近日,國(guo)家(jia)發(fa)(fa)展改革委黨(dang)組成(cheng)員,國(guo)家(jia)能(neng)源(yuan)局黨(dang)組書記、局長章(zhang)建華在《時(shi)事報告(gao)》發(fa)(fa)表署(shu)名(ming)文章(zhang),提出新能(neng)源(yuan)將成(cheng)為未來能(neng)源(yuan)發(fa)(fa)展的主要方(fang)向。
文(wen)章提出(chu)截至(zhi)2023年(nian)底,全國生物質發電裝機(ji)達到(dao)(dao)4414萬千瓦(wa)(wa),地(di)熱(re)供(gong)暖(制(zhi)冷)達到(dao)(dao)13.3億平(ping)方米,全國已(yi)投運的新(xin)型儲能裝機(ji)3139萬千瓦(wa)(wa)。因地(di)制(zhi)宜推動生物質能、地(di)熱(re)能、海洋能等新(xin)能源發展。

以(yi)更大力度推(tui)動新能(neng)源(yuan)(yuan)(yuan)(yuan)高質量(liang)發展是推(tui)動綠色低碳轉型(xing)、實現“雙(shuang)碳”目(mu)標的根本保證。新時代以(yi)來,我國能(neng)源(yuan)(yuan)(yuan)(yuan)結(jie)(jie)構(gou)(gou)調整加(jia)速推(tui)進,2023年(nian)(nian)可再生能(neng)源(yuan)(yuan)(yuan)(yuan)發電裝機占比歷史性突破(po)50%,煤炭消(xiao)費比重年(nian)(nian)均下(xia)降(jiang)超(chao)過(guo)(guo)1個百(bai)分點(dian),單位GDP能(neng)耗(hao)累計下(xia)降(jiang)約27%,降(jiang)幅超(chao)過(guo)(guo)同期世界平均水平的兩倍。同時要看(kan)到,我國產業結(jie)(jie)構(gou)(gou)偏重、能(neng)源(yuan)(yuan)(yuan)(yuan)結(jie)(jie)構(gou)(gou)偏煤、能(neng)源(yuan)(yuan)(yuan)(yuan)效率偏低,按照2030年(nian)(nian)非化(hua)石能(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)費比重達到25%目(mu)標推(tui)算,我國每年(nian)(nian)非化(hua)石能(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)費比重要提(ti)高1個百(bai)分點(dian)即5000多萬噸標準煤,任務艱(jian)巨。此形(xing)勢下(xia),需(xu)要在生產、生活和生態環境(jing)等各領域全方(fang)位推(tui)廣和普及新能(neng)源(yuan)(yuan)(yuan)(yuan)使用,確保我國如(ru)期實現“雙(shuang)碳”目(mu)標,為全球應對氣候變化(hua)提(ti)供中國方(fang)案、貢獻中國力量(liang)。

新時代以來我國新能源發展取得顯著成就

我國(guo)(guo)新(xin)(xin)能源裝(zhuang)(zhuang)機(ji)規模大,連續(xu)(xu)多年(nian)穩居世界(jie)第一,約(yue)(yue)占(zhan)全(quan)(quan)(quan)球(qiu)的(de)40%,是(shi)美國(guo)(guo)、歐盟(meng)和印度(du)三個國(guo)(guo)家(地區)之和。截(jie)至(zhi)2023年(nian)底(di),全(quan)(quan)(quan)國(guo)(guo)新(xin)(xin)能源和可再(zai)生能源發(fa)(fa)(fa)電(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)突破15億千(qian)(qian)瓦(wa)、達(da)到(dao)(dao)15.2億千(qian)(qian)瓦(wa),歷史性超過火電(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji),成為(wei)電(dian)(dian)(dian)力裝(zhuang)(zhuang)機(ji)的(de)主體,在(zai)全(quan)(quan)(quan)國(guo)(guo)發(fa)(fa)(fa)電(dian)(dian)(dian)總(zong)裝(zhuang)(zhuang)機(ji)中的(de)比重(zhong)突破50%。其中,風電(dian)(dian)(dian)光(guang)伏(fu)發(fa)(fa)(fa)電(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)突破10億千(qian)(qian)瓦(wa)、達(da)到(dao)(dao)10.5億千(qian)(qian)瓦(wa),在(zai)全(quan)(quan)(quan)國(guo)(guo)發(fa)(fa)(fa)電(dian)(dian)(dian)總(zong)裝(zhuang)(zhuang)機(ji)中的(de)比重(zhong)達(da)到(dao)(dao)34%,超過1/3。分品種(zhong)看(kan),水(shui)電(dian)(dian)(dian)(含抽水(shui)蓄能)4.2億千(qian)(qian)瓦(wa)、風電(dian)(dian)(dian)4.4億千(qian)(qian)瓦(wa)、太陽能發(fa)(fa)(fa)電(dian)(dian)(dian)6.1億千(qian)(qian)瓦(wa),分別連續(xu)(xu)19年(nian)、14年(nian)、9年(nian)穩居世界(jie)第一,分別約(yue)(yue)占(zhan)全(quan)(quan)(quan)球(qiu)的(de)30%、43%、42%。此外,多種(zhong)清潔能源和新(xin)(xin)型儲能加快發(fa)(fa)(fa)展,截(jie)至(zhi)2023年(nian)底(di),全(quan)(quan)(quan)國(guo)(guo)生物質發(fa)(fa)(fa)電(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)達(da)到(dao)(dao)4414萬千(qian)(qian)瓦(wa),地熱供暖(制冷)達(da)到(dao)(dao)13.3億平方米,全(quan)(quan)(quan)國(guo)(guo)已投運的(de)新(xin)(xin)型儲能裝(zhuang)(zhuang)機(ji)3139萬千(qian)(qian)瓦(wa)。
我(wo)國(guo)新(xin)(xin)能源發展(zhan)速度(du)快,年(nian)(nian)(nian)(nian)(nian)均(jun)保持(chi)兩位數的(de)增(zeng)(zeng)(zeng)長(chang)率,已成為(wei)(wei)全(quan)國(guo)新(xin)(xin)增(zeng)(zeng)(zeng)電(dian)力裝(zhuang)(zhuang)機主體,占(zhan)(zhan)全(quan)球風(feng)電(dian)光(guang)伏(fu)新(xin)(xin)增(zeng)(zeng)(zeng)裝(zhuang)(zhuang)機的(de)一半以上。2012年(nian)(nian)(nian)(nian)(nian)以來,我(wo)國(guo)風(feng)電(dian)增(zeng)(zeng)(zeng)長(chang)了6倍,年(nian)(nian)(nian)(nian)(nian)均(jun)增(zeng)(zeng)(zeng)長(chang)20%左右(you);光(guang)伏(fu)增(zeng)(zeng)(zeng)長(chang)了184倍,年(nian)(nian)(nian)(nian)(nian)均(jun)增(zeng)(zeng)(zeng)長(chang)60%左右(you)。從2016年(nian)(nian)(nian)(nian)(nian)開始,我(wo)國(guo)新(xin)(xin)能源和可再生能源新(xin)(xin)增(zeng)(zeng)(zeng)裝(zhuang)(zhuang)機占(zhan)(zhan)全(quan)國(guo)新(xin)(xin)增(zeng)(zeng)(zeng)電(dian)力總(zong)裝(zhuang)(zhuang)機的(de)比重超過(guo)50%,2023年(nian)(nian)(nian)(nian)(nian)達到(dao)85%,成為(wei)(wei)我(wo)國(guo)新(xin)(xin)增(zeng)(zeng)(zeng)電(dian)力裝(zhuang)(zhuang)機的(de)主體。自2020年(nian)(nian)(nian)(nian)(nian)以來,我(wo)國(guo)風(feng)電(dian)光(guang)伏(fu)連續3年(nian)(nian)(nian)(nian)(nian)新(xin)(xin)增(zeng)(zeng)(zeng)裝(zhuang)(zhuang)機超過(guo)1億千(qian)瓦(wa)(wa),其(qi)中2023年(nian)(nian)(nian)(nian)(nian)新(xin)(xin)增(zeng)(zeng)(zeng)2.9億千(qian)瓦(wa)(wa),約(yue)占(zhan)(zhan)全(quan)球風(feng)電(dian)光(guang)伏(fu)新(xin)(xin)增(zeng)(zeng)(zeng)裝(zhuang)(zhuang)機的(de)63%。另外,新(xin)(xin)型儲能2023年(nian)(nian)(nian)(nian)(nian)新(xin)(xin)增(zeng)(zeng)(zeng)裝(zhuang)(zhuang)機約(yue)2260萬千(qian)瓦(wa)(wa),是此(ci)前歷(li)年(nian)(nian)(nian)(nian)(nian)總(zong)和的(de)2.6倍。
我國新能(neng)(neng)源(yuan)(yuan)(yuan)運(yun)行質量(liang)好(hao),實現(xian)高(gao)水平(ping)消(xiao)納利(li)(li)用(yong)(yong),成為能(neng)(neng)源(yuan)(yuan)(yuan)保(bao)供的(de)(de)重要力量(liang)。近年來,我國新能(neng)(neng)源(yuan)(yuan)(yuan)發電(dian)持(chi)續保(bao)持(chi)較高(gao)的(de)(de)利(li)(li)用(yong)(yong)率(lv)(lv)水平(ping),2023年全國風(feng)電(dian)平(ping)均利(li)(li)用(yong)(yong)率(lv)(lv)97.3%,全國光(guang)伏平(ping)均利(li)(li)用(yong)(yong)率(lv)(lv)98%,新能(neng)(neng)源(yuan)(yuan)(yuan)發電(dian)量(liang)不(bu)斷增加,占(zhan)比(bi)穩步(bu)提高(gao),在能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)力保(bao)供中的(de)(de)作用(yong)(yong)不(bu)斷凸顯。2023年全國可再生能(neng)(neng)源(yuan)(yuan)(yuan)年發電(dian)量(liang)約3萬億千(qian)瓦時(shi),約占(zhan)全社(she)(she)會用(yong)(yong)電(dian)量(liang)的(de)(de)1/3。其中風(feng)電(dian)光(guang)伏發電(dian)量(liang)1.43萬億千(qian)瓦時(shi),約占(zhan)全社(she)(she)會用(yong)(yong)電(dian)量(liang)的(de)(de)15.8%,高(gao)于13%的(de)(de)全球(qiu)平(ping)均水平(ping)。
我(wo)國新(xin)能源技(ji)術(shu)水(shui)平高,在(zai)全球處于(yu)(yu)領(ling)(ling)跑(pao)地(di)位。我(wo)國新(xin)能源行業始終堅持以技(ji)術(shu)創新(xin)滿足不斷(duan)變(bian)化的(de)市場(chang)需求。陸(lu)上(shang)低風(feng)速(su)風(feng)電(dian)(dian)(dian)(dian)技(ji)術(shu)國際(ji)一流,海上(shang)大(da)容(rong)量(liang)風(feng)電(dian)(dian)(dian)(dian)機(ji)組(zu)技(ji)術(shu)保(bao)持國際(ji)同(tong)步,在(zai)精準測(ce)風(feng)、超大(da)型風(feng)機(ji)、漂浮式基礎、柔性直流、智能化等領(ling)(ling)域(yu)已達到世界(jie)先進水(shui)平。海上(shang)風(feng)電(dian)(dian)(dian)(dian)機(ji)組(zu)最大(da)單機(ji)容(rong)量(liang)突(tu)破(po)(po)2萬千瓦(wa),風(feng)電(dian)(dian)(dian)(dian)葉片最大(da)長度超過123米,均(jun)(jun)為世界(jie)之(zhi)最。在(zai)運光(guang)伏組(zu)件轉換效(xiao)率突(tu)破(po)(po)23%,處于(yu)(yu)世界(jie)領(ling)(ling)先水(shui)平。鈣鈦礦電(dian)(dian)(dian)(dian)池等新(xin)型電(dian)(dian)(dian)(dian)池技(ji)術(shu)不斷(duan)創新(xin)突(tu)破(po)(po),實驗室認(ren)證效(xiao)率突(tu)破(po)(po)33.9%,刷新(xin)世界(jie)紀錄。風(feng)電(dian)(dian)(dian)(dian)和光(guang)伏開(kai)發成(cheng)本(ben)(ben)十年來分(fen)別下降了60%和80%,風(feng)電(dian)(dian)(dian)(dian)平均(jun)(jun)度電(dian)(dian)(dian)(dian)成(cheng)本(ben)(ben)降至0.26元(yuan)、光(guang)伏度電(dian)(dian)(dian)(dian)平均(jun)(jun)成(cheng)本(ben)(ben)降至0.31元(yuan),實現平價上(shang)網(wang)。制氫技(ji)術(shu)形成(cheng)自身優(you)勢(shi),海洋能技(ji)術(shu)也(ye)正(zheng)在(zai)積極探(tan)索。
我國(guo)(guo)新(xin)能源產業競爭力強,已建成先進完(wan)備、具備國(guo)(guo)際競爭優勢的(de)全產業鏈(lian)體系(xi)。除滿足國(guo)(guo)內需求(qiu)外(wai),我國(guo)(guo)風(feng)電(dian)光伏(fu)產品已覆蓋(gai)全球200多(duo)個國(guo)(guo)家和(he)地區,已成為名副其實的(de)全球新(xin)能源產業中心(xin)。全球風(feng)電(dian)機組(zu)關(guan)鍵(jian)零部件(jian)和(he)光伏(fu)多(duo)晶硅、硅片(pian)、電(dian)池片(pian)、組(zu)件(jian)等大部分(fen)是由(you)我國(guo)(guo)生產制造。產業發(fa)展壯大,帶(dai)動(dong)了一(yi)大批新(xin)能源企業參與國(guo)(guo)際合作,成為共建“一(yi)帶(dai)一(yi)路”合作的(de)亮(liang)點。
我(wo)國(guo)新能(neng)源(yuan)減(jian)(jian)(jian)(jian)碳(tan)貢獻(xian)多,是(shi)全(quan)球應對氣候變化、減(jian)(jian)(jian)(jian)少碳(tan)排(pai)放的重要引(yin)領者(zhe)和推(tui)動者(zhe)。2022年,我(wo)國(guo)單位GDP可再(zai)生能(neng)源(yuan)發電(dian)(dian)裝機約663瓦(wa)/萬(wan)美(mei)元,是(shi)全(quan)球平均水(shui)平的2.1倍(bei)、美(mei)國(guo)的4.8倍(bei)。2022年我(wo)國(guo)可再(zai)生能(neng)源(yuan)發電(dian)(dian)量相當(dang)于直(zhi)接(jie)減(jian)(jian)(jian)(jian)少碳(tan)排(pai)放約22.6億噸(dun),出口(kou)的風電(dian)(dian)光伏產品為其他國(guo)家減(jian)(jian)(jian)(jian)少碳(tan)排(pai)放約5.7億噸(dun),合計減(jian)(jian)(jian)(jian)排(pai)約占全(quan)球的41%,分(fen)別相當(dang)于美(mei)國(guo)、加拿大、印度(du)、德國(guo)的2.5倍(bei)、4.1倍(bei)、7.0倍(bei)、8.6倍(bei)。

大力(li)發展(zhan)新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)、加(jia)快(kuai)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)低碳轉型已成(cheng)為(wei)(wei)世界(jie)各(ge)國(guo)普遍共(gong)識和一(yi)致做法(fa)(fa)。一(yi)是各(ge)國(guo)普遍重(zhong)視新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)發展(zhan)。美國(guo)、歐盟(meng)等(deng)國(guo)家和地(di)區紛(fen)(fen)紛(fen)(fen)提(ti)出(chu)加(jia)速(su)新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)發展(zhan)方案。美國(guo)提(ti)出(chu)“能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)獨立”,通過(guo)設立法(fa)(fa)案和計劃,推動(dong)頁(ye)巖油氣(qi)技(ji)術(shu)應(ying)用,支持可(ke)再生能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)技(ji)術(shu),為(wei)(wei)新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)產(chan)業提(ti)供資金和政策支持。歐盟(meng)將大力(li)發展(zhan)新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)作為(wei)(wei)應(ying)對氣(qi)候(hou)變化和推進(jin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)轉型的重(zhong)點(dian),推動(dong)綠(lv)色新(xin)(xin)(xin)政一(yi)攬子計劃,發布(bu)《歐盟(meng)實現經濟、安全(quan)和可(ke)持續(xu)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)供應(ying)的聯(lian)合行(xing)(xing)動(dong)》《歐洲(zhou)風(feng)電(dian)(dian)行(xing)(xing)動(dong)計劃》,提(ti)出(chu)推廣太陽能(neng)(neng)(neng)(neng)(neng)(neng)和風(feng)能(neng)(neng)(neng)(neng)(neng)(neng)、加(jia)速(su)氫能(neng)(neng)(neng)(neng)(neng)(neng)部署、增加(jia)生物甲烷產(chan)量等(deng)措(cuo)施(shi),增加(jia)投資支持海上風(feng)電(dian)(dian)、綠(lv)氫、可(ke)再生燃(ran)料等(deng)發展(zhan)。日本希望通過(guo)全(quan)面(mian)系統布(bu)局主導(dao)全(quan)球氫能(neng)(neng)(neng)(neng)(neng)(neng)產(chan)業鏈,目前已在(zai)氫燃(ran)料電(dian)(dian)池研發方面(mian)取得(de)相對領先地(di)位。
二是新能源(yuan)(yuan)(yuan)將成為未來(lai)能源(yuan)(yuan)(yuan)發展(zhan)的(de)(de)(de)主要方向(xiang)。聯合(he)國政府(fu)間氣候變(bian)(bian)化專門委員會(IPCC)研究(jiu)認(ren)為,為把全(quan)球(qiu)(qiu)升(sheng)溫控(kong)制在1.5°C左右(you),2050年(nian)可(ke)再(zai)(zai)生能源(yuan)(yuan)(yuan)應占電(dian)力(li)供應的(de)(de)(de)70%~85%,國際能源(yuan)(yuan)(yuan)署(shu)(IEA)、國際可(ke)再(zai)(zai)生能源(yuan)(yuan)(yuan)署(shu)(IRENA)等機(ji)(ji)構(gou)的(de)(de)(de)研究(jiu)也(ye)指(zhi)出(chu),2050年(nian)全(quan)球(qiu)(qiu)85%~90%的(de)(de)(de)發電(dian)將來(lai)自可(ke)再(zai)(zai)生能源(yuan)(yuan)(yuan)。2023年(nian)中美(mei)關于加強(qiang)合(he)作應對氣候危機(ji)(ji)的(de)(de)(de)陽光之鄉聲明、第二十八屆(jie)聯合(he)國氣候變(bian)(bian)化大(da)會的(de)(de)(de)全(quan)球(qiu)(qiu)可(ke)再(zai)(zai)生能源(yuan)(yuan)(yuan)和能源(yuan)(yuan)(yuan)效率承(cheng)諾,均提(ti)出(chu)努力(li)爭取到2030年(nian)全(quan)球(qiu)(qiu)可(ke)再(zai)(zai)生能源(yuan)(yuan)(yuan)裝機(ji)(ji)增至(zhi)3倍。
三是(shi)風電(dian)光伏(fu)仍是(shi)新(xin)能(neng)源(yuan)發(fa)(fa)(fa)展(zhan)(zhan)的(de)(de)主體。據測算,我國風電(dian)的(de)(de)技(ji)術可(ke)開發(fa)(fa)(fa)量(liang)超過100億(yi)千(qian)(qian)瓦(wa),光伏(fu)發(fa)(fa)(fa)電(dian)的(de)(de)技(ji)術可(ke)開發(fa)(fa)(fa)量(liang)超過450億(yi)千(qian)(qian)瓦(wa)。2060年前實現碳中和(he),我國風電(dian)光伏(fu)裝機(ji)(ji)規(gui)模將(jiang)達(da)到50億(yi)千(qian)(qian)瓦(wa)以上,約(yue)是(shi)目前裝機(ji)(ji)總量(liang)的(de)(de)5倍。各主要經(jing)濟體在(zai)擴大(da)風電(dian)光伏(fu)裝機(ji)(ji)規(gui)模的(de)(de)同時,重(zhong)點(dian)圍繞降本(ben)增效開展(zhan)(zhan)技(ji)術攻關。美國和(he)歐盟均(jun)積極推動鈣鈦礦、硅基光伏(fu)等技(ji)術創(chuang)新(xin),同時注重(zhong)風電(dian)向遠(yuan)海高(gao)空、大(da)型化、智(zhi)能(neng)化發(fa)(fa)(fa)展(zhan)(zhan)。
四是儲能(neng)(neng)(neng)和氫(qing)能(neng)(neng)(neng)是新(xin)能(neng)(neng)(neng)源(yuan)發展(zhan)的(de)(de)必(bi)要(yao)支撐。風電(dian)(dian)(dian)光伏發電(dian)(dian)(dian)間歇性、波動性大(da),大(da)規模、高(gao)比(bi)例接(jie)(jie)入(ru)需(xu)要(yao)儲能(neng)(neng)(neng)等(deng)調節性電(dian)(dian)(dian)源(yuan)作為(wei)支撐,從(cong)(cong)而平(ping)抑或減少風電(dian)(dian)(dian)光伏發電(dian)(dian)(dian)出力不穩定(ding)的(de)(de)影響。新(xin)型儲能(neng)(neng)(neng)可以在(zai)電(dian)(dian)(dian)力需(xu)求低谷(gu)時(shi)儲存(cun)多余(yu)的(de)(de)電(dian)(dian)(dian)能(neng)(neng)(neng),在(zai)電(dian)(dian)(dian)力需(xu)求高(gao)峰(feng)時(shi)釋放(fang),從(cong)(cong)而平(ping)衡(heng)日內電(dian)(dian)(dian)網負(fu)荷。氫(qing)能(neng)(neng)(neng)是清潔高(gao)效的(de)(de)二(er)次能(neng)(neng)(neng)源(yuan),既可直接(jie)(jie)應用于(yu)交通、工業(ye)等(deng)領域(yu),也可通過電(dian)(dian)(dian)解水(shui)制(zhi)氫(qing)轉化為(wei)穩定(ding)的(de)(de)化學能(neng)(neng)(neng)并長周期儲存(cun),在(zai)電(dian)(dian)(dian)力系統(tong)需(xu)要(yao)時(shi)再(zai)次發電(dian)(dian)(dian),助力提升我國能(neng)(neng)(neng)源(yuan)系統(tong)的(de)(de)整(zheng)體效率。
五是(shi)多(duo)元融合(he)(he)是(shi)新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)展的(de)重(zhong)要趨(qu)勢。隨著新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)快速發(fa)展,能(neng)(neng)(neng)源(yuan)(yuan)(yuan)生產消費向集中式(shi)(shi)與(yu)分散式(shi)(shi)并重(zhong)轉變,以新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)為主(zhu)的(de)綜合(he)(he)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)服務將(jiang)廣(guang)泛提(ti)供電(dian)力、制(zhi)冷制(zhi)熱(re)、儲熱(re)等能(neng)(neng)(neng)源(yuan)(yuan)(yuan)服務,形成(cheng)源(yuan)(yuan)(yuan)網荷儲一(yi)體的(de)綠色供能(neng)(neng)(neng)用能(neng)(neng)(neng)模(mo)式(shi)(shi)。同時,燃(ran)機摻氫發(fa)電(dian)、煤(mei)(mei)電(dian)摻氨(an)發(fa)電(dian)等新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)和傳統(tong)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)互(hu)補(bu)使(shi)用技術的(de)經濟性有望逐(zhu)漸提(ti)升(sheng),通過(guo)摻氨(an)、摻氫對煤(mei)(mei)電(dian)和氣電(dian)進(jin)行燃(ran)料(liao)替代,將(jiang)有效(xiao)提(ti)升(sheng)降碳減碳效(xiao)果。
要(yao)(yao)清醒(xing)認識我(wo)國(guo)(guo)(guo)新能(neng)源高質量發(fa)(fa)展面臨的挑(tiao)戰。一(yi)是外部環境(jing)日益(yi)嚴峻復雜(za)。近年來,美歐一(yi)方(fang)(fang)面意圖(tu)通(tong)過(guo)技術、標準、政策等(deng)(deng)手(shou)段謀(mou)求新能(neng)源發(fa)(fa)展主導(dao)權,另(ling)一(yi)方(fang)(fang)面在環境(jing)、貿(mao)易、人(ren)權等(deng)(deng)領域對(dui)我(wo)新能(neng)源企(qi)業頻(pin)頻(pin)出手(shou),把中(zhong)國(guo)(guo)(guo)視為主要(yao)(yao)競爭對(dui)手(shou)遏制(zhi)(zhi)打壓。美國(guo)(guo)(guo)和歐盟(meng)對(dui)我(wo)出口進行抵制(zhi)(zhi),對(dui)光伏(fu)、電池等(deng)(deng)產(chan)品(pin)征收(shou)所(suo)謂“反傾銷稅”,美國(guo)(guo)(guo)甚至援引(yin)國(guo)(guo)(guo)內(nei)法“長臂管轄”,對(dui)我(wo)相關(guan)企(qi)業進行制(zhi)(zhi)裁。此(ci)外,一(yi)些國(guo)(guo)(guo)家和地(di)區還存在為保護其本地(di)產(chan)業市場份額(e)而阻礙我(wo)國(guo)(guo)(guo)新能(neng)源產(chan)品(pin)進入的情(qing)況。對(dui)此(ci),我(wo)們要(yao)(yao)在堅定不移擴大開放的同時(shi),加(jia)強形勢研(yan)判、提高能(neng)力本領,促(cu)進國(guo)(guo)(guo)際(ji)國(guo)(guo)(guo)內(nei)市場融(rong)合發(fa)(fa)展,加(jia)快建(jian)立國(guo)(guo)(guo)際(ji)互(hu)認的標準體系,維護良好的外部發(fa)(fa)展環境(jing),把握發(fa)(fa)展的主動權。
二是需(xu)求壓(ya)力持續增大。從能(neng)(neng)源(yuan)供應保障(zhang)看,當(dang)前(qian)我國人均(jun)用(yong)能(neng)(neng)遠低于(yu)發(fa)達(da)國家,人均(jun)能(neng)(neng)源(yuan)消(xiao)費量約為G7國家平(ping)均(jun)水平(ping)的(de)一半,人均(jun)生活用(yong)電量約為美國的(de)1/5。未來(lai)(lai)一段(duan)時期(qi)我國能(neng)(neng)源(yuan)消(xiao)費還將保持剛性增長,據研(yan)究機構測算,未來(lai)(lai)幾年(nian)我國能(neng)(neng)源(yuan)消(xiao)費總(zong)量每年(nian)將保持2%左右的(de)增速,折合約1.2億噸標準(zhun)煤,如果其中一半由(you)風電光(guang)伏(fu)發(fa)電保障(zhang),則每年(nian)需(xu)要新增風電光(guang)伏(fu)發(fa)電裝機約1.5億千瓦。從推動綠(lv)色低碳轉(zhuan)型(xing)看,我國第二產業能(neng)(neng)耗(hao)約占(zhan)全(quan)國能(neng)(neng)源(yuan)消(xiao)費總(zong)量的(de)70%,二氧化(hua)碳排放約占(zhan)全(quan)國碳排放總(zong)量的(de)八(ba)成,傳(chuan)統能(neng)(neng)源(yuan)結(jie)構轉(zhuan)型(xing)任務較為艱巨。我們要推動新能(neng)(neng)源(yuan)盡快“立”起來(lai)(lai),形成對傳(chuan)統能(neng)(neng)源(yuan)的(de)安(an)全(quan)可靠替代能(neng)(neng)力。
三是矛盾制約(yue)凸顯。新(xin)(xin)能(neng)(neng)源發展存在(zai)相關的土地(di)(di)等(deng)要(yao)素(su)保(bao)障不夠、消納能(neng)(neng)力不足(zu)等(deng)問題。風(feng)電光伏(fu)大(da)規模(mo)發展與用地(di)(di)用海(hai)空間不足(zu)之間的矛盾較為突出(chu),新(xin)(xin)能(neng)(neng)源大(da)規模(mo)發展對電力系統靈活(huo)調(diao)節能(neng)(neng)力提出(chu)了更高要(yao)求,西部(bu)地(di)(di)區新(xin)(xin)能(neng)(neng)源大(da)基地(di)(di)建設所(suo)需的更多特高壓外送通道要(yao)考慮(lv)通道密集、廊道緊張、大(da)電網安全情況(kuang)等(deng),一些(xie)地(di)(di)方(fang)在(zai)核準新(xin)(xin)能(neng)(neng)源項目時還存在(zai)一些(xie)附加(jia)條件。新(xin)(xin)能(neng)(neng)源非技術降(jiang)本增效(xiao)受到影響,需要(yao)各(ge)地(di)(di)各(ge)部(bu)門進一步加(jia)強政策協(xie)同和要(yao)素(su)保(bao)障,為新(xin)(xin)能(neng)(neng)源發展營(ying)造更好(hao)的環(huan)境。
四是被(bei)“彎道(dao)超車”的風(feng)險一直存在。當前,全(quan)球新(xin)能源技(ji)術(shu)更新(xin)迭代不斷(duan),比如光(guang)(guang)伏(fu)行業(ye)(ye)從(cong)多晶(jing)(jing)硅(gui)到單晶(jing)(jing)硅(gui)、異質結電(dian)池(chi)(chi)、薄膜電(dian)池(chi)(chi)、鈣(gai)鈦(tai)礦(kuang)(kuang)電(dian)池(chi)(chi),幾乎每(mei)5年就出現顛覆性技(ji)術(shu)。目前我(wo)(wo)(wo)(wo)國(guo)鈣(gai)鈦(tai)礦(kuang)(kuang)電(dian)池(chi)(chi)技(ji)術(shu)在實驗室層面(mian)暫時領(ling)先(xian),但尚未(wei)大(da)規模(mo)產業(ye)(ye)化,若國(guo)外(wai)(wai)鈣(gai)鈦(tai)礦(kuang)(kuang)電(dian)池(chi)(chi)產業(ye)(ye)發展速度超預期,我(wo)(wo)(wo)(wo)國(guo)光(guang)(guang)伏(fu)產業(ye)(ye)就可(ke)能面(mian)臨被(bei)“彎道(dao)超車”。另外(wai)(wai),我(wo)(wo)(wo)(wo)國(guo)風(feng)機主(zhu)軸承、光(guang)(guang)伏(fu)控(kong)制系統的芯片等部(bu)分核(he)心(xin)零部(bu)件尚未(wei)實現自主(zhu)可(ke)控(kong),鋰、鈷等關(guan)鍵(jian)資(zi)源對外(wai)(wai)依存度也較(jiao)高。這些情況,都(dou)需要我(wo)(wo)(wo)(wo)們保持底線(xian)思維,加大(da)技(ji)術(shu)攻關(guan),持續夯(hang)實提升我(wo)(wo)(wo)(wo)國(guo)新(xin)能源技(ji)術(shu)領(ling)先(xian)的優勢(shi)。
