3月(yue)7日,內蒙古自治區(qu)人民政府辦公廳發(fa)布(bu)了《關于推動全區(qu)風(feng)電光(guang)伏新能源產業(ye)高質量(liang)發(fa)展》的意(yi)見。
文件要求(qiu)建立多(duo)元化(hua)并(bing)網機制,并(bing)優先支持(chi)市場化(hua)并(bing)網消納項目。
根(gen)據意見(jian),優(you)先(xian)支持市場化并網消納項(xiang)(xiang)目包括以下6大類:源網荷儲一(yi)體化項(xiang)(xiang)目、工業園區可再生能源替代項(xiang)(xiang)目、火(huo)電靈活(huo)性改造促(cu)進新(xin)能源消納利用項(xiang)(xiang)目、風光制氫(qing)一(yi)體化示范(fan)項(xiang)(xiang)目、自(zi)(zi)建購買儲能或調峰能力(li)配建新(xin)能源項(xiang)(xiang)目和全(quan)額(e)自(zi)(zi)發自(zi)(zi)用新(xin)能源項(xiang)(xiang)目。
其中,自建購(gou)買儲(chu)(chu)能(neng)(neng)(neng)(neng)或(huo)調峰能(neng)(neng)(neng)(neng)力(li)配(pei)(pei)建新能(neng)(neng)(neng)(neng)源項(xiang)目(mu)細則(ze)提及光熱發電(dian)。意見指出,有新增(zeng)(zeng)消納(na)空(kong)間(jian)的項(xiang)目(mu),可(ke)(ke)以采(cai)用自建、購(gou)買儲(chu)(chu)能(neng)(neng)(neng)(neng)或(huo)調峰能(neng)(neng)(neng)(neng)力(li)配(pei)(pei)建新能(neng)(neng)(neng)(neng)源項(xiang)目(mu)。通(tong)過新增(zeng)(zeng)抽水(shui)蓄能(neng)(neng)(neng)(neng)、化學儲(chu)(chu)能(neng)(neng)(neng)(neng)、空(kong)氣儲(chu)(chu)能(neng)(neng)(neng)(neng)、氣電(dian)、光熱電(dian)站等儲(chu)(chu)能(neng)(neng)(neng)(neng)或(huo)調峰能(neng)(neng)(neng)(neng)力(li),多(duo)渠道增(zeng)(zeng)加可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)(neng)源并(bing)網規模。新增(zeng)(zeng)負荷年用電(dian)量(liang)應(ying)不低于對應(ying)新能(neng)(neng)(neng)(neng)源項(xiang)目(mu)年發電(dian)量(liang)的80%,剩余新能(neng)(neng)(neng)(neng)源發電(dian)量(liang)占用盟市保障性(xing)消納(na)空(kong)間(jian)。
此外,要推(tui)動推(tui)進項目(mu)(mu)高標準(zhun)建(jian)設。新建(jian)市(shi)場化并網新能源(yuan)項目(mu)(mu),配(pei)建(jian)儲能規(gui)模原則(ze)上(shang)(shang)不低于新能源(yuan)項目(mu)(mu)裝(zhuang)(zhuang)機容量的(de)15%,儲能時(shi)長4小時(shi)以上(shang)(shang);新建(jian)保(bao)障性(xing)并網新能源(yuan)項目(mu)(mu),配(pei)建(jian)儲能規(gui)模原則(ze)上(shang)(shang)不低于新能源(yuan)項目(mu)(mu)裝(zhuang)(zhuang)機容量的(de)15%,儲能時(shi)長2小時(shi)以上(shang)(shang)。
另外,值得一(yi)提的是,3月(yue)2日,內蒙(meng)古(gu)自治區能(neng)源局還發(fa)布了《內蒙(meng)古(gu)自治區“十(shi)四(si)五”可(ke)再生(sheng)(sheng)能(neng)源發(fa)展規劃》的通(tong)知。通(tong)知指出,十(shi)四(si)五內蒙(meng)古(gu)自治區將大(da)力提升可(ke)再生(sheng)(sheng)能(neng)源存(cun)儲(chu)和消納能(neng)力。加快建設抽水(shui)蓄能(neng)、太(tai)陽能(neng)熱發(fa)電(dian)、新型儲(chu)能(neng)等存(cun)儲(chu)調(diao)(diao)節設施,有效提升電(dian)力系統綜合調(diao)(diao)節能(neng)力,加強可(ke)再生(sheng)(sheng)能(neng)源發(fa)電(dian)就(jiu)近就(jiu)網就(jiu)負(fu)荷消納,有序推動外送消納。
因(yin)地制宜推(tui)進太陽(yang)(yang)能(neng)(neng)(neng)熱(re)發(fa)電(dian)(dian)發(fa)展。總結首批太陽(yang)(yang)能(neng)(neng)(neng)熱(re)發(fa)電(dian)(dian)示范項(xiang)目建(jian)設(she)經驗,發(fa)揮太陽(yang)(yang)能(neng)(neng)(neng)熱(re)發(fa)電(dian)(dian)儲能(neng)(neng)(neng)調節能(neng)(neng)(neng)力(li)(li)和(he)系(xi)統支撐能(neng)(neng)(neng)力(li)(li),因(yin)地制宜建(jian)設(she)太陽(yang)(yang)能(neng)(neng)(neng)熱(re)發(fa)電(dian)(dian)項(xiang)目。充分發(fa)揮太陽(yang)(yang)能(neng)(neng)(neng)熱(re)發(fa)電(dian)(dian)在(zai)電(dian)(dian)力(li)(li)系(xi)統中調峰、調頻、儲能(neng)(neng)(neng)等(deng)多元功(gong)能(neng)(neng)(neng),統籌推(tui)動太陽(yang)(yang)能(neng)(neng)(neng)熱(re)發(fa)電(dian)(dian)與風電(dian)(dian)光(guang)伏基地一體化建(jian)設(she)運行(xing),為(wei)新能(neng)(neng)(neng)源(yuan)高比例自用和(he)外送提(ti)供支撐,力(li)(li)爭“十四(si)五”期間(jian)新增(zeng)并網太陽(yang)(yang)能(neng)(neng)(neng)熱(re)發(fa)電(dian)(dian)項(xiang)目50萬千瓦。

為深入貫徹(che)落(luo)實《中共中央(yang)國(guo)務(wu)院關于(yu)完整準確全(quan)面貫徹(che)新(xin)發(fa)(fa)展(zhan)理念(nian)做好碳達(da)峰碳中和(he)工作的(de)意見》(中發(fa)(fa)〔2021〕36號(hao))、《國(guo)務(wu)院關于(yu)印(yin)發(fa)(fa)2030年前碳達(da)峰行動(dong)方(fang)案(an)的(de)通知》(國(guo)發(fa)(fa)〔2021〕23號(hao))精神,加快優化調整能源結構(gou),構(gou)建清潔低碳安(an)全(quan)高效(xiao)的(de)能源體系,提升可再生能源開發(fa)(fa)水平和(he)利用效(xiao)率,經自(zi)治區人民(min)政府(fu)同意,現就推動(dong)全(quan)區風電、光(guang)伏新(xin)能源產業(ye)高質(zhi)量發(fa)(fa)展(zhan)提出如下意見。
一、總體要求
以習(xi)近(jin)平新(xin)時代(dai)中國特色(se)(se)(se)社會(hui)主義(yi)思想(xiang)為(wei)指導,立足新(xin)發展(zhan)階段,完整、準確、全(quan)(quan)面(mian)貫徹新(xin)發展(zhan)理念,服務(wu)和融入(ru)新(xin)發展(zhan)格(ge)局,堅(jian)定不移走以生態優先(xian)、綠色(se)(se)(se)發展(zhan)為(wei)導向的(de)高質(zhi)量(liang)發展(zhan)新(xin)路子。深入(ru)貫徹“四個革命,一個合(he)(he)作(zuo)”能(neng)(neng)源(yuan)安(an)全(quan)(quan)新(xin)戰略,全(quan)(quan)面(mian)落實自(zi)治(zhi)區(qu)(qu)第十一次黨代(dai)會(hui)和全(quan)(quan)區(qu)(qu)工業經濟高質(zhi)量(liang)發展(zhan)大會(hui)精神,大力發展(zhan)新(xin)能(neng)(neng)源(yuan),優化調整能(neng)(neng)源(yuan)結(jie)構,推動能(neng)(neng)源(yuan)綠色(se)(se)(se)低碳轉(zhuan)型,構建清潔低碳、安(an)全(quan)(quan)高效的(de)能(neng)(neng)源(yuan)體(ti)系(xi),通過(guo)新(xin)能(neng)(neng)源(yuan)全(quan)(quan)產(chan)業鏈發展(zhan)引(yin)(yin)領(ling)整個產(chan)業體(ti)系(xi)結(jie)構優化和經濟轉(zhuan)型。堅(jian)持系(xi)統觀念,強化頂層設計,突出規劃引(yin)(yin)領(ling),注重統籌兼顧,通過(guo)政府引(yin)(yin)導與市場(chang)機(ji)制相結(jie)合(he)(he),以新(xin)能(neng)(neng)源(yuan)全(quan)(quan)產(chan)業鏈發展(zhan)、多場(chang)景應用為(wei)牽引(yin)(yin),推動全(quan)(quan)區(qu)(qu)新(xin)能(neng)(neng)源(yuan)大規模、高比例、市場(chang)化、高質(zhi)量(liang)發展(zhan),努力實現自(zi)治(zhi)區(qu)(qu)能(neng)(neng)源(yuan)經濟“兩個率先(xian)、兩個超過(guo)”目(mu)標。
二、基本原則
(一)堅持(chi)新(xin)能(neng)(neng)源(yuan)(yuan)開(kai)發(fa)和(he)(he)高(gao)(gao)質(zhi)量(liang)發(fa)展(zhan)相(xiang)融合的原則。堅持(chi)風(feng)(feng)電(dian)、光(guang)伏(fu)新(xin)能(neng)(neng)源(yuan)(yuan)產業高(gao)(gao)質(zhi)量(liang)配(pei)置、高(gao)(gao)質(zhi)量(liang)建(jian)(jian)設(she)(she)、高(gao)(gao)質(zhi)量(liang)運(yun)行(xing),帶動風(feng)(feng)光(guang)產業鏈高(gao)(gao)質(zhi)量(liang)協(xie)同發(fa)展(zhan),健全新(xin)能(neng)(neng)源(yuan)(yuan)高(gao)(gao)質(zhi)量(liang)發(fa)展(zhan)支(zhi)撐體系(xi)。建(jian)(jian)立多(duo)元化(hua)并網(wang)機(ji)制,優先(xian)支(zhi)持(chi)全額自(zi)(zi)發(fa)自(zi)(zi)用(yong)和(he)(he)不占(zhan)用(yong)電(dian)網(wang)調(diao)峰(feng)空間的市場(chang)化(hua)并網(wang)消納(na)項(xiang)目(mu),有序組織保(bao)障(zhang)(zhang)性并網(wang)消納(na)項(xiang)目(mu)。高(gao)(gao)標(biao)準(zhun)、高(gao)(gao)質(zhi)量(liang)推進新(xin)能(neng)(neng)源(yuan)(yuan)項(xiang)目(mu)按期(qi)建(jian)(jian)設(she)(she),嚴格準(zhun)入標(biao)準(zhun),強(qiang)化(hua)監管措(cuo)施。科學確定風(feng)(feng)光(guang)保(bao)障(zhang)(zhang)小時數,同時保(bao)障(zhang)(zhang)用(yong)電(dian)負(fu)荷、儲能(neng)(neng)與(yu)新(xin)能(neng)(neng)源(yuan)(yuan)項(xiang)目(mu)全壽命周期(qi)安全穩(wen)定運(yun)行(xing)。堅持(chi)新(xin)能(neng)(neng)源(yuan)(yuan)發(fa)展(zhan)和(he)(he)產業鏈構建(jian)(jian)融合發(fa)展(zhan),推動自(zi)(zi)治(zhi)區綠色能(neng)(neng)源(yuan)(yuan)轉型和(he)(he)產業結(jie)構優化(hua)。加強(qiang)源(yuan)(yuan)網(wang)協(xie)同發(fa)展(zhan),完善配(pei)套政策機(ji)制,促進新(xin)能(neng)(neng)源(yuan)(yuan)電(dian)力(li)消納(na)。
(二)堅持保障(zhang)能(neng)源(yuan)安全(quan)和實現“雙碳(tan)”目標相統一的(de)原則。立(li)足資源(yuan)稟賦和比較(jiao)優勢,把保障(zhang)國(guo)家能(neng)源(yuan)安全(quan)作為(wei)首要任務,加快構(gou)建清潔(jie)低碳(tan)、安全(quan)高效(xiao)的(de)能(neng)源(yuan)體系。在(zai)確保能(neng)源(yuan)安全(quan)穩(wen)(wen)定(ding)供(gong)應和能(neng)源(yuan)結構(gou)調(diao)整平穩(wen)(wen)過渡的(de)前提(ti)下,大力推進以(yi)沙漠、戈壁、荒(huang)漠地區(qu)為(wei)重點的(de)國(guo)家大型風(feng)電、光伏發電基(ji)地項目建設,著力提(ti)高外送(song)通道中新能(neng)源(yuan)電量占比,持續擴(kuo)大本地新能(neng)源(yuan)消(xiao)納空間(jian),進一步提(ti)升新能(neng)源(yuan)在(zai)能(neng)源(yuan)消(xiao)費中的(de)比重,助力實現碳(tan)達峰、碳(tan)中和目標。
(三)堅持生態優先(xian)和科(ke)學(xue)布(bu)(bu)局相結合(he)的原則。強化國土(tu)空(kong)間規(gui)劃和用(yong)途管控(kong),統(tong)籌新(xin)能源(yuan)開發(fa)(fa)利用(yong)、生態環(huan)境保護和國土(tu)空(kong)間利用(yong)。推進資(zi)(zi)源(yuan)總量管理、科(ke)學(xue)規(gui)劃、合(he)理布(bu)(bu)局、有序開發(fa)(fa)、規(gui)模利用(yong),全面(mian)提高資(zi)(zi)源(yuan)利用(yong)效率(lv)。集(ji)(ji)(ji)中式(shi)風(feng)(feng)電(dian)(dian)項目(mu)重(zhong)(zhong)點布(bu)(bu)局在(zai)荒(huang)漠(mo)地(di)(di)區、邊境沿線,集(ji)(ji)(ji)中式(shi)光(guang)伏(fu)發(fa)(fa)電(dian)(dian)項目(mu)重(zhong)(zhong)點布(bu)(bu)局在(zai)沙漠(mo)地(di)(di)區、采(cai)煤(mei)沉陷(xian)區、露天(tian)煤(mei)礦(kuang)排土(tu)場等區域,風(feng)(feng)電(dian)(dian)、光(guang)伏(fu)項目(mu)優先(xian)實行基地(di)(di)化、集(ji)(ji)(ji)約化、規(gui)模化開發(fa)(fa)。因地(di)(di)制宜推進分散式(shi)風(feng)(feng)電(dian)(dian)、分布(bu)(bu)式(shi)光(guang)伏(fu)多場景(jing)融(rong)合(he)發(fa)(fa)展。
(四)堅持總體(ti)規劃和分(fen)步(bu)實施(shi)相(xiang)銜接的原則。規范(fan)風能(neng)、太(tai)陽能(neng)資源開(kai)發秩序(xu),科學安排(pai)總體(ti)規劃內各區(qu)塊開(kai)發時序(xu),分(fen)步(bu)實施(shi)。盟市(shi)要編制風能(neng)、太(tai)陽能(neng)開(kai)發總體(ti)規劃,統籌資源開(kai)發條件、電(dian)(dian)源送出通(tong)道和消納(na)空(kong)間,科學合理布局新(xin)能(neng)源項目(mu)。新(xin)能(neng)源開(kai)發規劃要與自治區(qu)電(dian)(dian)網規劃相(xiang)銜接,結合電(dian)(dian)網接入及消納(na)條件,同步(bu)開(kai)展新(xin)能(neng)源送出工程(cheng)前期工作。
三、統籌風光(guang)資(zi)源科學配置(zhi)
(一)建(jian)立多元化(hua)并(bing)(bing)網(wang)(wang)(wang)機制(zhi)。市場(chang)化(hua)并(bing)(bing)網(wang)(wang)(wang)消(xiao)納(na)的新能(neng)(neng)源(yuan)項目要通過自建(jian)、合建(jian)共享調峰(feng)資(zi)源(yuan)或購買(mai)服務等市場(chang)化(hua)方(fang)式落實并(bing)(bing)網(wang)(wang)(wang)條件(jian),按(an)照負荷(he)需求(qiu)增加并(bing)(bing)網(wang)(wang)(wang)規模;保(bao)障性并(bing)(bing)網(wang)(wang)(wang)規模按(an)照年(nian)度非水電可再生能(neng)(neng)源(yuan)電力最低消(xiao)納(na)責任權重確定(ding),重點(dian)用于支(zhi)持自治區經濟社會高質量發展的重點(dian)工程。廣泛拓(tuo)展新能(neng)(neng)源(yuan)應用場(chang)景,優(you)先支(zhi)持全額自發自用和不(bu)占用電網(wang)(wang)(wang)調峰(feng)空間的市場(chang)化(hua)并(bing)(bing)網(wang)(wang)(wang)消(xiao)納(na)項目。
(二)優先支持市場化并網消納項目。
1.源網(wang)荷(he)(he)(he)儲(chu)一體(ti)化項目。支持建設(she)新(xin)增負(fu)荷(he)(he)(he)源網(wang)荷(he)(he)(he)儲(chu)一體(ti)化項目,充分發揮源網(wang)荷(he)(he)(he)儲(chu)協調(diao)(diao)互濟(ji)能(neng)(neng)力(li)(li),結(jie)合負(fu)荷(he)(he)(he)側調(diao)(diao)節(jie)響應能(neng)(neng)力(li)(li)、負(fu)荷(he)(he)(he)特性、電源結(jie)構和電網(wang)調(diao)(diao)節(jie)能(neng)(neng)力(li)(li),按照(zhao)自主調(diao)(diao)峰、自我消納的(de)原(yuan)則,確定新(xin)能(neng)(neng)源合理規(gui)模(mo)與配比。
2.工(gong)業園區(qu)可再生(sheng)能(neng)源(yuan)(yuan)(yuan)替(ti)(ti)代(dai)項目。大力(li)實施(shi)可再生(sheng)能(neng)源(yuan)(yuan)(yuan)替(ti)(ti)代(dai),充分挖(wa)掘工(gong)業園區(qu)燃(ran)煤(mei)自(zi)(zi)(zi)(zi)備(bei)電(dian)(dian)(dian)廠靈(ling)活性調(diao)(diao)節能(neng)力(li)和(he)負荷(he)側響應能(neng)力(li),支持含有燃(ran)煤(mei)自(zi)(zi)(zi)(zi)備(bei)電(dian)(dian)(dian)廠的(de)(de)工(gong)業園區(qu)開(kai)展可再生(sheng)能(neng)源(yuan)(yuan)(yuan)替(ti)(ti)代(dai)行動(dong),配置新(xin)能(neng)源(yuan)(yuan)(yuan)裝機規(gui)模(mo)與園區(qu)內自(zi)(zi)(zi)(zi)備(bei)電(dian)(dian)(dian)廠調(diao)(diao)峰(feng)能(neng)力(li)相匹配。無燃(ran)煤(mei)自(zi)(zi)(zi)(zi)備(bei)電(dian)(dian)(dian)廠但有新(xin)增負荷(he)的(de)(de)工(gong)業園區(qu)可以開(kai)展低碳(零碳)用(yong)(yong)能(neng)示范,全額自(zi)(zi)(zi)(zi)發自(zi)(zi)(zi)(zi)用(yong)(yong),不占用(yong)(yong)公用(yong)(yong)電(dian)(dian)(dian)網的(de)(de)消(xiao)納(na)空間,按需配置新(xin)能(neng)源(yuan)(yuan)(yuan)裝機規(gui)模(mo),新(xin)增負荷(he)實現全清(qing)潔能(neng)源(yuan)(yuan)(yuan)供電(dian)(dian)(dian)。
3.火電(dian)靈(ling)(ling)活(huo)性(xing)(xing)改造(zao)(zao)促進新(xin)能(neng)源(yuan)消(xiao)納(na)利用項(xiang)目。支持燃煤機組(zu)(zu)實施靈(ling)(ling)活(huo)性(xing)(xing)制造(zao)(zao)改造(zao)(zao),提高電(dian)力系(xi)統(tong)調節能(neng)力,提升自治區新(xin)能(neng)源(yuan)消(xiao)納(na)水平。創新(xin)煤電(dian)機組(zu)(zu)靈(ling)(ling)活(huo)性(xing)(xing)改造(zao)(zao)激(ji)勵機制,擁有燃煤機組(zu)(zu)的(de)發電(dian)企業在實施火電(dian)靈(ling)(ling)活(huo)性(xing)(xing)改造(zao)(zao)后,按(an)照增加的(de)調峰空間配置新(xin)能(neng)源(yuan)項(xiang)目。
4.風光(guang)(guang)(guang)制氫一體化示范項目(mu)。推動氫能與(yu)新能源(yuan)耦合發(fa)(fa)(fa)(fa)展(zhan)(zhan),促進氫能與(yu)交通、化工、冶金等(deng)行業有機融合,以重點行業應用和(he)關鍵技(ji)術研發(fa)(fa)(fa)(fa)為突破口(kou),在發(fa)(fa)(fa)(fa)展(zhan)(zhan)基礎和(he)應用場景相(xiang)對較好的(de)(de)地(di)區開展(zhan)(zhan)風光(guang)(guang)(guang)制氫一體化示范應用。風光(guang)(guang)(guang)制氫一體化示范配建的(de)(de)風電、光(guang)(guang)(guang)伏(fu)發(fa)(fa)(fa)(fa)電項目(mu)所發(fa)(fa)(fa)(fa)電量原則上自(zi)發(fa)(fa)(fa)(fa)自(zi)用,確(que)需(xu)電網(wang)支持的(de)(de),上網(wang)電量不高于新能源(yuan)所發(fa)(fa)(fa)(fa)電量的(de)(de)20%,占用盟市(shi)保障(zhang)性消納空(kong)間。
5.自建(jian)(jian)購(gou)買(mai)儲能(neng)(neng)(neng)(neng)(neng)或(huo)調(diao)峰能(neng)(neng)(neng)(neng)(neng)力(li)配(pei)(pei)建(jian)(jian)新能(neng)(neng)(neng)(neng)(neng)源(yuan)項目。有新增(zeng)(zeng)消納空間的項目,可以采用自建(jian)(jian)、購(gou)買(mai)儲能(neng)(neng)(neng)(neng)(neng)或(huo)調(diao)峰能(neng)(neng)(neng)(neng)(neng)力(li)配(pei)(pei)建(jian)(jian)新能(neng)(neng)(neng)(neng)(neng)源(yuan)項目。通過(guo)新增(zeng)(zeng)抽(chou)水蓄能(neng)(neng)(neng)(neng)(neng)、化(hua)學(xue)儲能(neng)(neng)(neng)(neng)(neng)、空氣(qi)(qi)儲能(neng)(neng)(neng)(neng)(neng)、氣(qi)(qi)電(dian)、光(guang)熱(re)電(dian)站等儲能(neng)(neng)(neng)(neng)(neng)或(huo)調(diao)峰能(neng)(neng)(neng)(neng)(neng)力(li),多渠(qu)道增(zeng)(zeng)加可再生能(neng)(neng)(neng)(neng)(neng)源(yuan)并網規模。新增(zeng)(zeng)負荷年(nian)(nian)用電(dian)量應不低于對應新能(neng)(neng)(neng)(neng)(neng)源(yuan)項目年(nian)(nian)發電(dian)量的80%,剩(sheng)余新能(neng)(neng)(neng)(neng)(neng)源(yuan)發電(dian)量占用盟市(shi)保障性消納空間。
6.全額自(zi)發(fa)自(zi)用(yong)(yong)新能源項(xiang)目(mu)。偏遠地區生產(chan)生活(huo)供(gong)(gong)電(dian)(dian)、可中斷(duan)工(gong)(gong)業用(yong)(yong)戶供(gong)(gong)電(dian)(dian)的微(wei)電(dian)(dian)網(wang)等其他類新增用(yong)(yong)電(dian)(dian)負荷(he),可按照實際供(gong)(gong)電(dian)(dian)需要配置(zhi)新能源規模(mo),實現全額自(zi)發(fa)自(zi)用(yong)(yong)。對(dui)于替代燃煤(mei)電(dian)(dian)廠(chang)(chang)廠(chang)(chang)用(yong)(yong)電(dian)(dian)的新能源項(xiang)目(mu),可以直接接入到燃煤(mei)電(dian)(dian)廠(chang)(chang)升壓站。積極支持利用(yong)(yong)工(gong)(gong)商(shang)業屋頂、空地發(fa)展分散式(shi)風電(dian)(dian)、分布式(shi)光伏,實現全額自(zi)發(fa)自(zi)用(yong)(yong),按需配置(zhi)新能源規模(mo)。
(三(san))有序組織保(bao)障性并網(wang)消納項目(mu)。自治區能(neng)(neng)源主管(guan)部(bu)門會同電網(wang)企業,結合各盟市(shi)新(xin)能(neng)(neng)源消納空(kong)間以及(ji)并網(wang)條件等因(yin)素(su),確定各盟市(shi)保(bao)障性并網(wang)消納項目(mu)規(gui)模,重點支持以下幾類項目(mu):
1.風光氫儲產業(ye)鏈(lian)等重點項(xiang)目(mu)(mu)。對推動(dong)內蒙古經濟(ji)高(gao)質(zhi)量發展、符合自治區戰略(lve)性(xing)新興產業(ye)發展定位、產業(ye)鏈(lian)配套的重大示(shi)范項(xiang)目(mu)(mu),支(zhi)持建設一定規(gui)模(mo)的保障(zhang)性(xing)并網(wang)項(xiang)目(mu)(mu)。綜合考慮各盟市實際情況,適度(du)探(tan)索新能源項(xiang)目(mu)(mu)異地(di)配置。
2.配套生態綜合治(zhi)理的項目(mu)。按照自治(zhi)區(qu)全地域全方位加強生態環(huan)境保護要求,為光伏治(zhi)沙、采煤沉陷區(qu)治(zhi)理、礦區(qu)治(zhi)理等生態保護修(xiu)復項目(mu)配置(zhi)保障(zhang)性(xing)新能(neng)源建設規模。
3.國家試(shi)(shi)點(dian)示范及鄉村振興(xing)等(deng)項目。按照國家及自治區有關要求,安排一定的(de)新能源(yuan)開發建設規模,用于支持國家試(shi)(shi)點(dian)示范及鄉村振興(xing)等(deng)項目。
4.分散式(shi)風(feng)電(dian)(dian)及分布式(shi)光伏發電(dian)(dian)項目。結合電(dian)(dian)網(wang)(wang)條件,由(you)自治區(qu)能源(yuan)主管(guan)部(bu)門組織(zhi)電(dian)(dian)網(wang)(wang)企業(ye)統一測(ce)算各(ge)盟市(shi)(shi)的(de)消納空間,由(you)各(ge)盟市(shi)(shi)組織(zhi)實施。
(四)規范項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)申(shen)報(bao)秩序。自(zi)(zi)(zi)治(zhi)區(qu)(qu)能源主管部門(men)要按(an)照國家和(he)自(zi)(zi)(zi)治(zhi)區(qu)(qu)的相關要求(qiu)組(zu)織(zhi)(zhi)實(shi)施(shi)好保障性(xing)(xing)并(bing)網(wang)消納(na)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu),研(yan)究制定(ding)各(ge)(ge)類(lei)市(shi)場化并(bing)網(wang)消納(na)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)的管理辦法或(huo)實(shi)施(shi)細則,分(fen)類(lei)有序推(tui)進項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)建設。各(ge)(ge)類(lei)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)申(shen)報(bao)工作由自(zi)(zi)(zi)治(zhi)區(qu)(qu)統(tong)一組(zu)織(zhi)(zhi),每年(nian)四季度組(zu)織(zhi)(zhi)市(shi)場化項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)評估(gu)(gu),盟(meng)市(shi)按(an)相應要求(qiu)組(zu)織(zhi)(zhi)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)申(shen)報(bao),根據自(zi)(zi)(zi)治(zhi)區(qu)(qu)評估(gu)(gu)方案組(zu)織(zhi)(zhi)實(shi)施(shi)。每年(nian)一季度制定(ding)保障性(xing)(xing)并(bing)網(wang)消納(na)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)開發計劃,盟(meng)市(shi)按(an)照相應要求(qiu)組(zu)織(zhi)(zhi)實(shi)施(shi)。分(fen)散式風電、分(fen)布(bu)式光(guang)伏發電項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)按(an)照自(zi)(zi)(zi)治(zhi)區(qu)(qu)確定(ding)的年(nian)度滾(gun)動開發計劃,由各(ge)(ge)盟(meng)市(shi)組(zu)織(zhi)(zhi)實(shi)施(shi)。外送項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)由自(zi)(zi)(zi)治(zhi)區(qu)(qu)統(tong)一規劃實(shi)施(shi)。
支持在區(qu)內注(zhu)冊法人(ren)實體(ti)(ti)的(de)能(neng)源(yuan)企(qi)(qi)業(ye)參與(yu)各類(lei)項目建設,鼓(gu)勵中央駐區(qu)企(qi)(qi)業(ye)、自治區(qu)國有(you)能(neng)源(yuan)企(qi)(qi)業(ye)與(yu)裝備(bei)制造企(qi)(qi)業(ye)組成多(duo)種形式的(de)聯合體(ti)(ti)進行新能(neng)源(yuan)項目開(kai)發。
四、推進項目高標(biao)準(zhun)建設
(一)嚴格準入(ru)標準。風電(dian)、光伏發電(dian)項(xiang)目要采用先進(jin)高效的設備,風電(dian)機(ji)組(zu)(zu)單機(ji)容量(liang)不(bu)(bu)小(xiao)于(yu)4兆(zhao)瓦;多(duo)晶硅(gui)電(dian)池組(zu)(zu)件(jian)和單晶硅(gui)電(dian)池組(zu)(zu)件(jian)的光電(dian)轉換(huan)效率分別不(bu)(bu)低(di)于(yu)18%和20.5%。新(xin)建市場(chang)化(hua)并網新(xin)能(neng)(neng)(neng)源(yuan)項(xiang)目,配(pei)建儲(chu)能(neng)(neng)(neng)規模原則(ze)上(shang)不(bu)(bu)低(di)于(yu)新(xin)能(neng)(neng)(neng)源(yuan)項(xiang)目裝機(ji)容量(liang)的15%,儲(chu)能(neng)(neng)(neng)時(shi)(shi)長4小(xiao)時(shi)(shi)以(yi)上(shang);新(xin)建保障性并網新(xin)能(neng)(neng)(neng)源(yuan)項(xiang)目,配(pei)建儲(chu)能(neng)(neng)(neng)規模原則(ze)上(shang)不(bu)(bu)低(di)于(yu)新(xin)能(neng)(neng)(neng)源(yuan)項(xiang)目裝機(ji)容量(liang)的15%,儲(chu)能(neng)(neng)(neng)時(shi)(shi)長2小(xiao)時(shi)(shi)以(yi)上(shang)。
(二)強化(hua)(hua)監管措施(shi)。自治區能源主管部門要建(jian)(jian)立對盟市和(he)企業的(de)(de)獎懲、評估和(he)監管機制,引導項(xiang)目(mu)有序(xu)按(an)(an)期建(jian)(jian)成并(bing)良好(hao)運行(xing)。新能源項(xiang)目(mu)應嚴格(ge)按(an)(an)照申報方(fang)案實(shi)施(shi),對于(yu)保障(zhang)性并(bing)網項(xiang)目(mu)不(bu)能按(an)(an)照承諾并(bing)網的(de)(de),將轉為市場(chang)(chang)化(hua)(hua)項(xiang)目(mu),在(zai)落實(shi)消納(na)和(he)調峰的(de)(de)基礎(chu)上,按(an)(an)照市場(chang)(chang)化(hua)(hua)消納(na)方(fang)式運行(xing)。對于(yu)市場(chang)(chang)化(hua)(hua)并(bing)網項(xiang)目(mu)承諾的(de)(de)新增負荷、火電靈活性改造、儲能調峰等關鍵要求未(wei)達標的(de)(de),不(bu)予并(bing)網。未(wei)按(an)(an)照要求完成項(xiang)目(mu)的(de)(de)盟市將采取“區域限批”等措施(shi),取消或(huo)壓(ya)減下(xia)一年度的(de)(de)項(xiang)目(mu)規模。
五、保障安全(quan)穩定運行(xing)
(一)科(ke)學確(que)定風光保(bao)障小時(shi)數(shu)(shu)。在確(que)保(bao)電網(wang)安全的條件下,優先(xian)安排(pai)(pai)新(xin)能源(yuan)項目上(shang)網(wang)發(fa)電,按照新(xin)能源(yuan)就近消納原則,科(ke)學確(que)定風光保(bao)障小時(shi)數(shu)(shu),保(bao)障小時(shi)數(shu)(shu)之外(wai)的電量參與市(shi)場競價(jia)交易(yi),按照基數(shu)(shu)保(bao)障電量和市(shi)場交易(yi)電量合理安排(pai)(pai)新(xin)能源(yuan)發(fa)電量,確(que)保(bao)新(xin)能源(yuan)項目合理收益。
(二)保障荷(he)(he)儲(chu)全壽(shou)命(ming)穩定(ding)運(yun)行(xing)(xing)。新能(neng)(neng)源(yuan)開發企業應確(que)保新增負荷(he)(he)需求周期(qi)(qi)、調峰措施(shi)的(de)運(yun)行(xing)(xing)周期(qi)(qi)不低于新能(neng)(neng)源(yuan)的(de)全壽(shou)命(ming)周期(qi)(qi)。運(yun)行(xing)(xing)期(qi)(qi)內(nei)若用電負荷(he)(he)減(jian)少或中斷,新能(neng)(neng)源(yuan)開發企業需重新引進用電負荷(he)(he);調峰能(neng)(neng)力降低或停運(yun),需建(jian)設或購買調峰儲(chu)能(neng)(neng)能(neng)(neng)力,確(que)保實(shi)施(shi)效果不低于項目申報水(shui)平。無(wu)法完成(cheng)上述(shu)要求的(de)項目,配套新能(neng)(neng)源(yuan)應同步實(shi)施(shi)退坡運(yun)行(xing)(xing)。
(三)提高(gao)儲能(neng)(neng)(neng)安(an)全(quan)(quan)運行水平(ping)。配套儲能(neng)(neng)(neng)系統要(yao)做好全(quan)(quan)生命(ming)周期安(an)全(quan)(quan)管理要(yao)求,全(quan)(quan)面提升儲能(neng)(neng)(neng)電站安(an)全(quan)(quan)管理工(gong)作的規范化(hua)、科學化(hua)水平(ping)。自治區要(yao)建立(li)健全(quan)(quan)儲能(neng)(neng)(neng)系統運行評估和監管機制,對儲能(neng)(neng)(neng)系統運行安(an)全(quan)(quan)性定期開展(zhan)全(quan)(quan)面評估。儲能(neng)(neng)(neng)系統達到設計壽(shou)命(ming)后,要(yao)采取強制退役措施,解決超期服役的問題。
六、帶動產業鏈發展
(一)新(xin)能(neng)(neng)源開發(fa)與產(chan)(chan)(chan)業(ye)鏈(lian)相融合。將新(xin)能(neng)(neng)源產(chan)(chan)(chan)業(ye)作為全(quan)區(qu)產(chan)(chan)(chan)業(ye)轉型升(sheng)級和(he)結構(gou)調(diao)(diao)整(zheng)的(de)重要抓手(shou),深(shen)入(ru)(ru)實施延鏈(lian)補鏈(lian)強鏈(lian)行(xing)動(dong)(dong)和(he)質量(liang)提升(sheng)行(xing)動(dong)(dong),依托區(qu)內風(feng)(feng)光(guang)資(zi)源富集(ji)(ji)優勢(shi),吸引并(bing)帶動(dong)(dong)風(feng)(feng)電(dian)、光(guang)伏行(xing)業(ye)創新(xin)研發(fa)平臺(tai)和(he)高端(duan)制(zhi)造產(chan)(chan)(chan)業(ye)的(de)構(gou)建(jian)與入(ru)(ru)駐。充分(fen)調(diao)(diao)動(dong)(dong)各類市(shi)場主體帶動(dong)(dong)高質量(liang)產(chan)(chan)(chan)業(ye)鏈(lian)的(de)積(ji)極性,集(ji)(ji)中(zhong)力(li)量(liang)打造新(xin)能(neng)(neng)源產(chan)(chan)(chan)業(ye)鏈(lian)集(ji)(ji)群(qun),支持區(qu)內大(da)型風(feng)(feng)電(dian)、光(guang)伏發(fa)電(dian)企業(ye)與高精尖(jian)裝(zhuang)備(bei)制(zhi)造企業(ye)開展深(shen)度(du)合作,全(quan)面保障(zhang)風(feng)(feng)光(guang)產(chan)(chan)(chan)業(ye)“產(chan)(chan)(chan)、供、銷、用(yong)”一體化發(fa)展,形成以負荷帶動(dong)(dong)電(dian)源、創新(xin)鏈(lian)帶動(dong)(dong)產(chan)(chan)(chan)業(ye)鏈(lian)的(de)循環互(hu)促模式。
(二)優(you)(you)化(hua)(hua)風光(guang)(guang)(guang)產(chan)(chan)(chan)業(ye)(ye)布(bu)局。結(jie)合風光(guang)(guang)(guang)資源富集優(you)(you)勢、市場需求(qiu)和(he)區位輻(fu)射等特點,加強頂層設計(ji),優(you)(you)化(hua)(hua)風光(guang)(guang)(guang)產(chan)(chan)(chan)業(ye)(ye)布(bu)局,科學有序推進風光(guang)(guang)(guang)產(chan)(chan)(chan)業(ye)(ye)鏈(lian)一體化(hua)(hua)發展(zhan),加快(kuai)新能源裝備制造(zao)業(ye)(ye)高端(duan)化(hua)(hua)、智(zhi)能化(hua)(hua)、綠(lv)色化(hua)(hua)改造(zao),依托有產(chan)(chan)(chan)業(ye)(ye)鏈(lian)核(he)心技術和(he)聚集實力的“鏈(lian)主(zhu)”企業(ye)(ye),帶動上(shang)下(xia)游(you)產(chan)(chan)(chan)業(ye)(ye)系統集群式(shi)發展(zhan),打造(zao)“自主(zhu)研(yan)發—裝備制造(zao)—部件配套—基地試驗—批(pi)量生(sheng)產(chan)(chan)(chan)—高效運維”的產(chan)(chan)(chan)業(ye)(ye)鏈(lian)集群,帶動整個產(chan)(chan)(chan)業(ye)(ye)鏈(lian)聯動發展(zhan)、全面提(ti)升。
七、強化支撐體系
(一)加(jia)強(qiang)組織領導。建(jian)立自治(zhi)區(qu)推進新(xin)能(neng)(neng)(neng)源發(fa)展(zhan)工(gong)(gong)(gong)作機制(zhi),統籌解決重(zhong)大問題。自治(zhi)區(qu)發(fa)展(zhan)改(gai)革、工(gong)(gong)(gong)業(ye)和信息化(hua)、能(neng)(neng)(neng)源、自然資源、林草、生態環境等相關部門(men)要加(jia)強(qiang)協調配合,優化(hua)精簡(jian)審批(pi)流程(cheng),為新(xin)能(neng)(neng)(neng)源項(xiang)目落地創造(zao)有利(li)條件。各(ge)盟市要組織實施好各(ge)類新(xin)能(neng)(neng)(neng)源項(xiang)目,切實承擔監督(du)管理主體責任,配合電網(wang)企業(ye)做好送出(chu)工(gong)(gong)(gong)程(cheng)各(ge)項(xiang)前期工(gong)(gong)(gong)作。
(二)完(wan)善配套政(zheng)策機(ji)(ji)(ji)制(zhi)。針對新(xin)能(neng)源(yuan)隨機(ji)(ji)(ji)性(xing)強、波動較大和高(gao)比例融合的(de)(de)特點,開展新(xin)型電(dian)力(li)系統風險(xian)防范的(de)(de)分(fen)級分(fen)類管理,完(wan)善網內(nei)互濟和旋轉(zhuan)備(bei)用(yong)共享機(ji)(ji)(ji)制(zhi),提高(gao)新(xin)能(neng)源(yuan)消納多(duo)級調度協(xie)同快(kuai)速(su)響(xiang)應能(neng)力(li)。深化電(dian)力(li)現貨(huo)市場建設,采用(yong)靈活(huo)價(jia)格機(ji)(ji)(ji)制(zhi)促進新(xin)能(neng)源(yuan)參與(yu)現貨(huo)交(jiao)易。健(jian)全(quan)輔助服(fu)務市場交(jiao)易機(ji)(ji)(ji)制(zhi),引(yin)導火電(dian)機(ji)(ji)(ji)組主動參與(yu)系統調節(jie)。完(wan)善抽水蓄能(neng)電(dian)價(jia)形成和容量(liang)電(dian)費分(fen)攤機(ji)(ji)(ji)制(zhi),建立儲(chu)能(neng)電(dian)站投資回報機(ji)(ji)(ji)制(zhi)。通(tong)過(guo)價(jia)格機(ji)(ji)(ji)制(zhi),調動用(yong)戶節(jie)能(neng)降耗和參與(yu)需求側響(xiang)應的(de)(de)積極(ji)性(xing)。
(三)加強源(yuan)(yuan)網協(xie)(xie)同。結(jie)合自治(zhi)區新(xin)能(neng)源(yuan)(yuan)開發(fa)(fa),提前(qian)安排電網規劃項目及接(jie)網工程建設,保障源(yuan)(yuan)網同步投產(chan)。對電網企(qi)(qi)業建設有(you)困(kun)難(nan)或規劃建設時序不匹配的新(xin)能(neng)源(yuan)(yuan)配套(tao)送出(chu)工程,允許發(fa)(fa)電企(qi)(qi)業在自愿(yuan)的前(qian)提下投資建設,經與電網企(qi)(qi)業協(xie)(xie)商同意,可在新(xin)能(neng)源(yuan)(yuan)項目并(bing)網后適當時機由(you)電網企(qi)(qi)業依(yi)法依(yi)規回購(gou)配套(tao)送出(chu)工程。
(四)保(bao)障新能(neng)源消納(na)(na)。電(dian)(dian)網(wang)(wang)(wang)企(qi)業結合網(wang)(wang)(wang)內公用負荷情況(kuang),統籌(chou)做(zuo)好市場化(hua)(hua)并網(wang)(wang)(wang)的各類(lei)資源優化(hua)(hua)配置,承(cheng)擔保(bao)障性并網(wang)(wang)(wang)消納(na)(na)主體責任,統籌(chou)調峰能(neng)力建設,制定并網(wang)(wang)(wang)管理辦法,做(zuo)好各類(lei)項目接入及消納(na)(na)研(yan)究論(lun)證工作。加快區內輸(shu)電(dian)(dian)通道和(he)配電(dian)(dian)網(wang)(wang)(wang)的建設投入,優化(hua)(hua)新能(neng)源配置,同步提(ti)高清潔能(neng)源網(wang)(wang)(wang)內和(he)網(wang)(wang)(wang)間輸(shu)送(song)能(neng)力。加強(qiang)風光功率(lv)預(yu)測與電(dian)(dian)力調度平臺聯動,優化(hua)(hua)調度方式,提(ti)升電(dian)(dian)力系(xi)統韌性。加快建設抽水蓄(xu)能(neng)和(he)新型(xing)規模化(hua)(hua)儲能(neng),推進(jin)火電(dian)(dian)靈活性改造,提(ti)升系(xi)統靈活性水平,促進(jin)新能(neng)源電(dian)(dian)力消納(na)(na)。
