近日,國家發展改革委出臺“十四五”時期深化價格機制改革行動方案。發改委明確:完善風電、光伏發電價格形成機制,落實新出臺的抽水蓄能價格機制,建立新型儲能價格機制,推動新能源及相關儲能產業發展。繼續推進輸配電價改革,理順輸配電價結構,提升電價機制靈活性,促進新能源就近消納,以及電力資源在更大范圍的優化配置。完善針對高耗能、高排放行業的差別電價、階梯電價等綠色電價政策,加大實施力度,促進節能減碳。

各省、自(zi)治(zhi)區、直轄(xia)市、新疆生產(chan)建設兵團發展改(gai)革(ge)委:


為深入(ru)貫徹黨的(de)十九屆五(wu)中全會精神和“十四五(wu)”規劃(hua)《綱要》部署,深化(hua)“十四五(wu)”時期重點(dian)領(ling)域價格機制改革,制定本行動(dong)方(fang)案(an)。


一、總體要求


以(yi)(yi)習近平(ping)新時(shi)代中(zhong)國特色社會(hui)主(zhu)義思(si)想為(wei)(wei)指導,深入貫徹(che)黨的十(shi)九大和(he)(he)十(shi)九屆(jie)二(er)中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)全會(hui)精神,立(li)足新發展(zhan)階(jie)段,貫徹(che)新發展(zhan)理念,構建新發展(zhan)格局,堅(jian)持穩中(zhong)求進(jin)工作總基調,以(yi)(yi)推(tui)動(dong)高(gao)質量(liang)發展(zhan)為(wei)(wei)主(zhu)題,以(yi)(yi)深化(hua)供給側(ce)結構性(xing)改革(ge)(ge)為(wei)(wei)主(zhu)線,以(yi)(yi)改革(ge)(ge)創新為(wei)(wei)根本動(dong)力(li),以(yi)(yi)滿足人民(min)日益增長的美(mei)好(hao)生(sheng)活需要為(wei)(wei)根本目的,統籌(chou)發展(zhan)和(he)(he)安全,堅(jian)持市場化(hua)方向(xiang),堅(jian)持系統觀念,重點圍繞(rao)助力(li)“碳達峰、碳中(zhong)和(he)(he)”目標實(shi)現,促進(jin)資源節約和(he)(he)環境保(bao)護,提升公(gong)共服務供給質量(liang),更(geng)好(hao)保(bao)障和(he)(he)改善民(min)生(sheng),深入推(tui)進(jin)價(jia)格改革(ge)(ge),完善價(jia)格調控機制,提升價(jia)格治理能力(li),確(que)保(bao)價(jia)格總水平(ping)在合理區間運行。


到2025年,競爭性領域和(he)環(huan)(huan)節價格(ge)(ge)主要由市場決定,網絡型自然壟(long)斷環(huan)(huan)節科學(xue)定價機制全面確立,能源(yuan)資源(yuan)價格(ge)(ge)形成機制進一步完善,重要民生商品價格(ge)(ge)調控機制更加健全,公共(gong)服(fu)務價格(ge)(ge)政策基本(ben)完善,適應高質量(liang)發展要求的價格(ge)(ge)政策體(ti)系基本(ben)建立。


二、加強和改進價格調控


(一)健全監(jian)測(ce)預(yu)(yu)(yu)測(ce)預(yu)(yu)(yu)警體(ti)系。運用現代(dai)信息技術,健全價(jia)格監(jian)測(ce)預(yu)(yu)(yu)測(ce)預(yu)(yu)(yu)警系統(tong),完(wan)善價(jia)格監(jian)測(ce)分(fen)(fen)析制(zhi)度和(he)(he)風(feng)險(xian)預(yu)(yu)(yu)警框架。動態跟蹤分(fen)(fen)析國內外市(shi)場形勢(shi),一體(ti)監(jian)測(ce)重點商品生產、運輸、銷(xiao)售、成本、價(jia)格動態,加強綜合研判和(he)(he)趨勢(shi)分(fen)(fen)析,強化(hua)風(feng)險(xian)評估和(he)(he)預(yu)(yu)(yu)測(ce)預(yu)(yu)(yu)警。深化(hua)與行(xing)業協會、市(shi)場機構合作(zuo),提升分(fen)(fen)析預(yu)(yu)(yu)測(ce)科學性。


(二(er))加強(qiang)重要(yao)民生商品價(jia)(jia)格(ge)(ge)(ge)調(diao)(diao)(diao)控(kong)(kong)(kong)。落實完(wan)善(shan)重要(yao)民生商品價(jia)(jia)格(ge)(ge)(ge)調(diao)(diao)(diao)控(kong)(kong)(kong)機制的(de)要(yao)求,堅持“調(diao)(diao)(diao)高”與“調(diao)(diao)(diao)低(di)”并(bing)重,注重預(yu)調(diao)(diao)(diao)微調(diao)(diao)(diao),完(wan)善(shan)突發應(ying)急調(diao)(diao)(diao)控(kong)(kong)(kong)機制,提升調(diao)(diao)(diao)控(kong)(kong)(kong)能(neng)力(li),有效保(bao)障糧油肉蛋(dan)菜果奶等(deng)(deng)供(gong)應(ying),防止價(jia)(jia)格(ge)(ge)(ge)大起(qi)大落。建(jian)立價(jia)(jia)格(ge)(ge)(ge)區間調(diao)(diao)(diao)控(kong)(kong)(kong)制度,健(jian)全(quan)以儲(chu)(chu)備調(diao)(diao)(diao)控(kong)(kong)(kong)、進出口調(diao)(diao)(diao)節為主的(de)調(diao)(diao)(diao)控(kong)(kong)(kong)手段,加強(qiang)生豬(zhu)等(deng)(deng)重要(yao)民生商品逆周期調(diao)(diao)(diao)節。強(qiang)化價(jia)(jia)格(ge)(ge)(ge)與補貼、儲(chu)(chu)備、保(bao)險、金融等(deng)(deng)政策的(de)協同聯動。


(三)堅持并完(wan)善價格支(zhi)持政(zheng)(zheng)策(ce)(ce)。堅持稻(dao)谷、小麥最低收(shou)(shou)購價政(zheng)(zheng)策(ce)(ce)框架不動搖,著力增強政(zheng)(zheng)策(ce)(ce)靈活性(xing)和彈性(xing),合理調(diao)(diao)整最低收(shou)(shou)購價水(shui)平(ping),切實保護農民利(li)益(yi)和種糧積極性(xing),確保口糧生產穩定(ding),同(tong)時充分(fen)發(fa)揮市場機制作用,促進優質優價。完(wan)善棉花(hua)目標價格政(zheng)(zheng)策(ce)(ce),健全(quan)風險分(fen)擔機制,合理調(diao)(diao)整棉花(hua)目標價格水(shui)平(ping),繼續(xu)探(tan)索可(ke)持續(xu)的新(xin)型支(zhi)持政(zheng)(zheng)策(ce)(ce)。進一步加強農產品成本調(diao)(diao)查(cha)工作,為制定(ding)價格政(zheng)(zheng)策(ce)(ce)提供(gong)支(zhi)撐。


(四)做好(hao)大宗(zong)商(shang)品價(jia)格異動應對(dui)。加(jia)強對(dui)鐵礦(kuang)石、銅、原油、天(tian)然(ran)氣、玉米、大豆、食(shi)用油等(deng)大宗(zong)商(shang)品市場動態和價(jia)格形勢的跟蹤分(fen)析,深入研判(pan)輸入性影響,及(ji)時提(ti)出儲備、進出口、財稅、金(jin)融等(deng)綜合調(diao)控措施建議,推動有關方面做好(hao)保供穩價(jia)工作。


(五)強化市(shi)場(chang)預(yu)(yu)(yu)期(qi)(qi)管(guan)理(li)(li)。建立完善預(yu)(yu)(yu)期(qi)(qi)管(guan)理(li)(li)制度。聚(ju)焦價(jia)格(ge)總(zong)水平和重(zhong)點(dian)商品,提(ti)高預(yu)(yu)(yu)期(qi)(qi)管(guan)理(li)(li)的(de)前瞻性和預(yu)(yu)(yu)見(jian)性;創新豐富(fu)預(yu)(yu)(yu)期(qi)(qi)管(guan)理(li)(li)手段,通(tong)過(guo)解(jie)讀(du)市(shi)場(chang)基本(ben)面(mian)的(de)積極變(bian)化、政(zheng)府(fu)保供穩價(jia)舉措等,強化政(zheng)府(fu)與市(shi)場(chang)雙向(xiang)溝通(tong)與信息交流(liu),釋放正面(mian)信號,合理(li)(li)引導市(shi)場(chang)預(yu)(yu)(yu)期(qi)(qi)。規范價(jia)格(ge)指(zhi)數編制發(fa)布行為。


三、深入推進能源價格改革


(六)持續深(shen)化電(dian)價(jia)(jia)(jia)改革。進一(yi)步(bu)完(wan)善省(sheng)級電(dian)網、區域電(dian)網、跨省(sheng)跨區專項工程、增量(liang)配(pei)電(dian)網價(jia)(jia)(jia)格(ge)(ge)形(xing)成(cheng)機制(zhi),加快(kuai)理順輸配(pei)電(dian)價(jia)(jia)(jia)結構。持續深(shen)化燃(ran)(ran)煤發電(dian)、燃(ran)(ran)氣(qi)發電(dian)、水電(dian)、核電(dian)等(deng)上網電(dian)價(jia)(jia)(jia)市場化改革,完(wan)善風(feng)電(dian)、光(guang)伏發電(dian)、抽水蓄(xu)能價(jia)(jia)(jia)格(ge)(ge)形(xing)成(cheng)機制(zhi),建立新型儲能價(jia)(jia)(jia)格(ge)(ge)機制(zhi)。平穩推進銷售電(dian)價(jia)(jia)(jia)改革,有序推動經營性電(dian)力用(yong)戶進入電(dian)力市場,完(wan)善居民(min)階(jie)梯電(dian)價(jia)(jia)(jia)制(zhi)度。


(七)不斷(duan)完(wan)善綠(lv)色(se)電(dian)(dian)(dian)價(jia)政(zheng)策(ce)。針對高(gao)耗能、高(gao)排放行業(ye),完(wan)善差別電(dian)(dian)(dian)價(jia)、階梯電(dian)(dian)(dian)價(jia)等綠(lv)色(se)電(dian)(dian)(dian)價(jia)政(zheng)策(ce),強(qiang)化(hua)與產(chan)業(ye)和環保(bao)政(zheng)策(ce)的協同,加(jia)大實(shi)施力度,促(cu)進節能減碳(tan)。實(shi)施支持性電(dian)(dian)(dian)價(jia)政(zheng)策(ce),降低岸電(dian)(dian)(dian)使(shi)用服(fu)務費,推動長江經濟帶沿線港口全面使(shi)用岸電(dian)(dian)(dian)。


(八)穩步(bu)推進石油天然氣(qi)(qi)價格(ge)(ge)改(gai)(gai)(gai)革(ge)。按照“管住中間、放(fang)開(kai)兩頭”的改(gai)(gai)(gai)革(ge)方向,根(gen)據天然氣(qi)(qi)管網等基礎設(she)施獨立運營及勘探(tan)開(kai)發(fa)、供氣(qi)(qi)和(he)銷(xiao)售主體(ti)多元化進程,穩步(bu)推進天然氣(qi)(qi)門(men)站價格(ge)(ge)市(shi)場(chang)化改(gai)(gai)(gai)革(ge),完善終端(duan)銷(xiao)售價格(ge)(ge)與采購成本(ben)聯動機(ji)制。積極(ji)協調(diao)推進城鎮燃氣(qi)(qi)配(pei)送(song)網絡(luo)公平開(kai)放(fang),減少配(pei)氣(qi)(qi)層級,嚴(yan)格(ge)(ge)監管配(pei)氣(qi)(qi)價格(ge)(ge),探(tan)索推進終端(duan)用戶銷(xiao)售價格(ge)(ge)市(shi)場(chang)化。結合國內外(wai)能源市(shi)場(chang)變化和(he)國內體(ti)制機(ji)制改(gai)(gai)(gai)革(ge)進程,研究完善成品(pin)油定價機(ji)制。


(九)完(wan)善(shan)天(tian)然(ran)氣(qi)管(guan)(guan)道(dao)運(yun)(yun)輸(shu)價(jia)(jia)格(ge)(ge)形成機制。適應“全國一張網”發展方向,完(wan)善(shan)天(tian)然(ran)氣(qi)管(guan)(guan)道(dao)運(yun)(yun)輸(shu)價(jia)(jia)格(ge)(ge)形成機制,制定(ding)出臺新的天(tian)然(ran)氣(qi)管(guan)(guan)道(dao)運(yun)(yun)輸(shu)定(ding)價(jia)(jia)辦法(fa),進一步健全價(jia)(jia)格(ge)(ge)監(jian)管(guan)(guan)體系,合理制定(ding)管(guan)(guan)道(dao)運(yun)(yun)輸(shu)價(jia)(jia)格(ge)(ge)。


四、系統推進水資源價格改革


(十)創新完善水(shui)利(li)工(gong)(gong)程(cheng)供(gong)水(shui)價(jia)(jia)格形成機制。建立健全有利(li)于促進(jin)水(shui)資(zi)源節約和水(shui)利(li)工(gong)(gong)程(cheng)良(liang)性運(yun)行、與投融資(zi)體(ti)制相(xiang)適應(ying)的水(shui)利(li)工(gong)(gong)程(cheng)水(shui)價(jia)(jia)形成機制。科學核(he)定(ding)(ding)定(ding)(ding)價(jia)(jia)成本,合理確定(ding)(ding)盈利(li)水(shui)平,動態調整水(shui)利(li)工(gong)(gong)程(cheng)供(gong)水(shui)價(jia)(jia)格。鼓勵(li)有條件的地區實行供(gong)需雙(shuang)方協(xie)商(shang)定(ding)(ding)價(jia)(jia)。積極推動供(gong)需雙(shuang)方在項目前期工(gong)(gong)作階段(duan)簽訂框架協(xie)議、約定(ding)(ding)意向價(jia)(jia)格,推進(jin)供(gong)水(shui)工(gong)(gong)程(cheng)投融資(zi)體(ti)制機制改革。


(十(shi)一)深(shen)入推(tui)(tui)進農(nong)業(ye)水(shui)(shui)(shui)(shui)價(jia)綜合(he)改革。以完(wan)善(shan)農(nong)業(ye)水(shui)(shui)(shui)(shui)價(jia)形成機制為抓手,積極推(tui)(tui)行分類、分檔水(shui)(shui)(shui)(shui)價(jia),統籌推(tui)(tui)進精(jing)準補(bu)貼(tie)和(he)節水(shui)(shui)(shui)(shui)獎(jiang)勵機制、工(gong)(gong)程建(jian)設和(he)管(guan)(guan)護機制、終端(duan)用(yong)水(shui)(shui)(shui)(shui)管(guan)(guan)理(li)機制健全和(he)落(luo)實。堅持(chi)“先建(jian)機制、后(hou)建(jian)工(gong)(gong)程”,合(he)理(li)安排進度,2025年基本實現改革目標。合(he)理(li)界定(ding)水(shui)(shui)(shui)(shui)權(quan),創新(xin)完(wan)善(shan)水(shui)(shui)(shui)(shui)權(quan)交易機制,推(tui)(tui)進市(shi)場化(hua)交易,推(tui)(tui)動節約(yue)的(de)農(nong)業(ye)水(shui)(shui)(shui)(shui)權(quan)向城市(shi)和(he)工(gong)(gong)業(ye)用(yong)水(shui)(shui)(shui)(shui)轉讓。


(十(shi)二)持續深(shen)化城鎮(zhen)(zhen)供(gong)(gong)水(shui)價(jia)格(ge)(ge)改革(ge)。建立(li)健(jian)全激(ji)勵提升供(gong)(gong)水(shui)質量(liang)、促進節(jie)約用水(shui)的(de)價(jia)格(ge)(ge)形成(cheng)和動態調整機(ji)制(zhi),合(he)理制(zhi)定城鎮(zhen)(zhen)供(gong)(gong)水(shui)價(jia)格(ge)(ge)。完善(shan)居民階梯水(shui)價(jia)制(zhi)度(du),適度(du)拉大分檔(dang)差價(jia)。結合(he)計劃(hua)用水(shui)與定額用水(shui)管理方式,有序(xu)推(tui)進城鎮(zhen)(zhen)非居民用水(shui)超定額累進加價(jia)制(zhi)度(du),在具備條(tiao)件的(de)高(gao)耗水(shui)行業(ye)率先實施。鼓(gu)勵探索建立(li)城鎮(zhen)(zhen)供(gong)(gong)水(shui)上下游價(jia)格(ge)(ge)聯(lian)動機(ji)制(zhi)。


(十三)進一步完善污(wu)水(shui)(shui)處(chu)(chu)理(li)(li)收(shou)費(fei)(fei)機制(zhi)(zhi)。結合(he)污(wu)水(shui)(shui)處(chu)(chu)理(li)(li)排放(fang)標準(zhun)提高情(qing)況,將(jiang)收(shou)費(fei)(fei)標準(zhun)提高至補償污(wu)水(shui)(shui)處(chu)(chu)理(li)(li)和(he)污(wu)泥(ni)無害化(hua)處(chu)(chu)置(zhi)成(cheng)本且合(he)理(li)(li)盈利的(de)(de)水(shui)(shui)平(ping)(ping),并建(jian)(jian)立(li)動態調整機制(zhi)(zhi)。鼓(gu)勵通過政(zheng)府購買(mai)服(fu)務(wu)(wu),以招投(tou)標等市(shi)場化(hua)方(fang)式確定污(wu)水(shui)(shui)處(chu)(chu)理(li)(li)服(fu)務(wu)(wu)費(fei)(fei)水(shui)(shui)平(ping)(ping),建(jian)(jian)立(li)與處(chu)(chu)理(li)(li)水(shui)(shui)質(zhi)、污(wu)染物(wu)削減量等掛鉤的(de)(de)污(wu)水(shui)(shui)處(chu)(chu)理(li)(li)服(fu)務(wu)(wu)費(fei)(fei)獎懲機制(zhi)(zhi)。鼓(gu)勵已建(jian)(jian)成(cheng)污(wu)水(shui)(shui)集(ji)中處(chu)(chu)理(li)(li)設施的(de)(de)農(nong)村地區,探索(suo)建(jian)(jian)立(li)農(nong)戶付費(fei)(fei)制(zhi)(zhi)度。


五、加快公共服務價格改革


(十四)健全公(gong)用事業價(jia)(jia)格(ge)(ge)機制(zhi)。認(ren)真落實(shi)關于清(qing)理(li)(li)規(gui)(gui)(gui)范城鎮供水供電供氣供暖行(xing)(xing)業收(shou)(shou)(shou)費(fei)(fei)促進行(xing)(xing)業高質(zhi)量(liang)發(fa)展的意見,清(qing)理(li)(li)取(qu)消不合理(li)(li)收(shou)(shou)(shou)費(fei)(fei),加快完善(shan)價(jia)(jia)格(ge)(ge)形成機制(zhi),嚴格(ge)(ge)規(gui)(gui)(gui)范價(jia)(jia)格(ge)(ge)收(shou)(shou)(shou)費(fei)(fei)行(xing)(xing)為。推動縣(xian)級以上(shang)地方政府建立(li)生活垃圾處理(li)(li)收(shou)(shou)(shou)費(fei)(fei)制(zhi)度(du)(du),合理(li)(li)制(zhi)定調整收(shou)(shou)(shou)費(fei)(fei)標準。推行(xing)(xing)非居民餐廚垃圾計量(liang)收(shou)(shou)(shou)費(fei)(fei)。具備條件的地區探索建立(li)農(nong)戶生活垃圾處理(li)(li)付費(fei)(fei)制(zhi)度(du)(du)。完善(shan)危險廢棄物(wu)處置收(shou)(shou)(shou)費(fei)(fei)機制(zhi)。健全鐵路貨運(yun)與(yu)公(gong)路掛鉤的價(jia)(jia)格(ge)(ge)動態調整機制(zhi)。清(qing)理(li)(li)規(gui)(gui)(gui)范海(hai)運(yun)口岸收(shou)(shou)(shou)費(fei)(fei)。


(十(shi)五(wu))完善公益性服(fu)(fu)務(wu)(wu)價(jia)(jia)(jia)格(ge)政(zheng)策(ce)(ce)。進一步(bu)(bu)完善教(jiao)(jiao)(jiao)育(yu)、養(yang)(yang)老(lao)、殯葬(zang)、景(jing)(jing)區、公共法律服(fu)(fu)務(wu)(wu)等(deng)(deng)領域(yu)(yu)價(jia)(jia)(jia)格(ge)政(zheng)策(ce)(ce)。鞏(gong)固完善以政(zheng)府投(tou)入(ru)為主、多渠(qu)道籌集教(jiao)(jiao)(jiao)育(yu)經費(fei)的體制(zhi),完善學前教(jiao)(jiao)(jiao)育(yu)收(shou)費(fei)政(zheng)策(ce)(ce),規范民辦教(jiao)(jiao)(jiao)育(yu)收(shou)費(fei)。適(shi)應醫養(yang)(yang)結合、社區養(yang)(yang)老(lao)、居家養(yang)(yang)老(lao)等(deng)(deng)養(yang)(yang)老(lao)領域(yu)(yu)新模式,建(jian)立健(jian)全養(yang)(yang)老(lao)服(fu)(fu)務(wu)(wu)價(jia)(jia)(jia)格(ge)機制(zhi),支持(chi)普惠性養(yang)(yang)老(lao)服(fu)(fu)務(wu)(wu)發展(zhan)。進一步(bu)(bu)完善殯葬(zang)服(fu)(fu)務(wu)(wu)收(shou)費(fei)政(zheng)策(ce)(ce),規范收(shou)費(fei)行為。健(jian)全景(jing)(jing)區門票價(jia)(jia)(jia)格(ge)形成機制(zhi),加強景(jing)(jing)區內壟斷(duan)性服(fu)(fu)務(wu)(wu)價(jia)(jia)(jia)格(ge)監管。完善公證、仲裁等(deng)(deng)公共法律服(fu)(fu)務(wu)(wu)價(jia)(jia)(jia)格(ge)形成機制(zhi)。


六、做好組織保障


(十六(liu))強化改(gai)革統籌。嚴格落實(shi)(shi)改(gai)革主體(ti)責任,統籌考慮各領域(yu)改(gai)革進程,明確改(gai)革時(shi)間表、路線(xian)圖(tu)、責任人(ren)。深(shen)入調查研究(jiu),科學設計改(gai)革方(fang)案,廣泛聽(ting)取各方(fang)面意見,切實(shi)(shi)履行法(fa)定(ding)程序。堅持新聞宣傳與重大價格改(gai)革同(tong)研究(jiu)、同(tong)部(bu)署、同(tong)實(shi)(shi)施,準確解讀改(gai)革方(fang)案,凝聚改(gai)革共識(shi)。強化部(bu)門協同(tong)、上(shang)下(xia)聯動,加(jia)強工(gong)作(zuo)指導(dao),充分(fen)調動基層積極性,形成工(gong)作(zuo)合力(li)。


(十七)加強成(cheng)本監(jian)(jian)審(shen)(shen)。堅(jian)持將成(cheng)本監(jian)(jian)審(shen)(shen)作(zuo)為(wei)政府制(zhi)定和調整(zheng)價格(ge)的(de)重要程(cheng)序,制(zhi)定完善(shan)分行業(ye)的(de)成(cheng)本監(jian)(jian)審(shen)(shen)辦(ban)法和監(jian)(jian)審(shen)(shen)操作(zuo)規程(cheng),探(tan)索建立標準成(cheng)本制(zhi)度(du)。組織(zhi)開展輸配(pei)電、天然氣管(guan)道運輸等重點(dian)領域成(cheng)本監(jian)(jian)審(shen)(shen)。強化成(cheng)本監(jian)(jian)審(shen)(shen)約束作(zuo)用,逐步引入成(cheng)本激(ji)勵機制(zhi)。建設全國統(tong)一的(de)成(cheng)本監(jian)(jian)審(shen)(shen)調查信息(xi)系統(tong)。

近日,國(guo)家發(fa)(fa)展改革委(wei)印發(fa)(fa)《關(guan)于“十四五”時期(qi)深(shen)化價(jia)格機制(zhi)改革行動方(fang)(fang)案的通知》(以下簡稱《行動方(fang)(fang)案》)。記者就此采訪了國(guo)家發(fa)(fa)展改革委(wei)有(you)關(guan)負責(ze)同志。


問(wen):制定《行動方案》的背景是什(shen)么?


答:習近平總書記指出“全面深(shen)化改革是一(yi)項復雜的(de)系統(tong)工程,需要加(jia)強頂層(ceng)設計(ji)和整體謀(mou)劃(hua)”。黨(dang)的(de)十八大以(yi)來(lai),價(jia)(jia)(jia)格工作(zuo)堅持(chi)統(tong)籌謀(mou)劃(hua),以(yi)頂層(ceng)設計(ji)為引領,增強改革的(de)系統(tong)性、整體性、協(xie)同性。為深(shen)入推(tui)進改革,2015年10月,中(zhong)共中(zhong)央、國務院印發《關于(yu)推(tui)進價(jia)(jia)(jia)格機制改革的(de)若干意(yi)見》(中(zhong)發﹝2015﹞28號(hao)),全面謀(mou)劃(hua)部署了“十三五(wu)”時(shi)期推(tui)進價(jia)(jia)(jia)格機制改革的(de)工作(zuo)。


為貫徹落實黨中央、國務(wu)(wu)院決(jue)策(ce)部署(shu),我委制(zhi)(zhi)定(ding)(ding)了(le)分年度改革(ge)(ge)計(ji)劃,細化(hua)各項重點(dian)改革(ge)(ge)任務(wu)(wu)的路線(xian)圖、時間表(biao)。在各方面共同努力(li)下(xia),“十(shi)三五”期間價(jia)(jia)(jia)格(ge)工作取(qu)得突(tu)破性(xing)進展(zhan):一是(shi)主要(yao)由(you)市(shi)(shi)場(chang)(chang)決(jue)定(ding)(ding)價(jia)(jia)(jia)格(ge)機(ji)制(zhi)(zhi)基本完善。凡是(shi)能(neng)由(you)市(shi)(shi)場(chang)(chang)形成(cheng)(cheng)價(jia)(jia)(jia)格(ge)的都交給市(shi)(shi)場(chang)(chang),截至目前(qian),97%以上(shang)的商品和(he)(he)服務(wu)(wu)價(jia)(jia)(jia)格(ge)已由(you)市(shi)(shi)場(chang)(chang)形成(cheng)(cheng)。二是(shi)科學定(ding)(ding)價(jia)(jia)(jia)制(zhi)(zhi)度體(ti)系基本建立(li)。推進政府(fu)定(ding)(ding)價(jia)(jia)(jia)項目清單化(hua),將政府(fu)定(ding)(ding)價(jia)(jia)(jia)范(fan)圍主要(yao)限定(ding)(ding)在網絡型自然壟斷環節和(he)(he)重要(yao)公(gong)用事業(ye)(ye)、公(gong)益(yi)性(xing)服務(wu)(wu)領(ling)域,建立(li)健(jian)全以“準許(xu)成(cheng)(cheng)本+合理收(shou)益(yi)”為核心,約(yue)束(shu)與激勵相(xiang)結合的政府(fu)定(ding)(ding)價(jia)(jia)(jia)機(ji)制(zhi)(zhi)。三是(shi)重點(dian)領(ling)域價(jia)(jia)(jia)格(ge)改革(ge)(ge)取(qu)得新(xin)突(tu)破。完成(cheng)(cheng)兩輪輸配電價(jia)(jia)(jia)改革(ge)(ge),燃煤發電上(shang)網電價(jia)(jia)(jia)機(ji)制(zhi)(zhi)改革(ge)(ge)、天然氣門站價(jia)(jia)(jia)格(ge)改革(ge)(ge)等順利(li)出臺(tai),鐵路運(yun)價(jia)(jia)(jia)機(ji)制(zhi)(zhi)進一步(bu)完善,公(gong)用事業(ye)(ye)和(he)(he)公(gong)益(yi)性(xing)服務(wu)(wu)價(jia)(jia)(jia)格(ge)改革(ge)(ge)取(qu)得積極進展(zhan),促進綠色(se)(se)發展(zhan)的價(jia)(jia)(jia)格(ge)機(ji)制(zhi)(zhi)逐步(bu)健(jian)全。四(si)是(shi)降成(cheng)(cheng)本超1萬億(yi)元(yuan)。通過(guo)降低企業(ye)(ye)用能(neng)、物(wu)流(liu)成(cheng)(cheng)本和(he)(he)收(shou)費負(fu)擔,不斷釋放改革(ge)(ge)紅利(li),已累計(ji)為全社(she)會減負(fu)超過(guo)1萬億(yi)元(yuan)。五是(shi)保供穩(wen)價(jia)(jia)(jia)成(cheng)(cheng)效(xiao)顯著。重要(yao)民(min)生(sheng)商品價(jia)(jia)(jia)格(ge)調控機(ji)制(zhi)(zhi)不斷完善,經(jing)受(shou)住了(le)新(xin)冠(guan)肺炎和(he)(he)非洲豬瘟疫(yi)情(qing)的沖(chong)擊和(he)(he)考驗。總的看,上(shang)述舉措極大地激發了(le)市(shi)(shi)場(chang)(chang)主體(ti)活力(li),有力(li)保障了(le)市(shi)(shi)場(chang)(chang)供應;有效(xiao)促進了(le)要(yao)素自由(you)流(liu)動(dong),切實提高了(le)資源配置效(xiao)率;助力(li)產(chan)業(ye)(ye)結構調整(zheng),推動(dong)了(le)經(jing)濟社(she)會綠色(se)(se)轉型。

答:“十三五”以(yi)來,國家按照“管住中(zhong)間(jian)、放開(kai)兩頭”的(de)改革思(si)路,持續深化能(neng)(neng)(neng)源價(jia)(jia)格改革,輸配電(dian)(dian)、天然氣管道運輸等領域(yu)價(jia)(jia)格成(cheng)(cheng)本監管不斷加強,取得歷(li)史性(xing)成(cheng)(cheng)就;競爭性(xing)環節價(jia)(jia)格逐步放開(kai)由市(shi)場形成(cheng)(cheng),極大(da)地激發(fa)了市(shi)場主體活力(li)。其中(zhong),圍繞(rao)推(tui)動綠色低(di)碳發(fa)展,國家不斷推(tui)進電(dian)(dian)力(li)市(shi)場化改革,完善風(feng)電(dian)(dian)、光伏發(fa)電(dian)(dian)等新能(neng)(neng)(neng)源上(shang)網電(dian)(dian)價(jia)(jia)政(zheng)策,出(chu)臺支持燃煤發(fa)電(dian)(dian)機組超(chao)低(di)排放改造的(de)電(dian)(dian)價(jia)(jia)政(zheng)策,對鋼(gang)鐵、水泥(ni)等高耗能(neng)(neng)(neng)行(xing)業(ye)實行(xing)差別(bie)化電(dian)(dian)價(jia)(jia)政(zheng)策,取得了明顯成(cheng)(cheng)效。

問:近年來,民(min)生商品保供(gong)穩價受(shou)到(dao)社(she)會各(ge)界(jie)廣泛關注(zhu),“十(shi)四五(wu)”時期有哪些新舉措?


答:保障(zhang)(zhang)糧油肉(rou)蛋(dan)菜等重(zhong)(zhong)要民生(sheng)(sheng)(sheng)(sheng)商(shang)品(pin)(pin)生(sheng)(sheng)(sheng)(sheng)產供應和價格(ge)穩(wen)定(ding),事關(guan)人民群眾(zhong)基本生(sheng)(sheng)(sheng)(sheng)活,意(yi)(yi)義重(zhong)(zhong)大(da),黨中(zhong)央(yang)、國(guo)務院高度重(zhong)(zhong)視此項(xiang)工(gong)作。“十三五”期間,我(wo)國(guo)農(nong)業生(sheng)(sheng)(sheng)(sheng)產條件顯著改善(shan),全(quan)國(guo)大(da)市場不(bu)斷(duan)發(fa)展壯大(da),重(zhong)(zhong)要民生(sheng)(sheng)(sheng)(sheng)商(shang)品(pin)(pin)供給保障(zhang)(zhang)能力大(da)幅提高,價格(ge)運行總體(ti)平穩(wen)。但也(ye)要清醒地認識到,重(zhong)(zhong)要民生(sheng)(sheng)(sheng)(sheng)商(shang)品(pin)(pin)保供穩(wen)價工(gong)作仍然面臨諸多風險挑戰,此前的(de)非(fei)洲(zhou)豬瘟和新冠肺炎(yan)疫情對部(bu)分(fen)商(shang)品(pin)(pin)的(de)生(sheng)(sheng)(sheng)(sheng)產流通和價格(ge)造成一定(ding)沖擊,給我(wo)們敲響(xiang)了(le)警鐘。為(wei)更好保障(zhang)(zhang)重(zhong)(zhong)要民生(sheng)(sheng)(sheng)(sheng)商(shang)品(pin)(pin)的(de)有效供給和價格(ge)總體(ti)平穩(wen),我(wo)委(wei)會同(tong)有關(guan)部(bu)門研究(jiu)提出了(le)關(guan)于(yu)完善(shan)重(zhong)(zhong)要民生(sheng)(sheng)(sheng)(sheng)商(shang)品(pin)(pin)價格(ge)調控機(ji)制(zhi)的(de)意(yi)(yi)見,已經中(zhong)央(yang)全(quan)面深化改革委(wei)員會第十八次(ci)會議(yi)審議(yi)通過。


“十四五(wu)”時期,重要(yao)(yao)民(min)生商(shang)(shang)品(pin)保(bao)(bao)供(gong)穩價(jia)(jia)(jia)工(gong)作以落(luo)實上(shang)述(shu)相關意見為(wei)抓手(shou),堅(jian)持(chi)系統治理(li),著力(li)補短板、強弱項,構建起重要(yao)(yao)民(min)生商(shang)(shang)品(pin)保(bao)(bao)供(gong)穩價(jia)(jia)(jia)的(de)“四梁八柱”,促進(jin)(jin)產(chan)供(gong)儲銷(xiao)各環節有效銜接,提(ti)升(sheng)保(bao)(bao)供(gong)穩價(jia)(jia)(jia)能(neng)力(li)和水平(ping)。為(wei)此,《行(xing)動(dong)方案》提(ti)出(chu)以下重點舉措:一是(shi)健全價(jia)(jia)(jia)格監測(ce)預測(ce)預警系統,增強保(bao)(bao)供(gong)穩價(jia)(jia)(jia)工(gong)作的(de)前(qian)瞻(zhan)性(xing),牢(lao)牢(lao)把(ba)握主動(dong)權;二是(shi)加強重要(yao)(yao)民(min)生商(shang)(shang)品(pin)價(jia)(jia)(jia)格調控,完善突發應急調控機制,健全以儲備調控、進(jin)(jin)出(chu)口調節為(wei)主的(de)調控手(shou)段,豐富和優化(hua)政(zheng)策(ce)工(gong)具箱;三是(shi)堅(jian)持(chi)稻谷、小麥最低收購價(jia)(jia)(jia)政(zheng)策(ce)框架不動(dong)搖,著力(li)增強政(zheng)策(ce)靈活性(xing)和彈性(xing),合理(li)調整最低收購價(jia)(jia)(jia)水平(ping),守住糧食(shi)安全底線(xian),筑牢(lao)保(bao)(bao)供(gong)穩價(jia)(jia)(jia)基礎。


問:《行動方(fang)案》在促進水(shui)資(zi)源節約和水(shui)環境保護方(fang)面有哪些亮點(dian)?


答(da):我國(guo)是(shi)一(yi)個水(shui)(shui)(shui)(shui)資源嚴重短(duan)缺的國(guo)家,人均(jun)水(shui)(shui)(shui)(shui)資源量(liang)僅為(wei)世界平(ping)均(jun)水(shui)(shui)(shui)(shui)平(ping)的四分之一(yi)左(zuo)右。為(wei)推動節水(shui)(shui)(shui)(shui)減排,“十三五”以(yi)來,國(guo)家深入推進農(nong)業(ye)水(shui)(shui)(shui)(shui)價綜合改革,促(cu)進農(nong)業(ye)節水(shui)(shui)(shui)(shui),目前(qian)累計實施面積已超(chao)過4.3億畝;完善城鎮供水(shui)(shui)(shui)(shui)價格機制(zhi),引導高耗水(shui)(shui)(shui)(shui)行業(ye)和(he)用水(shui)(shui)(shui)(shui)大(da)戶節水(shui)(shui)(shui)(shui);健全污水(shui)(shui)(shui)(shui)處(chu)理(li)收費政策,超(chao)過90%的設市城市污水(shui)(shui)(shui)(shui)處(chu)理(li)費標(biao)準已基本(ben)覆(fu)蓋成本(ben)并合理(li)盈(ying)利。


但也要(yao)(yao)看到,隨著我國經(jing)濟社會發(fa)展,水(shui)(shui)(shui)(shui)(shui)資源(yuan)的(de)(de)瓶頸制(zhi)(zhi)(zhi)約將(jiang)日(ri)益凸(tu)顯,同時,我國用水(shui)(shui)(shui)(shui)(shui)效率(lv)不(bu)高的(de)(de)問題依然突(tu)出(chu)(chu),水(shui)(shui)(shui)(shui)(shui)污(wu)染(ran)防(fang)治壓力(li)較大。發(fa)揮價(jia)(jia)(jia)(jia)格(ge)杠桿作用促(cu)進節水(shui)(shui)(shui)(shui)(shui)減排,不(bu)僅是(shi)現(xian)實(shi)之需,更是(shi)長遠發(fa)展之要(yao)(yao)。《行動方(fang)案》提(ti)出(chu)(chu)“十(shi)四五”時期水(shui)(shui)(shui)(shui)(shui)資源(yuan)價(jia)(jia)(jia)(jia)格(ge)改革(ge)的(de)(de)總(zong)體安排,最突(tu)出(chu)(chu)的(de)(de)特點是(shi)強調系統推進,從原水(shui)(shui)(shui)(shui)(shui)、生(sheng)(sheng)產(chan)用水(shui)(shui)(shui)(shui)(shui)、生(sheng)(sheng)活(huo)用水(shui)(shui)(shui)(shui)(shui)、污(wu)水(shui)(shui)(shui)(shui)(shui)處(chu)理(li)全鏈(lian)條考(kao)慮,統籌(chou)推進水(shui)(shui)(shui)(shui)(shui)利工(gong)程水(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)(jia)、農業水(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)(jia)、城(cheng)(cheng)鎮(zhen)供(gong)水(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)(jia)格(ge)、污(wu)水(shui)(shui)(shui)(shui)(shui)處(chu)理(li)費(fei)一攬子(zi)改革(ge),助力(li)水(shui)(shui)(shui)(shui)(shui)資源(yuan)保護、水(shui)(shui)(shui)(shui)(shui)污(wu)染(ran)防(fang)治和(he)水(shui)(shui)(shui)(shui)(shui)生(sheng)(sheng)態(tai)修(xiu)復。主(zhu)要(yao)(yao)改革(ge)任務包括:一是(shi)建立(li)健全水(shui)(shui)(shui)(shui)(shui)利工(gong)程水(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)(jia)形成機(ji)制(zhi)(zhi)(zhi),科(ke)學核(he)定(ding)(ding)(ding)定(ding)(ding)(ding)價(jia)(jia)(jia)(jia)成本,合理(li)確定(ding)(ding)(ding)盈(ying)利水(shui)(shui)(shui)(shui)(shui)平,動態(tai)調整(zheng)水(shui)(shui)(shui)(shui)(shui)利工(gong)程供(gong)水(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)(jia)格(ge)。二是(shi)深(shen)入推進農業水(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)(jia)綜(zong)合改革(ge),推動各項節水(shui)(shui)(shui)(shui)(shui)激勵機(ji)制(zhi)(zhi)(zhi)健全和(he)落(luo)實(shi),2025年基本實(shi)現(xian)改革(ge)目標(biao)。三是(shi)建立(li)健全城(cheng)(cheng)鎮(zhen)供(gong)水(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)(jia)格(ge)形成和(he)動態(tai)調整(zheng)機(ji)制(zhi)(zhi)(zhi),完善居民階(jie)梯水(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)(jia)制(zhi)(zhi)(zhi)度(du)(du)(du),有序推進城(cheng)(cheng)鎮(zhen)非居民用水(shui)(shui)(shui)(shui)(shui)超(chao)定(ding)(ding)(ding)額累進加價(jia)(jia)(jia)(jia)制(zhi)(zhi)(zhi)度(du)(du)(du),在具備條件的(de)(de)高耗水(shui)(shui)(shui)(shui)(shui)行業率(lv)先實(shi)施(shi);四是(shi)進一步(bu)完善污(wu)水(shui)(shui)(shui)(shui)(shui)處(chu)理(li)收(shou)費(fei)機(ji)制(zhi)(zhi)(zhi),結合污(wu)水(shui)(shui)(shui)(shui)(shui)處(chu)理(li)排放(fang)標(biao)準提(ti)高情況,提(ti)高收(shou)費(fei)標(biao)準并(bing)建立(li)動態(tai)調整(zheng)機(ji)制(zhi)(zhi)(zhi);建立(li)與處(chu)理(li)水(shui)(shui)(shui)(shui)(shui)質、污(wu)染(ran)物削減量(liang)等掛鉤的(de)(de)污(wu)水(shui)(shui)(shui)(shui)(shui)處(chu)理(li)服務費(fei)獎懲(cheng)機(ji)制(zhi)(zhi)(zhi);鼓(gu)勵已建成污(wu)水(shui)(shui)(shui)(shui)(shui)集中處(chu)理(li)設施(shi)的(de)(de)農村地(di)區,探索建立(li)農戶付費(fei)制(zhi)(zhi)(zhi)度(du)(du)(du)。


問:公共服(fu)(fu)務關系(xi)人民群眾切身利益,下一步在公共服(fu)(fu)務價格方面將推出哪些重點舉措?


答:教育、養老、景區、城(cheng)市基礎設(she)施等公共服(fu)(fu)務(wu)與人(ren)民群眾生活密切相關(guan)。近年(nian)來(lai),國家加(jia)快完善公共服(fu)(fu)務(wu)價(jia)(jia)格機(ji)制,指導各地建立健(jian)全景區門(men)票(piao)價(jia)(jia)格形成(cheng)機(ji)制,推動全國1000多家重點(dian)國有(you)景區降低門(men)票(piao)價(jia)(jia)格;聚焦人(ren)民群眾反映(ying)較為集中的(de)水(shui)電氣暖相關(guan)收(shou)費(fei)問題,制定出(chu)臺《關(guan)于清理規(gui)范城(cheng)鎮供(gong)(gong)水(shui)供(gong)(gong)電供(gong)(gong)氣供(gong)(gong)暖行業收(shou)費(fei)促進行業高(gao)質量(liang)(liang)發展的(de)意見》,推動清費(fei)順(shun)價(jia)(jia)、提升服(fu)(fu)務(wu)質量(liang)(liang)。


隨著人民(min)群眾生活(huo)水平的提(ti)高,對公(gong)共(gong)服(fu)務(wu)供(gong)給(gei)提(ti)出了更(geng)高要求。“十(shi)四五”時期,國(guo)家將指導各地(di)(di)(di)加快推進公(gong)共(gong)服(fu)務(wu)價(jia)格(ge)改革,推動(dong)補短板、強弱項,持續提(ti)升公(gong)共(gong)服(fu)務(wu)供(gong)給(gei)質量效率,增強人民(min)群眾獲得感、幸福(fu)感:一(yi)是完(wan)善學前教育(yu)收費政(zheng)(zheng)策(ce),規(gui)范(fan)民(min)辦教育(yu)收費。二(er)是適應醫養(yang)(yang)結(jie)合、社(she)區(qu)(qu)養(yang)(yang)老(lao)(lao)、居家養(yang)(yang)老(lao)(lao)等養(yang)(yang)老(lao)(lao)領域新模式,建(jian)立(li)健(jian)全養(yang)(yang)老(lao)(lao)服(fu)務(wu)價(jia)格(ge)機(ji)(ji)制(zhi),支持普惠性養(yang)(yang)老(lao)(lao)服(fu)務(wu)發(fa)展(zhan)。三是進一(yi)步(bu)完(wan)善殯(bin)葬服(fu)務(wu)收費政(zheng)(zheng)策(ce),規(gui)范(fan)收費行(xing)(xing)為(wei)。四是健(jian)全景區(qu)(qu)門票價(jia)格(ge)形成機(ji)(ji)制(zhi),加強景區(qu)(qu)內壟(long)斷(duan)性服(fu)務(wu)價(jia)格(ge)監管。五是認真落(luo)實清理規(gui)范(fan)城鎮供(gong)水供(gong)電(dian)供(gong)氣供(gong)暖行(xing)(xing)業收費的要求,清理取消不合理收費,加快完(wan)善價(jia)格(ge)形成機(ji)(ji)制(zhi),嚴(yan)格(ge)規(gui)范(fan)價(jia)格(ge)收費行(xing)(xing)為(wei)。六(liu)是推動(dong)縣級以上地(di)(di)(di)方(fang)政(zheng)(zheng)府建(jian)立(li)生活(huo)垃圾處(chu)理收費制(zhi)度,合理制(zhi)定調整收費標(biao)準。推行(xing)(xing)非(fei)居民(min)餐廚垃圾計(ji)量收費。具備(bei)條件的地(di)(di)(di)區(qu)(qu)探索建(jian)立(li)農戶生活(huo)垃圾處(chu)理付費制(zhi)度。
