10月10日(ri),青海省能源(yuan)局對謝(xie)康勇(yong)代表提(ti)出(chu)的《關于支持海南州“風光水熱儲”多能互補綜合(he)能源(yuan)供給(gei)體系建設(she)的建議》做出(chu)答復。其(qi)中指(zhi)出(chu),
推動風電光伏基地。截至目前,第一批大基地640萬千瓦建成投產,光熱項目正在加快建設。第二批大基地400萬(wan)(wan)千(qian)瓦(wa)進入建(jian)設(she)階段。第三批大基地項目300萬(wan)(wan)千(qian)瓦(wa)已完成備(bei)案手(shou)續(xu)。揭(jie)榜掛帥、市場化、增量混改等7個項目、165萬(wan)(wan)千(qian)瓦(wa),爭取下半年全(quan)部開工建(jian)設(she)。
大(da)力實施清潔(jie)能源供(gong)暖(nuan)替代工(gong)程,先后改(gai)造貴南(nan)、同(tong)德、興海三(san)縣集(ji)中供(gong)暖(nuan)面積252萬平方(fang)米,共和(he)縣城鎮(zhen)區地熱集(ji)中供(gong)暖(nuan)已(yi)完成(cheng)22萬平方(fang)米。
下一步,加快建設海南州風能(neng)太陽能(neng)資源(yuan)(yuan)觀測網絡,逐縣對接夯實新能(neng)源(yuan)(yuan)資源(yuan)(yuan)普查成果,完成重點區域現場踏(ta)勘(kan)。
加(jia)(jia)快(kuai)風(feng)光建(jian)(jian)設。推動(dong)國(guo)家第一批(pi)(pi)大(da)基地(di)光熱項目加(jia)(jia)快(kuai)建(jian)(jian)設,加(jia)(jia)快(kuai)國(guo)家第二批(pi)(pi)大(da)基地(di)項目全容量建(jian)(jian)成并(bing)網,加(jia)(jia)快(kuai)推進國(guo)家第三批(pi)(pi)大(da)基地(di)項目全部開工。
推(tui)(tui)動外送基(ji)地(di)。青(qing)豫(yu)直流(liu)(liu)工程。推(tui)(tui)動青(qing)豫(yu)直流(liu)(liu)滿功(gong)率運行(xing),實施青(qing)豫(yu)直流(liu)(liu)三年行(xing)動計劃,提升直流(liu)(liu)調峰(feng)支(zhi)撐能力(li)。海南(nan)戈壁基(ji)地(di)。銜接國家(jia)能源局盡快完成《海南(nan)州戈壁基(ji)地(di)實施方案(優化)》評審,積極對(dui)接受端(duan)省(sheng)份,盡快明確(que)受端(duan)落(luo)點,同步加快啟(qi)動配套外送通道可研工作。

一(yi)、海南州(zhou)清潔能源發展現狀
海南州立足資源(yuan)稟賦,全力推(tui)進清(qing)潔(jie)能(neng)源(yuan)產業(ye)快(kuai)速(su)發(fa)展(zhan)(zhan)(zhan),實現水、光、風、熱多能(neng)互補、集成(cheng)優化(hua)的發(fa)展(zhan)(zhan)(zhan)格局,以清(qing)潔(jie)能(neng)源(yuan)產業(ye)高質量發(fa)展(zhan)(zhan)(zhan)積極培育新經(jing)濟增長點。截至(zhi)目前(qian),海南州清(qing)潔(jie)能(neng)源(yuan)總裝機4616萬千(qian)瓦,充分發(fa)掘了清(qing)潔(jie)能(neng)源(yuan)對(dui)經(jing)濟發(fa)展(zhan)(zhan)(zhan)、生(sheng)態(tai)保(bao)護、民生(sheng)改善(shan)的積極作用。
(一)開(kai)展全州(zhou)資(zi)源(yuan)(yuan)(yuan)普(pu)查(cha)。組織重(zhong)點推動海南州(zhou)新能源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)普(pu)查(cha),全面摸清州(zhou)內土(tu)地、電(dian)網(wang)、資(zi)源(yuan)(yuan)(yuan)、項目現狀(zhuang),完(wan)(wan)成(cheng)新能源(yuan)(yuan)(yuan)土(tu)地、電(dian)網(wang)、資(zi)源(yuan)(yuan)(yuan)及項目開(kai)發(fa)現狀(zhuang)梳理(li),組織開(kai)展現場勘察、成(cheng)果核查(cha)等(deng)工(gong)作。編制完(wan)(wan)成(cheng)全州(zhou)風光資(zi)源(yuan)(yuan)(yuan)觀(guan)(guan)測網(wang)絡建(jian)設(she)方案(an),形成(cheng)開(kai)發(fa)區(qu)域(yu)(yu)全覆蓋(gai)、觀(guan)(guan)測要素全覆蓋(gai)的區(qu)域(yu)(yu)資(zi)源(yuan)(yuan)(yuan)觀(guan)(guan)測網(wang)絡建(jian)設(she)方案(an)。謀劃系(xi)統(tong)平臺建(jian)設(she)方案(an),打造(zao)集數據整合(he)、分析、可視化、決策支持于一體(ti)的綜合(he)性系(xi)統(tong)。
(二)深(shen)挖黃河水(shui)(shui)電(dian)(dian)(dian)基地。海(hai)南州已建成(cheng)(cheng)4座、共600萬(wan)(wan)千(qian)瓦(wa)中(zhong)大(da)型水(shui)(shui)電(dian)(dian)(dian)站(zhan),其(qi)中(zhong),龍羊峽水(shui)(shui)電(dian)(dian)(dian)站(zhan)128萬(wan)(wan)千(qian)瓦(wa)、尼那水(shui)(shui)電(dian)(dian)(dian)站(zhan)16萬(wan)(wan)千(qian)瓦(wa)、拉西瓦(wa)水(shui)(shui)電(dian)(dian)(dian)站(zhan)420萬(wan)(wan)千(qian)瓦(wa)、班多(duo)水(shui)(shui)電(dian)(dian)(dian)站(zhan)36萬(wan)(wan)千(qian)瓦(wa)。羊曲水(shui)(shui)電(dian)(dian)(dian)站(zhan)完(wan)成(cheng)(cheng)大(da)壩澆筑,3號機組、1號機組定(ding)子完(wan)成(cheng)(cheng)吊裝,年底將全容量并網。茨哈峽、爾多(duo)水(shui)(shui)電(dian)(dian)(dian)站(zhan)加快推動前期工作。
(三)推動風電光伏基地(di)(di)。截至目(mu)前,海(hai)南州已建(jian)(jian)成(cheng)(cheng)并(bing)網2008萬(wan)(wan)(wan)(wan)千(qian)瓦(wa),其中光伏1533萬(wan)(wan)(wan)(wan)千(qian)瓦(wa)、光熱5萬(wan)(wan)(wan)(wan)千(qian)瓦(wa)、風電470萬(wan)(wan)(wan)(wan)千(qian)瓦(wa)。省能源(yuan)局會(hui)(hui)同海(hai)南州發(fa)展改(gai)革委(能源(yuan)局)多次(ci)召開大型風電光伏基地(di)(di)項(xiang)(xiang)(xiang)目(mu)推進會(hui)(hui),督促建(jian)(jian)設(she)進度相對(dui)滯后(hou)的(de)項(xiang)(xiang)(xiang)目(mu)加快(kuai)推進相關工作(zuo)。第一批大基地(di)(di)640萬(wan)(wan)(wan)(wan)千(qian)瓦(wa)建(jian)(jian)成(cheng)(cheng)投產,光熱項(xiang)(xiang)(xiang)目(mu)正在加快(kuai)建(jian)(jian)設(she)。第二批大基地(di)(di)400萬(wan)(wan)(wan)(wan)千(qian)瓦(wa)進入(ru)建(jian)(jian)設(she)階段。第三批大基地(di)(di)項(xiang)(xiang)(xiang)目(mu)300萬(wan)(wan)(wan)(wan)千(qian)瓦(wa)已完成(cheng)(cheng)備案手(shou)續(xu)。揭榜掛帥、市場化、增(zeng)量混改(gai)等7個項(xiang)(xiang)(xiang)目(mu)、165萬(wan)(wan)(wan)(wan)千(qian)瓦(wa),爭(zheng)取(qu)下半年全部開工建(jian)(jian)設(she)。
(四(si))構建(jian)(jian)多元儲(chu)能(neng)體(ti)系(xi)。截(jie)至(zhi)目前,海(hai)南州建(jian)(jian)成投產新型儲(chu)能(neng)9座,裝機28.5萬千瓦。全省(sheng)建(jian)(jian)立新型儲(chu)能(neng)監管調(diao)度(du)機制(zhi),按(an)(an)月調(diao)度(du)、按(an)(an)季督導,推動新型儲(chu)能(neng)電站加快開展前期(qi)和(he)項目建(jian)(jian)設。加快推動哇讓、同德抽水蓄能(neng)電站建(jian)(jian)設。
(五)加快(kuai)推動(dong)(dong)海(hai)(hai)(hai)(hai)南(nan)基(ji)(ji)地(di)(di)。全力(li)(li)(li)推動(dong)(dong)海(hai)(hai)(hai)(hai)南(nan)州(zhou)(zhou)戈(ge)壁(bi)基(ji)(ji)地(di)(di)前期工(gong)作,組織相關設計單位優(you)化完成《青海(hai)(hai)(hai)(hai)省(sheng)海(hai)(hai)(hai)(hai)南(nan)州(zhou)(zhou)戈(ge)壁(bi)基(ji)(ji)地(di)(di)實施方案(an)》,并上報(bao)國(guo)(guo)(guo)家能(neng)源(yuan)(yuan)(yuan)局;優(you)化完成《關于青海(hai)(hai)(hai)(hai)省(sheng)海(hai)(hai)(hai)(hai)南(nan)州(zhou)(zhou)戈(ge)壁(bi)基(ji)(ji)地(di)(di)推進情況的(de)報(bao)告》上報(bao)國(guo)(guo)(guo)家發展改(gai)革(ge)(ge)委(wei)。7月,省(sheng)人(ren)大常(chang)委(wei)會(hui)副主任、海(hai)(hai)(hai)(hai)南(nan)州(zhou)(zhou)委(wei)書記呂剛(gang)帶隊(dui)到北(bei)京拜(bai)訪國(guo)(guo)(guo)家發展改(gai)革(ge)(ge)委(wei)、國(guo)(guo)(guo)家能(neng)源(yuan)(yuan)(yuan)局,匯報(bao)推動(dong)(dong)海(hai)(hai)(hai)(hai)南(nan)州(zhou)(zhou)戈(ge)壁(bi)基(ji)(ji)地(di)(di)相關工(gong)作。海(hai)(hai)(hai)(hai)南(nan)清(qing)(qing)潔(jie)能(neng)源(yuan)(yuan)(yuan)基(ji)(ji)地(di)(di)外(wai)(wai)送工(gong)程(cheng)通過中期滾動(dong)(dong)調整(zheng)納入國(guo)(guo)(guo)家“十四五”電力(li)(li)(li)發展規劃。省(sheng)能(neng)源(yuan)(yuan)(yuan)局積(ji)極會(hui)同省(sheng)電力(li)(li)(li)公(gong)司銜接國(guo)(guo)(guo)網(wang)經(jing)研院(yuan)等相關單位推進海(hai)(hai)(hai)(hai)南(nan)清(qing)(qing)潔(jie)能(neng)源(yuan)(yuan)(yuan)基(ji)(ji)地(di)(di)外(wai)(wai)送工(gong)程(cheng)研究(jiu)工(gong)作,配合國(guo)(guo)(guo)家電網(wang)公(gong)司啟動(dong)(dong)海(hai)(hai)(hai)(hai)南(nan)清(qing)(qing)潔(jie)能(neng)源(yuan)(yuan)(yuan)基(ji)(ji)地(di)(di)外(wai)(wai)送工(gong)程(cheng)預(yu)可研工(gong)作。
(六)網架結構(gou)穩步優化(hua)。截至目(mu)前(qian),海南(nan)州(zhou)在運±800千(qian)伏(fu)(fu)青豫直(zhi)流特高(gao)壓外(wai)送(song)工(gong)程1條(tiao);750千(qian)伏(fu)(fu)變(bian)電(dian)(dian)站(zhan)4座,分(fen)別為青南(nan)、塔拉、紅(hong)(hong)(hong)旗、香(xiang)加750千(qian)伏(fu)(fu)變(bian)電(dian)(dian)站(zhan);330千(qian)伏(fu)(fu)公(gong)網變(bian)2座,330千(qian)伏(fu)(fu)新能源匯集站(zhan)16座,州(zhou)內(nei)骨干網架基本建成。推(tui)動(dong)紅(hong)(hong)(hong)旗、香(xiang)加750千(qian)伏(fu)(fu)變(bian)電(dian)(dian)站(zhan)投產運行(xing),加快推(tui)進紅(hong)(hong)(hong)旗、香(xiang)加主變(bian)擴建,滿足(zu)州(zhou)內(nei)后續新能源項目(mu)接(jie)入(ru)。
(七)堅持(chi)生(sheng)(sheng)態協(xie)同發(fa)展。清潔能源助力鄉村振興(xing)。新(xin)(xin)能源電站(zhan)務工收入和征地(di)收益已成(cheng)(cheng)(cheng)為海南農牧區主要(yao)收入來源,特別是共和縣(xian)形成(cheng)(cheng)(cheng)了“板上發(fa)電、板間(jian)種草、板下(xia)養(yang)羊”的光(guang)伏(fu)產(chan)業發(fa)展模(mo)式。塔拉灘光(guang)伏(fu)產(chan)業園養(yang)殖(zhi)“光(guang)伏(fu)羊”2萬(wan)(wan)多只,年牧草產(chan)量達(da)11.8萬(wan)(wan)噸(dun),年節約(yue)養(yang)殖(zhi)成(cheng)(cheng)(cheng)本720萬(wan)(wan)元,持(chi)續帶動農牧民(min)增(zeng)收。光(guang)伏(fu)治(zhi)沙(sha)效果明顯。依(yi)托光(guang)伏(fu)治(zhi)沙(sha)新(xin)(xin)模(mo)式,采取鋼管(guan)樁(zhuang)機械施工等方式,海南州(zhou)(zhou)沙(sha)化(hua)土地(di)減(jian)少1.49萬(wan)(wan)公(gong)頃,光(guang)伏(fu)園區植(zhi)被覆蓋度達(da)80%以上,園區內(nei)鮮草產(chan)量、植(zhi)物(wu)種數分(fen)別是園區外的4倍、2倍以上,建成(cheng)(cheng)(cheng)12座生(sheng)(sheng)態光(guang)伏(fu)牧場(chang)、2100畝生(sheng)(sheng)態光(guang)伏(fu)林場(chang),實現“建一(yi)(yi)片光(guang)伏(fu),留一(yi)(yi)片綠色(se),造一(yi)(yi)片牧場(chang)”的多生(sheng)(sheng)態模(mo)式,推進全(quan)州(zhou)(zhou)生(sheng)(sheng)態、生(sheng)(sheng)產(chan)、生(sheng)(sheng)活“三生(sheng)(sheng)共贏”。
(八)清(qing)(qing)潔能(neng)源(yuan)惠民利民。大力實施清(qing)(qing)潔能(neng)源(yuan)供暖(nuan)替代工程,先后(hou)改造(zao)貴南、同德(de)、興海三縣集(ji)中供暖(nuan)面積252萬平方(fang)米,共和(he)縣城鎮區地熱集(ji)中供暖(nuan)已完成(cheng)22萬平方(fang)米。
(九)強化(hua)(hua)項(xiang)(xiang)目用(yong)(yong)(yong)地要素。一是按照堅持“項(xiang)(xiang)目跟著(zhu)規劃(hua)走計(ji)劃(hua)指(zhi)標跟隨項(xiang)(xiang)目走,分類保障(zhang)項(xiang)(xiang)目用(yong)(yong)(yong)地”的(de)原則,全面(mian)保障(zhang)海南(nan)州(zhou)重點清(qing)潔能源項(xiang)(xiang)目的(de)新增建設用(yong)(yong)(yong)地計(ji)劃(hua)指(zhi)標。二是創(chuang)新用(yong)(yong)(yong)地要素保障(zhang)服務(wu)機制(zhi)(zhi)(zhi)。建立多部門協同的(de)項(xiang)(xiang)目選址選線、項(xiang)(xiang)目用(yong)(yong)(yong)地會商、土地要素保障(zhang)服務(wu)專班(ban)、預(yu)檢查對接機制(zhi)(zhi)(zhi),保障(zhang)海南(nan)州(zhou)清(qing)潔能源建設項(xiang)(xiang)目依法依規落地。三(san)是采(cai)取工作專班(ban)制(zhi)(zhi)(zhi)、縱向聯動制(zhi)(zhi)(zhi)、在線審批制(zhi)(zhi)(zhi)、預(yu)約辦理制(zhi)(zhi)(zhi)等方式,簡化(hua)(hua)審核審批流(liu)程,力求最短最優路徑,切實加(jia)快海南(nan)州(zhou)新能源項(xiang)(xiang)目審核審批進度。
二、存在的問題
雖(sui)然(ran)海南州清潔(jie)能源發(fa)(fa)展蓬勃,但在發(fa)(fa)展過程中(zhong)還(huan)存在矛盾性、突出性問(wen)題,總體表現為四個主要(yao)問(wen)題。
(一)常(chang)規電源(yuan)(yuan)支(zhi)撐不足。海南州清(qing)潔能源(yuan)(yuan)資(zi)(zi)源(yuan)(yuan)豐富,“光(guang)大風小”資(zi)(zi)源(yuan)(yuan)結(jie)構特性顯著,光(guang)伏裝機占比達52%,州內(nei)常(chang)規支(zhi)撐性電源(yuan)(yuan)為(wei)水電、總(zong)裝機618萬千(qian)瓦(wa),水電站、抽蓄站點資(zi)(zi)源(yuan)(yuan)盡管豐富,但建設周期久,現有支(zhi)撐調節(jie)電源(yuan)(yuan)難以滿(man)足電力系統保(bao)供、大型風電光(guang)伏基(ji)地外送的需求。
(二(er))電(dian)網承載能力有限。一是(shi)接入(ru)受(shou)限。海南州(zhou)現有四座750千(qian)伏變電(dian)站已無剩余接入(ru)空間,后(hou)續新能源(yuan)項目接入(ru)能力受(shou)限。二(er)是(shi)斷(duan)面(mian)受(shou)限。州(zhou)內常規(gui)電(dian)源(yuan)支撐薄弱(ruo),導致外送斷(duan)面(mian)能力有限。
(三)生產(chan)消納能(neng)(neng)力(li)錯位。2023年,海(hai)南(nan)州清潔能(neng)(neng)源(yuan)(yuan)發電量(liang)(liang)459億千瓦(wa)時,占全省清潔能(neng)(neng)源(yuan)(yuan)發電量(liang)(liang)的(de)54%,清潔能(neng)(neng)源(yuan)(yuan)發電量(liang)(liang)已遠超(chao)海(hai)南(nan)州消納能(neng)(neng)力(li),巨大的(de)綠色電力(li)供應能(neng)(neng)力(li)缺乏與(yu)之匹配(pei)的(de)產(chan)業(ye)規模(mo)。
(四)項(xiang)目(mu)(mu)落地(di)(di)難(nan)度加大。一是(shi)風資(zi)源不(bu)足。目(mu)(mu)前(qian)海南州(zhou)風電(dian)(dian)資(zi)源開(kai)發(fa)主要集中在切吉地(di)(di)區(qu),其它地(di)(di)區(qu)風資(zi)源稟賦掌握不(bu)足,全州(zhou)可開(kai)發(fa)利用(yong)風電(dian)(dian)資(zi)源儲備(bei)有限。二是(shi)用(yong)地(di)(di)受限。全州(zhou)規(gui)劃新(xin)(xin)能(neng)(neng)源項(xiang)目(mu)(mu)用(yong)地(di)(di)與(yu)國(guo)家相關政策(ce)要求矛盾,難(nan)以開(kai)發(fa)建(jian)設新(xin)(xin)項(xiang)目(mu)(mu),影響州(zhou)內后續大規(gui)模新(xin)(xin)能(neng)(neng)源項(xiang)目(mu)(mu)布局。
三、下一步工作計劃
(一(yi))堅(jian)持頂層(ceng)規(gui)(gui)(gui)(gui)劃。做(zuo)好規(gui)(gui)(gui)(gui)劃引(yin)領。組(zu)(zu)(zu)織編制(zhi)海(hai)南(nan)(nan)州(zhou)“十(shi)五(wu)(wu)五(wu)(wu)”規(gui)(gui)(gui)(gui)劃,系統(tong)總(zong)結“十(shi)四五(wu)(wu)”海(hai)南(nan)(nan)州(zhou)清潔能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)展成效及(ji)(ji)面臨(lin)趨勢,科(ke)學制(zhi)定“十(shi)五(wu)(wu)五(wu)(wu)”清潔能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)展目(mu)(mu)(mu)標,做(zuo)好海(hai)南(nan)(nan)州(zhou)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)規(gui)(gui)(gui)(gui)劃和全省能(neng)(neng)(neng)源(yuan)(yuan)(yuan)規(gui)(gui)(gui)(gui)劃、專項(xiang)規(gui)(gui)(gui)(gui)劃銜(xian)接工(gong)作。做(zuo)好資源(yuan)(yuan)(yuan)普(pu)查。加快(kuai)建(jian)設(she)海(hai)南(nan)(nan)州(zhou)風(feng)能(neng)(neng)(neng)太陽能(neng)(neng)(neng)資源(yuan)(yuan)(yuan)觀(guan)測網(wang)絡,逐縣(xian)對接夯實新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)普(pu)查成果(guo),完(wan)成重點區域現場踏勘。同時,組(zu)(zu)(zu)織編制(zhi)海(hai)南(nan)(nan)州(zhou)風(feng)電(dian)(dian)和太陽能(neng)(neng)(neng)發(fa)電(dian)(dian)有(you)序開發(fa)利用實施方(fang)案,提升(sheng)資源(yuan)(yuan)(yuan)普(pu)查成果(guo)的轉化(hua)(hua)率,確(que)(que)保(bao)普(pu)查成果(guo)真實詳(xiang)盡精準有(you)效。強化(hua)(hua)要素保(bao)障。加強對海(hai)南(nan)(nan)州(zhou)及(ji)(ji)所轄(xia)各縣(xian)級國土空(kong)間(jian)總(zong)體規(gui)(gui)(gui)(gui)劃的監督實施管理(li),組(zu)(zu)(zu)織編制(zhi)海(hai)南(nan)(nan)州(zhou)清潔能(neng)(neng)(neng)源(yuan)(yuan)(yuan)國土空(kong)間(jian)規(gui)(gui)(gui)(gui)劃,及(ji)(ji)時將各類清潔能(neng)(neng)(neng)源(yuan)(yuan)(yuan)項(xiang)目(mu)(mu)(mu)布局等空(kong)間(jian)信息納入國土空(kong)間(jian)規(gui)(gui)(gui)(gui)劃“一(yi)張圖(tu)”,特別是針(zhen)對水電(dian)(dian)、抽(chou)水蓄能(neng)(neng)(neng)、外送(song)通道、骨干電(dian)(dian)網(wang)等重大能(neng)(neng)(neng)源(yuan)(yuan)(yuan)項(xiang)目(mu)(mu)(mu)強化(hua)(hua)用地用草用林用水指標保(bao)障,確(que)(que)保(bao)規(gui)(gui)(gui)(gui)劃項(xiang)目(mu)(mu)(mu)落地實施。
(二(er))加(jia)(jia)(jia)快(kuai)(kuai)(kuai)項(xiang)目(mu)(mu)(mu)建(jian)(jian)設。推(tui)進支撐電(dian)源。確保(bao)今年按期建(jian)(jian)成羊曲水電(dian)站,加(jia)(jia)(jia)快(kuai)(kuai)(kuai)推(tui)動(dong)茨哈峽、爾(er)多水電(dian)站前期,力(li)爭“十五(wu)五(wu)”核準開工(gong)。加(jia)(jia)(jia)快(kuai)(kuai)(kuai)風(feng)光建(jian)(jian)設。推(tui)動(dong)國家(jia)第(di)一(yi)批(pi)大(da)基地光熱項(xiang)目(mu)(mu)(mu)加(jia)(jia)(jia)快(kuai)(kuai)(kuai)建(jian)(jian)設,加(jia)(jia)(jia)快(kuai)(kuai)(kuai)國家(jia)第(di)二(er)批(pi)大(da)基地項(xiang)目(mu)(mu)(mu)全容量建(jian)(jian)成并網,加(jia)(jia)(jia)快(kuai)(kuai)(kuai)推(tui)進國家(jia)第(di)三批(pi)大(da)基地項(xiang)目(mu)(mu)(mu)全部開工(gong)。
(三(san))推動外送基地(di)。青(qing)(qing)豫(yu)直流工程(cheng)。推動青(qing)(qing)豫(yu)直流滿功率運行,實施(shi)青(qing)(qing)豫(yu)直流三(san)年行動計(ji)劃,提升直流調峰支撐能力。海南戈壁基地(di)。銜接國(guo)家能源(yuan)局(ju)盡快完(wan)成《海南州戈壁基地(di)實施(shi)方(fang)案(an)(優化(hua))》評審,積極(ji)對接受(shou)端省(sheng)份,盡快明確受(shou)端落點,同步加(jia)快啟動配(pei)套外送通(tong)道(dao)可研工作。治沙(sha)協(xie)同發(fa)展。根據國(guo)家“三(san)北”工程(cheng)與(yu)光(guang)伏(fu)(fu)產業(ye)融(rong)合(he)發(fa)展要(yao)求,省(sheng)能源(yuan)局(ju)會同省(sheng)林(lin)草局(ju)開展林(lin)草資(zi)源(yuan)狀(zhuang)況評估和光(guang)伏(fu)(fu)發(fa)電項目生態適應性評價,研究編制《青(qing)(qing)海省(sheng)光(guang)伏(fu)(fu)產業(ye)林(lin)草沙(sha)地(di)利用區劃報(bao)告》,在(zai)共和盆地(di)探索開展“光(guang)伏(fu)(fu)治沙(sha)”工作。
(四)新(xin)型(xing)電(dian)力系統。完(wan)善網(wang)(wang)架(jia)結構(gou)。制定海南州(zhou)整體(ti)(ti)網(wang)(wang)架(jia)優化方案,沿黃河東西兩岸構(gou)建(jian)(jian)(jian)分層(ceng)分區立體(ti)(ti)網(wang)(wang)架(jia)。推動紅旗主變擴(kuo)(kuo)建(jian)(jian)(jian)盡(jin)快(kuai)開(kai)(kai)(kai)工,香加750千伏(fu)變電(dian)站(zhan)擴(kuo)(kuo)建(jian)(jian)(jian)工程(cheng)2025年投產。推動謀(mou)劃(hua)新(xin)750千伏(fu)輸變電(dian)工程(cheng)納(na)入國家(jia)電(dian)力規(gui)(gui)劃(hua),支持海南州(zhou)后續新(xin)能(neng)(neng)源開(kai)(kai)(kai)發。構(gou)建(jian)(jian)(jian)儲(chu)(chu)能(neng)(neng)體(ti)(ti)系。探索開(kai)(kai)(kai)展電(dian)網(wang)(wang)側大(da)規(gui)(gui)模電(dian)化學儲(chu)(chu)能(neng)(neng)電(dian)站(zhan)建(jian)(jian)(jian)設,加快(kuai)哇(wa)讓、同德(de)抽水蓄能(neng)(neng)電(dian)站(zhan)建(jian)(jian)(jian)設,積極推動龍羊峽(xia)儲(chu)(chu)能(neng)(neng)(一期)、共和(多隆)抽水蓄能(neng)(neng)電(dian)站(zhan)前期工作,全面構(gou)建(jian)(jian)(jian)多時間尺度儲(chu)(chu)能(neng)(neng)規(gui)(gui)模化應用、多種類型(xing)協同運行的(de)儲(chu)(chu)能(neng)(neng)體(ti)(ti)系。
(五(wu))優化(hua)(hua)保障(zhang)措施。強化(hua)(hua)電力交(jiao)易。充分挖掘黃河(he)上(shang)游(you)水電站調蓄能(neng)(neng)力,協(xie)調優化(hua)(hua)龍羊峽水庫(ku)水量(liang)調度(du),積極與西北分部、中(zhong)東部各購電省(sheng)(sheng)份協(xie)商,在年度(du)、月度(du)及月內交(jiao)易中(zhong)合(he)理調整外(wai)送曲線,實現海南(nan)(nan)州(zhou)午間光伏大發時段大量(liang)外(wai)送。以全(quan)省(sheng)(sheng)新能(neng)(neng)源最大化(hua)(hua)利用(yong)為目(mu)標,精益化(hua)(hua)開(kai)展大電網統一(yi)調度(du),為切實做好(hao)海南(nan)(nan)州(zhou)年度(du)新能(neng)(neng)源消納(na)工作(zuo)。深(shen)化(hua)(hua)用(yong)地保障(zhang)。深(shen)化(hua)(hua)“放管服”改(gai)(gai)革,持續深(shen)化(hua)(hua)用(yong)地審(shen)批制度(du)改(gai)(gai)革,進一(yi)步減(jian)少審(shen)批層級、優化(hua)(hua)審(shen)批流程、縮短用(yong)地審(shen)批周期,切實保障(zhang)海南(nan)(nan)州(zhou)清潔(jie)能(neng)(neng)源建設(she)項(xiang)目(mu)用(yong)地。
