近日,國(guo)家能源局在(zai)對十三屆全國(guo)人(ren)大五(wu)次(ci)會議(yi)第6274號建議(yi)【關于雙(shuang)碳戰略(lve)下區(qu)域(yu)能源結構(gou)調整轉型的(de)建議(yi)】的(de)答復中提(ti)及光熱發電。
答復指出,下一步將加快實(shi)施可再(zai)生(sheng)能(neng)源(yuan)替代行動(dong),促進新時代新能(neng)源(yuan)高質(zhi)量發(fa)展(zhan)。其(qi)中,要提升電(dian)力系統靈(ling)活調節能(neng)力。全面實(shi)施煤(mei)電(dian)機(ji)組靈(ling)活性改造,因地制宜(yi)建(jian)設天然氣調峰電(dian)站和發(fa)展(zhan)儲熱(re)型太(tai)陽(yang)能(neng)熱(re)發(fa)電(dian),推(tui)動(dong)氣電(dian)、太(tai)陽(yang)能(neng)熱(re)發(fa)電(dian)與風電(dian)、光伏(fu)發(fa)電(dian)融合發(fa)展(zhan)、聯合運行。

加快能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)結構(gou)(gou)(gou)轉型升級、促進區域能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)協調發(fa)展是貫(guan)徹新(xin)發(fa)展理(li)念(nian)、構(gou)(gou)(gou)建新(xin)發(fa)展格局(ju)的必然(ran)(ran)要求,對(dui)(dui)于落(luo)實(shi)碳(tan)達峰(feng)碳(tan)中和部署、構(gou)(gou)(gou)建現代(dai)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)體系具有重要意義(yi)。近(jin)年(nian)來,在(zai)“四(si)個(ge)革(ge)命(ming)、一個(ge)合(he)作(zuo)”能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)安(an)全新(xin)戰略指(zhi)引(yin)下,我國能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)生產消費(fei)低(di)碳(tan)轉型成效顯(xian)著,2021年(nian)天然(ran)(ran)氣、水電(dian)、核電(dian)、新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)發(fa)電(dian)等(deng)清潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消費(fei)比(bi)(bi)重提升至(zhi)25.5%,比(bi)(bi)2012年(nian)提高(gao)了(le)約11個(ge)百分點(dian)。區域能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)配置能(neng)(neng)(neng)(neng)(neng)力(li)顯(xian)著增強(qiang),“西電(dian)東送(song)、北煤(mei)南運(yun)、西氣東輸”的能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)流向格局(ju)進一步優化(hua)。近(jin)期(qi),我局(ju)會(hui)同有關(guan)部門印發(fa)了(le)《“十四(si)五(wu)(wu)”現代(dai)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)體系規劃》《“十四(si)五(wu)(wu)”可(ke)再生能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)發(fa)展規劃》《關(guan)于完善能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)綠色低(di)碳(tan)轉型體制(zhi)機制(zhi)和政(zheng)策措(cuo)施的意見》《關(guan)于促進新(xin)時代(dai)新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)高(gao)質量發(fa)展的實(shi)施方案》等(deng)政(zheng)策文件,對(dui)(dui)今后一段(duan)時期(qi)推(tui)動我國能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)結構(gou)(gou)(gou)調整作(zuo)了(le)系統部署。
一、關于促進煤炭清潔高效開發利用
煤(mei)(mei)炭是我國(guo)的(de)(de)主體能源,攸關國(guo)計民生和(he)能源安全(quan)。近年(nian)來,我局加快推動煤(mei)(mei)炭和(he)煤(mei)(mei)電供(gong)給側結構性改革,煤(mei)(mei)礦(kuang)綠色(se)智能化水平(ping)大幅提(ti)升,2021年(nian)全(quan)國(guo)120萬噸/年(nian)及以(yi)上(shang)大型(xing)煤(mei)(mei)礦(kuang)產量(liang)占80%以(yi)上(shang),清潔(jie)煤(mei)(mei)電供(gong)應體系加快形(xing)成。下一步,我們將(jiang)立(li)足以(yi)煤(mei)(mei)為主的(de)(de)基本國(guo)情,統籌推進(jin)煤(mei)(mei)炭清潔(jie)高效(xiao)生產和(he)利用。
一(yi)是優(you)化(hua)煤(mei)(mei)炭開發布局(ju)。統(tong)籌資源(yuan)稟賦、市(shi)場區(qu)位(wei)、環(huan)境容量(liang)、輸送(song)通道等因素,以發展先進優(you)質產(chan)能(neng)為重點(dian),有(you)序布局(ju)建設資源(yuan)條件好、競(jing)爭能(neng)力強、安全保障程(cheng)度高的(de)大(da)型現代化(hua)煤(mei)(mei)礦(kuang),增強全國煤(mei)(mei)炭跨(kua)區(qu)域(yu)供(gong)應(ying)保障能(neng)力。同(tong)時,結(jie)合煤(mei)(mei)炭生(sheng)(sheng)產(chan)、運(yun)輸和需求(qiu)格局(ju),構建煤(mei)(mei)炭供(gong)應(ying)保障長(chang)效機(ji)制(zhi),優(you)化(hua)調整煤(mei)(mei)炭運(yun)輸結(jie)構,提(ti)升重點(dian)煤(mei)(mei)炭供(gong)應(ying)保障基地(di)跨(kua)區(qu)域(yu)調運(yun)能(neng)力,滿足重點(dian)地(di)區(qu)、重點(dian)時段(duan)民生(sheng)(sheng)用煤(mei)(mei)保障的(de)運(yun)輸需求(qiu)。
二是(shi)加快煤(mei)(mei)(mei)(mei)炭產(chan)業升級改造。智能(neng)(neng)化建設(she)方(fang)面(mian)(mian)(mian),加快推動(dong)智能(neng)(neng)化技術(shu)與(yu)煤(mei)(mei)(mei)(mei)炭產(chan)業深(shen)度融合,針對不(bu)同(tong)煤(mei)(mei)(mei)(mei)層賦存(cun)條(tiao)件、不(bu)同(tong)災害類(lei)型,分(fen)類(lei)分(fen)級開(kai)展(zhan)智能(neng)(neng)化煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)(kuang)建設(she),實(shi)現(xian)煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)(kuang)“減人、增安(an)、提效”。綠(lv)色發展(zhan)方(fang)面(mian)(mian)(mian),推動(dong)煤(mei)(mei)(mei)(mei)炭企業實(shi)施(shi)清(qing)潔生產(chan),鼓勵(li)煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)(kuang)采(cai)用井下充填技術(shu)處(chu)置煤(mei)(mei)(mei)(mei)矸石,減少(shao)煤(mei)(mei)(mei)(mei)矸石排放量(liang),有條(tiao)件的(de)地區(qu)力(li)爭做到矸石不(bu)外排;堅持煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)(kuang)瓦(wa)斯(si)先抽(chou)(chou)(chou)后(hou)采(cai)、應抽(chou)(chou)(chou)盡抽(chou)(chou)(chou),推廣礦(kuang)(kuang)(kuang)區(qu)煤(mei)(mei)(mei)(mei)層氣地面(mian)(mian)(mian)預抽(chou)(chou)(chou)、采(cai)空區(qu)和關閉煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)(kuang)煤(mei)(mei)(mei)(mei)層氣抽(chou)(chou)(chou)采(cai),構建井下瓦(wa)斯(si)抽(chou)(chou)(chou)采(cai)與(yu)地面(mian)(mian)(mian)煤(mei)(mei)(mei)(mei)層氣開(kai)發相(xiang)結合的(de)瓦(wa)斯(si)綜合治理體(ti)系。
三(san)是(shi)推進(jin)煤(mei)電(dian)高效清潔發展。根據發展需要合理建設先進(jin)煤(mei)電(dian),新建項(xiang)目優先采用大(da)(da)容量、高參數(shu)、低能(neng)(neng)耗、調節(jie)(jie)能(neng)(neng)力好(hao)的(de)發電(dian)機(ji)組(zu)(zu)。優化(hua)提升(sheng)存(cun)量煤(mei)電(dian)機(ji)組(zu)(zu)結構,按照延(yan)壽運行、淘(tao)汰(tai)關停、“關而不拆(chai)”轉應(ying)急備用等方式分類處置,逐步(bu)有序淘(tao)汰(tai)煤(mei)電(dian)落后產(chan)能(neng)(neng),加大(da)(da)力度(du)規(gui)范管理和(he)整治燃(ran)煤(mei)自備電(dian)廠。大(da)(da)力實(shi)施煤(mei)電(dian)節(jie)(jie)能(neng)(neng)降碳改造、靈活性改造、供熱改造,提升(sheng)煤(mei)電(dian)機(ji)組(zu)(zu)清潔高效水平和(he)促進(jin)新能(neng)(neng)源(yuan)大(da)(da)規(gui)模發展。
二、關于優化可再生能源發展規劃與布局
近年來,我(wo)(wo)國可(ke)再生(sheng)(sheng)能源(yuan)(yuan)(yuan)實現(xian)跨越式發展,2021年可(ke)再生(sheng)(sheng)能源(yuan)(yuan)(yuan)發電(dian)裝機歷史性(xing)突破10億千瓦,風(feng)電(dian)、光伏發電(dian)、水電(dian)、生(sheng)(sheng)物質(zhi)發電(dian)裝機規模連續多(duo)年穩(wen)居世界第一(yi)。下(xia)一(yi)步,我(wo)(wo)們將加(jia)快(kuai)實施(shi)可(ke)再生(sheng)(sheng)能源(yuan)(yuan)(yuan)替代行動(dong),促進新(xin)時(shi)代新(xin)能源(yuan)(yuan)(yuan)高質(zhi)量(liang)發展。
一是推(tui)動(dong)(dong)可再生(sheng)(sheng)能源(yuan)規(gui)模(mo)(mo)化(hua)(hua)發(fa)(fa)(fa)(fa)(fa)展(zhan)。堅(jian)持(chi)集(ji)中(zhong)式(shi)和分布式(shi)開(kai)(kai)發(fa)(fa)(fa)(fa)(fa)并舉,推(tui)進建設大型風電光(guang)伏基地(di),加快分布式(shi)新(xin)能源(yuan)發(fa)(fa)(fa)(fa)(fa)展(zhan)。在“三(san)北”地(di)區(qu)優(you)化(hua)(hua)推(tui)動(dong)(dong)風電和光(guang)伏發(fa)(fa)(fa)(fa)(fa)電基地(di)化(hua)(hua)規(gui)模(mo)(mo)化(hua)(hua)開(kai)(kai)發(fa)(fa)(fa)(fa)(fa),在西南(nan)地(di)區(qu)統籌推(tui)進水風光(guang)綜合(he)開(kai)(kai)發(fa)(fa)(fa)(fa)(fa),在中(zhong)東南(nan)部地(di)區(qu)重點推(tui)動(dong)(dong)風電和光(guang)伏發(fa)(fa)(fa)(fa)(fa)電就(jiu)地(di)就(jiu)近開(kai)(kai)發(fa)(fa)(fa)(fa)(fa),在東部沿海地(di)區(qu)積極推(tui)進海上風電集(ji)群化(hua)(hua)開(kai)(kai)發(fa)(fa)(fa)(fa)(fa),穩步推(tui)動(dong)(dong)生(sheng)(sheng)物質能多元化(hua)(hua)開(kai)(kai)發(fa)(fa)(fa)(fa)(fa),積極推(tui)動(dong)(dong)地(di)熱能規(gui)模(mo)(mo)化(hua)(hua)開(kai)(kai)發(fa)(fa)(fa)(fa)(fa),穩妥推(tui)進海洋(yang)能示范化(hua)(hua)開(kai)(kai)發(fa)(fa)(fa)(fa)(fa)。

三是(shi)推(tui)動(dong)可(ke)再(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)技(ji)術(shu)創新(xin)(xin)和體(ti)制改革。狠抓綠(lv)色低碳技(ji)術(shu)攻(gong)關(guan),鞏固(gu)提升風(feng)(feng)電(dian)(dian)(dian)、光(guang)伏發(fa)電(dian)(dian)(dian)技(ji)術(shu)優勢,加(jia)快大型風(feng)(feng)電(dian)(dian)(dian)機組、深(shen)遠海域風(feng)(feng)電(dian)(dian)(dian)、高效率光(guang)伏電(dian)(dian)(dian)池、光(guang)熱發(fa)電(dian)(dian)(dian)等技(ji)術(shu)創新(xin)(xin)。加(jia)強新(xin)(xin)型儲(chu)能(neng)(neng)(neng)、氫(qing)能(neng)(neng)(neng)等前沿技(ji)術(shu)研究,推(tui)動(dong)儲(chu)能(neng)(neng)(neng)成本持續(xu)下降和規模化應用,開展(zhan)(zhan)可(ke)再(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)制氫(qing)示范(fan)。完(wan)善綠(lv)色低碳體(ti)制機制,推(tui)動(dong)可(ke)再(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)電(dian)(dian)(dian)有序參與電(dian)(dian)(dian)力(li)市(shi)場交易,試(shi)點開展(zhan)(zhan)綠(lv)色電(dian)(dian)(dian)力(li)交易。健全分布式電(dian)(dian)(dian)源(yuan)(yuan)(yuan)發(fa)展(zhan)(zhan)新(xin)(xin)機制,破除能(neng)(neng)(neng)源(yuan)(yuan)(yuan)新(xin)(xin)模式新(xin)(xin)業態在市(shi)場準入(ru)、投資運(yun)營、參與市(shi)場交易等方(fang)面存在的體(ti)制機制壁壘。
三、關于強化跨區域電力輸送能力建設
我(wo)國(guo)能(neng)(neng)源(yuan)生產(chan)和消費逆向(xiang)分(fen)布(bu)特征明顯,中東(dong)部(bu)是主要(yao)的能(neng)(neng)源(yuan)消費地(di)區,而重要(yao)能(neng)(neng)源(yuan)基(ji)地(di)主要(yao)分(fen)布(bu)在西部(bu)地(di)區,優化能(neng)(neng)源(yuan)發(fa)展(zhan)布(bu)局(ju)(ju)(ju)和流向(xiang)意義(yi)重大(da)(da)。“十(shi)四五”時(shi)期,我(wo)們(men)將優化能(neng)(neng)源(yuan)開發(fa)利用(yong)布(bu)局(ju)(ju)(ju),發(fa)揮能(neng)(neng)源(yuan)富集地(di)區戰略安全支撐作用(yong),加大(da)(da)能(neng)(neng)源(yuan)就近開發(fa)利用(yong),優化能(neng)(neng)源(yuan)輸(shu)送(song)格局(ju)(ju)(ju),創新電(dian)網結(jie)構(gou)形態和運行(xing)模式。
一是加(jia)強跨省區輸電通(tong)(tong)道建(jian)設。推動建(jian)成投產一批(pi)、開工建(jian)設一批(pi)、研究論證一批(pi)多能(neng)互補輸電通(tong)(tong)道。結合以(yi)沙(sha)漠、戈壁、荒漠地(di)區為重點的(de)大(da)型風(feng)電光伏基地(di)規劃建(jian)設情況,協(xie)調(diao)推動相關跨省跨區輸電通(tong)(tong)道前(qian)期工作,力爭(zheng)早日具備核準建(jian)設條件。同時(shi),進(jin)一步(bu)優化(hua)完(wan)善各區域(yu)特(te)高壓交流網架,不斷提升新能(neng)源外送供應水(shui)平和電力安(an)全保障(zhang)能(neng)力。
二是完善區(qu)域電(dian)網(wang)(wang)主(zhu)網(wang)(wang)架結構。構建規模合理、分層分區(qu)、安全(quan)(quan)可靠的(de)電(dian)力(li)系(xi)統(tong),堅(jian)持以區(qu)域電(dian)網(wang)(wang)為基礎、區(qu)域之間異(yi)步互聯的(de)全(quan)(quan)國聯網(wang)(wang)格局(ju),堅(jian)持跨(kua)區(qu)長距離大(da)型輸電(dian)通(tong)道(dao)以直流為主(zhu),通(tong)道(dao)送電(dian)容量(liang)充分考(kao)慮受端電(dian)網(wang)(wang)承受能(neng)力(li),提升電(dian)力(li)系(xi)統(tong)本質安全(quan)(quan)。推動各(ge)(ge)區(qu)域內部主(zhu)網(wang)(wang)架在現有(you)基礎上(shang)進一步延(yan)伸加強,實現各(ge)(ge)級電(dian)網(wang)(wang)協調均衡(heng)發展(zhan),各(ge)(ge)自形成清晰、合理的(de)主(zhu)網(wang)(wang)架結構,滿足電(dian)力(li)潮(chao)流交換需(xu)求,有(you)效(xiao)支撐系(xi)統(tong)安全(quan)(quan)穩定運行。
三是推動(dong)配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)升級(ji)改(gai)造和智(zhi)(zhi)能(neng)(neng)(neng)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)建(jian)設。結合國家鄉村振興戰略及新(xin)(xin)型城鎮化(hua)(hua)(hua)建(jian)設,優化(hua)(hua)(hua)完(wan)善配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)網(wang)(wang)(wang)架結構,建(jian)設更好滿足負荷增長、分(fen)布式電(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)接(jie)入和新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)消納的(de)配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)。持續推進配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)智(zhi)(zhi)能(neng)(neng)(neng)化(hua)(hua)(hua)改(gai)造,提高裝備(bei)標準化(hua)(hua)(hua)和配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)自動(dong)化(hua)(hua)(hua)水平。加快智(zhi)(zhi)能(neng)(neng)(neng)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)基礎設施建(jian)設,推動(dong)人工智(zhi)(zhi)能(neng)(neng)(neng)、大(da)數據等(deng)智(zhi)(zhi)能(neng)(neng)(neng)化(hua)(hua)(hua)技術在電(dian)(dian)(dian)(dian)(dian)力系統的(de)廣泛應用,建(jian)立多種能(neng)(neng)(neng)源(yuan)(yuan)聯(lian)合運行調度機制,不斷提高調度智(zhi)(zhi)能(neng)(neng)(neng)化(hua)(hua)(hua)、自動(dong)化(hua)(hua)(hua)水平。積(ji)極發展以消納新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)為(wei)主的(de)智(zhi)(zhi)能(neng)(neng)(neng)微電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang),實現與大(da)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)兼容互補(bu)。
四、關于加快生產和生活方式綠色轉型
實(shi)現碳(tan)(tan)(tan)(tan)達(da)峰碳(tan)(tan)(tan)(tan)中和(he)是一(yi)場(chang)廣泛而深刻的經(jing)濟社(she)會系統性(xing)變革(ge),需(xu)要加快推動(dong)生(sheng)產(chan)生(sheng)活方式(shi)綠色(se)低(di)(di)碳(tan)(tan)(tan)(tan)轉(zhuan)型。2021年10月國務院印發(fa)《2030年前碳(tan)(tan)(tan)(tan)達(da)峰行(xing)動(dong)方案》,提(ti)出重點(dian)(dian)實(shi)施能(neng)源綠色(se)低(di)(di)碳(tan)(tan)(tan)(tan)轉(zhuan)型行(xing)動(dong)、工業(ye)領域碳(tan)(tan)(tan)(tan)達(da)峰行(xing)動(dong)、交通(tong)運(yun)輸綠色(se)低(di)(di)碳(tan)(tan)(tan)(tan)行(xing)動(dong)、綠色(se)低(di)(di)碳(tan)(tan)(tan)(tan)全民行(xing)動(dong)等“碳(tan)(tan)(tan)(tan)達(da)峰十大(da)行(xing)動(dong)”,對生(sheng)產(chan)生(sheng)活方式(shi)綠色(se)低(di)(di)碳(tan)(tan)(tan)(tan)轉(zhuan)型作了系統部署。下一(yi)步,我們(men)將組(zu)織實(shi)施好各項重點(dian)(dian)行(xing)動(dong)。
一是加強工業(ye)(ye)領(ling)域節(jie)(jie)能和(he)(he)能效提(ti)升。加快(kuai)節(jie)(jie)能工藝技(ji)術裝備(bei)推(tui)廣應用,強化工業(ye)(ye)節(jie)(jie)能監(jian)察和(he)(he)節(jie)(jie)能診斷服務,促進(jin)工業(ye)(ye)領(ling)域節(jie)(jie)能提(ti)效和(he)(he)綠(lv)色低碳發展(zhan)(zhan)。持續實施再生資源綜合(he)(he)利用、光(guang)伏(fu)制造、鋰離子電(dian)池等行(xing)業(ye)(ye)規范,推(tui)動相關(guan)產業(ye)(ye)合(he)(he)理規劃布局和(he)(he)健康(kang)有序發展(zhan)(zhan)。進(jin)一步完善(shan)(shan)工業(ye)(ye)節(jie)(jie)能與綠(lv)色制造標準體(ti)系,開(kai)展(zhan)(zhan)能效對標達標和(he)(he)能效“領(ling)跑(pao)者”行(xing)動,優化完善(shan)(shan)首臺(套)重大技(ji)術裝備(bei)保險補償政策。
二是構建(jian)(jian)綠色低(di)碳交(jiao)通運(yun)(yun)輸體系。將綠色低(di)碳理念(nian)貫穿于(yu)交(jiao)通基礎設(she)(she)(she)施(shi)規(gui)劃、建(jian)(jian)設(she)(she)(she)、運(yun)(yun)營和維護全(quan)過(guo)程。以(yi)實施(shi)綠色公路(lu)建(jian)(jian)設(she)(she)(she)為載體,加快推(tui)(tui)進(jin)公路(lu)沿線充電基礎設(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she),加大公路(lu)路(lu)面材料循環(huan)利(li)用(yong)新技(ji)術的研發推(tui)(tui)廣力度。深入實施(shi)多式聯運(yun)(yun)示(shi)范(fan)工程,持續推(tui)(tui)進(jin)鐵路(lu)專用(yong)線建(jian)(jian)設(she)(she)(she)、大宗貨物運(yun)(yun)輸“公轉(zhuan)鐵”“公轉(zhuan)水”等重點任(ren)務。積極推(tui)(tui)動新能源(yuan)汽車在城市公交(jiao)等領(ling)(ling)域(yu)應(ying)用(yong),鼓勵重載卡車、船舶領(ling)(ling)域(yu)使(shi)用(yong)LNG等清潔(jie)燃(ran)料替代。實施(shi)港口岸電、空(kong)港陸電改造,加強交(jiao)通運(yun)(yun)輸行業清潔(jie)能源(yuan)供(gong)應(ying)保障。
三是實施綠(lv)色(se)(se)低(di)(di)(di)碳(tan)全民(min)行(xing)動。在全社會(hui)(hui)倡(chang)導(dao)節約用(yong)能(neng)(neng),增強全民(min)節約意(yi)識、環保(bao)意(yi)識、生(sheng)態(tai)意(yi)識,引(yin)導(dao)形(xing)成(cheng)簡約適(shi)度(du)、綠(lv)色(se)(se)低(di)(di)(di)碳(tan)的生(sheng)活方式,堅決(jue)遏制(zhi)不(bu)合理能(neng)(neng)源消費(fei)。深(shen)入開展綠(lv)色(se)(se)低(di)(di)(di)碳(tan)社會(hui)(hui)行(xing)動示范創建,營造綠(lv)色(se)(se)低(di)(di)(di)碳(tan)生(sheng)活新時尚。大力(li)倡(chang)導(dao)自(zi)行(xing)車(che)、公共交通工具等綠(lv)色(se)(se)出行(xing)方式。大力(li)發展綠(lv)色(se)(se)消費(fei),推廣(guang)綠(lv)色(se)(se)低(di)(di)(di)碳(tan)產(chan)(chan)品(pin),完善(shan)(shan)節能(neng)(neng)低(di)(di)(di)碳(tan)產(chan)(chan)品(pin)認證與標識制(zhi)度(du)。完善(shan)(shan)節能(neng)(neng)家電、高效照明(ming)產(chan)(chan)品(pin)等推廣(guang)機制(zhi),以京津(jin)冀、長(chang)三角(jiao)、粵(yue)港澳等區域為重點(dian),鼓勵建立家庭(ting)用(yong)能(neng)(neng)智慧化管理系統。
