統籌布局,加快新型電力系統建設


以風(feng)(feng)電(dian)、光(guang)伏發(fa)(fa)(fa)電(dian)為代表的(de)新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)“綠(lv)電(dian)”,是清潔(jie)低(di)碳安全(quan)高效(xiao)能(neng)(neng)源(yuan)(yuan)(yuan)供(gong)給(gei)體系(xi)的(de)主力軍(jun),捕風(feng)(feng)聚光(guang)開發(fa)(fa)(fa)“綠(lv)電(dian)”,可以加速推動能(neng)(neng)源(yuan)(yuan)(yuan)綠(lv)色低(di)碳轉型步伐。堅持供(gong)給(gei)側改(gai)革和需求側管理并重,以“追風(feng)(feng)逐日(ri)”的(de)戰略思維(wei),大力發(fa)(fa)(fa)展風(feng)(feng)電(dian)、光(guang)伏發(fa)(fa)(fa)電(dian)等新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)產(chan)業,搶占(zhan)新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)(fa)展高地,加快一體化(hua)能(neng)(neng)源(yuan)(yuan)(yuan)開發(fa)(fa)(fa)建設(she)和相關產(chan)業結構(gou)優化(hua)。堅持運用系(xi)統觀念(nian),統籌謀劃布局清潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)、調峰電(dian)源(yuan)(yuan)(yuan)、外送(song)通道、儲能(neng)(neng)電(dian)站(zhan)等項目,保障新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)有效(xiao)消納與電(dian)網運行安全(quan),加快新(xin)型電(dian)力系(xi)統建設(she),為綠(lv)色轉型發(fa)(fa)(fa)展提供(gong)清潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)支撐。


推動新(xin)(xin)能(neng)(neng)源發(fa)(fa)(fa)展提速增量(liang)(liang)。錨(mao)定(ding)碳達峰、碳中(zhong)和目(mu)(mu)標,推動風能(neng)(neng)、太陽(yang)能(neng)(neng)等可再生(sheng)能(neng)(neng)源大規模、高比例、市場化(hua)(hua)、高質量(liang)(liang)開發(fa)(fa)(fa)利(li)用。按照“兩個(ge)率先(xian)”目(mu)(mu)標要求,以風光資源為牽引,以建設(she)千(qian)萬千(qian)瓦級新(xin)(xin)能(neng)(neng)源基地(di)為抓手,加強規劃(hua)引領(ling)、政策驅動,精準對接市場需(xu)求,持續提升(sheng)風電(dian)、光伏發(fa)(fa)(fa)電(dian)裝機容(rong)量(liang)(liang)占比,加快建設(she)以新(xin)(xin)能(neng)(neng)源為主體的新(xin)(xin)型電(dian)力系統。積(ji)極拓寬新(xin)(xin)能(neng)(neng)源應用場景(jing),在新(xin)(xin)能(neng)(neng)源富集區域探索開展光伏發(fa)(fa)(fa)電(dian)制(zhi)氫(qing)、電(dian)解水制(zhi)氫(qing),利(li)用鋼鐵(tie)、化(hua)(hua)工產(chan)業傳統優勢(shi)布局工業副產(chan)制(zhi)氫(qing),積(ji)極培育“制(zhi)、儲、輸、用”全(quan)產(chan)業鏈業務,推動氫(qing)能(neng)(neng)產(chan)業有(you)序發(fa)(fa)(fa)展。積(ji)極爭取(qu)更多(duo)國家(jia)新(xin)(xin)能(neng)(neng)源示(shi)(shi)范項目(mu)(mu)支持,加快推進新(xin)(xin)能(neng)(neng)源外送基地(di)、源網荷儲等示(shi)(shi)范項目(mu)(mu)的開發(fa)(fa)(fa)建設(she)。
