近日,在《關于晉城市光伏風電產業發展的思考和建議》一文中,作者建議山西晉城“基地化”發展,快速做大集中式光伏,并謀劃了電力本地利用、電力外送兩大基地,建議給予重點支持,即晉城市280萬千瓦“風光氣暖氫”融合發展新能源基地、晉城市(陽城電廠)200萬千瓦“風光火”打捆外送基地。

關于晉城市光伏風電(dian)產業發展的(de)思(si)考和(he)建(jian)議
從(cong)全省來看,晉(jin)(jin)城(cheng)的光伏(fu)、風(feng)(feng)電(dian)資源(yuan)稟(bing)賦(fu)較差(cha),大同、忻州、朔州等晉(jin)(jin)北地區光伏(fu)年有效利用(yong)小(xiao)時數能(neng)達到(dao)1700-1800小(xiao)時,風(feng)(feng)電(dian)能(neng)達到(dao)3500-4000小(xiao)時,而晉(jin)(jin)城(cheng)光伏(fu)約(yue)為(wei)(wei)1200-1400小(xiao)時,風(feng)(feng)電(dian)約(yue)為(wei)(wei)2000小(xiao)時。受此(ci)制(zhi)約(yue),晉(jin)(jin)城(cheng)光伏(fu)、風(feng)(feng)電(dian)產業起(qi)步晚,規模也偏(pian)小(xiao),但發(fa)展很快,“十三五(wu)”期(qi)間(jian)總裝機規模從(cong)不足1萬千(qian)瓦增長(chang)到(dao)100萬千(qian)瓦以上。晉(jin)(jin)城(cheng)市(shi)光伏(fu)、風(feng)(feng)電(dian)前景如何,能(neng)否(fou)繼續保持高速(su)增長(chang),成(cheng)為(wei)(wei)能(neng)源(yuan)工作(zuo)者關注(zhu)最多、思考(kao)最多的問題,現結合晉(jin)(jin)城(cheng)發(fa)展現狀,淺談幾點自己的思考(kao)和建議。
一(yi)、光伏、風電產業(ye)發展現狀
(一)光伏行業
1.“十三五”是光(guang)(guang)伏(fu)(fu)(fu)(fu)(fu)快速(su)發(fa)展(zhan)期(qi)。2015年(nian)(nian)底(di),晉城市(shi)(shi)(shi)(shi)全市(shi)(shi)(shi)(shi)光(guang)(guang)伏(fu)(fu)(fu)(fu)(fu)總(zong)(zong)裝(zhuang)機為0.36萬(wan)(wan)(wan)千(qian)瓦(wa)(wa),規模(mo)非常(chang)小,而到2020年(nian)(nian)底(di),已達到48萬(wan)(wan)(wan)千(qian)瓦(wa)(wa),年(nian)(nian)發(fa)電能力約7億度,約占(zhan)年(nian)(nian)全市(shi)(shi)(shi)(shi)用電量(200億度左右)的(de)3.5%。從分(fen)類(lei)來看,一(yi)是分(fen)布(bu)式光(guang)(guang)伏(fu)(fu)(fu)(fu)(fu):2016-2018年(nian)(nian)爆(bao)發(fa)式增長(chang)(chang)后趨于平穩增長(chang)(chang)。晉城市(shi)(shi)(shi)(shi)在(zai)2016年(nian)(nian)出臺了每瓦(wa)(wa)安裝(zhuang)補貼(tie)(tie)3元、電價補貼(tie)(tie)0.2元的(de)市(shi)(shi)(shi)(shi)級補貼(tie)(tie)政策后,全市(shi)(shi)(shi)(shi)分(fen)布(bu)式光(guang)(guang)伏(fu)(fu)(fu)(fu)(fu)經歷了爆(bao)發(fa)式增長(chang)(chang),從0.36萬(wan)(wan)(wan)千(qian)瓦(wa)(wa)增長(chang)(chang)到22萬(wan)(wan)(wan)千(qian)瓦(wa)(wa),2019年(nian)(nian)之后進入平穩增長(chang)(chang)期(qi)。2020年(nian)(nian)底(di),分(fen)布(bu)式光(guang)(guang)伏(fu)(fu)(fu)(fu)(fu)總(zong)(zong)裝(zhuang)機達到23萬(wan)(wan)(wan)千(qian)瓦(wa)(wa),約2萬(wan)(wan)(wan)戶(hu)居民建(jian)(jian)(jian)有屋(wu)頂分(fen)布(bu)式光(guang)(guang)伏(fu)(fu)(fu)(fu)(fu),430多個企(qi)業和(he)村集(ji)體建(jian)(jian)(jian)有分(fen)布(bu)式光(guang)(guang)伏(fu)(fu)(fu)(fu)(fu)。二是集(ji)中式光(guang)(guang)伏(fu)(fu)(fu)(fu)(fu):2019年(nian)(nian)競價光(guang)(guang)伏(fu)(fu)(fu)(fu)(fu)開始提速(su)發(fa)展(zhan)。2016-2017年(nian)(nian),建(jian)(jian)(jian)成(cheng)4個集(ji)中式光(guang)(guang)伏(fu)(fu)(fu)(fu)(fu)項(xiang)目(mu),裝(zhuang)機8萬(wan)(wan)(wan)千(qian)瓦(wa)(wa)。2019年(nian)(nian)獲批競價光(guang)(guang)伏(fu)(fu)(fu)(fu)(fu)17萬(wan)(wan)(wan)千(qian)瓦(wa)(wa),并于2020年(nian)(nian)7月全部(bu)建(jian)(jian)(jian)成(cheng),約占(zhan)全省同批項(xiang)目(mu)建(jian)(jian)(jian)成(cheng)總(zong)(zong)量的(de)1/6。2020年(nian)(nian)底(di),共建(jian)(jian)(jian)成(cheng)集(ji)中式光(guang)(guang)伏(fu)(fu)(fu)(fu)(fu)25萬(wan)(wan)(wan)千(qian)瓦(wa)(wa),并儲(chu)備超過100萬(wan)(wan)(wan)千(qian)瓦(wa)(wa)的(de)項(xiang)目(mu)待獲得項(xiang)目(mu)指(zhi)標后建(jian)(jian)(jian)設。
2.光伏(fu)(fu)產業還(huan)存(cun)在較(jiao)大潛力。從(cong)分布式光伏(fu)(fu)來(lai)看(kan),提升(sheng)空間尚大。我市(shi)(shi)目前(qian)2萬農(nong)村居民建有家用光伏(fu)(fu),不足(zu)10%,各類工(gong)商業廠房也(ye)還(huan)有較(jiao)大發展空間。預計可開(kai)(kai)發總量在100萬千(qian)瓦(wa)以(yi)上。從(cong)集(ji)中(zhong)式光伏(fu)(fu)來(lai)看(kan),開(kai)(kai)發空間同樣較(jiao)大。從(cong)目前(qian)前(qian)期手續較(jiao)完(wan)善的(de)儲備項目來(lai)看(kan),裝機規模已超過140萬千(qian)瓦(wa),考慮到晉城市(shi)(shi)荒(huang)山荒(huang)坡資(zi)源較(jiao)少,粗略(lve)估計全市(shi)(shi)可開(kai)(kai)發集(ji)中(zhong)式光伏(fu)(fu)的(de)總容量在200萬千(qian)瓦(wa)左右。
3.光伏產(chan)業前(qian)景光明。從(cong)(cong)全(quan)(quan)(quan)國(guo)政策(ce)導向和(he)國(guo)家(jia)水利水電(dian)(dian)(dian)規劃總(zong)院的(de)(de)(de)分析來(lai)看,光伏已成(cheng)為成(cheng)本(ben)最低的(de)(de)(de)可(ke)再生能(neng)源(yuan),預計到2035年(nian)左(zuo)右,光伏的(de)(de)(de)裝機容量將超過火(huo)電(dian)(dian)(dian),成(cheng)為全(quan)(quan)(quan)國(guo)裝機規模最大(da)的(de)(de)(de)電(dian)(dian)(dian)源(yuan)。晉城(cheng)在加快光伏發(fa)展(zhan)(zhan)(zhan)方(fang)面具有幾點優勢(shi):一是消(xiao)納條件較(jiao)好(hao)。晉城(cheng)全(quan)(quan)(quan)市(shi)年(nian)用電(dian)(dian)(dian)量約(yue)(yue)為200億度(du),發(fa)電(dian)(dian)(dian)量約(yue)(yue)為240億度(du),其中:約(yue)(yue)160億度(du)電(dian)(dian)(dian)由大(da)唐陽(yang)電(dian)(dian)(dian)直送江蘇,本(ben)地發(fa)電(dian)(dian)(dian)約(yue)(yue)80億度(du),全(quan)(quan)(quan)市(shi)每年(nian)超100億度(du)電(dian)(dian)(dian)從(cong)(cong)周邊(bian)調入。發(fa)展(zhan)(zhan)(zhan)新能(neng)源(yuan)符合現有消(xiao)納政策(ce)導向,粗略測算,對光伏的(de)(de)(de)消(xiao)納能(neng)力可(ke)達到500萬千瓦(wa)。二是有資(zi)源(yuan)支撐。全(quan)(quan)(quan)市(shi)可(ke)支撐的(de)(de)(de)光伏開發(fa)資(zi)源(yuan),預計在300萬千瓦(wa)左(zuo)右。三是便于傳統(tong)能(neng)源(yuan)和(he)新能(neng)源(yuan)協同(tong)發(fa)展(zhan)(zhan)(zhan)。晉城(cheng)作為傳統(tong)的(de)(de)(de)能(neng)源(yuan)大(da)市(shi),煤炭、煤層氣、甲醇(chun)、瓦(wa)斯(si)、生物質能(neng)等(deng)能(neng)源(yuan)種(zhong)類多、產(chan)量大(da),在構(gou)筑多能(neng)互補(bu)、協同(tong)發(fa)展(zhan)(zhan)(zhan)方(fang)面具有天然優勢(shi)。
(二)風電行業
1.2018-2020年(nian)快速發(fa)展。一是集(ji)中式(shi)(shi)風電(dian)(dian)(dian)(dian):自2018年(nian)8月全(quan)市(shi)首個風電(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)——陵(ling)川中電(dian)(dian)(dian)(dian)投(tou)一期(qi)(qi)10萬(wan)千(qian)瓦風電(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)建(jian)成投(tou)產后,快速建(jian)成了陵(ling)川中電(dian)(dian)(dian)(dian)投(tou)二(er)期(qi)(qi)5萬(wan)千(qian)瓦、澤州(zhou)華電(dian)(dian)(dian)(dian)一期(qi)(qi)10萬(wan)千(qian)瓦、澤州(zhou)華電(dian)(dian)(dian)(dian)二(er)期(qi)(qi)10萬(wan)千(qian)瓦、沁水中電(dian)(dian)(dian)(dian)投(tou)5萬(wan)千(qian)瓦、沁水遠景10萬(wan)千(qian)瓦等一批集(ji)中式(shi)(shi)風電(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)。2020年(nian)底,集(ji)中式(shi)(shi)風電(dian)(dian)(dian)(dian)裝機規模(mo)達(da)到50萬(wan)千(qian)瓦。二(er)是分散(san)式(shi)(shi)風電(dian)(dian)(dian)(dian):2019年(nian),在全(quan)省修訂“十三五”分散(san)式(shi)(shi)風電(dian)(dian)(dian)(dian)發(fa)展規劃(hua)時(shi),晉城(cheng)又有28.9萬(wan)千(qian)瓦分散(san)式(shi)(shi)風電(dian)(dian)(dian)(dian)補充列(lie)入規劃(hua),目(mu)(mu)前這批項(xiang)目(mu)(mu)已基(ji)本完成前期(qi)(qi),預計在2021年(nian)底前全(quan)部(bu)建(jian)成并(bing)網。
2.風(feng)(feng)(feng)電(dian)開發已接近(jin)飽和。從(cong)風(feng)(feng)(feng)電(dian)發展情(qing)況來看,已批的(de)(de)分(fen)散式(shi)風(feng)(feng)(feng)電(dian)全部建(jian)成并網后,新(xin)開發項(xiang)目(mu)的(de)(de)空間(jian)已很(hen)小(xiao)。主要受(shou)兩方面(mian)(mian)因素制(zhi)約(yue):一(yi)是(shi)土(tu)地(di)資(zi)源(yuan)(yuan)制(zhi)約(yue)。2019年(nian)2月,國家林草(cao)局出臺(tai)《關于規(gui)范風(feng)(feng)(feng)電(dian)場項(xiang)目(mu)建(jian)設使(shi)用林地(di)的(de)(de)通知(zhi)》,要求風(feng)(feng)(feng)電(dian)項(xiang)目(mu)避讓(rang)林地(di),通過(guo)對林地(di)資(zi)源(yuan)(yuan)的(de)(de)排(pai)查,晉城已很(hen)難找到裝機規(gui)模(mo)超過(guo)5萬(wan)千瓦(wa)(wa)的(de)(de)集(ji)中式(shi)風(feng)(feng)(feng)電(dian)資(zi)源(yuan)(yuan),適合(he)裝機規(gui)模(mo)小(xiao)于5萬(wan)千瓦(wa)(wa)的(de)(de)分(fen)散式(shi)風(feng)(feng)(feng)電(dian)建(jian)設的(de)(de)土(tu)地(di)資(zi)源(yuan)(yuan)也十分(fen)稀少。二是(shi)資(zi)源(yuan)(yuan)經(jing)濟性(xing)制(zhi)約(yue)。在2021年(nian)風(feng)(feng)(feng)電(dian)實現全面(mian)(mian)平(ping)價(jia)上網后,受(shou)限晉城2000左右利(li)用小(xiao)時數的(de)(de)資(zi)源(yuan)(yuan)稟(bing)賦,風(feng)(feng)(feng)電(dian)項(xiang)目(mu)已不(bu)具備經(jing)濟性(xing)。
3.短期內增量空(kong)間已(yi)很(hen)小。在(zai)2021年(nian)底前(qian),將已(yi)批的20多萬千(qian)瓦分(fen)散(san)式風(feng)電(dian)項目(mu)全部建成后,未來幾年(nian),在(zai)風(feng)電(dian)行業(ye)未出現(xian)革命(ming)性(xing)技術和(he)成本(ben)大幅(fu)下(xia)降之前(qian),風(feng)電(dian)開發空(kong)間已(yi)很(hen)小。
二、光伏、風電產業發展的(de)制約因素
光(guang)(guang)伏:晉城具備光(guang)(guang)伏發展(zhan)(zhan)的土地(di)等資源(yuan)支(zhi)撐(cheng)、消納條件好、投(tou)資企業及資金充沛,制(zhi)約(yue)發展(zhan)(zhan)的主要是光(guang)(guang)伏指標。只要國家和(he)省給(gei)予(yu)較多的光(guang)(guang)伏指標,就(jiu)能實現總量快速增長。
風電:風電容(rong)量已(yi)飽和(he),增長空間已(yi)很(hen)小。
三、思考和建議
下一步,晉城發(fa)展(zhan)的重(zhong)點是(shi)光(guang)伏產(chan)業。“十(shi)四五”期間,規劃新增裝機容量為(wei)100萬千瓦。對于(yu)加(jia)快光(guang)伏發(fa)展(zhan),我們主要有以下幾點思考(kao)和建議:
(一(yi))以(yi)需(xu)定產,支持光伏總量快速做(zuo)大(da)
光伏(fu)成本持續(xu)降低,發電(dian)量比重將不斷提高。而晉(jin)城市(shi)作為一個本地電(dian)力生產供(gong)應(ying)和電(dian)力需求缺(que)口(kou)(kou)很大的(de)地區,消納充(chong)(chong)(chong)足(zu),給予(yu)晉(jin)城市(shi)充(chong)(chong)(chong)足(zu)的(de)指標(biao)供(gong)應(ying),快速提高電(dian)力自給自足(zu)能(neng)力,有利于充(chong)(chong)(chong)分發揮光伏(fu)的(de)低成本優(you)(you)勢,促進(jin)能(neng)源(yuan)供(gong)給結(jie)構的(de)優(you)(you)化(hua)和調(diao)整。因此,建議立足(zu)晉(jin)城每年100億度電(dian)的(de)供(gong)應(ying)缺(que)口(kou)(kou),爭(zheng)取(qu)較多指標(biao),盡快填補供(gong)應(ying)缺(que)口(kou)(kou)。
(二)立(li)足長遠,打通新(xin)能源(yuan)電力外送通道(dao)
山西(xi)省(sheng)(sheng)電力上(shang)網基準(zhun)電價較低(di),而晉(jin)城不(bu)僅(jin)有“大唐陽電直供(gong)江蘇(su)”送電通道(dao),而且緊鄰河南省(sheng)(sheng),支持晉(jin)城新(xin)能(neng)源電力外送,不(bu)僅(jin)可(ke)以為全省(sheng)(sheng)新(xin)能(neng)源發展拓展容量空間,而且外地較高的電價又能(neng)促進我(wo)省(sheng)(sheng)電力快速發展。因此,建(jian)(jian)議推動“大唐陽電直供(gong)江蘇(su)”送電通道(dao),由單純火電輸送向“風光火”打(da)捆送電轉變(bian),并謀劃(hua)建(jian)(jian)設(she)面(mian)向中原經濟(ji)區(qu)的供(gong)電通道(dao)。
(三)“基地(di)化”發展(zhan),快(kuai)速做(zuo)大(da)集中式(shi)光伏
集中式(shi)光伏作(zuo)為(wei)大規(gui)模的電(dian)源,更適合(he)“基(ji)地化(hua)”發展(zhan)。為(wei)此,我們謀(mou)劃了(le)電(dian)力(li)(li)本(ben)地利(li)用、電(dian)力(li)(li)外送兩大基(ji)地,建(jian)議給予重點(dian)支持。
1.晉(jin)(jin)城(cheng)市(shi)280萬(wan)(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)“風光(guang)(guang)氣暖(nuan)(nuan)(nuan)氫(qing)(qing)(qing)”融(rong)(rong)合(he)發(fa)(fa)展新(xin)(xin)能(neng)源(yuan)(yuan)基地(di):規劃(hua)開(kai)(kai)發(fa)(fa)規模(mo)280萬(wan)(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa),主要(yao)包(bao)括地(di)面(mian)(mian)集中式光(guang)(guang)伏(fu)100萬(wan)(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)、農(nong)光(guang)(guang)互(hu)補(bu)60萬(wan)(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)、水(shui)上光(guang)(guang)伏(fu)50萬(wan)(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)、分布式光(guang)(guang)伏(fu)20萬(wan)(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)、分散式風電(dian)(dian)50萬(wan)(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)。重(zhong)點(dian)在(zai)(zai)五(wu)個方(fang)面(mian)(mian)開(kai)(kai)展創新(xin)(xin)和突破:一(yi)是實現新(xin)(xin)能(neng)源(yuan)(yuan)就地(di)消(xiao)(xiao)納。這(zhe)批(pi)新(xin)(xin)能(neng)源(yuan)(yuan)發(fa)(fa)電(dian)(dian)擬(ni)全部(bu)在(zai)(zai)本(ben)市(shi)內消(xiao)(xiao)納。二是探索(suo)發(fa)(fa)揮現有瓦(wa)(wa)斯(si)(si)發(fa)(fa)電(dian)(dian)電(dian)(dian)站調峰(feng)作用(yong)(yong),提升(sheng)和改善新(xin)(xin)能(neng)源(yuan)(yuan)消(xiao)(xiao)納水(shui)平(ping)的(de)可(ke)(ke)行辦法。晉(jin)(jin)城(cheng)市(shi)現有瓦(wa)(wa)斯(si)(si)發(fa)(fa)電(dian)(dian)裝機容量約55萬(wan)(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa),是可(ke)(ke)供利用(yong)(yong)的(de)優質調峰(feng)電(dian)(dian)源(yuan)(yuan),擬(ni)在(zai)(zai)“十四五(wu)”期間,開(kai)(kai)展體(ti)制(zhi)(zhi)研究(jiu),尋求瓦(wa)(wa)斯(si)(si)發(fa)(fa)電(dian)(dian)和新(xin)(xin)能(neng)源(yuan)(yuan)發(fa)(fa)電(dian)(dian)聯動(dong)發(fa)(fa)展,提升(sheng)消(xiao)(xiao)納水(shui)平(ping)的(de)新(xin)(xin)途(tu)徑。三(san)是推(tui)廣新(xin)(xin)能(neng)源(yuan)(yuan)在(zai)(zai)供熱領(ling)(ling)域(yu)的(de)應用(yong)(yong)。重(zhong)點(dian)在(zai)(zai)大型光(guang)(guang)伏(fu)風電(dian)(dian)項(xiang)目(mu)余電(dian)(dian)棄電(dian)(dian)利用(yong)(yong)、戶用(yong)(yong)光(guang)(guang)伏(fu)供暖(nuan)(nuan)(nuan)、小規模(mo)光(guang)(guang)伏(fu)集中供暖(nuan)(nuan)(nuan)等方(fang)面(mian)(mian)開(kai)(kai)展嘗試(shi),提升(sheng)新(xin)(xin)能(neng)源(yuan)(yuan)在(zai)(zai)供暖(nuan)(nuan)(nuan)方(fang)面(mian)(mian)的(de)作用(yong)(yong)。四是在(zai)(zai)化肥(fei)用(yong)(yong)氫(qing)(qing)(qing)氣領(ling)(ling)域(yu)探索(suo)新(xin)(xin)能(neng)源(yuan)(yuan)制(zhi)(zhi)氫(qing)(qing)(qing)氣替(ti)(ti)代煤(mei)制(zhi)(zhi)氫(qing)(qing)(qing)的(de)顛覆式產(chan)業創新(xin)(xin)。晉(jin)(jin)城(cheng)市(shi)作為(wei)產(chan)量占全國1/4的(de)化肥(fei)基地(di),氫(qing)(qing)(qing)氣使用(yong)(yong)量很大,用(yong)(yong)新(xin)(xin)能(neng)源(yuan)(yuan)制(zhi)(zhi)氫(qing)(qing)(qing)替(ti)(ti)代煤(mei)制(zhi)(zhi)氫(qing)(qing)(qing),可(ke)(ke)以節約大量煤(mei)炭(tan),目(mu)前技(ji)術已基本(ben)成熟(shu),成本(ben)偏高(gao),擬(ni)探索(suo)在(zai)(zai)爭取國家和省配套(tao)一(yi)定支持(chi)政(zheng)策后(hou)開(kai)(kai)展試(shi)點(dian)。五(wu)是深(shen)入推(tui)進新(xin)(xin)能(neng)源(yuan)(yuan)和旅(lv)游、蔬(shu)菜(cai)大棚、漁業、中草藥種植等產(chan)業融(rong)(rong)合(he)發(fa)(fa)展。擴大現有的(de)蔬(shu)菜(cai)大棚農(nong)光(guang)(guang)互(hu)補(bu)項(xiang)目(mu)的(de)規模(mo),開(kai)(kai)展水(shui)上光(guang)(guang)伏(fu)的(de)建設,在(zai)(zai)中草藥種植、旅(lv)游等領(ling)(ling)域(yu)開(kai)(kai)展特色光(guang)(guang)伏(fu)項(xiang)目(mu)建設。
2.晉城(cheng)市(陽(yang)城(cheng)電(dian)(dian)廠)200萬(wan)千(qian)瓦(wa)“風光火”打捆外送基地:陽(yang)電(dian)(dian)發展新(xin)能源項目采(cai)用“風光火”打捆外送方式,通過(guo)陽(yang)城(cheng)電(dian)(dian)廠專線將電(dian)(dian)量“點對網”送往江(jiang)蘇消納,近期規(gui)劃規(gui)模(mo)200萬(wan)千(qian)瓦(wa)。
(四(si))“惠(hui)民式”發展(zhan),充分(fen)做活分(fen)布式光伏
分(fen)(fen)布(bu)式(shi)(shi)(shi)(shi)光(guang)(guang)伏作為(wei)自(zi)發自(zi)用為(wei)主(zhu)的(de)分(fen)(fen)散電源(yuan),低(di)成本優勢在(zai)惠(hui)民方面成效顯著(zhu)。建(jian)(jian)(jian)(jian)議(yi)進一(yi)步放寬(kuan)(kuan)此類項(xiang)目(mu)的(de)條(tiao)件限制,更充分(fen)(fen)發揮這類項(xiang)目(mu)低(di)成本惠(hui)民的(de)社會效益(yi)。一(yi)是放寬(kuan)(kuan)規模限制。目(mu)前(qian)分(fen)(fen)布(bu)式(shi)(shi)(shi)(shi)光(guang)(guang)伏的(de)規模要(yao)(yao)求是6兆瓦(wa)以下,可由(you)本市備(bei)案后,自(zi)主(zhu)建(jian)(jian)(jian)(jian)設,超過規模的(de)要(yao)(yao)作為(wei)集中(zhong)式(shi)(shi)(shi)(shi)光(guang)(guang)伏項(xiang)目(mu)進行(xing)指標化管(guan)理。建(jian)(jian)(jian)(jian)議(yi)將分(fen)(fen)布(bu)式(shi)(shi)(shi)(shi)光(guang)(guang)伏規模限制擴大(da)到10-20兆瓦(wa),擴大(da)本地小型分(fen)(fen)布(bu)式(shi)(shi)(shi)(shi)項(xiang)目(mu)建(jian)(jian)(jian)(jian)設的(de)自(zi)主(zhu)權。二是放寬(kuan)(kuan)條(tiao)件要(yao)(yao)求。現行(xing)政策要(yao)(yao)求,僅限在(zai)屋頂(ding)建(jian)(jian)(jian)(jian)設分(fen)(fen)布(bu)式(shi)(shi)(shi)(shi)光(guang)(guang)伏,建(jian)(jian)(jian)(jian)議(yi)放寬(kuan)(kuan)到可在(zai)各類荒(huang)山荒(huang)坡、荒(huang)灘、閑置場地建(jian)(jian)(jian)(jian)設分(fen)(fen)布(bu)式(shi)(shi)(shi)(shi)光(guang)(guang)伏。
(五)率先(xian)推(tui)動“光(guang)伏(fu)+儲(chu)能(neng)”,全(quan)面(mian)提升供(gong)電(dian)品質
“光(guang)(guang)伏+儲(chu)能(neng)(neng)(neng)”是未(wei)來最佳的(de)低(di)成本(ben)電(dian)力解(jie)決方案。對改善供電(dian)品質的(de)作用也很顯著,但目前儲(chu)能(neng)(neng)(neng)的(de)成本(ben)還(huan)較高,鼓(gu)勵建(jian)設(she)儲(chu)能(neng)(neng)(neng)的(de)政(zheng)策(ce)體(ti)系尚未(wei)建(jian)立。因此,建(jian)議在省級(ji)層面構建(jian)支持(chi)各市率先(xian)推動“光(guang)(guang)伏+儲(chu)能(neng)(neng)(neng)”建(jian)設(she)的(de)政(zheng)策(ce)體(ti)系,促進全省的(de)儲(chu)能(neng)(neng)(neng)規模快(kuai)速提升,改善對新(xin)能(neng)(neng)(neng)源(yuan)的(de)消(xiao)納能(neng)(neng)(neng)力。
(六)深入推動光伏(fu)與其他產業(ye)融合發展,用制度創(chuang)新(xin)創(chuang)造社(she)會效益(yi)
光(guang)伏(fu)(fu)(fu)作為(wei)低成本電(dian)(dian)源(yuan),隨著技術(shu)(shu)進步,每度(du)(du)電(dian)(dian)成本有望向0.2元(yuan)、0.1元(yuan)邁進。一(yi)(yi)方面(mian)(mian)(mian)要通過“光(guang)伏(fu)(fu)(fu)+儲能(neng)”提升(sheng)(sheng)光(guang)伏(fu)(fu)(fu)產業的(de)供電(dian)(dian)能(neng)力;另(ling)一(yi)(yi)方面(mian)(mian)(mian),也可(ke)以通過對(dui)用(yong)電(dian)(dian)端的(de)創(chuang)新(xin)(xin)和(he)改造,提升(sheng)(sheng)對(dui)光(guang)伏(fu)(fu)(fu)間(jian)歇(xie)性供電(dian)(dian)的(de)適(shi)應能(neng)力。重點建議在以下(xia)幾個(ge)方面(mian)(mian)(mian)用(yong)制度(du)(du)創(chuang)新(xin)(xin)推(tui)廣光(guang)伏(fu)(fu)(fu)利(li)用(yong),創(chuang)造社會(hui)效益。一(yi)(yi)是創(chuang)新(xin)(xin)各類“光(guang)伏(fu)(fu)(fu)+”綜合利(li)用(yong)模式(shi)(shi)。大(da)(da)(da)力鼓勵發(fa)(fa)展各類農(nong)光(guang)互補、林(lin)光(guang)互補、水上光(guang)伏(fu)(fu)(fu)、大(da)(da)(da)棚蔬菜頂棚光(guang)伏(fu)(fu)(fu)、“光(guang)伏(fu)(fu)(fu)+旅游、交通、農(nong)業、生態(tai)”等光(guang)伏(fu)(fu)(fu)利(li)用(yong)的(de)新(xin)(xin)模式(shi)(shi)新(xin)(xin)業態(tai),依靠光(guang)伏(fu)(fu)(fu)的(de)低成本優勢(shi),著力提升(sheng)(sheng)非光(guang)伏(fu)(fu)(fu)部分的(de)質量和(he)效益。二是探(tan)(tan)索太(tai)陽能(neng)供熱(re)利(li)用(yong)。積(ji)極(ji)推(tui)動(dong)太(tai)陽能(neng)熱(re)利(li)用(yong)與建筑一(yi)(yi)體(ti)化(hua),持續擴大(da)(da)(da)太(tai)陽能(neng)熱(re)利(li)用(yong)在城鄉的(de)普及應用(yong),積(ji)極(ji)推(tui)進太(tai)陽能(neng)供暖、制冷技術(shu)(shu),在學校(xiao)、醫院(yuan)、賓館、機關、廠(chang)礦等企(qi)事業單位鼓勵建設大(da)(da)(da)中型公(gong)用(yong)太(tai)陽能(neng)熱(re)水工(gong)程。三(san)是探(tan)(tan)索“儲能(neng)+光(guang)伏(fu)(fu)(fu)+風(feng)電(dian)(dian)+瓦(wa)斯發(fa)(fa)電(dian)(dian)+甲(jia)醇發(fa)(fa)電(dian)(dian)+氫(qing)氣發(fa)(fa)電(dian)(dian)+光(guang)熱(re)發(fa)(fa)電(dian)(dian)”的(de)多能(neng)互補電(dian)(dian)站。為(wei)電(dian)(dian)力系(xi)統(tong)提供主動(dong)支撐(cheng),構建出(chu)力連續、可(ke)控可(ke)調(diao)(diao)、調(diao)(diao)峰靈活、幅度(du)(du)大(da)(da)(da)、品(pin)質高的(de)清潔能(neng)源(yuan)供應系(xi)統(tong),提高電(dian)(dian)力系(xi)統(tong)對(dui)不(bu)穩定(ding)電(dian)(dian)源(yuan)的(de)消納能(neng)力,促(cu)進光(guang)伏(fu)(fu)(fu)規模的(de)進一(yi)(yi)步提升(sheng)(sheng)。
