CSPPLAZA光熱發電網訊:近日,國家能(neng)(neng)源(yuan)局(ju)發(fa)布了《關于因(yin)地(di)制(zhi)宜(yi)做好可(ke)再生能(neng)(neng)源(yuan)供(gong)暖(nuan)工作(zuo)的(de)通知(zhi)》(簡稱《通知(zhi)》),《通知(zhi)》表(biao)示,利(li)用可(ke)再生能(neng)(neng)源(yuan)供(gong)暖(nuan)是(shi)我國調整能(neng)(neng)源(yuan)結構、實現節能(neng)(neng)減排、合理(li)控(kong)制(zhi)能(neng)(neng)源(yuan)消(xiao)費(fei)總量的(de)迫切(qie)需(xu)要,是(shi)完成非(fei)化石能(neng)(neng)源(yuan)利(li)用目標(biao)、建設(she)清潔低碳社(she)會(hui)、實現能(neng)(neng)源(yuan)可(ke)持續發(fa)展的(de)必然(ran)選(xuan)擇。
據《通知》,未來要因地制宜(yi)推廣各類可再生能(neng)源(yuan)供暖技術,如下為(wei)涉(she)及太陽能(neng)方(fang)面的相關內容(rong):
繼續推進太(tai)(tai)(tai)(tai)陽(yang)能、風(feng)電供(gong)(gong)(gong)(gong)暖(nuan)(nuan)。鼓勵大(da)中(zhong)型城市有供(gong)(gong)(gong)(gong)暖(nuan)(nuan)需求的(de)民(min)用(yong)(yong)建(jian)筑優先使用(yong)(yong)太(tai)(tai)(tai)(tai)陽(yang)能供(gong)(gong)(gong)(gong)暖(nuan)(nuan)系(xi)統;鼓勵在(zai)(zai)小城鎮和(he)農村地(di)區使用(yong)(yong)戶用(yong)(yong)太(tai)(tai)(tai)(tai)陽(yang)能供(gong)(gong)(gong)(gong)暖(nuan)(nuan)系(xi)統;在(zai)(zai)農業大(da)棚、養(yang)殖(zhi)等用(yong)(yong)熱(re)(re)需求大(da)且與(yu)太(tai)(tai)(tai)(tai)陽(yang)能特性相匹配的(de)行(xing)業充分利用(yong)(yong)太(tai)(tai)(tai)(tai)陽(yang)能供(gong)(gong)(gong)(gong)暖(nuan)(nuan);在(zai)(zai)集中(zhong)供(gong)(gong)(gong)(gong)暖(nuan)(nuan)網未覆(fu)蓋、有冷熱(re)(re)雙供(gong)(gong)(gong)(gong)需求的(de)地(di)區試(shi)點使用(yong)(yong)太(tai)(tai)(tai)(tai)陽(yang)能熱(re)(re)水、供(gong)(gong)(gong)(gong)暖(nuan)(nuan)和(he)制冷三聯供(gong)(gong)(gong)(gong)系(xi)統;鼓勵采用(yong)(yong)太(tai)(tai)(tai)(tai)陽(yang)能供(gong)(gong)(gong)(gong)暖(nuan)(nuan)與(yu)其他供(gong)(gong)(gong)(gong)暖(nuan)(nuan)方式相結合的(de)互(hu)補供(gong)(gong)(gong)(gong)暖(nuan)(nuan)系(xi)統。
此(ci)外(wai),要支持(chi)對(dui)太(tai)陽能季節性儲(chu)熱(re)供暖等關鍵技(ji)術和(he)設備的(de)研(yan)發。重視可再(zai)生能源(yuan)與常規能源(yuan)系(xi)(xi)統整合、集(ji)成技(ji)術的(de)研(yan)發示范,提高常規能源(yuan)系(xi)(xi)統對(dui)可再(zai)生能源(yuan)的(de)接納能力。
能源(yuan)(yuan)(yuan)局同步發布的(de)政策(ce)解讀(du)顯示,太陽能供熱采(cai)暖(nuan)(nuan)是可再(zai)生(sheng)能源(yuan)(yuan)(yuan)利用的(de)重(zhong)要(yao)領域(yu),技術成熟(shu),經濟性較好,已廣泛應用于生(sheng)活及(ji)工業熱水供應,為推進清潔(jie)供暖(nuan)(nuan)、改(gai)善大氣(qi)環(huan)境(jing)質量發揮(hui)了積(ji)極作用。在資源(yuan)(yuan)(yuan)豐(feng)富地區,太陽能適合(he)與(yu)其他能源(yuan)(yuan)(yuan)結合(he),實現(xian)熱水、供暖(nuan)(nuan)復合(he)系(xi)統的(de)應用。

各省(自(zi)治(zhi)區(qu)、直轄(xia)市(shi))能源局、有關省(自(zi)治(zhi)區(qu)、直轄(xia)市(shi))及新疆生產建(jian)設兵團發展改革(ge)委:
利(li)用可再(zai)生(sheng)(sheng)能源(yuan)供(gong)(gong)暖(nuan)是我國調(diao)整能源(yuan)結構、實(shi)現節能減排、合理(li)控制能源(yuan)消費總量的(de)迫切需要,是完成非(fei)化石能源(yuan)利(li)用目標(biao)、建設清潔低(di)碳社(she)會、實(shi)現能源(yuan)可持續發展的(de)必(bi)然選(xuan)擇。為進一步做好(hao)可再(zai)生(sheng)(sheng)能源(yuan)供(gong)(gong)暖(nuan)相關(guan)工作,現將有關(guan)事項(xiang)通知如(ru)下。
一、科學統籌規(gui)劃(hua)可再生能源供暖工作
將可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)(nuan)(nuan)(nuan)作為區域能(neng)(neng)(neng)源(yuan)(yuan)規(gui)(gui)劃(hua)的(de)(de)(de)一項重要內容,在(zai)可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)展目(mu)標(biao)中(zhong)應明確供(gong)暖(nuan)(nuan)(nuan)(nuan)(nuan)(nuan)發(fa)展目(mu)標(biao),根(gen)據當地資源(yuan)(yuan)稟(bing)賦和用(yong)能(neng)(neng)(neng)需(xu)(xu)求(qiu)推廣(guang)可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)(nuan)(nuan)(nuan)技(ji)術,合(he)(he)理布局可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)(nuan)(nuan)(nuan)項目(mu)。做好可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)(nuan)(nuan)(nuan)與其他供(gong)暖(nuan)(nuan)(nuan)(nuan)(nuan)(nuan)方式(shi)的(de)(de)(de)銜(xian)(xian)接(jie)工(gong)作,支持建設(she)可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)與其他供(gong)暖(nuan)(nuan)(nuan)(nuan)(nuan)(nuan)方式(shi)相結合(he)(he)的(de)(de)(de)互補供(gong)暖(nuan)(nuan)(nuan)(nuan)(nuan)(nuan)體(ti)系(xi)。在(zai)城(cheng)市更新(xin)、城(cheng)鎮新(xin)區、產業園(區)的(de)(de)(de)規(gui)(gui)劃(hua)建設(she)過(guo)程(cheng)中(zhong),做好可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)(nuan)(nuan)(nuan)與城(cheng)市發(fa)展規(gui)(gui)劃(hua)的(de)(de)(de)銜(xian)(xian)接(jie),促進可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)與常規(gui)(gui)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)(nuan)(nuan)(nuan)系(xi)統融合(he)(he)。重點關注城(cheng)鎮供(gong)暖(nuan)(nuan)(nuan)(nuan)(nuan)(nuan)體(ti)系(xi)和熱力管網的(de)(de)(de)規(gui)(gui)劃(hua)設(she)計和改造,根(gen)據可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)的(de)(de)(de)特點優化設(she)計供(gong)熱管網。在(zai)鄉(xiang)村振興戰略(lve)實施過(guo)程(cheng)中(zhong),做好可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)(nuan)(nuan)(nuan)與鄉(xiang)村振興戰略(lve)規(gui)(gui)劃(hua)的(de)(de)(de)銜(xian)(xian)接(jie),將可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)作為滿足鄉(xiang)村取暖(nuan)(nuan)(nuan)(nuan)(nuan)(nuan)需(xu)(xu)求(qiu)的(de)(de)(de)重要方式(shi)之一。
二(er)、因地制宜推(tui)廣各類可(ke)再(zai)生能源供(gong)暖技(ji)術
(一(yi))積極推(tui)(tui)(tui)廣(guang)(guang)地(di)(di)(di)熱(re)(re)(re)能(neng)開(kai)(kai)發利(li)(li)用(yong)(yong)。重點推(tui)(tui)(tui)進(jin)中深層(ceng)地(di)(di)(di)熱(re)(re)(re)能(neng)供(gong)(gong)暖,按照“以灌定采(cai)、采(cai)灌均(jun)衡、水(shui)(shui)(shui)(shui)熱(re)(re)(re)均(jun)衡”的原則,根據地(di)(di)(di)熱(re)(re)(re)形成(cheng)機理、地(di)(di)(di)熱(re)(re)(re)資(zi)源(yuan)(yuan)品位和資(zi)源(yuan)(yuan)量、地(di)(di)(di)下(xia)(xia)水(shui)(shui)(shui)(shui)生(sheng)態(tai)環境條(tiao)件(jian),實(shi)施總(zong)量控(kong)制,分(fen)(fen)區分(fen)(fen)類管理,以集中與分(fen)(fen)散(san)相(xiang)結合的方式推(tui)(tui)(tui)進(jin)中深層(ceng)地(di)(di)(di)熱(re)(re)(re)能(neng)供(gong)(gong)暖。在條(tiao)件(jian)適宜的地(di)(di)(di)區加大(da)“井下(xia)(xia)換熱(re)(re)(re)”技術推(tui)(tui)(tui)廣(guang)(guang)應用(yong)(yong)力度。積極開(kai)(kai)發淺層(ceng)地(di)(di)(di)熱(re)(re)(re)能(neng)供(gong)(gong)暖,經濟高效(xiao)(xiao)替代(dai)散(san)煤(mei)供(gong)(gong)暖,在有條(tiao)件(jian)的地(di)(di)(di)區發展(zhan)地(di)(di)(di)表水(shui)(shui)(shui)(shui)源(yuan)(yuan)、土壤(rang)源(yuan)(yuan)、地(di)(di)(di)下(xia)(xia)水(shui)(shui)(shui)(shui)源(yuan)(yuan)供(gong)(gong)暖制冷(leng)等。鼓勵利(li)(li)用(yong)(yong)油田采(cai)出水(shui)(shui)(shui)(shui)開(kai)(kai)展(zhan)地(di)(di)(di)熱(re)(re)(re)能(neng)供(gong)(gong)暖、地(di)(di)(di)下(xia)(xia)水(shui)(shui)(shui)(shui)資(zi)源(yuan)(yuan)與所含礦物質(zhi)資(zi)源(yuan)(yuan)綜合利(li)(li)用(yong)(yong)等。在地(di)(di)(di)下(xia)(xia)水(shui)(shui)(shui)(shui)飲(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)源(yuan)(yuan)地(di)(di)(di)及其(qi)保護區范圍內,禁止以保護的目標含水(shui)(shui)(shui)(shui)層(ceng)作(zuo)為熱(re)(re)(re)泵水(shui)(shui)(shui)(shui)源(yuan)(yuan)。在地(di)(di)(di)下(xia)(xia)水(shui)(shui)(shui)(shui)禁限(xian)采(cai)區、深層(ceng)(承(cheng)壓)含水(shui)(shui)(shui)(shui)層(ceng)以及地(di)(di)(di)熱(re)(re)(re)水(shui)(shui)(shui)(shui)無(wu)法有效(xiao)(xiao)回灌的地(di)(di)(di)區或(huo)對應含水(shui)(shui)(shui)(shui)層(ceng),禁止以地(di)(di)(di)下(xia)(xia)水(shui)(shui)(shui)(shui)作(zuo)為熱(re)(re)(re)泵水(shui)(shui)(shui)(shui)源(yuan)(yuan)。地(di)(di)(di)下(xia)(xia)水(shui)(shui)(shui)(shui)回灌不(bu)得造成(cheng)地(di)(di)(di)下(xia)(xia)水(shui)(shui)(shui)(shui)污染(ran)。
(二)合(he)理發(fa)(fa)展生(sheng)物(wu)(wu)(wu)(wu)質能供暖。有序發(fa)(fa)展生(sheng)物(wu)(wu)(wu)(wu)質熱(re)(re)電(dian)聯產(chan),因(yin)地(di)制(zhi)宜加快生(sheng)物(wu)(wu)(wu)(wu)質發(fa)(fa)電(dian)向熱(re)(re)電(dian)聯產(chan)轉(zhuan)型(xing)升級,為具備(bei)資源條件的縣(xian)城(cheng)、人口(kou)集中(zhong)的農(nong)村(cun)提(ti)供民用(yong)(yong)供暖,以及為中(zhong)小工(gong)業園區集中(zhong)供熱(re)(re)。合(he)理發(fa)(fa)展以農(nong)林生(sheng)物(wu)(wu)(wu)(wu)質、生(sheng)物(wu)(wu)(wu)(wu)質成型(xing)燃(ran)料(liao)(liao)(liao)、生(sheng)物(wu)(wu)(wu)(wu)天然氣等為燃(ran)料(liao)(liao)(liao)的生(sheng)物(wu)(wu)(wu)(wu)質供暖,鼓勵(li)采用(yong)(yong)大(da)中(zhong)型(xing)鍋(guo)爐,在農(nong)村(cun)、城(cheng)鎮(zhen)等人口(kou)聚(ju)集區進行區域集中(zhong)供暖。生(sheng)物(wu)(wu)(wu)(wu)質鍋(guo)爐不(bu)得摻燒煤炭、垃圾、工(gong)業固體廢物(wu)(wu)(wu)(wu)等其(qi)他物(wu)(wu)(wu)(wu)料(liao)(liao)(liao),配套建設(she)布袋除塵(chen)等高效治污設(she)施,確保達標排放(fang)(fang),鼓勵(li)達到超低(di)排放(fang)(fang)。在大(da)氣污染防治非重(zhong)點(dian)地(di)區農(nong)村(cun),可(ke)按照就地(di)取材原則,因(yin)地(di)制(zhi)宜推(tui)廣戶用(yong)(yong)生(sheng)物(wu)(wu)(wu)(wu)質供暖。
(三)繼續推進太(tai)(tai)陽(yang)(yang)(yang)能(neng)、風(feng)(feng)電(dian)(dian)供(gong)暖(nuan)(nuan)。鼓勵大(da)中型城市有供(gong)暖(nuan)(nuan)需(xu)(xu)求(qiu)的(de)民用建(jian)筑優先使用太(tai)(tai)陽(yang)(yang)(yang)能(neng)供(gong)暖(nuan)(nuan)系(xi)統(tong)(tong);鼓勵在小城鎮(zhen)和農村地(di)區(qu)使用戶用太(tai)(tai)陽(yang)(yang)(yang)能(neng)供(gong)暖(nuan)(nuan)系(xi)統(tong)(tong);在農業(ye)大(da)棚(peng)、養殖等(deng)用熱需(xu)(xu)求(qiu)大(da)且與(yu)太(tai)(tai)陽(yang)(yang)(yang)能(neng)特性相匹配的(de)行業(ye)充分利用太(tai)(tai)陽(yang)(yang)(yang)能(neng)供(gong)暖(nuan)(nuan);在集中供(gong)暖(nuan)(nuan)網未覆蓋、有冷熱雙(shuang)供(gong)需(xu)(xu)求(qiu)的(de)地(di)區(qu)試點使用太(tai)(tai)陽(yang)(yang)(yang)能(neng)熱水、供(gong)暖(nuan)(nuan)和制冷三聯供(gong)系(xi)統(tong)(tong);鼓勵采(cai)用太(tai)(tai)陽(yang)(yang)(yang)能(neng)供(gong)暖(nuan)(nuan)與(yu)其他供(gong)暖(nuan)(nuan)方式相結(jie)合的(de)互補供(gong)暖(nuan)(nuan)系(xi)統(tong)(tong)。構建(jian)政府(fu)、電(dian)(dian)網企業(ye)、發電(dian)(dian)企業(ye)、用戶側共同(tong)參(can)與(yu)的(de)風(feng)(feng)電(dian)(dian)供(gong)暖(nuan)(nuan)協(xie)作(zuo)機制,通過(guo)熱力(li)站點蓄熱鍋爐與(yu)風(feng)(feng)電(dian)(dian)場(chang)聯合調(diao)度運行實現風(feng)(feng)電(dian)(dian)清(qing)潔供(gong)暖(nuan)(nuan),提高風(feng)(feng)電(dian)(dian)供(gong)暖(nuan)(nuan)項(xiang)目整體(ti)運營效率和經濟(ji)性。
三、繼續推動試點示范工(gong)作和重(zhong)大項(xiang)目建(jian)設(she)
在具備條件(jian)的(de)(de)地(di)(di)區(qu)開(kai)展試點(dian)(dian)示范(fan)(fan)工(gong)作(zuo)和(he)重大項(xiang)(xiang)目(mu)建(jian)設(she),探(tan)索(suo)可(ke)再生(sheng)(sheng)能(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)(nuan)項(xiang)(xiang)目(mu)運行和(he)管(guan)理經驗。在地(di)(di)熱(re)(re)資(zi)(zi)源(yuan)(yuan)稟(bing)賦較好(hao)的(de)(de)地(di)(di)區(qu)可(ke)實施地(di)(di)熱(re)(re)能(neng)供(gong)暖(nuan)(nuan)(nuan)(nuan)重大項(xiang)(xiang)目(mu)建(jian)設(she)和(he)重點(dian)(dian)項(xiang)(xiang)目(mu)推(tui)廣(guang)。鼓(gu)勵(li)開(kai)展中(zhong)(zhong)深層地(di)(di)熱(re)(re)能(neng)集中(zhong)(zhong)利(li)(li)(li)用示范(fan)(fan)工(gong)作(zuo),示范(fan)(fan)不(bu)同地(di)(di)熱(re)(re)資(zi)(zi)源(yuan)(yuan)品(pin)位的(de)(de)供(gong)暖(nuan)(nuan)(nuan)(nuan)利(li)(li)(li)用模(mo)式(shi)和(he)應用范(fan)(fan)圍(wei),探(tan)索(suo)有利(li)(li)(li)于(yu)地(di)(di)熱(re)(re)能(neng)開(kai)發(fa)利(li)(li)(li)用的(de)(de)新(xin)型管(guan)理技(ji)術和(he)市(shi)場運營(ying)模(mo)式(shi)。宜采(cai)取(qu)地(di)(di)熱(re)(re)區(qu)塊整體(ti)(ti)開(kai)發(fa)的(de)(de)方(fang)式(shi)推(tui)進(jin)地(di)(di)熱(re)(re)供(gong)暖(nuan)(nuan)(nuan)(nuan),調動企業保護資(zi)(zi)源(yuan)(yuan)、可(ke)持(chi)續開(kai)發(fa)的(de)(de)積(ji)極性。鼓(gu)勵(li)以(yi)縣為單位推(tui)進(jin)生(sheng)(sheng)物質(zhi)(zhi)清潔(jie)供(gong)暖(nuan)(nuan)(nuan)(nuan)運行管(guan)理,一(yi)個縣域(yu)(yu)由(you)一(yi)個項(xiang)(xiang)目(mu)單位統(tong)(tong)一(yi)推(tui)進(jin),統(tong)(tong)籌(chou)(chou)規(gui)劃布局、完(wan)善建(jian)設(she)方(fang)案(an)、強(qiang)化項(xiang)(xiang)目(mu)運營(ying)、協調資(zi)(zi)源(yuan)(yuan)收儲、完(wan)善終端服(fu)務,破解生(sheng)(sheng)物質(zhi)(zhi)供(gong)暖(nuan)(nuan)(nuan)(nuan)小(xiao)而散(san)(san)的(de)(de)問(wen)題,規(gui)范(fan)(fan)管(guan)理體(ti)(ti)系,提升經濟競爭力。積(ji)極探(tan)索(suo)分(fen)散(san)(san)型農(nong)(nong)村(cun)生(sheng)(sheng)物質(zhi)(zhi)資(zi)(zi)源(yuan)(yuan)利(li)(li)(li)用管(guan)理模(mo)式(shi),鼓(gu)勵(li)在居住分(fen)散(san)(san)、集中(zhong)(zhong)供(gong)暖(nuan)(nuan)(nuan)(nuan)供(gong)氣困難、生(sheng)(sheng)物質(zhi)(zhi)資(zi)(zi)源(yuan)(yuan)豐富的(de)(de)農(nong)(nong)村(cun)地(di)(di)區(qu),以(yi)縣域(yu)(yu)為單位統(tong)(tong)籌(chou)(chou)考慮開(kai)展生(sheng)(sheng)物質(zhi)(zhi)能(neng)加工(gong)站建(jian)設(she)試點(dian)(dian),對當地(di)(di)生(sheng)(sheng)物質(zhi)(zhi)資(zi)(zi)源(yuan)(yuan)實行統(tong)(tong)一(yi)開(kai)發(fa)、運營(ying)、服(fu)務和(he)管(guan)理,有效降低農(nong)(nong)村(cun)地(di)(di)區(qu)生(sheng)(sheng)物質(zhi)(zhi)能(neng)取(qu)暖(nuan)(nuan)(nuan)(nuan)成本,提高農(nong)(nong)村(cun)生(sheng)(sheng)物質(zhi)(zhi)資(zi)(zi)源(yuan)(yuan)綜合(he)利(li)(li)(li)用水(shui)平。堅(jian)持(chi)試點(dian)(dian)先(xian)行,鼓(gu)勵(li)開(kai)展以(yi)清潔(jie)能(neng)源(yuan)(yuan)為主體(ti)(ti)的(de)(de)局域(yu)(yu)電網和(he)微電網建(jian)設(she),支持(chi)將風電、光伏、儲能(neng)和(he)微電網方(fang)式(shi)用于(yu)北(bei)方(fang)地(di)(di)區(qu)取(qu)暖(nuan)(nuan)(nuan)(nuan)。
四(si)、做好可(ke)再生能源供(gong)暖支持政(zheng)策保障
綜合(he)考慮可再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源與(yu)常規(gui)能(neng)(neng)(neng)源供(gong)(gong)暖(nuan)成(cheng)(cheng)本(ben)、居(ju)民承(cheng)受能(neng)(neng)(neng)力等因素,合(he)理制(zhi)定供(gong)(gong)暖(nuan)價格,探索建立符合(he)市(shi)場化(hua)原(yuan)則的可再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源供(gong)(gong)暖(nuan)投資(zi)(zi)運(yun)營(ying)模式。鼓勵地方對地熱(re)能(neng)(neng)(neng)供(gong)(gong)暖(nuan)、生(sheng)(sheng)物(wu)質能(neng)(neng)(neng)清(qing)潔(jie)供(gong)(gong)暖(nuan)等可再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源供(gong)(gong)暖(nuan)項(xiang)目(mu)(mu)積極給予支持。鼓勵優先(xian)建設生(sheng)(sheng)物(wu)質熱(re)電聯(lian)產項(xiang)目(mu)(mu),從嚴控(kong)制(zhi)只發電不供(gong)(gong)熱(re)項(xiang)目(mu)(mu)。同等條(tiao)件下,生(sheng)(sheng)物(wu)質發電補貼優先(xian)支持生(sheng)(sheng)物(wu)質熱(re)電聯(lian)產項(xiang)目(mu)(mu)。地熱(re)能(neng)(neng)(neng)、戶用成(cheng)(cheng)型(xing)(xing)燃(ran)料爐具等居(ju)民供(gong)(gong)暖(nuan)方式不受供(gong)(gong)熱(re)特許經(jing)營(ying)權限制(zhi)。支持參與(yu)地熱(re)勘(kan)探評價的企業(ye)優先(xian)獲得地熱(re)資(zi)(zi)源特許經(jing)營(ying)資(zi)(zi)格。出臺體現生(sheng)(sheng)物(wu)質特點(dian)和(he)(he)清(qing)潔(jie)取(qu)暖(nuan)要求的生(sheng)(sheng)物(wu)質成(cheng)(cheng)型(xing)(xing)燃(ran)料標準和(he)(he)生(sheng)(sheng)物(wu)質爐具產品標準。
五、加強對關鍵技術設備的研發支持(chi)
支持對高溫型熱(re)泵可靠運行、井下(xia)高效換熱(re)、中(zhong)深層(ceng)(ceng)地(di)(di)熱(re)能“取熱(re)不取水(shui)(shui)”開(kai)發利用技(ji)術、中(zhong)深層(ceng)(ceng)地(di)(di)下(xia)熱(re)水(shui)(shui)采灌(guan)均衡、地(di)(di)熱(re)水(shui)(shui)開(kai)采和(he)冷水(shui)(shui)回灌(guan)過(guo)程可能造成的(de)(de)環境(jing)地(di)(di)質問題(ti)分(fen)析(xi)及環境(jing)影響評價、地(di)(di)熱(re)尾水(shui)(shui)回灌(guan)和(he)水(shui)(shui)處理、生物質鍋爐、上(shang)料系統和(he)戶用爐具安全使(shi)用及脫硝(xiao)、太(tai)陽能季節性(xing)儲熱(re)供暖(nuan)等關鍵(jian)技(ji)術和(he)設備的(de)(de)研發。重視可再生能源(yuan)與常(chang)規能源(yuan)系統整合、集(ji)成技(ji)術的(de)(de)研發示(shi)范(fan),提高常(chang)規能源(yuan)系統對可再生能源(yuan)的(de)(de)接納能力。
六、完善可(ke)再生能(neng)源(yuan)供(gong)暖政府管(guan)理體(ti)系
明確(que)各地(di)(di)可(ke)再生能(neng)源(yuan)供(gong)暖工作(zuo)主管部門及各部門職責分工,避(bi)免出現缺(que)位管理、多頭管理、重復管理的(de)現象(xiang)。加強可(ke)再生能(neng)源(yuan)供(gong)暖工作(zuo)監管,建(jian)立健全項目前(qian)期(qi)、審批(pi)及運行過程的(de)監管機制,保障行業(ye)規范化管理。地(di)(di)熱(re)能(neng)方(fang)面,應建(jian)立企(qi)業(ye)回灌信(xin)用(yong)體系,支(zhi)持地(di)(di)熱(re)能(neng)可(ke)持續(xu)開(kai)發(fa)利用(yong)。
