居(ju)家電(dian)(dian)等(deng)五大領域電(dian)(dian)能(neng)(neng)(neng)替(ti)代(dai),提升(sheng)電(dian)(dian)能(neng)(neng)(neng)在終端能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)的比(bi)重。推(tui)(tui)廣(guang)電(dian)(dian)烤煙(yan)(yan)替(ti)代(dai)燃(ran)煤(mei)烤煙(yan)(yan)。


2.加(jia)(jia)大頁(ye)巖氣(qi)(qi)(qi)(qi)、煤(mei)層(ceng)氣(qi)(qi)(qi)(qi)勘(kan)探(tan)(tan)開(kai)發利用力度。充分(fen)發揮頁(ye)巖氣(qi)(qi)(qi)(qi)資源(yuan)富集地(di)優勢,科學穩妥(tuo)推(tui)進瀘縣區(qu)(qu)塊、古(gu)敘(xu)區(qu)(qu)塊頁(ye)巖氣(qi)(qi)(qi)(qi)、煤(mei)層(ceng)氣(qi)(qi)(qi)(qi)勘(kan)探(tan)(tan)開(kai)發,梯(ti)次推(tui)進江(jiang)陽區(qu)(qu)、龍馬潭區(qu)(qu)、納溪區(qu)(qu)、合(he)江(jiang)縣頁(ye)巖氣(qi)(qi)(qi)(qi)滾動開(kai)發,加(jia)(jia)快推(tui)進西南(nan)油(you)(you)氣(qi)(qi)(qi)(qi)田(tian)(tian)和浙江(jiang)油(you)(you)田(tian)(tian)頁(ye)巖氣(qi)(qi)(qi)(qi)勘(kan)探(tan)(tan)開(kai)發重(zhong)點項目。加(jia)(jia)強頁(ye)巖氣(qi)(qi)(qi)(qi)、煤(mei)層(ceng)氣(qi)(qi)(qi)(qi)資源(yuan)就地(di)轉化和綜合(he)利用,建設煤(mei)層(ceng)氣(qi)(qi)(qi)(qi)、頁(ye)巖氣(qi)(qi)(qi)(qi)綜合(he)開(kai)發利用基(ji)地(di)。加(jia)(jia)快油(you)(you)氣(qi)(qi)(qi)(qi)輸(shu)送管(guan)網建設,推(tui)進“川氣(qi)(qi)(qi)(qi)東(dong)送”二(er)線(瀘州(zhou)段)、威(wei)遠(yuan)—瀘縣、宜賓(bin)—瀘縣等頁(ye)巖氣(qi)(qi)(qi)(qi)干線管(guan)道建設,實施瀘州(zhou)全(quan)域氣(qi)(qi)(qi)(qi)化工(gong)程,推(tui)進燃(ran)氣(qi)(qi)(qi)(qi)配氣(qi)(qi)(qi)(qi)管(guan)網逐(zhu)步向鄉村覆蓋。建設川渝頁(ye)巖氣(qi)(qi)(qi)(qi)開(kai)發技術研究中心,全(quan)面推(tui)廣(guang)“油(you)(you)改電”、壓裂返排(pai)液(ye)重(zhong)復(fu)利用等綠色(se)低碳開(kai)采工(gong)藝,推(tui)進節能、節水和固廢(fei)綜合(he)處理利用。到(dao)(dao)2025年(nian),頁(ye)巖氣(qi)(qi)(qi)(qi)年(nian)產量(liang)力爭達到(dao)(dao)50億立方米;到(dao)(dao)2030年(nian),頁(ye)巖氣(qi)(qi)(qi)(qi)年(nian)產量(liang)力爭達到(dao)(dao)100億立方米。

(三)工業領域碳達峰行動(dong)。


聚焦重點(dian)排放(fang)領域,大力(li)實(shi)施創(chuang)新驅動和綠色低碳轉型,推動產(chan)(chan)(chan)業結(jie)(jie)構、產(chan)(chan)(chan)品結(jie)(jie)構、產(chan)(chan)(chan)能結(jie)(jie)構不斷優化,堅決(jue)遏(e)制(zhi)高能耗、高排放(fang)、低水平(ping)項目盲目發展,實(shi)現節能降(jiang)耗、減污降(jiang)碳。

4.推(tui)(tui)動白酒(jiu)(jiu)(jiu)產(chan)(chan)(chan)業(ye)綠(lv)色低(di)(di)碳發(fa)(fa)展。圍(wei)繞白酒(jiu)(jiu)(jiu)產(chan)(chan)(chan)業(ye)綠(lv)色低(di)(di)碳循環(huan)(huan)發(fa)(fa)展,推(tui)(tui)進產(chan)(chan)(chan)業(ye)園區(qu)(qu)、重點企業(ye)低(di)(di)碳化改造(zao),構建低(di)(di)碳酒(jiu)(jiu)(jiu)業(ye)體(ti)系,全(quan)(quan)域打(da)(da)造(zao)環(huan)(huan)境友好(hao)型(xing)白酒(jiu)(jiu)(jiu)產(chan)(chan)(chan)業(ye)體(ti)系。推(tui)(tui)動全(quan)(quan)鏈條智能化改造(zao),建設國家級(ji)智能釀(niang)造(zao)標桿(gan)工廠。加快推(tui)(tui)動全(quan)(quan)流程清潔生產(chan)(chan)(chan),以釀(niang)造(zao)固液副產(chan)(chan)(chan)物的資源化利用為重點,構建全(quan)(quan)鏈條酒(jiu)(jiu)(jiu)業(ye)循環(huan)(huan)經(jing)(jing)濟(ji)發(fa)(fa)展模式,打(da)(da)造(zao)中國白酒(jiu)(jiu)(jiu)綠(lv)色發(fa)(fa)展示范區(qu)(qu)。加快酒(jiu)(jiu)(jiu)檢(jian)中心、包材檢(jian)驗中心、固態釀(niang)造(zao)中心等功(gong)能平臺建設,全(quan)(quan)力推(tui)(tui)動四川瀘州江陽經(jing)(jing)濟(ji)開發(fa)(fa)區(qu)(qu)爭創國家級(ji)經(jing)(jing)濟(ji)技術(shu)開發(fa)(fa)區(qu)(qu)。到2025年,清潔生產(chan)(chan)(chan)、循環(huan)(huan)制造(zao)、綠(lv)色轉型(xing)成效顯著(zhu),噸酒(jiu)(jiu)(jiu)能耗、水耗明(ming)顯降(jiang)低(di)(di),白酒(jiu)(jiu)(jiu)產(chan)(chan)(chan)品(pin)全(quan)(quan)生命(ming)周期碳排放持續下降(jiang)。


5.堅決遏制(zhi)“兩(liang)高(gao)一低”項目(mu)(mu)盲(mang)目(mu)(mu)發展(zhan)。對高(gao)耗能(neng)(neng)(neng)(neng)、高(gao)排放、低水平(ping)項目(mu)(mu)實行清單(dan)管理、分類處(chu)置、動態監控。全面排查在建(jian)和(he)(he)(he)存(cun)量項目(mu)(mu),對不符合(he)要(yao)求的“兩(liang)高(gao)一低”項目(mu)(mu)按有關規定停工整(zheng)改,整(zheng)改不到位(wei)的不得繼續建(jian)設和(he)(he)(he)生產(chan)。嚴把(ba)項目(mu)(mu)準(zhun)入(ru)關,對于產(chan)能(neng)(neng)(neng)(neng)已飽和(he)(he)(he)的行業(ye)(ye),按照(zhao)“等量減(jian)量置換(huan)”原則壓減(jian)產(chan)能(neng)(neng)(neng)(neng);對產(chan)能(neng)(neng)(neng)(neng)尚未飽和(he)(he)(he)的行業(ye)(ye)要(yao)按照(zhao)國、省產(chan)業(ye)(ye)布(bu)局(ju)和(he)(he)(he)審批備案(an)等要(yao)求,對標國際先進(jin)能(neng)(neng)(neng)(neng)效水平(ping)提(ti)高(gao)準(zhun)入(ru)標準(zhun)。新擴建(jian)石(shi)化(hua)、化(hua)工、有色金屬冶煉、平(ping)板玻(bo)璃等項目(mu)(mu)應進(jin)入(ru)符合(he)定位(wei)的產(chan)業(ye)(ye)園區。組(zu)織實施(shi)高(gao)耗能(neng)(neng)(neng)(neng)行業(ye)(ye)能(neng)(neng)(neng)(neng)效提(ti)升,鼓(gu)勵先進(jin)節能(neng)(neng)(neng)(neng)技術集成(cheng)優(you)化(hua)運用,引導企業(ye)(ye)清潔生產(chan)審核和(he)(he)(he)升級(ji)改造。

以發展(zhan)綠色交通為引領,積極推進節能減排和清潔能源替代,建設便捷(jie)順暢、經濟高效、綠色集約、智能先進、安(an)全可靠的綜(zong)合交通運(yun)輸體系。


1.構建(jian)(jian)綠色(se)(se)高效交通(tong)(tong)運(yun)(yun)(yun)輸(shu)(shu)(shu)體系(xi)(xi)。優(you)化(hua)綜合(he)交通(tong)(tong)運(yun)(yun)(yun)輸(shu)(shu)(shu)結(jie)構,大力(li)發展(zhan)鐵路、水(shui)運(yun)(yun)(yun)等(deng)集(ji)約化(hua)的運(yun)(yun)(yun)輸(shu)(shu)(shu)方式。加快完善(shan)港(gang)口(kou)集(ji)疏運(yun)(yun)(yun)體系(xi)(xi),加強鐵路與港(gang)口(kou)的運(yun)(yun)(yun)力(li)銜接。推進(jin)長江瀘州段生態航(hang)道提(ti)升(sheng)工程(cheng)建(jian)(jian)設,完善(shan)內(nei)河(he)運(yun)(yun)(yun)輸(shu)(shu)(shu)基礎設施,全(quan)面提(ti)升(sheng)內(nei)河(he)水(shui)運(yun)(yun)(yun)運(yun)(yun)(yun)輸(shu)(shu)(shu)效能。建(jian)(jian)立城(cheng)市(shi)綠色(se)(se)物(wu)(wu)流(liu)體系(xi)(xi),加強快遞(di)末(mo)端設施建(jian)(jian)設,推廣(guang)集(ji)中配(pei)(pei)送、共同配(pei)(pei)送。推進(jin)鐵路專(zhuan)用線進(jin)港(gang)口(kou)碼頭、大型(xing)工礦企業和(he)(he)物(wu)(wu)流(liu)園區,推廣(guang)大宗貨物(wu)(wu)和(he)(he)中長距(ju)離貨物(wu)(wu)運(yun)(yun)(yun)輸(shu)(shu)(shu)“公(gong)(gong)轉(zhuan)鐵”“公(gong)(gong)轉(zhuan)水(shui)”,持續降(jiang)低(di)運(yun)(yun)(yun)輸(shu)(shu)(shu)能耗(hao)和(he)(he)碳排(pai)放強度。提(ti)高智(zhi)能化(hua)水(shui)平,積極(ji)推進(jin)多式聯運(yun)(yun)(yun),降(jiang)低(di)空載率和(he)(he)不合(he)理客(ke)貨運(yun)(yun)(yun)周轉(zhuan)量,切(qie)實提(ti)高運(yun)(yun)(yun)輸(shu)(shu)(shu)組(zu)織水(shui)平。實施公(gong)(gong)交優(you)先戰略,發展(zhan)公(gong)(gong)共交通(tong)(tong)體系(xi)(xi),完善(shan)慢行(xing)交通(tong)(tong)系(xi)(xi)統(tong)建(jian)(jian)設,構建(jian)(jian)“城(cheng)市(shi)快捷公(gong)(gong)交系(xi)(xi)統(tong)+兩江四岸慢行(xing)系(xi)(xi)統(tong)”的綠色(se)(se)出(chu)行(xing)體系(xi)(xi),逐步提(ti)高綠色(se)(se)出(chu)行(xing)比例。“十四五”期間,全(quan)市(shi)集(ji)裝箱(xiang)鐵水(shui)聯運(yun)(yun)(yun)年(nian)均增(zeng)長率達到(dao)(dao)15%。到(dao)(dao)2030年(nian),中心城(cheng)區綠色(se)(se)出(chu)行(xing)比例達到(dao)(dao)88%以上(shang)。


2.推(tui)動(dong)(dong)(dong)(dong)運(yun)(yun)輸工(gong)具裝備低(di)(di)碳轉(zhuan)型(xing)。加(jia)快推(tui)進(jin)交(jiao)通工(gong)具向電(dian)(dian)(dian)(dian)(dian)氣化(hua)(hua)(hua)、低(di)(di)碳化(hua)(hua)(hua)、智能(neng)化(hua)(hua)(hua)轉(zhuan)型(xing),積極擴大電(dian)(dian)(dian)(dian)(dian)力(li)、天(tian)然(ran)氣、先進(jin)生物液體燃(ran)料(liao)、氫(qing)能(neng)等清潔能(neng)源在交(jiao)通領域的(de)(de)應用(yong)。加(jia)快推(tui)進(jin)公共(gong)領域車(che)(che)(che)(che)(che)(che)(che)輛(liang)全(quan)面電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)化(hua)(hua)(hua),積極鼓勵社會乘用(yong)車(che)(che)(che)(che)(che)(che)(che)領域電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)化(hua)(hua)(hua)發(fa)(fa)展(zhan)。鼓勵傳統燃(ran)油(you)車(che)(che)(che)(che)(che)(che)(che)輛(liang)的(de)(de)電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)化(hua)(hua)(hua)替代,引(yin)導公交(jiao)車(che)(che)(che)(che)(che)(che)(che)、出租(zu)車(che)(che)(che)(che)(che)(che)(che)(含巡游出租(zu)汽(qi)車(che)(che)(che)(che)(che)(che)(che)和網絡(luo)預約出租(zu)汽(qi)車(che)(che)(che)(che)(che)(che)(che))新(xin)(xin)增或更新(xin)(xin)車(che)(che)(che)(che)(che)(che)(che)輛(liang)全(quan)部(bu)使(shi)用(yong)新(xin)(xin)能(neng)源汽(qi)車(che)(che)(che)(che)(che)(che)(che),黨政機(ji)關(guan)、國有企事業單位、環(huan)衛、郵(you)政等公共(gong)領域,以及租(zu)賃(lin)汽(qi)車(che)(che)(che)(che)(che)(che)(che)、市(shi)區(qu)貨運(yun)(yun)車(che)(che)(che)(che)(che)(che)(che)、從事短距離包車(che)(che)(che)(che)(che)(che)(che)服務的(de)(de)車(che)(che)(che)(che)(che)(che)(che)輛(liang)有適配車(che)(che)(che)(che)(che)(che)(che)型(xing)的(de)(de),新(xin)(xin)增或更新(xin)(xin)車(che)(che)(che)(che)(che)(che)(che)輛(liang)原則(ze)上全(quan)部(bu)使(shi)用(yong)純(chun)電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)車(che)(che)(che)(che)(che)(che)(che)或燃(ran)料(liao)電(dian)(dian)(dian)(dian)(dian)池汽(qi)車(che)(che)(che)(che)(che)(che)(che)。持續提高(gao)船(chuan)(chuan)(chuan)(chuan)舶能(neng)效(xiao)水平(ping),加(jia)快發(fa)(fa)展(zhan)電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)內(nei)(nei)河船(chuan)(chuan)(chuan)(chuan)舶,新(xin)(xin)增環(huan)衛、輪渡、檢測船(chuan)(chuan)(chuan)(chuan)等內(nei)(nei)河船(chuan)(chuan)(chuan)(chuan)舶原則(ze)上采用(yong)電(dian)(dian)(dian)(dian)(dian)力(li)或液化(hua)(hua)(hua)天(tian)然(ran)氣驅動(dong)(dong)(dong)(dong),積極推(tui)廣液化(hua)(hua)(hua)天(tian)然(ran)氣燃(ran)料(liao)、生物質燃(ran)料(liao),探索氫(qing)、氨、甲醇等新(xin)(xin)能(neng)源在船(chuan)(chuan)(chuan)(chuan)舶交(jiao)通上的(de)(de)應用(yong)。積極推(tui)進(jin)港口港作機(ji)械、物流樞紐和園區(qu)場內(nei)(nei)車(che)(che)(che)(che)(che)(che)(che)輛(liang)裝備電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)化(hua)(hua)(hua)更新(xin)(xin)改造,到2030年(nian)基本(ben)實(shi)現電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)化(hua)(hua)(hua)。加(jia)快淘汰高(gao)能(neng)耗、高(gao)污染老舊(jiu)車(che)(che)(che)(che)(che)(che)(che)船(chuan)(chuan)(chuan)(chuan)。到2030年(nian),當年(nian)新(xin)(xin)增新(xin)(xin)能(neng)源、清潔能(neng)源動(dong)(dong)(dong)(dong)力(li)的(de)(de)交(jiao)通工(gong)具比例(li)(不含摩托車(che)(che)(che)(che)(che)(che)(che))達到40%左(zuo)右,營運(yun)(yun)交(jiao)通工(gong)具單位換(huan)算(suan)周轉(zhuan)量碳排放強(qiang)度比2020年(nian)下降(jiang)9.5%左(zuo)右,鐵路(lu)單位換(huan)算(suan)周轉(zhuan)量綜(zong)合能(neng)耗比2020年(nian)下降(jiang)10%。陸路(lu)交(jiao)通運(yun)(yun)輸石油(you)消費(fei)力(li)爭(zheng)“十五(wu)(wu)五(wu)(wu)”末進(jin)入峰值平(ping)臺期。


3.加(jia)(jia)快(kuai)綠(lv)色(se)交(jiao)通(tong)(tong)基(ji)礎(chu)設(she)(she)(she)(she)施建(jian)設(she)(she)(she)(she)。將綠(lv)色(se)低碳理(li)念貫(guan)穿于交(jiao)通(tong)(tong)基(ji)礎(chu)設(she)(she)(she)(she)施規劃、建(jian)設(she)(she)(she)(she)、運營和(he)維護全(quan)過程(cheng),降低全(quan)生(sheng)命(ming)周期能耗和(he)碳排(pai)放。新建(jian)大(da)型(xing)交(jiao)通(tong)(tong)樞紐(niu)(niu)設(she)(she)(she)(she)施按照二星(xing)級及以(yi)上綠(lv)色(se)建(jian)筑標準建(jian)設(she)(she)(she)(she),實(shi)施既有交(jiao)通(tong)(tong)設(she)(she)(she)(she)施的(de)綠(lv)色(se)化改(gai)造(zao)(zao),統籌利用(yong)綜合運輸通(tong)(tong)道線(xian)位(wei)、土(tu)地、空域等資(zi)源(yuan),提高利用(yong)效(xiao)率(lv)。加(jia)(jia)快(kuai)推(tui)進充電(dian)樁、配套電(dian)網、加(jia)(jia)注(氣)站、加(jia)(jia)氫站、港口(kou)岸電(dian)和(he)船舶受電(dian)等基(ji)礎(chu)設(she)(she)(she)(she)施建(jian)設(she)(she)(she)(she),到2025年(nian),重點港口(kou)碼頭(tou)全(quan)部完成岸電(dian)設(she)(she)(she)(she)施改(gai)造(zao)(zao),實(shi)現快(kuai)充站(換電(dian)站)覆蓋50%的(de)公(gong)路客運樞紐(niu)(niu)。


4.建設(she)長江(jiang)上游綠(lv)色(se)物(wu)(wu)流(liu)(liu)重要樞紐。加(jia)(jia)強綠(lv)色(se)物(wu)(wu)流(liu)(liu)體(ti)系規劃引(yin)導,科學組(zu)(zu)織(zhi)物(wu)(wu)流(liu)(liu)基(ji)礎設(she)施(shi)空間布局,促(cu)進(jin)不同層級(ji)物(wu)(wu)流(liu)(liu)網點(dian)的協(xie)同配(pei)(pei)合(he),提(ti)高運(yun)(yun)(yun)行效(xiao)率(lv)。提(ti)高物(wu)(wu)流(liu)(liu)組(zu)(zu)織(zhi)標(biao)準化(hua)水平,合(he)理組(zu)(zu)織(zhi)和實施(shi)運(yun)(yun)(yun)輸、倉儲(chu)、裝卸(xie)、搬運(yun)(yun)(yun)、包裝、流(liu)(liu)通加(jia)(jia)工、配(pei)(pei)送、信息處理等物(wu)(wu)流(liu)(liu)活動,提(ti)升攬收、分揀、運(yun)(yun)(yun)輸、投遞(di)(di)等環節的自動化(hua)水平,推(tui)(tui)動倉儲(chu)配(pei)(pei)送與快(kuai)遞(di)(di)包裝綠(lv)色(se)化(hua)發展(zhan)。創新(xin)運(yun)(yun)(yun)營組(zu)(zu)織(zhi)模式(shi),鼓勵發展(zhan)統一配(pei)(pei)送、集(ji)中(zhong)配(pei)(pei)送、共同配(pei)(pei)送等集(ji)約化(hua)運(yun)(yun)(yun)輸組(zu)(zu)織(zhi)模式(shi),提(ti)高城市(shi)貨(huo)運(yun)(yun)(yun)配(pei)(pei)送效(xiao)率(lv),降低(di)物(wu)(wu)流(liu)(liu)成本、能耗水平和二氧化(hua)碳排放。推(tui)(tui)進(jin)江(jiang)北港物(wu)(wu)流(liu)(liu)園區、雙加(jia)(jia)物(wu)(wu)流(liu)(liu)園、高鐵快(kuai)運(yun)(yun)(yun)物(wu)(wu)流(liu)(liu)基(ji)地等建設(she),大(da)幅提(ti)升大(da)宗貨(huo)物(wu)(wu)綠(lv)色(se)運(yun)(yun)(yun)輸比例。鞏固(gu)全(quan)國綠(lv)色(se)貨(huo)運(yun)(yun)(yun)配(pei)(pei)送示范城市(shi)成果(guo),支(zhi)持重點(dian)物(wu)(wu)流(liu)(liu)企業構建數字化(hua)運(yun)(yun)(yun)營平臺。


5.積極引(yin)導市(shi)民(min)綠色(se)低碳出(chu)行(xing)(xing)(xing)。提升城市(shi)快捷公(gong)交(jiao)(jiao)和慢(man)行(xing)(xing)(xing)系(xi)(xi)統(tong)的(de)出(chu)行(xing)(xing)(xing)環境和服務水平(ping)。構(gou)建(jian)由鐵路和公(gong)交(jiao)(jiao)等構(gou)成的(de)多(duo)模(mo)式客運(yun)交(jiao)(jiao)通(tong)(tong)(tong)(tong)系(xi)(xi)統(tong),加快形成城際線(xian)、市(shi)縣鄉(xiang)線(xian)、區域線(xian)等多(duo)層(ceng)次(ci)的(de)綠色(se)交(jiao)(jiao)通(tong)(tong)(tong)(tong)網(wang)(wang)絡,優(you)化(hua)地(di)(di)面公(gong)交(jiao)(jiao)線(xian)網(wang)(wang)功能和布(bu)局(ju),完善中運(yun)量(liang)及多(duo)層(ceng)次(ci)的(de)地(di)(di)面公(gong)交(jiao)(jiao)系(xi)(xi)統(tong),保(bao)障公(gong)交(jiao)(jiao)專用(yong)道成網(wang)(wang),加強重點地(di)(di)區公(gong)交(jiao)(jiao)保(bao)障服務。綜(zong)合(he)運(yun)用(yong)多(duo)種手(shou)段,合(he)理控制城市(shi)小客車總量(liang)增(zeng)長,引(yin)導車輛合(he)理使用(yong),推動個體(ti)機動交(jiao)(jiao)通(tong)(tong)(tong)(tong)向公(gong)共交(jiao)(jiao)通(tong)(tong)(tong)(tong)方式逐步轉移。完善慢(man)行(xing)(xing)(xing)交(jiao)(jiao)通(tong)(tong)(tong)(tong)基礎設施,保(bao)障慢(man)行(xing)(xing)(xing)交(jiao)(jiao)通(tong)(tong)(tong)(tong)路權,提高(gao)慢(man)行(xing)(xing)(xing)交(jiao)(jiao)通(tong)(tong)(tong)(tong)網(wang)(wang)絡的(de)可(ke)達性和便(bian)捷性,打造品(pin)質宜人的(de)慢(man)行(xing)(xing)(xing)空間。


(六)循(xun)環經濟助力(li)降碳行動(dong)。


遵循“減量化(hua)、再利(li)用、資(zi)源(yuan)(yuan)化(hua)”原則,大力發(fa)展循環經濟,開展“無廢城市”建設,充分發(fa)揮資(zi)源(yuan)(yuan)節約和降碳的協同作(zuo)用,建設覆(fu)蓋全社會的資(zi)源(yuan)(yuan)高效、循環利(li)用體系。


1.打造(zao)循環(huan)型產業(ye)(ye)(ye)體系。大(da)力推(tui)(tui)行綠色設(she)計,深入推(tui)(tui)進(jin)清(qing)潔(jie)生(sheng)產,推(tui)(tui)廣(guang)應(ying)用(yong)一批先進(jin)適用(yong)的生(sheng)產工藝(yi)和(he)設(she)備(bei),在(zai)產品全生(sheng)命周期中(zhong)最大(da)限(xian)度降低(di)能(neng)(neng)(neng)源(yuan)資源(yuan)消耗。聚焦白酒(食品輕紡)、能(neng)(neng)(neng)源(yuan)化(hua)工、電(dian)子信(xin)息、裝備(bei)制(zhi)造(zao)、先進(jin)材料、醫藥(yao)健(jian)康重(zhong)點(dian)工業(ye)(ye)(ye)產業(ye)(ye)(ye)鏈領(ling)域,培(pei)育一批具有較強競爭力的骨干企業(ye)(ye)(ye),推(tui)(tui)動(dong)產業(ye)(ye)(ye)鏈橫向垂直整合(he),構(gou)建和(he)延伸跨(kua)企業(ye)(ye)(ye)、跨(kua)行業(ye)(ye)(ye)、跨(kua)區域的循環(huan)型產業(ye)(ye)(ye)鏈條(tiao),重(zhong)點(dian)推(tui)(tui)進(jin)建材、再生(sheng)資源(yuan)等重(zhong)點(dian)行業(ye)(ye)(ye)循環(huan)化(hua)發展(zhan)。推(tui)(tui)動(dong)冶煉廢(fei)(fei)(fei)渣(zha)、脫(tuo)硫石膏、粉煤(mei)灰(hui)(hui)、焚(fen)燒(shao)灰(hui)(hui)渣(zha)等大(da)宗(zong)工業(ye)(ye)(ye)固(gu)廢(fei)(fei)(fei)的高水(shui)(shui)平利用(yong),引(yin)導開展(zhan)釀酒廢(fei)(fei)(fei)棄物、水(shui)(shui)基巖屑(xie)等資源(yuan)化(hua)、能(neng)(neng)(neng)源(yuan)化(hua)利用(yong)。結合(he)城市舊改和(he)報廢(fei)(fei)(fei)汽(qi)車拆解等工作,推(tui)(tui)動(dong)廢(fei)(fei)(fei)鋼廢(fei)(fei)(fei)鋁資源(yuan)化(hua)利用(yong)。發展(zhan)再制(zhi)造(zao)產業(ye)(ye)(ye),擴大(da)汽(qi)車零部件(jian)、機電(dian)產品等領(ling)域再制(zhi)造(zao)規模,進(jin)一步擴大(da)再制(zhi)造(zao)產業(ye)(ye)(ye)能(neng)(neng)(neng)級和(he)規模。到2025年,全市大(da)宗(zong)固(gu)體廢(fei)(fei)(fei)物年利用(yong)量達到340萬噸左右(you),到2030年達到350萬噸左右(you),培(pei)育一批循環(huan)經濟龍頭(tou)企業(ye)(ye)(ye),提(ti)升(sheng)固(gu)廢(fei)(fei)(fei)循環(huan)利用(yong)產業(ye)(ye)(ye)能(neng)(neng)(neng)級。

2.提(ti)升生態系(xi)統碳(tan)(tan)匯能力(li)。持續鞏固退耕還林(lin)(lin)成(cheng)果,完善天(tian)然林(lin)(lin)保護修復(fu)(fu)制(zhi)度,大(da)力(li)推行林(lin)(lin)長制(zhi),開(kai)展全(quan)市碳(tan)(tan)匯盤查,實施森(sen)林(lin)(lin)質量精準提(ti)升工程。支持各區縣(xian)國家(jia)儲備(bei)林(lin)(lin)項(xiang)目(mu)建(jian)設。推動(dong)(dong)納溪、合江、敘永(yong)3個省(sheng)級(ji)(ji)竹(zhu)產業高質量發展縣(xian)提(ti)檔(dang)升級(ji)(ji),高質量打(da)造現代化(hua)竹(zhu)林(lin)(lin)基(ji)地,提(ti)升竹(zhu)林(lin)(lin)生態系(xi)統碳(tan)(tan)匯能力(li)。實施竹(zhu)林(lin)(lin)、森(sen)林(lin)(lin)經營(ying)碳(tan)(tan)匯項(xiang)目(mu),推動(dong)(dong)建(jian)立健全(quan)能夠(gou)體現碳(tan)(tan)匯價值的生態保護補(bu)償機制(zhi),積極推動(dong)(dong)碳(tan)(tan)匯項(xiang)目(mu)參與(yu)溫(wen)室氣體自愿減排(pai)交(jiao)易。深入推進敘永(yong)縣(xian)、古藺縣(xian)石漠化(hua)治(zhi)理工程,持續開(kai)展礦山(shan)地質環(huan)境恢復(fu)(fu)治(zhi)理,有效提(ti)升林(lin)(lin)草植被覆蓋度。到(dao)(dao)(dao)2025年,全(quan)市森(sen)林(lin)(lin)覆蓋率達(da)到(dao)(dao)(dao)46.4%,森(sen)林(lin)(lin)蓄積量達(da)2640萬(wan)(wan)立方米,力(li)爭(zheng)培育可實施經營(ying)碳(tan)(tan)匯林(lin)(lin)竹(zhu)面積40萬(wan)(wan)畝。到(dao)(dao)(dao)2030年,全(quan)市森(sen)林(lin)(lin)覆蓋率力(li)爭(zheng)達(da)到(dao)(dao)(dao)46.5%。


3.加強(qiang)生(sheng)(sheng)態(tai)(tai)系(xi)統(tong)碳(tan)匯(hui)基礎(chu)支撐。依托和拓展(zhan)自然(ran)資(zi)源調查監測(ce)體系(xi),以“三調”成果及法定年度調查變更(geng)為“底(di)版”,利用好(hao)國家森林草原濕(shi)地(di)生(sheng)(sheng)態(tai)(tai)綜合監測(ce)評(ping)(ping)價(jia)成果,建立(li)完善生(sheng)(sheng)態(tai)(tai)系(xi)統(tong)碳(tan)匯(hui)監測(ce)核算體系(xi),開(kai)展(zhan)森林、草地(di)、濕(shi)地(di)、土(tu)壤等生(sheng)(sheng)態(tai)(tai)碳(tan)匯(hui)本(ben)底(di)與更(geng)新調查、碳(tan)儲量評(ping)(ping)估和潛力分(fen)析,實施生(sheng)(sheng)態(tai)(tai)保(bao)護(hu)修(xiu)復碳(tan)匯(hui)成效監測(ce)評(ping)(ping)估。建立(li)健全能夠體現碳(tan)匯(hui)價(jia)值的生(sheng)(sheng)態(tai)(tai)保(bao)護(hu)補償機制。


(九)綠色低碳全民行動。


增強全民節約意識(shi)、低(di)碳(tan)意識(shi)、環(huan)保意識(shi),大力倡導簡(jian)約適度的消費(fei)理念,全面推行(xing)(xing)文(wen)明健康的生活方式(shi),形成全社會自(zi)覺踐行(xing)(xing)綠色低(di)碳(tan)的良好氛圍。


1.加強(qiang)生(sheng)態文(wen)(wen)明宣傳(chuan)(chuan)教育。開(kai)(kai)展多種形(xing)式(shi)的(de)資源環境國情、省(sheng)情、市情教育,普及碳(tan)達(da)峰碳(tan)中和基礎知(zhi)識(shi)。加強(qiang)對公(gong)眾(zhong)的(de)生(sheng)態文(wen)(wen)明宣傳(chuan)(chuan)和教育,充分運用(yong)新媒體等(deng)(deng)創新宣傳(chuan)(chuan)方式(shi),將綠色低碳(tan)理(li)念有機融入(ru)文(wen)(wen)藝(yi)作(zuo)品(pin)、文(wen)(wen)創產品(pin)和公(gong)益廣告,持(chi)續開(kai)(kai)展世(shi)界(jie)地球日(ri)、世(shi)界(jie)環境日(ri)、全(quan)(quan)國節能(neng)宣傳(chuan)(chuan)周、全(quan)(quan)國低碳(tan)日(ri)等(deng)(deng)主題宣傳(chuan)(chuan)活(huo)動(dong)(dong)(dong),持(chi)續深(shen)入(ru)開(kai)(kai)展全(quan)(quan)民低碳(tan)行動(dong)(dong)(dong)、節能(neng)減(jian)排(pai)小組活(huo)動(dong)(dong)(dong)、減(jian)塑限塑和快(kuai)遞包裝綠色轉型(xing)等(deng)(deng)專項(xiang)活(huo)動(dong)(dong)(dong),增強(qiang)社(she)會公(gong)眾(zhong)綠色低碳(tan)意(yi)識(shi),推動(dong)(dong)(dong)生(sheng)態文(wen)(wen)明理(li)念更加深(shen)入(ru)人心。


2.推(tui)(tui)廣(guang)(guang)綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)生(sheng)活(huo)方式(shi)。圍繞“衣(yi)、食、住、行(xing)(xing)、用(yong)”等(deng)日常行(xing)(xing)為,優(you)先在(zai)主城區宣傳推(tui)(tui)廣(guang)(guang)簡約適度、綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)、文(wen)明健(jian)康(kang)的(de)生(sheng)活(huo)理念和(he)生(sheng)活(huo)方式(shi),逐步擴大(da)輻射范(fan)圍。堅決遏制奢侈浪費和(he)不合(he)理消費,全(quan)面推(tui)(tui)行(xing)(xing)光(guang)盤行(xing)(xing)動,堅決制止餐飲浪費。大(da)力推(tui)(tui)動節約型機關、綠(lv)(lv)(lv)色(se)(se)家(jia)庭、綠(lv)(lv)(lv)色(se)(se)學校、綠(lv)(lv)(lv)色(se)(se)社區、綠(lv)(lv)(lv)色(se)(se)交(jiao)通、綠(lv)(lv)(lv)色(se)(se)商場等(deng)綠(lv)(lv)(lv)色(se)(se)示范(fan)創建(jian)(jian),營(ying)造綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)生(sheng)活(huo)新風(feng)尚。引導(dao)激勵(li)市(shi)民積極參(can)與(yu)綠(lv)(lv)(lv)色(se)(se)消費、低(di)碳(tan)出行(xing)(xing)、可回收(shou)物分類等(deng)綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)行(xing)(xing)動。鼓(gu)勵(li)發(fa)展(zhan)二手交(jiao)易(yi)市(shi)場,推(tui)(tui)進電子產品(pin)(pin)、家(jia)電、書籍等(deng)二手商品(pin)(pin)的(de)重復使用(yong)。推(tui)(tui)廣(guang)(guang)綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)產品(pin)(pin),支持有條件(jian)的(de)商場、超市(shi)、旅(lv)游商品(pin)(pin)專賣店開設綠(lv)(lv)(lv)色(se)(se)產品(pin)(pin)銷售專區,推(tui)(tui)行(xing)(xing)再生(sheng)產品(pin)(pin)和(he)材料認證,建(jian)(jian)立健(jian)全(quan)推(tui)(tui)廣(guang)(guang)使用(yong)制度,提(ti)升(sheng)綠(lv)(lv)(lv)色(se)(se)產品(pin)(pin)在(zai)政府采(cai)購(gou)中的(de)比例。


3.引導企(qi)(qi)業(ye)履行社會(hui)責(ze)(ze)(ze)任。強化(hua)企(qi)(qi)業(ye)資源節(jie)約(yue)和(he)環境保(bao)護責(ze)(ze)(ze)任意(yi)識,提升資源利用和(he)綠色創新水平。支持(chi)重(zhong)點排(pai)放單位、國有企(qi)(qi)業(ye)制定(ding)實施企(qi)(qi)業(ye)碳達(da)峰實施方案,積極發揮示范引領作用。重(zhong)點用能(neng)單位要結合能(neng)源利用狀(zhuang)況報告和(he)溫室氣(qi)體(ti)排(pai)放報告,制定(ding)節(jie)能(neng)減碳工作方案,推進節(jie)能(neng)降(jiang)碳改造和(he)管理(li)水平提升。推動(dong)上市公司(si)和(he)發債(zhai)企(qi)(qi)業(ye)加強環境信息披露,定(ding)期(qi)公布企(qi)(qi)業(ye)碳排(pai)放信息。充分發揮新聞媒體(ti)、行業(ye)協會(hui)和(he)其他各類(lei)社會(hui)組織作用,督促企(qi)(qi)業(ye)自覺履行社會(hui)責(ze)(ze)(ze)任。


4.強(qiang)化領(ling)導(dao)干(gan)部(bu)培訓。將學習貫徹習近平生態文明思想作(zuo)為干(gan)部(bu)教育培訓的(de)(de)重(zhong)要(yao)(yao)內容(rong)(rong),要(yao)(yao)把碳(tan)達峰碳(tan)中和相關內容(rong)(rong)列入(ru)教學計劃,分階(jie)段(duan)、多(duo)層次對各級領(ling)導(dao)干(gan)部(bu)開展培訓,普及(ji)科(ke)學知識,宣講政策要(yao)(yao)點,強(qiang)化法治意(yi)識,深化各級領(ling)導(dao)干(gan)部(bu)對碳(tan)達峰碳(tan)中和工(gong)(gong)作(zuo)重(zhong)要(yao)(yao)性(xing)(xing)、緊迫性(xing)(xing)、科(ke)學性(xing)(xing)、系統性(xing)(xing)的(de)(de)認識。從事綠(lv)(lv)色低碳(tan)發展工(gong)(gong)作(zuo)的(de)(de)領(ling)導(dao)干(gan)部(bu)要(yao)(yao)提升專業素養和業務能力,切(qie)實增強(qiang)推動(dong)綠(lv)(lv)色低碳(tan)發展的(de)(de)本領(ling)。

各縣區(qu)要準確(que)把握發展(zhan)階段(duan)和發展(zhan)定(ding)位,結合本地(di)區(qu)經濟(ji)社會發展(zhan)實際和資(zi)源環境稟賦,堅持分類施策、因地(di)制(zhi)宜、上下聯動,梯次有(you)序推進碳達峰(feng)。


1.科學合理確定碳(tan)(tan)(tan)達峰(feng)(feng)目(mu)標。各區(qu)縣要(yao)基于(yu)經濟社會(hui)發展(zhan)形勢,結合自身產(chan)(chan)業(ye)結構(gou)(gou)、能源(yuan)結構(gou)(gou)現狀,全(quan)面摸(mo)清本(ben)地區(qu)重點領域、重點行業(ye)、重點企業(ye)碳(tan)(tan)(tan)排放(fang)(fang)情況,科學研(yan)判(pan)未來(lai)碳(tan)(tan)(tan)排放(fang)(fang)趨(qu)勢,確定碳(tan)(tan)(tan)達峰(feng)(feng)目(mu)標。產(chan)(chan)業(ye)結構(gou)(gou)較輕(qing)、能源(yuan)結構(gou)(gou)較優的區(qu)縣要(yao)堅持綠色低碳(tan)(tan)(tan)發展(zhan),力爭(zheng)率先(xian)實(shi)現碳(tan)(tan)(tan)達峰(feng)(feng);產(chan)(chan)業(ye)結構(gou)(gou)偏重、能源(yuan)結構(gou)(gou)偏重煤(mei)炭的區(qu)縣要(yao)把節能降碳(tan)(tan)(tan)擺在突(tu)出(chu)位置,大力優化(hua)調(diao)整(zheng)產(chan)(chan)業(ye)結構(gou)(gou)和能源(yuan)結構(gou)(gou),力爭(zheng)與全(quan)市同步實(shi)現碳(tan)(tan)(tan)達峰(feng)(feng)。


2.上下(xia)聯(lian)動制(zhi)定碳(tan)(tan)達(da)(da)峰(feng)(feng)方(fang)案(an)(an)。各(ge)區(qu)縣要深入貫徹落實(shi)(shi)國家和省市的(de)部署要求,科學制(zhi)定本地(di)區(qu)碳(tan)(tan)達(da)(da)峰(feng)(feng)實(shi)(shi)施(shi)(shi)方(fang)案(an)(an),提出符合實(shi)(shi)際、切(qie)實(shi)(shi)可行的(de)碳(tan)(tan)達(da)(da)峰(feng)(feng)時(shi)間(jian)表、路線圖、施(shi)(shi)工圖,避免“一刀切(qie)”限電限產或運動式“減碳(tan)(tan)”。市級(ji)各(ge)有關部門要制(zhi)定各(ge)重點(dian)領域碳(tan)(tan)達(da)(da)峰(feng)(feng)實(shi)(shi)施(shi)(shi)方(fang)案(an)(an),并加強與本方(fang)案(an)(an)的(de)銜接。各(ge)區(qu)縣制(zhi)定的(de)碳(tan)(tan)達(da)(da)峰(feng)(feng)實(shi)(shi)施(shi)(shi)方(fang)案(an)(an)經市碳(tan)(tan)達(da)(da)峰(feng)(feng)碳(tan)(tan)中(zhong)和工作(zuo)委員會綜合平衡、審核通(tong)過后,由各(ge)區(qu)縣自行印發實(shi)(shi)施(shi)(shi)。


3.組織開展碳達峰試點(dian)建(jian)設。積(ji)極推動有條件的(de)區(qu)縣、園區(qu)開展碳達峰建(jian)設試點(dian),加大在(zai)政策、資(zi)金、技術等方面支(zhi)持力度。積(ji)極開展低碳園區(qu)試點(dian)工作,培育一(yi)批零碳企業,為全市乃至全省(sheng)提供更(geng)多可操作、可復制、可推廣的(de)經驗做(zuo)法。


三、對外合作


(一)加強區域合作。

發展高(gao)質量、高(gao)新技(ji)術、高(gao)附加值綠(lv)色(se)產品貿(mao)易(yi)。加大綠(lv)色(se)技(ji)術國際(ji)合(he)作(zuo)力度,推(tui)動開展可再(zai)生能源、儲能、氫(qing)能、二氧化碳(tan)捕集利用與封存等領域科(ke)研合(he)作(zuo)和技(ji)術交(jiao)流。推(tui)動支持瀘州融入(ru)西部科(ke)學城規(gui)劃建(jian)設,加快(kuai)構建(jian)開放共享的科(ke)研裝備和平(ping)臺實(shi)施體系。


(三)積極融入“一帶一路”建設(she)。


積(ji)極(ji)參與(yu)(yu)“一帶(dai)一路(lu)”建設,引導企業加(jia)(jia)強與(yu)(yu)“一帶(dai)一路(lu)”沿線國(guo)家和地(di)區在綠色能源(yuan)、綠色裝備等方面的交流與(yu)(yu)合作(zuo)。常態化開(kai)行“中歐班列(lie)+瀘州港(gang)(gang)”鐵水聯運班列(lie),探索(suo)開(kai)行瀘州至中亞(ya)(ya)(ya)、泛亞(ya)(ya)(ya)鐵路(lu)班列(lie),加(jia)(jia)快(kuai)融入新亞(ya)(ya)(ya)歐大陸橋經(jing)濟走廊。積(ji)極(ji)參與(yu)(yu)中新(重(zhong)慶(qing))互(hu)聯互(hu)通(tong)戰略項目(mu)、“一帶(dai)一路(lu)”進出口商(shang)品(pin)集(ji)散中心建設,打造以港(gang)(gang)口為(wei)核心、內(nei)陸無(wu)水港(gang)(gang)為(wei)節(jie)點的腹地(di)網絡。


四、政策保障


(一)建立統一規(gui)范的碳排放統計核算體系(xi)。


按照國家和(he)省級有(you)關(guan)要求,結合全市發(fa)展實際,結合我(wo)市實際,做好碳(tan)(tan)(tan)排放核算(suan)相關(guan)工作,統一管理全市碳(tan)(tan)(tan)排放相關(guan)數(shu)據。著力推進碳(tan)(tan)(tan)排放實測(ce)技術發(fa)展,加(jia)快(kuai)遙感測(ce)算(suan)、大(da)數(shu)據、云計算(suan)等(deng)新興技術在碳(tan)(tan)(tan)排放實測(ce)技術領域的應用。建立健全電力、鋼鐵等(deng)重(zhong)點行業領域能耗統計監測(ce)和(he)計量體系。


(二)健全法規標準體系。


結合全(quan)市發展實際(ji),推(tui)(tui)動完善碳達(da)峰碳中和、節(jie)約能(neng)(neng)(neng)(neng)源(yuan)、可(ke)再生(sheng)能(neng)(neng)(neng)(neng)源(yuan)、循環經(jing)濟(ji)等(deng)方(fang)面法規(gui)規(gui)章制(zhi)(zhi)度,全(quan)面清理(li)現行(xing)(xing)地(di)方(fang)性(xing)法規(gui)規(gui)章中與碳達(da)峰碳中和工作不相(xiang)適應的內容。推(tui)(tui)動產業(ye)園(yuan)區、行(xing)(xing)業(ye)企業(ye)節(jie)能(neng)(neng)(neng)(neng)低碳標(biao)(biao)準(zhun)(zhun)(zhun)體(ti)系建(jian)設(she),落實能(neng)(neng)(neng)(neng)耗限額、產品設(she)備(bei)能(neng)(neng)(neng)(neng)效強(qiang)制(zhi)(zhi)性(xing)國家標(biao)(biao)準(zhun)(zhun)(zhun),落實能(neng)(neng)(neng)(neng)源(yuan)核算(suan)、檢(jian)測認證、評估、審計相(xiang)關(guan)配套標(biao)(biao)準(zhun)(zhun)(zhun)。支持相(xiang)關(guan)機構(gou)和重點(dian)企業(ye)積極參與和推(tui)(tui)動節(jie)能(neng)(neng)(neng)(neng)、可(ke)再生(sheng)能(neng)(neng)(neng)(neng)源(yuan)、氫能(neng)(neng)(neng)(neng)等(deng)國家標(biao)(biao)準(zhun)(zhun)(zhun)、行(xing)(xing)業(ye)標(biao)(biao)準(zhun)(zhun)(zhun)制(zhi)(zhi)定。鼓(gu)(gu)勵社會團體(ti)協調相(xiang)關(guan)市場主體(ti)制(zhi)(zhi)定節(jie)能(neng)(neng)(neng)(neng)低碳的團體(ti)標(biao)(biao)準(zhun)(zhun)(zhun)。鼓(gu)(gu)勵企業(ye)制(zhi)(zhi)定高于國家標(biao)(biao)準(zhun)(zhun)(zhun)、行(xing)(xing)業(ye)標(biao)(biao)準(zhun)(zhun)(zhun)、地(di)方(fang)標(biao)(biao)準(zhun)(zhun)(zhun),具(ju)有競爭(zheng)力的企業(ye)標(biao)(biao)準(zhun)(zhun)(zhun)。


(三)完善落(luo)實經濟政策。


加強(qiang)對(dui)節(jie)能(neng)(neng)(neng)環保、新(xin)能(neng)(neng)(neng)源、低(di)碳(tan)(tan)交通、綠色(se)低(di)碳(tan)(tan)建(jian)筑、碳(tan)(tan)捕集利用等項目和(he)產(chan)(chan)品技(ji)術的支(zhi)持(chi),進(jin)一(yi)步強(qiang)化(hua)對(dui)碳(tan)(tan)達峰碳(tan)(tan)中和(he)重大行(xing)動、重大示范(fan)、重大工程的支(zhi)撐。充分(fen)(fen)發揮政(zheng)(zheng)府(fu)(fu)投(tou)資引導作用,構建(jian)與碳(tan)(tan)達峰碳(tan)(tan)中和(he)相適應的投(tou)融資體(ti)系和(he)激勵機制(zhi)。落(luo)實國(guo)家有(you)(you)關環境保護、節(jie)能(neng)(neng)(neng)節(jie)水、應用綠色(se)技(ji)術裝備(bei)、購買(mai)新(xin)能(neng)(neng)(neng)源汽車等綠色(se)低(di)碳(tan)(tan)稅收優(you)惠政(zheng)(zheng)策(ce)。持(chi)續加大綠色(se)低(di)碳(tan)(tan)領域基礎研究支(zhi)持(chi)力(li)度,對(dui)符(fu)合條件(jian)的研發投(tou)入落(luo)實研發費用加計(ji)扣(kou)除政(zheng)(zheng)策(ce)。貫徹執行(xing)政(zheng)(zheng)府(fu)(fu)綠色(se)采(cai)購要(yao)求,推動國(guo)有(you)(you)企業率先實行(xing)綠色(se)采(cai)購,加大綠色(se)低(di)碳(tan)(tan)產(chan)(chan)品采(cai)購力(li)度。建(jian)立(li)健全促進(jin)可再生能(neng)(neng)(neng)源規模化(hua)發展的價(jia)格(ge)機制(zhi)。進(jin)一(yi)步完(wan)善針對(dui)落(luo)后產(chan)(chan)能(neng)(neng)(neng)和(he)低(di)效(xiao)企業實行(xing)的綠色(se)電(dian)價(jia)政(zheng)(zheng)策(ce),健全居民階(jie)梯(ti)電(dian)價(jia)制(zhi)度和(he)分(fen)(fen)時(shi)電(dian)價(jia)調整機制(zhi)。


(四)積極發展綠色金融。


依托上市(shi)(shi)(shi)公司平臺,充分發(fa)揮要素(su)市(shi)(shi)(shi)場和金(jin)融(rong)(rong)(rong)機構集聚(ju)優勢,深入(ru)推(tui)動(dong)氣候投融(rong)(rong)(rong)資(zi)(zi)發(fa)展,引導金(jin)融(rong)(rong)(rong)機構為綠(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)項(xiang)目(mu)提(ti)供(gong)長期限、低(di)成(cheng)本資(zi)(zi)金(jin)。提(ti)高高碳(tan)(tan)項(xiang)目(mu)的(de)融(rong)(rong)(rong)資(zi)(zi)門(men)檻,嚴(yan)控對不符(fu)合(he)要求的(de)“兩高一低(di)”項(xiang)目(mu)提(ti)供(gong)金(jin)融(rong)(rong)(rong)支持。建(jian)立綠(lv)(lv)色(se)(se)(se)項(xiang)目(mu)庫,鼓(gu)勵(li)銀行業(ye)(ye)積極開展綠(lv)(lv)色(se)(se)(se)貸款(kuan)業(ye)(ye)務,開辟綠(lv)(lv)色(se)(se)(se)貸款(kuan)業(ye)(ye)務快速審(shen)批通道,將(jiang)綠(lv)(lv)色(se)(se)(se)貸款(kuan)占比納(na)入(ru)業(ye)(ye)績評(ping)價(jia)體系(xi)。大力發(fa)展綠(lv)(lv)色(se)(se)(se)債券,支持符(fu)合(he)條件(jian)的(de)綠(lv)(lv)色(se)(se)(se)企業(ye)(ye)上市(shi)(shi)(shi)融(rong)(rong)(rong)資(zi)(zi)、掛牌融(rong)(rong)(rong)資(zi)(zi)和再融(rong)(rong)(rong)資(zi)(zi)。鼓(gu)勵(li)社(she)會(hui)資(zi)(zi)本以(yi)市(shi)(shi)(shi)場化方(fang)式設立綠(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)產(chan)業(ye)(ye)投資(zi)(zi)基金(jin)。有序推(tui)進綠(lv)(lv)色(se)(se)(se)保(bao)險服務,圍繞安全降碳(tan)(tan)需要,加大金(jin)融(rong)(rong)(rong)產(chan)品創新(xin)力度(du),助力低(di)碳(tan)(tan)技術(shu)推(tui)廣(guang)和產(chan)業(ye)(ye)綠(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)轉型。


(五(wu))建立健全市場(chang)化(hua)機制。


主動融入全(quan)(quan)國(guo)碳(tan)排(pai)放交(jiao)易(yi)(yi)市場(chang)和(he)(he)用(yong)(yong)(yong)能(neng)(neng)權(quan)交(jiao)易(yi)(yi)市場(chang),做好配額管理(li)和(he)(he)清繳履約。配合國(guo)省完善用(yong)(yong)(yong)能(neng)(neng)權(quan)有(you)償使(shi)用(yong)(yong)(yong)和(he)(he)交(jiao)易(yi)(yi)制(zhi)度(du),做好用(yong)(yong)(yong)能(neng)(neng)權(quan)交(jiao)易(yi)(yi)市場(chang)與(yu)節(jie)(jie)能(neng)(neng)降碳(tan)工(gong)作的銜接(jie),統籌(chou)推(tui)(tui)進市場(chang)主體參(can)與(yu)碳(tan)排(pai)放權(quan)、用(yong)(yong)(yong)能(neng)(neng)權(quan)、電力(li)交(jiao)易(yi)(yi)。推(tui)(tui)進市場(chang)化節(jie)(jie)能(neng)(neng)方式,推(tui)(tui)行(xing)合同能(neng)(neng)源管理(li),推(tui)(tui)廣節(jie)(jie)能(neng)(neng)綜(zong)合服務(wu)。全(quan)(quan)面推(tui)(tui)進林(lin)長制(zhi)、山(shan)林(lin)權(quan)改革,進一步盤活林(lin)地林(lin)木資源和(he)(he)碳(tan)匯資產(chan),推(tui)(tui)動生態價(jia)值持續增值。


五、組織實施


(一)加強統籌協調。


加(jia)強市(shi)碳達峰碳中(zhong)和工(gong)(gong)作(zuo)(zuo)委(wei)員(yuan)會(hui)對(dui)碳達峰相關(guan)工(gong)(gong)作(zuo)(zuo)的整體部署(shu)和系統推進,統籌研究重(zhong)(zhong)(zhong)(zhong)要(yao)事(shi)項、制定(ding)重(zhong)(zhong)(zhong)(zhong)大政策。市(shi)碳達峰碳中(zhong)和工(gong)(gong)作(zuo)(zuo)委(wei)員(yuan)會(hui)各成(cheng)員(yuan)單位要(yao)按照(zhao)國家和省市(shi)有關(guan)要(yao)求,各司其職(zhi),形成(cheng)合力,扎實推進相關(guan)工(gong)(gong)作(zuo)(zuo)。市(shi)碳達峰碳中(zhong)和工(gong)(gong)作(zuo)(zuo)委(wei)員(yuan)會(hui)辦公室要(yao)加(jia)強統籌協調(diao),定(ding)期對(dui)各區縣、重(zhong)(zhong)(zhong)(zhong)點領域、重(zhong)(zhong)(zhong)(zhong)點行(xing)業、重(zhong)(zhong)(zhong)(zhong)點企業工(gong)(gong)作(zuo)(zuo)進展情況進行(xing)調(diao)度,督促各項目標任務落實落細。


(二)強化責任(ren)落(luo)實。


各(ge)有(you)關部(bu)門要深刻認識碳(tan)達(da)峰碳(tan)中和工作的重要性、緊(jin)迫性、復雜性,切實(shi)(shi)扛起責(ze)任,著力抓好各(ge)項任務落實(shi)(shi),確保(bao)政策到(dao)位(wei)、措施到(dao)位(wei)、成效到(dao)位(wei),落實(shi)(shi)情況(kuang)納入(ru)生態(tai)環境保(bao)護督察范(fan)圍。各(ge)市場主體要對照國家和省市相關要求,積極(ji)發揮自身作用(yong),推進綠色低碳(tan)發展。


(三)嚴(yan)格(ge)監督考核。


完善能耗雙控和(he)(he)碳(tan)(tan)排放雙控考核(he)機制,對(dui)能源消費和(he)(he)碳(tan)(tan)排放指(zhi)標(biao)實(shi)行協同(tong)管理、協同(tong)分解、協同(tong)考核(he)。將碳(tan)(tan)達(da)(da)(da)峰碳(tan)(tan)中和(he)(he)相關(guan)指(zhi)標(biao)納(na)入(ru)經濟社會發展(zhan)綜合評(ping)價(jia)體(ti)系,增(zeng)加考核(he)權重(zhong),加強指(zhi)標(biao)約束。將碳(tan)(tan)達(da)(da)(da)峰碳(tan)(tan)中和(he)(he)目標(biao)任(ren)務落實(shi)情(qing)況納(na)入(ru)各(ge)有關(guan)部門(men)領導班子績效(xiao)考核(he)評(ping)價(jia)體(ti)系,對(dui)工作(zuo)突出(chu)的(de)單位和(he)(he)個(ge)人按(an)照規定給予表揚。各(ge)有關(guan)部門(men)組織開展(zhan)碳(tan)(tan)達(da)(da)(da)峰目標(biao)任(ren)務年度評(ping)估,有關(guan)工作(zuo)進展(zhan)和(he)(he)重(zhong)大問題要及時向市(shi)碳(tan)(tan)達(da)(da)(da)峰碳(tan)(tan)中和(he)(he)工作(zuo)委員(yuan)會報告。
