近日(ri),內蒙(meng)古自治(zhi)區發(fa)展和改革(ge)委員會對外(wai)發(fa)布《關于(yu)完(wan)善能(neng)耗強度和總量雙控政策保(bao)障“穩中求(qiu)進”高質量發(fa)展的通知》。
其(qi)中實行(xing)能耗總量彈性管(guan)理方面(mian)指(zhi)出(chu),將(jiang)落實不(bu)需(xu)(xu)辦理節能審(shen)查(cha)的項(xiang)目政策。做好項(xiang)目節能審(shen)查(cha)“放管(guan)服”,按照(zhao)國(guo)家發展改革(ge)委《不(bu)單獨進行(xing)節能審(shen)查(cha)的行(xing)業(ye)目錄》(發改環資規〔2017〕1975號)相關規定,對(dui)風電(dian)(dian)站、光伏電(dian)(dian)站(光熱)、水電(dian)(dian)站、抽水蓄能電(dian)(dian)站、核電(dian)(dian)站、生物質能、地熱能、電(dian)(dian)網工程、輸油管(guan)網、輸氣管(guan)網、水利、鐵路(含(han)獨立鐵路橋梁、隧(sui)道(dao))、公路、城市道(dao)路、信(xin)息(通(tong)信(xin))網絡(不(bu)含(han)數據中心)、電(dian)(dian)子政務、衛星地面(mian)系統項(xiang)目,不(bu)需(xu)(xu)辦理節能審(shen)查(cha)。

內蒙古自治區發展和改革委員會關于完善能耗強度和總量雙控政策保障“穩中求進”高質量發展的通知
各(ge)盟行政公署、市人民政府,自治區(qu)各(ge)有關委、辦、廳、局,各(ge)有關事業單(dan)位:
為深(shen)入貫(guan)徹中央經(jing)(jing)濟工(gong)作會議精神,落實自(zi)治區黨委、政(zheng)府工(gong)作部(bu)署(shu),根據國務院《“十四五(wu)”節(jie)能減排綜(zong)合(he)工(gong)作方(fang)案(an)(an)》(國發〔2021〕33號(hao)(hao))、國家發展(zhan)改革委《完善(shan)能源消費強(qiang)度和總(zong)量(liang)雙(shuang)控制度方(fang)案(an)(an)》(發改環資〔2021〕1310號(hao)(hao))及自(zi)治區《2022年堅持穩中求(qiu)進推動產業高質(zhi)量(liang)發展(zhan)政(zheng)策清單》(內政(zheng)發〔2022〕7號(hao)(hao)),經(jing)(jing)自(zi)治區人民政(zheng)府同意,現就(jiu)優化完善(shan)能耗(hao)強(qiang)度和總(zong)量(liang)雙(shuang)控制度、保障“穩中求(qiu)進”高質(zhi)量(liang)發展(zhan)有關事宜(yi)通(tong)知如(ru)下。
一、總體原則
堅持穩(wen)字當頭、穩(wen)中求進,統籌處理好節能(neng)(neng)降耗(hao)(hao)(hao)和(he)經(jing)濟社會發(fa)(fa)展(zhan)(zhan)的關系,按照(zhao)“能(neng)(neng)耗(hao)(hao)(hao)強(qiang)(qiang)(qiang)度嚴格控制(zhi)(zhi)、能(neng)(neng)耗(hao)(hao)(hao)總(zong)量(liang)彈(dan)性管(guan)(guan)理”的原則,進一步優(you)化完善能(neng)(neng)耗(hao)(hao)(hao)強(qiang)(qiang)(qiang)度和(he)總(zong)量(liang)雙控制(zhi)(zhi)度,加強(qiang)(qiang)(qiang)能(neng)(neng)耗(hao)(hao)(hao)強(qiang)(qiang)(qiang)度約束(shu)(shu)性管(guan)(guan)理,有效增強(qiang)(qiang)(qiang)能(neng)(neng)耗(hao)(hao)(hao)總(zong)量(liang)管(guan)(guan)理彈(dan)性,合理保(bao)障(zhang)重大項(xiang)目用能(neng)(neng)需求,堅決(jue)遏制(zhi)(zhi)“兩高(gao)”項(xiang)目低水(shui)平盲目發(fa)(fa)展(zhan)(zhan),強(qiang)(qiang)(qiang)化能(neng)(neng)耗(hao)(hao)(hao)雙控對高(gao)質量(liang)發(fa)(fa)展(zhan)(zhan)的支撐保(bao)障(zhang),健全激勵約束(shu)(shu)機制(zhi)(zhi),確保(bao)完成(cheng)“十四五”能(neng)(neng)耗(hao)(hao)(hao)強(qiang)(qiang)(qiang)度降低目標任務,推動全區堅定不移走好以生態優(you)先、綠色發(fa)(fa)展(zhan)(zhan)為導向(xiang)的高(gao)質量(liang)發(fa)(fa)展(zhan)(zhan)新路(lu)子。
二(er)、優化能耗雙控目標管理方(fang)式
(一(yi))優化盟(meng)市(shi)(shi)能(neng)(neng)耗(hao)強度(du)(du)(du)目(mu)標(biao)(biao)設置。自治(zhi)(zhi)區(qu)對(dui)各(ge)(ge)盟(meng)市(shi)(shi)“十(shi)四五(wu)(wu)”能(neng)(neng)耗(hao)強度(du)(du)(du)降(jiang)(jiang)低(di)實行(xing)“基本目(mu)標(biao)(biao)+激勵目(mu)標(biao)(biao)”雙目(mu)標(biao)(biao)管(guan)理,其中能(neng)(neng)耗(hao)強度(du)(du)(du)降(jiang)(jiang)低(di)基本目(mu)標(biao)(biao)為(wei)約束性指標(biao)(biao)。以能(neng)(neng)源產出率為(wei)重要依(yi)據,綜合(he)考慮發展階段等(deng)因素(su),科學合(he)理分(fen)解確定(ding)各(ge)(ge)盟(meng)市(shi)(shi)“十(shi)四五(wu)(wu)”能(neng)(neng)耗(hao)強度(du)(du)(du)降(jiang)(jiang)低(di)目(mu)標(biao)(biao),確保各(ge)(ge)盟(meng)市(shi)(shi)支撐(cheng)自治(zhi)(zhi)區(qu)完成(cheng)“十(shi)四五(wu)(wu)”能(neng)(neng)耗(hao)強度(du)(du)(du)降(jiang)(jiang)低(di)約束性目(mu)標(biao)(biao)。自治(zhi)(zhi)區(qu)按照各(ge)(ge)盟(meng)市(shi)(shi)“十(shi)四五(wu)(wu)”目(mu)標(biao)(biao)完成(cheng)進度(du)(du)(du),分(fen)解下達(da)各(ge)(ge)盟(meng)市(shi)(shi)年度(du)(du)(du)能(neng)(neng)耗(hao)強度(du)(du)(du)降(jiang)(jiang)低(di)目(mu)標(biao)(biao)任務。
(二)完善盟市(shi)(shi)(shi)能耗(hao)總(zong)量(liang)指標(biao)(biao)確定方式。各盟市(shi)(shi)(shi)根(gen)據自治區(qu)下達的(de)能耗(hao)強度(du)(du)降低年度(du)(du)目(mu)(mu)標(biao)(biao)和本地(di)區(qu)生產(chan)總(zong)值(zhi)增(zeng)速年度(du)(du)目(mu)(mu)標(biao)(biao),合理(li)確定本地(di)區(qu)能耗(hao)總(zong)量(liang)年度(du)(du)目(mu)(mu)標(biao)(biao)。能耗(hao)總(zong)量(liang)目(mu)(mu)標(biao)(biao)為預(yu)期(qi)性指標(biao)(biao),經(jing)濟增(zeng)速超(chao)過預(yu)期(qi)目(mu)(mu)標(biao)(biao)的(de)盟市(shi)(shi)(shi)可相應(ying)調整能耗(hao)總(zong)量(liang)目(mu)(mu)標(biao)(biao)。
三、實行能耗總量彈性管理
(三)落實(shi)國(guo)家(jia)重(zhong)大(da)(da)項(xiang)目能耗單(dan)列(lie)政策。對(dui)納(na)入國(guo)家(jia)能耗單(dan)列(lie)范圍的重(zhong)大(da)(da)項(xiang)目,其由國(guo)家(jia)承擔的能耗量不計入所在盟(meng)市“十四五”期(qi)間能耗強(qiang)度(du)和總量雙控考核。
(四(si)(si))實(shi)(shi)行自(zi)治(zhi)區(qu)重(zhong)大(da)項目能(neng)(neng)耗單(dan)列(lie)。制定自(zi)治(zhi)區(qu)《“十四(si)(si)五”重(zhong)大(da)項目能(neng)(neng)耗單(dan)列(lie)實(shi)(shi)施方案》,加強自(zi)治(zhi)區(qu)重(zhong)大(da)項目能(neng)(neng)耗指(zhi)標(biao)統籌。自(zi)治(zhi)區(qu)層面預留一定的能(neng)(neng)耗強度指(zhi)標(biao),對符合條(tiao)件的國家或(huo)自(zi)治(zhi)區(qu)規劃布(bu)局的重(zhong)大(da)項目實(shi)(shi)行能(neng)(neng)耗單(dan)列(lie),單(dan)列(lie)項目由自(zi)治(zhi)區(qu)承擔的能(neng)(neng)耗量(liang)不計入所在盟市“十四(si)(si)五”期間(jian)能(neng)(neng)耗強度和總量(liang)雙控考核。
(五)實(shi)行能耗(hao)強度降(jiang)低(di)激勵(li)性考(kao)(kao)核政策(ce)。對(dui)能耗(hao)強度降(jiang)低(di)達到自治區下達激勵(li)目標的盟市,其能耗(hao)總量在“十(shi)四五”期間(jian)能耗(hao)雙控考(kao)(kao)核中免(mian)予(yu)考(kao)(kao)核。
(六)新(xin)增可再生(sheng)能源消費量不納入能耗總量考核。以(yi)(yi)各盟市(shi)2020年可再生(sheng)能源電力(li)消費量為(wei)基數,對各盟市(shi)“十四五”期(qi)間新(xin)增的(de)可再生(sheng)能源電力(li)消費量,在能耗總量考核時(shi)予(yu)以(yi)(yi)扣除。
(七(qi))原料用能(neng)不(bu)納(na)(na)入能(neng)耗強度和總量雙(shuang)控(kong)考核。“十四五”期間,對各盟市(shi)原料用能(neng)不(bu)納(na)(na)入能(neng)耗強度和總量雙(shuang)控(kong)考核。原料用能(neng)具(ju)體包(bao)括(kuo)生(sheng)產烯烴(jing)、芳(fang)烴(jing)、化肥、農藥、醇類等產品過(guo)程中作(zuo)為原料或(huo)輔助材料使(shi)用、不(bu)作(zuo)為燃(ran)料和動力使(shi)用的(de)煤炭、石油、天然氣等能(neng)源產品消費。
四、優化評價考核和監測預警
(八(ba))優(you)化能(neng)耗雙(shuang)控評價考(kao)核(he)方式(shi)。調整優(you)化能(neng)耗雙(shuang)控考(kao)核(he)頻次,實行(xing)“年度評價、中(zhong)期評估、五年考(kao)核(he)”,能(neng)耗強度目標在“十(shi)四五”規劃期內統籌考(kao)核(he)。
(九)優化能耗雙控監(jian)測預(yu)警方式。充分考慮市場(chang)“淡旺季”、用能“峰(feng)谷季”等(deng)客(ke)觀規律,實行(xing)“季度監(jian)測、半(ban)年研判(pan)”,增強(qiang)監(jian)測預(yu)警的靈活性,加強(qiang)對高預(yu)警地區(qu)的窗(chuang)口(kou)指導(dao),避(bi)免采取短(duan)期(qi)簡單化行(xing)為(wei)。
五(wu)、改(gai)革完善(shan)固定(ding)資產投資項目(mu)節能(neng)審查制(zhi)度
(十)強(qiang)化(hua)新上項(xiang)目(mu)(mu)(mu)能(neng)(neng)耗(hao)(hao)(hao)(hao)強(qiang)度標(biao)(biao)桿(gan)引導(dao)。以確保自治區(qu)(qu)(qu)完成“十四五”能(neng)(neng)耗(hao)(hao)(hao)(hao)強(qiang)度降(jiang)低(di)約束性目(mu)(mu)(mu)標(biao)(biao)為核心(xin),按照(zhao)“一盟(市(shi))一策,標(biao)(biao)桿(gan)引導(dao)”的原則,對(dui)標(biao)(biao)各盟市(shi)2025年(nian)單位GDP能(neng)(neng)耗(hao)(hao)(hao)(hao)目(mu)(mu)(mu)標(biao)(biao)值(zhi),分盟市(shi)設(she)置新上項(xiang)目(mu)(mu)(mu)能(neng)(neng)耗(hao)(hao)(hao)(hao)強(qiang)度標(biao)(biao)桿(gan)值(zhi),合理保障低(di)能(neng)(neng)耗(hao)(hao)(hao)(hao)強(qiang)度優質項(xiang)目(mu)(mu)(mu)用能(neng)(neng)需求,有(you)效化(hua)解高能(neng)(neng)耗(hao)(hao)(hao)(hao)強(qiang)度項(xiang)目(mu)(mu)(mu)對(dui)地(di)(di)區(qu)(qu)(qu)能(neng)(neng)耗(hao)(hao)(hao)(hao)強(qiang)度的影響,強(qiang)化(hua)新上項(xiang)目(mu)(mu)(mu)對(dui)地(di)(di)區(qu)(qu)(qu)能(neng)(neng)耗(hao)(hao)(hao)(hao)強(qiang)度的影響評估,切實做好(hao)項(xiang)目(mu)(mu)(mu)節能(neng)(neng)審查與(yu)地(di)(di)區(qu)(qu)(qu)能(neng)(neng)耗(hao)(hao)(hao)(hao)雙控(kong)目(mu)(mu)(mu)標(biao)(biao)的銜接。
(十(shi)一(yi))合理保障(zhang)低能(neng)(neng)耗(hao)(hao)強(qiang)度(du)優質(zhi)項(xiang)目(mu)(mu)用(yong)能(neng)(neng)需(xu)求。對各盟市單位增加值能(neng)(neng)耗(hao)(hao)達到(dao)或(huo)低于(yu)本(ben)地(di)區能(neng)(neng)耗(hao)(hao)強(qiang)度(du)標(biao)桿值、有利于(yu)促(cu)進能(neng)(neng)耗(hao)(hao)強(qiang)度(du)降低的新上項(xiang)目(mu)(mu),原則上不(bu)需(xu)落實(shi)能(neng)(neng)耗(hao)(hao)指標(biao)。
(十(shi)二(er))有效化解高(gao)能耗強(qiang)(qiang)度(du)(du)項目(mu)對(dui)地區(qu)能耗強(qiang)(qiang)度(du)(du)的(de)影響(xiang)。對(dui)各盟市單(dan)位(wei)增(zeng)加值能耗高(gao)于本(ben)(ben)地區(qu)能耗強(qiang)(qiang)度(du)(du)標桿(gan)值的(de)新上項目(mu),須(xu)通過削減(jian)能耗存量、原料用能核(he)減(jian)、“高(gao)低搭配”(配套上馬“十(shi)四五”投產(chan)達(da)產(chan)的(de)低能耗強(qiang)(qiang)度(du)(du)項目(mu))等方式,對(dui)沖化解高(gao)能耗強(qiang)(qiang)度(du)(du)項目(mu)對(dui)本(ben)(ben)地區(qu)能耗強(qiang)(qiang)度(du)(du)的(de)影響(xiang)。
(十三)嚴(yan)格“兩(liang)(liang)高”項(xiang)(xiang)目(mu)(mu)(mu)節能(neng)(neng)(neng)審查。各盟市(shi)新上列入(ru)自(zi)治(zhi)區(qu)《堅決遏制“兩(liang)(liang)高”項(xiang)(xiang)目(mu)(mu)(mu)低水(shui)平(ping)(ping)盲目(mu)(mu)(mu)發展管(guan)(guan)控(kong)(kong)(kong)目(mu)(mu)(mu)錄(lu)》(以下(xia)簡稱(cheng)“《管(guan)(guan)控(kong)(kong)(kong)目(mu)(mu)(mu)錄(lu)》”)的(de)“兩(liang)(liang)高”項(xiang)(xiang)目(mu)(mu)(mu),在(zai)申請自(zi)治(zhi)區(qu)辦理節能(neng)(neng)(neng)審查時,需對(dui)項(xiang)(xiang)目(mu)(mu)(mu)建(jian)設必(bi)要性、產(chan)(chan)業政策符(fu)合性以及(ji)對(dui)地(di)區(qu)能(neng)(neng)(neng)耗(hao)(hao)雙控(kong)(kong)(kong)的(de)影響(xiang)等(deng)進(jin)(jin)行評(ping)估論證。新建(jian)、改擴(kuo)建(jian)《管(guan)(guan)控(kong)(kong)(kong)目(mu)(mu)(mu)錄(lu)》中的(de)“兩(liang)(liang)高”項(xiang)(xiang)目(mu)(mu)(mu),在(zai)符(fu)合新增(zeng)產(chan)(chan)能(neng)(neng)(neng)管(guan)(guan)控(kong)(kong)(kong)要求的(de)前提下(xia),必(bi)須(xu)(xu)達(da)(da)到(dao)“兩(liang)(liang)個先進(jin)(jin)”(即工藝技術(shu)裝備達(da)(da)到(dao)同行業先進(jin)(jin)水(shui)平(ping)(ping),單位產(chan)(chan)品能(neng)(neng)(neng)耗(hao)(hao)達(da)(da)到(dao)國家能(neng)(neng)(neng)效(xiao)標(biao)桿(gan)(gan)水(shui)平(ping)(ping)或先進(jin)(jin)標(biao)準);必(bi)須(xu)(xu)按照自(zi)治(zhi)區(qu)和(he)(he)所在(zai)盟市(shi)“雙重標(biao)桿(gan)(gan)”(即項(xiang)(xiang)目(mu)(mu)(mu)單位增(zeng)加(jia)值(zhi)能(neng)(neng)(neng)耗(hao)(hao)既要達(da)(da)到(dao)所在(zai)盟市(shi)標(biao)桿(gan)(gan)值(zhi),也要達(da)(da)到(dao)自(zi)治(zhi)區(qu)平(ping)(ping)均標(biao)桿(gan)(gan)值(zhi)),通過削減(jian)能(neng)(neng)(neng)耗(hao)(hao)存量、原料用(yong)能(neng)(neng)(neng)核減(jian)等(deng)方(fang)式,化解(jie)對(dui)自(zi)治(zhi)區(qu)和(he)(he)所在(zai)盟市(shi)能(neng)(neng)(neng)耗(hao)(hao)強度的(de)影響(xiang);必(bi)須(xu)(xu)通過削減(jian)能(neng)(neng)(neng)耗(hao)(hao)存量、原料用(yong)能(neng)(neng)(neng)核減(jian)、可(ke)再生能(neng)(neng)(neng)源利用(yong)等(deng)方(fang)式,全額落實能(neng)(neng)(neng)耗(hao)(hao)指標(biao)。
(十四)充分保障社會民生(sheng)環(huan)保項目用能(neng)需求(qiu)。對無增加值或低增加值的社會民生(sheng)和環(huan)保改造類(lei)項目,不需落實(shi)能(neng)耗指標。
(十五)強化(hua)項目(mu)(mu)能耗強度審(shen)(shen)(shen)核評(ping)(ping)估(gu)。強化(hua)新(xin)上項目(mu)(mu)對地區能耗強度的影響評(ping)(ping)估(gu),將項目(mu)(mu)增加(jia)值(zhi)審(shen)(shen)(shen)核評(ping)(ping)估(gu)納入節能審(shen)(shen)(shen)查第(di)三方評(ping)(ping)審(shen)(shen)(shen)范(fan)圍,從計算方法(fa)(fa)規(gui)范(fan)性(xing)、產(chan)品價(jia)格、成本(ben)合理性(xing)等方面對項目(mu)(mu)增加(jia)值(zhi)嚴格審(shen)(shen)(shen)核把(ba)關。工業(ye)生產(chan)性(xing)項目(mu)(mu),增加(jia)值(zhi)原則(ze)上采用生產(chan)法(fa)(fa)計算;其他項目(mu)(mu),增加(jia)值(zhi)原則(ze)上采用收入法(fa)(fa)計算。
(十(shi)六)落實(shi)能(neng)(neng)耗(hao)(hao)(hao)強度核減政策(ce)。對(dui)新上項(xiang)目原料用能(neng)(neng)等不納入地區(qu)能(neng)(neng)耗(hao)(hao)(hao)強度考核的能(neng)(neng)耗(hao)(hao)(hao)量,在項(xiang)目節能(neng)(neng)審(shen)查(cha)能(neng)(neng)耗(hao)(hao)(hao)強度影響評估(gu)時不計入單位(wei)增加值能(neng)(neng)耗(hao)(hao)(hao),不需化解對(dui)地區(qu)能(neng)(neng)耗(hao)(hao)(hao)強度的影響。
(十(shi)七)落實(shi)(shi)能耗總量彈(dan)性管(guan)理要求。根(gen)據各盟市“十(shi)四(si)(si)五”經(jing)濟增(zeng)長預(yu)期目標,統籌(chou)考慮(lv)經(jing)濟超預(yu)期增(zeng)長因素、預(yu)計新(xin)增(zeng)可(ke)再(zai)生能源消(xiao)費量情況,對(dui)各盟市“十(shi)四(si)(si)五”能耗總量按照區間(jian)值(zhi)實(shi)(shi)行彈(dan)性管(guan)理(能耗總量區間(jian)值(zhi)逐年滾動調整),對(dui)各盟市新(xin)上項目節能審(shen)查實(shi)(shi)行能耗總量影響彈(dan)性評估。
(十八)合理(li)釋(shi)放(fang)能(neng)(neng)(neng)(neng)耗(hao)削(xue)減量(liang)指(zhi)(zhi)標(biao)。各盟(meng)市可(ke)對(dui)標(biao)本地區新(xin)上項(xiang)目(mu)(mu)能(neng)(neng)(neng)(neng)耗(hao)強度標(biao)桿值(zhi),對(dui)已批復節能(neng)(neng)(neng)(neng)審查意見的“十四五”擬投產達產項(xiang)目(mu)(mu)能(neng)(neng)(neng)(neng)耗(hao)強度情況進行評估,經自治區節能(neng)(neng)(neng)(neng)審查機(ji)關審核后,為低能(neng)(neng)(neng)(neng)耗(hao)強度項(xiang)目(mu)(mu)配置的能(neng)(neng)(neng)(neng)耗(hao)削(xue)減量(liang)指(zhi)(zhi)標(biao)、以及為高(gao)能(neng)(neng)(neng)(neng)耗(hao)強度項(xiang)目(mu)(mu)配置的低于標(biao)桿值(zhi)部分的能(neng)(neng)(neng)(neng)耗(hao)削(xue)減量(liang)指(zhi)(zhi)標(biao),可(ke)合理(li)予(yu)以釋(shi)放(fang)。新(xin)釋(shi)放(fang)的能(neng)(neng)(neng)(neng)耗(hao)削(xue)減量(liang)指(zhi)(zhi)標(biao)優先支持(chi)符合高(gao)質量(liang)發展(zhan)導向、達到行業先進水平的重點產業鏈關鍵性項(xiang)目(mu)(mu)。
(十九)落實不(bu)需辦理(li)節能審(shen)查(cha)(cha)的項(xiang)(xiang)目(mu)(mu)政策。做(zuo)好(hao)項(xiang)(xiang)目(mu)(mu)節能審(shen)查(cha)(cha)“放(fang)管服(fu)”,按照國家發(fa)展改(gai)革委(wei)《不(bu)單獨(du)進行(xing)節能審(shen)查(cha)(cha)的行(xing)業目(mu)(mu)錄(lu)》(發(fa)改(gai)環資規(gui)〔2017〕1975號)相(xiang)關規(gui)定,對(dui)風電(dian)(dian)(dian)(dian)站(zhan)(zhan)、光(guang)伏(fu)電(dian)(dian)(dian)(dian)站(zhan)(zhan)(光(guang)熱)、水(shui)電(dian)(dian)(dian)(dian)站(zhan)(zhan)、抽水(shui)蓄能電(dian)(dian)(dian)(dian)站(zhan)(zhan)、核(he)電(dian)(dian)(dian)(dian)站(zhan)(zhan)、生物(wu)質能、地(di)熱能、電(dian)(dian)(dian)(dian)網(wang)工(gong)程、輸(shu)(shu)油(you)管網(wang)、輸(shu)(shu)氣(qi)管網(wang)、水(shui)利、鐵路(lu)(含獨(du)立鐵路(lu)橋梁(liang)、隧道(dao))、公路(lu)、城市道(dao)路(lu)、信息(通信)網(wang)絡(不(bu)含數據(ju)中(zhong)心)、電(dian)(dian)(dian)(dian)子政務、衛星地(di)面系統(tong)項(xiang)(xiang)目(mu)(mu),不(bu)需辦理(li)節能審(shen)查(cha)(cha)。
(二十(shi))嚴格項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)節(jie)(jie)(jie)能(neng)(neng)驗收(shou)管理(li)。項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建設(she)單位(wei)應在(zai)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建成試生產(chan)之日起(qi)6個(ge)月內,自(zi)行(xing)(xing)或委托第三方(fang)機(ji)(ji)構對項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)節(jie)(jie)(jie)能(neng)(neng)審(shen)查(cha)(cha)意見落實情況進行(xing)(xing)驗收(shou),并(bing)向(xiang)節(jie)(jie)(jie)能(neng)(neng)審(shen)查(cha)(cha)意見批(pi)復機(ji)(ji)關(guan)報送節(jie)(jie)(jie)能(neng)(neng)驗收(shou)報告。盟市、旗(qi)縣節(jie)(jie)(jie)能(neng)(neng)審(shen)查(cha)(cha)機(ji)(ji)關(guan)合規批(pi)復的設(she)計(ji)能(neng)(neng)耗(hao)(hao)(等價值(zhi))1萬噸(dun)標(biao)(biao)準(zhun)煤(mei)以(yi)上的“十(shi)四(si)五(wu)”建成投產(chan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu),節(jie)(jie)(jie)能(neng)(neng)驗收(shou)報告須同步(bu)報送自(zi)治區節(jie)(jie)(jie)能(neng)(neng)主管部(bu)(bu)門。對自(zi)治區節(jie)(jie)(jie)能(neng)(neng)審(shen)查(cha)(cha)機(ji)(ji)關(guan)2021年(nian)以(yi)來(lai)批(pi)復的項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu),盟市節(jie)(jie)(jie)能(neng)(neng)審(shen)查(cha)(cha)機(ji)(ji)關(guan)應會同相(xiang)關(guan)部(bu)(bu)門對項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)能(neng)(neng)耗(hao)(hao)指標(biao)(biao)承諾或化(hua)(hua)解能(neng)(neng)耗(hao)(hao)強度措施(shi)落實情況進行(xing)(xing)核(he)查(cha)(cha),出具核(he)查(cha)(cha)意見并(bing)報自(zi)治區節(jie)(jie)(jie)能(neng)(neng)審(shen)查(cha)(cha)機(ji)(ji)關(guan)。未(wei)履(lv)行(xing)(xing)節(jie)(jie)(jie)能(neng)(neng)驗收(shou)程序、未(wei)落實能(neng)(neng)耗(hao)(hao)指標(biao)(biao)承諾或化(hua)(hua)解能(neng)(neng)耗(hao)(hao)強度影(ying)響措施(shi)的項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu),不得投產(chan)運行(xing)(xing)。設(she)計(ji)能(neng)(neng)耗(hao)(hao)(等價值(zhi))1萬噸(dun)標(biao)(biao)準(zhun)煤(mei)以(yi)上的重(zhong)點用能(neng)(neng)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu),建成投產(chan)后要(yao)及時納入自(zi)治區能(neng)(neng)耗(hao)(hao)在(zai)線監(jian)測(ce)平臺,實行(xing)(xing)動態(tai)監(jian)測(ce)管理(li)。
(二十一(yi))實行(xing)項(xiang)目節能(neng)(neng)審查與地區能(neng)(neng)耗(hao)雙控(kong)目標完成情況掛鉤機制。強(qiang)化“十四五”能(neng)(neng)耗(hao)雙控(kong)年度評價和中期評估(gu)結(jie)果(guo)運用(yong),對能(neng)(neng)耗(hao)強(qiang)度降低目標完成進度嚴重滯后、能(neng)(neng)耗(hao)總量已接近或突(tu)破“十四五”彈性管(guan)理區間值的地區,實施(shi)《管(guan)控(kong)目錄》“兩高”項(xiang)目和高能(neng)(neng)耗(hao)強(qiang)度項(xiang)目緩批限批,直至能(neng)(neng)耗(hao)雙控(kong)形(xing)勢(shi)好轉后予(yu)以解(jie)除(chu)。
(二十二)推(tui)動已(yi)批復(fu)節能(neng)(neng)審(shen)查意(yi)(yi)見項(xiang)(xiang)目加快開工建(jian)設。各地區(qu)要加強對已(yi)批復(fu)節能(neng)(neng)審(shen)查意(yi)(yi)見項(xiang)(xiang)目的調度監(jian)測,做好督(du)促指導,推(tui)動各項(xiang)(xiang)前期手續齊備的項(xiang)(xiang)目盡早開工建(jian)設,加快形(xing)成有(you)效投(tou)資。對批復(fu)節能(neng)(neng)審(shen)查意(yi)(yi)見后“應開未開”、“開而(er)不建(jian)”的項(xiang)(xiang)目,自(zi)治區(qu)節能(neng)(neng)審(shen)查機(ji)關將視情研究將項(xiang)(xiang)目列入預(yu)回收(shou)庫,防止“批而(er)不建(jian)”、空置能(neng)(neng)耗指標現象。
六、完善用能預算管(guan)理(li)制度
(二十三)完善(shan)(shan)以(yi)(yi)能(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)強(qiang)度(du)平衡為(wei)核心(xin)的(de)(de)用(yong)能(neng)(neng)(neng)預(yu)算(suan)管理(li)(li)制度(du)。在自(zi)治區《能(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)預(yu)算(suan)管理(li)(li)實(shi)施方案(2021年版)》的(de)(de)基(ji)礎上,以(yi)(yi)能(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)強(qiang)度(du)平衡為(wei)核心(xin),進一步(bu)改(gai)進完善(shan)(shan)用(yong)能(neng)(neng)(neng)預(yu)算(suan)管理(li)(li)制度(du)。各盟市(shi)須(xu)將本(ben)地區“十四五”擬(ni)投(tou)產(chan)達(da)產(chan)的(de)(de)重(zhong)點用(yong)能(neng)(neng)(neng)項目全部納入能(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)強(qiang)度(du)預(yu)算(suan)管理(li)(li),通過削減能(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)存量、原料(liao)用(yong)能(neng)(neng)(neng)核減、低(di)能(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)強(qiang)度(du)項目對沖等方式(shi),確(que)保重(zhong)點用(yong)能(neng)(neng)(neng)項目單位增加值能(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)與本(ben)地區“十四五”能(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)強(qiang)度(du)降低(di)目標平衡銜接。
七、嚴格“兩(liang)高”項目管(guan)理(li)
(二十四)完(wan)善(shan)細化(hua)“兩高(gao)”項(xiang)目(mu)(mu)范圍邊界。科學準(zhun)確把(ba)握堅決遏(e)制高(gao)耗能(neng)、高(gao)排放項(xiang)目(mu)(mu)低水(shui)平盲目(mu)(mu)發展工(gong)作要求(qiu),以(yi)石化(hua)、焦化(hua)、化(hua)工(gong)、煤(mei)化(hua)工(gong)、建(jian)材、鋼(gang)鐵、有色、煤(mei)電(dian)八(ba)大行業(ye)設計能(neng)耗(等價(jia)值(zhi))5萬噸標(biao)準(zhun)煤(mei)以(yi)上的生產性項(xiang)目(mu)(mu)為重點,區分遏(e)制和(he)鼓(gu)勵(li)、上游(you)和(he)下游(you)(初級原料和(he)延伸加工(gong))、傳統低端和(he)新(xin)型高(gao)端、高(gao)能(neng)耗強(qiang)度(du)和(he)低能(neng)耗強(qiang)度(du),完(wan)善(shan)細化(hua)“兩高(gao)”項(xiang)目(mu)(mu)范圍邊界和(he)甄別標(biao)準(zhun),強(qiang)化(hua)精準(zhun)識別管理。
(二十五)調整優(you)化“兩(liang)高(gao)”項目(mu)準入管理。堅(jian)持“嚴控增(zeng)量、優(you)化存量”的總體(ti)要求,建立自(zi)治區(qu)《堅(jian)決遏制(zhi)“兩(liang)高(gao)”項目(mu)低(di)水平(ping)盲(mang)目(mu)發展(zhan)管控目(mu)錄》,繼續(xu)對部分傳統低(di)端“兩(liang)高(gao)”行(xing)業(ye)實施新增(zeng)產能管控政(zheng)策(ce)。適應國(guo)家新興(xing)產業(ye)發展(zhan)政(zheng)策(ce)導向、環保政(zheng)策(ce)要求、初級產品(pin)供(gong)給保障(zhang)和(he)產業(ye)鏈(lian)供(gong)應鏈(lian)穩定需要,調整修訂自(zi)治區(qu)《關于確保完成“十四五”能耗雙控目(mu)標任務若干保障(zhang)措施》。
八、強化節能事中事后監管
(二十六)加大節(jie)(jie)能(neng)(neng)監(jian)(jian)(jian)察(cha)力(li)度。各(ge)(ge)級節(jie)(jie)能(neng)(neng)主(zhu)管部門要加強(qiang)對(dui)節(jie)(jie)能(neng)(neng)監(jian)(jian)(jian)察(cha)工(gong)作(zuo)的(de)統籌協調和組織推(tui)動(dong),探索(suo)建(jian)立跨部門聯動(dong)的(de)節(jie)(jie)能(neng)(neng)監(jian)(jian)(jian)察(cha)工(gong)作(zuo)機制(zhi),形成工(gong)作(zuo)合(he)力(li)。各(ge)(ge)級節(jie)(jie)能(neng)(neng)監(jian)(jian)(jian)察(cha)機構(gou)要結合(he)地區實際制(zhi)定年度節(jie)(jie)能(neng)(neng)監(jian)(jian)(jian)察(cha)計劃,聚焦(jiao)“兩(liang)高(gao)”項目節(jie)(jie)能(neng)(neng)審查制(zhi)度執(zhi)行(xing)情(qing)況(kuang)、單位產品能(neng)(neng)耗(hao)限額標準(zhun)及(ji)高(gao)耗(hao)能(neng)(neng)行(xing)業(ye)重(zhong)(zhong)(zhong)點(dian)(dian)領域(yu)能(neng)(neng)效標桿(gan)水平和基準(zhun)水平執(zhi)行(xing)情(qing)況(kuang)、用(yong)(yong)(yong)能(neng)(neng)設備和生產工(gong)藝淘汰制(zhi)度執(zhi)行(xing)情(qing)況(kuang)、重(zhong)(zhong)(zhong)點(dian)(dian)用(yong)(yong)(yong)能(neng)(neng)單位節(jie)(jie)能(neng)(neng)管理(li)制(zhi)度執(zhi)行(xing)情(qing)況(kuang)、節(jie)(jie)能(neng)(neng)服務(wu)機構(gou)開(kai)展服務(wu)情(qing)況(kuang)等(deng)重(zhong)(zhong)(zhong)點(dian)(dian)內容,以年綜(zong)合(he)能(neng)(neng)源消費量(liang)10萬(wan)噸標準(zhun)煤(mei)及(ji)以上(shang)的(de)重(zhong)(zhong)(zhong)點(dian)(dian)用(yong)(yong)(yong)能(neng)(neng)單位和5萬(wan)噸標準(zhun)煤(mei)及(ji)以上(shang)的(de)固定資產投(tou)資項目為重(zhong)(zhong)(zhong)點(dian)(dian)對(dui)象,強(qiang)化(hua)常態化(hua)節(jie)(jie)能(neng)(neng)執(zhi)法監(jian)(jian)(jian)察(cha),提升監(jian)(jian)(jian)察(cha)效能(neng)(neng)。依法依規嚴(yan)肅查處(chu)各(ge)(ge)類(lei)違(wei)法違(wei)規用(yong)(yong)(yong)能(neng)(neng)行(xing)為,綜(zong)合(he)運用(yong)(yong)(yong)行(xing)政處(chu)罰、信用(yong)(yong)(yong)懲戒(jie)、階梯(ti)電(dian)價等(deng)手(shou)段,增強(qiang)節(jie)(jie)能(neng)(neng)監(jian)(jian)(jian)察(cha)約束力(li),堅決杜絕“未(wei)批先建(jian)”、越權(quan)審批、超(chao)批復用(yong)(yong)(yong)能(neng)(neng)、超(chao)限額用(yong)(yong)(yong)能(neng)(neng)等(deng)違(wei)法違(wei)規問(wen)題。
九、健(jian)全(quan)節能激勵約(yue)束機制
(二十(shi)七)強(qiang)化淘汰改(gai)造激勵約束。充分利用(yong)自治(zhi)區重點產業發展專(zhuan)(zhuan)項(xiang)資(zi)(zi)(zi)金(jin)、工業園區發展專(zhuan)(zhuan)項(xiang)資(zi)(zi)(zi)金(jin)、高(gao)耗能(neng)(neng)(neng)行業階梯電價加價電費資(zi)(zi)(zi)金(jin)等渠道,積極爭取中央預算(suan)內投資(zi)(zi)(zi)相關專(zhuan)(zhuan)項(xiang)、國(guo)家節能(neng)(neng)(neng)工作專(zhuan)(zhuan)項(xiang)獎勵資(zi)(zi)(zi)金(jin)等,加大對(dui)節能(neng)(neng)(neng)改(gai)造、淘汰化解落后(hou)(hou)和過剩(sheng)產能(neng)(neng)(neng)的(de)資(zi)(zi)(zi)金(jin)支(zhi)持(chi)力度(du)(du)。對(dui)未按期完成(cheng)自治(zhi)區下達的(de)淘汰落后(hou)(hou)和化解過剩(sheng)產能(neng)(neng)(neng)、節能(neng)(neng)(neng)改(gai)造任務(wu)的(de)地區實施《管控目錄》“兩高(gao)”項(xiang)目和高(gao)能(neng)(neng)(neng)耗強(qiang)度(du)(du)項(xiang)目節能(neng)(neng)(neng)審查(cha)緩(huan)批限批。
(二(er)十八)實施更加有力的節能(neng)(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)政(zheng)策(ce)。調整(zheng)完善高耗(hao)(hao)(hao)能(neng)(neng)(neng)(neng)(neng)(neng)行(xing)業(ye)(ye)(ye)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)政(zheng)策(ce)和電(dian)(dian)(dian)(dian)力市場交易政(zheng)策(ce)。加快取消蒙(meng)東(dong)地區大工業(ye)(ye)(ye)用(yong)(yong)電(dian)(dian)(dian)(dian)倒階(jie)梯輸配電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)政(zheng)策(ce)。10千伏及以(yi)上(shang)高耗(hao)(hao)(hao)能(neng)(neng)(neng)(neng)(neng)(neng)行(xing)業(ye)(ye)(ye)用(yong)(yong)戶全部進入電(dian)(dian)(dian)(dian)力市場,自治區確定的高耗(hao)(hao)(hao)能(neng)(neng)(neng)(neng)(neng)(neng)行(xing)業(ye)(ye)(ye)用(yong)(yong)電(dian)(dian)(dian)(dian)企(qi)業(ye)(ye)(ye)交易電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)上(shang)浮(fu)不受限制。整(zheng)合差(cha)別電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)、階(jie)梯電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)、懲罰性電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)等(deng)差(cha)別化(hua)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)政(zheng)策(ce),建(jian)立統一的高耗(hao)(hao)(hao)能(neng)(neng)(neng)(neng)(neng)(neng)行(xing)業(ye)(ye)(ye)階(jie)梯電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)制度,對(dui)能(neng)(neng)(neng)(neng)(neng)(neng)效達(da)到基準水(shui)平的存量(liang)企(qi)業(ye)(ye)(ye)和能(neng)(neng)(neng)(neng)(neng)(neng)效達(da)到標桿水(shui)平的在建(jian)、擬建(jian)企(qi)業(ye)(ye)(ye)用(yong)(yong)電(dian)(dian)(dian)(dian)不加價(jia)(jia)(jia)(jia),未達(da)到的根(gen)據(ju)能(neng)(neng)(neng)(neng)(neng)(neng)效水(shui)平差(cha)距(ju)實行(xing)階(jie)梯電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia);對(dui)高耗(hao)(hao)(hao)能(neng)(neng)(neng)(neng)(neng)(neng)行(xing)業(ye)(ye)(ye)限制類產能(neng)(neng)(neng)(neng)(neng)(neng)(裝置)用(yong)(yong)電(dian)(dian)(dian)(dian)繼續實行(xing)懲罰性交易電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)。加價(jia)(jia)(jia)(jia)電(dian)(dian)(dian)(dian)費(fei)專項(xiang)用(yong)(yong)于支(zhi)持企(qi)業(ye)(ye)(ye)節能(neng)(neng)(neng)(neng)(neng)(neng)減(jian)污降碳技術改(gai)造。
(二十(shi)九)推行節(jie)能(neng)(neng)市場化機制(zhi)。鼓(gu)勵各(ge)地區建立節(jie)能(neng)(neng)量(liang)指(zhi)標(biao)(biao)有償(chang)收儲機制(zhi),加強能(neng)(neng)耗削減量(liang)指(zhi)標(biao)(biao)區域統籌。探索開展節(jie)能(neng)(neng)量(liang)指(zhi)標(biao)(biao)市場化交易,逐步形成“用能(neng)(neng)者付費、節(jie)能(neng)(neng)者受(shou)益(yi)”的用能(neng)(neng)成本收益(yi)機制(zhi)。
2022年(nian)將召開黨的(de)(de)(de)二十大,做好(hao)經(jing)(jing)(jing)濟(ji)工作具有特(te)殊(shu)重(zhong)要(yao)的(de)(de)(de)意義(yi)。要(yao)堅持穩(wen)(wen)字當頭(tou)、穩(wen)(wen)中求進(jin),統籌處(chu)理好(hao)能(neng)耗雙(shuang)控(kong)與經(jing)(jing)(jing)濟(ji)社會發(fa)展及保(bao)障國家能(neng)源(yuan)安(an)全(quan)、糧食安(an)全(quan)、產業安(an)全(quan)和(he)產業鏈供應鏈穩(wen)(wen)定的(de)(de)(de)關系(xi),把握好(hao)能(neng)耗雙(shuang)控(kong)政策(ce)的(de)(de)(de)時、度、效(xiao),強化對(dui)高(gao)質量(liang)發(fa)展的(de)(de)(de)支撐保(bao)障,全(quan)力(li)推(tui)動(dong)(dong)經(jing)(jing)(jing)濟(ji)穩(wen)(wen)定增長和(he)高(gao)質量(liang)發(fa)展。要(yao)始終保(bao)持戰略定力(li),堅持以碳達峰碳中和(he)目(mu)標為引(yin)領,穩(wen)(wen)妥(tuo)有序推(tui)進(jin)節(jie)能(neng)降(jiang)碳,堅持遏制(zhi)“兩(liang)高(gao)”項目(mu)低水平盲目(mu)發(fa)展不動(dong)(dong)搖,更加(jia)注重(zhong)通過調(diao)(diao)結構、轉(zhuan)功(gong)能(neng)、提質量(liang)穩(wen)(wen)定經(jing)(jing)(jing)濟(ji)運行,確保(bao)完成“十四五”能(neng)耗強度降(jiang)低目(mu)標任務,推(tui)動(dong)(dong)全(quan)區(qu)扎實走(zou)好(hao)以生態優先、綠色發(fa)展為導(dao)向的(de)(de)(de)高(gao)質量(liang)發(fa)展新(xin)(xin)路子。后續國家和(he)自治(zhi)區(qu)對(dui)能(neng)耗雙(shuang)控(kong)、遏制(zhi)“兩(liang)高(gao)”項目(mu)盲目(mu)發(fa)展相關政策(ce)有調(diao)(diao)整(zheng)的(de)(de)(de),按照(zhao)最(zui)新(xin)(xin)規定和(he)要(yao)求執行。
