近日,國家發展改革委、國家能源局發布《關于推進電力源網荷儲一體化和多能互補發展的指導意見》(文件附于正文后),有效期5年。
根(gen)據文件,在(zai)落(luo)實(shi)(shi)(shi)主(zhu)(zhu)(zhu)體責任(ren)方(fang)面(mian),各省級能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)主(zhu)(zhu)(zhu)管部(bu)門(men)(men)是組(zu)(zu)織推進源(yuan)(yuan)(yuan)(yuan)網(wang)荷儲一體化和多(duo)能(neng)(neng)互補項(xiang)目的(de)責任(ren)主(zhu)(zhu)(zhu)體,應(ying)會同國(guo)(guo)(guo)家(jia)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)局(ju)派出機(ji)構積(ji)極(ji)組(zu)(zu)織相關(guan)電(dian)源(yuan)(yuan)(yuan)(yuan)、電(dian)網(wang)、用電(dian)企(qi)業及咨詢機(ji)構開(kai)(kai)展(zhan)(zhan)項(xiang)目及實(shi)(shi)(shi)施方(fang)案(an)的(de)分(fen)類組(zu)(zu)織、研究論證、評估篩選、編(bian)制報(bao)(bao)送、建(jian)設實(shi)(shi)(shi)施等工(gong)作。對(dui)于跨省區(qu)開(kai)(kai)發消納(na)項(xiang)目,相關(guan)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)主(zhu)(zhu)(zhu)管部(bu)門(men)(men)應(ying)在(zai)符合國(guo)(guo)(guo)家(jia)總體能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)格(ge)局(ju)和電(dian)力(li)流向(xiang)基礎上,經充分(fen)協(xie)商達(da)成初步意向(xiang),會同國(guo)(guo)(guo)家(jia)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)局(ju)派出機(ji)構組(zu)(zu)織開(kai)(kai)展(zhan)(zhan)實(shi)(shi)(shi)施方(fang)案(an)研究并行文上報(bao)(bao)國(guo)(guo)(guo)家(jia)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)主(zhu)(zhu)(zhu)管部(bu)門(men)(men)。各地(di)必須嚴格(ge)落(luo)實(shi)(shi)(shi)國(guo)(guo)(guo)家(jia)電(dian)力(li)發展(zhan)(zhan)規(gui)(gui)劃(hua),堅決防止(zhi)借(jie)機(ji)擴張化石電(dian)源(yuan)(yuan)(yuan)(yuan)規(gui)(gui)模、加(jia)劇電(dian)力(li)供(gong)需(xu)和可再生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消納(na)矛盾(dun),確保(bao)符合綠色低碳發展(zhan)(zhan)方(fang)向(xiang)。
網(wang)(wang)荷(he)(he)儲(chu)一體(ti)化實施路徑(jing)將(jiang)通過(guo)優化整合本(ben)地電源(yuan)側、電網(wang)(wang)側、負荷(he)(he)側資源(yuan),以先進(jin)技術突(tu)破(po)和體(ti)制機制創新為(wei)支撐,探索構建(jian)源(yuan)網(wang)(wang)荷(he)(he)儲(chu)高度融合的(de)新型電力系統(tong)發展路徑(jing),主要(yao)包括區域(省)級(ji)、市(縣)級(ji)、園區(居民區)級(ji)“源(yuan)網(wang)(wang)荷(he)(he)儲(chu)一體(ti)化”等(deng)具(ju)體(ti)模式。
多(duo)能(neng)(neng)(neng)互補實施路徑利用存量常規電源(yuan),合理配(pei)置儲(chu)能(neng)(neng)(neng),統籌各類電源(yuan)規劃、設(she)計(ji)、建設(she)、運營(ying),優先發(fa)展(zhan)新能(neng)(neng)(neng)源(yuan),積極實施存量“風(feng)光(guang)水(shui)(shui)火儲(chu)一(yi)體(ti)化(hua)(hua)”提升(sheng),穩妥推進增量“風(feng)光(guang)水(shui)(shui)(儲(chu))一(yi)體(ti)化(hua)(hua)”,探索(suo)增量“風(feng)光(guang)儲(chu)一(yi)體(ti)化(hua)(hua)”,嚴(yan)控(kong)增量“風(feng)光(guang)火(儲(chu))一(yi)體(ti)化(hua)(hua)”。
文件還指出(chu),推(tui)進多能互補,提升可再生能源消(xiao)納水平。
風光儲(chu)一體化(hua)。對于存量(liang)新(xin)能(neng)源項目,結合新(xin)能(neng)源特性(xing)(xing)、受端系統消納空間,研(yan)究論證(zheng)增加儲(chu)能(neng)設(she)施的必(bi)要性(xing)(xing)和(he)可行性(xing)(xing)。對于增量(liang)風光儲(chu)一體化(hua),優化(hua)配(pei)套儲(chu)能(neng)規模(mo),充分發揮(hui)配(pei)套儲(chu)能(neng)調峰(feng)、調頻作用,最小(xiao)化(hua)風光儲(chu)綜(zong)合發電成本,提升綜(zong)合竟爭力(li)。
風光(guang)水(儲(chu))一(yi)體化(hua)。對于存量水電(dian)(dian)(dian)(dian)(dian)項目,結(jie)合送端(duan)(duan)水電(dian)(dian)(dian)(dian)(dian)出力(li)(li)(li)特(te)性(xing)、新(xin)能源(yuan)特(te)性(xing)、受端(duan)(duan)系統消(xiao)納空間,研(yan)究論證優先利用(yong)水電(dian)(dian)(dian)(dian)(dian)調節性(xing)能消(xiao)納近區風光(guang)電(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)、因(yin)地(di)制(zhi)宜增(zeng)加儲(chu)能設施的(de)必要性(xing)和(he)可(ke)行性(xing),鼓勵通過(guo)龍頭電(dian)(dian)(dian)(dian)(dian)站建(jian)(jian)設優化(hua)出力(li)(li)(li)特(te)性(xing),實現就近打捆。對于增(zeng)量風光(guang)水(儲(chu))一(yi)體化(hua),按照國家及地(di)方相關環保(bao)政策、生態紅(hong)線、水資(zi)源(yuan)利用(yong)政策要求,嚴(yan)控中(zhong)(zhong)小水電(dian)(dian)(dian)(dian)(dian)建(jian)(jian)設規模,以大中(zhong)(zhong)型水電(dian)(dian)(dian)(dian)(dian)為基礎,統籌(chou)匯集送端(duan)(duan)新(xin)能源(yuan)電(dian)(dian)(dian)(dian)(dian)力(li)(li)(li),優化(hua)配套儲(chu)能規模。
風光火(儲(chu)(chu))一體化(hua)。對(dui)(dui)于(yu)存量(liang)煤電(dian)(dian)(dian)(dian)項(xiang)目,優(you)先(xian)(xian)通過靈活性改(gai)造提(ti)(ti)升調節能(neng)(neng)力(li)(li)(li),結合送(song)端近區新能(neng)(neng)源(yuan)(yuan)(yuan)開發(fa)(fa)條件和出(chu)力(li)(li)(li)特性、受端系統消納空間,努力(li)(li)(li)擴大就(jiu)(jiu)近打捆(kun)新能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)力(li)(li)(li)規模(mo)。對(dui)(dui)于(yu)增(zeng)量(liang)基地化(hua)開發(fa)(fa)外送(song)項(xiang)目,基于(yu)電(dian)(dian)(dian)(dian)網輸送(song)能(neng)(neng)力(li)(li)(li),合理(li)發(fa)(fa)揮新能(neng)(neng)源(yuan)(yuan)(yuan)地域互(hu)補優(you)勢,優(you)先(xian)(xian)匯集近區新能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)力(li)(li)(li),優(you)化(hua)配(pei)套(tao)儲(chu)(chu)能(neng)(neng)規模(mo);在(zai)不(bu)影響電(dian)(dian)(dian)(dian)力(li)(li)(li)(熱力(li)(li)(li))供(gong)應前提(ti)(ti)下,充分利用(yong)近區現(xian)役(yi)及已納入國家電(dian)(dian)(dian)(dian)力(li)(li)(li)發(fa)(fa)展(zhan)規劃煤電(dian)(dian)(dian)(dian)項(xiang)目,嚴控新增(zeng)煤電(dian)(dian)(dian)(dian)需求;外送(song)輸電(dian)(dian)(dian)(dian)通道可(ke)再生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)量(liang)比例(li)原則(ze)上不(bu)低于(yu)50%,優(you)先(xian)(xian)規劃建設比例(li)更高的通道;落實(shi)國家及地方(fang)相關環(huan)保(bao)政(zheng)策、生(sheng)(sheng)態紅線(xian)、水(shui)(shui)資(zi)源(yuan)(yuan)(yuan)利用(yong)等政(zheng)策要求,按(an)規定取(qu)得(de)規劃環(huan)評和規劃水(shui)(shui)資(zi)源(yuan)(yuan)(yuan)論證審查意見(jian)。對(dui)(dui)于(yu)增(zeng)量(liang)就(jiu)(jiu)地開發(fa)(fa)消納項(xiang)目,在(zai)充分評估當地資(zi)源(yuan)(yuan)(yuan)條件和消納能(neng)(neng)力(li)(li)(li)的基礎上,優(you)先(xian)(xian)利用(yong)新能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)力(li)(li)(li)。
文件(jian)指出,在完善政策措施方面,在組織評估論證和(he)充(chong)分征求國(guo)家(jia)能(neng)源局派出機構(gou)、送受端能(neng)源主管部門和(he)電(dian)力企業意見(jian)基礎上(shang),按照“試點先行,逐步推(tui)廣”原則,通過國(guo)家(jia)電(dian)力發展規劃(hua)編制、年度微調、中期滾動調整,將(jiang)具備條件(jian)的(de)項目優(you)先納入國(guo)家(jia)電(dian)力發展規劃(hua)。
此(ci)外在(zai)完善支(zhi)持(chi)政策方(fang)面,文件指出,源網荷儲(chu)一體化和(he)多能互補項目中(zhong)的(de)新能源發電(dian)項目應落實國家(jia)可(ke)再生能源發電(dian)項目管理政策,在(zai)國家(jia)和(he)地方(fang)可(ke)再生能源規劃實施(shi)方(fang)案中(zhong)統籌安(an)排;鼓勵具(ju)備條件地區統一組織推進相(xiang)關(guan)項目建設,支(zhi)持(chi)參(can)與跨省區電(dian)力市場化交易、增量配(pei)電(dian)改革及分布(bu)式(shi)發電(dian)市場化交易。
