日前,寧夏回(hui)族自(zi)治(zhi)區(qu)發展(zhan)改革(ge)委發布自(zi)治(zhi)區(qu)發展(zhan)改革(ge)委關于印發《寧夏回(hui)族自(zi)治(zhi)區(qu)可再生能源發展(zhan)“十四五”規劃(hua)》的通知。


《規劃》指出,要進一步擴大(da)太陽能(neng)熱利用。積極發(fa)展(zhan)(zhan)太陽能(neng)光熱發(fa)電(dian)(dian),探索開展(zhan)(zhan)光熱試點(dian)項目建設,推(tui)動光熱發(fa)電(dian)(dian)與(yu)光伏發(fa)電(dian)(dian)、風(feng)電(dian)(dian)互補(bu)調(diao)節。將太陽能(neng)供暖與(yu)其他清潔(jie)供暖方式(shi)科學(xue)搭(da)配,因地制宜推(tui)廣(guang)應用“太陽能(neng)+空氣源熱泵”等供暖技術。


此外,將(jiang)積極開展“新能源+儲能”示范應用,具體思路如下:


1、加(jia)快推動新型(xing)儲能發(fa)展(zhan)(zhan)。按(an)照“多能互補、協調(diao)發(fa)展(zhan)(zhan)、擴大(da)消納、提高(gao)效益”的思路,推動增量新能源項目同步(bu)建(jian)設(she)儲能設(she)施,積(ji)極(ji)開展(zhan)(zhan)“新能源+儲能”示范應(ying)用,推動風電(dian)(dian)、光伏與儲能聯合(he)開發(fa)和互補融合(he)。有(you)序擴大(da)電(dian)(dian)源側(ce)、電(dian)(dian)網(wang)側(ce)、用戶側(ce)新型(xing)儲能商業(ye)應(ying)用,優先在中(zhong)衛沙(sha)坡(po)頭區(qu)北(bei)(bei)部(bu)、中(zhong)寧縣(xian)北(bei)(bei)部(bu),吳忠利通區(qu)中(zhong)北(bei)(bei)部(bu)、紅寺(si)堡區(qu)西北(bei)(bei)部(bu)、鹽池(chi)縣(xian)東南部(bu)、同心縣(xian)中(zhong)部(bu),寧東能源化工基地南部(bu)等新能源富集、電(dian)(dian)網(wang)送出斷面受限地區(qu),建(jian)設(she)電(dian)(dian)網(wang)區(qu)域性共享儲能設(she)施。到(dao)2025年(nian),力爭建(jian)成500萬千瓦儲能設(she)施。


2、開(kai)展源(yuan)網荷儲(chu)一體化(hua)(hua)和多(duo)能(neng)(neng)互(hu)補示范。依托新增外送(song)通(tong)(tong)道開(kai)展源(yuan)網荷儲(chu)一體化(hua)(hua)和多(duo)能(neng)(neng)互(hu)補示范建(jian)設,統籌各類(lei)資源(yuan)協調(diao)開(kai)發(fa)、科學配置(zhi),實現(xian)通(tong)(tong)道可(ke)(ke)再生(sheng)(sheng)能(neng)(neng)源(yuan)電(dian)(dian)量比(bi)例不低于50%。依托銀東、靈紹(shao)外送(song)通(tong)(tong)道就近打捆(kun)新能(neng)(neng)源(yuan)電(dian)(dian)力,有序提升存(cun)量通(tong)(tong)道可(ke)(ke)再生(sheng)(sheng)能(neng)(neng)源(yuan)電(dian)(dian)量比(bi)例。積極創(chuang)建(jian)“綠(lv)電(dian)(dian)園區(qu)(qu)”,強化(hua)(hua)自主(zhu)調(diao)峰,兼顧開(kai)發(fa)和利用,充分落實可(ke)(ke)再生(sheng)(sheng)能(neng)(neng)源(yuan)消納責任(ren),提升園區(qu)(qu)綠(lv)電(dian)(dian)消納比(bi)重。

為深入貫徹落(luo)實(shi)黨中央、國(guo)(guo)務院關(guan)于碳達峰、碳中和(he)的重大戰(zhan)略決(jue)策,全(quan)面落(luo)實(shi)習近(jin)平(ping)總書記(ji)視察寧夏重要講話精神,加快(kuai)規(gui)劃(hua)建(jian)設(she)新型能(neng)源(yuan)體系,高水平(ping)建(jian)設(she)國(guo)(guo)家(jia)新能(neng)源(yuan)綜合示范區(qu)。根據國(guo)(guo)家(jia)《“十四五(wu)”可再生能(neng)源(yuan)發展規(gui)劃(hua)》《寧夏回族(zu)自治區(qu)國(guo)(guo)民經濟(ji)和(he)社會發展第十四個五(wu)年(nian)規(gui)劃(hua)和(he)2035年(nian)遠(yuan)景目標綱要》《寧夏回族(zu)自治區(qu)能(neng)源(yuan)發展“十四五(wu)”規(gui)劃(hua)》,制訂本規(gui)劃(hua)。


一、發展基礎與形勢


(一)發展成效


“十三(san)五”期間,國(guo)家新(xin)能源綜合示(shi)范(fan)區建(jian)設(she)取得重大進展(zhan),可(ke)再生(sheng)能源發(fa)展(zhan)規模(mo)持續擴大,利用效率逐(zhu)步提升,發(fa)展(zhan)模(mo)式多元應用,裝備水平顯著(zhu)提高,體制機制有(you)效創新(xin),惠民效果日益顯現。可(ke)再生(sheng)能源成為推動全區能源革(ge)命的重要動力,為能源結構優化調整做出了突出貢(gong)獻(xian),發(fa)展(zhan)成效顯著(zhu)。


1.發(fa)(fa)展(zhan)規(gui)模持(chi)續(xu)擴大。寧(ning)夏(xia)風電(dian)(dian)基地(di)、光(guang)伏園(yuan)區(qu)項(xiang)目建設有序(xu)推進,風電(dian)(dian)、光(guang)伏發(fa)(fa)電(dian)(dian)實現(xian)了“規(gui)模化(hua)(hua)、集約化(hua)(hua)、園(yuan)區(qu)化(hua)(hua)”快速發(fa)(fa)展(zhan),裝(zhuang)機(ji)規(gui)模均突破千(qian)萬(wan)千(qian)瓦。吳忠市垃(la)圾發(fa)(fa)電(dian)(dian)、銀川市垃(la)圾發(fa)(fa)電(dian)(dian)(二期)、石嘴山市生(sheng)物質熱電(dian)(dian)聯產(chan)等項(xiang)目建成投運,生(sheng)物質發(fa)(fa)電(dian)(dian)規(gui)模穩(wen)步增(zeng)長。水電(dian)(dian)項(xiang)目運行(xing)平穩(wen)。截至(zhi)(zhi)2020年(nian)底,全區(qu)可再(zai)生(sheng)能源電(dian)(dian)力裝(zhuang)機(ji)和(he)發(fa)(fa)電(dian)(dian)量(liang)達到2629萬(wan)千(qian)瓦和(he)355億千(qian)瓦時,分別比2015年(nian)增(zeng)長123%和(he)156%。可再(zai)生(sheng)能源電(dian)(dian)力裝(zhuang)機(ji)、發(fa)(fa)電(dian)(dian)量(liang)占比分別由2015年(nian)的37%、12%增(zeng)長至(zhi)(zhi)44%、20%。可再(zai)生(sheng)能源已逐漸(jian)成為全區(qu)新增(zeng)電(dian)(dian)力裝(zhuang)機(ji)主力,清(qing)潔能源替(ti)代作用(yong)日益突顯。


2.利用效率逐步提升。全(quan)區非水可再生能(neng)源電(dian)力(li)消(xiao)納(na)(na)比重(zhong)達(da)到(dao)21%,連(lian)續多(duo)年位居(ju)全(quan)國前(qian)列。可再生能(neng)源消(xiao)納(na)(na)利用水平保持在合理區間(jian),新能(neng)源綜合利用率達(da)到(dao)97.6%,提前(qian)完(wan)成2020年消(xiao)納(na)(na)目(mu)標(biao)。依(yi)托銀東、靈紹直(zhi)流通道推(tui)進風光火打捆(kun)外(wai)送,非水可再生能(neng)源外(wai)送電(dian)量由2015年的8.88億千瓦時增長(chang)至(zhi)2020年的114億千瓦時,年均增長(chang)66.6%。寧夏電(dian)網(wang)成為全(quan)國首個(ge)新能(neng)源發電(dian)出力(li)超過全(quan)網(wang)用電(dian)負(fu)荷的省(sheng)級電(dian)網(wang),為高比例新能(neng)源電(dian)網(wang)建設和安全(quan)運行積累了有益經驗。


3.發(fa)展模(mo)式(shi)(shi)多元應用。建成中衛百萬千瓦沙(sha)漠(mo)光(guang)(guang)(guang)(guang)伏電站、寶豐紅(hong)墩子(zi)農(nong)光(guang)(guang)(guang)(guang)互補(bu)電站、賀蘭通威漁光(guang)(guang)(guang)(guang)互補(bu)電站、閩(min)寧鎮(zhen)光(guang)(guang)(guang)(guang)伏設施(shi)農(nong)業等“光(guang)(guang)(guang)(guang)伏+”項(xiang)目,實現(xian)光(guang)(guang)(guang)(guang)伏發(fa)電與(yu)荒漠(mo)化治理、農(nong)業種植、旅游(you)觀光(guang)(guang)(guang)(guang)、水產養殖等綜合發(fa)展。風(feng)光(guang)(guang)(guang)(guang)互補(bu)聯合發(fa)電模(mo)式(shi)(shi)在(zai)中衛、吳忠(zhong)等風(feng)光(guang)(guang)(guang)(guang)資源(yuan)富集地區(qu)推(tui)廣應用。嘉澤紅(hong)寺堡新能(neng)(neng)源(yuan)智能(neng)(neng)微電網(wang)列(lie)入國家(jia)示范(fan)項(xiang)目。實施(shi)分散式(shi)(shi)風(feng)電、分布式(shi)(shi)光(guang)(guang)(guang)(guang)伏市場化交易試點(dian)項(xiang)目,積極探索新能(neng)(neng)源(yuan)就地消(xiao)納新模(mo)式(shi)(shi)。


4.裝備水平(ping)顯著提(ti)高(gao)。光(guang)伏產(chan)(chan)業形成多晶硅、單晶硅棒、硅片、單晶電池、組(zu)件、光(guang)伏應用全(quan)產(chan)(chan)業鏈,單晶硅棒產(chan)(chan)能占全(quan)球(qiu)六(liu)分之一,高(gao)效高(gao)品(pin)質N型單晶硅生(sheng)產(chan)(chan)技術國(guo)內領(ling)先。風(feng)(feng)機(ji)(ji)主(zhu)機(ji)(ji)組(zu)裝及(ji)塔筒、葉片、減(jian)速器等主(zhu)要(yao)零(ling)部件配套產(chan)(chan)業初步(bu)形成,風(feng)(feng)機(ji)(ji)減(jian)速器產(chan)(chan)量(liang)居全(quan)國(guo)前三。采用大(da)功率、大(da)尺寸(cun)高(gao)效電池組(zu)件和智能逆變器的大(da)型光(guang)伏電站紛(fen)紛(fen)涌現,風(feng)(feng)電機(ji)(ji)組(zu)單機(ji)(ji)容量(liang)、輪轂(gu)高(gao)度、葉輪直徑不斷提(ti)升,可(ke)再生(sheng)能源(yuan)發電成本大(da)幅下降。


5.體制(zhi)機制(zhi)有(you)效創(chuang)新(xin)。率先以省(sheng)區為單位(wei)整合風光、土地、電網接(jie)入等條件(jian),規(gui)劃(hua)布局建(jian)設10個大型風電場(chang)(chang)和11個光伏(fu)園區,強(qiang)化電網規(gui)劃(hua)與新(xin)能(neng)源(yuan)規(gui)劃(hua)有(you)效銜(xian)接(jie)。創(chuang)新(xin)開展全國首個風電項(xiang)目(mu)競(jing)爭配(pei)置工作。運用(yong)新(xin)能(neng)源(yuan)超短(duan)期預測、輸電斷(duan)面(mian)穩控、風光火有(you)功協調(diao)等先進技術,全面(mian)提(ti)升(sheng)新(xin)能(neng)源(yuan)消納(na)能(neng)力(li)。建(jian)立新(xin)能(neng)源(yuan)優先調(diao)度機制(zhi),鼓勵新(xin)能(neng)源(yuan)企業參與電力(li)市場(chang)(chang)化交(jiao)易,開展區內及跨區交(jiao)易、置換、輔助調(diao)峰交(jiao)易、火電機組(zu)深(shen)度調(diao)峰、自備電廠替代等機制(zhi)創(chuang)新(xin)。


6.惠民(min)效(xiao)果日益顯現。可再生(sheng)能源(yuan)(yuan)(yuan)在(zai)我區(qu)(qu)民(min)生(sheng)領域的應(ying)用范圍逐步擴大,有(you)效(xiao)改善(shan)了農(nong)村(cun)(cun)生(sheng)活(huo)條(tiao)件和農(nong)民(min)生(sheng)活(huo)質量。中(zhong)南部5個(ge)貧(pin)(pin)困(kun)(kun)縣(xian)(xian)(區(qu)(qu))村(cun)(cun)級光(guang)伏扶貧(pin)(pin)電站并網(wang)發電,助(zhu)力349個(ge)貧(pin)(pin)困(kun)(kun)村(cun)(cun)、2.63萬(wan)戶(hu)貧(pin)(pin)困(kun)(kun)戶(hu)脫貧(pin)(pin)摘帽。惠及71.3萬(wan)戶(hu)農(nong)戶(hu)的農(nong)村(cun)(cun)陽光(guang)沐浴工程圓滿收官,寧夏(xia)在(zai)全(quan)國(guo)率先實現鄉村(cun)(cun)農(nong)戶(hu)太陽能熱水器使用全(quan)覆蓋。實施固原市(shi)544所村(cun)(cun)衛生(sheng)室冬季光(guang)伏供(gong)暖(nuan)(nuan)工程,開(kai)展(zhan)平羅縣(xian)(xian)、彭陽縣(xian)(xian)非集(ji)中(zhong)供(gong)熱區(qu)(qu)域可再生(sheng)能源(yuan)(yuan)(yuan)供(gong)暖(nuan)(nuan)試點,在(zai)青銅峽市(shi)、大武口區(qu)(qu)、惠農(nong)區(qu)(qu)建(jian)成10座(zuo)生(sheng)物質鍋爐清潔供(gong)暖(nuan)(nuan)項目,全(quan)區(qu)(qu)可再生(sheng)能源(yuan)(yuan)(yuan)供(gong)暖(nuan)(nuan)面積(ji)超過40萬(wan)平方(fang)米。

(二)發展形勢


“十四(si)五(wu)”及今后一段時期,國(guo)際能(neng)(neng)源(yuan)(yuan)(yuan)持續(xu)變革(ge),全球能(neng)(neng)源(yuan)(yuan)(yuan)持續(xu)向(xiang)(xiang)低(di)碳(tan)化(hua)、無碳(tan)化(hua)方向(xiang)(xiang)演變。我(wo)(wo)國(guo)處于優化(hua)能(neng)(neng)源(yuan)(yuan)(yuan)結構、保障能(neng)(neng)源(yuan)(yuan)(yuan)安全、提(ti)升能(neng)(neng)源(yuan)(yuan)(yuan)效率的(de)攻堅階(jie)段,可再生能(neng)(neng)源(yuan)(yuan)(yuan)發展(zhan)將呈(cheng)現大(da)規(gui)模、高比例、市場(chang)化(hua)、高質(zhi)量發展(zhan)新(xin)特(te)征。碳(tan)達峰目(mu)標和碳(tan)中(zhong)和愿景對寧夏可再生能(neng)(neng)源(yuan)(yuan)(yuan)發展(zhan)提(ti)出新(xin)要求,我(wo)(wo)區(qu)可再生能(neng)(neng)源(yuan)(yuan)(yuan)發展(zhan)機遇與挑戰并存,機遇大(da)于挑戰。

二、總體要求


(一)指導思想

(二)基本原則


——統(tong)籌(chou)規劃(hua),引領高質(zhi)量發展。加強可再(zai)生能(neng)(neng)(neng)源(yuan)規劃(hua)與(yu)國土(tu)空(kong)間規劃(hua)統(tong)籌(chou)協調,強化可再(zai)生能(neng)(neng)(neng)源(yuan)規劃(hua)和電網、常規能(neng)(neng)(neng)源(yuan)、應對氣候變化、節能(neng)(neng)(neng)降耗等相關(guan)規劃(hua)銜接(jie),促進可再(zai)生能(neng)(neng)(neng)源(yuan)開發利(li)用與(yu)生態環境保護協調發展。


——加快開發(fa)(fa),實(shi)(shi)現高比(bi)例(li)發(fa)(fa)展。加快新能源(yuan)基地開發(fa)(fa)建(jian)設(she),因地制宜發(fa)(fa)展分(fen)散式(shi)風電和分(fen)布式(shi)光伏,鼓勵供熱(re)等非電利用。提升(sheng)電力(li)系(xi)統靈活調節能力(li),優化完善電網基礎設(she)施,推動可(ke)再(zai)生(sheng)能源(yuan)更大范圍優化配置,實(shi)(shi)現高比(bi)例(li)發(fa)(fa)展。


——科技(ji)賦能(neng)(neng),推(tui)動融合(he)化發展。加強關鍵核(he)心技(ji)術攻關和裝(zhuang)備研(yan)發制造,加快先進(jin)成熟(shu)技(ji)術推(tui)廣應用(yong),推(tui)進(jin)可再生(sheng)能(neng)(neng)源與(yu)農(nong)業、交通、建(jian)筑、生(sheng)態等(deng)行業和儲能(neng)(neng)、氫(qing)能(neng)(neng)、大(da)數據等(deng)產業深度融合(he)發展,不斷提升可再生(sheng)能(neng)(neng)源市場(chang)競爭力。


——暢(chang)通(tong)(tong)循(xun)環,推(tui)進一體(ti)化(hua)發(fa)(fa)展(zhan)。緊盯行業(ye)發(fa)(fa)展(zhan)趨勢和(he)我區發(fa)(fa)展(zhan)短板,堅持一體(ti)化(hua)配套發(fa)(fa)展(zhan)方(fang)向(xiang),推(tui)動可再生能源(yuan)產業(ye)鏈(lian)延伸、技術(shu)鏈(lian)拉(la)長、價值鏈(lian)提升(sheng)、供應鏈(lian)貫通(tong)(tong),促進可再生能源(yuan)就地消納(na)轉化(hua)應用,形成(cheng)光伏、風電制造(zao)業(ye)發(fa)(fa)展(zhan)新(xin)優勢。


——深化(hua)改(gai)革,加快市場化(hua)發(fa)(fa)展。加強政策(ce)協同,加快形成(cheng)促(cu)進可再(zai)生能(neng)源消納的電(dian)力(li)市場機(ji)制,落(luo)實(shi)可再(zai)生能(neng)源電(dian)力(li)消納保障機(ji)制,推動(dong)可再(zai)生能(neng)源低成(cheng)本、市場化(hua)開發(fa)(fa)利用,有效激發(fa)(fa)新技術、新模式、新業態的市場活(huo)力(li)和發(fa)(fa)展動(dong)力(li)。


三、發展目標


(一)總體目標


“十四五”是寧夏實現碳(tan)(tan)達(da)峰的關鍵(jian)期(qi)、窗口期(qi)。全(quan)區能(neng)(neng)源(yuan)清潔(jie)低(di)碳(tan)(tan)轉型(xing)深入推(tui)進,綠能(neng)(neng)開(kai)發、綠氫(qing)生(sheng)(sheng)產(chan)(chan)規模不斷(duan)提高,可再生(sheng)(sheng)能(neng)(neng)源(yuan)成(cheng)為全(quan)區電(dian)(dian)力(li)增量(liang)主體和加(jia)快構(gou)建現代能(neng)(neng)源(yuan)體系的中堅力(li)量(liang),在(zai)能(neng)(neng)源(yuan)、電(dian)(dian)力(li)消費中的比重(zhong)持續提升,風電(dian)(dian)、光伏發電(dian)(dian)利用率保持在(zai)合(he)理水平,促進可再生(sheng)(sheng)能(neng)(neng)源(yuan)開(kai)發利用的體制機(ji)制深化創新(xin)(xin),新(xin)(xin)技術、新(xin)(xin)模式、新(xin)(xin)業態不斷(duan)涌現,新(xin)(xin)能(neng)(neng)源(yuan)與國土空間(jian)、生(sheng)(sheng)態環(huan)境、民生(sheng)(sheng)改善協(xie)調(diao)發展,新(xin)(xin)能(neng)(neng)源(yuan)裝備制造產(chan)(chan)業成(cheng)為自治區重(zhong)點支柱(zhu)產(chan)(chan)業。到2025年,高水平建成(cheng)國家新(xin)(xin)能(neng)(neng)源(yuan)綜合(he)示(shi)范區,助力(li)全(quan)區早日實現碳(tan)(tan)達(da)峰目標(biao)。


(二)具體目標


——可(ke)(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)發電(dian)(dian)目標。加快建設(she)寧(ning)夏黃(huang)河幾字(zi)彎綠能(neng)(neng)(neng)基地和(he)千萬(wan)(wan)千瓦(wa)級“寧(ning)電(dian)(dian)入(ru)湘”綠能(neng)(neng)(neng)基地,實現(xian)可(ke)(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)發電(dian)(dian)裝(zhuang)機(ji)“倍增(zeng)”,可(ke)(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)占新(xin)增(zeng)電(dian)(dian)力裝(zhuang)機(ji)、發電(dian)(dian)量比(bi)重達(da)到(dao)(dao)80%。到(dao)(dao)2025年,可(ke)(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)裝(zhuang)機(ji)規模(mo)超過(guo)5000萬(wan)(wan)千瓦(wa),力爭達(da)到(dao)(dao)5500萬(wan)(wan)千瓦(wa)。可(ke)(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)發電(dian)(dian)裝(zhuang)機(ji)和(he)發電(dian)(dian)量占比(bi)分別(bie)提高到(dao)(dao)55%和(he)30%以上。


——可再(zai)生(sheng)能源(yuan)消(xiao)(xiao)費(fei)(fei)目標。可再(zai)生(sheng)能源(yuan)電力消(xiao)(xiao)納比重(zhong)提(ti)高(gao)(gao)到(dao)(dao)30%以上、非(fei)水可再(zai)生(sheng)能源(yuan)電力消(xiao)(xiao)納比重(zhong)提(ti)高(gao)(gao)到(dao)(dao)28%以上。新能源(yuan)綜合利用率(lv)力爭保(bao)持(chi)在95%以上。非(fei)化石能源(yuan)占(zhan)一次能源(yuan)消(xiao)(xiao)費(fei)(fei)比重(zhong)提(ti)高(gao)(gao)到(dao)(dao)15%左(zuo)右。


——可再生能源經(jing)濟性(xing)提升(sheng)目標。風電和光伏發電技(ji)術(shu)持續進步、競爭力不(bu)斷提升(sheng)。


四、主要任務


(一)大(da)力開(kai)發利用太陽能資源


1.加快推進集(ji)中(zhong)(zhong)(zhong)式(shi)光(guang)(guang)(guang)伏(fu)電(dian)站建(jian)設。整(zheng)合(he)沿黃地(di)區和中(zhong)(zhong)(zhong)部(bu)干旱帶土(tu)地(di)資源(yuan),推動沙漠、戈壁、荒漠、采煤(mei)沉陷(xian)區大(da)型集(ji)中(zhong)(zhong)(zhong)式(shi)光(guang)(guang)(guang)伏(fu)開發(fa)(fa),因地(di)制宜建(jian)設各(ge)類“光(guang)(guang)(guang)伏(fu)+生態(tai)”立體開發(fa)(fa)綜合(he)利用(yong)示范項目,實(shi)現土(tu)地(di)資源(yuan)集(ji)約高效利用(yong),促(cu)進光(guang)(guang)(guang)伏(fu)發(fa)(fa)電(dian)與(yu)生態(tai)環境保護協調發(fa)(fa)展。充(chong)(chong)分(fen)發(fa)(fa)揮平價光(guang)(guang)(guang)伏(fu)市場競爭力(li),重(zhong)點在沙坡頭(tou)區、紅寺堡區、寧東能(neng)源(yuan)化工基(ji)地(di)、中(zhong)(zhong)(zhong)寧縣、鹽池(chi)縣、靈武市、利通(tong)區、同心縣、青銅峽市等(deng)地(di)規(gui)劃建(jian)設一批百萬千瓦級(ji)光(guang)(guang)(guang)伏(fu)基(ji)地(di)。充(chong)(chong)分(fen)發(fa)(fa)揮風、光(guang)(guang)(guang)資源(yuan)多能(neng)互(hu)補優(you)勢,鼓勵利用(yong)風電(dian)場空(kong)閑土(tu)地(di)建(jian)設風光(guang)(guang)(guang)互(hu)補電(dian)站。到2025年,集(ji)中(zhong)(zhong)(zhong)式(shi)光(guang)(guang)(guang)伏(fu)發(fa)(fa)電(dian)裝機達到3250萬千瓦以上。


2.積極發展(zhan)分(fen)布(bu)(bu)式(shi)光伏(fu)(fu)(fu)發電(dian)。加(jia)快(kuai)分(fen)布(bu)(bu)式(shi)光伏(fu)(fu)(fu)在(zai)各(ge)領(ling)域應用(yong),積極開展(zhan)光伏(fu)(fu)(fu)建(jian)筑(zhu)一(yi)體化(hua)應用(yong),創(chuang)新實施光伏(fu)(fu)(fu)+農業(ye)、工(gong)業(ye)、商(shang)業(ye)、校(xiao)園、社區、交通等分(fen)布(bu)(bu)式(shi)“光伏(fu)(fu)(fu)+”工(gong)程,有效提高用(yong)戶側光電(dian)應用(yong)比例。鼓勵屋頂資源豐富、配(pei)電(dian)網堅(jian)強(qiang)可靠、電(dian)力負荷集中(zhong)的(de)開發區統一(yi)規劃(hua)、連片(pian)建(jian)設分(fen)布(bu)(bu)式(shi)光伏(fu)(fu)(fu)發電(dian)系統。依托黨(dang)政機關、企事業(ye)單(dan)位(wei)、學校(xiao)、醫院(yuan)、商(shang)業(ye)綜合(he)體、社區等建(jian)筑(zhu)物(wu)屋頂,推廣(guang)分(fen)布(bu)(bu)式(shi)光伏(fu)(fu)(fu)發電(dian),大力發展(zhan)戶用(yong)光伏(fu)(fu)(fu)。積極推動(dong)光伏(fu)(fu)(fu)在(zai)機場、車站、高速公路(lu)服務區、污(wu)水處理廠等基礎設施中(zhong)應用(yong)。扎(zha)實推進(jin)整縣(市(shi)、區)屋頂分(fen)布(bu)(bu)式(shi)光伏(fu)(fu)(fu)開發試點(dian),打造促進(jin)鄉村(cun)振興發展(zhan)、引導(dao)居(ju)民綠色消費的(de)示范工(gong)程、樣板工(gong)程、惠民工(gong)程。


3.進一步(bu)(bu)擴大(da)太陽(yang)(yang)能(neng)熱(re)利用。積極發(fa)展(zhan)(zhan)太陽(yang)(yang)能(neng)光(guang)熱(re)發(fa)電(dian),探索開展(zhan)(zhan)光(guang)熱(re)試點項目建設,推動光(guang)熱(re)發(fa)電(dian)與(yu)(yu)光(guang)伏發(fa)電(dian)、風(feng)電(dian)互補調節。將(jiang)太陽(yang)(yang)能(neng)供暖(nuan)與(yu)(yu)其他清潔(jie)供暖(nuan)方式科學搭(da)配,因地(di)制宜(yi)推廣應用“太陽(yang)(yang)能(neng)+空氣源(yuan)熱(re)泵”等供暖(nuan)技術。在城市建成(cheng)區內新建、改(gai)建、擴建的(de)住宅(zhai)建筑和集中供應熱(re)水的(de)公共建筑上,推動太陽(yang)(yang)能(neng)熱(re)水系統與(yu)(yu)建筑同(tong)步(bu)(bu)規劃、同(tong)步(bu)(bu)設計(ji)、同(tong)步(bu)(bu)應用。結(jie)合農(nong)村(cun)新型社區和新農(nong)村(cun)建設,擴大(da)農(nong)村(cun)地(di)區太陽(yang)(yang)能(neng)熱(re)水系統普及應用。

(二)協調有序推進(jin)風電建設


1.整合(he)優質資(zi)源(yuan)(yuan),穩步(bu)推進集(ji)中(zhong)式(shi)(shi)(shi)風(feng)(feng)(feng)電(dian)(dian)開(kai)發。結合(he)風(feng)(feng)(feng)電(dian)(dian)技術進步(bu)和開(kai)發成本(ben)下降進程,在吳忠、固原、中(zhong)衛等(deng)風(feng)(feng)(feng)能(neng)資(zi)源(yuan)(yuan)豐富區域,加強風(feng)(feng)(feng)能(neng)資(zi)源(yuan)(yuan)精(jing)細化評估,統籌(chou)電(dian)(dian)網接入和消納(na)條(tiao)件,穩步(bu)推進集(ji)中(zhong)式(shi)(shi)(shi)風(feng)(feng)(feng)電(dian)(dian)項目建設(she)。推廣高塔筒、大功率、長葉(xie)片風(feng)(feng)(feng)機(ji)及先進技術,積極發展低(di)風(feng)(feng)(feng)速風(feng)(feng)(feng)電(dian)(dian),進一步(bu)挖掘風(feng)(feng)(feng)能(neng)資(zi)源(yuan)(yuan)開(kai)發潛力(li)。充分考慮(lv)自然資(zi)源(yuan)(yuan)、環保、林業(ye)、草(cao)原、農業(ye)、文(wen)物、軍事等(deng)對(dui)風(feng)(feng)(feng)電(dian)(dian)項目建設(she)的規定和要求(qiu),實現集(ji)中(zhong)式(shi)(shi)(shi)風(feng)(feng)(feng)電(dian)(dian)開(kai)發與國(guo)土空(kong)間規劃相適應、與生態(tai)環境(jing)保護(hu)相協調,走環境(jing)友好(hao)型風(feng)(feng)(feng)電(dian)(dian)發展之路(lu)。到(dao)2025年,集(ji)中(zhong)式(shi)(shi)(shi)風(feng)(feng)(feng)電(dian)(dian)裝機(ji)達到(dao)1750萬千瓦(wa)以(yi)上。


2.堅持就近消納(na)(na),創新(xin)推動分(fen)散式(shi)(shi)(shi)風(feng)電(dian)建(jian)設(she)。充分(fen)挖掘、科(ke)學(xue)評估配電(dian)網(wang)接(jie)入(ru)(ru)消納(na)(na)能力(li)和風(feng)能資(zi)源(yuan)潛力(li)。鼓(gu)勵(li)在(zai)風(feng)能資(zi)源(yuan)適宜(yi)、靠近負荷中心區域發展分(fen)散式(shi)(shi)(shi)風(feng)電(dian),實(shi)現(xian)所發電(dian)力(li)在(zai)配電(dian)系統平衡調節(jie)、就近消納(na)(na)。積極推動分(fen)散式(shi)(shi)(shi)風(feng)電(dian)項(xiang)目通(tong)過市場(chang)化交易方式(shi)(shi)(shi)提(ti)高經濟性,構建(jian)無補(bu)貼市場(chang)化盈(ying)利新(xin)模式(shi)(shi)(shi)。結合(he)鄉村振興戰略(lve),開展“千鄉萬村馭風(feng)計劃”,實(shi)現(xian)分(fen)散式(shi)(shi)(shi)風(feng)電(dian)與生(sheng)態旅(lv)游、美麗鄉村、特色小鎮(zhen)等民生(sheng)改善(shan)工程深入(ru)(ru)結合(he)。


3.聚焦提質增效,加快老(lao)舊(jiu)風電(dian)更(geng)新升(sheng)(sheng)級。針對(dui)賀蘭山(shan)、太陽山(shan)、香山(shan)等區(qu)域并網(wang)運行(xing)時(shi)間較長、單機容量1.5兆瓦及以下(xia)、連續多年(nian)利用(yong)小時(shi)數低下(xia)、存在安全隱患的老(lao)舊(jiu)風電(dian)場,開展老(lao)舊(jiu)風電(dian)場“以大(da)代小”更(geng)新改(gai)造試(shi)點,提高優質風能資源(yuan)利用(yong)效率(lv)和(he)土地利用(yong)率(lv),提升(sheng)(sheng)存量風電(dian)項目發電(dian)效益(yi),促進風電(dian)產(chan)業提質增效和(he)循環(huan)發展。


4.創新商業模(mo)式,探索(suo)發展風(feng)(feng)電(dian)(dian)(dian)清潔(jie)供暖(nuan)(nuan)。在(zai)鹽池、海原、同心、紅寺堡等風(feng)(feng)能資源(yuan)富集和(he)清潔(jie)取(qu)暖(nuan)(nuan)需(xu)求迫(po)切地區,創新投融資和(he)電(dian)(dian)(dian)力交易(yi)模(mo)式,因(yin)地制宜選用風(feng)(feng)電(dian)(dian)(dian)+蓄熱式電(dian)(dian)(dian)鍋爐或空(kong)氣(qi)源(yuan)熱泵等技術路線,探索(suo)開展風(feng)(feng)電(dian)(dian)(dian)供暖(nuan)(nuan)示范工(gong)程,切實提(ti)高城鄉清潔(jie)電(dian)(dian)(dian)力供應和(he)清潔(jie)取(qu)暖(nuan)(nuan)比(bi)重。

(三)科學推進水(shui)電、抽水(shui)蓄(xu)能開發(fa)


1.積(ji)極推進(jin)黃河黑山峽水利樞紐工(gong)程前(qian)期工(gong)作。加快(kuai)開展工(gong)程可行性研究報告(gao)編(bian)制、審批要件(jian)辦理及重大專題論證,力爭“十四五”期間立項建(jian)設,為(wei)建(jian)設多能(neng)(neng)互補(bu)新能(neng)(neng)源基(ji)地奠(dian)定基(ji)礎。


2.加快抽(chou)(chou)水蓄(xu)能電(dian)站(zhan)開發。加快開工建設青(qing)銅(tong)峽(xia)、青(qing)銅(tong)峽(xia)二期、中(zhong)寧等(deng)抽(chou)(chou)水蓄(xu)能電(dian)站(zhan),力爭(zheng)“十四五”期間完成青(qing)銅(tong)峽(xia)抽(chou)(chou)水蓄(xu)能電(dian)站(zhan)庫體工程。積(ji)極推(tui)進吳忠(zhong)躍(yue)進抽(chou)(chou)水蓄(xu)能電(dian)站(zhan)前期工作,扎(zha)實開展抽(chou)(chou)水蓄(xu)能中(zhong)長期規(gui)劃儲備(bei)項目研究論(lun)證,因地制宜開展中(zhong)小型抽(chou)(chou)水蓄(xu)能研究。

(四)因地(di)制宜發(fa)展生物(wu)質能(neng)


1.加快推進垃(la)圾發(fa)(fa)電(dian)(dian)在地級(ji)市全(quan)覆蓋。加快建設固原、石嘴(zui)山(shan)等生活(huo)垃(la)圾焚燒(shao)(shao)發(fa)(fa)電(dian)(dian)項目,實現(xian)地級(ji)市全(quan)覆蓋目標。結合社會(hui)人(ren)口(kou)經濟發(fa)(fa)展和城鎮化(hua)建設進程,適時(shi)啟動銀川擴建、同(tong)心等生活(huo)垃(la)圾焚燒(shao)(shao)發(fa)(fa)電(dian)(dian)項目。到2025年,垃(la)圾焚燒(shao)(shao)發(fa)(fa)電(dian)(dian)處(chu)理能力超過5000噸/天,裝機規(gui)模達(da)到10萬千(qian)瓦。


2.促進(jin)生(sheng)(sheng)物(wu)(wu)天(tian)然氣(qi)(qi)產(chan)業(ye)化(hua)(hua)發展。在引(yin)黃(huang)灌區(qu)和寧南山區(qu)農林生(sheng)(sheng)物(wu)(wu)質資源較豐富區(qu)及(ji)畜禽養殖(zhi)大縣(市、區(qu)),啟動(dong)生(sheng)(sheng)物(wu)(wu)天(tian)然氣(qi)(qi)產(chan)業(ye)化(hua)(hua)示范項目建設,探(tan)索(suo)包含生(sheng)(sheng)物(wu)(wu)天(tian)然氣(qi)(qi)制取、糞污(wu)環保處理、有(you)機肥料(liao)加工生(sheng)(sheng)產(chan)的多產(chan)業(ye)融合發展新路徑,培育和創新投(tou)資建設管理的商業(ye)化(hua)(hua)模式(shi),促進(jin)農業(ye)廢棄物(wu)(wu)資源化(hua)(hua)利用(yong)和無害化(hua)(hua)處理,增加城(cheng)鄉天(tian)然氣(qi)(qi)供應。


3.推廣生物(wu)(wu)質(zhi)(zhi)成(cheng)(cheng)(cheng)型(xing)燃料供熱應(ying)用(yong)。推動生物(wu)(wu)質(zhi)(zhi)成(cheng)(cheng)(cheng)型(xing)燃料生產基地建設,探(tan)索建立覆蓋城鄉的生物(wu)(wu)質(zhi)(zhi)資源收集以及成(cheng)(cheng)(cheng)型(xing)燃料生產加工(gong)、儲運(yun)、銷售(shou)、利用(yong)的產業體系,保障生物(wu)(wu)質(zhi)(zhi)成(cheng)(cheng)(cheng)型(xing)燃料規模化、可持續利用(yong)。結合清潔取(qu)暖、農村散煤(mei)治理(li)和(he)燃煤(mei)鍋爐拆除等工(gong)作,加快生物(wu)(wu)質(zhi)(zhi)成(cheng)(cheng)(cheng)型(xing)燃料在工(gong)業供熱和(he)民用(yong)采暖等領域推廣應(ying)用(yong)。

(五)提高可再生能源電力消納(na)水(shui)平


1.加強可(ke)再(zai)生(sheng)能(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)納能(neng)力分析(xi)。定期開展寧夏電網(wang)可(ke)再(zai)生(sheng)能(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)納能(neng)力分析(xi),保(bao)持可(ke)再(zai)生(sheng)能(neng)源(yuan)(yuan)利(li)用率在合(he)理水平,提出(chu)可(ke)再(zai)生(sheng)能(neng)源(yuan)(yuan)可(ke)接(jie)網(wang)消(xiao)(xiao)(xiao)納規(gui)(gui)模。將落(luo)實電力接(jie)入和消(xiao)(xiao)(xiao)納條件作為新能(neng)源(yuan)(yuan)項目(mu)獲(huo)得保(bao)障性并網(wang)和市場化并網(wang)規(gui)(gui)模的前提條件。嚴格落(luo)實電力系(xi)統消(xiao)(xiao)(xiao)納方(fang)案,發揮電網(wang)并網(wang)關口(kou)作用,嚴格按照規(gui)(gui)劃(hua)和消(xiao)(xiao)(xiao)納能(neng)力合(he)理安排項目(mu)并網(wang)時序(xu)。


2.推動可再(zai)生能(neng)(neng)源(yuan)更(geng)大(da)范(fan)圍優化配置(zhi)。全面(mian)(mian)落實國家重大(da)戰略部署,建成以新(xin)能(neng)(neng)源(yuan)外(wai)送(song)為主的寧夏至湖南±800千(qian)伏特(te)高壓直流輸電(dian)工程,全面(mian)(mian)形成向華北、華東、華中直流送(song)電(dian)格局(ju),進一步擴大(da)我區新(xin)能(neng)(neng)源(yuan)開發(fa)和電(dian)力(li)外(wai)送(song)規模,促(cu)進新(xin)能(neng)(neng)源(yuan)更(geng)大(da)范(fan)圍優化消納,加快能(neng)(neng)源(yuan)資源(yuan)優勢向經濟優勢轉化。


3.加快(kuai)提(ti)升(sheng)(sheng)(sheng)電(dian)源(yuan)側(ce)調(diao)(diao)節能(neng)力(li)(li)。利用大數據(ju)、人工智能(neng)等先進技術提(ti)高風況、光(guang)照的(de)預(yu)測精度,提(ti)升(sheng)(sheng)(sheng)功率預(yu)測準確度。加快(kuai)提(ti)升(sheng)(sheng)(sheng)常規(gui)煤電(dian)機組(zu)、供熱(re)機組(zu)運行(xing)靈活(huo)性,擴(kuo)大自備電(dian)廠參(can)(can)與調(diao)(diao)峰(feng)(feng)(feng)規(gui)模。積極(ji)探(tan)索天然氣(qi)機組(zu)參(can)(can)與清(qing)潔能(neng)源(yuan)調(diao)(diao)峰(feng)(feng)(feng)機制(zhi),充(chong)分發(fa)(fa)揮燃氣(qi)機組(zu)快(kuai)速啟停、靈活(huo)響應的(de)調(diao)(diao)峰(feng)(feng)(feng)性能(neng)。鼓勵熱(re)電(dian)機組(zu)通過開展蓄熱(re)調(diao)(diao)峰(feng)(feng)(feng)改造實現(xian)(xian)“熱(re)電(dian)解耦”,提(ti)升(sheng)(sheng)(sheng)冬季采暖期電(dian)力(li)(li)系統調(diao)(diao)峰(feng)(feng)(feng)能(neng)力(li)(li)。加快(kuai)推進抽水(shui)蓄能(neng)、新型儲能(neng)建設,充(chong)分發(fa)(fa)揮調(diao)(diao)峰(feng)(feng)(feng)、調(diao)(diao)頻(pin)和備用等多類效益,降(jiang)低電(dian)網消納壓力(li)(li)。優化電(dian)力(li)(li)調(diao)(diao)度運行(xing)管(guan)理,探(tan)索多種能(neng)源(yuan)聯合(he)調(diao)(diao)度模式(shi),實現(xian)(xian)新能(neng)源(yuan)發(fa)(fa)電(dian)項目(mu)“能(neng)并盡并”“多發(fa)(fa)滿發(fa)(fa)”。


4.優化(hua)完善電(dian)(dian)網(wang)基礎設施。加強(qiang)新(xin)(xin)(xin)能(neng)源(yuan)(yuan)富集(ji)地(di)區配(pei)(pei)套(tao)電(dian)(dian)網(wang)規劃(hua)和建設,有針對性(xing)地(di)補強(qiang)電(dian)(dian)網(wang)薄弱環(huan)節。圍繞新(xin)(xin)(xin)能(neng)源(yuan)(yuan)基地(di)規劃(hua)布(bu)局(ju),重(zhong)點優化(hua)完善寧東、吳忠、中衛(wei)等重(zhong)點區域網(wang)架,新(xin)(xin)(xin)建一批滿足區域新(xin)(xin)(xin)能(neng)源(yuan)(yuan)接入和送出(chu)(chu)需求、新(xin)(xin)(xin)能(neng)源(yuan)(yuan)產業用電(dian)(dian)需求、支撐調(diao)節電(dian)(dian)源(yuan)(yuan)送出(chu)(chu)需求的750、330千(qian)伏(fu)輸變(bian)電(dian)(dian)工(gong)程,對重(zhong)要送出(chu)(chu)斷面和樞紐變(bian)電(dian)(dian)站進(jin)行(xing)補強(qiang)和增(zeng)容擴建。推進(jin)城鄉配(pei)(pei)電(dian)(dian)網(wang)優化(hua)升級,提高(gao)配(pei)(pei)電(dian)(dian)網(wang)分布(bu)式新(xin)(xin)(xin)能(neng)源(yuan)(yuan)接入能(neng)力(li)。做(zuo)好新(xin)(xin)(xin)建風電(dian)(dian)、光伏(fu)發電(dian)(dian)項目與電(dian)(dian)力(li)送出(chu)(chu)工(gong)程建設的銜(xian)接,做(zuo)到同(tong)步規劃(hua)、同(tong)步建設、同(tong)步運行(xing)。


5.推(tui)(tui)(tui)動(dong)(dong)(dong)電(dian)(dian)(dian)(dian)力需(xu)求側(ce)響(xiang)應(ying)規模化發展(zhan)。加(jia)快實施電(dian)(dian)(dian)(dian)能替代工(gong)(gong)程,推(tui)(tui)(tui)廣電(dian)(dian)(dian)(dian)采暖、電(dian)(dian)(dian)(dian)動(dong)(dong)(dong)汽車、電(dian)(dian)(dian)(dian)制(zhi)氫等(deng)應(ying)用,擴大(da)(da)本地(di)消(xiao)納空間。加(jia)強需(xu)求側(ce)管理和響(xiang)應(ying)體系建設(she),培育需(xu)求側(ce)響(xiang)應(ying)聚合(he)服務(wu)商等(deng)新(xin)(xin)興市場(chang)主體。鼓勵大(da)(da)工(gong)(gong)業(ye)負(fu)荷(he)參與輔助服務(wu)市場(chang),發揮電(dian)(dian)(dian)(dian)價敏感(gan)型高載能負(fu)荷(he)靈活用電(dian)(dian)(dian)(dian)潛力,推(tui)(tui)(tui)動(dong)(dong)(dong)工(gong)(gong)商業(ye)可中斷負(fu)荷(he)、電(dian)(dian)(dian)(dian)動(dong)(dong)(dong)汽車充電(dian)(dian)(dian)(dian)網絡、虛擬電(dian)(dian)(dian)(dian)廠等(deng)參與系統調節,消(xiao)納波(bo)動(dong)(dong)(dong)性新(xin)(xin)能源電(dian)(dian)(dian)(dian)力。

(六)積極開展“新(xin)能源+儲能”示(shi)范(fan)應用


1.加快推(tui)動(dong)(dong)新(xin)型儲能(neng)(neng)發展。按照“多能(neng)(neng)互(hu)補、協(xie)調發展、擴大(da)消納、提高效益”的思路,推(tui)動(dong)(dong)增(zeng)量新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)項(xiang)目同(tong)步建(jian)設(she)儲能(neng)(neng)設(she)施(shi)(shi),積極開展“新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)+儲能(neng)(neng)”示范應用(yong),推(tui)動(dong)(dong)風(feng)電(dian)、光(guang)伏與儲能(neng)(neng)聯(lian)合(he)開發和互(hu)補融合(he)。有序擴大(da)電(dian)源(yuan)(yuan)(yuan)(yuan)側、電(dian)網(wang)側、用(yong)戶側新(xin)型儲能(neng)(neng)商業(ye)應用(yong),優(you)先(xian)在中衛沙坡頭區(qu)(qu)北部、中寧縣北部,吳忠利通區(qu)(qu)中北部、紅(hong)寺堡區(qu)(qu)西北部、鹽池縣東南部、同(tong)心縣中部,寧東能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)化工基地南部等新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)富集、電(dian)網(wang)送出斷面(mian)受限(xian)地區(qu)(qu),建(jian)設(she)電(dian)網(wang)區(qu)(qu)域性共享儲能(neng)(neng)設(she)施(shi)(shi)。到2025年,力(li)爭建(jian)成500萬千瓦儲能(neng)(neng)設(she)施(shi)(shi)。


2.開(kai)展源(yuan)網(wang)荷儲一體(ti)化(hua)(hua)(hua)和多(duo)(duo)能(neng)(neng)互補示范。依托新增外送通(tong)(tong)道開(kai)展源(yuan)網(wang)荷儲一體(ti)化(hua)(hua)(hua)和多(duo)(duo)能(neng)(neng)互補示范建設,統籌各(ge)類資源(yuan)協調開(kai)發、科學配置,實現(xian)通(tong)(tong)道可再生(sheng)能(neng)(neng)源(yuan)電(dian)(dian)量比(bi)例(li)不(bu)低于50%。依托銀東、靈紹(shao)外送通(tong)(tong)道就近打捆新能(neng)(neng)源(yuan)電(dian)(dian)力,有(you)序提(ti)升(sheng)存量通(tong)(tong)道可再生(sheng)能(neng)(neng)源(yuan)電(dian)(dian)量比(bi)例(li)。積極創建“綠電(dian)(dian)園(yuan)區”,強化(hua)(hua)(hua)自主調峰(feng),兼(jian)顧(gu)開(kai)發和利用(yong),充分落實可再生(sheng)能(neng)(neng)源(yuan)消納(na)責任,提(ti)升(sheng)園(yuan)區綠電(dian)(dian)消納(na)比(bi)重(zhong)。


(七(qi))促進可再(zai)生(sheng)能源與新(xin)技術(shu)、新(xin)業態融合發展


1.推動可再生(sheng)(sheng)(sheng)能源(yuan)與氫(qing)(qing)能融合發展(zhan)。大力發展(zhan)離網型新能源(yuan)電解水(shui)制(zhi)氫(qing)(qing),打造寧東光伏產(chan)業園綠(lv)(lv)氫(qing)(qing)規模化生(sheng)(sheng)(sheng)產(chan)基地。培育風光+氫(qing)(qing)儲能一體化應(ying)用模式,積極創建(jian)寧東可再生(sheng)(sheng)(sheng)能源(yuan)制(zhi)氫(qing)(qing)耦合煤(mei)化工產(chan)業示范區,通過綠(lv)(lv)氫(qing)(qing)耦合煤(mei)制(zhi)油(you)、煤(mei)制(zhi)烯烴、煤(mei)制(zhi)乙(yi)二醇、煤(mei)基多聯產(chan)等項(xiang)目,推動灰(hui)氫(qing)(qing)轉綠(lv)(lv)、以氫(qing)(qing)換(huan)煤(mei)、綠(lv)(lv)氫(qing)(qing)消(xiao)碳。到2025年,力爭綠(lv)(lv)氫(qing)(qing)生(sheng)(sheng)(sheng)產(chan)規模達(da)到8萬噸(dun)/年。


2.推動可再生能(neng)(neng)源(yuan)(yuan)與(yu)終端(duan)智慧用能(neng)(neng)融合發展。以(yi)終端(duan)用能(neng)(neng)需求為(wei)導向,依托配電(dian)網(wang)、配氣網(wang)、熱(re)力網(wang)等分(fen)布(bu)式(shi)能(neng)(neng)源(yuan)(yuan)網(wang)絡,應用新(xin)能(neng)(neng)源(yuan)(yuan)、儲能(neng)(neng)、柔性網(wang)絡和微(wei)網(wang)等能(neng)(neng)源(yuan)(yuan)技(ji)術和先進互聯(lian)網(wang)通信技(ji)術,構建以(yi)“云(yun)大物移智鏈”為(wei)技(ji)術支撐的能(neng)(neng)源(yuan)(yuan)管理平臺,推動實現分(fen)布(bu)式(shi)新(xin)能(neng)(neng)源(yuan)(yuan)的高效、靈活接入(ru)以(yi)及生產、消費一體化,建立多源(yuan)(yuan)融合、供(gong)需互動、高效配置的能(neng)(neng)源(yuan)(yuan)生產和消費模式(shi)。


3.推(tui)動可再生能(neng)(neng)(neng)(neng)源(yuan)與數(shu)據(ju)中(zhong)(zhong)(zhong)(zhong)心(xin)融合發展。圍繞全國一體化(hua)算(suan)力網絡國家樞紐節點建設,以中(zhong)(zhong)(zhong)(zhong)衛西部云基地(di)為重點,推(tui)動數(shu)據(ju)中(zhong)(zhong)(zhong)(zhong)心(xin)充分利用風(feng)能(neng)(neng)(neng)(neng)、太陽能(neng)(neng)(neng)(neng)等新(xin)能(neng)(neng)(neng)(neng)源(yuan)實現綠色可持續發展。探索數(shu)據(ju)中(zhong)(zhong)(zhong)(zhong)心(xin)集群(qun)配套(tao)新(xin)能(neng)(neng)(neng)(neng)源(yuan)電站,開展以消納新(xin)能(neng)(neng)(neng)(neng)源(yuan)為目的(de)的(de)“新(xin)能(neng)(neng)(neng)(neng)源(yuan)+數(shu)據(ju)中(zhong)(zhong)(zhong)(zhong)心(xin)”供電試點。擴(kuo)大新(xin)能(neng)(neng)(neng)(neng)源(yuan)市(shi)場(chang)化(hua)交(jiao)易范(fan)圍,鼓勵數(shu)據(ju)中(zhong)(zhong)(zhong)(zhong)心(xin)企業參與新(xin)能(neng)(neng)(neng)(neng)源(yuan)電力市(shi)場(chang)交(jiao)易。


4.推(tui)動可再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)與(yu)交通行業融合(he)發(fa)(fa)展。加快新(xin)(xin)能(neng)(neng)(neng)源(yuan)汽車(che)推(tui)廣應用(yong),完善新(xin)(xin)能(neng)(neng)(neng)源(yuan)汽車(che)充(chong)電(dian)(dian)(dian)基(ji)礎設施(shi)配套。推(tui)動新(xin)(xin)能(neng)(neng)(neng)源(yuan)汽車(che)與(yu)氣象、新(xin)(xin)能(neng)(neng)(neng)源(yuan)電(dian)(dian)(dian)力預(yu)測預(yu)報系統信息(xi)共(gong)享與(yu)融合(he),統籌新(xin)(xin)能(neng)(neng)(neng)源(yuan)汽車(che)能(neng)(neng)(neng)源(yuan)利用(yong)與(yu)風(feng)電(dian)(dian)(dian)光(guang)伏協同(tong)調度,提升新(xin)(xin)能(neng)(neng)(neng)源(yuan)應用(yong)比(bi)例(li)。探索(suo)新(xin)(xin)能(neng)(neng)(neng)源(yuan)汽車(che)、充(chong)換電(dian)(dian)(dian)站、儲能(neng)(neng)(neng)站與(yu)電(dian)(dian)(dian)網能(neng)(neng)(neng)量高效互動的示范應用(yong),鼓勵“光(guang)儲充(chong)放(fang)”(分布式光(guang)伏-儲能(neng)(neng)(neng)系統-充(chong)放(fang)電(dian)(dian)(dian))多(duo)功能(neng)(neng)(neng)綜合(he)一(yi)體站建(jian)設。鼓勵在(zai)服務區、加油(you)站等公路(lu)沿線(xian)附屬設施(shi)合(he)理布局光(guang)伏發(fa)(fa)電(dian)(dian)(dian)設施(shi),開展光(guang)伏廊(lang)道示范。

1.完善光(guang)伏(fu)(fu)制(zhi)造產(chan)(chan)(chan)業(ye)(ye)(ye)鏈。重點依托(tuo)銀川經濟技術開(kai)發(fa)(fa)(fa)區(qu)、蘇銀產(chan)(chan)(chan)業(ye)(ye)(ye)園、石(shi)嘴山(shan)經濟技術開(kai)發(fa)(fa)(fa)區(qu)、石(shi)嘴山(shan)高新(xin)技術產(chan)(chan)(chan)業(ye)(ye)(ye)開(kai)發(fa)(fa)(fa)區(qu)、鹽池工業(ye)(ye)(ye)園區(qu)、太陽山(shan)開(kai)發(fa)(fa)(fa)區(qu)等(deng)園區(qu)做大做強光(guang)伏(fu)(fu)制(zhi)造產(chan)(chan)(chan)業(ye)(ye)(ye)。鼓勵龍(long)頭企(qi)業(ye)(ye)(ye)進一步擴大大尺(chi)寸鑄錠、拉晶、切(qie)片(pian)、高效太陽能電池及光(guang)伏(fu)(fu)生產(chan)(chan)(chan)設(she)備等(deng)主導(dao)產(chan)(chan)(chan)品(pin)規模(mo),創新(xin)開(kai)發(fa)(fa)(fa)異質結(jie)高效硅、薄(bo)膜電池、鈣(gai)鈦礦(kuang)、建(jian)筑用光(guang)伏(fu)(fu)構(gou)件等(deng)新(xin)型產(chan)(chan)(chan)品(pin),引進培(pei)育上游多晶硅,電池封裝材(cai)料(EVA、POE等(deng))、PET基膜、鋁合金邊框、光(guang)伏(fu)(fu)玻(bo)璃、逆變器、匯流(liu)箱、支架等(deng)配套產(chan)(chan)(chan)業(ye)(ye)(ye)及坩(gan)堝、切(qie)割線、焊(han)帶、銀漿等(deng)耗材(cai)產(chan)(chan)(chan)業(ye)(ye)(ye),形(xing)成以(yi)光(guang)伏(fu)(fu)硅材(cai)料為核心,耗材(cai)、輔(fu)材(cai)和配套設(she)備企(qi)業(ye)(ye)(ye)集聚發(fa)(fa)(fa)展的(de)全產(chan)(chan)(chan)業(ye)(ye)(ye)鏈體系。到2025年,我區(qu)成為全國重要的(de)光(guang)伏(fu)(fu)產(chan)(chan)(chan)業(ye)(ye)(ye)生產(chan)(chan)(chan)制(zhi)造基地。


2.提升風電(dian)(dian)(dian)制(zhi)(zhi)造配套能(neng)力。重(zhong)點依托銀川經濟技術開(kai)(kai)發區、吳(wu)忠金(jin)積工業園區、固原(yuan)經濟技術開(kai)(kai)發區、中衛海(hai)興開(kai)(kai)發區等園區發展(zhan)(zhan)風電(dian)(dian)(dian)制(zhi)(zhi)造產(chan)業。積極引(yin)進國內風電(dian)(dian)(dian)主(zhu)機龍頭企業來寧投(tou)資(zi)建(jian)廠或與(yu)本(ben)地(di)企業聯合開(kai)(kai)展(zhan)(zhan)主(zhu)機總裝項目合作(zuo)。引(yin)導本(ben)地(di)鑄造、設(she)備制(zhi)(zhi)造、電(dian)(dian)(dian)氣等企業與(yu)風電(dian)(dian)(dian)主(zhu)機企業合作(zuo),發展(zhan)(zhan)塔筒、葉(xie)片、減速器、大(da)型鑄件(jian)、專用鍛(duan)件(jian)、電(dian)(dian)(dian)機控制(zhi)(zhi)系統等關(guan)鍵零(ling)部(bu)件(jian)和配套設(she)備制(zhi)(zhi)造,提升風電(dian)(dian)(dian)零(ling)部(bu)件(jian)本(ben)地(di)配套能(neng)力。


3.積(ji)極(ji)發(fa)展(zhan)新能(neng)(neng)源生(sheng)(sheng)產性服務業(ye)。發(fa)揮寧夏清(qing)潔能(neng)(neng)源產業(ye)發(fa)展(zhan)聯盟作(zuo)用,搭(da)建(jian)資源共享、技術支撐、交流合作(zuo)平臺(tai)。支持(chi)區(qu)內風電(dian)、光(guang)伏發(fa)電(dian)規劃(hua)咨詢、設計、施工企(qi)業(ye)走出去參(can)與(yu)全國(guo)新能(neng)(neng)源項目開發(fa)。鼓勵企(qi)業(ye)、科研(yan)機構、咨詢單位、行(xing)業(ye)協會積(ji)極(ji)參(can)與(yu)行(xing)業(ye)規劃(hua)、標(biao)準的制(zhi)定,不斷擴大(da)我區(qu)企(qi)業(ye)在可再生(sheng)(sheng)能(neng)(neng)源行(xing)業(ye)的影響力。提(ti)升產業(ye)數字化水平,培育引進科技企(qi)業(ye)利用物(wu)聯網、大(da)數據和云計算等(deng)技術,發(fa)展(zhan)智(zhi)能(neng)(neng)化電(dian)力管理、運行(xing)、維護等(deng)后市場服務,培育壯大(da)可再生(sheng)(sheng)能(neng)(neng)源生(sheng)(sheng)產性服務業(ye)。


五、環境影響分析


水電、風能、太(tai)陽能等(deng)可再生(sheng)(sheng)能源(yuan)均(jun)是清潔能源(yuan),“十四五”期(qi)間可再生(sheng)(sheng)能源(yuan)開發(fa)利(li)用(yong)以生(sheng)(sheng)態優先、綠色發(fa)展為原則,資源(yuan)開發(fa)的(de)規模與布局充分考慮與國(guo)土空間規劃的(de)協調,避(bi)讓生(sheng)(sheng)態環(huan)境(jing)保護和(he)(he)(he)敏感區域,強調規劃和(he)(he)(he)建設生(sheng)(sheng)態保護和(he)(he)(he)修(xiu)復,在(zai)生(sheng)(sheng)產和(he)(he)(he)利(li)用(yong)環(huan)節(jie)未造成(cheng)較(jiao)大環(huan)境(jing)影響。而可再生(sheng)(sheng)能源(yuan)開發(fa)利(li)用(yong),將節(jie)約和(he)(he)(he)替代大量(liang)化(hua)石(shi)能源(yuan),顯著減(jian)少污染物和(he)(he)(he)溫(wen)室氣體排放,有利(li)于實現可持(chi)續發(fa)展,符合(he)建設資源(yuan)節(jie)約型(xing)、環(huan)境(jing)友好(hao)型(xing)社(she)會的(de)要求,具有良好(hao)的(de)綜合(he)性經濟和(he)(he)(he)社(she)會效益。


“十四五”期(qi)間,可(ke)(ke)再生能(neng)(neng)源(yuan)(yuan)將成為我區電(dian)力增量主體,預計到2025年,我區可(ke)(ke)再生能(neng)(neng)源(yuan)(yuan)發電(dian)裝機約(yue)(yue)(yue)占總電(dian)源(yuan)(yuan)裝機的(de)55%,可(ke)(ke)顯著(zhu)減少各(ge)類(lei)化(hua)石能(neng)(neng)源(yuan)(yuan)消耗,可(ke)(ke)再生能(neng)(neng)源(yuan)(yuan)年生產量折合(he)近2200萬(wan)噸標(biao)準煤,相當于減少二(er)氧(yang)化(hua)碳(tan)排放(fang)(fang)量約(yue)(yue)(yue)6000萬(wan)噸,減少二(er)氧(yang)化(hua)硫排放(fang)(fang)量約(yue)(yue)(yue)1.35萬(wan)噸,減少氮氧(yang)化(hua)物排放(fang)(fang)約(yue)(yue)(yue)1.4萬(wan)噸,減少煙塵排放(fang)(fang)量2700噸,環境效益十分顯著(zhu)。


六、保障措施


(一)加強統籌協調


自治(zhi)區(qu)(qu)能(neng)(neng)(neng)源(yuan)(yuan)主管部(bu)門(men)制(zhi)(zhi)定可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發展規(gui)劃,統(tong)籌安排可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)開發建(jian)(jian)設(she)規(gui)模和(he)布局,協調可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)項(xiang)目建(jian)(jian)設(she)。各市(shi)、縣(xian)(區(qu)(qu))能(neng)(neng)(neng)源(yuan)(yuan)管理部(bu)門(men)在各自職(zhi)責范圍(wei)內負責可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)開發利(li)(li)用的(de)相關(guan)管理和(he)服務工作,積極(ji)推動(dong)本地區(qu)(qu)可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)項(xiang)目建(jian)(jian)設(she)。自治(zhi)區(qu)(qu)發展改革委、財政(zheng)廳(ting)(ting)(ting)(ting)、自然資源(yuan)(yuan)廳(ting)(ting)(ting)(ting)、生(sheng)態(tai)環境廳(ting)(ting)(ting)(ting)、住房和(he)城鄉建(jian)(jian)設(she)廳(ting)(ting)(ting)(ting)、水利(li)(li)廳(ting)(ting)(ting)(ting)、農業(ye)農村廳(ting)(ting)(ting)(ting)、林業(ye)和(he)草原局,國(guo)網寧夏(xia)電力有限公司等單(dan)位協同配合、共同建(jian)(jian)立支持可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發展的(de)財政(zheng)、稅收、用地、金融、并網消納政(zheng)策(ce)(ce)體系和(he)保(bao)障機制(zhi)(zhi),加(jia)強可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)與(yu)土地、環保(bao)、林業(ye)等政(zheng)策(ce)(ce)的(de)銜接協調,建(jian)(jian)立多規(gui)合一的(de)統(tong)籌規(gui)劃體系,協調推進規(gui)劃實施。


(二)完善目標考核


采(cai)用“總(zong)量目(mu)(mu)(mu)標(biao)(biao)(biao)控制(zhi)+分(fen)解(jie)目(mu)(mu)(mu)標(biao)(biao)(biao)落實(shi)(shi)(shi)”的(de)模式(shi),按照(zhao)一次(ci)能(neng)源(yuan)消(xiao)費(fei)總(zong)量中可再生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)消(xiao)費(fei)比重(zhong)指(zhi)標(biao)(biao)(biao)及(ji)全社會電(dian)(dian)力消(xiao)費(fei)量中可再生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)電(dian)(dian)力消(xiao)費(fei)比重(zhong)指(zhi)標(biao)(biao)(biao),分(fen)年(nian)度分(fen)解(jie)可再生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)發(fa)電(dian)(dian)、可再生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)非(fei)電(dian)(dian)利用等(deng)領(ling)域發(fa)展(zhan)目(mu)(mu)(mu)標(biao)(biao)(biao)。建(jian)立自治區可再生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)產(chan)業重(zhong)大項(xiang)目(mu)(mu)(mu)庫,形成重(zhong)大項(xiang)目(mu)(mu)(mu)協調機制(zhi),實(shi)(shi)(shi)施一批(pi)、儲備一批(pi)、規(gui)劃(hua)一批(pi),滾動推(tui)進。加強對規(gui)劃(hua)實(shi)(shi)(shi)施情況、年(nian)度建(jian)設(she)規(gui)模及(ji)重(zhong)點項(xiang)目(mu)(mu)(mu)建(jian)設(she)的(de)跟蹤監測和評估,倒逼發(fa)展(zhan)目(mu)(mu)(mu)標(biao)(biao)(biao)順利實(shi)(shi)(shi)現。建(jian)立可再生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)規(gui)劃(hua)動態滾動調整(zheng)機制(zhi),必要時按程序對規(gui)劃(hua)進行中期調整(zheng),提高規(gui)劃(hua)的(de)科學性和可操作性。


(三)形成市場機制


深入推(tui)(tui)進(jin)電(dian)(dian)(dian)(dian)(dian)力輔(fu)助(zhu)服務(wu)市場建設(she),完(wan)善輔(fu)助(zhu)服務(wu)補償機制,合理加大補償力度,激勵各(ge)(ge)類靈活性資源(yuan)(yuan)(yuan)主(zhu)動提(ti)供輔(fu)助(zhu)服務(wu)。健(jian)全電(dian)(dian)(dian)(dian)(dian)力中長(chang)期交(jiao)(jiao)易市場,創(chuang)新(xin)有利于可(ke)(ke)再生能源(yuan)(yuan)(yuan)消(xiao)納(na)的交(jiao)(jiao)易品種和交(jiao)(jiao)易規則(ze),促進(jin)發電(dian)(dian)(dian)(dian)(dian)權交(jiao)(jiao)易。進(jin)一步完(wan)善分時電(dian)(dian)(dian)(dian)(dian)價機制,更好引(yin)導(dao)用戶削峰填谷、改善電(dian)(dian)(dian)(dian)(dian)力供需緊平衡、促進(jin)新(xin)能源(yuan)(yuan)(yuan)消(xiao)納(na)。推(tui)(tui)進(jin)電(dian)(dian)(dian)(dian)(dian)力現貨(huo)市場建設(she),鼓勵可(ke)(ke)再生能源(yuan)(yuan)(yuan)發電(dian)(dian)(dian)(dian)(dian)參與現貨(huo)市場。積極推(tui)(tui)動分布式(shi)發電(dian)(dian)(dian)(dian)(dian)市場化交(jiao)(jiao)易。落(luo)實可(ke)(ke)再生能源(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)(dian)力消(xiao)納(na)保障機制,督促區內各(ge)(ge)承擔責(ze)任的市場主(zhu)體完(wan)成消(xiao)納(na)責(ze)任權重,通過指標引(yin)導(dao)方式(shi)創(chuang)造市場需求。


(四)增強科技支撐


健全區內可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)技(ji)(ji)(ji)術創新(xin)(xin)體系,以技(ji)(ji)(ji)術創新(xin)(xin)、科技(ji)(ji)(ji)進步(bu)推動產業(ye)發展。支持(chi)可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)企業(ye)建(jian)設(she)(she)國(guo)(guo)家級(ji)、自(zi)治(zhi)區級(ji)科技(ji)(ji)(ji)創新(xin)(xin)平臺,對單(dan)獨(du)或聯合建(jian)設(she)(she)并(bing)經自(zi)治(zhi)區相關部門認定(ding)的重點實(shi)(shi)驗室、工程技(ji)(ji)(ji)術研究中心、企業(ye)技(ji)(ji)(ji)術中心給予資(zi)金支持(chi)。充(chong)分發揮中國(guo)(guo)工程科技(ji)(ji)(ji)發展戰略寧(ning)夏(xia)研究院(yuan)高(gao)端智庫作用(yong),為可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)高(gao)質(zhi)量發展提供理論支撐和決策咨詢。實(shi)(shi)施人(ren)(ren)才+清(qing)潔能(neng)(neng)源(yuan)產業(ye)行動計劃,發揮好清(qing)潔能(neng)(neng)源(yuan)領域人(ren)(ren)才項(xiang)目及(ji)專項(xiang)資(zi)金作用(yong),加大人(ren)(ren)才培養力度(du),積(ji)極引進國(guo)(guo)內外可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)技(ji)(ji)(ji)術領軍人(ren)(ren)才和創新(xin)(xin)團隊。依托寧(ning)夏(xia)大學等區內高(gao)校,加強可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)關鍵(jian)領域學科建(jian)設(she)(she),引導企業(ye)和職業(ye)院(yuan)校建(jian)設(she)(she)人(ren)(ren)才技(ji)(ji)(ji)能(neng)(neng)實(shi)(shi)訓(xun)基(ji)地。
