興安盟:“雙碳”目標下,興安盟的風光電發展

為更好地了解(jie)雙碳目標下(xia)的興(xing)安盟(meng)風(feng)光(guang)電(dian)發(fa)(fa)(fa)展情(qing)況,興(xing)安盟(meng)統計局近(jin)期(qi)組織開(kai)展了“雙碳目標下(xia)風(feng)光(guang)電(dian)發(fa)(fa)(fa)展問(wen)題研究”重(zhong)點(dian)調(diao)研。興(xing)安盟(meng)統計局對(dui)重(zhong)點(dian)風(feng)光(guang)發(fa)(fa)(fa)電(dian)企(qi)業進行了走訪調(diao)研,同(tong)時與電(dian)業部門和發(fa)(fa)(fa)改(gai)部門采取(qu)電(dian)話和微信溝通(tong)的方式(shi),了解(jie)我盟(meng)風(feng)光(guang)電(dian)發(fa)(fa)(fa)展情(qing)況,現將調(diao)研情(qing)況匯報如下(xia):


一、興安盟風、光電發展及電網建設現狀


截至2021年底,全盟電(dian)力并網裝(zhuang)機容(rong)量349.5萬(wan)千(qian)瓦,其中,風(feng)電(dian)154.19萬(wan)千(qian)瓦、光(guang)伏發電(dian)76.09萬(wan)千(qian)瓦。現有金風(feng)風(feng)電(dian)、東方(fang)電(dian)氣等風(feng)電(dian)裝(zhuang)備制造企業(ye)6家,年生產風(feng)電(dian)發電(dian)機組(zu)能力180萬(wan)千(qian)瓦,風(feng)機葉片575套(tao)、風(feng)機塔筒15萬(wan)噸(dun),當年實現產值46億元,利(li)稅1億元。


興安(an)電(dian)(dian)(dian)(dian)網(wang)擁(yong)有500千(qian)(qian)(qian)伏(fu)變電(dian)(dian)(dian)(dian)站(zhan)2座(含開關(guan)站(zhan)1座)、總(zong)(zong)容(rong)量1500兆(zhao)(zhao)伏(fu)安(an)。220千(qian)(qian)(qian)伏(fu)變電(dian)(dian)(dian)(dian)站(zhan)12座(其中2座為開關(guan)站(zhan))、總(zong)(zong)容(rong)量2040兆(zhao)(zhao)伏(fu)安(an)。66千(qian)(qian)(qian)伏(fu)變電(dian)(dian)(dian)(dian)站(zhan)92座、總(zong)(zong)容(rong)量1877兆(zhao)(zhao)伏(fu)安(an)。所轄±500千(qian)(qian)(qian)伏(fu)直流輸(shu)(shu)電(dian)(dian)(dian)(dian)線路(lu)(lu)2條、總(zong)(zong)長638公里(li)。500千(qian)(qian)(qian)伏(fu)線路(lu)(lu)15條、總(zong)(zong)長1640公里(li)。220千(qian)(qian)(qian)伏(fu)輸(shu)(shu)電(dian)(dian)(dian)(dian)線路(lu)(lu)33條、總(zong)(zong)長1752公里(li)。66千(qian)(qian)(qian)伏(fu)線路(lu)(lu)142條、總(zong)(zong)長2727公里(li)。2021年興安(an)電(dian)(dian)(dian)(dian)網(wang)可再生能源(yuan)消納量23.95億(yi)(yi)千(qian)(qian)(qian)瓦時,其中市場(chang)化用戶4.51億(yi)(yi)千(qian)(qian)(qian)瓦時,電(dian)(dian)(dian)(dian)網(wang)統籌19.44億(yi)(yi)千(qian)(qian)(qian)瓦時。可再生能源(yuan)消納權重完成46.96%。


二、“十四五”時期新能源體系方面情況


在風(feng)電(dian)(dian)方面(mian)謀劃了(le)風(feng)電(dian)(dian)項目總裝(zhuang)機容(rong)量800MW至1000MW,其中(zhong)500MW風(feng)電(dian)(dian)制(zhi)(zhi)氫項目正在積極推(tui)進(jin)(jin)中(zhong),還有(you)300MW-500MW集(ji)中(zhong)和分散式(shi)風(feng)電(dian)(dian)空(kong)間有(you)待開發(fa),正在積極推(tui)動招(zhao)商引資。推(tui)進(jin)(jin)中(zhong)廣核300萬千瓦革命老(lao)區扶貧風(feng)電(dian)(dian)項目,500萬千瓦風(feng)力發(fa)電(dian)(dian)、光伏發(fa)電(dian)(dian)新能(neng)源(yuan)(yuan)基地建(jian)設等項目,打通能(neng)源(yuan)(yuan)外送(song)通道,形成(cheng)清潔能(neng)源(yuan)(yuan)產業(ye)集(ji)群。實施(shi)秸稈氣(qi)化清潔能(neng)源(yuan)(yuan)利用,推(tui)動建(jian)設中(zhong)廣核生物(wu)制(zhi)(zhi)氣(qi)項目。


在光伏(fu)方(fang)面(mian),發展方(fang)向以屋頂分(fen)(fen)布式(shi)光伏(fu)為(wei)主(zhu),一(yi)(yi)方(fang)面(mian)圍繞鄉村公(gong)共機(ji)構和農戶的(de)屋頂謀劃(hua)分(fen)(fen)布式(shi)光伏(fu)發電(dian)項(xiang)目(mu),用以解決清(qing)潔取暖問(wen)題;另一(yi)(yi)方(fang)面(mian)配(pei)合(he)園(yuan)區循(xun)環化改造,重點實施(shi)園(yuan)區廠房分(fen)(fen)布式(shi)光伏(fu)項(xiang)目(mu),以上兩個方(fang)面(mian)合(he)計約有700MW的(de)開發空間。


在電(dian)(dian)儲(chu)能(neng)方面,一(yi)是計劃在烏(wu)蘭哈達變電(dian)(dian)站配套建(jian)設100MW/400MW小時電(dian)(dian)儲(chu)能(neng)項目(mu),用于城區(qu)(qu)電(dian)(dian)力調峰;二是結(jie)合園區(qu)(qu)循(xun)環化改(gai)造(zao),為(wei)興安盟經(jing)濟開發(fa)區(qu)(qu)和烏(wu)市(shi)經(jing)濟開發(fa)區(qu)(qu)配套建(jian)設電(dian)(dian)儲(chu)能(neng)項目(mu),提(ti)高清潔(jie)能(neng)源(yuan)消納能(neng)力,實現園區(qu)(qu)低碳改(gai)造(zao)。


三、發展面臨的問題


(一)新能(neng)源開發(fa)用地受限


近年(nian)來(lai),風光(guang)電發展(zhan)迅速,但電源配(pei)套線(xian)路工程由于涉及(ji)基本(ben)農田、保護區、林地(di)、基本(ben)草原(yuan)審批(pi)問題,直接導(dao)致項目進展(zhan)緩慢(man)(man),甚至(zhi)面(mian)臨核銷(xiao)風險。其中,興安中廣核風電二(er)期(qi)500千伏送(song)出等27項工程因占(zhan)用審批(pi)難、進展(zhan)慢(man)(man)、周期(qi)長,不(bu)能(neng)及(ji)時(shi)投(tou)運,就地(di)電網接入及(ji)外(wai)送(song)通道建設滯后(hou),直接限制新能(neng)源發展(zhan)。


(二)電(dian)網(wang)抗(kang)沖擊能力不(bu)強


在新能(neng)(neng)(neng)源占比較(jiao)低(di)的(de)(de)時候,其并網(wang)性(xing)能(neng)(neng)(neng)對電(dian)網(wang)影(ying)(ying)響有限,高(gao)比例(li)新能(neng)(neng)(neng)源發(fa)電(dian)接(jie)入系統(tong)會替代部分常規機組(zu),導致輸出功率不穩定,電(dian)網(wang)調節能(neng)(neng)(neng)力削弱,直接(jie)影(ying)(ying)響到電(dian)網(wang)的(de)(de)安全運行。同時由于儲(chu)能(neng)(neng)(neng)技術(shu)與(yu)設施不完善,全盟(meng)抽水蓄能(neng)(neng)(neng)、光熱儲(chu)能(neng)(neng)(neng)等項目建(jian)設不足,我盟(meng)新能(neng)(neng)(neng)源資源豐富優勢(shi)發(fa)揮(hui)受(shou)限。


(三)消納能(neng)力有(you)限外(wai)送通道飽和


我盟僅有(you)一(yi)項500千伏變電站,地區負(fu)荷小(xiao)、裝機大,是(shi)典(dian)型的送(song)出型電網,本(ben)地市場化消(xiao)納極(ji)為(wei)有(you)限(xian),同時(shi)興(xing)安電網最大需(xu)外送(song)電力140萬千瓦(wa),外送(song)限(xian)額為(wei)92萬千瓦(wa),中(zhong)廣核二期投(tou)入(ru)并(bing)網后,外送(song)通道幾乎飽和,新(xin)增(zeng)電源(yuan)(yuan)接入(ru)困難,制約我盟新(xin)能源(yuan)(yuan)持續性發展。


四、下一步工作計劃


(一)合理布局建設可再生能(neng)源發(fa)電項目


建(jian)議充分利用荒漠半荒漠化(hua)土(tu)地(di)、鹽堿地(di)、邊境沿線、廢棄(qi)礦山(shan)、露天(tian)礦排土(tu)場等土(tu)地(di),合理布局建(jian)設可再(zai)生能源發電(dian)項目(mu),推動(dong)新能源高比例發展。同時建(jian)議相關部門專題(ti)研究解決電(dian)力線性工(gong)程(cheng)用地(di)制約問題(ti),將(jiang)電(dian)力工(gong)程(cheng)納(na)入(ru)民生工(gong)程(cheng),以正式文(wen)件(jian)印發簡(jian)化(hua)審(shen)批流(liu)程(cheng)。


(二)大(da)力推(tui)進儲能設施建設


重點建設索倫120萬千瓦(wa)抽蓄(xu)項(xiang)目(mu)等(deng)(deng)(deng)抽水(shui)蓄(xu)能(neng)(neng)(neng)、光(guang)熱儲(chu)能(neng)(neng)(neng)等(deng)(deng)(deng)項(xiang)目(mu)建設,支持可再生能(neng)(neng)(neng)源(yuan)結合儲(chu)能(neng)(neng)(neng)系統建設“光(guang)伏+儲(chu)能(neng)(neng)(neng)”“風(feng)電+儲(chu)能(neng)(neng)(neng)”等(deng)(deng)(deng)新(xin)(xin)能(neng)(neng)(neng)源(yuan)電站,謀劃儲(chu)能(neng)(neng)(neng)產業(ye)基地建設,增加調峰能(neng)(neng)(neng)力。通(tong)過發展(zhan)新(xin)(xin)能(neng)(neng)(neng)源(yuan)制氫將新(xin)(xin)能(neng)(neng)(neng)源(yuan)消(xiao)納(na)從過去依(yi)賴(lai)單一的外送(song)通(tong)道送(song)出,開(kai)拓出新(xin)(xin)能(neng)(neng)(neng)源(yuan)制氫、儲(chu)能(neng)(neng)(neng)等(deng)(deng)(deng)新(xin)(xin)的消(xiao)納(na)途徑(jing),推進(jin)源(yuan)網荷(he)儲(chu)一體化、風(feng)光(guang)火儲(chu)一體化能(neng)(neng)(neng)源(yuan)產業(ye)發展(zhan),促進(jin)新(xin)(xin)能(neng)(neng)(neng)源(yuan)就地消(xiao)納(na)。


(三)打(da)通(tong)外送通(tong)道增加本地消納


現(xian)有(you)扎魯特(te)-青州直流外送通(tong)(tong)道將無法滿足送出要求(qiu)。建議(yi)新建一條特(te)高壓通(tong)(tong)道至北(bei)京(jing),實(shi)現(xian)“綠電(dian)進京(jing)”的目(mu)標。并(bing)進一步加大(da)對平(ping)川500千(qian)伏輸變電(dian)工程及(ji)其220千(qian)伏配出工程建設的支(zhi)持(chi)力度。同時積(ji)極發展清潔供暖、綠色(se)交(jiao)通(tong)(tong)、再電(dian)氣(qi)化等清潔能(neng)源(yuan)消(xiao)(xiao)納示范(fan)模(mo)式,實(shi)施一批就(jiu)地消(xiao)(xiao)納示范(fan)項目(mu),倡導“以電(dian)代煤、以電(dian)代油、電(dian)從遠方來(lai)”的能(neng)源(yuan)消(xiao)(xiao)費新模(mo)式,最大(da)限(xian)度挖(wa)掘(jue)電(dian)能(neng)替(ti)代市場潛力,重點打造(zao)阿爾山(shan)零碳小(xiao)鎮(zhen)和盟開發區綠電(dian)微網示范(fan)項目(mu),不斷提升(sheng)綠色(se)能(neng)源(yuan)消(xiao)(xiao)費比(bi)重,構建清潔、安全、高效(xiao)的能(neng)源(yuan)消(xiao)(xiao)費體系(xi)。
