11月28日,濟南市住房和城(cheng)鄉建(jian)設(she)(she)局等(deng)十(shi)部門(men)聯合印(yin)發《濟南市城(cheng)鄉建(jian)設(she)(she)領(ling)域碳達(da)峰工(gong)作方案(an)》的通(tong)知,通(tong)知中(zhong)提出可(ke)(ke)再生能(neng)源(yuan)(yuan)與(yu)建(jian)筑(zhu)一體(ti)化應用,結合場地(di)資源(yuan)(yuan)條件,充分(fen)挖掘(jue)太陽能(neng)光(guang)電(dian)、光(guang)熱、風電(dian)設(she)(she)施與(yu)建(jian)筑(zhu)一體(ti)化建(jian)設(she)(she),充分(fen)利(li)用地(di)熱能(neng)、空氣能(neng)、余熱、生物質能(neng)等(deng)新能(neng)源(yuan)(yuan)與(yu)可(ke)(ke)再生能(neng)源(yuan)(yuan)為建(jian)筑(zhu)供熱、供冷。
到2025年,城(cheng)鎮(zhen)建(jian)筑可再生(sheng)能(neng)源(yuan)替代率達到8%,到2030年達到10%。因地制宜推廣(guang)污(wu)水(shui)源(yuan)、土壤源(yuan)、空氣源(yuan)等熱泵供(gong)暖供(gong)冷技(ji)術。積極推進清潔能(neng)源(yuan)供(gong)暖,充分挖掘發電(dian)、鋼鐵、化工、污(wu)水(shui)處理等行業(ye)余熱潛能(neng),安全有序發展核能(neng)小堆供(gong)熱,有序推進生(sheng)物(wu)質熱電(dian)聯產項目建(jian)設。

一、總體要求
(一)指導思想
堅持黨的(de)(de)全面領(ling)導,以習近(jin)(jin)平(ping)新(xin)時代(dai)中(zhong)國特(te)色(se)社會(hui)主(zhu)義(yi)思(si)想(xiang)為指導,深入(ru)(ru)貫(guan)徹黨的(de)(de)二十大會(hui)議精神,認真(zhen)踐行習近(jin)(jin)平(ping)生(sheng)(sheng)態文明思(si)想(xiang),立足新(xin)發(fa)展(zhan)(zhan)階段,貫(guan)徹新(xin)發(fa)展(zhan)(zhan)理念,服務和融(rong)入(ru)(ru)新(xin)發(fa)展(zhan)(zhan)格局,悟透(tou)并堅持以人民為中(zhong)心的(de)(de)發(fa)展(zhan)(zhan)思(si)想(xiang),認真(zhen)落實習近(jin)(jin)平(ping)總書記對山東、對濟(ji)南工作(zuo)的(de)(de)重要指示要求,堅定不移(yi)走(zou)生(sheng)(sheng)態優先(xian)、綠色(se)低碳(tan)(tan)的(de)(de)高質量發(fa)展(zhan)(zhan)道路,圍繞碳(tan)(tan)達(da)峰(feng)目標,加快轉變城(cheng)鄉(xiang)(xiang)建設發(fa)展(zhan)(zhan)方式,持續推動(dong)城(cheng)鄉(xiang)(xiang)建設領(ling)域資源能源節約(yue)集約(yue)利用,不斷滿(man)足人民群眾對美好生(sheng)(sheng)活的(de)(de)需要,系統推進城(cheng)鄉(xiang)(xiang)建設綠色(se)低碳(tan)(tan)高質量發(fa)展(zhan)(zhan),推動(dong)城(cheng)鄉(xiang)(xiang)建設領(ling)域碳(tan)(tan)排放盡早達(da)峰(feng)。
(二)工作原則
堅持(chi)目標引領(ling),科學有序。堅持(chi)以實現城鄉(xiang)建(jian)設領(ling)域碳(tan)(tan)(tan)達(da)峰碳(tan)(tan)(tan)中和目標為引領(ling),按照差(cha)異化發展(zhan)策略,區(qu)分城鎮、鄉(xiang)村等(deng)發展(zhan)區(qu)域,統籌考慮各類(lei)建(jian)筑和市政基礎設施(shi)建(jian)設,準確把(ba)握全(quan)市城鄉(xiang)建(jian)設領(ling)域的(de)重點任務,科學制定降碳(tan)(tan)(tan)要求,構建(jian)符合不同區(qu)域特征和發展(zhan)要求的(de)綠(lv)色低碳(tan)(tan)(tan)發展(zhan)體系。
堅持系統(tong)謀劃,分步(bu)實施(shi)。立足(zu)濟(ji)南市能源資(zi)源稟賦和(he)經濟(ji)社(she)會發(fa)展(zhan)大(da)局(ju),充分考慮(lv)濟(ji)南市城鄉(xiang)建設(she)領域(yu)實際(ji),處理好發(fa)展(zhan)與保護(hu)的(de)關系,堅持先(xian)立后(hou)破,加強(qiang)頂層設(she)計(ji),強(qiang)化結果控(kong)制(zhi)和(he)目(mu)標(biao)導向,合(he)理制(zhi)定(ding)各階段任(ren)務(wu)目(mu)標(biao)和(he)重(zhong)點任(ren)務(wu),有(you)計(ji)劃分步(bu)驟實施(shi)碳達峰行動(dong)。
堅持創新(xin)引領,轉(zhuan)型(xing)升(sheng)級(ji)。注(zhu)重思維創新(xin)、方法創新(xin)、技術(shu)創新(xin)、機(ji)制(zhi)(zhi)創新(xin),加強綠色低碳核心技術(shu)攻關,完(wan)善技術(shu)標(biao)準(zhun)體系,建(jian)立健全(quan)城(cheng)鄉建(jian)設(she)領域碳減(jian)排管理制(zhi)(zhi)度(du),加強新(xin)技術(shu)新(xin)產(chan)品推廣應用,加快城(cheng)鄉建(jian)設(she)方式綠色低碳轉(zhuan)型(xing)升(sheng)級(ji),推動(dong)城(cheng)鄉建(jian)設(she)高質量發展。
堅持多(duo)輪(lun)驅動(dong),共(gong)建(jian)共(gong)享。充分發揮政府主導、市場運作和人(ren)民(min)群眾廣(guang)泛參(can)與(yu)的(de)機制(zhi)作用,形成多(duo)元良性拉(la)動(dong)效益,將推(tui)動(dong)碳達(da)峰與(yu)提高人(ren)民(min)生(sheng)活水平緊密結合(he),建(jian)設(she)高品質(zhi)建(jian)筑、打(da)造綠色社區、創建(jian)宜(yi)居城(cheng)鄉,增(zeng)進人(ren)民(min)福祉,實現共(gong)建(jian)共(gong)享,協同推(tui)進城(cheng)鄉建(jian)設(she)領域(yu)碳達(da)峰各項工作。
(三)主要目標
到(dao)2025年,城鄉建設方式加快從粗放式向集約(yue)化轉(zhuan)變(bian),綠色建筑發(fa)展質(zhi)量不斷提(ti)高,建筑能(neng)(neng)(neng)效(xiao)水平穩步提(ti)升,綠色建造(zao)方式加速推廣,建筑能(neng)(neng)(neng)耗和碳排放增長趨勢得(de)到(dao)有效(xiao)控制,城鄉建設領(ling)域能(neng)(neng)(neng)源資源利用效(xiao)率(lv)持續(xu)提(ti)升,美麗泉城建設成效(xiao)顯著(zhu),為2030年前碳達(da)峰奠定堅實基礎。
2030年前(qian),城鄉(xiang)建設(she)領域碳排放達到峰值。城鄉(xiang)建設(she)整體性(xing)、系統性(xing)、生(sheng)長性(xing)進一步增強;建筑能(neng)源(yuan)資源(yuan)利用(yong)效率、垃圾(ji)資源(yuan)化利用(yong)等水平大幅提升(sheng),用(yong)能(neng)結(jie)構和方式不斷(duan)優化,可再生(sheng)能(neng)源(yuan)應用(yong)更(geng)加充分;高品質綠(lv)色建筑規模持續增長,綠(lv)色建造方式廣泛(fan)推行(xing);綠(lv)色生(sheng)活方式普遍(bian)形成,綠(lv)色低碳運行(xing)初步實現。
2060年前,城(cheng)鄉(xiang)建(jian)設方式綠(lv)色低碳轉(zhuan)型(xing)全(quan)(quan)面(mian)實現(xian),系統性(xing)變革(ge)全(quan)(quan)面(mian)實現(xian),城(cheng)鄉(xiang)建(jian)設領域碳排放治理現(xian)代化全(quan)(quan)面(mian)實現(xian),美好(hao)人(ren)(ren)居環境全(quan)(quan)面(mian)建(jian)設,人(ren)(ren)民生(sheng)活更加幸福。
二、統籌構建城鄉建設綠色低碳發展格局
(四)優化國(guo)(guo)土(tu)空間(jian)布(bu)局。以(yi)“南山(shan)、中(zhong)城(cheng)(cheng)、北田”的(de)(de)自(zi)然地理格(ge)(ge)局為基礎,科(ke)學有(you)序布(bu)局農業(ye)、生態(tai)(tai)、城(cheng)(cheng)鎮三大功能空間(jian),促進國(guo)(guo)土(tu)空間(jian)均衡發展(zhan),提升(sheng)城(cheng)(cheng)鄉韌性安全。按照資源環境承載能力,合(he)理確(que)定(ding)城(cheng)(cheng)鎮規(gui)模(mo)和(he)(he)空間(jian)結構,構建(jian)(jian)(jian)“依山(shan)擁(yong)河、泉(quan)湖相(xiang)濟,雙十字軸帶、多(duo)中(zhong)心(xin)網(wang)(wang)(wang)(wang)絡”的(de)(de)空間(jian)格(ge)(ge)局,優化公(gong)共資源配置,強(qiang)化提升(sheng)組團中(zhong)心(xin)的(de)(de)綜(zong)合(he)服務與(yu)特色(se)(se)(se)專(zhuan)業(ye)功能,構建(jian)(jian)(jian)產城(cheng)(cheng)融合(he)、職住平衡、高效有(you)序、緊湊(cou)(cou)宜居、交(jiao)(jiao)通便利的(de)(de)城(cheng)(cheng)市(shi)格(ge)(ge)局,加快(kuai)形成集(ji)約緊湊(cou)(cou)低(di)碳的(de)(de)發展(zhan)模(mo)式。合(he)理布(bu)局農村(cun)建(jian)(jian)(jian)設,以(yi)近(jin)郊村(cun)莊社(she)區(qu)(qu)化、遠郊村(cun)莊特色(se)(se)(se)化、山(shan)區(qu)(qu)村(cun)莊生態(tai)(tai)化為導(dao)向,實現鄉村(cun)差異化低(di)碳綠色(se)(se)(se)發展(zhan)。嚴格(ge)(ge)限制新建(jian)(jian)(jian)250米(mi)(mi)以(yi)上超高層建(jian)(jian)(jian)筑,不得新建(jian)(jian)(jian)100米(mi)(mi)以(yi)上超高層住宅。完善城(cheng)(cheng)市(shi)路網(wang)(wang)(wang)(wang)體系,合(he)理布(bu)局城(cheng)(cheng)市(shi)快(kuai)速干線(xian)交(jiao)(jiao)通、生活性集(ji)散交(jiao)(jiao)通和(he)(he)綠色(se)(se)(se)慢行交(jiao)(jiao)通設施,推進快(kuai)速路、主干路網(wang)(wang)(wang)(wang)建(jian)(jian)(jian)設,加密次干路線(xian)、支(zhi)路網(wang)(wang)(wang)(wang),中(zhong)心(xin)城(cheng)(cheng)區(qu)(qu)建(jian)(jian)(jian)成區(qu)(qu)路網(wang)(wang)(wang)(wang)密度不低(di)于8公(gong)里(li)/平方公(gong)里(li)。
(五(wu))推動中心城(cheng)(cheng)區(qu)(qu)綠色(se)(se)低碳(tan)建(jian)(jian)設(she)。積極推廣(guang)歷(li)(li)城(cheng)(cheng)區(qu)(qu)、歷(li)(li)下區(qu)(qu)和(he)(he)市(shi)中區(qu)(qu)國家生態文明(ming)示范(fan)(fan)區(qu)(qu)建(jian)(jian)設(she)經驗,建(jian)(jian)立針(zhen)對雙碳(tan)目標導向的(de)綠色(se)(se)低碳(tan)城(cheng)(cheng)市(shi)建(jian)(jian)設(she)模式,構建(jian)(jian)從城(cheng)(cheng)市(shi)規劃、建(jian)(jian)筑(zhu)設(she)計、建(jian)(jian)筑(zhu)施工和(he)(he)運營(ying)全(quan)方位的(de)管理和(he)(he)評(ping)價(jia)機(ji)制,深入推進國家級(ji)、省級(ji)綠色(se)(se)生態城(cheng)(cheng)區(qu)(qu)和(he)(he)綠色(se)(se)生態城(cheng)(cheng)鎮示范(fan)(fan)創建(jian)(jian)工作。穩步開(kai)展(zhan)城(cheng)(cheng)市(shi)更(geng)新行動,健全(quan)城(cheng)(cheng)市(shi)既(ji)有(you)建(jian)(jian)筑(zhu)保(bao)留(liu)(liu)利用和(he)(he)更(geng)新改造工作機(ji)制,嚴格既(ji)有(you)建(jian)(jian)筑(zhu)拆(chai)(chai)除管理,推動“拆(chai)(chai)改留(liu)(liu)”到(dao)“留(liu)(liu)改拆(chai)(chai)”轉(zhuan)變,除違法建(jian)(jian)筑(zhu)和(he)(he)經專業機(ji)構鑒定為危房且無修繕(shan)保(bao)留(liu)(liu)價(jia)值的(de)建(jian)(jian)筑(zhu)外,不大規模、成片集中拆(chai)(chai)除現狀(zhuang)建(jian)(jian)筑(zhu)。
(六)推(tui)進綠(lv)(lv)色(se)低碳(tan)(tan)縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)建(jian)(jian)(jian)(jian)設(she)(she)(she)。提(ti)(ti)高(gao)商河縣(xian)(xian)(xian)和(he)平(ping)(ping)陰縣(xian)(xian)(xian)縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)的(de)(de)綠(lv)(lv)色(se)低碳(tan)(tan)建(jian)(jian)(jian)(jian)設(she)(she)(she)水(shui)平(ping)(ping),提(ti)(ti)高(gao)縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)綜合(he)(he)(he)承(cheng)載能力(li),加(jia)快城(cheng)(cheng)(cheng)鎮化建(jian)(jian)(jian)(jian)設(she)(she)(she),構建(jian)(jian)(jian)(jian)集(ji)約節約、尺度宜(yi)人(ren)的(de)(de)發展(zhan)格(ge)局。縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)建(jian)(jian)(jian)(jian)設(she)(she)(she)要順應(ying)原有地(di)形地(di)貌,保持山水(shui)脈絡和(he)自(zi)然風貌,實現縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)與(yu)自(zi)然環境融合(he)(he)(he)協調。統籌主城(cheng)(cheng)(cheng)區(qu)、縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)、中心鎮、行(xing)政(zheng)村(cun)基礎(chu)設(she)(she)(she)施(shi)(shi)和(he)公共服務設(she)(she)(she)施(shi)(shi)布局,推(tui)廣大分散與(yu)小區(qu)域集(ji)中相結合(he)(he)(he)的(de)(de)建(jian)(jian)(jian)(jian)設(she)(she)(she)方式,建(jian)(jian)(jian)(jian)設(she)(she)(she)城(cheng)(cheng)(cheng)鄉一體化的(de)(de)綠(lv)(lv)色(se)節約型基礎(chu)設(she)(she)(she)施(shi)(shi)。加(jia)強縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)建(jian)(jian)(jian)(jian)設(she)(she)(she)密度與(yu)強度管控(kong),實現疏密有度、錯(cuo)落有致(zhi)、合(he)(he)(he)理布局,縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)建(jian)(jian)(jian)(jian)成區(qu)人(ren)口密度原則(ze)上(shang)控(kong)制(zhi)在0.6-1萬人(ren)/平(ping)(ping)方公里,建(jian)(jian)(jian)(jian)筑(zhu)(zhu)總面(mian)(mian)積(ji)與(yu)建(jian)(jian)(jian)(jian)設(she)(she)(she)用地(di)面(mian)(mian)積(ji)比控(kong)制(zhi)在0.6-0.8;建(jian)(jian)(jian)(jian)筑(zhu)(zhu)高(gao)度要與(yu)消防救(jiu)援能力(li)相匹配,新建(jian)(jian)(jian)(jian)住(zhu)宅以中低層(ceng)(ceng)(ceng)為主,建(jian)(jian)(jian)(jian)筑(zhu)(zhu)面(mian)(mian)積(ji)占比不低于70%,嚴控(kong)高(gao)層(ceng)(ceng)(ceng)住(zhu)宅無序發展(zhan),最高(gao)不超(chao)過18層(ceng)(ceng)(ceng),確需建(jian)(jian)(jian)(jian)設(she)(she)(she)18層(ceng)(ceng)(ceng)以上(shang)居住(zhu)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)的(de)(de),應(ying)嚴格(ge)充分論證,并確保消防應(ying)急(ji)、市政(zheng)配套設(she)(she)(she)施(shi)(shi)等(deng)建(jian)(jian)(jian)(jian)設(she)(she)(she)到位。推(tui)行(xing)“窄(zhai)馬路、密路網(wang)、小街區(qu)”和(he)綠(lv)(lv)道建(jian)(jian)(jian)(jian)設(she)(she)(she),建(jian)(jian)(jian)(jian)設(she)(she)(she)連續(xu)通(tong)暢的(de)(de)步行(xing)、自(zi)行(xing)車(che)慢行(xing)綠(lv)(lv)道網(wang)絡,縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)內部(bu)道路紅線(xian)寬度不宜(yi)超(chao)過40米,廣場集(ji)中硬(ying)地(di)面(mian)(mian)積(ji)不宜(yi)超(chao)過2公頃(qing)。

(十六)提高(gao)城(cheng)(cheng)(cheng)鎮(zhen)(zhen)基(ji)礎(chu)設施運行效率。加強供(gong)熱、供(gong)氣、供(gong)水(shui)(shui)等市(shi)(shi)(shi)政基(ji)礎(chu)設施智(zhi)能(neng)化(hua)建(jian)(jian)設管理(li)(li),推(tui)進地(di)下綜合(he)(he)管廊建(jian)(jian)設及清潔(jie)熱源、供(gong)熱管網(wang)等建(jian)(jian)設改造,進一步降低(di)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)供(gong)熱管網(wang)熱損失(shi)。推(tui)進節(jie)水(shui)(shui)型(xing)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)建(jian)(jian)設,加大城(cheng)(cheng)(cheng)市(shi)(shi)(shi)老舊供(gong)水(shui)(shui)管網(wang)改造力度,到(dao)(dao)(dao)(dao)2025年(nian)(nian),城(cheng)(cheng)(cheng)市(shi)(shi)(shi)公共供(gong)水(shui)(shui)管網(wang)漏損率控(kong)制在(zai)7.9%以內。推(tui)動城(cheng)(cheng)(cheng)市(shi)(shi)(shi)生(sheng)活污(wu)(wu)水(shui)(shui)收集處(chu)理(li)(li)設施“廠網(wang)一體化(hua)”,到(dao)(dao)(dao)(dao)2024年(nian)(nian),全(quan)(quan)市(shi)(shi)(shi)所有區縣(xian)雨污(wu)(wu)合(he)(he)流(liu)管網(wang)全(quan)(quan)部(bu)清零,到(dao)(dao)(dao)(dao)2025年(nian)(nian),城(cheng)(cheng)(cheng)市(shi)(shi)(shi)建(jian)(jian)成區基(ji)本消除生(sheng)活污(wu)(wu)水(shui)(shui)直排口,60%的城(cheng)(cheng)(cheng)市(shi)(shi)(shi)污(wu)(wu)水(shui)(shui)處(chu)理(li)(li)廠出水(shui)(shui)達(da)到(dao)(dao)(dao)(dao)地(di)表水(shui)(shui)準Ⅳ類標(biao)準,城(cheng)(cheng)(cheng)市(shi)(shi)(shi)生(sheng)活污(wu)(wu)水(shui)(shui)集中(zhong)收集率達(da)到(dao)(dao)(dao)(dao)75%,城(cheng)(cheng)(cheng)市(shi)(shi)(shi)污(wu)(wu)泥無(wu)害化(hua)處(chu)置率達(da)到(dao)(dao)(dao)(dao)95%以上。推(tui)廣污(wu)(wu)水(shui)(shui)處(chu)理(li)(li)節(jie)能(neng)節(jie)電(dian)新技(ji)術,加強城(cheng)(cheng)(cheng)鎮(zhen)(zhen)污(wu)(wu)水(shui)(shui)資源化(hua)利用。全(quan)(quan)面(mian)推(tui)進海綿(mian)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)建(jian)(jian)設,各(ge)類建(jian)(jian)設項目同步執行海綿(mian)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)標(biao)準,到(dao)(dao)(dao)(dao)2030年(nian)(nian)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)建(jian)(jian)成區80%面(mian)積(ji)達(da)到(dao)(dao)(dao)(dao)海綿(mian)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)建(jian)(jian)設標(biao)準要求。推(tui)進城(cheng)(cheng)(cheng)市(shi)(shi)(shi)綠(lv)色照(zhao)明(ming),鼓勵應(ying)用綠(lv)色高(gao)效節(jie)能(neng)燈具。合(he)(he)理(li)(li)控(kong)制景觀照(zhao)明(ming),節(jie)能(neng)型(xing)燈具應(ying)用率保持在(zai)100%。加快推(tui)進照(zhao)明(ming)系(xi)(xi)統(tong)數字化(hua)建(jian)(jian)設,推(tui)廣遙(yao)測、遙(yao)控(kong)、遙(yao)信等路燈智(zhi)能(neng)控(kong)制系(xi)(xi)統(tong),到(dao)(dao)(dao)(dao)2030年(nian)(nian),LED等高(gao)效節(jie)能(neng)燈具使用占比超過80%,建(jian)(jian)成完善的照(zhao)明(ming)數字化(hua)系(xi)(xi)統(tong)。
四、開展綠色低碳鄉村建設
(十七)建(jian)(jian)設(she)(she)綠色宜居(ju)鄉村(cun)(cun)(cun)。統(tong)籌推(tui)進(jin)(jin)村(cun)(cun)(cun)莊(zhuang)規劃,進(jin)(jin)一步優化村(cun)(cun)(cun)莊(zhuang)布局,做好村(cun)(cun)(cun)莊(zhuang)分類,建(jian)(jian)立鄉村(cun)(cun)(cun)建(jian)(jian)設(she)(she)評價機制(zhi),推(tui)進(jin)(jin)實(shi)施(shi)鄉村(cun)(cun)(cun)建(jian)(jian)設(she)(she)行動。農房(fang)(fang)和村(cun)(cun)(cun)莊(zhuang)建(jian)(jian)設(she)(she)選址(zhi)要安全可靠(kao),尊重山水林田(tian)湖草等生(sheng)(sheng)(sheng)態脈絡。鼓勵(li)新(xin)建(jian)(jian)農房(fang)(fang)向基礎設(she)(she)施(shi)完(wan)(wan)善、自(zi)(zi)然條件優越、公共服務設(she)(she)施(shi)齊全、景(jing)觀環境優美的城鎮或村(cun)(cun)(cun)莊(zhuang)聚集,形成自(zi)(zi)然、緊(jin)湊、有序的農房(fang)(fang)群落(luo)。加強(qiang)傳統(tong)村(cun)(cun)(cun)落(luo)和傳統(tong)民居(ju)保護與利用(yong),塑造(zao)鄉村(cun)(cun)(cun)特色自(zi)(zi)然風貌。加強(qiang)供水、排水、道(dao)路等設(she)(she)施(shi)建(jian)(jian)設(she)(she),推(tui)行微(wei)動力、低能耗、低成本的運行方式。推(tui)進(jin)(jin)農村(cun)(cun)(cun)污水治理,因地制(zhi)宜推(tui)廣(guang)小型(xing)化、生(sheng)(sheng)(sheng)態化、分散化的污水處(chu)理工(gong)(gong)藝,推(tui)動農村(cun)(cun)(cun)生(sheng)(sheng)(sheng)活(huo)(huo)污水就近就地資源化利用(yong),到(dao)2025年(nian)(nian),農村(cun)(cun)(cun)生(sheng)(sheng)(sheng)活(huo)(huo)污水治理率達到(dao)83%以上(shang)。全面提(ti)升農村(cun)(cun)(cun)生(sheng)(sheng)(sheng)活(huo)(huo)垃(la)(la)圾(ji)治理水平,完(wan)(wan)善農村(cun)(cun)(cun)生(sheng)(sheng)(sheng)活(huo)(huo)垃(la)(la)圾(ji)收運處(chu)置體系,推(tui)廣(guang)生(sheng)(sheng)(sheng)活(huo)(huo)垃(la)(la)圾(ji)分類新(xin)時尚,推(tui)動生(sheng)(sheng)(sheng)活(huo)(huo)垃(la)(la)圾(ji)就近就地資源化利用(yong),到(dao)2025年(nian)(nian),生(sheng)(sheng)(sheng)活(huo)(huo)垃(la)(la)圾(ji)回收利用(yong)率達到(dao)35%以上(shang),原生(sheng)(sheng)(sheng)垃(la)(la)圾(ji)實(shi)現零(ling)填埋。推(tui)進(jin)(jin)規劃師(shi)、建(jian)(jian)筑師(shi)、工(gong)(gong)程師(shi)下鄉,提(ti)升農房(fang)(fang)設(she)(she)計建(jian)(jian)造(zao)水平。
(十八)提(ti)升農(nong)(nong)(nong)宅(zhai)節能(neng)(neng)(neng)低碳(tan)(tan)化(hua)水平。積(ji)極推(tui)廣(guang)農(nong)(nong)(nong)房設計、建(jian)(jian)(jian)造(zao)綠(lv)色(se)(se)(se)低碳(tan)(tan)技術產品完善農(nong)(nong)(nong)房節能(neng)(neng)(neng)措施(shi),因(yin)地制宜選取經濟合理、節能(neng)(neng)(neng)效果明(ming)顯、建(jian)(jian)(jian)造(zao)工藝便捷的技術方案(an),提(ti)高(gao)建(jian)(jian)(jian)筑(zhu)能(neng)(neng)(neng)效水平,提(ti)高(gao)農(nong)(nong)(nong)村(cun)(cun)住戶居(ju)住質量和(he)(he)舒(shu)適度。推(tui)動政府(fu)投資的農(nong)(nong)(nong)村(cun)(cun)公共建(jian)(jian)(jian)筑(zhu)、各類示(shi)范村(cun)(cun)鎮農(nong)(nong)(nong)房建(jian)(jian)(jian)設項目率先執行(xing)建(jian)(jian)(jian)筑(zhu)節能(neng)(neng)(neng)及綠(lv)色(se)(se)(se)建(jian)(jian)(jian)筑(zhu)標(biao)準,鼓勵結合清潔取暖改(gai)造(zao)同步(bu)實(shi)施(shi)既有農(nong)(nong)(nong)房節能(neng)(neng)(neng)(綠(lv)色(se)(se)(se)化(hua))改(gai)造(zao),支持發展星級綠(lv)色(se)(se)(se)農(nong)(nong)(nong)房和(he)(he)低能(neng)(neng)(neng)耗(零能(neng)(neng)(neng)耗)、低碳(tan)(tan)(零碳(tan)(tan))農(nong)(nong)(nong)房,到2030年建(jian)(jian)(jian)成一批綠(lv)色(se)(se)(se)低碳(tan)(tan)農(nong)(nong)(nong)房試點(dian)示(shi)范項目。積(ji)極推(tui)廣(guang)輕型鋼結構、現代木結構等(deng)新型房屋建(jian)(jian)(jian)造(zao)方式,鼓勵就(jiu)地取材(cai)和(he)(he)利用(yong)鄉土(tu)材(cai)料,推(tui)廣(guang)使用(yong)綠(lv)色(se)(se)(se)建(jian)(jian)(jian)材(cai)。
(十九)推(tui)(tui)動(dong)農(nong)(nong)(nong)(nong)房(fang)用(yong)能(neng)(neng)(neng)結構調(diao)整。推(tui)(tui)進太(tai)陽(yang)能(neng)(neng)(neng)、風能(neng)(neng)(neng)、地熱(re)能(neng)(neng)(neng)、生(sheng)物(wu)質能(neng)(neng)(neng)等(deng)(deng)可再生(sheng)能(neng)(neng)(neng)源(yuan)在(zai)鄉村(cun)生(sheng)活(huo)熱(re)水、供氣、供暖(nuan)(nuan)、供電(dian)(dian)等(deng)(deng)方面的(de)應用(yong)。結合整縣(區)屋(wu)頂(ding)分布式(shi)光(guang)(guang)(guang)伏(fu)(fu)規模化開發(fa)試(shi)點(dian)工作,推(tui)(tui)進農(nong)(nong)(nong)(nong)房(fang)光(guang)(guang)(guang)伏(fu)(fu)屋(wu)頂(ding)行動(dong),在(zai)萊(lai)蕪、章丘等(deng)(deng)區域選取(qu)太(tai)陽(yang)能(neng)(neng)(neng)資源(yuan)較好、具(ju)(ju)有(you)太(tai)陽(yang)能(neng)(neng)(neng)應用(yong)基礎的(de)建制鎮(zhen),加快(kuai)建成一批光(guang)(guang)(guang)伏(fu)(fu)小鎮(zhen)和(he)光(guang)(guang)(guang)伏(fu)(fu)新(xin)村(cun)試(shi)點(dian)示范(fan),實現光(guang)(guang)(guang)伏(fu)(fu)發(fa)電(dian)(dian)自產自用(yong)、余(yu)電(dian)(dian)上網,著力打造(zao)“碳中和(he)綠色示范(fan)村(cun)”“省(sheng)級(ji)綠色能(neng)(neng)(neng)源(yuan)發(fa)展標桿村(cun)”等(deng)(deng)綠色低(di)碳樣板村(cun)。鼓勵(li)(li)國有(you)企業、民(min)營企業積極參與農(nong)(nong)(nong)(nong)村(cun)光(guang)(guang)(guang)伏(fu)(fu)投資、建設和(he)管理,采(cai)用(yong)光(guang)(guang)(guang)伏(fu)(fu)屋(wu)頂(ding)、農(nong)(nong)(nong)(nong)光(guang)(guang)(guang)互補(bu)、漁光(guang)(guang)(guang)互補(bu)、生(sheng)態治理等(deng)(deng)模式(shi),充(chong)分挖掘農(nong)(nong)(nong)(nong)村(cun)光(guang)(guang)(guang)伏(fu)(fu)應用(yong)。因地制宜(yi)在(zai)新(xin)建農(nong)(nong)(nong)(nong)房(fang)中采(cai)取(qu)清(qing)潔(jie)供暖(nuan)(nuan)方式(shi),鼓勵(li)(li)農(nong)(nong)(nong)(nong)作物(wu)秸稈(gan)、樹枝(zhi)等(deng)(deng)生(sheng)物(wu)質清(qing)潔(jie)高(gao)效綜(zong)合利(li)用(yong),推(tui)(tui)廣(guang)生(sheng)物(wu)質成型(xing)燃料(liao)爐具(ju)(ju)、生(sheng)物(wu)質鍋爐、太(tai)陽(yang)能(neng)(neng)(neng)等(deng)(deng)可再生(sheng)能(neng)(neng)(neng)源(yuan)供暖(nuan)(nuan)。推(tui)(tui)動(dong)農(nong)(nong)(nong)(nong)村(cun)進一步提高(gao)電(dian)(dian)氣化水平(ping),鼓勵(li)(li)炊事、供暖(nuan)(nuan)、照明、交(jiao)通、熱(re)水等(deng)(deng)用(yong)能(neng)(neng)(neng)電(dian)(dian)氣化。
五、保障措施
(二(er)十)加(jia)強組織領(ling)(ling)導(dao)。在市(shi)(shi)(shi)碳(tan)(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)(tan)中和工(gong)(gong)作領(ling)(ling)導(dao)小組統一(yi)領(ling)(ling)導(dao)下,由市(shi)(shi)(shi)住房和城(cheng)(cheng)鄉(xiang)建設局(ju)、市(shi)(shi)(shi)發展和改革(ge)委員會、市(shi)(shi)(shi)自然資源和規劃局(ju)、市(shi)(shi)(shi)城(cheng)(cheng)市(shi)(shi)(shi)管理局(ju)、市(shi)(shi)(shi)城(cheng)(cheng)鄉(xiang)水務(wu)局(ju)、市(shi)(shi)(shi)園林(lin)(lin)和林(lin)(lin)業(ye)綠化局(ju)等組建濟南(nan)市(shi)(shi)(shi)城(cheng)(cheng)鄉(xiang)建設領(ling)(ling)域(yu)碳(tan)(tan)(tan)達(da)峰(feng)(feng)工(gong)(gong)作領(ling)(ling)導(dao)小組,明確職責分工(gong)(gong),強化組織領(ling)(ling)導(dao)保障,統籌推動各項(xiang)重點任務(wu)落實。開展濟南(nan)市(shi)(shi)(shi)城(cheng)(cheng)鄉(xiang)建設領(ling)(ling)域(yu)碳(tan)(tan)(tan)達(da)峰(feng)(feng)實施(shi)路徑研(yan)(yan)究工(gong)(gong)作,摸清(qing)底數、把握趨勢、科學(xue)研(yan)(yan)判,研(yan)(yan)究碳(tan)(tan)(tan)達(da)峰(feng)(feng)實施(shi)細化方案,合理確定碳(tan)(tan)(tan)達(da)峰(feng)(feng)總體思路、減(jian)碳(tan)(tan)(tan)目標及工(gong)(gong)作措施(shi),要(yao)加(jia)強部(bu)門協作配合,建立建筑用電(dian)、熱(re)力(li)、燃(ran)氣(qi)、煤炭(tan)、用水等數據共享機(ji)制(zhi),形成工(gong)(gong)作合力(li)。
(二十一(yi))完(wan)善政(zheng)策(ce)(ce)措施。建(jian)(jian)立健(jian)全城(cheng)鄉建(jian)(jian)設(she)(she)綠(lv)(lv)色低(di)碳發展政(zheng)策(ce)(ce)機制和保障措施,制定實(shi)施用(yong)能(neng)總量、用(yong)能(neng)強度、碳排放(fang)控制等管(guan)理(li)制度。綜(zong)合運用(yong)綠(lv)(lv)色金融(rong)方式,鼓勵金融(rong)機構創新信(xin)貸(dai)產品和服(fu)務(wu)模式,給(gei)予多元(yuan)化融(rong)資(zi)支(zhi)持,加大對城(cheng)鄉建(jian)(jian)設(she)(she)領(ling)域碳達(da)峰重點(dian)任務(wu)的支(zhi)持力度,推動建(jian)(jian)設(she)(she)高(gao)星級綠(lv)(lv)色建(jian)(jian)筑、高(gao)水(shui)平裝配式建(jian)(jian)筑、超(chao)低(di)能(neng)耗與(yu)近零能(neng)耗建(jian)(jian)筑、低(di)碳與(yu)零碳建(jian)(jian)筑(社區(qu)、園(yuan)區(qu))、既有建(jian)(jian)筑能(neng)效提升與(yu)綠(lv)(lv)色化改(gai)造、可再(zai)生能(neng)源(yuan)建(jian)(jian)筑應用(yong)等項目。充分發揮政(zheng)府(fu)(fu)采購政(zheng)策(ce)(ce)功能(neng),積極(ji)推動政(zheng)府(fu)(fu)采購支(zhi)持綠(lv)(lv)色建(jian)(jian)材、促(cu)進建(jian)(jian)筑品質提升試點(dian)工作(zuo)。按照國家和山東省統一(yi)部署,支(zhi)持開展城(cheng)鄉建(jian)(jian)設(she)(she)領(ling)域用(yong)能(neng)權交易試點(dian),推行(xing)節能(neng)咨詢(xun)、診斷(duan)、設(she)(she)計、融(rong)資(zi)、改(gai)造、托(tuo)管(guan)等“一(yi)站式”綜(zong)合服(fu)務(wu)模式。吸引社會資(zi)本參與(yu)城(cheng)鄉建(jian)(jian)設(she)(she)領(ling)域綠(lv)(lv)色低(di)碳發展相(xiang)關的投資(zi)、建(jian)(jian)設(she)(she)和運營(ying)。
