《內蒙古自治區可再生能源發展報告2023》(以下簡稱《報告2023》)是宣傳內蒙古自治區可再生能源發展經驗的品牌和展示內蒙古自治區可再生能源發展成就的窗口,由內蒙古自治區能源局和水電水利規劃設計總院聯合編寫。《報告2023》涵蓋了可再生能源發展綜述、發展形勢、風力發電、太陽能發電、常規水電及抽水蓄能、生物質能、地熱能、新型儲能、氫能、市場化并網消納新能源項目、新能源開發布局與有序利用規劃方案、政策要點、熱點研究等13個篇章,從客觀數據入手作簡明入理分析,全面、客觀、準確反映了2022年內蒙古自治區可再生能源發展總體狀況,分類提出了發展趨勢、發展特點及對策建議,幫助行業更好認識和把握可再生能源發展的脈絡及規律,為政府規劃決策、專家深化研究、企業生產經營提供工作參考,對內蒙古自治區打造國家重要能源和戰略資源基地具有重要意義。
2022年(nian),內蒙(meng)古(gu)自(zi)治區(qu)堅定不移走以生(sheng)態優先、綠(lv)色發(fa)(fa)展(zhan)為(wei)導向的(de)高(gao)質量發(fa)(fa)展(zhan)新(xin)路子,堅持(chi)保(bao)大(da)局、為(wei)大(da)局,堅決扛(kang)起(qi)保(bao)障國家(jia)能(neng)源(yuan)安全(quan)重大(da)政治責任,加快推(tui)動能(neng)源(yuan)綠(lv)色低碳發(fa)(fa)展(zhan)。綜合考慮資源(yuan)潛力、土地利(li)用(yong)、電(dian)網架(jia)構、消(xiao)(xiao)(xiao)納(na)增長(chang)、產(chan)業布(bu)局等基(ji)礎條(tiao)件(jian),優化(hua)公網消(xiao)(xiao)(xiao)納(na)、市(shi)場化(hua)消(xiao)(xiao)(xiao)納(na)、外送消(xiao)(xiao)(xiao)納(na)新(xin)能(neng)源(yuan)開(kai)發(fa)(fa)布(bu)局和建(jian)設時(shi)序,開(kai)展(zhan)新(xin)能(neng)源(yuan)開(kai)發(fa)(fa)布(bu)局和有(you)序利(li)用(yong)規(gui)劃研究,實(shi)現資源(yuan)有(you)序開(kai)發(fa)(fa)和最(zui)優利(li)用(yong),推(tui)動新(xin)能(neng)源(yuan)產(chan)業高(gao)質量發(fa)(fa)展(zhan)。2022年(nian),內蒙(meng)古(gu)自(zi)治區(qu)新(xin)能(neng)源(yuan)裝(zhuang)機居全(quan)國第三(san)位(wei)、發(fa)(fa)電(dian)量居全(quan)國第一位(wei),能(neng)源(yuan)結構更趨(qu)清(qing)潔,可(ke)再(zai)生(sheng)能(neng)源(yuan)發(fa)(fa)電(dian)并網裝(zhuang)機容量占全(quan)自(zi)治區(qu)電(dian)力總裝(zhuang)機容量的(de)38.0%,全(quan)年(nian)可(ke)再(zai)生(sheng)能(neng)源(yuan)發(fa)(fa)電(dian)量占總發(fa)(fa)電(dian)量的(de)21.3%。2022年(nian)非水可(ke)再(zai)生(sheng)能(neng)源(yuan)電(dian)力消(xiao)(xiao)(xiao)納(na)責任權(quan)重實(shi)際完成值(zhi)為(wei)24.5%,超(chao)出國家(jia)下達目標值(zhi)2.6個百分點。
可再生能源裝機容量占全部電力裝機容量的38%,同比增長近13%
截至2022年底,內蒙古自(zi)治區各類電源(yuan)總裝(zhuang)(zhuang)機(ji)(ji)(ji)(ji)(ji)(ji)容(rong)量(liang)(liang)(liang)16915萬千(qian)瓦(wa),同(tong)比增(zeng)(zeng)長9.2%。其中可再生能源(yuan)發(fa)電裝(zhuang)(zhuang)機(ji)(ji)(ji)(ji)(ji)(ji)容(rong)量(liang)(liang)(liang)6423萬千(qian)瓦(wa),同(tong)比增(zeng)(zeng)長12.9%,可再生能源(yuan)裝(zhuang)(zhuang)機(ji)(ji)(ji)(ji)(ji)(ji)容(rong)量(liang)(liang)(liang)占全部電力裝(zhuang)(zhuang)機(ji)(ji)(ji)(ji)(ji)(ji)容(rong)量(liang)(liang)(liang)的38.0%,同(tong)比提高1.2個(ge)百分點。在(zai)可再生能源(yuan)裝(zhuang)(zhuang)機(ji)(ji)(ji)(ji)(ji)(ji)中,水電裝(zhuang)(zhuang)機(ji)(ji)(ji)(ji)(ji)(ji)容(rong)量(liang)(liang)(liang)241萬千(qian)瓦(wa)(含抽水蓄能120萬千(qian)瓦(wa)),同(tong)比持(chi)平;風電裝(zhuang)(zhuang)機(ji)(ji)(ji)(ji)(ji)(ji)容(rong)量(liang)(liang)(liang)4568萬千(qian)瓦(wa),同(tong)比增(zeng)(zeng)長14.3%;太陽能發(fa)電裝(zhuang)(zhuang)機(ji)(ji)(ji)(ji)(ji)(ji)容(rong)量(liang)(liang)(liang)1568萬千(qian)瓦(wa),同(tong)比增(zeng)(zeng)長11.0%;生物質發(fa)電裝(zhuang)(zhuang)機(ji)(ji)(ji)(ji)(ji)(ji)容(rong)量(liang)(liang)(liang)46萬千(qian)瓦(wa),同(tong)比增(zeng)(zeng)長21.1%。

2022年,內(nei)蒙古自治區各類電(dian)源全口徑總發(fa)電(dian)量(liang)6479億(yi)(yi)千(qian)(qian)(qian)(qian)瓦(wa)時,同比(bi)(bi)增長(chang)(chang)7.8%。可(ke)再生能源發(fa)電(dian)量(liang)1378億(yi)(yi)千(qian)(qian)(qian)(qian)瓦(wa)時,占(zhan)比(bi)(bi)21.3%,同比(bi)(bi)增長(chang)(chang)9.9%。其中,水電(dian)發(fa)電(dian)量(liang)43億(yi)(yi)千(qian)(qian)(qian)(qian)瓦(wa)時,同比(bi)(bi)降低30.6%;風電(dian)發(fa)電(dian)量(liang)1077億(yi)(yi)千(qian)(qian)(qian)(qian)瓦(wa)時,同比(bi)(bi)增長(chang)(chang)11.4%;太陽(yang)能發(fa)電(dian)量(liang)245億(yi)(yi)千(qian)(qian)(qian)(qian)瓦(wa)時,同比(bi)(bi)增長(chang)(chang)15.6%;生物質發(fa)電(dian)量(liang)14億(yi)(yi)千(qian)(qian)(qian)(qian)瓦(wa)時,同比(bi)(bi)增長(chang)(chang)16.7%。
新能(neng)源呈現多元化(hua)發展趨勢
內蒙古自治(zhi)區(qu)立足自身資源(yuan)(yuan)優勢(shi),多(duo)措并(bing)舉加快推(tui)動全區(qu)綠色低碳發(fa)展。在沙漠、戈壁、荒漠地(di)區(qu)規劃建(jian)(jian)設大型風電(dian)(dian)(dian)(dian)光伏(fu)基(ji)地(di),建(jian)(jian)立保障(zhang)性并(bing)網(wang)、市場化并(bing)網(wang)等多(duo)元保障(zhang)機制(zhi),穩步推(tui)動分(fen)散式(shi)風電(dian)(dian)(dian)(dian)與(yu)分(fen)布(bu)式(shi)光伏(fu)發(fa)電(dian)(dian)(dian)(dian)的開發(fa)利用(yong),實施工業園區(qu)可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)替代行動,同步推(tui)進燃煤電(dian)(dian)(dian)(dian)廠火(huo)電(dian)(dian)(dian)(dian)靈活性改造。全力推(tui)進風電(dian)(dian)(dian)(dian)、光伏(fu)等新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)大規模高比(bi)例開發(fa)利用(yong),在全國率(lv)先建(jian)(jian)成以新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)為(wei)主體(ti)的能(neng)(neng)(neng)源(yuan)(yuan)供給體(ti)系、率(lv)先構建(jian)(jian)以新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)為(wei)主體(ti)的新(xin)(xin)型電(dian)(dian)(dian)(dian)力系統,到2025年(nian)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)裝(zhuang)機規模超過(guo)(guo)火(huo)電(dian)(dian)(dian)(dian)裝(zhuang)機規模、2030年(nian)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)電(dian)(dian)(dian)(dian)總量超過(guo)(guo)火(huo)電(dian)(dian)(dian)(dian)發(fa)電(dian)(dian)(dian)(dian)總量。
推(tui)進新能源項目“標準地”建設
為推(tui)動(dong)新(xin)(xin)能(neng)源(yuan)項(xiang)(xiang)目降本增效(xiao),內蒙(meng)古自治區創新(xin)(xin)新(xin)(xin)能(neng)源(yuan)開(kai)發(fa)(fa)模式(shi),深化新(xin)(xin)能(neng)源(yuan)領域(yu)“放管服”改(gai)革,推(tui)進新(xin)(xin)能(neng)源(yuan)項(xiang)(xiang)目“標準(zhun)地”建設,引導新(xin)(xin)能(neng)源(yuan)產業健康(kang)有(you)序發(fa)(fa)展,發(fa)(fa)揮新(xin)(xin)能(neng)源(yuan)生態(tai)環境保護(hu)效(xiao)益,包括土體供應(ying)標準(zhun)化、新(xin)(xin)能(neng)源(yuan)建設標準(zhun)化、行政審(shen)批地方(fang)代辦化、電網工程和配(pei)套儲(chu)能(neng)設施(shi)同步化。
優先支持(chi)市場化并網消納項目
內蒙(meng)古(gu)自(zi)治區加快優(you)化(hua)調整能(neng)(neng)源(yuan)(yuan)結構,提升(sheng)可再(zai)生能(neng)(neng)源(yuan)(yuan)開發水平和(he)利(li)用(yong)效率,廣泛拓(tuo)展(zhan)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)應用(yong)場(chang)景,優(you)先支持全(quan)額自(zi)發自(zi)用(yong)和(he)不占(zhan)用(yong)電(dian)網(wang)(wang)調峰空(kong)間(jian)(jian)的市場(chang)化(hua)并(bing)(bing)網(wang)(wang)消納項(xiang)目(mu)。為(wei)多維度推進區內新(xin)(xin)能(neng)(neng)源(yuan)(yuan)開發建設,拓(tuo)展(zhan)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)消納空(kong)間(jian)(jian),內蒙(meng)古(gu)自(zi)治區能(neng)(neng)源(yuan)(yuan)局印發了(le)工業(ye)園區綠(lv)色供電(dian)項(xiang)目(mu)、全(quan)額自(zi)發自(zi)用(yong)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)項(xiang)目(mu)、火電(dian)靈活性改造消納新(xin)(xin)能(neng)(neng)源(yuan)(yuan)項(xiang)目(mu)、源(yuan)(yuan)網(wang)(wang)荷儲一體(ti)化(hua)項(xiang)目(mu)等六(liu)類市場(chang)化(hua)并(bing)(bing)網(wang)(wang)消納新(xin)(xin)能(neng)(neng)源(yuan)(yuan)項(xiang)目(mu)實施(shi)細則,并(bing)(bing)組織了(le)項(xiang)目(mu)申報工作,2022年共批復各類項(xiang)目(mu)107個、總規模2178萬千瓦。
1、風力發電方面
2022年(nian),內蒙(meng)古(gu)自治區風電新增并(bing)網裝(zhuang)機(ji)(ji)容(rong)量為572萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),較2021年(nian)新增裝(zhuang)機(ji)(ji)比例提升(sheng)明顯。2022年(nian),內蒙(meng)古(gu)自治區風電累計(ji)并(bing)網裝(zhuang)機(ji)(ji)容(rong)量達(da)4568萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),同比增長14.3%,約(yue)占全部(bu)電源累計(ji)裝(zhuang)機(ji)(ji)容(rong)量的(de)27.0%。分盟(meng)(市(shi))看(kan),內蒙(meng)古(gu)自治區風電裝(zhuang)機(ji)(ji)主(zhu)要集中在(zai)巴彥淖爾市(shi)、包頭市(shi)、赤峰市(shi)、通遼市(shi)、烏蘭察布市(shi)和錫(xi)林郭勒(le)盟(meng)6個盟(meng)(市(shi)),2022年(nian)底累計(ji)并(bing)網裝(zhuang)機(ji)(ji)容(rong)量均(jun)超(chao)過400萬(wan)(wan)千(qian)(qian)瓦(wa)(wa)。
2、太陽能發電方面
2022年,內蒙古(gu)自治(zhi)區太陽能(neng)(neng)發電新增(zeng)(zeng)并(bing)網(wang)裝機(ji)容(rong)量(liang)(liang)為156萬千(qian)瓦(wa)。截至2022年底,內蒙古(gu)自治(zhi)區太陽能(neng)(neng)發電累計(ji)并(bing)網(wang)裝機(ji)容(rong)量(liang)(liang)達到1558萬千(qian)瓦(wa)(不含10萬千(qian)瓦(wa)光熱(re)項目),同比增(zeng)(zeng)長11.1%,太陽能(neng)(neng)發電累計(ji)并(bing)網(wang)裝機(ji)容(rong)量(liang)(liang)居全國第十二位,約占全部電源總裝機(ji)容(rong)量(liang)(liang)的9.2%。分盟(市(shi)(shi)(shi))看,內蒙古(gu)自治(zhi)區太陽能(neng)(neng)發電裝機(ji)主要集中在鄂爾(er)(er)多斯市(shi)(shi)(shi)、包頭市(shi)(shi)(shi)、通(tong)遼市(shi)(shi)(shi)、烏(wu)蘭察布市(shi)(shi)(shi)、巴彥淖爾(er)(er)市(shi)(shi)(shi)、錫(xi)林郭(guo)勒(le)盟、呼和(he)浩特市(shi)(shi)(shi)等7個盟(市(shi)(shi)(shi)),2022年底累計(ji)并(bing)網(wang)裝機(ji)容(rong)量(liang)(liang)均超過100萬千(qian)瓦(wa)。

3、常規水電及(ji)抽水蓄能方面
常規水(shui)電(dian)(dian)裝機容量(liang)(liang)不變(bian),發(fa)(fa)電(dian)(dian)量(liang)(liang)較2021年(nian)降(jiang)低30.6%。已建(jian)(jian)(jian)投產抽(chou)水(shui)蓄能電(dian)(dian)站(zhan)持續發(fa)(fa)揮(hui)作用(yong),在(zai)建(jian)(jian)(jian)項(xiang)目工程(cheng)建(jian)(jian)(jian)設(she)(she)穩(wen)(wen)步推進,重點實(shi)施項(xiang)目前期工作穩(wen)(wen)步開(kai)展(zhan)。已建(jian)(jian)(jian)呼(hu)和(he)浩(hao)特(te)抽(chou)水(shui)蓄能電(dian)(dian)站(zhan)(120萬千(qian)瓦)在(zai)電(dian)(dian)力(li)(li)系(xi)統調峰填谷、調頻調相、事故備用(yong),助力(li)(li)新(xin)能源(yuan)消(xiao)納等方面發(fa)(fa)揮(hui)重要作用(yong),2022年(nian)全年(nian)累計(ji)發(fa)(fa)電(dian)(dian)量(liang)(liang)發(fa)(fa)電(dian)(dian)電(dian)(dian)量(liang)(liang)13.172億(yi)kWh。芝瑞抽(chou)水(shui)蓄能電(dian)(dian)站(zhan)、烏(wu)海抽(chou)水(shui)蓄能電(dian)(dian)站(zhan)正(zheng)在(zai)建(jian)(jian)(jian)設(she)(she),美岱抽(chou)水(shui)蓄能電(dian)(dian)站(zhan)、太陽溝抽(chou)水(shui)蓄能電(dian)(dian)站(zhan)已完(wan)成預可研工作。
4、生物質能方面
發(fa)(fa)展穩步推進,可(ke)開發(fa)(fa)潛力大。截至(zhi)2022年(nian)底,內(nei)蒙古自(zi)治區生物質發(fa)(fa)電(dian)(dian)(dian)累計并網裝機46萬(wan)(wan)(wan)千(qian)(qian)瓦,較2021年(nian)增長(chang)21.1%。農林生物質發(fa)(fa)電(dian)(dian)(dian)33.2萬(wan)(wan)(wan)千(qian)(qian)瓦,垃圾(ji)焚燒發(fa)(fa)電(dian)(dian)(dian)12.6萬(wan)(wan)(wan)千(qian)(qian)瓦,沼(zhao)氣發(fa)(fa)電(dian)(dian)(dian)0.29萬(wan)(wan)(wan)千(qian)(qian)瓦,生物質能(neng)發(fa)(fa)電(dian)(dian)(dian)量(liang)折合成標準煤(mei)約為21.9萬(wan)(wan)(wan)噸(dun)。
5、地熱能方面
內蒙(meng)(meng)古自治(zhi)區(qu)(qu)地(di)(di)(di)(di)(di)(di)熱(re)(re)資源豐(feng)(feng)富(fu),淺層地(di)(di)(di)(di)(di)(di)熱(re)(re)能、水(shui)熱(re)(re)型(xing)(xing)地(di)(di)(di)(di)(di)(di)熱(re)(re)均(jun)有發(fa)現。淺層地(di)(di)(di)(di)(di)(di)熱(re)(re)資源豐(feng)(feng)富(fu),分布廣泛,主(zhu)(zhu)要分布在河(he)套平原(yuan)、西(xi)遼河(he)平原(yuan)、阿拉善高(gao)(gao)原(yuan)、鄂(e)爾多斯(si)高(gao)(gao)原(yuan)和內蒙(meng)(meng)古北部(bu)高(gao)(gao)原(yuan)。自治(zhi)區(qu)(qu)水(shui)熱(re)(re)型(xing)(xing)地(di)(di)(di)(di)(di)(di)熱(re)(re)資源豐(feng)(feng)富(fu),分布相(xiang)對集中。水(shui)熱(re)(re)型(xing)(xing)地(di)(di)(di)(di)(di)(di)熱(re)(re)包括隆(long)起(qi)山地(di)(di)(di)(di)(di)(di)對流型(xing)(xing)和沉積盆(pen)地(di)(di)(di)(di)(di)(di)型(xing)(xing),隆(long)起(qi)山地(di)(di)(di)(di)(di)(di)對流型(xing)(xing)地(di)(di)(di)(di)(di)(di)熱(re)(re)田主(zhu)(zhu)要分布于(yu)大(da)(da)興(xing)安(an)嶺西(xi)南邊緣以及陰山東(dong)段、大(da)(da)興(xing)安(an)嶺山地(di)(di)(di)(di)(di)(di)西(xi)部(bu);沉積盆(pen)地(di)(di)(di)(di)(di)(di)型(xing)(xing)地(di)(di)(di)(di)(di)(di)熱(re)(re)田主(zhu)(zhu)要分布于(yu)由呼包平原(yuan)、臨河(he)盆(pen)地(di)(di)(di)(di)(di)(di)、鄂(e)爾多斯(si)盆(pen)地(di)(di)(di)(di)(di)(di)、烏海(hai)盆(pen)地(di)(di)(di)(di)(di)(di)組成(cheng)的環鄂(e)爾多斯(si)盆(pen)地(di)(di)(di)(di)(di)(di)群,盆(pen)地(di)(di)(di)(di)(di)(di)規模大(da)(da),熱(re)(re)儲層分布穩定,是自治(zhi)區(qu)(qu)地(di)(di)(di)(di)(di)(di)熱(re)(re)資源富(fu)集區(qu)(qu),其規模均(jun)為中等至特(te)大(da)(da)型(xing)(xing)地(di)(di)(di)(di)(di)(di)熱(re)(re)田。
6、新型儲能方面
內蒙古新(xin)(xin)型儲(chu)能(neng)(neng)(neng)尚(shang)處于(yu)起步階段,截至(zhi)2022年底(di)新(xin)(xin)型儲(chu)能(neng)(neng)(neng)發展總規(gui)模58萬(wan)千瓦,絕(jue)大部分(fen)為(wei)新(xin)(xin)能(neng)(neng)(neng)源(yuan)項目配建(jian)磷酸鐵鋰電池儲(chu)能(neng)(neng)(neng),產(chan)(chan)業(ye)布局在呼和浩特市(shi)(shi)、鄂(e)爾(er)多(duo)斯市(shi)(shi)、烏海市(shi)(shi)。推廣(guang)“新(xin)(xin)能(neng)(neng)(neng)源(yuan)+儲(chu)能(neng)(neng)(neng)”建(jian)設模式(shi),新(xin)(xin)建(jian)新(xin)(xin)能(neng)(neng)(neng)源(yuan)電站按(an)照不低(di)于(yu)裝(zhuang)機(ji)容量的(de)15%(2h)配置儲(chu)能(neng)(neng)(neng),在電網(wang)末端、工業(ye)園區、供電中樞(shu)、能(neng)(neng)(neng)源(yuan)基地等推進(jin)儲(chu)能(neng)(neng)(neng)規(gui)模化(hua)應用,提升系統運行靈活性。扶(fu)持培育儲(chu)能(neng)(neng)(neng)產(chan)(chan)業(ye)集(ji)群,形成技術先進(jin)、競爭(zheng)力強、規(gui)模體量大的(de)儲(chu)能(neng)(neng)(neng)裝(zhuang)備制(zhi)造產(chan)(chan)業(ye)集(ji)群。
