天津市電力發展“十四五”規劃:開展儲能項目示范,推動儲能技術寬范圍、多場景應用

1月27日,天津發改委印發《天津市電力發展“十四五”規劃》,文件提出要大力推進氫能、儲能、智慧能源等新業態創新發展。研究氫能在可再生能源消納、電網調峰等領域的應用,探索氫能與電力系統融合發展。加大儲能關鍵技術和裝備研發,降低儲能成本,為可再生能源靈活消納創造有利條件。開展儲能項目示范,推動儲能技術寬范圍、多場景應用,支持建設集中式共享儲能,鼓勵儲能設施參與調峰調頻等輔助服務。增強安全管理能力,落實儲能產業鏈各環節安全主體責任,進一步規范儲能電站并網運行,有效提升安全運行水平。研究氫能在可再生能源消納、電網調峰等領域的應用,探索氫能與電力系統融合發展。

本規劃依據《天津市(shi)國民經濟和社會發(fa)(fa)(fa)展第十四個五年(nian)規劃和二〇三五年(nian)遠景目標綱要》、《天津市(shi)能源發(fa)(fa)(fa)展“十四五”規劃》編(bian)制,是天津“十四五”電力(li)高(gao)質量發(fa)(fa)(fa)展的(de)指導(dao)性文件。


一、發展基礎與面臨形勢(shi)


“十三五”期間(jian),天津加(jia)強宏觀調控,統籌配置域內域外資(zi)源,加(jia)快構建清(qing)潔低碳、安全高(gao)效(xiao)的(de)現代電(dian)力(li)(li)體系,電(dian)力(li)(li)需求穩(wen)步增(zeng)長,電(dian)源結(jie)構持續優化,電(dian)網規模不斷擴大,節能減(jian)排深(shen)入(ru)推進,體制(zhi)改革取得顯著成(cheng)效(xiao),主要目標任務全面完成(cheng),為天津經濟(ji)社會發展提供了(le)有效(xiao)的(de)電(dian)力(li)(li)支撐(cheng)。


(一)發展成果


電(dian)力需求穩步增(zeng)長,外受(shou)電(dian)能力不斷提高(gao)。最(zui)大用電(dian)負荷由2015年(nian)的1330萬千(qian)(qian)瓦(wa)(wa)增(zeng)長到2020年(nian)的1616萬千(qian)(qian)瓦(wa)(wa),年(nian)均增(zeng)長4.0%;全社(she)會用電(dian)量(liang)由800.6億千(qian)(qian)瓦(wa)(wa)時(shi)增(zeng)長到874.6億千(qian)(qian)瓦(wa)(wa)時(shi),年(nian)均增(zeng)長1.8%。建成(cheng)錫盟~天津南(nan)~山東(dong)、蒙西(xi)(xi)~天津南(nan)兩條(tiao)特高(gao)壓(ya)交流受(shou)電(dian)通道及海河特高(gao)壓(ya)站,形成(cheng)“兩通道一落點”特高(gao)壓(ya)電(dian)網格局。加強與新疆、山西(xi)(xi)、甘肅(su)、寧夏、青海等資源(yuan)富集省市的能源(yuan)合作(zuo),簽訂送受(shou)電(dian)協議,通過市場化方(fang)式向(xiang)山西(xi)(xi)、新疆、甘肅(su)等地購電(dian)約50億千(qian)(qian)瓦(wa)(wa)時(shi)。


電(dian)源結構持續優化,清潔(jie)能源比(bi)(bi)(bi)重(zhong)大幅(fu)提升。全市發電(dian)裝(zhuang)機(ji)容量由(you)(you)2015年的1328.4萬(wan)(wan)千(qian)(qian)瓦(wa)增長(chang)(chang)到(dao)(dao)2020年的1916.8萬(wan)(wan)千(qian)(qian)瓦(wa),其(qi)中煤電(dian)裝(zhuang)機(ji)由(you)(you)1074.7萬(wan)(wan)千(qian)(qian)瓦(wa)增長(chang)(chang)到(dao)(dao)1229.9萬(wan)(wan)千(qian)(qian)瓦(wa),比(bi)(bi)(bi)重(zhong)由(you)(you)80.9%下降到(dao)(dao)64.2%;清潔(jie)能源裝(zhuang)機(ji)由(you)(you)238.9萬(wan)(wan)千(qian)(qian)瓦(wa)增長(chang)(chang)到(dao)(dao)664.0萬(wan)(wan)千(qian)(qian)瓦(wa),比(bi)(bi)(bi)重(zhong)由(you)(you)18.0%提高到(dao)(dao)34.6%;余熱余壓(ya)余氣發電(dian)裝(zhuang)機(ji)由(you)(you)14.8萬(wan)(wan)千(qian)(qian)瓦(wa)增長(chang)(chang)到(dao)(dao)22.9萬(wan)(wan)千(qian)(qian)瓦(wa),比(bi)(bi)(bi)重(zhong)由(you)(you)1.1%提高到(dao)(dao)1.2%。


電(dian)(dian)網(wang)(wang)結構不斷增強,供(gong)電(dian)(dian)能力顯著提(ti)(ti)升(sheng)。新增110千(qian)伏及以上變電(dian)(dian)容量(liang)3244萬千(qian)伏安,線(xian)路長度4023公里。500千(qian)伏基本建(jian)成(cheng)(cheng)多(duo)方(fang)向、多(duo)通道受電(dian)(dian)格局(ju)的(de)(de)雙(shuang)環(huan)網(wang)(wang),220千(qian)伏電(dian)(dian)網(wang)(wang)形成(cheng)(cheng)6個合(he)理(li)供(gong)電(dian)(dian)分(fen)區(qu),110千(qian)伏鏈式聯絡(luo)線(xian)路占比提(ti)(ti)升(sheng)至33.54%,10千(qian)伏形成(cheng)(cheng)電(dian)(dian)纜雙(shuang)環(huan)網(wang)(wang)、單(dan)環(huan)網(wang)(wang)和(he)架空線(xian)多(duo)分(fen)段適度聯絡(luo)的(de)(de)標準網(wang)(wang)架結構,線(xian)路聯絡(luo)率提(ti)(ti)升(sheng)至100%。提(ti)(ti)前一(yi)年完(wan)成(cheng)(cheng)新一(yi)輪農(nong)村電(dian)(dian)網(wang)(wang)改造(zao)升(sheng)級(ji),農(nong)村地區(qu)戶(hu)均配(pei)變容量(liang)大幅提(ti)(ti)升(sheng)。截至2020年底,天津(jin)電(dian)(dian)網(wang)(wang)供(gong)電(dian)(dian)可靠率達到99.932%,綜合(he)電(dian)(dian)壓合(he)格率達到99.989%。


節(jie)能減(jian)排(pai)深入推(tui)進,煤(mei)電(dian)(dian)機組(zu)(zu)清潔高效發展。有效防范化(hua)解煤(mei)電(dian)(dian)產(chan)能過(guo)剩風險,關停軍糧城電(dian)(dian)廠和靜海熱電(dian)(dian)廠共(gong)7臺86.2萬(wan)千瓦(wa)機組(zu)(zu),全市不達標的30萬(wan)千瓦(wa)及以下煤(mei)電(dian)(dian)機組(zu)(zu)已全部(bu)淘汰。加(jia)大機組(zu)(zu)超低(di)排(pai)放和節(jie)能改造力度,全部(bu)51臺煤(mei)電(dian)(dian)機組(zu)(zu)(含自備)均實現了超低(di)排(pai)放;完(wan)成14臺次(ci)共(gong)528.9萬(wan)千瓦(wa)煤(mei)電(dian)(dian)機組(zu)(zu)節(jie)能改造,煤(mei)電(dian)(dian)機組(zu)(zu)平均供電(dian)(dian)煤(mei)耗由313.2克標準(zhun)煤(mei)/千瓦(wa)時(shi)下降到295.4克標準(zhun)煤(mei)/千瓦(wa)時(shi)。


體制(zhi)(zhi)改(gai)革(ge)有(you)序推進,市(shi)場化(hua)體系逐步構建。成(cheng)立天津(jin)市(shi)電(dian)(dian)(dian)力(li)交易(yi)中心并(bing)完(wan)成(cheng)股份制(zhi)(zhi)改(gai)造,為市(shi)場主體搭建了(le)公(gong)開(kai)(kai)透(tou)明、功能完(wan)善(shan)的電(dian)(dian)(dian)力(li)交易(yi)平臺。完(wan)善(shan)電(dian)(dian)(dian)力(li)輔助服務(wu)(wu)交易(yi)機制(zhi)(zhi),市(shi)場化(hua)交易(yi)電(dian)(dian)(dian)量累(lei)計達到281億千瓦時(shi)。有(you)序放開(kai)(kai)發用(yong)電(dian)(dian)(dian)計劃,建立完(wan)善(shan)優先發電(dian)(dian)(dian)、優先購電(dian)(dian)(dian)制(zhi)(zhi)度(du)。降低市(shi)場準(zhun)入(ru)(ru)門檻,組織開(kai)(kai)展七個批次市(shi)場化(hua)用(yong)戶準(zhun)入(ru)(ru),全面放開(kai)(kai)10千伏(fu)以(yi)上電(dian)(dian)(dian)力(li)用(yong)戶進入(ru)(ru)市(shi)場。加快推動增(zeng)量配電(dian)(dian)(dian)業務(wu)(wu)改(gai)革(ge)試點(dian)(dian),天津(jin)港(gang)保稅區(qu)(海港(gang))和天津(jin)經濟技術開(kai)(kai)發區(qu)增(zeng)量配電(dian)(dian)(dian)試點(dian)(dian)項目(mu)已順利獲(huo)得(de)華北區(qu)域第一張、第二張電(dian)(dian)(dian)力(li)業務(wu)(wu)許可證(zheng)。


(二)存在問題


系統調(diao)峰(feng)能(neng)(neng)力不足(zu)。火(huo)電(dian)機組(zu)裝機比(bi)重大(da),且全部主力機組(zu)均為熱(re)(re)電(dian)聯(lian)產(chan),調(diao)峰(feng)性能(neng)(neng)好的(de)水電(dian)、抽水蓄能(neng)(neng)電(dian)站基(ji)本沒(mei)有。天津電(dian)網負荷峰(feng)谷差呈逐年增長趨勢(shi),熱(re)(re)電(dian)聯(lian)產(chan)機組(zu)比(bi)例不斷加大(da),尤(you)其(qi)冬(dong)季供熱(re)(re)期,受機組(zu)最小技(ji)術出(chu)力的(de)限(xian)制,本地電(dian)源調(diao)峰(feng)能(neng)(neng)力存在不足(zu)。同時,隨著風電(dian)、光(guang)伏發電(dian)的(de)大(da)規模(mo)接入(ru),對(dui)煤電(dian)靈活性、電(dian)網靈活運行(xing)、需(xu)求側管理(li)、儲能(neng)(neng)發展等提出(chu)更高要求。


電(dian)(dian)源(yuan)(yuan)結構有待進一(yi)步(bu)完善。近年來,天津大力發展綠色(se)清潔能源(yuan)(yuan),清潔低碳(tan)轉型(xing)取得顯(xian)著成(cheng)效,但煤(mei)電(dian)(dian)仍占主導地位,裝機比重(zhong)高于(yu)60%;氣電(dian)(dian)受(shou)氣源(yuan)(yuan)、供(gong)需和設施等(deng)因素影響(xiang),成(cheng)本高于(yu)用(yong)戶(hu)預期,裝機比重(zhong)短(duan)期內難以大幅提高;風電(dian)(dian)、光伏(fu)發電(dian)(dian)、水電(dian)(dian)等(deng)可(ke)再生能源(yuan)(yuan)受(shou)資源(yuan)(yuan)稟賦(fu)、規劃用(yong)地和資源(yuan)(yuan)條件等(deng)瓶頸制約,不具備大規模開發利用(yong)條件。


外受(shou)(shou)電(dian)(dian)(dian)能力(li)仍需提(ti)升。目(mu)前,天(tian)津通過兩條特高壓交流通道和9回500千(qian)伏(fu)線路(lu)與外網聯絡,部分500千(qian)伏(fu)線路(lu)仍為單回線路(lu),電(dian)(dian)(dian)網主(zhu)網架結構依然(ran)薄弱,難(nan)以滿足(zu)正常(chang)方式(shi)下(xia)大(da)規模外來(lai)電(dian)(dian)(dian)力(li)的(de)消(xiao)納以及故障方式(shi)下(xia)大(da)規模潮流的(de)轉移。綜合(he)考慮(lv)天(tian)津電(dian)(dian)(dian)網負荷不斷(duan)增(zeng)長、新增(zeng)本地機組不足(zu)、煤電(dian)(dian)(dian)機組發電(dian)(dian)(dian)利用小時數(shu)下(xia)降等(deng)因素(su),需要進一(yi)步提(ti)高天(tian)津電(dian)(dian)(dian)網外受(shou)(shou)電(dian)(dian)(dian)能力(li)。


(三)面臨形勢


能源電力(li)(li)發(fa)展進(jin)入碳(tan)達(da)峰關鍵(jian)(jian)期。當前(qian),全球能源綠(lv)色低碳(tan)轉(zhuan)型(xing)已勢(shi)在必行。習近(jin)平總書(shu)記在第七(qi)十五(wu)屆聯合國(guo)大會一般性辯論上明確提(ti)出,中(zhong)國(guo)二(er)氧(yang)化(hua)(hua)碳(tan)排放力(li)(li)爭于2030年(nian)前(qian)達(da)到峰值,努(nu)力(li)(li)爭取2060年(nian)前(qian)實(shi)現碳(tan)中(zhong)和(he)。“十四五(wu)”是確保實(shi)現2030年(nian)前(qian)碳(tan)達(da)峰、2060年(nian)前(qian)碳(tan)中(zhong)和(he)打好基(ji)礎的關鍵(jian)(jian)時期,客觀要(yao)求天津堅定不(bu)移走綠(lv)色低碳(tan)的高質量發(fa)展道路,持續(xu)提(ti)升非化(hua)(hua)石(shi)能源裝機規模,大力(li)(li)推進(jin)氫能、儲能、智慧能源等新(xin)業態創新(xin)發(fa)展。


電(dian)力(li)需(xu)求(qiu)增長與能(neng)源(yuan)綠色低碳轉型(xing)的矛盾日益凸(tu)顯(xian)。“十四五”期間(jian),天(tian)津(jin)將深入推進京津(jin)冀協(xie)同發(fa)展(zhan)等重(zhong)大(da)國家戰(zhan)略落地實(shi)施,主(zhu)動(dong)服務北京非首都(dou)功能(neng)疏解(jie),加快(kuai)構建“1+3+4”現代(dai)產業體系,基本(ben)實(shi)現“一基地三區”功能(neng)定(ding)位。經濟持續健(jian)康發(fa)展(zhan)、新型(xing)基礎設(she)(she)施加快(kuai)建設(she)(she)、電(dian)能(neng)替代(dai)規模不斷(duan)加大(da)都(dou)將帶動(dong)電(dian)力(li)需(xu)求(qiu)以較高速(su)度增長。但受大(da)氣污染防(fang)治(zhi)、煤炭消費總量制約,本(ben)地火電(dian)機組建設(she)(she)受限(xian),新增發(fa)電(dian)裝機主(zhu)要為(wei)可再生能(neng)源(yuan)和(he)分布式氣電(dian),電(dian)力(li)需(xu)求(qiu)將重(zhong)點依(yi)靠外受電(dian)解(jie)決,電(dian)力(li)供需(xu)矛盾突出。


電力行(xing)業(ye)數(shu)字化(hua)(hua)與智(zhi)(zhi)能(neng)化(hua)(hua)升級(ji)迫切。當前,數(shu)字化(hua)(hua)、智(zhi)(zhi)能(neng)化(hua)(hua)技(ji)術(shu)(shu)的(de)廣泛應(ying)用正在(zai)對經濟社會產生(sheng)深刻影響,能(neng)源(yuan)革(ge)命(ming)(ming)與數(shu)字革(ge)命(ming)(ming)深度融合是大勢所趨。隨著(zhu)5G、大數(shu)據、云(yun)計算、區塊(kuai)鏈和(he)(he)人工智(zhi)(zhi)能(neng)等新技(ji)術(shu)(shu)的(de)發(fa)展(zhan),帶動傳統基礎設(she)施領域和(he)(he)新一代(dai)數(shu)字技(ji)術(shu)(shu)的(de)融合,為能(neng)源(yuan)電力系(xi)統的(de)轉型發(fa)展(zhan)提(ti)供了良(liang)好的(de)契機(ji)(ji)。電網(wang)向能(neng)源(yuan)互聯(lian)網(wang)升級(ji),為挖(wa)掘電網(wang)設(she)備和(he)(he)各類資源(yuan)潛力、提(ti)升運(yun)行(xing)效率和(he)(he)服務(wu)水平、培(pei)育新業(ye)態新模式、引領推動行(xing)業(ye)生(sheng)態進化(hua)(hua),提(ti)供了重要機(ji)(ji)遇(yu)和(he)(he)動力。數(shu)字化(hua)(hua)與智(zhi)(zhi)能(neng)化(hua)(hua)轉型升級(ji)將(jiang)成為電力高質量(liang)發(fa)展(zhan)的(de)必由之路。


二、指導思想與原則


(一)指導思想

(二)基本原則


結構多(duo)元,保障(zhang)供(gong)電(dian)(dian)(dian)安(an)全(quan)。進一步優化電(dian)(dian)(dian)源(yuan)結構,穩定(ding)煤電(dian)(dian)(dian)裝機規模,穩步建(jian)設燃氣(qi)調峰(feng)機組,適(shi)度(du)發展分布(bu)式氣(qi)電(dian)(dian)(dian),大力發展可(ke)再(zai)生能源(yuan),加大“外電(dian)(dian)(dian)入津”,構筑多(duo)層次的電(dian)(dian)(dian)力供(gong)應(ying)體系(xi),保障(zhang)供(gong)電(dian)(dian)(dian)安(an)全(quan)。


清潔(jie)低碳,推(tui)進綠色發展。推(tui)動煤電(dian)(dian)清潔(jie)高效(xiao)利用(yong)與清潔(jie)能(neng)源發電(dian)(dian)并舉,進一步提(ti)高可再生(sheng)能(neng)源裝(zhuang)機比重,提(ti)升可再生(sheng)能(neng)源電(dian)(dian)力消納水平。持續推(tui)進交(jiao)通、生(sheng)活、工業等領域(yu)電(dian)(dian)能(neng)替代,提(ti)高電(dian)(dian)能(neng)占終端(duan)能(neng)源消費比重。


節能降耗(hao),提(ti)高電力效(xiao)率。推動現役(yi)煤電機(ji)組節能改造,提(ti)升(sheng)供電能效(xiao)。加強系(xi)統集成優化,改進調度運行(xing)方式,強化需求側管理,提(ti)高電力系(xi)統效(xiao)率。


改革(ge)創新,增強發(fa)展(zhan)(zhan)動力(li)。深入實(shi)施創新驅動發(fa)展(zhan)(zhan)戰略,深化(hua)電(dian)力(li)體制改革(ge),完(wan)善能源(yuan)市場(chang)體系,充分發(fa)揮市場(chang)配置(zhi)資源(yuan)的決(jue)定性作用。加大科技攻關,加速科技創新成(cheng)果(guo)轉化(hua)應用,帶動產業快(kuai)速發(fa)展(zhan)(zhan)。


三、發展目標


供應能(neng)力(li)(li)(li)。到(dao)2025年,電(dian)(dian)(dian)(dian)力(li)(li)(li)裝機達(da)到(dao)2600萬(wan)千(qian)(qian)瓦(wa)左(zuo)右;外(wai)受(shou)電(dian)(dian)(dian)(dian)能(neng)力(li)(li)(li)力(li)(li)(li)爭提(ti)高(gao)(gao)至1000萬(wan)千(qian)(qian)瓦(wa)以(yi)上;在保障電(dian)(dian)(dian)(dian)力(li)(li)(li)系統安全穩(wen)定的前提(ti)下,力(li)(li)(li)爭外(wai)受(shou)電(dian)(dian)(dian)(dian)比重(zhong)超(chao)過三分(fen)之一;城鄉(xiang)電(dian)(dian)(dian)(dian)氣化水平明顯提(ti)高(gao)(gao),電(dian)(dian)(dian)(dian)能(neng)占終端能(neng)源(yuan)消費(fei)比重(zhong)達(da)到(dao)38%。


電(dian)(dian)源結構。到2025年,煤電(dian)(dian)裝(zhuang)機(ji)穩定在(zai)1250萬千(qian)瓦以內。非化(hua)石能(neng)源發電(dian)(dian)裝(zhuang)機(ji)超過(guo)800萬千(qian)瓦,占(zhan)總(zong)裝(zhuang)機(ji)的比重達到30%左(zuo)右,可再(zai)生能(neng)源電(dian)(dian)力消納量(liang)占(zhan)全社會用電(dian)(dian)量(liang)的比重達到22%左(zuo)右。


電(dian)網(wang)(wang)發展。完善主網(wang)(wang)架結構(gou),建成500千(qian)(qian)伏(fu)擴大雙環網(wang)(wang),220千(qian)(qian)伏(fu)電(dian)網(wang)(wang)形成7個合(he)(he)理供(gong)電(dian)分(fen)區(qu)。新增220千(qian)(qian)伏(fu)及以(yi)上變電(dian)容(rong)量4944萬千(qian)(qian)伏(fu)安,新增線路4056公里。建成堅強可靠、經濟高(gao)效的一流現(xian)代配電(dian)網(wang)(wang),城市地區(qu)、農(nong)村地區(qu)供(gong)電(dian)可靠率分(fen)別提高(gao)至99.996%和(he)99.955%,綜合(he)(he)電(dian)壓合(he)(he)格率分(fen)別達到99.999%和(he)99.99%。


效(xiao)率提升(sheng)。2025年(nian),全市煤(mei)(mei)電(dian)(dian)機組(zu)平均供電(dian)(dian)煤(mei)(mei)耗不高于292克標準煤(mei)(mei)/千(qian)瓦時(shi)。



四、規劃重點項目


(一)電源項目


“十(shi)四五(wu)”期間,新增電(dian)源裝機(ji)共(gong)計709.1萬(wan)(wan)千(qian)瓦(wa),改燃關停燃煤自備機(ji)組共(gong)35.55萬(wan)(wan)千(qian)瓦(wa)。到2025年底,總裝機(ji)容量達到2600萬(wan)(wan)千(qian)瓦(wa)左(zuo)右,其中包括:煤電(dian)1245.3萬(wan)(wan)千(qian)瓦(wa)、氣電(dian)516.6萬(wan)(wan)千(qian)瓦(wa)、非化石能源發電(dian)805.5萬(wan)(wan)千(qian)瓦(wa)等。此(ci)外,將繼續推(tui)動(dong)薊州抽(chou)水蓄能電(dian)站項(xiang)目(mu)各項(xiang)前期工作(zuo)。


1.火電項目


煤(mei)電(dian)項(xiang)目(mu)。推動實施國華盤山電(dian)廠(chang)(chang)機組延(yan)壽及(ji)創新升級改造(zao)項(xiang)目(mu)和大港電(dian)廠(chang)(chang)減容量替代項(xiang)目(mu)。


氣電(dian)項(xiang)目。推動實施軍糧城電(dian)廠(chang)燃(ran)(ran)氣發電(dian)項(xiang)目、華能(neng)臨(lin)港(gang)燃(ran)(ran)氣調峰發電(dian)項(xiang)目、北(bei)郊(jiao)燃(ran)(ran)氣電(dian)廠(chang)項(xiang)目、軍糧城電(dian)廠(chang)七期項(xiang)目。

新(xin)增可(ke)再生能源發(fa)電(dian)(dian)裝(zhuang)機(ji)523.5萬(wan)千(qian)瓦(wa)(wa)(wa)(wa),其(qi)中(zhong)包括(kuo):風電(dian)(dian)115.5萬(wan)千(qian)瓦(wa)(wa)(wa)(wa),光伏(fu)發(fa)電(dian)(dian)396.4萬(wan)千(qian)瓦(wa)(wa)(wa)(wa),生物(wu)質發(fa)電(dian)(dian)11.6萬(wan)千(qian)瓦(wa)(wa)(wa)(wa)。到(dao)2025年底(di),非化石能源發(fa)電(dian)(dian)裝(zhuang)機(ji)達到(dao)805.5萬(wan)千(qian)瓦(wa)(wa)(wa)(wa),其(qi)中(zhong)包括(kuo):風電(dian)(dian)200萬(wan)千(qian)瓦(wa)(wa)(wa)(wa),光伏(fu)發(fa)電(dian)(dian)560萬(wan)千(qian)瓦(wa)(wa)(wa)(wa),生物(wu)質發(fa)電(dian)(dian)45萬(wan)千(qian)瓦(wa)(wa)(wa)(wa),水電(dian)(dian)0.5萬(wan)千(qian)瓦(wa)(wa)(wa)(wa)。


(二)電網項目


繼續(xu)深化實施“外(wai)電入津”戰略(lve),完(wan)善(shan)特高壓網架,建(jian)成500千伏擴(kuo)大雙環網,優化220千伏網架結構及(ji)分區方式,強化堅強智能配電網建(jian)設。


1.特高壓電網


持(chi)續構建堅強可靠特高壓(ya)電(dian)網(wang)(wang),融入京(jing)津冀(ji)特高壓(ya)環(huan)網(wang)(wang),提高電(dian)網(wang)(wang)外(wai)受電(dian)能力,實施天津南1000千(qian)伏(fu)特高壓(ya)變電(dian)站擴(kuo)建工程和天津北(bei)特高壓(ya)輸變電(dian)工程,新增變電(dian)容(rong)量1800萬(wan)千(qian)伏(fu)安、線(xian)路長(chang)度470公(gong)里,特高壓(ya)電(dian)網(wang)(wang)投(tou)資約75億元。


2.500千伏電網


進(jin)一(yi)步優化(hua)電(dian)(dian)(dian)網(wang)結構(gou)及(ji)其與周邊電(dian)(dian)(dian)網(wang)的聯絡,結合(he)海(hai)(hai)港(gang)、津南站(zhan)接入,建(jian)成(cheng)500千(qian)伏(fu)(fu)(fu)(fu)擴大雙環網(wang),有效提高電(dian)(dian)(dian)力(li)供應保障能力(li)和(he)安(an)全(quan)穩定(ding)水平(ping)。新建(jian)大港(gang)、津南、海(hai)(hai)港(gang)3座(zuo)500千(qian)伏(fu)(fu)(fu)(fu)站(zhan),擴建(jian)濱海(hai)(hai)、渠(qu)陽(yang)、蘆臺3座(zuo)500千(qian)伏(fu)(fu)(fu)(fu)站(zhan),重建(jian)吳莊、北郊2座(zuo)500千(qian)伏(fu)(fu)(fu)(fu)站(zhan),新建(jian)正德~北郊第二(er)回500千(qian)伏(fu)(fu)(fu)(fu)等5項(xiang)線路工程,新建(jian)海(hai)(hai)晶(jing)“鹽光互補(bu)”光伏(fu)(fu)(fu)(fu)發(fa)電(dian)(dian)(dian)項(xiang)目三座(zuo)500千(qian)伏(fu)(fu)(fu)(fu)升壓站(zhan)及(ji)送出工程,共(gong)新增變(bian)電(dian)(dian)(dian)容量(liang)1694.7萬(wan)千(qian)伏(fu)(fu)(fu)(fu)安(an)、線路664公里,500千(qian)伏(fu)(fu)(fu)(fu)電(dian)(dian)(dian)網(wang)投(tou)資約71.5億(yi)元(yuan),“十四五”期(qi)間投(tou)資約66.2億(yi)元(yuan)。到2025年(nian),天津電(dian)(dian)(dian)網(wang)共(gong)有500千(qian)伏(fu)(fu)(fu)(fu)公用變(bian)電(dian)(dian)(dian)站(zhan)13座(zuo),500千(qian)伏(fu)(fu)(fu)(fu)公用變(bian)電(dian)(dian)(dian)容量(liang)達3480萬(wan)千(qian)伏(fu)(fu)(fu)(fu)安(an)。


3.220千伏電網


新建(jian)220千(qian)伏(fu)(fu)變電(dian)(dian)站(zhan)13座(zuo),重建(jian)220千(qian)伏(fu)(fu)變電(dian)(dian)站(zhan)10座(zuo),擴建(jian)220千(qian)伏(fu)(fu)變電(dian)(dian)站(zhan)9座(zuo),新增220千(qian)伏(fu)(fu)變電(dian)(dian)容量720萬(wan)千(qian)伏(fu)(fu)安、線(xian)路1103.84公(gong)里,220千(qian)伏(fu)(fu)電(dian)(dian)網(wang)投資(zi)約(yue)74.9億元。到2025年,天津(jin)220千(qian)伏(fu)(fu)公(gong)用變電(dian)(dian)站(zhan)達到98座(zuo),總(zong)變電(dian)(dian)容量4662.6萬(wan)千(qian)伏(fu)(fu)安。220千(qian)伏(fu)(fu)電(dian)(dian)網(wang)形成相對獨立的七個供電(dian)(dian)分區,各分區間保(bao)留(liu)充足的負荷轉(zhuan)移能(neng)力,確保(bao)電(dian)(dian)網(wang)運行方式靈活,電(dian)(dian)網(wang)抵御嚴重故障風險(xian)的能(neng)力顯著提升。


4.配電網


加快110千(qian)伏(fu)電網(wang)目標網(wang)架建設,有序(xu)推動35千(qian)伏(fu)變(bian)電站升(sheng)壓(ya)改造(zao),強化10千(qian)伏(fu)線路聯絡,提高10千(qian)伏(fu)設備(bei)水平。配電網(wang)建設改造(zao)總投資約(yue)385億元,其中110千(qian)伏(fu)投資172.8億元,35千(qian)伏(fu)投資28.5億元,10千(qian)伏(fu)及以(yi)下投資178.7億元。


5.電(dian)網(wang)安(an)全與服務項目


電(dian)網安全與(yu)服(fu)務基建(jian)投資41.42億(yi)(yi)元。其(qi)中,電(dian)網數(shu)字化項(xiang)目8.27億(yi)(yi)元,包括基礎設施、企業中臺、業務應用、安全防護、運營支(zhi)撐等方面;電(dian)力市場(chang)營銷項(xiang)目33.15億(yi)(yi)元,包括計量(liang)采集(ji)、客戶(hu)服(fu)務、公共能效服(fu)務和智(zhi)能用電(dian)等方面。


6.電(dian)網生產輔助設(she)施項目(mu)


電(dian)網(wang)生(sheng)產輔助設(she)(she)施建設(she)(she)投(tou)資30.32億(yi)元。其中,電(dian)網(wang)小(xiao)型基建項目(mu)投(tou)資14.20億(yi)元;辦公及輔助設(she)(she)備(bei)(bei)等(deng)設(she)(she)備(bei)(bei)設(she)(she)施投(tou)資16.12億(yi)元。


7.電網技(ji)術改造項目(mu)


電網(wang)技術改(gai)造(zao)(zao)項目(mu)投資(zi)(zi)56.31億(yi)(yi)(yi)元(yuan)。其中,輸變電設(she)(she)備(bei)(bei)(bei)改(gai)造(zao)(zao)項目(mu)投資(zi)(zi)35.31億(yi)(yi)(yi)元(yuan),包(bao)括輸電設(she)(she)備(bei)(bei)(bei)、變電設(she)(she)備(bei)(bei)(bei)、配電設(she)(she)備(bei)(bei)(bei)、調控運行(xing)及(ji)其他方面改(gai)造(zao)(zao);電網(wang)安全與服務改(gai)造(zao)(zao)項目(mu)投資(zi)(zi)18.65億(yi)(yi)(yi)元(yuan),包(bao)括電網(wang)數(shu)字化改(gai)造(zao)(zao)和電力(li)市場營銷改(gai)造(zao)(zao);電網(wang)生(sheng)產輔(fu)助設(she)(she)施改(gai)造(zao)(zao)項目(mu)投資(zi)(zi)2.35億(yi)(yi)(yi)元(yuan),用于(yu)生(sheng)產輔(fu)助用房及(ji)設(she)(she)備(bei)(bei)(bei)設(she)(she)施消除安全隱患、恢復使用功能。


五、重點任務


(一)構(gou)建電力安(an)全(quan)保(bao)障體(ti)系(xi)


提(ti)升電力供應水平。優化本地電源結(jie)構,穩定煤(mei)電裝機規模,著力擴(kuo)大(da)天(tian)(tian)然氣、可(ke)再生能源等清潔(jie)能源裝機。到2025年(nian),煤(mei)電裝機容量穩定在(zai)1250萬(wan)(wan)千瓦以(yi)內(nei),清潔(jie)能源裝機超過(guo)1300萬(wan)(wan)千瓦。著力擴(kuo)大(da)外電供應,提(ti)升現有蒙(meng)西(xi)至(zhi)天(tian)(tian)津南(nan)、錫盟經天(tian)(tian)津南(nan)至(zhi)山(shan)東兩條(tiao)特高壓通(tong)道(dao)(dao)輸(shu)送能力;打(da)通(tong)更多“外電入津”通(tong)道(dao)(dao),加(jia)快新增(zeng)大(da)同-懷來-天(tian)(tian)津北-天(tian)(tian)津南(nan)特高壓通(tong)道(dao)(dao)建(jian)設,力爭(zheng)到2025年(nian)外受電能力達到1000萬(wan)(wan)千瓦。結(jie)合跨省跨區輸(shu)電通(tong)道(dao)(dao)能力,繼續實施(shi)電力援疆,深(shen)化與山(shan)西(xi)、內(nei)蒙(meng)古、甘肅(su)等省份電力合作,在(zai)保障(zhang)電網安全條(tiao)件下,擴(kuo)大(da)外電規模,提(ti)高外受電比重(zhong)。


建(jian)設(she)堅強輸(shu)電(dian)網(wang)絡。加(jia)快(kuai)天津南(nan)特高壓變(bian)(bian)電(dian)站擴建(jian)工程、天津北特高壓輸(shu)變(bian)(bian)電(dian)工程建(jian)設(she),形成“三(san)通道兩(liang)落點(dian)”特高壓受電(dian)格局。推(tui)動濱海、渠陽、蘆(lu)臺變(bian)(bian)電(dian)站擴建(jian),大港、津南(nan)、海港變(bian)(bian)電(dian)站新建(jian)等項目建(jian)設(she),建(jian)成500千(qian)(qian)伏(fu)擴大雙環網(wang)結構,優化(hua)與唐山電(dian)網(wang)、北京電(dian)網(wang)及河北南(nan)網(wang)的聯絡,緩解(jie)東部通道重載矛盾。推(tui)動津霸(ba)路、南(nan)港東等220千(qian)(qian)伏(fu)輸(shu)變(bian)(bian)電(dian)工程,構建(jian)合理220千(qian)(qian)伏(fu)電(dian)網(wang)分區。


建(jian)設堅強局部電(dian)(dian)(dian)網(wang)(wang)。在全(quan)國范圍內(nei)率先建(jian)成堅強局部電(dian)(dian)(dian)網(wang)(wang),形成“堅強統一(yi)電(dian)(dian)(dian)網(wang)(wang)聯絡支撐、本地保(bao)(bao)障電(dian)(dian)(dian)源(yuan)分區平衡、應急自備電(dian)(dian)(dian)源(yuan)承擔兜(dou)底、應急移動電(dian)(dian)(dian)源(yuan)作為補充”的(de)四級保(bao)(bao)障體系,提升在極端狀態(tai)下(xia)的(de)電(dian)(dian)(dian)力供應保(bao)(bao)障能(neng)(neng)力。實(shi)施(shi)保(bao)(bao)障電(dian)(dian)(dian)源(yuan)建(jian)設重點工程,推(tui)動軍糧(liang)城電(dian)(dian)(dian)廠、城南燃(ran)氣電(dian)(dian)(dian)廠和楊柳青電(dian)(dian)(dian)廠具備孤島運行能(neng)(neng)力。


防(fang)范(fan)化解電(dian)力(li)(li)安(an)全(quan)(quan)保(bao)供風(feng)險(xian)(xian)。強(qiang)化電(dian)力(li)(li)安(an)全(quan)(quan)風(feng)險(xian)(xian)管控(kong),進一步規范(fan)風(feng)險(xian)(xian)辨識、評(ping)估、預警、管控(kong)等(deng)環節,加(jia)強(qiang)極端情形下電(dian)力(li)(li)安(an)全(quan)(quan)保(bao)障分析測算和(he)風(feng)險(xian)(xian)管控(kong),組(zu)織開展(zhan)隱患(huan)排查(cha),推進應急(ji)體系建設,持續完善安(an)全(quan)(quan)生產(chan)突發事(shi)件(jian)響(xiang)應機制(zhi)。強(qiang)化電(dian)力(li)(li)系統網(wang)(wang)絡安(an)全(quan)(quan),加(jia)強(qiang)電(dian)力(li)(li)行業關(guan)鍵信(xin)息基礎設施(shi)安(an)全(quan)(quan)保(bao)護,深化網(wang)(wang)絡漏(lou)洞安(an)全(quan)(quan)管理(li),推進攻(gong)防(fang)關(guan)鍵技術研究,增強(qiang)態(tai)勢感(gan)知、預警及協(xie)同(tong)處理(li)能力(li)(li)。

電力應急(ji)(ji)(ji)體系建設。智慧應急(ji)(ji)(ji)預案平(ping)臺(tai)應用(yong),利用(yong)信息(xi)化(hua)手(shou)段提(ti)升應急(ji)(ji)(ji)預案管理效率(lv),2021年(nian)(nian)開(kai)展(zhan)平(ping)臺(tai)試運行,2023-2025年(nian)(nian)推廣應用(yong)并(bing)持續(xu)完(wan)善(shan)平(ping)臺(tai)功能(neng)。應急(ji)(ji)(ji)協同機制(zhi)建設,根(gen)據抗(kang)震救災、抗(kang)冰搶險等工作需要(yao),完(wan)善(shan)應急(ji)(ji)(ji)聯(lian)動機制(zhi)。2021年(nian)(nian)續(xu)簽京津冀應急(ji)(ji)(ji)救援基干隊(dui)伍(wu)聯(lian)動協議,2023-2025年(nian)(nian)常態化(hua)開(kai)展(zhan)互訓互練和聯(lian)合應急(ji)(ji)(ji)演練。應急(ji)(ji)(ji)響應效率(lv)提(ti)升,2024年(nian)(nian)底前,完(wan)成3個應急(ji)(ji)(ji)搶修中(zhong)心(xin)的應急(ji)(ji)(ji)指(zhi)揮中(zhong)心(xin)功能(neng)提(ti)升改(gai)造(zao)。


(二)加速電力綠(lv)色低碳轉型


推(tui)(tui)動新能(neng)源(yuan)和可(ke)再(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)規模化發(fa)(fa)(fa)展。盤(pan)活低效閑(xian)置土地(di)(di)資源(yuan),大力開發(fa)(fa)(fa)太陽能(neng);有(you)效利用風資源(yuan),積(ji)極開發(fa)(fa)(fa)風電(dian)(dian);因地(di)(di)制宜開發(fa)(fa)(fa)生(sheng)(sheng)(sheng)物質能(neng),有(you)序推(tui)(tui)進垃圾焚燒發(fa)(fa)(fa)電(dian)(dian)項(xiang)目(mu)。到(dao)2025年(nian),全(quan)市可(ke)再(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)裝機超過(guo)800萬千瓦(wa),占總裝機比重達(da)到(dao)30%左右。保障(zhang)本地(di)(di)可(ke)再(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)消(xiao)(xiao)納(na),嚴(yan)格(ge)落(luo)實國(guo)家可(ke)再(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)電(dian)(dian)力全(quan)額保障(zhang)性收購政(zheng)策,實行(xing)可(ke)再(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)發(fa)(fa)(fa)電(dian)(dian)優先上網;完(wan)善(shan)可(ke)再(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)電(dian)(dian)力消(xiao)(xiao)納(na)保障(zhang)機制,到(dao)2025年(nian),可(ke)再(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)電(dian)(dian)力消(xiao)(xiao)納(na)量(liang)占全(quan)社會用電(dian)(dian)量(liang)的比重達(da)到(dao)22%左右,完(wan)成國(guo)家要求的責任權重。

建(jian)設濱海能(neng)源(yuan)(yuan)(yuan)(yuan)互聯(lian)網(wang)綜合示(shi)范區。以終(zhong)端用(yong)戶需求為導向(xiang),優(you)化能(neng)源(yuan)(yuan)(yuan)(yuan)供給,從單(dan)一(yi)品類向(xiang)綜合能(neng)源(yuan)(yuan)(yuan)(yuan)發展,滿足(zu)終(zhong)端用(yong)戶多(duo)元能(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)費需求,依托公(gong)共配(pei)(pei)電網(wang)、熱(re)力(li)網(wang)、燃(ran)氣配(pei)(pei)網(wang)等(deng)設施,集(ji)成空氣能(neng)、地熱(re)能(neng)、太陽能(neng)、風能(neng)等(deng)多(duo)種清潔能(neng)源(yuan)(yuan)(yuan)(yuan),構建(jian)多(duo)能(neng)互補、多(duo)需聯(lian)供、靈活可(ke)靠、供需一(yi)體的“能(neng)源(yuan)(yuan)(yuan)(yuan)局域網(wang)”。聚集(ji)生活宜居智(zhi)慧能(neng)源(yuan)(yuan)(yuan)(yuan)服務(wu)、智(zhi)慧港(gang)口綠(lv)色能(neng)源(yuan)(yuan)(yuan)(yuan)供應、園區可(ke)靠能(neng)源(yuan)(yuan)(yuan)(yuan)保障、多(duo)產業高效能(neng)源(yuan)(yuan)(yuan)(yuan)利用(yong)四大方面,開展能(neng)源(yuan)(yuan)(yuan)(yuan)互聯(lian)網(wang)基礎能(neng)力(li)提升,打(da)造能(neng)源(yuan)(yuan)(yuan)(yuan)發展典型業態(tai)。


(五)加(jia)快電力體制(zhi)機(ji)制(zhi)改革(ge)


深(shen)化(hua)電(dian)(dian)力(li)體制(zhi)改革(ge)。推(tui)(tui)(tui)(tui)動(dong)完善電(dian)(dian)力(li)市(shi)場(chang)建設,促進電(dian)(dian)網(wang)公平(ping)開放。擴(kuo)大電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)易(yi),推(tui)(tui)(tui)(tui)動(dong)售(shou)電(dian)(dian)側(ce)改革(ge),培育多元市(shi)場(chang)主體;推(tui)(tui)(tui)(tui)進分(fen)布(bu)式(shi)(shi)發電(dian)(dian)市(shi)場(chang)化(hua)交(jiao)(jiao)(jiao)(jiao)易(yi),探索分(fen)布(bu)式(shi)(shi)電(dian)(dian)站向(xiang)區域(yu)用(yong)戶直接(jie)售(shou)電(dian)(dian)模式(shi)(shi);探索開展電(dian)(dian)力(li)現貨交(jiao)(jiao)(jiao)(jiao)易(yi),擴(kuo)大電(dian)(dian)力(li)峰(feng)谷分(fen)時交(jiao)(jiao)(jiao)(jiao)易(yi)價差(cha),鼓勵更多輔(fu)助(zhu)服務參與(yu)電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)易(yi)。探索推(tui)(tui)(tui)(tui)動(dong)本地機組(zu)發電(dian)(dian)權域(yu)外替代(dai)。推(tui)(tui)(tui)(tui)動(dong)增量配電(dian)(dian)業(ye)務改革(ge),鼓勵創(chuang)新服務、試點(dian)核算,保障有序安全運行。積極(ji)推(tui)(tui)(tui)(tui)動(dong)可再生能(neng)源參與(yu)電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)易(yi),逐步擴(kuo)大交(jiao)(jiao)(jiao)(jiao)易(yi)規模。


推進(jin)輸配電(dian)價改革。科學核定(ding)電(dian)網企業準(zhun)許收入和分電(dian)壓等級輸配電(dian)價,有序放開上(shang)網電(dian)價和工商業銷售電(dian)價;建(jian)立抽水(shui)蓄(xu)能機(ji)組(zu)、燃氣(qi)電(dian)站等優質調峰(feng)機(ji)組(zu)的(de)價格補(bu)(bu)償(chang)(chang)機(ji)制,探索實(shi)行用(yong)戶(hu)可中斷電(dian)價,鼓勵用(yong)戶(hu)參與(yu)需求側響應,完善由用(yong)戶(hu)和發電(dian)企業參與(yu)的(de)輔助(zhu)服務補(bu)(bu)償(chang)(chang)機(ji)制。


六、保障措施


加(jia)強(qiang)規(gui)劃(hua)(hua)(hua)組織(zhi)實(shi)(shi)施。有(you)(you)序推動(dong)規(gui)劃(hua)(hua)(hua)實(shi)(shi)施,強(qiang)化電力(li)規(gui)劃(hua)(hua)(hua)對電力(li)建設(she)的(de)指導作用,規(gui)范開展重點電力(li)項目建設(she)。各(ge)電力(li)企業(ye)要充分發揮(hui)市(shi)場主體(ti)作用,積極(ji)有(you)(you)序推進規(gui)劃(hua)(hua)(hua)項目前(qian)期論證,合理安排(pai)各(ge)年度電力(li)建設(she)計(ji)劃(hua)(hua)(hua),保障規(gui)劃(hua)(hua)(hua)順利實(shi)(shi)施。科學把(ba)握規(gui)劃(hua)(hua)(hua)執行(xing)進度,做(zuo)好(hao)中期和(he)終期評估(gu),適時(shi)提出調(diao)整建議。


健全市(shi)場體(ti)制(zhi)機制(zhi)。建(jian)(jian)立(li)靈活反映市(shi)場供需(xu)的電(dian)、熱(re)、氣價(jia)格機制(zhi)。強(qiang)化供熱(re)成(cheng)本監審,理順燃氣熱(re)電(dian)聯產(chan)電(dian)、熱(re)成(cheng)本分攤機制(zhi)。適應新型電(dian)力系統建(jian)(jian)設,建(jian)(jian)立(li)電(dian)力應急(ji)調峰(feng)補償機制(zhi)。探索(suo)碳排放交易試點建(jian)(jian)設,有效發揮市(shi)場機制(zhi)在控(kong)制(zhi)溫室氣體(ti)排放、實現“碳達峰(feng)、碳中(zhong)和”目標中(zhong)的作用。


強(qiang)化電(dian)(dian)力行業(ye)監管(guan)(guan)。全(quan)面貫徹執行國家電(dian)(dian)力政策法律法規(gui)和電(dian)(dian)力行業(ye)規(gui)章、標準,建立健全(quan)信息監控、應急(ji)管(guan)(guan)理(li)制度(du),重點強(qiang)化規(gui)劃監管(guan)(guan)、項目備(bei)案監管(guan)(guan)、行政許(xu)可監管(guan)(guan)。加強(qiang)形(xing)勢研判,增強(qiang)對不確定(ding)因素(su)的可預見性。加強(qiang)電(dian)(dian)力預測分析和預警,規(gui)范電(dian)(dian)力信息報告和發(fa)布制度(du),及早發(fa)現風(feng)險隱患(huan),保(bao)障能源安全(quan)。


深化電力(li)交(jiao)流合(he)作。進一步(bu)加強(qiang)與(yu)內蒙、山西、陜(shan)西等省(sheng)的(de)(de)戰(zhan)略合(he)作,通過簽訂省(sheng)間電力(li)交(jiao)易協議(yi),擴大(da)省(sheng)間跨區域電力(li)交(jiao)易規模。鼓勵(li)能(neng)源生產和裝(zhuang)備(bei)制(zhi)造企(qi)(qi)(qi)業(ye)參與(yu)域外能(neng)源項(xiang)目的(de)(de)開發建設,建成后向天津(jin)送(song)電。繼續加強(qiang)與(yu)中央企(qi)(qi)(qi)業(ye)的(de)(de)戰(zhan)略合(he)作,利用大(da)型(xing)國(guo)有企(qi)(qi)(qi)業(ye)技術、資金優勢,推動特高壓(ya)電網(wang)、新能(neng)源、綜合(he)能(neng)源等電力(li)項(xiang)目建設,帶動相關產業(ye)快(kuai)速發展(zhan)。
