12月(yue)24日,國(guo)家能源局印發《電力并網運行管(guan)理規定(ding)》、《電力輔助服務管(guan)理辦法》兩大文件,這是在時隔(ge)十五年后“兩個細則”迎來的重新修訂。

國(guo)家能(neng)源(yuan)(yuan)局表(biao)示,近(jin)年來,我國(guo)電(dian)(dian)力行業(ye)電(dian)(dian)源(yuan)(yuan)結構、網架結構發生重大(da)變化,電(dian)(dian)力裝(zhuang)機規模(mo)持續(xu)擴(kuo)大(da),清潔能(neng)源(yuan)(yuan)發展迅猛,輔(fu)助服(fu)務市場(chang)(chang)(chang)建設面臨新的(de)挑戰。系(xi)統(tong)運(yun)行管(guan)理的(de)復雜(za)性不斷提高,對輔(fu)助服(fu)務的(de)需(xu)求(qiu)量顯(xian)著增(zeng)加(jia),現有輔(fu)助服(fu)務品(pin)種需(xu)進一步適應系(xi)統(tong)運(yun)行需(xu)要;僅通過(guo)發電(dian)(dian)側單邊承(cheng)擔(dan)整個系(xi)統(tong)輔(fu)助服(fu)務成本,已無法承(cheng)載系(xi)統(tong)大(da)量接入可再(zai)生能(neng)源(yuan)(yuan)產(chan)生的(de)需(xu)求(qiu);跨(kua)省(sheng)跨(kua)區(qu)交易電(dian)(dian)量規模(mo)日益擴(kuo)大(da),省(sheng)間輔(fu)助服(fu)務市場(chang)(chang)(chang)機制(zhi)和費(fei)用分擔(dan)原則有待完善;新型(xing)儲(chu)能(neng)、電(dian)(dian)動汽車充電(dian)(dian)網絡(luo)等新產(chan)業(ye)新業(ye)態(tai)也(ye)亟須市場(chang)(chang)(chang)化機制(zhi)引導推動發展。

國家能(neng)源局(ju)(ju)近(jin)日修訂(ding)發(fa)布了《電力并網運(yun)行管(guan)理規(gui)定》(國能(neng)發(fa)監(jian)管(guan)規(gui)〔2021〕60號)、《電力輔(fu)助(zhu)服務管(guan)理辦(ban)法(fa)(fa)》(國能(neng)發(fa)監(jian)管(guan)規(gui)〔2021〕61號)(以下(xia)簡稱《規(gui)定》《辦(ban)法(fa)(fa)》),國家能(neng)源局(ju)(ju)市場監(jian)管(guan)司(si)負責(ze)同志接受采訪(fang),回答記者提問。


問:《規(gui)定》《辦法》修訂的背景是什么(me)?


答:2006年《發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)廠并網(wang)運行(xing)(xing)管(guan)理規定》(電(dian)(dian)(dian)(dian)(dian)(dian)監市(shi)(shi)場(chang)〔2006〕42號)、《并網(wang)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)廠輔(fu)(fu)助服(fu)(fu)務管(guan)理暫行(xing)(xing)辦法》(電(dian)(dian)(dian)(dian)(dian)(dian)監市(shi)(shi)場(chang)〔2006〕43號)印(yin)(yin)發(fa)(fa)后,各(ge)區(qu)域(yu)在(zai)(zai)此基(ji)(ji)礎上制定“兩(liang)個(ge)細(xi)則”,有(you)(you)效(xiao)地(di)規范了發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)廠并網(wang)運行(xing)(xing)管(guan)理。按(an)照(zhao)《中共中央國務院(yuan)關于進一步深(shen)化(hua)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)體制改(gai)革(ge)的若干(gan)意見》(中發(fa)(fa)〔2015〕9號)有(you)(you)關精神(shen),2017年我局印(yin)(yin)發(fa)(fa)《完(wan)善(shan)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)輔(fu)(fu)助服(fu)(fu)務補償(市(shi)(shi)場(chang))機制工作(zuo)方案(an)》,截至2020年底,全國除西(xi)藏外,6個(ge)區(qu)域(yu)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)和30個(ge)省級(ji)(ji)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)啟動(dong)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)輔(fu)(fu)助服(fu)(fu)務市(shi)(shi)場(chang),實現各(ge)區(qu)域(yu)、省級(ji)(ji)輔(fu)(fu)助服(fu)(fu)務市(shi)(shi)場(chang)全面覆蓋,具有(you)(you)中國特色的電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)輔(fu)(fu)助服(fu)(fu)務市(shi)(shi)場(chang)體系(xi)基(ji)(ji)本(ben)建立,與電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)中長(chang)期市(shi)(shi)場(chang)有(you)(you)效(xiao)銜(xian)接、協同運行(xing)(xing)。在(zai)(zai)各(ge)方努力(li)(li)(li)下,電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)輔(fu)(fu)助服(fu)(fu)務市(shi)(shi)場(chang)切實發(fa)(fa)揮電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)系(xi)統“調節器”作(zuo)用,有(you)(you)效(xiao)提升(sheng)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)系(xi)統綜合調節能(neng)(neng)(neng)力(li)(li)(li),顯(xian)著增(zeng)加可再生(sheng)能(neng)(neng)(neng)源(yuan)消納水平。今年,預計全國范圍內增(zeng)加系(xi)統調峰能(neng)(neng)(neng)力(li)(li)(li)9000萬(wan)千瓦,相當于90座百萬(wan)千瓦級(ji)(ji)抽水蓄能(neng)(neng)(neng)電(dian)(dian)(dian)(dian)(dian)(dian)站(zhan),為(wei)清潔(jie)能(neng)(neng)(neng)源(yuan)增(zeng)加發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)空間近800億千瓦時(shi),減(jian)少近1億噸二(er)氧化(hua)碳排放。


近年來,我(wo)國電(dian)(dian)力行業電(dian)(dian)源(yuan)(yuan)結(jie)構、網架(jia)結(jie)構發(fa)(fa)(fa)生(sheng)重大變化,電(dian)(dian)力裝機(ji)(ji)規模持續擴(kuo)大,清潔能(neng)源(yuan)(yuan)發(fa)(fa)(fa)展迅猛(meng),輔(fu)(fu)(fu)助(zhu)(zhu)服(fu)務(wu)市(shi)場建設面(mian)臨新(xin)的(de)(de)挑戰。系(xi)統(tong)(tong)運(yun)行管(guan)理的(de)(de)復雜性(xing)不斷(duan)提高,對輔(fu)(fu)(fu)助(zhu)(zhu)服(fu)務(wu)的(de)(de)需(xu)(xu)求量(liang)顯著增加,現有(you)輔(fu)(fu)(fu)助(zhu)(zhu)服(fu)務(wu)品(pin)種需(xu)(xu)進一步適應(ying)系(xi)統(tong)(tong)運(yun)行需(xu)(xu)要(yao);僅通過發(fa)(fa)(fa)電(dian)(dian)側(ce)單(dan)邊承擔整個系(xi)統(tong)(tong)輔(fu)(fu)(fu)助(zhu)(zhu)服(fu)務(wu)成本,已無法承載系(xi)統(tong)(tong)大量(liang)接入可再(zai)生(sheng)能(neng)源(yuan)(yuan)產生(sheng)的(de)(de)需(xu)(xu)求;跨省跨區交易電(dian)(dian)量(liang)規模日益擴(kuo)大,省間輔(fu)(fu)(fu)助(zhu)(zhu)服(fu)務(wu)市(shi)場機(ji)(ji)制和費用分擔原則有(you)待完善;新(xin)型儲能(neng)、電(dian)(dian)動汽(qi)車(che)充(chong)電(dian)(dian)網絡(luo)等(deng)新(xin)產業新(xin)業態也亟須市(shi)場化機(ji)(ji)制引導推動發(fa)(fa)(fa)展。


今年以來,黨中(zhong)(zhong)央(yang)、國務院(yuan)相繼印發《關(guan)于(yu)完整準確全(quan)面(mian)貫徹新(xin)發展理(li)念做好碳(tan)達(da)峰碳(tan)中(zhong)(zhong)和(he)(he)工作(zuo)的(de)意(yi)見(jian)》《成渝(yu)地區雙城經濟圈建設規劃綱要(yao)》《2030年前(qian)碳(tan)達(da)峰行動(dong)方案》等(deng)相關(guan)重要(yao)文件,明確要(yao)求完善(shan)中(zhong)(zhong)長期(qi)市(shi)(shi)場(chang)、現貨市(shi)(shi)場(chang)和(he)(he)輔助(zhu)(zhu)服務市(shi)(shi)場(chang)銜接(jie)機(ji)制(zhi),大(da)力(li)提(ti)升電(dian)(dian)力(li)系(xi)(xi)統綜合(he)調節能(neng)(neng)力(li),加快現役機(ji)組靈活性改造(zao),引導自備(bei)電(dian)(dian)廠、傳統高(gao)載(zai)能(neng)(neng)工業負荷(he)、工商(shang)業可中(zhong)(zhong)斷(duan)負荷(he)、電(dian)(dian)動(dong)汽車充電(dian)(dian)網絡、虛擬(ni)電(dian)(dian)廠等(deng)參與系(xi)(xi)統調節,培育發展川(chuan)渝(yu)一體(ti)化電(dian)(dian)力(li)輔助(zhu)(zhu)服務市(shi)(shi)場(chang)。中(zhong)(zhong)央(yang)全(quan)面(mian)深化改革委(wei)員會(hui)第二十二次會(hui)議(yi)指出,要(yao)健全(quan)多層(ceng)次統一電(dian)(dian)力(li)市(shi)(shi)場(chang)體(ti)系(xi)(xi),推進(jin)適(shi)應能(neng)(neng)源結構轉(zhuan)(zhuan)型的(de)電(dian)(dian)力(li)市(shi)(shi)場(chang)機(ji)制(zhi)建設,推動(dong)形成多元競爭的(de)電(dian)(dian)力(li)市(shi)(shi)場(chang)格(ge)局,發揮(hui)電(dian)(dian)力(li)市(shi)(shi)場(chang)對能(neng)(neng)源清(qing)潔低碳(tan)轉(zhuan)(zhuan)型的(de)支撐作(zuo)用。中(zhong)(zhong)央(yang)經濟工作(zuo)會(hui)議(yi)提(ti)出,要(yao)正確認識和(he)(he)把(ba)握(wo)碳(tan)達(da)峰碳(tan)中(zhong)(zhong)和(he)(he),要(yao)立足(zu)以煤為主的(de)基本國情,抓好煤炭清(qing)潔高(gao)效利用,增加新(xin)能(neng)(neng)源消(xiao)納能(neng)(neng)力(li),推動(dong)煤炭和(he)(he)新(xin)能(neng)(neng)源優化組合(he)。

一(yi)是擴(kuo)大電(dian)(dian)力輔助服(fu)務(wu)新(xin)(xin)主(zhu)(zhu)體。在(zai)原文件主(zhu)(zhu)要(yao)(yao)針對(dui)傳統發電(dian)(dian)廠(chang)的基礎上,為滿足新(xin)(xin)型(xing)(xing)電(dian)(dian)力系(xi)統的建設運行需(xu)要(yao)(yao),將《發電(dian)(dian)廠(chang)并(bing)(bing)網(wang)運行管理(li)規定》更(geng)名(ming)為《電(dian)(dian)力并(bing)(bing)網(wang)運行管理(li)規定》,將《并(bing)(bing)網(wang)發電(dian)(dian)廠(chang)輔助服(fu)務(wu)管理(li)暫行辦(ban)法》更(geng)名(ming)為《電(dian)(dian)力輔助服(fu)務(wu)管理(li)辦(ban)法》。為適(shi)應(ying)新(xin)(xin)型(xing)(xing)電(dian)(dian)力系(xi)統主(zhu)(zhu)體多元、源(yuan)網(wang)荷儲良(liang)性互動的特征(zheng),新(xin)(xin)增(zeng)了對(dui)新(xin)(xin)能(neng)源(yuan)、新(xin)(xin)型(xing)(xing)儲能(neng)、負荷側(ce)并(bing)(bing)網(wang)主(zhu)(zhu)體等并(bing)(bing)網(wang)技(ji)術指導及(ji)管理(li)要(yao)(yao)求(qiu)。按照國務(wu)院《2030年前碳達峰(feng)行動方案》有關(guan)要(yao)(yao)求(qiu),擴(kuo)大了輔助服(fu)務(wu)提供主(zhu)(zhu)體范圍(wei),通過市場(chang)機制充(chong)分挖掘供需(xu)兩(liang)側(ce)的靈(ling)活調(diao)節能(neng)力,更(geng)加適(shi)應(ying)新(xin)(xin)型(xing)(xing)電(dian)(dian)力系(xi)統需(xu)求(qiu),促進推(tui)(tui)動能(neng)源(yuan)低碳轉型(xing)(xing),推(tui)(tui)動落(luo)實碳達峰(feng)、碳中和目(mu)標。


二是豐富電(dian)力輔助服(fu)務新(xin)品種。為適(shi)應高比例(li)新(xin)能源(yuan)、高比例(li)電(dian)力電(dian)子設備(bei)接入(ru)系(xi)統(tong)的需要,平抑新(xin)能源(yuan)間(jian)隙性(xing)、波動性(xing)對電(dian)力系(xi)統(tong)運行帶(dai)來的擾動影響,新(xin)增了轉動慣量、爬坡、穩定切機、穩定切負(fu)荷(he)等輔助服(fu)務品種,進一步(bu)促(cu)進新(xin)能源(yuan)消納,提升電(dian)力系(xi)統(tong)可靠性(xing)和電(dian)能質(zhi)量,更好地保障能源(yuan)安全與推(tui)動綠色低碳發展(zhan)。


三是完善(shan)用(yong)戶(hu)(hu)分擔共(gong)享新機制(zhi)(zhi)。深(shen)入貫徹落(luo)實中(zhong)發(fa)〔2015〕9號(hao)文(wen)等中(zhong)央文(wen)件精神,按照“誰(shui)受益、誰(shui)承(cheng)擔”的(de)(de)(de)原(yuan)(yuan)則(ze),進一步(bu)完善(shan)輔(fu)助(zhu)服務考(kao)核補償(chang)機制(zhi)(zhi),明確跨省跨區發(fa)電機組參(can)與輔(fu)助(zhu)服務的(de)(de)(de)責任義務、參(can)與方式和補償(chang)分攤原(yuan)(yuan)則(ze),建立用(yong)戶(hu)(hu)參(can)與的(de)(de)(de)分擔共(gong)享機制(zhi)(zhi)。將以往僅(jin)可向下(xia)調(diao)節(jie)的(de)(de)(de)用(yong)戶(hu)(hu)可中(zhong)斷負荷,拓展到“能(neng)上能(neng)下(xia)”的(de)(de)(de)用(yong)戶(hu)(hu)可調(diao)節(jie)負荷,用(yong)戶(hu)(hu)可結合自身(shen)負荷特性(xing),承(cheng)擔必要(yao)的(de)(de)(de)輔(fu)助(zhu)服務費用(yong)或(huo)按照貢獻獲得相應(ying)的(de)(de)(de)經濟補償(chang),通過市場(chang)機制(zhi)(zhi)提升(sheng)需求(qiu)側調(diao)節(jie)能(neng)力。


四(si)是健全市場(chang)形成價格新機制。在現階段以調峰輔(fu)(fu)助服務市場(chang)化交易為主(zhu)的基礎上(shang),持續推動(dong)調頻(pin)、備用、轉(zhuan)動(dong)慣量、爬坡等品種(zhong)以市場(chang)競爭方式(shi)確定(ding)(ding)輔(fu)(fu)助服務提(ti)供主(zhu)體,形成交易價格,降低系統輔(fu)(fu)助服務成本(ben),更好地(di)發(fa)揮市場(chang)在資源配置中(zhong)的決定(ding)(ding)性作(zuo)用。


問:《規(gui)定》主要修訂內(nei)容有哪些?


答(da):《規定》共(gong)6章32條,重點(dian)對包括新能源在內的發電(dian)側并網主(zhu)體、新型(xing)儲能、用(yong)戶可調(diao)節負荷等并網管理內容進(jin)行(xing)了修(xiu)訂完善。


一(yi)是進一(yi)步明(ming)確適用范(fan)圍(wei)。結合(he)我國碳達峰、碳中和(he)(he)(he)目標和(he)(he)(he)構建新型電力系統的(de)需(xu)求(qiu),擴展了(le)《規(gui)定》的(de)適用范(fan)圍(wei),明(ming)確本(ben)規(gui)定適用于省(sheng)級(ji)及以上電力調(diao)(diao)度(du)(du)(du)機構直接調(diao)(diao)度(du)(du)(du)的(de)發電側(ce)并網主體(ti)和(he)(he)(he)新型儲能,負荷(he)側(ce)并網主體(ti)和(he)(he)(he)省(sheng)級(ji)以下電力調(diao)(diao)度(du)(du)(du)機構調(diao)(diao)度(du)(du)(du)管轄范(fan)圍(wei)內(nei)的(de)并網主體(ti),視其對電力系統運行(xing)的(de)影響參照執行(xing)。


二是進(jin)一步規(gui)范運行(xing)管理(li)。根據電力市場建設(she)實際(ji),增加并網(wang)主(zhu)體(ti)應執(zhi)行(xing)市場出清(qing)的運行(xing)方式和(he)發電調(diao)度計劃曲線;進(jin)一步明(ming)確發電側(ce)并網(wang)主(zhu)體(ti)調(diao)頻(pin)調(diao)壓(ya)能力和(he)具體(ti)指標;強(qiang)調(diao)對非計劃停運/脫網(wang)等進(jin)行(xing)考核;提出黑啟動電源必須及(ji)時可靠地(di)執(zhi)行(xing)黑啟動預(yu)案等相關規(gui)定;新(xin)增明(ming)確二次調(diao)頻(pin)、調(diao)壓(ya)、新(xin)能源場站、新(xin)型儲能和(he)用戶側(ce)可調(diao)節負荷的技術指導和(he)管理(li)內容。


三是進一步(bu)明(ming)確(que)(que)職(zhi)(zhi)責分(fen)工。明(ming)確(que)(que)了(le)能源(yuan)監管(guan)機構、電網企(qi)業、電力(li)(li)(li)調(diao)(diao)度機構、電力(li)(li)(li)交(jiao)易機構在各(ge)地并(bing)網運行(xing)管(guan)理(li)實施細則的修(xiu)訂和實施等方面(mian)的職(zhi)(zhi)責。在信(xin)息披露(lu)方面(mian),根(gen)據(ju)廣(guang)大市(shi)場(chang)主體(ti)對信(xin)息公開的需求(qiu),明(ming)確(que)(que)電力(li)(li)(li)調(diao)(diao)度機構、電力(li)(li)(li)交(jiao)易機構按職(zhi)(zhi)責分(fen)工向所有市(shi)場(chang)主體(ti)披露(lu)相關考核(he)和返(fan)還結(jie)果。在監督(du)管(guan)理(li)方面(mian),明(ming)確(que)(que)了(le)國(guo)家能源(yuan)局派出機構對轄區內(nei)電力(li)(li)(li)并(bing)網運行(xing)行(xing)為進行(xing)監管(guan)、協調(diao)(diao)和調(diao)(diao)解,并(bing)可根(gen)據(ju)實際需要組織對電力(li)(li)(li)調(diao)(diao)度機構和電力(li)(li)(li)交(jiao)易機構的執行(xing)情況進行(xing)評估(gu)和監管(guan)。


問(wen):《辦(ban)法》主要修訂內容有哪(na)些?


答:《辦法》共9章40條,重點(dian)對輔助服務(wu)提供主體、交易品種分類、電(dian)力(li)用戶分擔共享機制(zhi)、跨(kua)省(sheng)跨(kua)區(qu)輔助服務(wu)機制(zhi)等進行了補(bu)充深(shen)化。


一(yi)是(shi)進一(yi)步擴大了輔助服(fu)務(wu)提供(gong)主體。按(an)照國務(wu)院《2030年前碳達峰行動方案》有關要求(qiu),將提供(gong)輔助服(fu)務(wu)主體范圍(wei)由(you)發電廠擴大到包括新型儲能、自備電廠、傳統高載能工業(ye)負(fu)荷(he)、工商業(ye)可中斷負(fu)荷(he)、電動汽車充(chong)電網絡、聚合商、虛擬電廠等(deng)主體,促進挖掘供(gong)需兩側的靈活(huo)調節能力,加(jia)快(kuai)構(gou)建(jian)新型電力系(xi)統。


二是進一步規范輔(fu)(fu)助(zhu)(zhu)服務(wu)(wu)(wu)分(fen)(fen)(fen)類(lei)和品(pin)種(zhong)。對電(dian)力輔(fu)(fu)助(zhu)(zhu)服務(wu)(wu)(wu)進行重新(xin)分(fen)(fen)(fen)類(lei),分(fen)(fen)(fen)為有(you)(you)功平衡(heng)服務(wu)(wu)(wu)、無功平衡(heng)服務(wu)(wu)(wu)和事(shi)故應急及恢復服務(wu)(wu)(wu),其中(zhong)有(you)(you)功平衡(heng)服務(wu)(wu)(wu)包括調頻、調峰、備(bei)用、轉動慣(guan)量、爬(pa)坡(po)等(deng)電(dian)力輔(fu)(fu)助(zhu)(zhu)服務(wu)(wu)(wu),事(shi)故應急及恢復服務(wu)(wu)(wu)包括穩定(ding)(ding)切(qie)機服務(wu)(wu)(wu)、穩定(ding)(ding)切(qie)負(fu)荷(he)服務(wu)(wu)(wu)和黑啟動服務(wu)(wu)(wu)。考慮構建新(xin)型電(dian)力系(xi)統的發展需(xu)求,此次新(xin)增引入轉動慣(guan)量、爬(pa)坡(po)、穩定(ding)(ding)切(qie)機服務(wu)(wu)(wu)、穩定(ding)(ding)切(qie)負(fu)荷(he)服務(wu)(wu)(wu)等(deng)輔(fu)(fu)助(zhu)(zhu)服務(wu)(wu)(wu)新(xin)品(pin)種(zhong)。

四(si)是逐步建立(li)電(dian)(dian)(dian)(dian)(dian)力(li)用(yong)戶參與(yu)輔助(zhu)服(fu)務(wu)(wu)(wu)分擔(dan)共享機制(zhi)(zhi)。根據不(bu)(bu)同類(lei)(lei)型電(dian)(dian)(dian)(dian)(dian)力(li)用(yong)戶的(de)用(yong)電(dian)(dian)(dian)(dian)(dian)特(te)性(xing),因地制(zhi)(zhi)宜制(zhi)(zhi)定分擔(dan)標準。電(dian)(dian)(dian)(dian)(dian)力(li)用(yong)戶可通過(guo)獨立(li)或(huo)委托代理兩(liang)種(zhong)方(fang)式參與(yu)電(dian)(dian)(dian)(dian)(dian)力(li)輔助(zhu)服(fu)務(wu)(wu)(wu),其(qi)費用(yong)分攤(tan)可采(cai)取直接承擔(dan)或(huo)經發電(dian)(dian)(dian)(dian)(dian)企(qi)業間接承擔(dan)兩(liang)種(zhong)方(fang)式。在電(dian)(dian)(dian)(dian)(dian)費賬單(dan)中單(dan)獨列支電(dian)(dian)(dian)(dian)(dian)力(li)輔助(zhu)服(fu)務(wu)(wu)(wu)費用(yong)。對(dui)于不(bu)(bu)具備(bei)提(ti)供(gong)調(diao)節能(neng)力(li)或(huo)調(diao)節能(neng)力(li)不(bu)(bu)足的(de)電(dian)(dian)(dian)(dian)(dian)力(li)用(yong)戶、聚(ju)合(he)商、虛擬電(dian)(dian)(dian)(dian)(dian)廠應按用(yong)電(dian)(dian)(dian)(dian)(dian)類(lei)(lei)型、電(dian)(dian)(dian)(dian)(dian)壓等級等方(fang)式參與(yu)分攤(tan)電(dian)(dian)(dian)(dian)(dian)力(li)輔助(zhu)服(fu)務(wu)(wu)(wu)費用(yong),或(huo)通過(guo)購買電(dian)(dian)(dian)(dian)(dian)力(li)輔助(zhu)服(fu)務(wu)(wu)(wu)來(lai)承擔(dan)電(dian)(dian)(dian)(dian)(dian)力(li)輔助(zhu)服(fu)務(wu)(wu)(wu)責任。


五是健(jian)全跨(kua)省跨(kua)區(qu)(qu)電(dian)力輔(fu)助(zhu)服(fu)務(wu)(wu)(wu)機(ji)制。考(kao)慮跨(kua)省跨(kua)區(qu)(qu)送(song)電(dian)規模日益增長,明確跨(kua)省跨(kua)區(qu)(qu)送(song)電(dian)配(pei)套電(dian)源機(ji)組均應(ying)按照本辦法納(na)入(ru)電(dian)力輔(fu)助(zhu)服(fu)務(wu)(wu)(wu)管(guan)理(li),原則上根據調(diao)度(du)關系在送(song)端或受端電(dian)網參(can)與(yu)電(dian)力輔(fu)助(zhu)服(fu)務(wu)(wu)(wu),不(bu)重復(fu)參(can)與(yu)送(song)、受兩(liang)端電(dian)力輔(fu)助(zhu)服(fu)務(wu)(wu)(wu)管(guan)理(li)。強調(diao)為保障跨(kua)省跨(kua)區(qu)(qu)送(song)電(dian)穩(wen)定運(yun)行提供電(dian)力輔(fu)助(zhu)服(fu)務(wu)(wu)(wu)的(de)發電(dian)機(ji)組,應(ying)當獲得相應(ying)的(de)電(dian)力輔(fu)助(zhu)服(fu)務(wu)(wu)(wu)補償。


六(liu)是進一步(bu)明確(que)職責(ze)(ze)(ze)分(fen)工。明確(que)能源監管(guan)機(ji)構、電(dian)網企業、電(dian)力(li)(li)(li)調度(du)機(ji)構、電(dian)力(li)(li)(li)交易機(ji)構在各地電(dian)力(li)(li)(li)輔助服務管(guan)理實施(shi)細則(ze)和市(shi)場(chang)(chang)交易規則(ze)的(de)修訂、實施(shi)等方面(mian)的(de)職責(ze)(ze)(ze),以及與現貨市(shi)場(chang)(chang)的(de)銜(xian)接。在信息(xi)披露方面(mian),根據廣大市(shi)場(chang)(chang)主體(ti)對信息(xi)公開的(de)需求,明確(que)信息(xi)披露的(de)原則(ze)、內(nei)容、信息(xi)公示流程(cheng)和相關(guan)方職責(ze)(ze)(ze),要求電(dian)力(li)(li)(li)調度(du)機(ji)構、電(dian)力(li)(li)(li)交易機(ji)構按職責(ze)(ze)(ze)分(fen)工向所有市(shi)場(chang)(chang)主體(ti)披露相關(guan)考核和補(bu)償結果。


問(wen):電力(li)輔助服(fu)務價格將(jiang)如何制(zhi)定?


答:根據(ju)國家(jia)能(neng)(neng)源(yuan)局(ju)“三定”方案規定,國家(jia)能(neng)(neng)源(yuan)局(ju)負責擬訂頒(ban)布電(dian)(dian)力輔助(zhu)(zhu)服(fu)務(wu)價格(ge),監督檢查各(ge)項(xiang)輔助(zhu)(zhu)服(fu)務(wu)收費標準。據(ju)初步(bu)統(tong)計,現階段包(bao)括調峰在內(nei)的(de)輔助(zhu)(zhu)服(fu)務(wu)費用(yong)約占全(quan)社(she)會(hui)(hui)總(zong)電(dian)(dian)費的(de)1.5%。根據(ju)國際經驗,電(dian)(dian)力輔助(zhu)(zhu)服(fu)務(wu)費用(yong)一般在全(quan)社(she)會(hui)(hui)總(zong)電(dian)(dian)費的(de)3%以(yi)上,該比例隨著新能(neng)(neng)源(yuan)大規模接入還將不斷(duan)增加。電(dian)(dian)力輔助(zhu)(zhu)服(fu)務(wu)的(de)補償(chang)和(he)分攤費用(yong)可(ke)以(yi)由固(gu)定補償(chang)和(he)市場(chang)化形成(cheng)兩種方式,此前我們也在多項(xiang)政(zheng)策文件中(zhong)明確輔助(zhu)(zhu)服(fu)務(wu)費用(yong)包(bao)含在用(yong)戶用(yong)電(dian)(dian)價格(ge)中(zhong),并在交易電(dian)(dian)價中(zhong)單獨(du)列(lie)支。初步(bu)考(kao)慮,可(ke)由各(ge)派(pai)出機構(gou)結合各(ge)地實際,確定具體的(de)輔助(zhu)(zhu)服(fu)務(wu)品種和(he)價格(ge)標準,報(bao)國家(jia)能(neng)(neng)源(yuan)局(ju)后執行。


問:下(xia)一步如何(he)推(tui)動各(ge)地有效落實《辦(ban)法》《規定》?


答:原版(ban)印(yin)發距今已15年(nian),這(zhe)次修訂(ding)非常重(zhong)要(yao),也非常必(bi)要(yao),既是貫徹落實黨中央、國務院有關精神(shen)的有效舉措(cuo),也符合廣大市(shi)(shi)場(chang)(chang)主(zhu)體(ti)的實際需求(qiu)。我們(men)通過(guo)(guo)幾輪征求(qiu)意(yi)見,各地相關部門、發電企業(ye)、電網企業(ye)和(he)調度交(jiao)易機(ji)構對文件出臺(tai)已有充分預期,希望(wang)盡快出臺(tai)為各地推進(jin)市(shi)(shi)場(chang)(chang)建設提供依據。在征求(qiu)意(yi)見過(guo)(guo)程中,南方區(qu)域(yu)調頻市(shi)(shi)場(chang)(chang)、華東(dong)區(qu)域(yu)備(bei)用市(shi)(shi)場(chang)(chang)等區(qu)域(yu)輔助服務市(shi)(shi)場(chang)(chang)已相繼啟(qi)動(dong),《川渝一體(ti)化電力(li)調峰(feng)輔助服務市(shi)(shi)場(chang)(chang)運營規則(試行)》也已于不久前正式印(yin)發。


下一步,國家能(neng)源局(ju)將指導派(pai)出機構(gou)盡(jin)快組織相(xiang)關部門和單(dan)位制修訂各(ge)地(di)現(xian)行管理實(shi)施細(xi)則和市(shi)場交易規(gui)則,確保政(zheng)策落(luo)實(shi)落(luo)細(xi)落(luo)地(di)。


一是國(guo)家(jia)能(neng)(neng)源(yuan)局各區(qu)(qu)域(yu)監(jian)(jian)管(guan)局將根(gen)據《辦法》《規定(ding)》,按照(zhao)公開、透明、經濟的(de)原(yuan)則(ze),商相關省監(jian)(jian)管(guan)辦、電網(wang)企業(ye)、并(bing)網(wang)主(zhu)體(ti)(ti)組織修訂本區(qu)(qu)域(yu)管(guan)理實施細(xi)則(ze)和市(shi)場(chang)交易(yi)規則(ze),報國(guo)家(jia)能(neng)(neng)源(yuan)局備案后施行。實施細(xi)則(ze)和市(shi)場(chang)交易(yi)規則(ze)中(zhong)應明確提供(gong)并(bing)網(wang)主(zhu)體(ti)(ti)的(de)具體(ti)(ti)范圍、性能(neng)(neng)指標(參數(shu))、輔助服務品種、需求確定(ding)原(yuan)則(ze)、市(shi)場(chang)出清機制、補償(chang)分攤標準、信息披露細(xi)則(ze)等(deng)內(nei)容(rong)。


二是(shi)各省監管辦要在(zai)本(ben)(ben)區域實(shi)(shi)施(shi)細則(ze)(ze)(ze)和(he)(he)市場(chang)交(jiao)易(yi)(yi)規則(ze)(ze)(ze)的基礎(chu)上(shang),結(jie)合各省(區)實(shi)(shi)際情況(kuang)約定不(bu)同考核、補償標準或價格機制,修(xiu)訂轄區內實(shi)(shi)施(shi)細則(ze)(ze)(ze)和(he)(he)市場(chang)交(jiao)易(yi)(yi)規則(ze)(ze)(ze),保(bao)持(chi)實(shi)(shi)施(shi)細則(ze)(ze)(ze)和(he)(he)市場(chang)交(jiao)易(yi)(yi)規則(ze)(ze)(ze)在(zai)區域內的基本(ben)(ben)統一(yi)和(he)(he)相互協調,這(zhe)也是(shi)落(luo)實(shi)(shi)中(zhong)央(yang)深改委(wei)關于加快建(jian)設全國(guo)統一(yi)電力市場(chang)體系(xi)的重要舉(ju)措。


同(tong)時,也請(qing)各有關方(fang)能(neng)(neng)夠(gou)一如既往(wang)地支(zhi)持這項(xiang)工作,規(gui)范電力并(bing)網運行和輔助(zhu)服(fu)務管理,進一步發(fa)揮電力輔助(zhu)服(fu)務市場在(zai)推動能(neng)(neng)源清潔低碳轉型和能(neng)(neng)源高質量發(fa)展(zhan)中的支(zhi)撐作用。

國(guo)家能源局(ju)各(ge)派出機(ji)構要根據《規定》要求(qiu),組織相(xiang)關部門和單位制修訂(ding)各(ge)地現行管理實施細則,并(bing)報國(guo)家能源局(ju)備案。
