征(zheng)求意見稿(gao)提出,電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)企業(ye)要優化安排電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)運(yun)行(xing)方式(shi),做好(hao)電(dian)(dian)(dian)(dian)(dian)力(li)(li)供需(xu)分析和(he)生產運(yun)行(xing)調(diao)度,強(qiang)化電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)安全(quan)風險管控,優化運(yun)行(xing)調(diao)度,確保電(dian)(dian)(dian)(dian)(dian)力(li)(li)系統穩定運(yun)行(xing)和(he)電(dian)(dian)(dian)(dian)(dian)力(li)(li)可靠供應。發(fa)電(dian)(dian)(dian)(dian)(dian)企業(ye)要加(jia)強(qiang)燃料(liao)、蓄水(shui)管控及風電(dian)(dian)(dian)(dian)(dian)、光伏功率預測,強(qiang)化涉網(wang)(wang)安全(quan)管理,科學實施(shi)深度調(diao)峰靈活性改造,提高設備(bei)運(yun)行(xing)可靠性,減少非計劃(hua)停運(yun)。電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)企業(ye)要加(jia)大城(cheng)鄉電(dian)(dian)(dian)(dian)(dian)力(li)(li)基礎設施(shi)建設力(li)(li)度,提升供電(dian)(dian)(dian)(dian)(dian)服務和(he)民生用電(dian)(dian)(dian)(dian)(dian)保障能力(li)(li)。

為貫徹落(luo)實《電力(li)(li)可(ke)(ke)靠(kao)性(xing)管(guan)(guan)理(li)辦法(fa)(暫行)》(國(guo)家發展和(he)(he)改(gai)革委員會2022年第50號(hao)令),進(jin)一步加強(qiang)電力(li)(li)可(ke)(ke)靠(kao)性(xing)管(guan)(guan)理(li)工(gong)作(zuo),國(guo)家能源局組織修訂(ding)了《國(guo)家能源局關于加強(qiang)電力(li)(li)可(ke)(ke)靠(kao)性(xing)監(jian)督管(guan)(guan)理(li)工(gong)作(zuo)的意見(jian)》(國(guo)能安全〔2015〕208號(hao)),形成《關于加強(qiang)電力(li)(li)可(ke)(ke)靠(kao)性(xing)管(guan)(guan)理(li)工(gong)作(zuo)的意見(jian)(征求(qiu)意見(jian)稿)》。現向社會公(gong)開征求(qiu)意見(jian)。公(gong)眾(zhong)可(ke)(ke)通過以下途徑和(he)(he)方(fang)式提出反饋意見(jian):

為(wei)貫徹落(luo)實《電力(li)可(ke)(ke)靠(kao)性(xing)管(guan)理辦法(暫行)》(國家發展和改革委(wei)員會令(ling)2022年第50號),提升我國電力(li)可(ke)(ke)靠(kao)性(xing)管(guan)理水平,保(bao)障電力(li)可(ke)(ke)靠(kao)供(gong)應(ying),現(xian)就加強電力(li)可(ke)(ke)靠(kao)性(xing)管(guan)理工作提出以(yi)下意見(jian)。
一(yi)、充分認識加(jia)強電(dian)力可靠性(xing)管理工作(zuo)的重要性(xing)
電(dian)(dian)(dian)力(li)(li)(li)(li)(li)可靠性(xing)管(guan)理(li)是保(bao)障(zhang)電(dian)(dian)(dian)力(li)(li)(li)(li)(li)安(an)全可靠供(gong)應的(de)(de)重(zhong)(zhong)要基(ji)礎(chu)。電(dian)(dian)(dian)力(li)(li)(li)(li)(li)供(gong)應事(shi)關經濟發展全局和社會穩定大(da)局,是關系民生的(de)(de)大(da)事(shi)。現階段我國工(gong)業化城(cheng)鎮化深入推進,電(dian)(dian)(dian)力(li)(li)(li)(li)(li)需求持續(xu)增長,保(bao)障(zhang)電(dian)(dian)(dian)力(li)(li)(li)(li)(li)供(gong)應是電(dian)(dian)(dian)力(li)(li)(li)(li)(li)管(guan)理(li)工(gong)作(zuo)的(de)(de)重(zhong)(zhong)中之重(zhong)(zhong)。電(dian)(dian)(dian)力(li)(li)(li)(li)(li)可靠性(xing)管(guan)理(li)是電(dian)(dian)(dian)力(li)(li)(li)(li)(li)生產運行管(guan)理(li)和技術(shu)管(guan)理(li)的(de)(de)核心(xin)手段,基(ji)本(ben)任務是維護電(dian)(dian)(dian)力(li)(li)(li)(li)(li)系統的(de)(de)充(chong)裕性(xing)和安(an)全性(xing),應為保(bao)障(zhang)電(dian)(dian)(dian)力(li)(li)(li)(li)(li)供(gong)應提(ti)供(gong)系統性(xing)工(gong)作(zuo)方案(an)。
電(dian)力(li)可(ke)靠性(xing)管(guan)(guan)理是保(bao)障社會(hui)經濟發展的重要(yao)手(shou)段。進入(ru)新時代,人民(min)追求美好(hao)生活對電(dian)力(li)的需求已經從“用(yong)上電(dian)”變成(cheng)“用(yong)好(hao)電(dian)”,黨中央、國務院在脫貧攻(gong)堅、鄉村(cun)振興、優化(hua)營商(shang)環境等(deng)民(min)生決策部署也(ye)對電(dian)力(li)可(ke)靠性(xing)管(guan)(guan)理提出更(geng)高要(yao)求和明確目標(biao),電(dian)力(li)可(ke)靠性(xing)管(guan)(guan)理已成(cheng)為提升電(dian)力(li)普遍服務水平、支(zhi)撐(cheng)社會(hui)經濟高質量發展的重要(yao)手(shou)段。
電(dian)力(li)(li)可靠性管理(li)是推動建(jian)設新(xin)型(xing)電(dian)力(li)(li)系統(tong)的重要保障(zhang)。近年來,我國電(dian)力(li)(li)工(gong)業(ye)發生了(le)巨大變化(hua),電(dian)力(li)(li)體制改革全面(mian)提速(su),新(xin)能源(yuan)和(he)分布式能源(yuan)快速(su)發展,電(dian)力(li)(li)系統(tong)安全穩(wen)定運(yun)行面(mian)臨(lin)新(xin)的形(xing)勢和(he)挑戰。為有效(xiao)應(ying)對新(xin)形(xing)勢,推動構建(jian)新(xin)型(xing)電(dian)力(li)(li)系統(tong)和(he)實現“雙碳”目標,需要進一步發揮電(dian)力(li)(li)可靠性管理(li)的作用,保障(zhang)電(dian)力(li)(li)系統(tong)安全穩(wen)定運(yun)行和(he)高質(zhi)量發展。
二(er)、完善(shan)電力可靠性監督(du)管(guan)理(li)工作體系
(一(yi))國家(jia)能(neng)源(yuan)局(ju)派出(chu)機構、地方政府能(neng)源(yuan)管(guan)(guan)(guan)理(li)部(bu)門和(he)(he)電(dian)力運行管(guan)(guan)(guan)理(li)部(bu)門根(gen)據各(ge)自職責(ze)和(he)(he)國家(jia)有關規(gui)定負責(ze)轄區內的電(dian)力可靠(kao)性監(jian)督管(guan)(guan)(guan)理(li)。進(jin)一(yi)步厘(li)清各(ge)自電(dian)力可靠(kao)性監(jian)督管(guan)(guan)(guan)理(li)職責(ze),明確工作內容、目(mu)標、流(liu)程和(he)(he)責(ze)任,加強監(jian)管(guan)(guan)(guan)人(ren)員力量配備,切實(shi)提升專業監(jian)管(guan)(guan)(guan)能(neng)力和(he)(he)效率(lv)。
(二)國家能源(yuan)局派出機構要定(ding)期組織對轄區內的電力(li)(li)可(ke)靠(kao)性(xing)進行(xing)評(ping)(ping)價、評(ping)(ping)估和(he)(he)預測,及(ji)時發(fa)布相關可(ke)靠(kao)性(xing)信(xin)息和(he)(he)指標(biao)。加(jia)大電力(li)(li)可(ke)靠(kao)性(xing)監督檢查力(li)(li)度,監督指導電力(li)(li)企業排查治理(li)(li)電力(li)(li)可(ke)靠(kao)性(xing)管(guan)理(li)(li)中發(fa)現的風險(xian)和(he)(he)隱患,依法依規嚴肅調查處理(li)(li)瞞報、謊報電力(li)(li)可(ke)靠(kao)性(xing)信(xin)息的行(xing)為和(he)(he)造成嚴重影(ying)響的電力(li)(li)可(ke)靠(kao)性(xing)事件(jian)。
(三(san))省級(ji)(ji)政府(fu)能源管(guan)理(li)(li)(li)部門(men)和電(dian)(dian)(dian)(dian)(dian)力(li)(li)運(yun)行管(guan)理(li)(li)(li)部門(men)要(yao)進一(yi)步(bu)健全地方各級(ji)(ji)政府(fu)電(dian)(dian)(dian)(dian)(dian)力(li)(li)可(ke)靠(kao)性監督(du)管(guan)理(li)(li)(li)工作(zuo)體系(xi),全面組織落實國(guo)家鄉村振(zhen)興、優化營商(shang)環境、電(dian)(dian)(dian)(dian)(dian)網升級(ji)(ji)改造等戰略部署中(zhong)的(de)相關電(dian)(dian)(dian)(dian)(dian)力(li)(li)可(ke)靠(kao)性要(yao)求(qiu)。加強(qiang)電(dian)(dian)(dian)(dian)(dian)力(li)(li)供需管(guan)理(li)(li)(li),做好(hao)燃料(liao)庫存、入庫水量(liang)的(de)監測分析和協(xie)調處理(li)(li)(li),科學(xue)實施電(dian)(dian)(dian)(dian)(dian)力(li)(li)需求(qiu)側(ce)管(guan)理(li)(li)(li)和有(you)序(xu)用電(dian)(dian)(dian)(dian)(dian),保障(zhang)電(dian)(dian)(dian)(dian)(dian)力(li)(li)可(ke)靠(kao)供應。扎實推動電(dian)(dian)(dian)(dian)(dian)力(li)(li)用戶可(ke)靠(kao)性管(guan)理(li)(li)(li)工作(zuo),監督(du)指導重要(yao)電(dian)(dian)(dian)(dian)(dian)力(li)(li)用戶排查(cha)治理(li)(li)(li)電(dian)(dian)(dian)(dian)(dian)力(li)(li)可(ke)靠(kao)性管(guan)理(li)(li)(li)中(zhong)發現的(de)風險和隱患(huan)。
(四)國家(jia)能(neng)源(yuan)局派出機構、地方政府能(neng)源(yuan)管(guan)理部門和(he)電(dian)力(li)運(yun)行管(guan)理部門要進一步完善(shan)電(dian)力(li)可靠性(xing)管(guan)理統籌(chou)(chou)協調(diao)(diao)工作機制(zhi),堅持統籌(chou)(chou)規劃、統籌(chou)(chou)部署、統籌(chou)(chou)推(tui)進。要建(jian)立聯席協調(diao)(diao)機制(zhi),定(ding)(ding)期分(fen)析、通(tong)報(bao)電(dian)力(li)供(gong)需和(he)電(dian)網運(yun)行情況(kuang),協調(diao)(diao)解決保障電(dian)力(li)供(gong)應和(he)電(dian)力(li)系統穩定(ding)(ding)運(yun)行面臨的問(wen)題(ti),確(que)保工作推(tui)動(dong)協調(diao)(diao)有(you)力(li)、信息溝通(tong)渠道暢(chang)通(tong),形成(cheng)工作合力(li)。
(五)國家能源局及其派出機(ji)構、地方政府能源管(guan)理(li)部門和電力運行(xing)(xing)(xing)管(guan)理(li)部門應(ying)及時處理(li)電力可(ke)靠(kao)性(xing)管(guan)理(li)投訴舉報(bao)。投訴舉報(bao)查實后確存在提供(gong)虛假、隱(yin)瞞重要可(ke)靠(kao)性(xing)信息等違(wei)法違(wei)規行(xing)(xing)(xing)為的,應(ying)依(yi)照《電力可(ke)靠(kao)性(xing)管(guan)理(li)辦法(暫行(xing)(xing)(xing))》第六十二(er)條和相(xiang)關規定處理(li),并納入電力行(xing)(xing)(xing)業信用體系進行(xing)(xing)(xing)管(guan)理(li)。
三、落(luo)實電(dian)力企業可靠性管理(li)主(zhu)體責任
(一)電力(li)(li)(li)企業是電力(li)(li)(li)可(ke)靠(kao)性管(guan)理工作的重要(yao)(yao)責(ze)任主體,其(qi)主要(yao)(yao)負(fu)責(ze)人是電力(li)(li)(li)可(ke)靠(kao)性管(guan)理第一責(ze)任人,要(yao)(yao)認真貫(guan)徹落(luo)實黨中央、國務(wu)院相關(guan)決策部署(shu)和電力(li)(li)(li)行業相關(guan)要(yao)(yao)求,建立健全電力(li)(li)(li)可(ke)靠(kao)性組織、制(zhi)度(du)、標準(zhun)體系(xi)和工作流程,加強技術力(li)(li)(li)量配備,推進(jin)科技創新和先(xian)進(jin)技術應用,切實提升電力(li)(li)(li)可(ke)靠(kao)性管(guan)理水平。
(二)電力(li)企業建立電力(li)可靠性全(quan)過程(cheng)管(guan)理機制,加強專業協同,形(xing)成(cheng)覆(fu)蓋電力(li)生產各環節的可靠性全(quan)過程(cheng)管(guan)理機制。
(三)建立重要電力設(she)(she)備(bei)(bei)(bei)分級管理(li)制度,構建設(she)(she)備(bei)(bei)(bei)標準化(hua)管理(li)流程(cheng),打通上下游信息共(gong)享渠道,強化(hua)設(she)(she)備(bei)(bei)(bei)缺陷(xian)特別是(shi)家族性缺陷(xian)的(de)排查(cha)治(zhi)理(li),建立電力企業在設(she)(she)備(bei)(bei)(bei)選型、監造、安裝調試、檢(jian)修維(wei)護、退(tui)役等(deng)環節(jie)的(de)全壽命周期管理(li)機制。鼓勵各地(di)區、各單位因地(di)制宜開(kai)展(zhan)(zhan)差異化(hua)檢(jian)修,探索開(kai)展(zhan)(zhan)以風險分析(xi)為(wei)(wei)基(ji)礎的(de)維(wei)修、以可靠性為(wei)(wei)中心的(de)檢(jian)修等(deng)設(she)(she)備(bei)(bei)(bei)檢(jian)修模式,確保檢(jian)修質量(liang)和效率,嚴防設(she)(she)備(bei)(bei)(bei)“帶病運行”。
(四)電(dian)(dian)(dian)(dian)網(wang)企業(ye)要優化(hua)(hua)安排電(dian)(dian)(dian)(dian)網(wang)運(yun)行(xing)(xing)方式(shi),做好電(dian)(dian)(dian)(dian)力供需分析和(he)生產運(yun)行(xing)(xing)調度,強化(hua)(hua)電(dian)(dian)(dian)(dian)網(wang)安全風險管(guan)控,優化(hua)(hua)運(yun)行(xing)(xing)調度,確保電(dian)(dian)(dian)(dian)力系統穩(wen)定運(yun)行(xing)(xing)和(he)電(dian)(dian)(dian)(dian)力可靠供應。發(fa)電(dian)(dian)(dian)(dian)企業(ye)要加強燃(ran)料、蓄水管(guan)控及(ji)風電(dian)(dian)(dian)(dian)、光伏功率預測,強化(hua)(hua)涉網(wang)安全管(guan)理,科(ke)學(xue)實施(shi)深度調峰(feng)靈活性改造,提高設(she)備運(yun)行(xing)(xing)可靠性,減少非計劃停(ting)運(yun)。電(dian)(dian)(dian)(dian)網(wang)企業(ye)要加大城鄉電(dian)(dian)(dian)(dian)力基礎設(she)施(shi)建設(she)力度,提升供電(dian)(dian)(dian)(dian)服務(wu)和(he)民生用電(dian)(dian)(dian)(dian)保障能力。
(五)供(gong)電(dian)企(qi)業要(yao)(yao)指(zhi)導(dao)電(dian)力用(yong)戶安(an)全(quan)用(yong)電(dian)、可靠(kao)用(yong)電(dian),消除設(she)備和涉網安(an)全(quan)隱患,預防電(dian)氣設(she)備事故。按規定為重(zhong)(zhong)要(yao)(yao)電(dian)力用(yong)戶提供(gong)相應的(de)供(gong)電(dian)電(dian)源(yuan),指(zhi)導(dao)和督促重(zhong)(zhong)要(yao)(yao)用(yong)戶安(an)全(quan)使用(yong)自(zi)備應急(ji)電(dian)源(yuan)。
四、鼓勵社(she)會各方(fang)積(ji)極(ji)參與電力(li)可靠性管理(li)
(一)鼓勵電(dian)力設備制造企(qi)業(ye)按照國家質量發展規劃和要求,加(jia)強(qiang)與(yu)電(dian)力企(qi)業(ye)的(de)信息(xi)共享和協調管控(kong),加(jia)大科技(ji)創新和產品(pin)(pin)開發力度,加(jia)強(qiang)產品(pin)(pin)可靠性設計、試驗及生產過程質量控(kong)制,從制造源頭提升設備可靠性水平。
(二)鼓勵電力企業(ye)、科研(yan)單位和電力用戶(hu)等(deng)根據(ju)電力規劃、建設、生產、供應、使用和設備制(zhi)造等(deng)工作需要,研(yan)究、開發(fa)和采用先進的(de)可(ke)靠性科學技(ji)術和管(guan)理方法,經實踐(jian)檢驗后推(tui)廣應用。對(dui)取得顯著(zhu)成績的(de)單位和個(ge)人,政府部門和相關電力企業(ye)可(ke)根據(ju)相關法律法規給予表(biao)彰獎勵。
(三)發(fa)揮行(xing)業協(xie)會、科研單(dan)位、技術咨(zi)詢機構等第三方機構的技術優勢(shi),積極參與電力可(ke)靠(kao)性管理工作,鼓勵行(xing)業協(xie)會開展(zhan)行(xing)業自律和服(fu)務(wu),增強交流與合作。
五(wu)、加強電力可(ke)靠性信息(xi)管(guan)理
(一(yi))電(dian)(dian)力可(ke)靠(kao)(kao)性(xing)信(xin)息(xi)(xi)實(shi)行統(tong)(tong)一(yi)管(guan)理(li)、分級負責。國(guo)(guo)家(jia)能(neng)(neng)源局(ju)建立(li)電(dian)(dian)力可(ke)靠(kao)(kao)性(xing)監督(du)管(guan)理(li)信(xin)息(xi)(xi)系統(tong)(tong),實(shi)施全國(guo)(guo)范圍內(nei)電(dian)(dian)力可(ke)靠(kao)(kao)性(xing)信(xin)息(xi)(xi)注冊(ce)、報送(song)、分析(xi)(xi)、評價、應用(yong)、核查(cha)等(deng)監督(du)管(guan)理(li)工(gong)作。國(guo)(guo)家(jia)能(neng)(neng)源局(ju)派出機構負責轄區內(nei)電(dian)(dian)力可(ke)靠(kao)(kao)性(xing)信(xin)息(xi)(xi)分析(xi)(xi)、發(fa)布(bu)和核查(cha)。
(二(er))電力(li)(li)企(qi)業(ye)應根據國家能源局有關規定,通過電力(li)(li)可靠性監督管理信(xin)息(xi)系統向國家能源局報送電力(li)(li)可靠性信(xin)息(xi)。
電(dian)力可靠性信息報送應當符合下列期限要求:
1.每月8日前報送上月火力發電(dian)(dian)機組主要(yao)設備、核(he)電(dian)(dian)機組、水力發電(dian)(dian)機組、輸變電(dian)(dian)設備、直流輸電(dian)(dian)系統(tong)以及(ji)供電(dian)(dian)系統(tong)用戶(hu)可靠性信息;
2.每季度(du)首月12日前報(bao)送上一季度(du)發(fa)電(dian)機(ji)組輔(fu)助設備、風力(li)發(fa)電(dian)場(chang)和(he)太陽能發(fa)電(dian)站的可靠性信息。
(三)電(dian)力(li)企(qi)業應每(mei)(mei)年(nian)(nian)(nian)對(dui)自身(shen)電(dian)力(li)可靠(kao)(kao)性管理(li)工作開(kai)展情況進行全面總(zong)結(jie),對(dui)發生的(de)電(dian)力(li)可靠(kao)(kao)性事件(jian)和(he)相關生產運行、技(ji)術(shu)管理(li)情況進行分(fen)析(xi),于每(mei)(mei)年(nian)(nian)(nian)2月15日(ri)前將上一年(nian)(nian)(nian)度(du)電(dian)力(li)可靠(kao)(kao)性管理(li)和(he)技(ji)術(shu)分(fen)析(xi)報(bao)告報(bao)送所在地國(guo)家能源局(ju)派出機構(gou)、省級政府能源管理(li)部(bu)門(men)和(he)電(dian)力(li)運行管理(li)部(bu)門(men),中央電(dian)力(li)企(qi)業總(zong)部(bu)于每(mei)(mei)年(nian)(nian)(nian)3月1日(ri)前報(bao)送國(guo)家能源局(ju)。
(四(si))省級電(dian)(dian)(dian)網(wang)企(qi)業應(ying)(ying)按照國(guo)(guo)家(jia)能源局(ju)有(you)關規定,每(mei)年(nian)對調度(du)管(guan)轄范圍內(nei)的(de)電(dian)(dian)(dian)力(li)供(gong)應(ying)(ying)情(qing)(qing)(qing)況(kuang)、電(dian)(dian)(dian)力(li)系統運行(xing)(xing)情(qing)(qing)(qing)況(kuang)和電(dian)(dian)(dian)網(wang)安(an)(an)全風險(xian)(xian)管(guan)控情(qing)(qing)(qing)況(kuang)進(jin)行(xing)(xing)評(ping)估分(fen)析(xi),對下一(yi)年(nian)的(de)電(dian)(dian)(dian)力(li)供(gong)應(ying)(ying)趨勢、電(dian)(dian)(dian)網(wang)安(an)(an)全風險(xian)(xian)辨識、電(dian)(dian)(dian)網(wang)運行(xing)(xing)方式安(an)(an)排等情(qing)(qing)(qing)況(kuang)進(jin)行(xing)(xing)預(yu)測預(yu)判,于每(mei)年(nian)1月(yue)份(fen)(fen)將(jiang)上一(yi)年(nian)度(du)電(dian)(dian)(dian)力(li)系統可靠性的(de)評(ping)估分(fen)析(xi)和本(ben)年(nian)度(du)的(de)預(yu)測預(yu)判情(qing)(qing)(qing)況(kuang)報(bao)國(guo)(guo)家(jia)能源局(ju)派出機(ji)構、省級政府(fu)能源管(guan)理部(bu)門(men)和電(dian)(dian)(dian)力(li)運行(xing)(xing)管(guan)理部(bu)門(men);中央電(dian)(dian)(dian)網(wang)企(qi)業總部(bu)于每(mei)年(nian)2月(yue)份(fen)(fen)報(bao)送國(guo)(guo)家(jia)能源局(ju)。
