記者從國家能源局獲悉,一季度,全國基建新增發電裝機容量2351萬千瓦,比上年同期多投產996萬千瓦。其中,水電109萬千瓦、火電1060萬千瓦、核電115萬千瓦、風電526萬千瓦、太陽能發電533萬千瓦,可再生能源發電新增裝機占比超過50%。
能源行(xing)業是實現碳(tan)達(da)峰(feng)碳(tan)中和目標(biao)的重點(dian)領(ling)域,新能源的大規模接入對電(dian)(dian)網(wang)的平衡(heng)調節(jie)能力提(ti)出了更高要求。“雙碳(tan)”目標(biao)下(xia),國家電(dian)(dian)網(wang)如何(he)提(ti)升電(dian)(dian)網(wang)平衡(heng)調節(jie)能力?本報記者帶您一(yi)探(tan)究竟(jing)。
“水火”聯合
當前,“碳(tan)中(zhong)和(he)”已經(jing)成(cheng)為(wei)全球共識。實現(xian)碳(tan)達(da)峰碳(tan)中(zhong)和(he)是我國向(xiang)世界作出的莊嚴承諾(nuo),也是一(yi)場廣泛而深刻的經(jing)濟社會變革。
能(neng)源行業(ye)是實(shi)現碳達峰碳中和目標的重點(dian)領域。我國已(yi)成(cheng)為全球(qiu)新(xin)能(neng)源裝(zhuang)機規模(mo)最大(da)(da)的國家,能(neng)源結構也在(zai)發(fa)生(sheng)(sheng)變化,可再生(sheng)(sheng)能(neng)源發(fa)電(dian)裝(zhuang)機容量在(zai)2020年年底(di)已(yi)經占全部(bu)發(fa)電(dian)裝(zhuang)機容量的41%。新(xin)能(neng)源具有隨機性、波動性、間歇(xie)性等特(te)點(dian),大(da)(da)規模(mo)開發(fa)并網后(hou),電(dian)力(li)系統“雙高雙峰”特(te)征(zheng)日(ri)益(yi)凸(tu)顯,對確保電(dian)網安全運行和電(dian)力(li)可靠供應帶來了巨大(da)(da)挑戰。
提(ti)高平衡調(diao)(diao)節(jie)能力(li),電網需(xu)(xu)要一(yi)個“智(zhi)慧大腦”。“電難(nan)以大規模儲存,它就像(xiang)一(yi)輛沒有制(zhi)動裝置的車輛一(yi)樣,無(wu)法在某個地方停(ting)留(liu),其生產(chan)、輸送(song)和消費在同一(yi)時(shi)間(jian)完成,因此大電網需(xu)(xu)要調(diao)(diao)度系統這一(yi)‘智(zhi)慧大腦’作為靈活高效運(yun)轉的‘指揮’。”華東電力(li)調(diao)(diao)控分中(zhong)心水電及(ji)新(xin)能源(yuan)處副處長陸建宇表示。
電力(li)調度不僅關(guan)乎電力(li)系(xi)統(tong)的(de)安(an)全(quan)(quan)穩定運(yun)(yun)行(xing),更關(guan)乎千家萬戶用電和社會經(jing)濟的(de)正常運(yun)(yun)轉(zhuan)。今年,國家電網有限(xian)公司“一體四(si)翼”發展布局提(ti)出將進(jin)一步加強全(quan)(quan)網統(tong)一調度,完善(shan)跨(kua)省(sheng)備用共(gong)享(xiang)機制,統(tong)籌全(quan)(quan)網調峰資源,在(zai)電源清潔化水(shui)平快速提(ti)升的(de)基礎(chu)上,繼(ji)續(xu)助(zhu)力(li)新能(neng)源利(li)用率(lv)保持(chi)在(zai)較高水(shui)平。
火電(dian)的(de)靈(ling)活性(xing)改(gai)造(zao)一直是提升電(dian)網平衡調節能力的(de)重要內容。2020年,“三(san)北(bei)”地區(qu)(qu)完成(cheng)火電(dian)機(ji)組改(gai)造(zao)2466萬千瓦(wa)。“十三(san)五”期間,國家(jia)電(dian)網經營(ying)區(qu)(qu)內累計完成(cheng)煤電(dian)機(ji)組改(gai)造(zao)1.62億(yi)千瓦(wa),其中“三(san)北(bei)”地區(qu)(qu)完成(cheng)火電(dian)機(ji)組容量改(gai)造(zao)8241萬千瓦(wa),增加調節能力1501萬千瓦(wa)。
“簡單(dan)來講,火電(dian)靈活(huo)性(xing)(xing)改(gai)造,就(jiu)(jiu)是解決‘吃(chi)’和‘消化’的問題(ti)。所(suo)謂‘吃(chi)’就(jiu)(jiu)是燃料,所(suo)謂‘消化’就(jiu)(jiu)是運行控制,兩者缺一不(bu)可。”東南大學(xue)能源與環境學(xue)院博士生導師呂劍虹(hong)這樣解釋靈活(huo)性(xing)(xing)改(gai)造的實質。
呂(lv)劍虹介紹,機(ji)(ji)組(zu)(zu)靈活(huo)(huo)性改造主要(yao)包括兩(liang)個方面的(de)(de)含義,一(yi)是增加(jia)機(ji)(ji)組(zu)(zu)運行靈活(huo)(huo)性,即(ji)要(yao)求機(ji)(ji)組(zu)(zu)具有(you)更(geng)快的(de)(de)變負(fu)荷(he)速(su)率、更(geng)高的(de)(de)負(fu)荷(he)調(diao)節(jie)精度(du)及(ji)更(geng)好(hao)的(de)(de)一(yi)次調(diao)頻性能(neng)(neng);二是增加(jia)鍋(guo)爐(lu)燃料(liao)的(de)(de)靈活(huo)(huo)性,即(ji)機(ji)(ji)組(zu)(zu)在摻燒不同品質(zhi)的(de)(de)燃料(liao)下,確保鍋(guo)爐(lu)的(de)(de)穩定燃燒以及(ji)機(ji)(ji)組(zu)(zu)在摻燒工況下仍(reng)有(you)良好(hao)的(de)(de)負(fu)荷(he)調(diao)節(jie)性能(neng)(neng)。
想要(yao)(yao)電網(wang)更(geng)加靈(ling)活,不僅(jin)要(yao)(yao)改造(zao)“火”,還(huan)要(yao)(yao)利用“水”。3月19日,國(guo)家(jia)電網(wang)發布了服務碳達(da)峰碳中和(he)、構建(jian)新型電力系統、加快抽水蓄能(neng)開(kai)發建(jian)設重要(yao)(yao)舉措(cuo)。一座座抽水蓄能(neng)電站開(kai)工建(jian)設,對于優化電源結構、提高電力安全(quan)穩(wen)定(ding)運行水平、促進節能(neng)減排和(he)清(qing)潔能(neng)源消(xiao)納等具有重要(yao)(yao)意義。
陸建宇解釋,大規模開發(fa)的風電(dian)最終能(neng)順利(li)并網(wang)消納(na),需要大規模抽水(shui)蓄能(neng)電(dian)站來實(shi)現配套輸送。抽水(shui)蓄能(neng)電(dian)站利(li)用電(dian)力系(xi)(xi)統中多余電(dian)能(neng),把下(xia)(xia)水(shui)庫內的水(shui)抽到(dao)上水(shui)庫內,以(yi)位(wei)能(neng)方式(shi)蓄存(cun)起來,系(xi)(xi)統需要電(dian)力時(shi),再從上水(shui)庫放水(shui)至下(xia)(xia)水(shui)庫進行發(fa)電(dian)。
“抽水(shui)蓄能(neng)是目前技術最為成熟(shu)的(de)大規模儲能(neng)方式,具(ju)有(you)調峰、調頻、調相、儲能(neng)、系統(tong)(tong)備(bei)用(yong)和黑啟動六大功能(neng),以及超大容量、系統(tong)(tong)友好(hao)、經濟可靠(kao)、生態環保等優勢,有(you)效(xiao)保障了高比(bi)例新(xin)能(neng)源(yuan)電(dian)力系統(tong)(tong)安(an)全穩定運(yun)行和提升新(xin)能(neng)源(yuan)利用(yong)水(shui)平(ping)。”陸建宇說。
如今(jin),抽水蓄(xu)能機(ji)組(zu)(zu)網(wang)(wang)廠(chang)協調(diao)能力(li)不斷(duan)提升。以(yi)華東地區為例,今(jin)年(nian),國網(wang)(wang)華東分(fen)部(bu)已經成功組(zu)(zu)織(zhi)了溧陽、績溪、宜興等3家(jia)抽水蓄(xu)能電站(zhan)完成首(shou)批成組(zu)(zu)啟停機(ji)優化試(shi)驗,并(bing)投入(ru)試(shi)運行(xing)。優化后(hou),抽蓄(xu)機(ji)組(zu)(zu)啟停時對電網(wang)(wang)的(de)功率波動影響下降50%以(yi)上(shang),抽水蓄(xu)能電站(zhan)科學調(diao)度(du)水平(ping)再上(shang)新臺階(jie)。
據了解(jie),2020年,國家電(dian)網經營區抽水蓄能(neng)電(dian)站平(ping)均(jun)綜合(he)利(li)用小時(shi)數為2585小時(shi),多消(xiao)納新(xin)能(neng)源電(dian)量(liang)306億(yi)千瓦時(shi)。“十三五”期(qi)間,國家電(dian)網經營區抽水蓄能(neng)電(dian)站累(lei)計多消(xiao)納新(xin)能(neng)源電(dian)量(liang)864.3億(yi)千瓦時(shi),抽水蓄能(neng)已成為新(xin)型電(dian)力系統促(cu)進新(xin)能(neng)源消(xiao)納,服務碳達峰(feng)碳中和目標的重(zhong)要支撐。

今年(nian)年(nian)初,國(guo)網吉林省(sheng)電(dian)力(li)有限公司承建的東北地(di)(di)區首個火電(dian)—儲(chu)能(neng)聯合調(diao)峰示范工程并網運行(xing),該工程成(cheng)為科技項(xiang)目“儲(chu)能(neng)融(rong)合火電(dian)機組參與電(dian)網調(diao)峰輔(fu)助服(fu)務的源儲(chu)網協調(diao)運行(xing)關(guan)鍵(jian)技術(shu)研究及應用”成(cheng)果落地(di)(di)的重要一(yi)環。
“按照(zhao)吉(ji)林(lin)電(dian)(dian)網(wang)(wang)現有的調峰(feng)需求,以(yi)單個(ge)火電(dian)(dian)廠增(zeng)配(pei)5萬(wan)千(qian)(qian)瓦/20萬(wan)千(qian)(qian)瓦時的磷酸鐵鋰儲(chu)能(neng)電(dian)(dian)站來(lai)測算,一年可為新能(neng)源(yuan)發電(dian)(dian)增(zeng)加(jia)上(shang)網(wang)(wang)空間9000萬(wan)千(qian)(qian)瓦時,相(xiang)當于(yu)節約(yue)標準煤2.7萬(wan)噸(dun),減排二氧化(hua)碳7.3萬(wan)噸(dun)。”吉(ji)林(lin)電(dian)(dian)力科學研究院(yuan)新能(neng)源(yuan)技術研究專責王佳(jia)蕊介紹。
在推進火(huo)電(dian)(dian)機(ji)(ji)組靈(ling)活性改造、滿足新能源(yuan)調峰(feng)需求的同時(shi),國(guo)網吉(ji)林電(dian)(dian)力還通過(guo)優化新能源(yuan)機(ji)(ji)組運行管理,提升了新能源(yuan)利用率。
“風電場(chang)(chang)單場(chang)(chang)站(zhan)容量(liang)小、接入(ru)點分散,現(xian)(xian)場(chang)(chang)人員(yuan)發現(xian)(xian)和解決(jue)電能(neng)(neng)(neng)質量(liang)問(wen)題(ti)(ti)的(de)能(neng)(neng)(neng)力(li)弱,急需(xu)可靠的(de)現(xian)(xian)場(chang)(chang)并網性能(neng)(neng)(neng)測試和技(ji)術(shu)監(jian)督。”中廣核大崗子風電場(chang)(chang)運(yun)維總監(jian)郭永(yong)剛(gang)說(shuo)出了很多新能(neng)(neng)(neng)源(yuan)場(chang)(chang)站(zhan)面臨的(de)共同問(wen)題(ti)(ti)。如今(jin),國網吉林電力(li)初步建成了新能(neng)(neng)(neng)源(yuan)優化運(yun)行(xing)管(guan)理(li)與調控平臺(tai),實(shi)現(xian)(xian)了對新能(neng)(neng)(neng)源(yuan)場(chang)(chang)站(zhan)涉(she)網性能(neng)(neng)(neng)、運(yun)行(xing)質量(liang)的(de)全息立體診斷(duan),輔助(zhu)電網側有針對性地(di)加強(qiang)新能(neng)(neng)(neng)源(yuan)涉(she)網安(an)全管(guan)理(li),提(ti)供(gong)技(ji)術(shu)支(zhi)撐服務,促(cu)進(jin)新能(neng)(neng)(neng)源(yuan)場(chang)(chang)站(zhan)運(yun)行(xing)水平提(ti)升。
源(yuan)網(wang)荷(he)儲(chu)(chu)互動支撐平臺基于市(shi)場(chang)機(ji)制,引導分布式發電(dian)、儲(chu)(chu)能(neng)、電(dian)動汽車(che)、智能(neng)家(jia)居等負荷(he)主動參與電(dian)網(wang)調控,增強了(le)電(dian)網(wang)備用(yong)、調峰、調頻能(neng)力(li)。以可調節(jie)資(zi)源(yuan)庫(ku)建(jian)設(she)為基礎,國家(jia)電(dian)網(wang)積極(ji)拓展源(yuan)網(wang)荷(he)儲(chu)(chu)應用(yong)場(chang)景,不斷挖掘各類(lei)調節(jie)資(zi)源(yuan)潛能(neng),進一步促進電(dian)力(li)系(xi)統運行由“源(yuan)隨荷(he)動”向“源(yuan)荷(he)互動”“荷(he)荷(he)互動”轉變。
不僅如(ru)此,國家電(dian)(dian)(dian)網還聚焦電(dian)(dian)(dian)網調節(jie)能(neng)(neng)(neng)力,開展(zhan)多(duo)元(yuan)智能(neng)(neng)(neng)協(xie)同調度(du),完善了調度(du)支持(chi)手段,在陜西(xi),開發(fa)(fa)虛擬電(dian)(dian)(dian)廠協(xie)調控(kong)(kong)制(zhi)(zhi)系(xi)統,將常規(gui)電(dian)(dian)(dian)源、新能(neng)(neng)(neng)源等多(duo)種電(dian)(dian)(dian)源組成聯合控(kong)(kong)制(zhi)(zhi)單元(yuan),通過多(duo)能(neng)(neng)(neng)互補和復(fu)雜斷面的協(xie)調控(kong)(kong)制(zhi)(zhi),智能(neng)(neng)(neng)化(hua)實(shi)現新能(neng)(neng)(neng)源發(fa)(fa)電(dian)(dian)(dian)最大化(hua);在四川(chuan),研發(fa)(fa)聯合運行控(kong)(kong)制(zhi)(zhi)與(yu)智能(neng)(neng)(neng)調度(du)系(xi)統,優(you)化(hua)提出水光(guang)蓄聯合運行模式(shi)及調控(kong)(kong)方式(shi),支撐水電(dian)(dian)(dian)和光(guang)伏電(dian)(dian)(dian)站中長期、日(ri)前、日(ri)內滾動(dong)發(fa)(fa)電(dian)(dian)(dian)計(ji)劃制(zhi)(zhi)定;在安(an)徽,開展(zhan)虛擬電(dian)(dian)(dian)廠試點建設(she),初步建成虛擬電(dian)(dian)(dian)廠集中控(kong)(kong)制(zhi)(zhi)平(ping)臺,具備類(lei)似常規(gui)電(dian)(dian)(dian)廠的調頻、調峰、調壓能(neng)(neng)(neng)力。
此外,國家(jia)電網(wang)還攻(gong)關新能源關鍵技術,精細化分(fen)析新能源及(ji)網(wang)架運行(xing)特性,在(zai)保(bao)障(zhang)安全(quan)的情(qing)況下大幅提升通道送出能力。
5月6日,華(hua)北電(dian)(dian)網(wang)新(xin)(xin)能(neng)(neng)源最(zui)大發電(dian)(dian)電(dian)(dian)力達9600萬千(qian)瓦(wa),占當時華(hua)北電(dian)(dian)網(wang)負荷比例的46.5%;日發電(dian)(dian)量達15.46億千(qian)瓦(wa)時,占華(hua)北電(dian)(dian)網(wang)當日用電(dian)(dian)量的33.7%,發電(dian)(dian)電(dian)(dian)力和電(dian)(dian)量均創(chuang)歷史新(xin)(xin)高。當日新(xin)(xin)能(neng)(neng)源發電(dian)(dian)出(chu)力創(chuang)新(xin)(xin)高時,國網(wang)華(hua)北分部對(dui)新(xin)(xin)能(neng)(neng)源發電(dian)(dian)出(chu)力的預測準確率達97%,為新(xin)(xin)能(neng)(neng)源高比例納入電(dian)(dian)力平衡(heng)和高效消納提(ti)供了支(zhi)撐。
“我們在調(diao)(diao)度系統(tong)首次應用了電磁暫態仿真技術分析新(xin)能(neng)(neng)源(yuan)(yuan)送出能(neng)(neng)力(li),研究細化系統(tong)短時過電壓耐受(shou)能(neng)(neng)力(li),提高(gao)(gao)新(xin)能(neng)(neng)源(yuan)(yuan)送出能(neng)(neng)力(li)。今年4月,錫(xi)盟特高(gao)(gao)壓送出工程、張(zhang)北—雄安特高(gao)(gao)壓交(jiao)流工程送端的新(xin)能(neng)(neng)源(yuan)(yuan)送出能(neng)(neng)力(li)分別提高(gao)(gao)到了370萬千瓦(wa)、290萬千瓦(wa),較原能(neng)(neng)力(li)分別增加220萬千瓦(wa)、90萬千瓦(wa)。”華(hua)北電力(li)調(diao)(diao)控分中心主任江(jiang)長明(ming)表示(shi)。
省間互濟
跨區輸(shu)電(dian)是解決新(xin)能(neng)源消納、加強區域資(zi)源互濟的重要(yao)渠道(dao)。想要(yao)為網(wang)內(nei)富余新(xin)能(neng)源“謀出(chu)路”,可調(diao)節負荷(he)資(zi)源的跨省互濟必(bi)不可少。
3月(yue)15日,河(he)南省結束(shu)了調峰相對困(kun)難(nan)的供暖期(qi)。“十(shi)三五(wu)”期(qi)間(jian),河(he)南新(xin)能(neng)源裝機容量年均增速達(da)到(dao)93%,為全國增速最快的地區(qu)。在供暖期(qi)內,河(he)南電網(wang)“一(yi)日兩(liang)難(nan)”特征明顯,午間(jian)、后夜時段(duan)新(xin)能(neng)源電力存在較(jiao)大消納(na)壓(ya)力。
“省(sheng)間調峰(feng)輔助服務(wu)機制本(ben)質(zhi)屬于(yu)發(fa)電(dian)替代,通(tong)(tong)過富(fu)余可(ke)再生能(neng)源電(dian)力(li)對燃煤火(huo)電(dian)實現替代,可(ke)以提高新(xin)能(neng)源利用率,促進火(huo)電(dian)減發(fa)減排。”國(guo)網華(hua)中(zhong)分(fen)部相(xiang)關(guan)負責人表示,國(guo)網華(hua)中(zhong)分(fen)部充(chong)分(fen)發(fa)揮省(sheng)間調峰(feng)輔助服務(wu)市場機制作用,利用省(sheng)間通(tong)(tong)道剩余空間和網內其他省(sheng)份富(fu)余調峰(feng)資源,在電(dian)網調度環節靈活(huo)組織實施(shi)跨省(sheng)調峰(feng)互濟,保障了河南電(dian)網的穩定(ding)運(yun)行。
省(sheng)間電(dian)網(wang)調(diao)(diao)峰(feng)互濟(ji)增多,是(shi)全網(wang)統一調(diao)(diao)度的(de)重要(yao)體現(xian)。2020年(nian),西北、東北、華北、華中電(dian)網(wang)組織省(sheng)間調(diao)(diao)峰(feng)互濟(ji)分(fen)別達到3.5萬(wan)次(ci)、700次(ci)、508次(ci)、280次(ci),共計多消納新能源(yuan)電(dian)量344.8億千瓦時(shi),打破了(le)省(sheng)間壁壘,提(ti)高了(le)跨區輸電(dian)通道利用效率(lv)。
值得注意(yi)的(de)是,華(hua)中(zhong)電力調峰輔助服務市場于2020年5月15日正式運行,進(jin)一步(bu)豐富了消(xiao)納(na)河南新能源(yuan)電力的(de)調度“工具箱(xiang)”。
4月27日,華(hua)(hua)中電(dian)(dian)(dian)力(li)調(diao)(diao)峰(feng)(feng)(feng)輔助服(fu)務(wu)市(shi)場(chang)開展了(le)首(shou)次調(diao)(diao)電(dian)(dian)(dian)結(jie)算試運行,對(dui)華(hua)(hua)中電(dian)(dian)(dian)網(wang)調(diao)(diao)峰(feng)(feng)(feng)資源(yuan)進行跨省配置。其間,河南在低谷(gu)和腰荷兩個時段(duan)(duan)分(fen)(fen)別申報了(le)調(diao)(diao)峰(feng)(feng)(feng)需求,湖(hu)(hu)北、湖(hu)(hu)南、江西(xi)分(fen)(fen)別申報了(le)富余調(diao)(diao)峰(feng)(feng)(feng)能力(li)。湖(hu)(hu)北、湖(hu)(hu)南、江西(xi)11家(jia)燃(ran)煤(mei)火(huo)電(dian)(dian)(dian)廠(chang)和抽水蓄能電(dian)(dian)(dian)站通(tong)過(guo)自(zi)主報價(jia)參與省間調(diao)(diao)峰(feng)(feng)(feng)輔助服(fu)務(wu)日前市(shi)場(chang)競價(jia),經過(guo)市(shi)場(chang)出清,湖(hu)(hu)北2家(jia)燃(ran)煤(mei)火(huo)電(dian)(dian)(dian)廠(chang)、江西(xi)3家(jia)燃(ran)煤(mei)火(huo)電(dian)(dian)(dian)廠(chang)和1家(jia)抽蓄電(dian)(dian)(dian)站中標,其中,江西(xi)某抽水蓄能電(dian)(dian)(dian)站1臺30萬千瓦機(ji)組在低谷(gu)時段(duan)(duan)抽水幫河南調(diao)(diao)峰(feng)(feng)(feng)。

燃煤機組參與(yu)深度調峰時,不(bu)但(dan)供電煤耗(hao)會增(zeng)加,對機組壽命也(ye)會有較(jiao)大影響。在讓煤電承擔更多調峰功能的(de)同時,如何補(bu)償這份責(ze)任造(zao)成的(de)損失,也(ye)是一個值得(de)探討的(de)問(wen)題。
對此,國網能(neng)源研究(jiu)院副總(zong)工程(cheng)師馬(ma)莉指出,一是構建調峰、備用(yong)省(sheng)間輔助(zhu)服(fu)務(wu)市(shi)場,省(sheng)內調節能(neng)力不(bu)足(zu)時可以省(sheng)間調峰。二是構建輔助(zhu)服(fu)務(wu)成本分攤機(ji)制,按(an)照“誰受益、誰承擔”原則(ze),建立用(yong)戶與發電(dian)共(gong)同承擔輔助(zhu)服(fu)務(wu)成本的機(ji)制。三是豐(feng)富輔助(zhu)服(fu)務(wu)交易品種,如(ru)開(kai)發爬坡類(lei)產品、系(xi)統慣性服(fu)務(wu)、無(wu)功(gong)支撐(cheng)服(fu)務(wu)等。
此(ci)外,國(guo)家電網還(huan)為調峰輔(fu)助(zhu)服務市場的推進提供(gong)了(le)技術支撐。
自動發(fa)電(dian)(dian)控制(AGC)是并網(wang)發(fa)電(dian)(dian)廠提供的(de)(de)有(you)償輔助服務之一,發(fa)電(dian)(dian)機組(zu)在規定的(de)(de)出力調(diao)(diao)整范圍內(nei),跟蹤(zong)電(dian)(dian)力調(diao)(diao)度交易機構下發(fa)的(de)(de)指令,按照一定調(diao)(diao)節速率實時調(diao)(diao)整發(fa)電(dian)(dian)出力。
今(jin)年(nian)以來,國網(wang)(wang)(wang)(wang)華(hua)(hua)北分(fen)部(bu)(bu)加(jia)(jia)大(da)網(wang)(wang)(wang)(wang)企(廠)雙(shuang)向(xiang)交流溝通(tong),組(zu)(zu)織(zhi)聯絡協調(diao)(diao)(diao)會加(jia)(jia)強宣貫,實(shi)施機(ji)(ji)(ji)(ji)(ji)組(zu)(zu)計劃(hua)檢修“20%深(shen)(shen)(shen)(shen)度(du)調(diao)(diao)(diao)峰(feng)改造(zao)優先”等具體(ti)舉(ju)措。華(hua)(hua)北電(dian)(dian)(dian)(dian)(dian)力調(diao)(diao)(diao)控(kong)分(fen)中心(xin)黨總支書記(ji)張哲表(biao)示,下(xia)半年(nian),京津(jin)唐電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)列入計劃(hua)開(kai)展20%深(shen)(shen)(shen)(shen)度(du)調(diao)(diao)(diao)峰(feng)改造(zao)機(ji)(ji)(ji)(ji)(ji)組(zu)(zu)32臺、總裝機(ji)(ji)(ji)(ji)(ji)容(rong)量1516萬(wan)(wan)千(qian)(qian)瓦。20%~50%不(bu)同(tong)程度(du)深(shen)(shen)(shen)(shen)度(du)調(diao)(diao)(diao)峰(feng)改造(zao)機(ji)(ji)(ji)(ji)(ji)組(zu)(zu)8臺、總裝機(ji)(ji)(ji)(ji)(ji)容(rong)量262萬(wan)(wan)千(qian)(qian)瓦,共計容(rong)量1778萬(wan)(wan)千(qian)(qian)瓦,占當(dang)前(qian)京津(jin)唐電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)火(huo)(huo)電(dian)(dian)(dian)(dian)(dian)總裝機(ji)(ji)(ji)(ji)(ji)的25.6%,并將(jiang)全部(bu)(bu)通(tong)過AGC自動調(diao)(diao)(diao)整實(shi)現深(shen)(shen)(shen)(shen)度(du)調(diao)(diao)(diao)峰(feng)。全部(bu)(bu)完成(cheng)改造(zao)后,將(jiang)提高京津(jin)唐電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)調(diao)(diao)(diao)峰(feng)能(neng)力410萬(wan)(wan)千(qian)(qian)瓦,相當(dang)于增加(jia)(jia)約800萬(wan)(wan)~1000萬(wan)(wan)千(qian)(qian)瓦風(feng)電(dian)(dian)(dian)(dian)(dian)機(ji)(ji)(ji)(ji)(ji)組(zu)(zu)建設空間(jian),預計全年(nian)可增加(jia)(jia)新能(neng)源(yuan)發電(dian)(dian)(dian)(dian)(dian)量200億千(qian)(qian)瓦時。“調(diao)(diao)(diao)度(du)機(ji)(ji)(ji)(ji)(ji)構進(jin)行(xing)火(huo)(huo)電(dian)(dian)(dian)(dian)(dian)機(ji)(ji)(ji)(ji)(ji)組(zu)(zu)深(shen)(shen)(shen)(shen)調(diao)(diao)(diao),通(tong)常低(di)于50%需要退(tui)(tui)出(chu)(chu)AGC,通(tong)過電(dian)(dian)(dian)(dian)(dian)話指(zhi)令對火(huo)(huo)電(dian)(dian)(dian)(dian)(dian)機(ji)(ji)(ji)(ji)(ji)組(zu)(zu)進(jin)行(xing)深(shen)(shen)(shen)(shen)度(du)調(diao)(diao)(diao)峰(feng)。但(dan)國網(wang)(wang)(wang)(wang)華(hua)(hua)北分(fen)部(bu)(bu)的AGC低(di)于50%也不(bu)用(yong)退(tui)(tui),實(shi)現了機(ji)(ji)(ji)(ji)(ji)組(zu)(zu)出(chu)(chu)力深(shen)(shen)(shen)(shen)調(diao)(diao)(diao)自動調(diao)(diao)(diao)整,自動執行(xing)市(shi)場出(chu)(chu)清結果,不(bu)用(yong)人為干預,效率顯著提高。”華(hua)(hua)北電(dian)(dian)(dian)(dian)(dian)力調(diao)(diao)(diao)控(kong)分(fen)中心(xin)計劃(hua)處(chu)處(chu)長陳之栩說。
