關于加強清潔能源項目管理有關工作的通知(送審稿)


各(ge)縣(區、市(shi))人民政(zheng)府(fu),各(ge)市(shi)直有關部門,各(ge)能源企業:


為深入貫徹(che)落實(shi)自(zi)治區“一(yi)基地、兩示(shi)范(fan)”的(de)部(bu)署要求,實(shi)現山南市水電(dian)(dian)、風(feng)電(dian)(dian)、光伏(fu)三個千(qian)萬千(qian)瓦的(de)目(mu)標,積(ji)極(ji)發展清(qing)潔(jie)能(neng)(neng)源,結合我市當前清(qing)潔(jie)能(neng)(neng)源發展形勢及存在(zai)問題,需進一(yi)步(bu)加強清(qing)潔(jie)能(neng)(neng)源(水電(dian)(dian)、風(feng)電(dian)(dian)、光伏(fu))項目(mu)管理。現將(jiang)有關事宜通知如下。


一、加強科(ke)學謀(mou)劃和布局


(一)科學(xue)規(gui)劃,分(fen)步(bu)實施。各縣(區、市(shi))根據資(zi)源、用地、電網接入和消(xiao)納(na)、建設成本等,緊盯國家大力發(fa)展清潔能源窗口期(qi),科學(xue)規(gui)劃儲(chu)備(bei)項(xiang)目(mu),合理確(que)定開(kai)發(fa)規(gui)模,堅持規(gui)模化(hua)開(kai)發(fa),同時避免只為固(gu)投上項(xiang)目(mu),貪大求全,脫(tuo)離實際(ji)發(fa)展。


(二)堅持(chi)(chi)規模(mo)化(hua)(hua)、基(ji)(ji)地(di)化(hua)(hua)發展。提高資源(yuan)開發利用效(xiao)率,降低開發成(cheng)本,有效(xiao)避免資源(yuan)開發碎片(pian)(pian)化(hua)(hua)、低效(xiao)化(hua)(hua)。堅持(chi)(chi)以規模(mo)化(hua)(hua)、基(ji)(ji)地(di)化(hua)(hua)開發為導向(xiang),鼓(gu)勵(li)資源(yuan)要素優先向(xiang)大中(zhong)型水電、風電、光伏發電項目配置,鼓(gu)勵(li)一家(jia)或(huo)多家(jia)企(qi)(qi)業(ye)聯合規劃(hua)開發30萬千(qian)瓦以上(shang)基(ji)(ji)地(di)風電、光伏基(ji)(ji)地(di)并(bing)分期(qi)實施(shi),統籌(chou)基(ji)(ji)地(di)項目送出通道建設;基(ji)(ji)地(di)資源(yuan)原則上(shang)由一家(jia)企(qi)(qi)業(ye)集中(zhong)開發,允(yun)許(xu)多家(jia)企(qi)(qi)業(ye)分片(pian)(pian)、分期(qi)開發。


(三)堅持一體化發(fa)(fa)展。堅持源網荷儲和多能互補發(fa)(fa)展,風電(dian)、光伏發(fa)(fa)電(dian)資源要素優先向已建在(zai)建的水(shui)電(dian)站配置,形成(cheng)水(shui)風光熱蓄多能互補,提(ti)升送出通道(dao)利用效率,提(ti)高調節、消納新(xin)能源能力。


(四)堅守生態和發(fa)展底(di)線(xian)。在(zai)風電和光伏發(fa)電項目開發(fa)中,將生態建設和環境(jing)保(bao)護放在(zai)首位,堅持(chi)牧光互補(bu),原則(ze)上(shang)不在(zai)河谷富庶地帶、軍事禁區、生態保(bao)護紅線(xian)內、機場和重要國省道周邊開發(fa)光伏項目。新能源(yuan)開發(fa)要有民族特(te)色、地方(fang)特(te)點,具備條件的可(ke)與(yu)旅游文化相融合。


二、擴(kuo)大市場開(kai)發主體


(五)堅(jian)持市(shi)場主(zhu)導,激(ji)發(fa)投(tou)資活力。鼓勵不同市(shi)場主(zhu)體(ti)(ti),采取多(duo)種合(he)作方(fang)式,依法(fa)依規投(tou)資開(kai)發(fa)新能源項(xiang)目,堅(jian)持公平競爭、防止(zhi)行業壟斷,因地制(zhi)宜、實(shi)事求是擇(ze)優(you)確定項(xiang)目開(kai)發(fa)主(zhu)體(ti)(ti)。


(六)充分(fen)利用消(xiao)納(na)能(neng)(neng)力(li)。財(cai)政要(yao)拿出一定(ding)的資(zi)金支持消(xiao)納(na)能(neng)(neng)力(li)建(jian)設,鼓(gu)勵具有電力(li)送出能(neng)(neng)力(li)、調峰資(zi)源企(qi)業(ye)統籌新能(neng)(neng)源項目開發(fa),提升新能(neng)(neng)源發(fa)電質量(liang)和送出能(neng)(neng)力(li)。鼓(gu)勵有綠色能(neng)(neng)源消(xiao)費需求企(qi)業(ye)積(ji)極投資(zi)開發(fa)新能(neng)(neng)源。


(七)推進企(qi)業(ye)一體(ti)化開發(fa)(fa)。支持(chi)新(xin)能(neng)(neng)源裝備(bei)業(ye)、制造(zao)業(ye)與新(xin)能(neng)(neng)源一體(ti)化開發(fa)(fa),鼓勵源網(wang)荷儲一體(ti)化發(fa)(fa)展(zhan)、自(zi)發(fa)(fa)自(zi)用、余(yu)電上網(wang)。鼓勵離網(wang)發(fa)(fa)展(zhan)氫(qing)氧產(chan)業(ye)、綠氨、綠色(se)甲(jia)醇等(deng)新(xin)能(neng)(neng)源制造(zao)業(ye)。


三、規范項目管理


(八)規(gui)(gui)范(fan)項目(mu)(mu)儲(chu)備(bei)與申報。一是規(gui)(gui)模(mo)(mo)化(hua)基(ji)(ji)地(di)化(hua)謀劃(hua)(hua)(hua)。市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)能(neng)(neng)源(yuan)(yuan)(yuan)局根據發(fa)展(zhan)(zhan)(zhan)需(xu)要,堅(jian)持政(zheng)府引導(dao)與市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場需(xu)求(qiu)相(xiang)(xiang)結(jie)合(he),近(jin)期建設和遠(yuan)期規(gui)(gui)劃(hua)(hua)(hua)相(xiang)(xiang)結(jie)合(he),合(he)理制定全市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)清潔能(neng)(neng)源(yuan)(yuan)(yuan)總體(ti)發(fa)展(zhan)(zhan)(zhan)目(mu)(mu)標和規(gui)(gui)劃(hua)(hua)(hua),以基(ji)(ji)地(di)化(hua)規(gui)(gui)劃(hua)(hua)(hua)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場化(hua)開(kai)發(fa)為原則,整體(ti)競配(pei)、分(fen)批實施,同(tong)時抓好事前(qian)(qian)預防,防范(fan)“跑馬圈地(di)、圈而不(bu)建”,快(kuai)速推進基(ji)(ji)地(di)化(hua)規(gui)(gui)模(mo)(mo)化(hua)發(fa)展(zhan)(zhan)(zhan)。二是項目(mu)(mu)儲(chu)備(bei)。各縣(xian)(xian)(區、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi))按(an)照(zhao)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)能(neng)(neng)源(yuan)(yuan)(yuan)局發(fa)展(zhan)(zhan)(zhan)規(gui)(gui)劃(hua)(hua)(hua),開(kai)展(zhan)(zhan)(zhan)各項前(qian)(qian)期工作(zuo),儲(chu)備(bei)具體(ti)項目(mu)(mu),并按(an)年(nian)度進行分(fen)解。三是送(song)出線路及(ji)消(xiao)納(na)(na)能(neng)(neng)力核(he)定。市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)能(neng)(neng)源(yuan)(yuan)(yuan)局將(jiang)各縣(xian)(xian)(區、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi))審(shen)核(he)上(shang)(shang)報的項目(mu)(mu)匯總,由(you)國網(wang)公(gong)司(si)對送(song)出線路及(ji)消(xiao)納(na)(na)能(neng)(neng)力進行分(fen)析,市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)能(neng)(neng)源(yuan)(yuan)(yuan)局審(shen)核(he)上(shang)(shang)報市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)政(zheng)府核(he)定。四是優選(xuan)項目(mu)(mu)上(shang)(shang)報。市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)能(neng)(neng)源(yuan)(yuan)(yuan)局將(jiang)區域消(xiao)納(na)(na)能(neng)(neng)力反饋各縣(xian)(xian)(區、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)),并根據消(xiao)納(na)(na)能(neng)(neng)力、土(tu)地(di)性(xing)質(zhi)、輸出通道、技(ji)術條(tiao)件(jian)等方(fang)面(mian)綜(zong)合(he)評估,從申報項目(mu)(mu)中(zhong)優選(xuan)項目(mu)(mu)上(shang)(shang)報市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)政(zheng)府。五(wu)是分(fen)配(pei)建設規(gui)(gui)模(mo)(mo)和競配(pei)。按(an)照(zhao)自治(zhi)區能(neng)(neng)源(yuan)(yuan)(yuan)局批復的開(kai)發(fa)建設方(fang)案分(fen)配(pei)各縣(xian)(xian)(區、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi))年(nian)度建設規(gui)(gui)模(mo)(mo),有競配(pei)要求(qiu)的由(you)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)能(neng)(neng)源(yuan)(yuan)(yuan)局組(zu)(zu)織開(kai)展(zhan)(zhan)(zhan)競配(pei),涉及(ji)基(ji)(ji)地(di)化(hua)、規(gui)(gui)模(mo)(mo)化(hua)的接續項目(mu)(mu)和市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)人民政(zheng)府統籌(chou)考慮(lv)優先開(kai)發(fa)的重點項目(mu)(mu),將(jiang)優先直接配(pei)置、不(bu)再組(zu)(zu)織競配(pei)。六是項目(mu)(mu)備(bei)案或核(he)準(zhun)。根據相(xiang)(xiang)關(guan)法律法規(gui)(gui)和自治(zhi)區相(xiang)(xiang)關(guan)要求(qiu),風(feng)電、光伏(fu)發(fa)電項目(mu)(mu)原則上(shang)(shang)由(you)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)能(neng)(neng)源(yuan)(yuan)(yuan)局負責(ze)備(bei)案。水電、電網(wang)項目(mu)(mu)確需(xu)核(he)準(zhun)的,由(you)發(fa)展(zhan)(zhan)(zhan)改革部門按(an)照(zhao)相(xiang)(xiang)關(guan)程序辦理。(詳見附件(jian))


(九)加(jia)強項(xiang)(xiang)目(mu)(mu)(mu)事(shi)中(zhong)事(shi)后(hou)(hou)(hou)監管。列入年(nian)度建(jian)設(she)(she)計劃(hua)的(de)(de)新能(neng)源(yuan)項(xiang)(xiang)目(mu)(mu)(mu),優先納(na)入并(bing)網規(gui)(gui)模(mo)(mo)。項(xiang)(xiang)目(mu)(mu)(mu)單(dan)位和地方政府要積極(ji)推(tui)進項(xiang)(xiang)目(mu)(mu)(mu)前期(qi)工作,加(jia)快辦理相關前期(qi)手續。競配(pei)成功后(hou)(hou)(hou)取(qu)(qu)得(de)(de)(de)中(zhong)選(xuan)通知書或直接取(qu)(qu)得(de)(de)(de)開(kai)(kai)(kai)(kai)發(fa)權(quan)的(de)(de)開(kai)(kai)(kai)(kai)發(fa)企業應在(zai)(zai)(zai)15個(ge)(ge)工作日之內和所在(zai)(zai)(zai)地縣(區(qu)、市(shi))人(ren)民政府、市(shi)能(neng)源(yuan)局簽訂(ding)三方開(kai)(kai)(kai)(kai)發(fa)協議(yi)。原則(ze)(ze)上(shang)(shang),新能(neng)源(yuan)備(bei)(bei)(bei)案(an)項(xiang)(xiang)目(mu)(mu)(mu)在(zai)(zai)(zai)正式取(qu)(qu)得(de)(de)(de)開(kai)(kai)(kai)(kai)發(fa)權(quan)后(hou)(hou)(hou)1個(ge)(ge)月(yue)(yue)內完(wan)成備(bei)(bei)(bei)案(an),核準(zhun)項(xiang)(xiang)目(mu)(mu)(mu)在(zai)(zai)(zai)正式取(qu)(qu)得(de)(de)(de)開(kai)(kai)(kai)(kai)發(fa)權(quan)后(hou)(hou)(hou)3個(ge)(ge)月(yue)(yue)內完(wan)成核準(zhun),逾期(qi)未完(wan)成備(bei)(bei)(bei)案(an)或核準(zhun)的(de)(de)指標自動作廢(如有(you)正當理由,可(ke)申請延期(qi)1次,延期(qi)時間(jian)不超(chao)過(guo)3個(ge)(ge)月(yue)(yue))。光伏項(xiang)(xiang)目(mu)(mu)(mu)在(zai)(zai)(zai)備(bei)(bei)(bei)案(an)后(hou)(hou)(hou)3個(ge)(ge)月(yue)(yue)內開(kai)(kai)(kai)(kai)工建(jian)設(she)(she),在(zai)(zai)(zai)1年(nian)內并(bing)網發(fa)電;風電項(xiang)(xiang)目(mu)(mu)(mu)在(zai)(zai)(zai)備(bei)(bei)(bei)案(an)或核準(zhun)后(hou)(hou)(hou)6個(ge)(ge)月(yue)(yue)內開(kai)(kai)(kai)(kai)工建(jian)設(she)(she),2年(nian)內并(bing)網發(fa)電。未在(zai)(zai)(zai)規(gui)(gui)定期(qi)限內開(kai)(kai)(kai)(kai)工建(jian)設(she)(she)的(de)(de)項(xiang)(xiang)目(mu)(mu)(mu),原則(ze)(ze)上(shang)(shang)收回該(gai)(gai)項(xiang)(xiang)目(mu)(mu)(mu)指標,由于不可(ke)抗(kang)力(li)因素致使項(xiang)(xiang)目(mu)(mu)(mu)延期(qi)開(kai)(kai)(kai)(kai)工的(de)(de),需提前向市(shi)能(neng)源(yuan)局申請建(jian)設(she)(she)延期(qi),每個(ge)(ge)項(xiang)(xiang)目(mu)(mu)(mu)只能(neng)申請一次延期(qi),延期(qi)時間(jian)不超(chao)過(guo)3個(ge)(ge)月(yue)(yue)。未在(zai)(zai)(zai)規(gui)(gui)定期(qi)限內并(bing)網發(fa)電的(de)(de)項(xiang)(xiang)目(mu)(mu)(mu),需提前向市(shi)能(neng)源(yuan)局申請并(bing)網延期(qi),每個(ge)(ge)項(xiang)(xiang)目(mu)(mu)(mu)只能(neng)申請一次延期(qi),延期(qi)時間(jian)不超(chao)過(guo)9個(ge)(ge)月(yue)(yue),否(fou)則(ze)(ze)將該(gai)(gai)項(xiang)(xiang)目(mu)(mu)(mu)移除并(bing)網規(gui)(gui)模(mo)(mo)項(xiang)(xiang)目(mu)(mu)(mu)名單(dan)。


(十(shi))建立健(jian)全(quan)項(xiang)(xiang)目(mu)調(diao)度(du)(du)制度(du)(du)。上一年(nian)(nian)12月31日(ri)(ri)前,各(ge)縣(區(qu)、市(shi))和開發(fa)企(qi)業制定(ding)項(xiang)(xiang)目(mu)年(nian)(nian)度(du)(du)投(tou)資(zi)計劃,報(bao)市(shi)能(neng)(neng)源(yuan)(yuan)局和發(fa)改委審(shen)核,開發(fa)企(qi)業按(an)照審(shen)批的年(nian)(nian)度(du)(du)投(tou)資(zi)計劃,及(ji)(ji)時(shi)完(wan)(wan)成(cheng)投(tou)資(zi)任(ren)務(wu)。年(nian)(nian)中根據項(xiang)(xiang)目(mu)推(tui)進情(qing)況(kuang)(kuang),對項(xiang)(xiang)目(mu)前期工(gong)(gong)作(zuo)情(qing)況(kuang)(kuang)、固投(tou)完(wan)(wan)成(cheng)情(qing)況(kuang)(kuang)、項(xiang)(xiang)目(mu)建設進展及(ji)(ji)存在問題(ti)等實(shi)行(xing)周(zhou)調(diao)度(du)(du)、月調(diao)度(du)(du),各(ge)企(qi)業于每(mei)周(zhou)五18:00前、每(mei)月5日(ri)(ri)前將(jiang)周(zhou)調(diao)度(du)(du)情(qing)況(kuang)(kuang)、月調(diao)度(du)(du)情(qing)況(kuang)(kuang)分別(bie)報(bao)送市(shi)能(neng)(neng)源(yuan)(yuan)局,每(mei)月1日(ri)(ri)-5日(ri)(ri)完(wan)(wan)成(cheng)固定(ding)資(zi)產投(tou)資(zi)入(ru)統(tong)(tong),每(mei)月1日(ri)(ri)-10日(ri)(ri)完(wan)(wan)成(cheng)新(xin)(xin)企(qi)業入(ru)統(tong)(tong)計名錄庫(ku),每(mei)月10日(ri)(ri)-15日(ri)(ri)完(wan)(wan)成(cheng)新(xin)(xin)開工(gong)(gong)項(xiang)(xiang)目(mu)入(ru)庫(ku)。市(shi)能(neng)(neng)源(yuan)(yuan)局將(jiang)對各(ge)縣(區(qu)、市(shi))、各(ge)開發(fa)企(qi)業項(xiang)(xiang)目(mu)投(tou)資(zi)完(wan)(wan)成(cheng)情(qing)況(kuang)(kuang)進行(xing)通報(bao),并(bing)實(shi)行(xing)考(kao)核制度(du)(du),未完(wan)(wan)成(cheng)年(nian)(nian)度(du)(du)投(tou)資(zi)計劃或未履行(xing)承諾的企(qi)業,將(jiang)予以懲(cheng)戒并(bing)與市(shi)內新(xin)(xin)能(neng)(neng)源(yuan)(yuan)建設項(xiang)(xiang)目(mu)安排掛鉤,必(bi)要(yao)時(shi)采取相應的行(xing)政處罰措施。施工(gong)(gong)企(qi)業要(yao)嚴格項(xiang)(xiang)目(mu)管(guan)理,及(ji)(ji)時(shi)優化調(diao)整工(gong)(gong)期,按(an)時(shi)上報(bao)項(xiang)(xiang)目(mu)進展情(qing)況(kuang)(kuang),并(bing)按(an)承諾履行(xing)義務(wu)。


四(si)、持續營造良好營商環境(jing)


(十一(yi))持續提高(gao)項目(mu)(mu)審批效率。地方(fang)(fang)各級(ji)政(zheng)府要(yao)積極(ji)(ji)幫助企(qi)業(ye)落實項目(mu)(mu)建設條(tiao)(tiao)件,統籌土(tu)地報件報批、租賃等工(gong)作,減少非必要(yao)中(zhong)間(jian)環節和附加(jia)條(tiao)(tiao)件,降低開(kai)發成本(ben),千方(fang)(fang)百(bai)計(ji)調(diao)動(dong)開(kai)發企(qi)業(ye)投資積極(ji)(ji)性,推動(dong)項目(mu)(mu)早落地、早見效。完(wan)善新(xin)能源項目(mu)(mu)投資備案制度,加(jia)強(qiang)事前事中(zhong)事后全(quan)鏈條(tiao)(tiao)全(quan)領(ling)域監(jian)管。建立新(xin)能源項目(mu)(mu)集中(zhong)審批綠色通道,推進實施企(qi)業(ye)投資項目(mu)(mu)承(cheng)諾制和容缺辦理制,不得(de)以任何名義增加(jia)新(xin)能源企(qi)業(ye)的不合理投資成本(ben)。


(十二)加強(qiang)正面引導。支持項(xiang)目推(tui)(tui)進(jin)快(kuai)、建設質量高(gao)、鄉村振興融合好的企業(ye)做優(you)做強(qiang),推(tui)(tui)動一批新能源項(xiang)目與改善民生、凝聚人(ren)心(xin)相(xiang)融合,助推(tui)(tui)地(di)(di)方經(jing)濟(ji)發展。堅決打擊為(wei)(wei)獲取(qu)資源配置不(bu)切(qie)實際承諾、哄抬地(di)(di)價、吹噓收(shou)益、惡性競(jing)爭等不(bu)良行為(wei)(wei)。


(十三(san))加大(da)財政(zheng)資(zi)(zi)金支(zhi)(zhi)持力(li)度(du)。每年市本級(ji)(ji)財政(zheng)拿出5000萬以上,縣級(ji)(ji)財政(zheng)根據自(zi)身(shen)財力(li)拿出一定(ding)的資(zi)(zi)金用(yong)于新(xin)能源(yuan)項(xiang)目投(tou)資(zi)(zi)入(ru)股、送出線路及消納(na)能力(li)等(deng)建(jian)設(she),逐步建(jian)立山南市可再生能源(yuan)發(fa)展基金。利用(yong)好現有(you)資(zi)(zi)金渠道支(zhi)(zhi)持新(xin)能源(yuan)發(fa)展,財政(zheng)投(tou)入(ru)一定(ding)資(zi)(zi)金支(zhi)(zhi)持扶貧性風(feng)電、光伏項(xiang)目,研究將新(xin)能源(yuan)領域符合條件的公益性建(jian)設(she)項(xiang)目納(na)入(ru)地(di)方政(zheng)府債券支(zhi)(zhi)持范圍。


(十(shi)四)支持新(xin)能(neng)(neng)(neng)源(yuan)消納(na)(na)能(neng)(neng)(neng)力(li)(li)建(jian)(jian)設(she)。充分發揮(hui)電(dian)(dian)網(wang)企業(ye)在構建(jian)(jian)新(xin)型電(dian)(dian)力(li)(li)系(xi)統中的(de)平(ping)臺和(he)(he)(he)樞紐作用,財政(zheng)拿出一定資金,支持和(he)(he)(he)指導(dao)電(dian)(dian)網(wang)企業(ye)積極接入和(he)(he)(he)消納(na)(na)新(xin)能(neng)(neng)(neng)源(yuan)。完(wan)善(shan)(shan)調峰(feng)調頻電(dian)(dian)源(yuan)補償(chang)機制,加大水(shui)(shui)電(dian)(dian)擴機、抽水(shui)(shui)蓄能(neng)(neng)(neng)和(he)(he)(he)太陽能(neng)(neng)(neng)熱(re)發電(dian)(dian)項(xiang)目(mu)建(jian)(jian)設(she)力(li)(li)度,推動新(xin)型儲能(neng)(neng)(neng)快速發展。支持輸配(pei)電(dian)(dian)網(wang)建(jian)(jian)設(she)、電(dian)(dian)網(wang)老舊設(she)備更新(xin),加大投資建(jian)(jian)設(she)改造力(li)(li)度,提(ti)高電(dian)(dian)網(wang)智能(neng)(neng)(neng)化水(shui)(shui)平(ping),著(zhu)力(li)(li)提(ti)升電(dian)(dian)網(wang)接入新(xin)能(neng)(neng)(neng)源(yuan)的(de)能(neng)(neng)(neng)力(li)(li)。完(wan)善(shan)(shan)新(xin)能(neng)(neng)(neng)源(yuan)電(dian)(dian)力(li)(li)消納(na)(na)責任權重制度,建(jian)(jian)立完(wan)善(shan)(shan)新(xin)能(neng)(neng)(neng)源(yuan)電(dian)(dian)力(li)(li)消納(na)(na)責任考評指標(biao)體系(xi)和(he)(he)(he)獎懲機制。


(十五)完善新(xin)能(neng)源(yuan)項(xiang)目(mu)用(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)(di)管(guan)(guan)(guan)制規(gui)(gui)則(ze)。新(xin)建新(xin)能(neng)源(yuan)項(xiang)目(mu)要嚴(yan)格執行土地(di)(di)(di)(di)使用(yong)(yong)(yong)(yong)(yong)標(biao)準(zhun),不(bu)得突(tu)破標(biao)準(zhun)控(kong)制,鼓勵推廣應(ying)用(yong)(yong)(yong)(yong)(yong)節地(di)(di)(di)(di)技術和(he)節地(di)(di)(di)(di)模式(shi)。建立(li)自然資源(yuan)、生態環境(jing)、林(lin)草(cao)、能(neng)源(yuan)主管(guan)(guan)(guan)部(bu)門等(deng)相關單(dan)位的協同(tong)機制。在符(fu)合國(guo)土空間規(gui)(gui)劃和(he)用(yong)(yong)(yong)(yong)(yong)途管(guan)(guan)(guan)制要求基(ji)礎上,統籌(chou)安排(pai)大中型風光(guang)電(dian)基(ji)地(di)(di)(di)(di)建設(she)(she)項(xiang)目(mu)用(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)(di)用(yong)(yong)(yong)(yong)(yong)林(lin)用(yong)(yong)(yong)(yong)(yong)草(cao),布局建設(she)(she)大中型風光(guang)電(dian)基(ji)地(di)(di)(di)(di)。嚴(yan)格依法征收土地(di)(di)(di)(di)使用(yong)(yong)(yong)(yong)(yong)稅費(fei),嚴(yan)格執行《山(shan)南市支持清(qing)潔能(neng)源(yuan)產業高質量發展(zhan)優惠政策實(shi)施(shi)辦法(試行)》文件精神(shen),不(bu)得超出規(gui)(gui)定(ding)征收費(fei)用(yong)(yong)(yong)(yong)(yong)。


五、嚴格項目(mu)管理主體(ti)責任


(十六)嚴格項(xiang)目管(guan)理(li)主體責(ze)任。對存在嚴重(zhong)失(shi)信(xin)、倒賣年(nian)度(du)建設(she)(she)計(ji)劃指標、建設(she)(she)期轉(zhuan)讓(rang)項(xiang)目控制權(quan)、惡(e)性競(jing)爭等(deng)行(xing)為的企(qi)(qi)業(ye)(ye),其開(kai)發企(qi)(qi)業(ye)(ye)一(yi)律納入黑名單,計(ji)入企(qi)(qi)業(ye)(ye)不(bu)良征信(xin)記錄(lu)的三年(nian)內不(bu)得(de)參與我市(shi)新(xin)能(neng)源(yuan)(yuan)項(xiang)目建設(she)(she)競(jing)配(pei)及(ji)(ji)(ji)開(kai)發。發生(sheng)較大及(ji)(ji)(ji)以(yi)上(shang)安全事故(死亡3人以(yi)上(shang))、保(bao)護生(sheng)態(tai)環境(jing)不(bu)力造成惡(e)劣(lie)影響的,企(qi)(qi)業(ye)(ye)取(qu)得(de)開(kai)發權(quan)后,因自身(shen)原(yuan)因不(bu)能(neng)按規定(ding)時限及(ji)(ji)(ji)時核(he)(he)準、備(bei)案(an)的,兩年(nian)內不(bu)得(de)參與我市(shi)新(xin)能(neng)源(yuan)(yuan)項(xiang)目建設(she)(she)競(jing)配(pei)及(ji)(ji)(ji)開(kai)發;項(xiang)目備(bei)案(an)、核(he)(he)準后,企(qi)(qi)業(ye)(ye)因自身(shen)原(yuan)因不(bu)能(neng)按規定(ding)及(ji)(ji)(ji)時開(kai)工建設(she)(she)的,項(xiang)目惡(e)意拖欠農民工工資造成惡(e)劣(lie)社會(hui)影響的,未(wei)按合同約定(ding)完成并(bing)網發電的,一(yi)年(nian)內不(bu)得(de)參與我市(shi)新(xin)能(neng)源(yuan)(yuan)新(xin)建項(xiang)目競(jing)配(pei)及(ji)(ji)(ji)開(kai)發。市(shi)能(neng)源(yuan)(yuan)局定(ding)期不(bu)定(ding)期對本(ben)年(nian)度(du)或上(shang)一(yi)年(nian)度(du)項(xiang)目進行(xing)考核(he)(he)并(bing)將考核(he)(he)結果進行(xing)通報(bao),考核(he)(he)結果與競(jing)配(pei)掛鉤。


(十七(qi))嚴(yan)防“雙(shuang)拖(tuo)欠(qian)”。各縣(xian)(區(qu)、市)人民政(zheng)府要嚴(yan)格落實屬地責任、加(jia)強監管(guan)。開發企業嚴(yan)禁(jin)拖(tuo)欠(qian)施(shi)工(gong)企業工(gong)程款,施(shi)工(gong)企業嚴(yan)禁(jin)拖(tuo)欠(qian)農(nong)民工(gong)工(gong)資。參照《西藏(zang)自治區(qu)建筑(zhu)工(gong)人實名(ming)制管(guan)理實施(shi)細則(試行(xing))》精神,督促總承包企業及時建立建筑(zhu)工(gong)人工(gong)資專用賬(zhang)戶(hu),并按約定將工(gong)人工(gong)資打入實名(ming)制賬(zhang)戶(hu),施(shi)工(gong)現場(chang)做(zuo)好建筑(zhu)工(gong)人實名(ming)制登記,按月足(zu)額發放(fang)工(gong)人工(gong)資。


(十八)加強質(zhi)(zhi)量(liang)(liang)(liang)(liang)安(an)(an)(an)(an)(an)(an)全(quan)(quan)監(jian)(jian)(jian)(jian)(jian)督(du)(du)。一是明確(que)程序。項(xiang)(xiang)(xiang)(xiang)目開(kai)工(gong)(gong)(gong)前,項(xiang)(xiang)(xiang)(xiang)目建(jian)(jian)(jian)(jian)(jian)設(she)(she)單位(wei)(wei)必須辦(ban)理(li)質(zhi)(zhi)量(liang)(liang)(liang)(liang)監(jian)(jian)(jian)(jian)(jian)督(du)(du)和安(an)(an)(an)(an)(an)(an)全(quan)(quan)監(jian)(jian)(jian)(jian)(jian)督(du)(du)手續,擅自開(kai)工(gong)(gong)(gong)的(de)企業,按(an)(an)(an)有關規定(ding)進(jin)行(xing)處罰。安(an)(an)(an)(an)(an)(an)全(quan)(quan)監(jian)(jian)(jian)(jian)(jian)督(du)(du)手續按(an)(an)(an)照屬地(di)(di)管(guan)(guan)(guan)(guan)(guan)理(li),在(zai)能(neng)(neng)源(yuan)主管(guan)(guan)(guan)(guan)(guan)部(bu)(bu)門辦(ban)理(li)。我區(qu)未(wei)建(jian)(jian)(jian)(jian)(jian)立可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)質(zhi)(zhi)量(liang)(liang)(liang)(liang)監(jian)(jian)(jian)(jian)(jian)督(du)(du)機(ji)構前,質(zhi)(zhi)量(liang)(liang)(liang)(liang)監(jian)(jian)(jian)(jian)(jian)督(du)(du)手續在(zai)國家可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)發(fa)電工(gong)(gong)(gong)程質(zhi)(zhi)量(liang)(liang)(liang)(liang)監(jian)(jian)(jian)(jian)(jian)督(du)(du)站辦(ban)理(li)(國能(neng)(neng)、華(hua)(hua)能(neng)(neng)項(xiang)(xiang)(xiang)(xiang)目在(zai)本集團辦(ban)理(li))。竣工(gong)(gong)(gong)驗收由(you)建(jian)(jian)(jian)(jian)(jian)設(she)(she)單位(wei)(wei)組織,開(kai)工(gong)(gong)(gong)、竣工(gong)(gong)(gong)、重(zhong)要(yao)分部(bu)(bu)等關鍵節點驗收應通知市、縣能(neng)(neng)源(yuan)主管(guan)(guan)(guan)(guan)(guan)部(bu)(bu)門參(can)(can)與(yu)(yu)(yu)。二是明確(que)質(zhi)(zhi)量(liang)(liang)(liang)(liang)責(ze)(ze)(ze)(ze)任(ren)(ren)(ren)。按(an)(an)(an)照“齊抓(zhua)共(gong)管(guan)(guan)(guan)(guan)(guan)、屬地(di)(di)管(guan)(guan)(guan)(guan)(guan)理(li)、誰審批誰監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)”的(de)原則,加強能(neng)(neng)源(yuan)項(xiang)(xiang)(xiang)(xiang)目質(zhi)(zhi)量(liang)(liang)(liang)(liang)監(jian)(jian)(jian)(jian)(jian)督(du)(du)和管(guan)(guan)(guan)(guan)(guan)理(li)。國家能(neng)(neng)源(yuan)局(ju)華(hua)(hua)中監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)局(ju)、自治區(qu)能(neng)(neng)源(yuan)局(ju)、市縣能(neng)(neng)源(yuan)局(ju)均為能(neng)(neng)源(yuan)項(xiang)(xiang)(xiang)(xiang)目行(xing)業主管(guan)(guan)(guan)(guan)(guan)部(bu)(bu)門,按(an)(an)(an)照權限職(zhi)責(ze)(ze)(ze)(ze)分工(gong)(gong)(gong),分級屬地(di)(di)負(fu)(fu)責(ze)(ze)(ze)(ze)質(zhi)(zhi)量(liang)(liang)(liang)(liang)監(jian)(jian)(jian)(jian)(jian)督(du)(du)工(gong)(gong)(gong)作。建(jian)(jian)(jian)(jian)(jian)設(she)(she)單位(wei)(wei)負(fu)(fu)首要(yao)責(ze)(ze)(ze)(ze)任(ren)(ren)(ren),建(jian)(jian)(jian)(jian)(jian)設(she)(she)、勘察、設(she)(she)計、施工(gong)(gong)(gong)、監(jian)(jian)(jian)(jian)(jian)理(li)、檢測(ce)等建(jian)(jian)(jian)(jian)(jian)設(she)(she)參(can)(can)與(yu)(yu)(yu)各(ge)方按(an)(an)(an)各(ge)自職(zhi)責(ze)(ze)(ze)(ze)負(fu)(fu)質(zhi)(zhi)量(liang)(liang)(liang)(liang)主體責(ze)(ze)(ze)(ze)任(ren)(ren)(ren)。由(you)市級核準(zhun)或備案的(de)項(xiang)(xiang)(xiang)(xiang)目,由(you)市、縣兩(liang)級能(neng)(neng)源(yuan)局(ju)參(can)(can)與(yu)(yu)(yu)質(zhi)(zhi)量(liang)(liang)(liang)(liang)監(jian)(jian)(jian)(jian)(jian)督(du)(du)管(guan)(guan)(guan)(guan)(guan)理(li)。三是嚴格落實安(an)(an)(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)產(chan)責(ze)(ze)(ze)(ze)任(ren)(ren)(ren)。按(an)(an)(an)照“黨政同(tong)責(ze)(ze)(ze)(ze)、一崗雙責(ze)(ze)(ze)(ze)、齊抓(zhua)共(gong)管(guan)(guan)(guan)(guan)(guan)、失職(zhi)追責(ze)(ze)(ze)(ze)”要(yao)求(qiu),黨政各(ge)級部(bu)(bu)門認(ren)真(zhen)履行(xing)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)責(ze)(ze)(ze)(ze)任(ren)(ren)(ren),建(jian)(jian)(jian)(jian)(jian)設(she)(she)單位(wei)(wei)和施工(gong)(gong)(gong)單位(wei)(wei)負(fu)(fu)安(an)(an)(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)產(chan)主體責(ze)(ze)(ze)(ze)任(ren)(ren)(ren)和直接責(ze)(ze)(ze)(ze)任(ren)(ren)(ren),建(jian)(jian)(jian)(jian)(jian)設(she)(she)、勘察、設(she)(she)計、施工(gong)(gong)(gong)、監(jian)(jian)(jian)(jian)(jian)理(li)等建(jian)(jian)(jian)(jian)(jian)設(she)(she)參(can)(can)與(yu)(yu)(yu)各(ge)方要(yao)確(que)保安(an)(an)(an)(an)(an)(an)全(quan)(quan)投入到位(wei)(wei)、安(an)(an)(an)(an)(an)(an)全(quan)(quan)培(pei)訓到位(wei)(wei)、基礎管(guan)(guan)(guan)(guan)(guan)理(li)到位(wei)(wei)、應急救援(yuan)到位(wei)(wei)、安(an)(an)(an)(an)(an)(an)全(quan)(quan)責(ze)(ze)(ze)(ze)任(ren)(ren)(ren)到位(wei)(wei),堅(jian)決遏(e)制重(zhong)特(te)大安(an)(an)(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)產(chan)事故,確(que)保工(gong)(gong)(gong)程安(an)(an)(an)(an)(an)(an)全(quan)(quan)、生(sheng)(sheng)產(chan)安(an)(an)(an)(an)(an)(an)全(quan)(quan)。
