8月7日,山西省孝義市人民政府發布了《孝義市人民政府辦公室關于印發孝義市“十四五”節能減排實施方案的通知》(以下簡稱“通知”)。
在(zai)城(cheng)鎮綠色節能(neng)(neng)(neng)改造工程部分,通知指(zhi)出(chu),要加大可再(zai)生(sheng)能(neng)(neng)(neng)源應用(yong)(yong),持續推進太陽能(neng)(neng)(neng)光(guang)熱、光(guang)伏一體化建設和應用(yong)(yong),因地(di)制宜推廣地(di)源熱泵等清(qing)潔(jie)取暖技(ji)術,加快工業余熱、太陽能(neng)(neng)(neng)、地(di)熱能(neng)(neng)(neng)和生(sheng)物質能(neng)(neng)(neng)等在(zai)城(cheng)鎮供熱中(zhong)的規模化應用(yong)(yong),逐步擴大清(qing)潔(jie)能(neng)(neng)(neng)源建筑用(yong)(yong)能(neng)(neng)(neng)比例。
在公共(gong)機(ji)(ji)構(gou)能(neng)效提升(sheng)工(gong)程部分(fen),通知明確,要加快優化(hua)公共(gong)機(ji)(ji)構(gou)建筑用能(neng)結構(gou),按(an)照宜建盡建原(yuan)則,在黨(dang)政(zheng)機(ji)(ji)關、學校、醫院、場館等公共(gong)機(ji)(ji)構(gou)推廣太陽能(neng)光伏光熱項目。

孝義市“十四五”節能減排實施方案
為貫徹落實山(shan)西省人民政府《山(shan)西省“十(shi)(shi)四五(wu)”節(jie)能(neng)(neng)減排(pai)實施(shi)方案》(晉政發〔2022〕25號(hao)(hao))和呂(lv)梁市人民政府辦公室《呂(lv)梁市“十(shi)(shi)四五(wu)”節(jie)能(neng)(neng)減排(pai)實施(shi)方案》(呂(lv)政辦發〔2023〕2號(hao)(hao)),確保完(wan)成我市“十(shi)(shi)四五(wu)”節(jie)能(neng)(neng)減排(pai)任務,制定本方案。
一、總體要求
以(yi)習(xi)近(jin)平新時代中國特(te)色社會(hui)主(zhu)(zhu)義思(si)想為指導,全面貫(guan)徹(che)黨的二十大精神,深入貫(guan)徹(che)習(xi)近(jin)平生(sheng)態(tai)文明思(si)想和(he)(he)習(xi)近(jin)平總(zong)(zong)書記考(kao)察調研山西重要(yao)(yao)指示精神,認真落實省、呂梁市決策部署,堅持穩中求進工(gong)作(zuo)總(zong)(zong)基(ji)調,立足新發(fa)(fa)展(zhan)階(jie)段,完(wan)整(zheng)準確全面貫(guan)徹(che)新發(fa)(fa)展(zhan)理念,搶抓構建新發(fa)(fa)展(zhan)格局(ju)戰略機遇(yu),推(tui)動經濟社會(hui)高質(zhi)量發(fa)(fa)展(zhan),持續(xu)深化能(neng)(neng)源革命(ming)綜合改革試點,進一步完(wan)善能(neng)(neng)源消費(fei)強度和(he)(he)總(zong)(zong)量雙控(kong)(以(yi)下稱能(neng)(neng)耗雙控(kong))、污染(ran)物排放總(zong)(zong)量控(kong)制(zhi)制(zhi)度,健全節(jie)(jie)能(neng)(neng)減(jian)排政策機制(zhi),組織實施節(jie)(jie)能(neng)(neng)減(jian)排重點工(gong)程,推(tui)動能(neng)(neng)源利用效率大幅提高、主(zhu)(zhu)要(yao)(yao)污染(ran)物排放總(zong)(zong)量持續(xu)減(jian)少,實現節(jie)(jie)能(neng)(neng)降碳減(jian)污協同增效、生(sheng)態(tai)環(huan)境(jing)質(zhi)量持續(xu)改善,確保(bao)完(wan)成“十四五(wu)”節(jie)(jie)能(neng)(neng)減(jian)排目標(biao),為實現碳達峰、碳中和(he)(he)目標(biao)奠定堅實基(ji)礎。
二、主要目標
到2025年,全(quan)市(shi)單(dan)位地區生(sheng)產總(zong)值能(neng)源消耗比2020年下降15.5%,能(neng)源消費總(zong)量(liang)得到合理控(kong)(kong)制,化(hua)學需氧量(liang)、氨氮、氮氧化(hua)物(wu)、揮發性有(you)機物(wu)重(zhong)點(dian)工程(cheng)減排量(liang)完成呂梁市(shi)下達指標任務(wu)。節(jie)能(neng)減排政(zheng)策機制更加健全(quan),重(zhong)點(dian)行業能(neng)源利用效率(lv)和(he)主要污染物(wu)排放控(kong)(kong)制水平基(ji)本達到國際先進水平,經濟(ji)社會發展綠色轉型取得積(ji)極(ji)成效。
三、重點工程
(一)煤炭清潔高效利用工程。堅持以(yi)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭和(he)(he)(he)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)電(dian)(dian)、煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)電(dian)(dian)和(he)(he)(he)新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)、煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭和(he)(he)(he)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)化工、煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭產業和(he)(he)(he)數字技術、煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭產業和(he)(he)(he)降(jiang)(jiang)碳技術“五(wu)個一體(ti)化”為主要(yao)戰略方向,推(tui)(tui)動煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭綠(lv)色(se)清(qing)潔(jie)(jie)高(gao)效(xiao)利用(yong)。扎實推(tui)(tui)進(jin)全市(shi)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭消費(fei)減量(liang)替(ti)代(dai)工作,以(yi)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭清(qing)潔(jie)(jie)高(gao)效(xiao)利用(yong)為核心(xin),聚焦“增量(liang)控制、存(cun)量(liang)削減”,有序推(tui)(tui)進(jin)清(qing)潔(jie)(jie)能(neng)(neng)源(yuan)(yuan)(yuan)替(ti)代(dai),確保(bao)完成(cheng)(cheng)(cheng)我(wo)市(shi)“十(shi)四(si)五(wu)”煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭消費(fei)減量(liang)替(ti)代(dai)工作的(de)控制目標。大(da)力(li)推(tui)(tui)動煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)電(dian)(dian)機(ji)組(zu)實施節(jie)能(neng)(neng)改(gai)造(zao)(zao)、供(gong)熱(re)改(gai)造(zao)(zao)、靈活性改(gai)造(zao)(zao)“三改(gai)聯動”,“十(shi)四(si)五(wu)”期(qi)間完成(cheng)(cheng)(cheng)上(shang)級下(xia)(xia)(xia)達改(gai)造(zao)(zao)任(ren)務(wu),到2025年,全市(shi)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)電(dian)(dian)機(ji)組(zu)平均供(gong)電(dian)(dian)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)耗力(li)爭比2020年下(xia)(xia)(xia)降(jiang)(jiang)10克標準(zhun)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)/千瓦時。推(tui)(tui)進(jin)大(da)型燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)電(dian)(dian)廠熱(re)電(dian)(dian)聯產改(gai)造(zao)(zao),充分挖掘(jue)供(gong)熱(re)潛力(li),推(tui)(tui)動淘汰供(gong)熱(re)管網覆(fu)蓋范(fan)圍內的(de)燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)鍋爐和(he)(he)(he)散煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)。加(jia)大(da)落后燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)鍋爐和(he)(he)(he)燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)小(xiao)(xiao)(xiao)熱(re)電(dian)(dian)退出(chu)力(li)度,城市(shi)建(jian)成(cheng)(cheng)(cheng)區原(yuan)則上(shang)不再新(xin)建(jian)每(mei)小(xiao)(xiao)(xiao)時35蒸噸(dun)以(yi)下(xia)(xia)(xia)的(de)燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)鍋爐,每(mei)小(xiao)(xiao)(xiao)時65蒸噸(dun)及以(yi)上(shang)燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)鍋爐全部實施節(jie)能(neng)(neng)和(he)(he)(he)超低(di)排放改(gai)造(zao)(zao),推(tui)(tui)動以(yi)工業余(yu)熱(re)、電(dian)(dian)廠余(yu)熱(re)、清(qing)潔(jie)(jie)能(neng)(neng)源(yuan)(yuan)(yuan)等替(ti)代(dai)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭供(gong)熱(re)(蒸汽)。加(jia)快煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)礦智(zhi)能(neng)(neng)化改(gai)造(zao)(zao),到“十(shi)四(si)五(wu)”末(mo),全市(shi)大(da)型生產礦井及其(qi)他具備條件(jian)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)礦基(ji)本實現(xian)智(zhi)能(neng)(neng)化。有序推(tui)(tui)進(jin)充填開(kai)采(cai)、矸石返井等綠(lv)色(se)開(kai)采(cai)技術應(ying)用(yong),穩步推(tui)(tui)進(jin)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭洗(xi)選企(qi)業標準(zhun)化管理規范(fan)達標升(sheng)級,不斷降(jiang)(jiang)低(di)洗(xi)選行業能(neng)(neng)耗水平。抓好煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭分質分級梯(ti)級利用(yong),加(jia)快煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭由燃(ran)(ran)料向原(yuan)料、材料、終端產品轉變,推(tui)(tui)動煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭向高(gao)端高(gao)固碳率產品發展。到2025年,非化石能(neng)(neng)源(yuan)(yuan)(yuan)占(zhan)能(neng)(neng)源(yuan)(yuan)(yuan)消費(fei)總量(liang)比重完成(cheng)(cheng)(cheng)上(shang)級下(xia)(xia)(xia)達任(ren)務(wu)。在保(bao)障能(neng)(neng)源(yuan)(yuan)(yuan)安全前提下(xia)(xia)(xia),煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭消費(fei)量(liang)實現(xian)負增長(chang)。(市(shi)能(neng)(neng)源(yuan)(yuan)(yuan)局(ju)、工信局(ju)、生態環境分局(ju)等按職責分工負責)
(二)重點行業綠色升級工程。推(tui)(tui)動(dong)煤(mei)電、焦(jiao)化、有色(se)、建材、化工(gong)、煤(mei)炭洗選等重(zhong)點行(xing)業(ye)節能(neng)(neng)(neng)(neng)改造(zao)。推(tui)(tui)廣(guang)高(gao)效(xiao)精餾系統、高(gao)溫高(gao)壓(ya)干熄焦(jiao)、余熱利(li)用等節能(neng)(neng)(neng)(neng)技(ji)術(shu),加快推(tui)(tui)進(jin)清潔能(neng)(neng)(neng)(neng)源(yuan)(yuan)替(ti)代(dai)。推(tui)(tui)進(jin)焦(jiao)化、水(shui)泥(ni)行(xing)業(ye)節能(neng)(neng)(neng)(neng)改造(zao),到2025年(nian),全市水(shui)泥(ni)企業(ye)實施(shi)節能(neng)(neng)(neng)(neng)技(ji)術(shu)改造(zao)和超(chao)低(di)排放改造(zao)。新(xin)建數據中(zhong)心(xin)綠色(se)低(di)碳等級達到4A級以上。“十(shi)四五”時(shi)期,規模以上工(gong)業(ye)單位(wei)增(zeng)加值能(neng)(neng)(neng)(neng)耗下降(jiang)15.5%,萬元工(gong)業(ye)增(zeng)加值用水(shui)量比2020年(nian)下降(jiang)8%。到2025年(nian),通過實施(shi)節能(neng)(neng)(neng)(neng)降(jiang)碳行(xing)動(dong),焦(jiao)化、氧化鋁、水(shui)泥(ni)熟(shu)料、合成(cheng)氨等重(zhong)點行(xing)業(ye)產能(neng)(neng)(neng)(neng)和數據中(zhong)心(xin)達到能(neng)(neng)(neng)(neng)效(xiao)標桿水(shui)平(ping),行(xing)業(ye)整體(ti)能(neng)(neng)(neng)(neng)效(xiao)水(shui)平(ping)明顯提升。(市工(gong)信局(ju)、能(neng)(neng)(neng)(neng)源(yuan)(yuan)局(ju)、水(shui)利(li)局(ju)、生態(tai)環(huan)境分局(ju)等按職責分工(gong)負責)
(三)園區節能環保提升工程。合理引導(dao)工(gong)業企(qi)業向(xiang)園(yuan)(yuan)(yuan)區(qu)(qu)(qu)內集(ji)(ji)聚,推動(dong)園(yuan)(yuan)(yuan)區(qu)(qu)(qu)內能(neng)(neng)源系統整體優化(hua)(hua)和污染綜合整治,推進(jin)(jin)可再生能(neng)(neng)源在(zai)工(gong)業企(qi)業、園(yuan)(yuan)(yuan)區(qu)(qu)(qu)的應用,將可再生能(neng)(neng)源占比指標(biao)納入工(gong)業園(yuan)(yuan)(yuan)區(qu)(qu)(qu)考(kao)核體系。堅持基礎設施(shi)先(xian)行的原則,推進(jin)(jin)供(gong)熱、供(gong)電、污水處理、中水回(hui)用、生活垃圾及(ji)管網等公共基礎設施(shi)共建(jian)共享(xiang),強化(hua)(hua)園(yuan)(yuan)(yuan)區(qu)(qu)(qu)內工(gong)業污染防治,加快實施(shi)園(yuan)(yuan)(yuan)區(qu)(qu)(qu)內焦(jiao)化(hua)(hua)、氧(yang)化(hua)(hua)鋁等企(qi)業超低排(pai)放改造(zao),加強一般(ban)固體廢物、危險廢物集(ji)(ji)中貯存和處置,推動(dong)揮發(fa)性有機物及(ji)特征污染物集(ji)(ji)中治理等“綠島”項目建(jian)設。到2025年,力爭(zheng)建(jian)成節能(neng)(neng)環保示范園(yuan)(yuan)(yuan)區(qu)(qu)(qu)。(孝義經濟開發(fa)區(qu)(qu)(qu)、市發(fa)改局、工(gong)信局、能(neng)(neng)源局、生態(tai)環境(jing)分(fen)局等按職責(ze)分(fen)工(gong)負責(ze))
(四)城鎮綠色節能改造工程。全面推進城鎮綠色規劃、綠色建設、綠色運行管理,推動低碳城市、韌性城市、海綿城市、“無廢城市”建設。全面推廣綠色建筑,城鎮新建建筑全部按綠色建筑標準設計,公共建筑執行一星級及以上標準,超限高層執行三星級標準。統籌推進城鎮既有居住建筑、市政基礎設施和老舊小區節能改造,鼓勵運用市場化模式實施公共建筑綠色化改造。加大可再生能源應用,持續推進太陽能光熱、光伏(fu)一(yi)體化建設和應用,因地(di)(di)制(zhi)宜推廣地(di)(di)源熱(re)泵等(deng)清(qing)潔(jie)取暖技術(shu),加快工(gong)業余熱(re)、太(tai)陽能、地(di)(di)熱(re)能和生(sheng)物(wu)質能等(deng)在城鎮(zhen)供(gong)熱(re)中(zhong)(zhong)的規(gui)模(mo)化應用,逐(zhu)步擴大(da)(da)清(qing)潔(jie)能源建筑用能比例。實(shi)施(shi)綠(lv)色(se)高(gao)效(xiao)制(zhi)冷(leng)(leng)行(xing)動,以建筑中(zhong)(zhong)央空(kong)調、數(shu)據(ju)中(zhong)(zhong)心、商務產業園區、冷(leng)(leng)鏈物(wu)流等(deng)為(wei)重點,更(geng)新升級制(zhi)冷(leng)(leng)技術(shu)、設備,優化負荷供(gong)需匹配(pei),大(da)(da)幅(fu)提升制(zhi)冷(leng)(leng)系統能效(xiao)水平。加快實(shi)施(shi)智能化改造(zao)、管(guan)(guan)網(wang)更(geng)新改造(zao)和管(guan)(guan)網(wang)分(fen)區計(ji)量等(deng)供(gong)水管(guan)(guan)網(wang)漏(lou)損(sun)(sun)治理(li)工(gong)程。到2025年,城鎮(zhen)新建建筑全面執行(xing)綠(lv)色(se)建筑標準,城鎮(zhen)清(qing)潔(jie)取暖比例和綠(lv)色(se)高(gao)效(xiao)制(zhi)冷(leng)(leng)產品市場占有(you)率大(da)(da)幅(fu)提升,城市公共(gong)供(gong)水管(guan)(guan)網(wang)漏(lou)損(sun)(sun)率力爭(zheng)控(kong)制(zhi)在10%以內。(市住建局、城管(guan)(guan)局、自然資源局、交通局、能源局、生(sheng)態環境分(fen)局等(deng)按職責(ze)分(fen)工(gong)負責(ze))
(五)交通物流節能減排工程。推(tui)(tui)(tui)動(dong)(dong)(dong)綠(lv)色(se)公(gong)(gong)(gong)路建(jian)(jian)設(she),有序推(tui)(tui)(tui)進充換(huan)電、加(jia)(jia)(jia)注(氣)、加(jia)(jia)(jia)氫(qing)等(deng)基礎設(she)施(shi)建(jian)(jian)設(she)。持(chi)續推(tui)(tui)(tui)動(dong)(dong)(dong)城(cheng)市(shi)(shi)(shi)客運(yun)(yun)(yun)、城(cheng)市(shi)(shi)(shi)物(wu)(wu)(wu)流(liu)(liu)配(pei)送(song)車(che)(che)輛(liang)及營運(yun)(yun)(yun)客車(che)(che)新(xin)能(neng)源化、清(qing)潔化,提(ti)高城(cheng)市(shi)(shi)(shi)公(gong)(gong)(gong)交、出租、物(wu)(wu)(wu)流(liu)(liu)、環(huan)衛清(qing)掃等(deng)車(che)(che)輛(liang)使用(yong)(yong)新(xin)能(neng)源汽(qi)車(che)(che)的比(bi)例。積極發(fa)(fa)展多式聯運(yun)(yun)(yun)、甩掛運(yun)(yun)(yun)輸等(deng)高效(xiao)運(yun)(yun)(yun)輸組(zu)織模式,持(chi)續推(tui)(tui)(tui)動(dong)(dong)(dong)煤炭等(deng)大宗(zong)貨物(wu)(wu)(wu)和中長途貨物(wu)(wu)(wu)運(yun)(yun)(yun)輸“公(gong)(gong)(gong)轉(zhuan)(zhuan)鐵(tie)”。全面實施(shi)汽(qi)車(che)(che)國六(liu)排(pai)放(fang)(fang)標(biao)準和非道路移(yi)動(dong)(dong)(dong)柴(chai)油(you)機械國四排(pai)放(fang)(fang)標(biao)準,到(dao)2025年,基本淘汰(tai)國三及以(yi)下排(pai)放(fang)(fang)標(biao)準汽(qi)車(che)(che)。深入(ru)實施(shi)清(qing)潔柴(chai)油(you)機行動(dong)(dong)(dong),鼓勵重型柴(chai)油(you)貨車(che)(che)更新(xin)替代。實施(shi)汽(qi)車(che)(che)排(pai)放(fang)(fang)檢(jian)驗與(yu)維護制度,配(pei)合上級主管部門推(tui)(tui)(tui)進機動(dong)(dong)(dong)車(che)(che)排(pai)放(fang)(fang)召回管理。大力發(fa)(fa)展智能(neng)交通,積極運(yun)(yun)(yun)用(yong)(yong)大數(shu)據優化運(yun)(yun)(yun)輸組(zu)織模式。加(jia)(jia)(jia)快(kuai)綠(lv)色(se)倉(cang)儲建(jian)(jian)設(she),加(jia)(jia)(jia)強(qiang)倉(cang)庫(ku)建(jian)(jian)筑創新(xin)與(yu)節(jie)能(neng)減排(pai)技術應用(yong)(yong),鼓勵建(jian)(jian)設(she)綠(lv)色(se)物(wu)(wu)(wu)流(liu)(liu)園區。加(jia)(jia)(jia)快(kuai)周轉(zhuan)(zhuan)箱和快(kuai)遞(di)(di)袋推(tui)(tui)(tui)廣(guang)(guang)應用(yong)(yong),重點(dian)快(kuai)遞(di)(di)企業(ye)使用(yong)(yong)周轉(zhuan)(zhuan)箱和快(kuai)遞(di)(di)袋占比(bi)提(ti)高60%以(yi)上。全面推(tui)(tui)(tui)廣(guang)(guang)綠(lv)色(se)快(kuai)遞(di)(di)包裝(zhuang),引(yin)導電商企業(ye)、郵(you)(you)政快(kuai)遞(di)(di)企業(ye)選購(gou)使用(yong)(yong)獲得綠(lv)色(se)認證(zheng)的快(kuai)遞(di)(di)包裝(zhuang)產品(pin)。(市(shi)(shi)(shi)交通局(ju)(ju)(ju)(ju)、工信局(ju)(ju)(ju)(ju)、發(fa)(fa)改局(ju)(ju)(ju)(ju)、能(neng)源局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)場監管局(ju)(ju)(ju)(ju)、住建(jian)(jian)局(ju)(ju)(ju)(ju)、城(cheng)管局(ju)(ju)(ju)(ju)、公(gong)(gong)(gong)安局(ju)(ju)(ju)(ju)、財政局(ju)(ju)(ju)(ju)、生(sheng)態環(huan)境分局(ju)(ju)(ju)(ju)、郵(you)(you)政業(ye)發(fa)(fa)展中心等(deng)按職(zhi)責分工負責)

(二)健全污染物排放總量控制制度。堅持精準、科學、依法治污(wu),加強(qiang)(qiang)重點排污(wu)企業在(zai)線(xian)監控,推進實(shi)施重點減(jian)排工程(cheng),形(xing)成有效(xiao)減(jian)排能力。制(zhi)定(ding)污(wu)染物排放(fang)總(zong)量控制(zhi)計劃,優化(hua)(hua)總(zong)量減(jian)排指標分(fen)解方式。加強(qiang)(qiang)總(zong)量減(jian)排核(he)算(suan)信息化(hua)(hua)管理(li),強(qiang)(qiang)化(hua)(hua)污(wu)染物排放(fang)總(zong)量控制(zhi)制(zhi)度與排污(wu)許可、環(huan)境(jing)影響(xiang)評價審批等制(zhi)度銜接。完善污(wu)染物總(zong)量減(jian)排考核(he)體系,強(qiang)(qiang)化(hua)(hua)監測、核(he)查、考核(he),健(jian)全激勵約束機制(zhi),堅決杜絕重復(fu)計劃、弄虛作假,特別(bie)是不如實(shi)填報削減(jian)量和削減(jian)來源等現象(xiang)。(市生態環(huan)境(jing)分(fen)局、行政審批局負(fu)責)
(三)堅決遏制高耗能高排放低水平項目盲目發展。嚴格擬建“兩高(gao)(gao)”項(xiang)(xiang)目(mu)審核,項(xiang)(xiang)目(mu)主要產品設計(ji)能(neng)耗(hao)強(qiang)度需達到能(neng)耗(hao)先進水(shui)(shui)平、標桿水(shui)(shui)平或國(guo)際先進水(shui)(shui)平的較高(gao)(gao)值,嚴禁對“兩高(gao)(gao)”項(xiang)(xiang)目(mu)實施電(dian)價(jia)優惠。完善“兩高(gao)(gao)”項(xiang)(xiang)目(mu)融資政策(ce)(ce),引(yin)導、督促金融機構分類施策(ce)(ce),有效控(kong)制“兩高(gao)(gao)”項(xiang)(xiang)目(mu)信(xin)(xin)貸規(gui)模,對合規(gui)“兩高(gao)(gao)”項(xiang)(xiang)目(mu)綠色轉型發展(zhan)給(gei)予必要支持。(市發改局、工(gong)信(xin)(xin)局、生(sheng)態環境分局、能(neng)源局、人(ren)行孝義支行、銀保(bao)監組等按職責分工(gong)負責)
