2023年3月,《國(guo)(guo)家能源局綜合司關(guan)于推動光(guang)熱(re)發(fa)電(dian)規(gui)模化發(fa)展有關(guan)事項的(de)通知(zhi)》下發(fa),標(biao)志著(zhu)我國(guo)(guo)光(guang)熱(re)發(fa)電(dian)進入(ru)規(gui)模化發(fa)展的(de)新階段。文件(jian)明確,力爭(zheng)“十四五”期(qi)間,全國(guo)(guo)光(guang)熱(re)發(fa)電(dian)每年新增開工規(gui)模達到300萬千瓦左右(you)。然而,這樣的(de)發(fa)展目標(biao)要真正落實,尚需要對(dui)項目開發(fa)模式和上網(wang)電(dian)價傳導機制進行(xing)深入(ru)研究和探討(tao)。
一、目前我國光熱發電項目開發模式
(一)第一批光熱發電示范項目
我國(guo)(guo)(guo)在(zai)“十二(er)五”電(dian)(dian)力發(fa)(fa)(fa)(fa)展規劃中明確提出(chu),2015年實現(xian)光(guang)(guang)熱(re)(re)(re)發(fa)(fa)(fa)(fa)電(dian)(dian)裝(zhuang)機容量100萬千瓦。2012年2月,國(guo)(guo)(guo)家(jia)能(neng)(neng)(neng)源(yuan)局(ju)(ju)新能(neng)(neng)(neng)源(yuan)和可再(zai)生能(neng)(neng)(neng)源(yuan)司開(kai)始啟動光(guang)(guang)熱(re)(re)(re)發(fa)(fa)(fa)(fa)電(dian)(dian)示范項目的相關工(gong)作(zuo)(zuo),并委(wei)托水(shui)(shui)電(dian)(dian)水(shui)(shui)利規劃設(she)計總(zong)院開(kai)展光(guang)(guang)熱(re)(re)(re)發(fa)(fa)(fa)(fa)電(dian)(dian)廠址(zhi)普(pu)查(cha)工(gong)作(zuo)(zuo),委(wei)托電(dian)(dian)力規劃設(she)計總(zong)院負責研究提出(chu)光(guang)(guang)熱(re)(re)(re)發(fa)(fa)(fa)(fa)電(dian)(dian)示范項目的技術要求和實施方案,當年9月兩家(jia)機構(gou)完成了(le)上述兩項工(gong)作(zuo)(zuo)并上報(bao)國(guo)(guo)(guo)家(jia)能(neng)(neng)(neng)源(yuan)局(ju)(ju)。隨后,國(guo)(guo)(guo)家(jia)發(fa)(fa)(fa)(fa)展改革委(wei)價(jia)(jia)格司與國(guo)(guo)(guo)家(jia)能(neng)(neng)(neng)源(yuan)局(ju)(ju)開(kai)展了(le)光(guang)(guang)熱(re)(re)(re)發(fa)(fa)(fa)(fa)電(dian)(dian)示范項目的上網電(dian)(dian)價(jia)(jia)研究工(gong)作(zuo)(zuo)。2015年9月,《國(guo)(guo)(guo)家(jia)能(neng)(neng)(neng)源(yuan)局(ju)(ju)關于組織太陽能(neng)(neng)(neng)熱(re)(re)(re)發(fa)(fa)(fa)(fa)電(dian)(dian)示范項目建設(she)的通知》印(yin)發(fa)(fa)(fa)(fa),要求各省級能(neng)(neng)(neng)源(yuan)主管(guan)部門按照相關要求組織示范項目申報(bao)。
2016年8月(yue),《關于太(tai)陽能熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)標桿上(shang)(shang)網電(dian)(dian)(dian)價(jia)政策的(de)通(tong)知》發(fa)(fa)布(bu)(bu),明確了(le)光(guang)熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)示(shi)范(fan)項目(mu)的(de)上(shang)(shang)網電(dian)(dian)(dian)價(jia)為1.15元/千瓦(wa)時。2016年9月(yue),國家能源局(ju)發(fa)(fa)布(bu)(bu)了(le)《關于建設太(tai)陽能熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)示(shi)范(fan)項目(mu)的(de)通(tong)知》,明確了(le)20個項目(mu)為第(di)一(yi)批光(guang)熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)示(shi)范(fan)項目(mu),總裝機(ji)容(rong)量(liang)為134.9萬千瓦(wa)。截(jie)至2021年底,我(wo)國已經投運光(guang)熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)項目(mu)9個,總裝機(ji)容(rong)量(liang)550兆(zhao)瓦(wa)。光(guang)熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)示(shi)范(fan)工(gong)程(cheng)的(de)建設促進了(le)我(wo)國光(guang)熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)的(de)產(chan)業發(fa)(fa)展,形成了(le)較為完整的(de)產(chan)業鏈,設備和材料的(de)國產(chan)化率已超過95%。
(二)后續光熱發電項目
2020年(nian)初,財政(zheng)部(bu)(bu)(bu)、國家發(fa)(fa)(fa)展(zhan)改(gai)革委(wei)、國家能源局聯合發(fa)(fa)(fa)布(bu)的(de)(de)(de)《關于促進(jin)非水(shui)可(ke)再生能源發(fa)(fa)(fa)電(dian)(dian)健康發(fa)(fa)(fa)展(zhan)的(de)(de)(de)若干(gan)意見》明(ming)確,2021年(nian)12月31日(ri)以后(hou)(hou)(hou)新增(zeng)的(de)(de)(de)光(guang)(guang)(guang)熱發(fa)(fa)(fa)電(dian)(dian)項目不再納入中央財政(zheng)補貼(tie)范圍。隨后(hou)(hou)(hou),國家發(fa)(fa)(fa)展(zhan)改(gai)革委(wei)印發(fa)(fa)(fa)的(de)(de)(de)《關于2021年(nian)新能源上網(wang)電(dian)(dian)價政(zheng)策有關事(shi)項的(de)(de)(de)通(tong)知》明(ming)確,2021年(nian)起,新核準(zhun)(zhun)的(de)(de)(de)光(guang)(guang)(guang)熱發(fa)(fa)(fa)電(dian)(dian)項目上網(wang)電(dian)(dian)價由當地(di)(di)省(sheng)級價格主(zhu)管部(bu)(bu)(bu)門制(zhi)定,上網(wang)電(dian)(dian)價高于當地(di)(di)燃煤發(fa)(fa)(fa)電(dian)(dian)基準(zhun)(zhun)價的(de)(de)(de),基準(zhun)(zhun)價以內(nei)的(de)(de)(de)部(bu)(bu)(bu)分(fen)由電(dian)(dian)網(wang)企業結算。該文件雖然(ran)將光(guang)(guang)(guang)熱發(fa)(fa)(fa)電(dian)(dian)上網(wang)電(dian)(dian)價的(de)(de)(de)定價權授予(yu)了省(sheng)級地(di)(di)方政(zheng)府,但明(ming)確規定電(dian)(dian)網(wang)公司按照當地(di)(di)燃煤基準(zhun)(zhun)電(dian)(dian)價支(zhi)付,高出當地(di)(di)燃煤基準(zhun)(zhun)電(dian)(dian)價的(de)(de)(de)部(bu)(bu)(bu)分(fen)無法向后(hou)(hou)(hou)傳導。光(guang)(guang)(guang)熱發(fa)(fa)(fa)電(dian)(dian)幾乎都分(fen)布(bu)在(zai)欠發(fa)(fa)(fa)達地(di)(di)區(qu),地(di)(di)方財政(zheng)根本沒有能力(li)對其進(jin)行(xing)補貼(tie)。此后(hou)(hou)(hou),光(guang)(guang)(guang)熱發(fa)(fa)(fa)電(dian)(dian)市場需求受到抑制(zhi)。
隨(sui)著我(wo)國風電(dian)和光(guang)伏(fu)發(fa)(fa)電(dian)的(de)裝機比重不斷提(ti)高,電(dian)力(li)系統對儲(chu)能(neng)(neng)和調峰的(de)需求愈加(jia)迫(po)切。2021年2月25日,國家(jia)發(fa)(fa)展改(gai)革委(wei)、國家(jia)能(neng)(neng)源(yuan)(yuan)局(ju)聯合印發(fa)(fa)《關于推(tui)進電(dian)力(li)源(yuan)(yuan)網荷儲(chu)一體化和多能(neng)(neng)互補發(fa)(fa)展的(de)指導(dao)意(yi)見》,隨(sui)后國家(jia)能(neng)(neng)源(yuan)(yuan)局(ju)發(fa)(fa)布的(de)《關于報送“十四五”電(dian)力(li)源(yuan)(yuan)網荷儲(chu)一體化和多能(neng)(neng)互補工作方案的(de)通知(zhi)》明確,充(chong)分發(fa)(fa)揮流域梯級水(shui)電(dian)站、具有較強調節性(xing)能(neng)(neng)水(shui)電(dian)站、儲(chu)熱(re)型光(guang)熱(re)電(dian)站、儲(chu)能(neng)(neng)設施的(de)調節能(neng)(neng)力(li),匯集新能(neng)(neng)源(yuan)(yuan)電(dian)力(li),積極推(tui)動“風光(guang)儲(chu)”一體化。
在上述政策出臺后,具有光(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)(dian)資源(yuan)的(de)省(sheng)份(fen)將光(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)(dian)與(yu)光(guang)(guang)伏或風(feng)電(dian)(dian)打捆(kun),采(cai)用多能(neng)(neng)互補(bu)一體化(hua)項目(mu)建設模(mo)式(shi),通過風(feng)電(dian)(dian)和光(guang)(guang)伏發(fa)(fa)電(dian)(dian)的(de)利潤(run)空間來彌補(bu)光(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)(dian)的(de)虧(kui)損(sun)。在缺乏(fa)光(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)(dian)上網電(dian)(dian)價傳導機制(zhi)的(de)情況下,這樣的(de)開發(fa)(fa)模(mo)式(shi)對(dui)緩解光(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)(dian)產業鏈生存危機產生了積極作用。目(mu)前采(cai)用多能(neng)(neng)互補(bu)一體化(hua)建設模(mo)式(shi),已開工建設或已列入地方(fang)開工計(ji)劃的(de)光(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)(dian)項目(mu)超(chao)過30個,總裝機容量超(chao)過3吉瓦。
2022年3月22日,國家發展(zhan)(zhan)改革委、國家能(neng)(neng)(neng)源局聯(lian)合發布的(de)《“十四五”現代能(neng)(neng)(neng)源體系規劃》明確(que),“因地制宜(yi)建(jian)設天然氣調峰(feng)電(dian)(dian)站和發展(zhan)(zhan)儲熱型太陽能(neng)(neng)(neng)熱發電(dian)(dian),推動氣電(dian)(dian)、太陽能(neng)(neng)(neng)熱發電(dian)(dian)與風電(dian)(dian)、光伏(fu)發電(dian)(dian)融合發展(zhan)(zhan)、聯(lian)合運(yun)行(xing)”。
(三)目前光熱發電項目開發模式存在的問題
目(mu)前國內開展(zhan)(zhan)的新(xin)能源基(ji)地(di)建設(she)模(mo)式,基(ji)本(ben)上沿(yan)用了(le)多(duo)能互(hu)補一體化(hua)項目(mu)的模(mo)式,將(jiang)新(xin)能源基(ji)地(di)分(fen)解為(wei)若干(gan)個(ge)多(duo)能互(hu)補一體化(hua)建設(she)項目(mu)。一體化(hua)項目(mu)中的光(guang)伏、風電與儲能和光(guang)熱發電的容量配比,根據(ju)目(mu)前上網電價、按照滿足(zu)投資方的最低收益要求確定(ding),因此,并沒(mei)有以(yi)輸(shu)出電力(li)的優良品質(zhi)為(wei)目(mu)標開展(zhan)(zhan)深入(ru)系統研究(jiu),致使新(xin)能源基(ji)地(di)輸(shu)出的電力(li)品質(zhi)無法得到保證(zheng)。
在多能(neng)互補一體化項目中,光(guang)(guang)(guang)熱發電(dian)(dian)(dian)按照當地燃(ran)煤發電(dian)(dian)(dian)的(de)(de)(de)基準電(dian)(dian)(dian)價上網是虧損的(de)(de)(de),投資方為(wei)了(le)達到合理的(de)(de)(de)投資收益,只能(neng)大幅削減光(guang)(guang)(guang)熱發電(dian)(dian)(dian)投資,聚(ju)光(guang)(guang)(guang)集熱系統(tong)的(de)(de)(de)容量(liang)大幅度(du)縮減,導致光(guang)(guang)(guang)熱發電(dian)(dian)(dian)機(ji)組的(de)(de)(de)發電(dian)(dian)(dian)量(liang)和靈活調節功能(neng)大打(da)折扣(kou),喪失了(le)長時(shi)儲能(neng)的(de)(de)(de)技術優勢(很多光(guang)(guang)(guang)熱發電(dian)(dian)(dian)機(ji)組的(de)(de)(de)年(nian)利(li)用小(xiao)(xiao)時(shi)數僅為(wei)1300小(xiao)(xiao)時(shi),扣(kou)除(chu)檢修25天后的(de)(de)(de)全年(nian)日平均利(li)用小(xiao)(xiao)時(shi)數僅3.8小(xiao)(xiao)時(shi))。
此(ci)外,在新(xin)能源基地(di)的運行調度方面(mian),對于光熱發電(dian)(dian)這樣的靈活調節電(dian)(dian)源,由系統調度直接調用,才能更(geng)好地(di)發揮(hui)起調節作用,保障新(xin)能源基地(di)整體外送電(dian)(dian)力的質量。
二、國際上光熱發電項目開發模式
在國際市(shi)場中(zhong)(zhong),經濟(ji)發(fa)達(da)的(de)(de)(de)(de)(de)國家(jia)對于電(dian)(dian)(dian)(dian)(dian)(dian)(dian)源項(xiang)目的(de)(de)(de)(de)(de)開(kai)(kai)發(fa)通常采(cai)用公(gong)(gong)開(kai)(kai)招(zhao)標(biao)(biao)的(de)(de)(de)(de)(de)方式(shi)。首先由相關管(guan)理單位(wei)(wei)或(huo)(huo)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)公(gong)(gong)司委(wei)托(tuo)咨詢機(ji)構編制招(zhao)標(biao)(biao)文件,提出明確的(de)(de)(de)(de)(de)技術(shu)要(yao)求和(he)評標(biao)(biao)準則(ze)。電(dian)(dian)(dian)(dian)(dian)(dian)(dian)源開(kai)(kai)發(fa)商則(ze)根據招(zhao)標(biao)(biao)文件的(de)(de)(de)(de)(de)要(yao)求進(jin)行投標(biao)(biao),在滿足技術(shu)要(yao)求的(de)(de)(de)(de)(de)前提下(xia),上(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價最(zui)(zui)低(di)(di)的(de)(de)(de)(de)(de)項(xiang)目中(zhong)(zhong)標(biao)(biao),并與(yu)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)公(gong)(gong)司或(huo)(huo)相關管(guan)理單位(wei)(wei)簽(qian)訂(ding)長期購(gou)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)協議(PPA)。為了使上(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價充分體現電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)市(shi)場的(de)(de)(de)(de)(de)供求關系,通常會根據項(xiang)目所在電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)系統(tong)的(de)(de)(de)(de)(de)負荷特(te)性,將峰谷分時(shi)銷售(shou)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價的(de)(de)(de)(de)(de)模式(shi)傳導至上(shang)網(wang)端,即每(mei)天(tian)24小時(shi)劃分為不(bu)同的(de)(de)(de)(de)(de)時(shi)段(duan)執(zhi)行不(bu)同的(de)(de)(de)(de)(de)上(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價系數(shu),不(bu)同季節,可以有不(bu)同的(de)(de)(de)(de)(de)時(shi)段(duan)劃分。這樣的(de)(de)(de)(de)(de)上(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價系數(shu)和(he)對應的(de)(de)(de)(de)(de)時(shi)段(duan)要(yao)放入招(zhao)標(biao)(biao)文件中(zhong)(zhong),電(dian)(dian)(dian)(dian)(dian)(dian)(dian)源開(kai)(kai)發(fa)商會根據這樣的(de)(de)(de)(de)(de)采(cai)購(gou)模式(shi),研究確定電(dian)(dian)(dian)(dian)(dian)(dian)(dian)站內的(de)(de)(de)(de)(de)工藝(yi)系統(tong)配置,使其最(zui)(zui)大(da)程度適應電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)系統(tong)需求,并盡可能使基礎(chu)上(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價最(zui)(zui)低(di)(di),增大(da)中(zhong)(zhong)標(biao)(biao)的(de)(de)(de)(de)(de)概率。下(xia)面(mian)列出幾(ji)個項(xiang)目的(de)(de)(de)(de)(de)實(shi)例。
(一)南非
南非將每天(tian)分為(wei)三(san)個(ge)時(shi)(shi)(shi)(shi)段(duan)(duan),平峰(feng)時(shi)(shi)(shi)(shi)段(duan)(duan)(12小(xiao)時(shi)(shi)(shi)(shi))、高峰(feng)時(shi)(shi)(shi)(shi)段(duan)(duan)(5小(xiao)時(shi)(shi)(shi)(shi))和低谷時(shi)(shi)(shi)(shi)段(duan)(duan)(7小(xiao)時(shi)(shi)(shi)(shi)),在平峰(feng)時(shi)(shi)(shi)(shi)段(duan)(duan)光熱(re)發(fa)電的上網電價系(xi)數為(wei)1,高峰(feng)時(shi)(shi)(shi)(shi)段(duan)(duan)為(wei)2.7,低谷時(shi)(shi)(shi)(shi)段(duan)(duan)為(wei)0。

(二)摩洛哥
摩(mo)洛哥(ge)將每天(tian)分為(wei)三個時(shi)段(duan),平峰時(shi)段(duan)、高峰時(shi)段(duan)和低谷時(shi)段(duan),平峰時(shi)段(duan)光熱發電的(de)(de)上網(wang)電價系數(shu)為(wei)0.85,在高峰時(shi)段(duan)為(wei)1,低谷時(shi)段(duan)為(wei)0。不同月份的(de)(de)時(shi)段(duan)劃分亦不相同。

(三)迪拜
我國某公(gong)司在(zai)迪拜總(zong)承包的光(guang)熱和光(guang)伏項目(mu),光(guang)伏的上網電價為(wei)(wei)2.4美(mei)分(fen)(fen)/千(qian)(qian)瓦(wa)時,光(guang)熱的上網電價分(fen)(fen)別為(wei)(wei)2.9美(mei)分(fen)(fen)/千(qian)(qian)瓦(wa)時(10:00—16:00)和9.2美(mei)分(fen)(fen)/千(qian)(qian)瓦(wa)時(16:00-10:00)。
采用市(shi)場競價(jia)方式(shi)確定電(dian)源項(xiang)目的(de)開(kai)發商和上網(wang)電(dian)價(jia),有利(li)于(yu)降(jiang)低電(dian)力系統的(de)電(dian)力采購成本,同時(shi)會激(ji)勵(li)電(dian)源技術(shu)進步;上網(wang)電(dian)價(jia)按(an)照不(bu)同時(shi)段(duan)對應(ying)不(bu)同的(de)電(dian)價(jia)系數,可以激(ji)勵(li)電(dian)源參與(yu)系統調峰的(de)積(ji)極性,降(jiang)低系統額(e)外的(de)調峰成本。這(zhe)兩(liang)種做(zuo)法值得(de)國(guo)內學習借鑒。
三、光熱發電項目開發模式
新能(neng)源(yuan)基地(di)與(yu)(yu)(yu)零散的(de)(de)(de)新能(neng)源(yuan)發(fa)電(dian)(dian)(dian)(dian)項(xiang)目不(bu)(bu)同(tong),其裝機(ji)規模超過千萬(wan)千瓦,并且要(yao)立足于自身解決(jue)調峰問題,不(bu)(bu)占用系(xi)統(tong)(tong)中原有(you)(you)的(de)(de)(de)調節資(zi)(zi)源(yuan)。光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)(dian)具有(you)(you)長(chang)時儲能(neng)和(he)靈活(huo)調節的(de)(de)(de)技(ji)(ji)術優勢,但(dan)其發(fa)電(dian)(dian)(dian)(dian)量和(he)靈活(huo)調節能(neng)力與(yu)(yu)(yu)光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)(dian)機(ji)組(zu)(zu)的(de)(de)(de)系(xi)統(tong)(tong)配(pei)(pei)置(zhi)密切相關,系(xi)統(tong)(tong)配(pei)(pei)置(zhi)還(huan)與(yu)(yu)(yu)機(ji)組(zu)(zu)的(de)(de)(de)經濟性(xing)緊密相連。因此(ci),要(yao)使(shi)光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)(dian)機(ji)組(zu)(zu)在新能(neng)源(yuan)基地(di)中發(fa)揮應有(you)(you)作用,電(dian)(dian)(dian)(dian)網(wang)公司(si)和(he)咨詢機(ji)構要(yao)根(gen)據電(dian)(dian)(dian)(dian)源(yuan)結構和(he)電(dian)(dian)(dian)(dian)力輸出要(yao)求(qiu)開(kai)展系(xi)統(tong)(tong)研究,根(gen)據系(xi)統(tong)(tong)的(de)(de)(de)需要(yao)確定(ding)光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)(dian)機(ji)組(zu)(zu)的(de)(de)(de)功(gong)能(neng)定(ding)位。光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)(dian)項(xiang)目投資(zi)(zi)商(shang)要(yao)根(gen)據系(xi)統(tong)(tong)對光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)(dian)項(xiang)目的(de)(de)(de)技(ji)(ji)術要(yao)求(qiu),研究確定(ding)機(ji)組(zu)(zu)的(de)(de)(de)系(xi)統(tong)(tong)配(pei)(pei)置(zhi)。由于光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)(dian)系(xi)統(tong)(tong)存(cun)在不(bu)(bu)同(tong)的(de)(de)(de)技(ji)(ji)術路線,即使(shi)按照(zhao)同(tong)樣(yang)的(de)(de)(de)機(ji)組(zu)(zu)功(gong)能(neng),系(xi)統(tong)(tong)配(pei)(pei)置(zhi)也有(you)(you)所(suo)不(bu)(bu)同(tong),在經濟性(xing)方(fang)(fang)面(mian)也存(cun)在差異。因此(ci),通過公開(kai)競價(jia)(jia)招標方(fang)(fang)式選擇開(kai)發(fa)商(shang)并確定(ding)上網(wang)電(dian)(dian)(dian)(dian)價(jia)(jia),對降低光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)(dian)項(xiang)目上網(wang)電(dian)(dian)(dian)(dian)價(jia)(jia)、促進光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)(dian)技(ji)(ji)術進步、營造市場公平競爭環境都大有(you)(you)益處。
光(guang)熱(re)發電項目的(de)上網(wang)(wang)電價(jia)可根據所有投標(biao)項目的(de)平均(jun)上網(wang)(wang)電價(jia)確定,低于平均(jun)電價(jia)的(de)項目中標(biao)。若光(guang)熱(re)發電裝機容量尚(shang)有缺(que)額,則可以(yi)進(jin)行第(di)二(er)輪招(zhao)標(biao)。第(di)二(er)輪招(zhao)標(biao)則以(yi)第(di)一輪招(zhao)標(biao)確定的(de)上網(wang)(wang)電價(jia)為條件,通(tong)過綜(zong)合打分確定電源開發商,這樣可以(yi)使新能源基(ji)地的(de)光(guang)熱(re)發電項目執行相同的(de)上網(wang)(wang)電價(jia)。

四、光熱發電的電價傳導機制
長期以(yi)來,我國(guo)確(que)(que)定(ding)(ding)各種電(dian)源的(de)(de)上網電(dian)價(jia)(jia)(jia),采用的(de)(de)方(fang)法是按照一定(ding)(ding)的(de)(de)邊界(jie)條(tiao)件(jian),鎖(suo)定(ding)(ding)行(xing)業(ye)基準投資(zi)(zi)收益(yi),測(ce)算(suan)(suan)電(dian)源的(de)(de)上網電(dian)價(jia)(jia)(jia),并(bing)(bing)由政(zheng)(zheng)府主管(guan)部門發(fa)(fa)文(wen)明確(que)(que),全國(guo)遵(zun)照執(zhi)行(xing)。這(zhe)(zhe)一方(fang)式對保證投資(zi)(zi)方(fang)的(de)(de)收益(yi)、吸引電(dian)力(li)(li)項目的(de)(de)投資(zi)(zi)發(fa)(fa)揮了重要作用。然(ran)而(er),我國(guo)已全面(mian)進入市場(chang)經濟并(bing)(bing)處于(yu)(yu)能源轉型時(shi)期,這(zhe)(zhe)一方(fang)式已經不(bu)能適應社會和(he)經濟發(fa)(fa)展(zhan)的(de)(de)需求。首(shou)先,上網電(dian)價(jia)(jia)(jia)測(ce)算(suan)(suan)的(de)(de)邊界(jie)條(tiao)件(jian)不(bu)斷地(di)變(bian)化,政(zheng)(zheng)府確(que)(que)定(ding)(ding)的(de)(de)電(dian)源上網電(dian)價(jia)(jia)(jia)不(bu)能及(ji)時(shi)調(diao)(diao)整。第(di)二,這(zhe)(zhe)樣確(que)(que)定(ding)(ding)的(de)(de)上網電(dian)價(jia)(jia)(jia)并(bing)(bing)沒(mei)(mei)有通過市場(chang)競爭(zheng),不(bu)利于(yu)(yu)電(dian)力(li)(li)系統降低購電(dian)成本(ben)。第(di)三,這(zhe)(zhe)樣確(que)(que)定(ding)(ding)的(de)(de)上網電(dian)價(jia)(jia)(jia)沒(mei)(mei)有體現供求關系,不(bu)利于(yu)(yu)電(dian)力(li)(li)系統降低調(diao)(diao)峰成本(ben)。在管(guan)理機制方(fang)面(mian),對于(yu)(yu)已經不(bu)能適應生產(chan)力(li)(li)發(fa)(fa)展(zhan)的(de)(de)傳統管(guan)理機制,則需要“破立并(bing)(bing)舉”。
已有(you)研究成果表(biao)明,要實(shi)現(xian)碳中和目標,用(yong)電(dian)(dian)(dian)成本(ben)必定要提高(gao),其他國家(jia)的(de)現(xian)實(shi)情況也印證了這一(yi)點。電(dian)(dian)(dian)力用(yong)戶承(cheng)擔(dan)能源(yuan)轉型(xing)引(yin)發(fa)(fa)的(de)用(yong)電(dian)(dian)(dian)成本(ben)增(zeng)(zeng)加(jia),引(yin)發(fa)(fa)商品成本(ben)和居民生活成本(ben)增(zeng)(zeng)加(jia),這是真實(shi)反映(ying)電(dian)(dian)(dian)力價值的(de)結果。與此同(tong)時,用(yong)電(dian)(dian)(dian)價格的(de)增(zeng)(zeng)長也會(hui)刺激電(dian)(dian)(dian)力用(yong)戶研發(fa)(fa)或(huo)應用(yong)節能技術(shu),降低社會(hui)的(de)能源(yuan)消耗。因(yin)此,能源(yuan)轉型(xing)引(yin)發(fa)(fa)的(de)電(dian)(dian)(dian)力成本(ben)增(zeng)(zeng)加(jia),由電(dian)(dian)(dian)力用(yong)戶承(cheng)擔(dan)是必然、唯一(yi)的(de)途徑。地方政府也可以(yi)根據(ju)財政收支情況,對需要扶持的(de)產業和經濟困難(nan)的(de)電(dian)(dian)(dian)力用(yong)戶進行電(dian)(dian)(dian)價補貼。
綜上(shang)所(suo)述,電源上(shang)網電價(jia)形成機制的市場化改革已刻(ke)不容緩。目前,部分(fen)省份已經(jing)出臺了(le)峰谷分(fen)時銷售(shou)電價(jia)政(zheng)策,這充分(fen)體(ti)現(xian)了(le)市場經(jing)濟(ji)環境下,價(jia)格反映(ying)供求關系(xi)并對(dui)其進行(xing)調控的功能(neng),但(dan)仍需將這一模(mo)式向(xiang)發(fa)電上(shang)網側(ce)傳導。
以新能(neng)源基地建(jian)設為契機,率先在新能(neng)源基地的電(dian)源端進行上網電(dian)價形成機制市場化改革試點,可以積累(lei)經驗,為以后在全國推廣起到示范作(zuo)用。
