三、內蒙古深化新能源上網電價市場化改革的主要內容是什么

2025年6月(yue)1日前投產的新(xin)能源項目,按照國家改革(ge)總(zong)體原則要求,我區妥(tuo)善銜接“具有保障(zhang)(zhang)性質”的電(dian)(dian)量規(gui)模、電(dian)(dian)價水(shui)平,按照保持“具有保障(zhang)(zhang)性質”的這部分上網電(dian)(dian)量收益基本(ben)穩定的原則,確定納(na)入可持續發展的價格結(jie)算機制的電(dian)(dian)量規(gui)模和機制電(dian)(dian)價水(shui)平。
納(na)入可持續發(fa)展價格(ge)結算機制的(de)電(dian)(dian)量(liang)(liang)主要(yao)是:分(fen)(fen)布(bu)式光(guang)伏、分(fen)(fen)散式風(feng)電(dian)(dian)、扶貧光(guang)伏、光(guang)熱發(fa)電(dian)(dian)等(deng)未(wei)進(jin)入電(dian)(dian)力(li)市場交易(yi)的(de)上網(wang)電(dian)(dian)量(liang)(liang);按照改革(ge)前后(hou)電(dian)(dian)費(fei)收(shou)入基本穩定原則,測算帶補貼(tie)(tie)風(feng)電(dian)(dian)、帶補貼(tie)(tie)光(guang)伏、風(feng)電(dian)(dian)特(te)許權項目、光(guang)伏領跑(pao)者項目優先(xian)(xian)發(fa)電(dian)(dian)計劃(hua)小時(shi)(shi)數。同(tong)時(shi)(shi),考慮蒙東(dong)(dong)電(dian)(dian)網(wang)現貨(huo)市場未(wei)連續運行(xing)時(shi)(shi)分(fen)(fen)攤調峰輔助服務費(fei)用的(de)實際,針對(dui)蒙東(dong)(dong)電(dian)(dian)網(wang)現貨(huo)市場連續運行(xing)前后(hou)兩個階段(duan),分(fen)(fen)別設置(zhi)了(le)兩段(duan)不同(tong)的(de)機制電(dian)(dian)量(liang)(liang)對(dui)應“保量(liang)(liang)保價”優先(xian)(xian)發(fa)電(dian)(dian)計劃(hua)小時(shi)(shi)數。

六、增量項目納入可持續發展價格結算機制的電量是怎么考慮的?
