2025年能源監管工作要點

(一(yi))完善監(jian)測預警(jing)會商聯動(dong)(dong)機(ji)制。緊盯(ding)迎峰度(du)夏、度(du)冬和(he)(he)重大活(huo)動(dong)(dong)等關(guan)鍵節(jie)點,嚴格執行電(dian)力(li)供(gong)需“日排查(cha)、周報告(gao)(gao)、月總結”機(ji)制,強(qiang)化安全(quan)運行、市場交易、供(gong)電(dian)服務等環節(jie)監(jian)管,督促(cu)地方和(he)(he)有關(guan)能(neng)源企(qi)業落(luo)實保(bao)供(gong)主體責任。充分發揮數字化手段在能(neng)源供(gong)需監(jian)測中的(de)作(zuo)用,加強(qiang)全(quan)國及重點地區用電(dian)、來水和(he)(he)燃(ran)料(liao)供(gong)應監(jian)測,強(qiang)化與氣(qi)象等有關(guan)部門會商聯動(dong)(dong),及時(shi)發現并報告(gao)(gao)影響能(neng)源保(bao)供(gong)的(de)苗頭(tou)性、傾向(xiang)性、潛在性問題(ti),確保(bao)能(neng)源供(gong)需平穩和(he)(he)安全(quan)生產形勢穩定。


(二)全過(guo)程(cheng)監(jian)(jian)管國(guo)家重(zhong)大(da)規(gui)劃、政策和(he)(he)(he)項(xiang)(xiang)目(mu)(mu)落實。開展“十四五(wu)(wu)”能(neng)源(yuan)規(gui)劃貫徹(che)落實情(qing)況監(jian)(jian)管和(he)(he)(he)總結評估,對各省(區、市)完成(cheng)國(guo)家“十四五(wu)(wu)”能(neng)源(yuan)規(gui)劃主(zhu)要目(mu)(mu)標、重(zhong)點任務、重(zhong)大(da)工(gong)(gong)程(cheng)情(qing)況進(jin)行監(jian)(jian)管。推(tui)廣(guang)應用過(guo)程(cheng)監(jian)(jian)管試點經驗(yan),探索建立轄區能(neng)源(yuan)發展底數、能(neng)源(yuan)規(gui)劃政策執行情(qing)況、重(zhong)大(da)能(neng)源(yuan)工(gong)(gong)程(cheng)項(xiang)(xiang)目(mu)(mu)執行情(qing)況、能(neng)源(yuan)保(bao)供落實成(cheng)效等“四張(zhang)清單”,加大(da)對支(zhi)撐性(xing)(xing)調節性(xing)(xing)電(dian)(dian)源(yuan)、跨省跨區輸電(dian)(dian)通道和(he)(he)(he)靈活互濟工(gong)(gong)程(cheng)等開工(gong)(gong)建設(she)監(jian)(jian)管力度,促進(jin)納規(gui)項(xiang)(xiang)目(mu)(mu)如期建設(she)投產。


(三(san))積極推(tui)動(dong)源(yuan)網荷儲參(can)(can)與能源(yuan)保(bao)供(gong)(gong)。推(tui)動(dong)優(you)化(hua)煤電(dian)(dian)容(rong)量電(dian)(dian)價機(ji)制,保(bao)障(zhang)頂峰煤電(dian)(dian)機(ji)組合理收益。發揮(hui)電(dian)(dian)力市(shi)(shi)場(chang)(chang)資源(yuan)優(you)化(hua)配(pei)置(zhi)作用(yong)(yong),加(jia)強省間(jian)中長期合同(tong)履(lv)約監管,促進電(dian)(dian)力資源(yuan)跨省互(hu)濟(ji),加(jia)大保(bao)供(gong)(gong)期間(jian)發電(dian)(dian)機(ji)組并網運行考核力度。在已開展(zhan)(zhan)現(xian)貨市(shi)(shi)場(chang)(chang)的(de)地區(qu),推(tui)動(dong)用(yong)(yong)戶(hu)側主動(dong)參(can)(can)與系統(tong)調節,報(bao)量報(bao)價參(can)(can)與市(shi)(shi)場(chang)(chang);在未開展(zhan)(zhan)現(xian)貨市(shi)(shi)場(chang)(chang)的(de)地區(qu),開展(zhan)(zhan)分時段交易,有(you)效引導用(yong)(yong)戶(hu)側削峰填谷。

(五)深化傳統能(neng)(neng)源(yuan)轉型(xing)保(bao)(bao)供監管。開(kai)展(zhan)重點煤炭企業(ye)智(zhi)能(neng)(neng)化建(jian)(jian)設(she)專項監管,督(du)促(cu)企業(ye)落實(shi)國(guo)家(jia)相關要求,推進國(guo)家(jia)級智(zhi)能(neng)(neng)化示范煤礦建(jian)(jian)設(she),持續推動傳統能(neng)(neng)源(yuan)產(chan)業(ye)迭代升級,實(shi)現清潔(jie)能(neng)(neng)源(yuan)產(chan)業(ye)培育壯大。開(kai)展(zhan)油氣(qi)行業(ye)重點任(ren)務專項工(gong)作,聚焦2025年度產(chan)供儲(chu)銷體系建(jian)(jian)設(she)省(sheng)內保(bao)(bao)供重點工(gong)程,加強監管協調(diao),確保(bao)(bao)重點工(gong)程按期投產(chan)。


(六)高效推進綠(lv)(lv)(lv)證(zheng)(zheng)核發(fa)工(gong)(gong)作。制定綠(lv)(lv)(lv)證(zheng)(zheng)核發(fa)實施細則,分類別分階段逐步開展綠(lv)(lv)(lv)證(zheng)(zheng)核銷(xiao)工(gong)(gong)作,按規(gui)定及時向社會(hui)公(gong)開綠(lv)(lv)(lv)證(zheng)(zheng)核發(fa)交易信息。持續迭(die)代升級國(guo)(guo)家綠(lv)(lv)(lv)證(zheng)(zheng)核發(fa)交易系統(tong),完(wan)(wan)善綠(lv)(lv)(lv)證(zheng)(zheng)省(sheng)級賬戶及劃轉(zhuan)、核銷(xiao)、溯(su)源等功(gong)能(neng),組(zu)織做好(hao)(hao)存(cun)量(liang)常規(gui)水電綠(lv)(lv)(lv)證(zheng)(zheng)劃轉(zhuan),探索與資質和信用信息系統(tong)的協調聯動。建立完(wan)(wan)善與生態(tai)環境部(bu)門信息共享(xiang)機(ji)制,加強綠(lv)(lv)(lv)證(zheng)(zheng)、綠(lv)(lv)(lv)電和碳市(shi)場(chang)銜接(jie),壯大(da)培育(yu)綠(lv)(lv)(lv)證(zheng)(zheng)市(shi)場(chang),為新能(neng)源和各類新型主(zhu)體參與市(shi)場(chang)交易提(ti)供良(liang)好(hao)(hao)政策環境,提(ti)高綠(lv)(lv)(lv)證(zheng)(zheng)國(guo)(guo)際認可度和影響力(li)。


三、圍(wei)繞公平公正,加強能(neng)源自然(ran)壟斷(duan)環(huan)節監管


(七)健全(quan)自(zi)然(ran)(ran)壟(long)斷環(huan)節(jie)監(jian)(jian)(jian)管(guan)(guan)(guan)制度(du)。深入學(xue)習《能源法(fa)》,構建與(yu)《能源法(fa)》相配(pei)套的監(jian)(jian)(jian)管(guan)(guan)(guan)規章(zhang)制度(du)體系。研究修(xiu)訂(ding)《石油天然(ran)(ran)氣(qi)基礎設施(shi)規劃建設與(yu)運營管(guan)(guan)(guan)理辦法(fa)》,指導油氣(qi)管(guan)(guan)(guan)網設施(shi)接(jie)入和(he)使用(yong)(yong)。研究修(xiu)訂(ding)《油氣(qi)管(guan)(guan)(guan)網設施(shi)公平(ping)(ping)(ping)開(kai)(kai)放監(jian)(jian)(jian)管(guan)(guan)(guan)辦法(fa)》,進一步明確公平(ping)(ping)(ping)開(kai)(kai)放服務基本要求、申請與(yu)受(shou)理流程(cheng)等內容(rong)。研究修(xiu)訂(ding)《電(dian)網公平(ping)(ping)(ping)開(kai)(kai)放監(jian)(jian)(jian)管(guan)(guan)(guan)辦法(fa)》,進一步明確電(dian)源接(jie)入和(he)電(dian)網互聯要求,推動電(dian)網企業公平(ping)(ping)(ping)無歧視(shi)開(kai)(kai)放。總結(jie)應用(yong)(yong)穿(chuan)透式監(jian)(jian)(jian)管(guan)(guan)(guan)試點經驗(yan),推動從源頭(tou)上(shang)解決自(zi)然(ran)(ran)壟(long)斷環(huan)節(jie)監(jian)(jian)(jian)管(guan)(guan)(guan)難(nan)題。

(十七)提升(sheng)“獲得電力(li)”服(fu)(fu)務(wu)水(shui)平(ping)。制定出臺新一輪(lun)提升(sheng)“獲得電力(li)”服(fu)(fu)務(wu)水(shui)平(ping)政策文件,不斷深化(hua)“三(san)零(ling)”“三(san)省”服(fu)(fu)務(wu),全力(li)打造具有中國特色的現(xian)代化(hua)用電營(ying)商環境。常態(tai)化(hua)推進(jin)頻(pin)繁停電治理(li),持續推動(dong)解決人民群眾(zhong)“急(ji)難愁盼”用電問題。按照職(zhi)責分工持續做好(hao)電動(dong)自行車安(an)全隱患全鏈條(tiao)整治,切實督促指導(dao)各地和供電企(qi)業將接電服(fu)(fu)務(wu)要求落到實處。
