11月(yue)28日,《新甘肅(su)(su)》刊發(fa)題(ti)為《甘肅(su)(su)省生態環(huan)(huan)(huan)境(jing)廳(ting)深化(hua)“三抓(zhua)三促(cu)”行動筑牢綠(lv)色(se)發(fa)展根基(ji)》的(de)文章(zhang)。文章(zhang)表示,在積極參與全國溫室(shi)氣(qi)體(ti)自愿減排項(xiang)目(mu)(CCER項(xiang)目(mu))交易方面(mian),甘肅(su)(su)省生態環(huan)(huan)(huan)境(jing)廳(ting)指導做好(hao)光熱發(fa)電、造林(lin)碳匯(hui)等(deng)CCER項(xiang)目(mu)的(de)開(kai)發(fa)設計、審定認證、注冊交易等(deng)工作。目(mu)前,已建(jian)立第一批23個CCER項(xiang)目(mu)的(de)項(xiang)目(mu)庫并持續更(geng)新。敦煌首航節能的(de)2個光熱發(fa)電項(xiang)目(mu)已進(jin)入(ru)減排量(liang)核證環(huan)(huan)(huan)節,有望在年內實(shi)現甘肅(su)(su)省首筆CCER減排量(liang)交易。
首航敦煌10+100MW熔鹽塔(ta)式光熱(re)電站
據此前報道,全國溫室氣(qi)體自愿(yuan)減(jian)排注冊登記系統及信息(xi)平臺對(dui)首批中國核證(zheng)自愿(yuan)減(jian)排量(CCER)項(xiang)(xiang)目進行掛網(wang)公示,其中,并網(wang)光(guang)熱(re)發(fa)電(dian)(dian)(dian)項(xiang)(xiang)目共計5個260兆瓦,分(fen)別(bie)為:中廣核太(tai)陽能德令(ling)哈(ha)一期50兆瓦光(guang)熱(re)獨(du)(du)立(li)發(fa)電(dian)(dian)(dian)項(xiang)(xiang)目、哈(ha)密熔(rong)鹽塔(ta)式5萬千瓦光(guang)熱(re)獨(du)(du)立(li)發(fa)電(dian)(dian)(dian)項(xiang)(xiang)目、敦(dun)煌(huang)首航節能新能源(yuan)有限(xian)公司(si)10兆瓦熔(rong)鹽塔(ta)式光(guang)熱(re)發(fa)電(dian)(dian)(dian)項(xiang)(xiang)目、敦(dun)煌(huang)首航節能新能源(yuan)有限(xian)公司(si)敦(dun)煌(huang)10萬千瓦熔(rong)鹽塔(ta)式光(guang)熱(re)發(fa)電(dian)(dian)(dian)項(xiang)(xiang)目、新魯(lu)多能互(hu)補光(guang)熱(re)電(dian)(dian)(dian)站,預計年均減(jian)排量為563975噸。

▌中廣核太陽(yang)能(neng)德令哈一期(qi)50兆瓦光熱(re)獨立發(fa)(fa)電(dian)項(xiang)(xiang)(xiang)目(mu)位于(yu)青海省(sheng)德令哈市西出口太陽(yang)能(neng)發(fa)(fa)電(dian)基(ji)地,項(xiang)(xiang)(xiang)目(mu)采用(yong)槽式光熱(re)發(fa)(fa)電(dian)技術,安裝約62萬m2定日鏡,190個(ge)槽式集(ji)熱(re)回路、配(pei)(pei)套(tao)(tao)儲(chu)(chu)熱(re)時(shi)(shi)長9小(xiao)時(shi)(shi)的(de)熔鹽儲(chu)(chu)熱(re)系統和(he)1套(tao)(tao)汽(qi)輪發(fa)(fa)電(dian)機組,總(zong)裝機容(rong)量(liang)(liang)50MW。設(she)計(ji)(ji)(ji)年(nian)上網(wang)(wang)電(dian)量(liang)(liang)159950MW.h,等效滿負荷小(xiao)時(shi)(shi)數為3199h。項(xiang)(xiang)(xiang)目(mu)所(suo)(suo)發(fa)(fa)電(dian)量(liang)(liang)均(jun)并(bing)網(wang)(wang)送入(ru)西北電(dian)網(wang)(wang),在沒有(you)項(xiang)(xiang)(xiang)目(mu)情況(kuang)下,項(xiang)(xiang)(xiang)目(mu)生(sheng)產的(de)上網(wang)(wang)電(dian)量(liang)(liang)將(jiang)由西北電(dian)網(wang)(wang)中的(de)其他并(bing)網(wang)(wang)電(dian)廠(包括可能(neng)的(de)新建(jian)發(fa)(fa)電(dian)廠)替代生(sheng)產。這也是項(xiang)(xiang)(xiang)目(mu)的(de)基(ji)準線情景。項(xiang)(xiang)(xiang)目(mu)的(de)項(xiang)(xiang)(xiang)目(mu)邊界包括項(xiang)(xiang)(xiang)目(mu)發(fa)(fa)電(dian)及(ji)配(pei)(pei)套(tao)(tao)設(she)施(shi),以及(ji)項(xiang)(xiang)(xiang)目(mu)所(suo)(suo)西北電(dian)網(wang)(wang)中的(de)所(suo)(suo)有(you)發(fa)(fa)電(dian)設(she)施(shi)。項(xiang)(xiang)(xiang)目(mu)計(ji)(ji)(ji)入(ru)期(qi)為10年(nian),在計(ji)(ji)(ji)入(ru)期(qi)(2020年(nian)9月22日-2030年(nian)9月21日,含(han)首尾兩(liang)天)內,預(yu)計(ji)(ji)(ji)共產生(sheng)減(jian)排量(liang)(liang)919789 tCO2e,項(xiang)(xiang)(xiang)目(mu)年(nian)均(jun)減(jian)排量(liang)(liang)91798 tCO2e。
▌魯(lu)能格爾(er)木多能互補工(gong)程50MW塔式光(guang)熱(re)(re)電(dian)(dian)站(zhan)(zhan)位(wei)于位(wei)于青(qing)海省海西州格爾(er)木市,項(xiang)目占地約6400畝,采用塔式熔鹽太陽能熱(re)(re)發(fa)電(dian)(dian)技術。工(gong)程新建(jian)1套(tao)聚(ju)光(guang)集熱(re)(re)系統(tong)(tong)(由一座188米(mi)高(gao)吸熱(re)(re)塔和(he)4400個定日(ri)鏡組成(cheng))、1套(tao)儲(chu)熱(re)(re)和(he)蒸汽發(fa)生(sheng)系統(tong)(tong)(12小(xiao)時儲(chu)熱(re)(re))、1套(tao)高(gao)溫高(gao)壓(ya)再(zai)熱(re)(re)純(chun)凝汽輪(lun)發(fa)電(dian)(dian)機系統(tong)(tong)以及其他輔助(zhu)設施和(he)1座110千伏升壓(ya)站(zhan)(zhan)等。項(xiang)目于2018年3月(yue)(yue)20日(ri)正式開工(gong),2019年9月(yue)(yue)5日(ri)完成(cheng)青(qing)海省電(dian)(dian)力(li)工(gong)程質量監(jian)督中心站(zhan)(zhan)并(bing)網(wang)試運前質量監(jian)督檢查,并(bing)完成(cheng)青(qing)海省電(dian)(dian)力(li)公司(si)并(bing)網(wang)驗收,2019年9月(yue)(yue)19日(ri)正式并(bing)網(wang)發(fa)電(dian)(dian)。
▌敦煌首航節(jie)能新能源(yuan)(yuan)有(you)限公司(si)10兆瓦熔(rong)鹽(yan)塔式光熱(re)(re)(re)(re)發電(dian)(dian)(dian)項(xiang)(xiang)目(mu)利用(yong)(yong)可再生(sheng)(sheng)能源(yuan)(yuan)太陽(yang)能發電(dian)(dian)(dian)上網(wang)(wang),從而替(ti)代以火電(dian)(dian)(dian)為(wei)(wei)主的(de)(de)西(xi)(xi)北(bei)電(dian)(dian)(dian)網(wang)(wang)提供(gong)(gong)的(de)(de)等(deng)量(liang)電(dian)(dian)(dian)量(liang),由(you)此避(bi)免了(le)溫室氣體排(pai)放。項(xiang)(xiang)目(mu)位于甘肅(su)省敦煌市(shi)七里鎮以西(xi)(xi)的(de)(de)光電(dian)(dian)(dian)產業(ye)園區內,總裝(zhuang)機(ji)容量(liang)為(wei)(wei)10MW,本期建設(she)容量(liang)為(wei)(wei)1×10MW,太陽(yang)能集熱(re)(re)(re)(re)系統(tong)設(she)計主要由(you)定日鏡光場、熔(rong)鹽(yan)吸熱(re)(re)(re)(re)器(qi)系統(tong)、儲熱(re)(re)(re)(re)系統(tong)、蒸汽發生(sheng)(sheng)系統(tong)、伴(ban)熱(re)(re)(re)(re)系統(tong)組(zu)成。項(xiang)(xiang)目(mu)采用(yong)(yong)環形360度受光的(de)(de)圓(yuan)柱式吸熱(re)(re)(re)(re)器(qi),是由(you)多個吸熱(re)(re)(re)(re)模塊(kuai)組(zu)成的(de)(de),熔(rong)鹽(yan)從北(bei)側分兩路(lu)進入(ru)吸熱(re)(re)(re)(re)器(qi),中間交(jiao)叉(cha)后進入(ru)南側出(chu)吸熱(re)(re)(re)(re)器(qi)。項(xiang)(xiang)目(mu)邊界包括項(xiang)(xiang)目(mu)活(huo)動的(de)(de)物理邊界和地理邊界,以及與西(xi)(xi)北(bei)電(dian)(dian)(dian)網(wang)(wang)相連的(de)(de)所有(you)電(dian)(dian)(dian)廠(chang)。項(xiang)(xiang)目(mu)實施前情景和基準線情景是相同的(de)(de),即電(dian)(dian)(dian)力全部由(you)西(xi)(xi)北(bei)電(dian)(dian)(dian)網(wang)(wang)范圍內的(de)(de)其它并網(wang)(wang)電(dian)(dian)(dian)廠(chang)運行產生(sheng)(sheng)或(huo)者由(you)新增電(dian)(dian)(dian)源(yuan)(yuan)提供(gong)(gong)。項(xiang)(xiang)目(mu)設(she)計年平均(jun)發電(dian)(dian)(dian)量(liang)為(wei)(wei)52500MWh,年運行小時數4725小時。在10年計入(ru)期內的(de)(de)年均(jun)減(jian)排(pai)量(liang)為(wei)(wei)33713 tCO2e,總減(jian)排(pai)量(liang)為(wei)(wei)337134 tCO2e。
▌敦煌(huang)(huang)首航節能新(xin)能源(yuan)有限公司敦煌(huang)(huang)10萬千瓦熔(rong)鹽(yan)(yan)塔(ta)式(shi)(shi)光熱(re)(re)(re)發電(dian)(dian)(dian)項目利用可再生(sheng)能源(yuan)太(tai)陽(yang)能發電(dian)(dian)(dian)上網,從而替代(dai)以火電(dian)(dian)(dian)為主(zhu)的(de)(de)(de)西(xi)北(bei)電(dian)(dian)(dian)網提供的(de)(de)(de)等量(liang)電(dian)(dian)(dian)量(liang),由此避(bi)免了溫室氣體排放。項目位于(yu)甘肅(su)省(sheng)敦煌(huang)(huang)市七里(li)鎮以西(xi)的(de)(de)(de)光電(dian)(dian)(dian)產(chan)(chan)業園區,總裝(zhuang)機容量(liang)為100MW,本期(qi)建(jian)設1×100MW熔(rong)鹽(yan)(yan)塔(ta)式(shi)(shi)太(tai)陽(yang)能熱(re)(re)(re)發電(dian)(dian)(dian)電(dian)(dian)(dian)站,太(tai)陽(yang)能集熱(re)(re)(re)系(xi)統(tong)設計主(zhu)要由定日鏡光場、熔(rong)鹽(yan)(yan)吸(xi)(xi)熱(re)(re)(re)器(qi)系(xi)統(tong)、儲熱(re)(re)(re)系(xi)統(tong)、蒸汽發生(sheng)系(xi)統(tong)、伴熱(re)(re)(re)系(xi)統(tong)組(zu)成。項目采(cai)用環形360度受光的(de)(de)(de)圓柱式(shi)(shi)吸(xi)(xi)熱(re)(re)(re)器(qi),由14個管屏組(zu)成,熔(rong)鹽(yan)(yan)從北(bei)側分(fen)兩(liang)路(lu)進入吸(xi)(xi)熱(re)(re)(re)器(qi),每路(lu)將經過(guo)3個管屏中(zhong)間交叉后進入南側出(chu)吸(xi)(xi)熱(re)(re)(re)器(qi)。項目邊界(jie)包(bao)括項目活動的(de)(de)(de)物理邊界(jie)和地理邊界(jie),以及與(yu)西(xi)北(bei)電(dian)(dian)(dian)網相連的(de)(de)(de)所有電(dian)(dian)(dian)廠。項目實(shi)施前(qian)情景和基準線(xian)情景是相同的(de)(de)(de),即電(dian)(dian)(dian)力全部由西(xi)北(bei)電(dian)(dian)(dian)網范圍內(nei)的(de)(de)(de)其它并網電(dian)(dian)(dian)廠運行產(chan)(chan)生(sheng)或者由新(xin)增(zeng)電(dian)(dian)(dian)源(yuan)提供。項目設計年(nian)平均發電(dian)(dian)(dian)量(liang)為351600MWh,年(nian)運行小時數(shu)3516小時。在10年(nian)計入期(qi)內(nei)的(de)(de)(de)年(nian)均減(jian)排量(liang)為201177 tCO2e,總減(jian)排量(liang)為2011770 tCO2e。
▌哈(ha)密(mi)熔鹽塔式(shi)5萬千瓦光(guang)熱(re)(re)獨立發(fa)電(dian)(dian)(dian)項(xiang)(xiang)目(mu)為(wei)新(xin)建地面獨立光(guang)熱(re)(re)并網電(dian)(dian)(dian)站,位(wei)于(yu)新(xin)疆維(wei)吾爾(er)自治區(qu)哈(ha)密(mi)市(shi)伊吾縣淖(nao)毛湖(hu)鎮境內。項(xiang)(xiang)目(mu)總(zong)裝(zhuang)機(ji)容(rong)量(liang)(liang)為(wei)50MW,發(fa)電(dian)(dian)(dian)站類型為(wei)熔鹽塔式(shi)太陽(yang)能熱(re)(re)發(fa)電(dian)(dian)(dian)電(dian)(dian)(dian)站。由數(shu)萬個定(ding)日鏡(jing)及位(wei)于(yu)塔頂的(de)(de)吸熱(re)(re)器構成(cheng)(cheng)的(de)(de)太陽(yang)能聚光(guang)集熱(re)(re)系統(tong)、高低溫(wen)熔鹽儲(chu)罐及蒸(zheng)汽(qi)發(fa)生(sheng)器組(zu)(zu)成(cheng)(cheng)的(de)(de)儲(chu)換熱(re)(re)系統(tong)、汽(qi)輪發(fa)電(dian)(dian)(dian)機(ji)組(zu)(zu)及其(qi)輔助(zhu)設(she)(she)備組(zu)(zu)成(cheng)(cheng)的(de)(de)發(fa)電(dian)(dian)(dian)系統(tong)三部(bu)分組(zu)(zu)成(cheng)(cheng)。項(xiang)(xiang)目(mu)邊界包括光(guang)熱(re)(re)發(fa)電(dian)(dian)(dian)項(xiang)(xiang)目(mu)發(fa)電(dian)(dian)(dian)及配套設(she)(she)施,以及項(xiang)(xiang)目(mu)所(suo)在西北電(dian)(dian)(dian)網中連接的(de)(de)所(suo)有發(fa)電(dian)(dian)(dian)設(she)(she)施。項(xiang)(xiang)目(mu)活動實施之前(qian),由西北電(dian)(dian)(dian)網內并網運行(xing)電(dian)(dian)(dian)廠(chang)和(he)新(xin)增電(dian)(dian)(dian)源提供與項(xiang)(xiang)目(mu)同等的(de)(de)電(dian)(dian)(dian)量(liang)(liang)產出,此情(qing)景(jing)即為(wei)項(xiang)(xiang)目(mu)的(de)(de)基準線情(qing)景(jing)。項(xiang)(xiang)目(mu)設(she)(she)計(ji)(ji)年平均發(fa)電(dian)(dian)(dian)量(liang)(liang)約為(wei)198350MWh,年利(li)用小(xiao)時(shi)數(shu)3967小(xiao)時(shi)。計(ji)(ji)入期為(wei)10年(2023年8月(yue)1日——2033年7月(yue)31日),項(xiang)(xiang)目(mu)年均減排量(liang)(liang)為(wei)125069 tCO2e,預(yu)計(ji)(ji)計(ji)(ji)入期總(zong)減排量(liang)(liang)為(wei)1250690 tCO2e。
