10月7日(ri),深(shen)圳(zhen)市人民政(zheng)府發(fa)布了關于印發(fa)深(shen)圳(zhen)市碳達(da)峰實施方案的通(tong)知。
《方案》提出(chu),重點發(fa)展高(gao)效(xiao)電(dian)機(ji)與(yu)變頻(pin)器、數據中心機(ji)架級(ji)和芯片級(ji)制(zhi)冷技術、高(gao)能(neng)(neng)效(xiao)冷水機(ji)組、半導體智能(neng)(neng)照明、空壓機(ji)/注塑機(ji)余熱利(li)用系統技術、新式(shi)節能(neng)(neng)集(ji)塵機(ji)、高(gao)能(neng)(neng)效(xiao)空氣(qi)能(neng)(neng)熱泵、高(gao)效(xiao)節能(neng)(neng)輸配電(dian)變壓器。
鼓勵新(xin)建(jian)和改擴建(jian)建(jian)筑實(shi)現光(guang)伏(fu)建(jian)筑一體化全覆蓋,在酒店、宿舍等(deng)有集中(zhong)(zhong)熱(re)水需求的(de)建(jian)筑中(zhong)(zhong)規模化應用太陽(yang)能光(guang)熱(re)、空氣源(yuan)熱(re)泵等(deng)技術。

一、總體要求
(一)指導思想。

(二)主要目標。
“十四五”期(qi)間,現代產(chan)業體系核心競爭(zheng)力大幅提(ti)升,現代能(neng)(neng)(neng)源(yuan)體系初步(bu)形成,能(neng)(neng)(neng)源(yuan)資源(yuan)利用效(xiao)率顯(xian)著提(ti)高,工業、交通運輸、城(cheng)鄉建設等(deng)領域綠(lv)色(se)低碳(tan)發展取得積極成效(xiao),綠(lv)色(se)低碳(tan)創新(xin)能(neng)(neng)(neng)力明顯(xian)提(ti)升,生產(chan)生活方式綠(lv)色(se)轉型全面推(tui)進(jin),在(zai)全國(guo)率先建立并實施碳(tan)排放雙(shuang)控制度,為國(guo)家、省(sheng)(sheng)推(tui)動(dong)能(neng)(neng)(neng)耗(hao)(hao)雙(shuang)控逐(zhu)步(bu)轉向碳(tan)排放雙(shuang)控提(ti)供深圳經驗。到2025年(nian),單位地(di)區生產(chan)總值(zhi)能(neng)(neng)(neng)源(yuan)消耗(hao)(hao)較(jiao)2020年(nian)下(xia)降14.5%,單位地(di)區生產(chan)總值(zhi)二氧化碳(tan)排放確保完成國(guo)家、省(sheng)(sheng)下(xia)達指標,為全市碳(tan)達峰奠定(ding)堅實基礎。
“十(shi)五(wu)五(wu)”期間,經濟社會高質(zhi)量發(fa)展成為全(quan)(quan)(quan)(quan)國(guo)典(dian)范(fan),能源(yuan)(yuan)資源(yuan)(yuan)利用效率(lv)達到世界先進水平,重(zhong)點領域形成低(di)碳(tan)(tan)發(fa)展模(mo)式,綠(lv)色低(di)碳(tan)(tan)技術(shu)廣泛應(ying)用,綠(lv)色低(di)碳(tan)(tan)生(sheng)產生(sheng)活方式成為公眾(zhong)自覺選擇,全(quan)(quan)(quan)(quan)面(mian)建立目標(biao)清晰、基礎扎(zha)實(shi)、運轉順暢的(de)碳(tan)(tan)排放(fang)雙控(kong)制度(du)體(ti)系。到2030年(nian),單位地區生(sheng)產總值(zhi)二氧化碳(tan)(tan)排放(fang)的(de)控(kong)制水平在全(quan)(quan)(quan)(quan)國(guo)、全(quan)(quan)(quan)(quan)省(sheng)先行(xing)示范(fan),實(shi)現2030年(nian)前(qian)碳(tan)(tan)達峰目標(biao)。
二、重點任務
將碳(tan)(tan)(tan)達(da)峰(feng)貫穿經濟社會(hui)發展(zhan)各(ge)方面和全過(guo)程,實施能(neng)源(yuan)綠色低碳(tan)(tan)(tan)轉型行(xing)(xing)動(dong)(dong)(dong)(dong)(dong)、節能(neng)降碳(tan)(tan)(tan)增(zeng)效行(xing)(xing)動(dong)(dong)(dong)(dong)(dong)、工業綠色低碳(tan)(tan)(tan)行(xing)(xing)動(dong)(dong)(dong)(dong)(dong)、交(jiao)通運輸碳(tan)(tan)(tan)達(da)峰(feng)行(xing)(xing)動(dong)(dong)(dong)(dong)(dong)、城鄉建(jian)設(she)綠色低碳(tan)(tan)(tan)行(xing)(xing)動(dong)(dong)(dong)(dong)(dong)、科技賦能(neng)碳(tan)(tan)(tan)達(da)峰(feng)行(xing)(xing)動(dong)(dong)(dong)(dong)(dong)、市(shi)場助力碳(tan)(tan)(tan)達(da)峰(feng)行(xing)(xing)動(dong)(dong)(dong)(dong)(dong)、生態系(xi)統碳(tan)(tan)(tan)匯(hui)提(ti)升行(xing)(xing)動(dong)(dong)(dong)(dong)(dong)、綠色低碳(tan)(tan)(tan)全民行(xing)(xing)動(dong)(dong)(dong)(dong)(dong)、碳(tan)(tan)(tan)達(da)峰(feng)試點示范行(xing)(xing)動(dong)(dong)(dong)(dong)(dong)等“碳(tan)(tan)(tan)達(da)峰(feng)十大(da)行(xing)(xing)動(dong)(dong)(dong)(dong)(dong)”。
(一)能(neng)源綠色低(di)碳轉型(xing)行動。
深(shen)入推(tui)動能源供給結(jie)構綠色低碳轉型(xing),推(tui)進“控(kong)煤、減油、增(zeng)氣、增(zeng)非(fei)化石、輸清潔電”,穩妥控(kong)制“高碳”能源供應,推(tui)進“零碳”能源多元供給,完善新能源供給消納(na)體(ti)系,加快建成清潔低碳、安(an)全(quan)高效、智慧(hui)創(chuang)新的(de)現代能源體(ti)系。
1.合(he)理控(kong)制煤(mei)炭(tan)石油(you)(you)消(xiao)費。合(he)理建設支撐性和調節性清潔煤(mei)電(dian),推動媽灣電(dian)廠現役(yi)煤(mei)電(dian)機組(zu)清潔化及(ji)靈活性改造升級(ji),實施煤(mei)電(dian)碳捕集利(li)用與封存示范(fan)工程。開(kai)展(zhan)成品(pin)油(you)(you)行業專項(xiang)整治,提(ti)高成品(pin)油(you)(you)質量(liang),加快交通(tong)領(ling)域油(you)(you)品(pin)替代,鼓勵生物液體(ti)燃料等替代傳統燃油(you)(you)。
2.充分發揮天(tian)然(ran)(ran)(ran)氣(qi)支(zhi)撐作(zuo)用。推動老(lao)舊小區、城中(zhong)村以及餐飲場所(suo)等實現管(guan)道天(tian)然(ran)(ran)(ran)氣(qi)“應改盡改、能改全改”。到2025年,管(guan)道天(tian)然(ran)(ran)(ran)氣(qi)普及率達到95%以上。穩步推動天(tian)然(ran)(ran)(ran)氣(qi)調峰(feng)電(dian)(dian)站發展(zhan),加(jia)(jia)快建(jian)設(she)光明燃機(ji)、能東(dong)二(er)期等天(tian)然(ran)(ran)(ran)氣(qi)發電(dian)(dian)項目,鼓勵建(jian)設(she)天(tian)然(ran)(ran)(ran)氣(qi)分布(bu)式能源系統,支(zhi)持(chi)老(lao)舊氣(qi)電(dian)(dian)升級改造,推動天(tian)然(ran)(ran)(ran)氣(qi)加(jia)(jia)氫發電(dian)(dian)。“十(shi)四五”期間新增氣(qi)電(dian)(dian)裝(zhuang)機(ji)容量約(yue)600萬千瓦,實現氣(qi)電(dian)(dian)裝(zhuang)機(ji)規(gui)模倍增。建(jian)設(she)大鵬液(ye)化(hua)天(tian)然(ran)(ran)(ran)氣(qi)走廊,推動深圳市天(tian)然(ran)(ran)(ran)氣(qi)儲備與調峰(feng)庫二(er)期、廣東(dong)大鵬液(ye)化(hua)天(tian)然(ran)(ran)(ran)氣(qi)接收站擴建(jian)工程儲氣(qi)設(she)施(shi)、國家(jia)管(guan)網深圳LNG應急調峰(feng)站二(er)期等項目建(jian)設(she)。持(chi)續推進(jin)深圳天(tian)然(ran)(ran)(ran)氣(qi)交易(yi)(yi)中(zhong)心(xin)建(jian)設(she),加(jia)(jia)快建(jian)成(cheng)亞洲東(dong)部液(ye)化(hua)天(tian)然(ran)(ran)(ran)氣(qi)加(jia)(jia)注中(zhong)心(xin),2025年完成(cheng)國際航行船(chuan)舶保稅LNG加(jia)(jia)注50萬立方米(液(ye)態(tai)),吸引國內外優質燃氣(qi)企業在深設(she)立貿易(yi)(yi)公司(si),全力(li)打造天(tian)然(ran)(ran)(ran)氣(qi)貿易(yi)(yi)樞紐城市。
3.大力布(bu)(bu)局發(fa)展(zhan)新能源。積(ji)極(ji)推(tui)(tui)(tui)進分布(bu)(bu)式光(guang)(guang)伏(fu)(fu)發(fa)電(dian)(dian)(dian),擴大“光(guang)(guang)伏(fu)(fu)+”多元化利(li)用(yong)范圍,推(tui)(tui)(tui)動(dong)與(yu)相關基礎設施一體規劃建設。積(ji)極(ji)推(tui)(tui)(tui)進海(hai)上(shang)風電(dian)(dian)(dian)開發(fa)利(li)用(yong),推(tui)(tui)(tui)動(dong)粵(yue)東海(hai)上(shang)風電(dian)(dian)(dian)登(deng)陸深圳。高(gao)標準推(tui)(tui)(tui)動(dong)垃圾焚燒發(fa)電(dian)(dian)(dian)項目建設,支(zhi)持開展(zhan)燃煤耦(ou)合(he)生物質發(fa)電(dian)(dian)(dian)。持續(xu)提升核電(dian)(dian)(dian)裝(zhuang)備可靠性,推(tui)(tui)(tui)動(dong)核電(dian)(dian)(dian)運營能力全面邁向(xiang)卓越。推(tui)(tui)(tui)進氫(qing)能在交通(tong)運輸、分布(bu)(bu)式發(fa)電(dian)(dian)(dian)、前(qian)沿(yan)新興及交叉領域的應用(yong),探(tan)索(suo)地熱能、海(hai)洋能等開發(fa)利(li)用(yong)。“十(shi)四五”期間,累計新增光(guang)(guang)伏(fu)(fu)發(fa)電(dian)(dian)(dian)裝(zhuang)機容量(liang)150萬千瓦(wa);到2030年,光(guang)(guang)伏(fu)(fu)發(fa)電(dian)(dian)(dian)裝(zhuang)機容量(liang)達(da)240萬千瓦(wa)。
4.構建現代智(zhi)能(neng)(neng)電(dian)(dian)(dian)網(wang)(wang)體系。持續優化500千(qian)伏(fu)主網(wang)(wang)骨干(gan)架(jia)構,積極(ji)推動(dong)藏(zang)東南(nan)至粵港(gang)澳大(da)灣區(qu)±800千(qian)伏(fu)直(zhi)流(liu)輸電(dian)(dian)(dian)工(gong)程落點深圳。全面(mian)提升智(zhi)能(neng)(neng)調(diao)(diao)度(du)水平,建設柔性、互聯、開放的配電(dian)(dian)(dian)網(wang)(wang),加快(kuai)推動(dong)對智(zhi)能(neng)(neng)樓宇、分布(bu)式風(feng)光(guang)、儲(chu)能(neng)(neng)、車網(wang)(wang)互動(dong)等(deng)負荷的接(jie)入及協同(tong)控(kong)制,促進分布(bu)式能(neng)(neng)源高(gao)效就(jiu)地消納。加快(kuai)推動(dong)虛擬(ni)電(dian)(dian)(dian)廠(chang)建設,提升電(dian)(dian)(dian)網(wang)(wang)需求側響應能(neng)(neng)力(li)(li),鼓勵(li)結合電(dian)(dian)(dian)網(wang)(wang)調(diao)(diao)峰調(diao)(diao)頻(pin)需求布(bu)局(ju)電(dian)(dian)(dian)源側、電(dian)(dian)(dian)網(wang)(wang)側儲(chu)能(neng)(neng)系統(tong),開展源網(wang)(wang)荷儲(chu)一體化和(he)多(duo)能(neng)(neng)互補試點。鞏(gong)固深化堅強局(ju)部電(dian)(dian)(dian)網(wang)(wang)建設,提升在極(ji)端情況下城(cheng)市(shi)基本(ben)運轉能(neng)(neng)力(li)(li)。到2025年,交直(zhi)流(liu)通道(dao)送(song)電(dian)(dian)(dian)能(neng)(neng)力(li)(li)達(da)到1500萬千(qian)瓦(wa)(wa),虛擬(ni)電(dian)(dian)(dian)廠(chang)負荷調(diao)(diao)節(jie)能(neng)(neng)力(li)(li)達(da)到100萬千(qian)瓦(wa)(wa);到2030年,交直(zhi)流(liu)通道(dao)送(song)電(dian)(dian)(dian)能(neng)(neng)力(li)(li)達(da)到2500萬千(qian)瓦(wa)(wa),虛擬(ni)電(dian)(dian)(dian)廠(chang)負荷調(diao)(diao)節(jie)能(neng)(neng)力(li)(li)達(da)到150萬千(qian)瓦(wa)(wa)。
(二(er))節能(neng)降碳增(zeng)效行動。
堅(jian)持把(ba)節約(yue)能(neng)源(yuan)資源(yuan)放在首位,實(shi)(shi)行(xing)全(quan)面節約(yue)戰(zhan)略(lve)。進一步(bu)提升節能(neng)管理(li)精細化水平(ping),合理(li)控(kong)制能(neng)源(yuan)消費總(zong)量(liang),聚焦重點用能(neng)設(she)備(bei)實(shi)(shi)施(shi)節能(neng)行(xing)動(dong),扎實(shi)(shi)推動(dong)新型基礎(chu)設(she)施(shi)節能(neng)降碳。
1.增強(qiang)節(jie)能(neng)(neng)(neng)(neng)降碳管(guan)(guan)(guan)控(kong)能(neng)(neng)(neng)(neng)力(li)(li)。堅(jian)持節(jie)約優先,統(tong)(tong)籌做好產業(ye)(ye)布局(ju)、“三線(xian)一單(dan)”分(fen)區管(guan)(guan)(guan)控(kong)、環境準入與能(neng)(neng)(neng)(neng)耗雙(shuang)控(kong)政(zheng)策的銜接。優化完善能(neng)(neng)(neng)(neng)耗調控(kong)及碳排(pai)放(fang)強(qiang)度(du)(du)管(guan)(guan)(guan)控(kong)政(zheng)策,分(fen)階段、分(fen)步驟(zou)建立并實(shi)施碳排(pai)放(fang)雙(shuang)控(kong)制度(du)(du)。開展用能(neng)(neng)(neng)(neng)預算管(guan)(guan)(guan)理(li)(li),嚴(yan)格落實(shi)節(jie)能(neng)(neng)(neng)(neng)審(shen)查制度(du)(du),對項(xiang)目用能(neng)(neng)(neng)(neng)和(he)碳排(pai)放(fang)情況進行(xing)(xing)(xing)綜合評價,引導能(neng)(neng)(neng)(neng)源(yuan)要素合理(li)(li)流動和(he)高(gao)效(xiao)配置(zhi)。加(jia)強(qiang)能(neng)(neng)(neng)(neng)源(yuan)計量和(he)統(tong)(tong)計能(neng)(neng)(neng)(neng)力(li)(li)建設(she),推動能(neng)(neng)(neng)(neng)耗在線(xian)監(jian)測系統(tong)(tong)建設(she)及應用,開展能(neng)(neng)(neng)(neng)耗監(jian)測預警(jing)與分(fen)析研(yan)判。適度(du)(du)提升并嚴(yan)格執行(xing)(xing)(xing)各(ge)領域、各(ge)行(xing)(xing)(xing)業(ye)(ye)能(neng)(neng)(neng)(neng)效(xiao)標準,推廣實(shi)施能(neng)(neng)(neng)(neng)源(yuan)審(shen)計。加(jia)強(qiang)節(jie)能(neng)(neng)(neng)(neng)監(jian)察隊伍和(he)能(neng)(neng)(neng)(neng)力(li)(li)建設(she),強(qiang)化節(jie)能(neng)(neng)(neng)(neng)事中事后監(jian)管(guan)(guan)(guan)。
2.推(tui)進重(zhong)點(dian)用(yong)能(neng)(neng)(neng)(neng)設備節能(neng)(neng)(neng)(neng)增效。實施(shi)電機、變壓器能(neng)(neng)(neng)(neng)效改造提升行動,加快先進節能(neng)(neng)(neng)(neng)技術裝備的研發和推(tui)廣應用(yong),重(zhong)點(dian)發展(zhan)高效電機與變頻器、數(shu)據中心機架(jia)級(ji)和芯片級(ji)制冷技術、高能(neng)(neng)(neng)(neng)效冷水機組、半導(dao)體智(zhi)能(neng)(neng)(neng)(neng)照明、空壓機/注塑機余熱(re)利用(yong)系統技術、新式節能(neng)(neng)(neng)(neng)集塵(chen)機、高能(neng)(neng)(neng)(neng)效空氣(qi)能(neng)(neng)(neng)(neng)熱(re)泵、高效節能(neng)(neng)(neng)(neng)輸(shu)配電變壓器。加快設備電氣(qi)化(hua)改造,提升工業電氣(qi)化(hua)水平(ping)。推(tui)動重(zhong)點(dian)用(yong)能(neng)(neng)(neng)(neng)設備運(yun)行數(shu)據“上(shang)云(yun)上(shang)平(ping)臺”,開展(zhan)設備運(yun)行監(jian)(jian)測與工況優(you)化(hua)、精準運(yun)維、能(neng)(neng)(neng)(neng)耗監(jian)(jian)控等全生命(ming)周期管(guan)理。
3.加強新型基礎設(she)(she)施(shi)節能(neng)(neng)降(jiang)碳。開展(zhan)“極速先(xian)鋒城市”行動(dong),優化新型基礎設(she)(she)施(shi)布(bu)局(ju),在科研聚集區(qu)統籌建設(she)(she)以智(zhi)算、超算為(wei)特色的(de)新型數據(ju)中心。推進大中型數據(ju)中心節能(neng)(neng)改(gai)造,逐步改(gai)造或(huo)淘汰(tai)電能(neng)(neng)利用效率(PUE)高于1.4的(de)“老舊(jiu)小散”數據(ju)中心,新建數據(ju)中心實(shi)施(shi)減量(liang)替代,電能(neng)(neng)利用效率(PUE)應低(di)于1.25。發展(zhan)低(di)能(neng)(neng)耗基站,推進先(xian)進節能(neng)(neng)技(ji)術在基站中的(de)應用,集約建設(she)(she)通信基站、充電樁、智(zhi)慧桿(gan)塔等,加大高能(neng)(neng)效站點模式運(yun)用。
