近年來,我(wo)國清潔能源產(chan)業(ye)(ye)不斷(duan)發展(zhan)壯大,已成為推動能源轉型發展(zhan)的(de)重(zhong)要力量,為建(jian)設清潔低碳、安全高效的(de)能源體系做出了突出貢獻(xian)。但(dan)同時,清潔能源發展(zhan)不平衡不充分的(de)矛(mao)盾也日益突顯,特(te)別是(shi)清潔能源消納問題(ti)突出,已嚴重(zhong)制約行業(ye)(ye)健康(kang)可持(chi)續發展(zhan),引起了國家的(de)高度重(zhong)視和社會各界的(de)廣泛關注。
去年(nian)(nian)以來,中央經濟(ji)工(gong)作會議和政府工(gong)作報告對清(qing)(qing)潔(jie)能(neng)源(yuan)消(xiao)納(na)問題(ti)做(zuo)出(chu)總體部署,在各(ge)方(fang)共同(tong)努(nu)力下,清(qing)(qing)潔(jie)能(neng)源(yuan)消(xiao)納(na)問題(ti)有(you)所緩解(jie)(jie),取得了(le)階段(duan)性(xing)成果。為更加有(you)效的(de)解(jie)(jie)決清(qing)(qing)潔(jie)能(neng)源(yuan)消(xiao)納(na)問題(ti),建(jian)立促進(jin)消(xiao)納(na)的(de)長效機(ji)制,國家(jia)(jia)發(fa)展(zhan)改革委、國家(jia)(jia)能(neng)源(yuan)局聯合(he)印(yin)發(fa)了(le)《清(qing)(qing)潔(jie)能(neng)源(yuan)消(xiao)納(na)行(xing)動計(ji)劃(2018-2020年(nian)(nian))》(以下簡稱《行(xing)動計(ji)劃》),制定了(le)清(qing)(qing)潔(jie)能(neng)源(yuan)消(xiao)納(na)的(de)工(gong)作目標(biao),提出(chu)了(le)七類共28條(tiao)針對性(xing)的(de)工(gong)作舉措,引起了(le)社會強烈反(fan)響。
為此,國家(jia)能源(yuan)局電(dian)力司有(you)關(guan)負責(ze)同志接受了記者采訪,回答了記者問題(ti)。
問:《行動計劃》出臺有什么重大意義?目標是什么?
壯大清(qing)(qing)(qing)潔(jie)(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)產(chan)業是(shi)推動我國(guo)能(neng)(neng)(neng)源(yuan)結構調(diao)整的(de)(de)(de)重(zhong)(zhong)要舉措,實(shi)現充(chong)分(fen)消(xiao)納(na)(na)則是(shi)清(qing)(qing)(qing)潔(jie)(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)產(chan)業高(gao)(gao)(gao)質(zhi)量發展的(de)(de)(de)關鍵保障。近年來,黨中(zhong)央、國(guo)務院和(he)(he)社(she)會各界對(dui)清(qing)(qing)(qing)潔(jie)(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)消(xiao)納(na)(na)問(wen)題高(gao)(gao)(gao)度關注(zhu),習近平總(zong)書記在(zai)黨的(de)(de)(de)十九大報告和(he)(he)中(zhong)央經濟工(gong)作會議(yi)上對(dui)大力發展清(qing)(qing)(qing)潔(jie)(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)提(ti)出(chu)(chu)明確要求,李(li)克強總(zong)理多次對(dui)促(cu)(cu)(cu)進清(qing)(qing)(qing)潔(jie)(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)消(xiao)納(na)(na)做(zuo)出(chu)(chu)重(zhong)(zhong)要批示(shi)。在(zai)國(guo)家(jia)高(gao)(gao)(gao)度重(zhong)(zhong)視(shi)和(he)(he)行業共(gong)同努力下,目(mu)前清(qing)(qing)(qing)潔(jie)(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)消(xiao)納(na)(na)取得(de)一(yi)定成效(xiao),整體呈現好轉態勢(shi)。但是(shi),當(dang)前取得(de)的(de)(de)(de)成績還不(bu)牢固(gu)(gu),短期(qi)臨時性(xing)措施(shi)多,長效(xiao)機(ji)制(zhi)少(shao);局部單一(yi)品種措施(shi)多,全局性(xing)機(ji)制(zhi)少(shao)。為(wei)進一(yi)步鞏固(gu)(gu)已有(you)成果,我們在(zai)認真研究、廣泛(fan)聽取各方意見(jian)以及實(shi)施(shi)專項調(diao)研的(de)(de)(de)基礎上,編制(zhi)了《行動計(ji)劃》,旨在(zai)提(ti)出(chu)(chu)更(geng)加有(you)力有(you)效(xiao)促(cu)(cu)(cu)進清(qing)(qing)(qing)潔(jie)(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)消(xiao)納(na)(na)的(de)(de)(de)措施(shi),形成全社(she)會促(cu)(cu)(cu)進清(qing)(qing)(qing)潔(jie)(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)消(xiao)納(na)(na)的(de)(de)(de)工(gong)作合力,推動建立清(qing)(qing)(qing)潔(jie)(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)消(xiao)納(na)(na)的(de)(de)(de)長效(xiao)機(ji)制(zhi),為(wei)促(cu)(cu)(cu)進清(qing)(qing)(qing)潔(jie)(jie)(jie)(jie)能(neng)(neng)(neng)源(yuan)高(gao)(gao)(gao)質(zhi)量發展、推動我國(guo)能(neng)(neng)(neng)源(yuan)結構調(diao)整提(ti)供可靠保障。
《行動計劃(hua)》按照(zhao)“2018年(nian)(nian)(nian)(nian)清(qing)潔(jie)能(neng)(neng)源(yuan)消納(na)取得顯著(zhu)成效,2020年(nian)(nian)(nian)(nian)基本解(jie)決(jue)清(qing)潔(jie)能(neng)(neng)源(yuan)消納(na)問題(ti)”的(de)(de)總體工(gong)作(zuo)目(mu)標,科學測算并細化分(fen)(fen)解(jie)了(le)風(feng)電(dian)(dian)(dian)、光(guang)伏(fu)、水電(dian)(dian)(dian)、核電(dian)(dian)(dian)等各能(neng)(neng)源(yuan)品種(zhong)逐(zhu)年(nian)(nian)(nian)(nian)的(de)(de)具體目(mu)標。其中,2018年(nian)(nian)(nian)(nian),風(feng)電(dian)(dian)(dian)利(li)(li)用(yong)率(lv)(lv)(lv)高(gao)(gao)(gao)于88%(力(li)爭達到(dao)90%以上(shang)),光(guang)伏(fu)發電(dian)(dian)(dian)利(li)(li)用(yong)率(lv)(lv)(lv)高(gao)(gao)(gao)于95%,全(quan)(quan)國水能(neng)(neng)利(li)(li)用(yong)率(lv)(lv)(lv)95%以上(shang),大(da)部分(fen)(fen)核電(dian)(dian)(dian)實(shi)現(xian)安全(quan)(quan)保(bao)障性(xing)消納(na);2019年(nian)(nian)(nian)(nian),風(feng)電(dian)(dian)(dian)利(li)(li)用(yong)率(lv)(lv)(lv)高(gao)(gao)(gao)于90%(力(li)爭達到(dao)92%左右(you)),光(guang)伏(fu)發電(dian)(dian)(dian)利(li)(li)用(yong)率(lv)(lv)(lv)高(gao)(gao)(gao)于95%,全(quan)(quan)國水能(neng)(neng)利(li)(li)用(yong)率(lv)(lv)(lv)95%以上(shang),核電(dian)(dian)(dian)基本實(shi)現(xian)安全(quan)(quan)保(bao)障性(xing)消納(na);2020年(nian)(nian)(nian)(nian),風(feng)電(dian)(dian)(dian)利(li)(li)用(yong)率(lv)(lv)(lv)達到(dao)國際先進水平(力(li)爭達到(dao)95%左右(you)),棄光(guang)率(lv)(lv)(lv)低于5%,全(quan)(quan)國水能(neng)(neng)利(li)(li)用(yong)率(lv)(lv)(lv)95%以上(shang),核電(dian)(dian)(dian)實(shi)現(xian)安全(quan)(quan)保(bao)障性(xing)消納(na)。此外,針對我國清(qing)潔(jie)能(neng)(neng)源(yuan)消納(na)問題(ti)集(ji)中在(zai)少數重(zhong)點(dian)省份的(de)(de)特點(dian),《行動計劃(hua)》還(huan)將目(mu)標分(fen)(fen)解(jie)至(zhi)重(zhong)點(dian)省份,提出了(le)分(fen)(fen)省分(fen)(fen)年(nian)(nian)(nian)(nian)度消納(na)目(mu)標。
問:今年以來,在促進清潔能源消納方面開展了哪些工作,取得了什么成效?
今(jin)年以來,按照黨中央(yang)、國(guo)(guo)務(wu)院(yuan)領(ling)導同志(zhi)關于清潔(jie)能(neng)(neng)源消納(na)的重要批(pi)示要求,國(guo)(guo)家發(fa)展改革委、國(guo)(guo)家能(neng)(neng)源局高度重視(shi),全力推(tui)進清潔(jie)能(neng)(neng)源消納(na),在有序規劃(hua)開發(fa)、完善扶(fu)持(chi)政策(ce)體系(xi)(xi)、落實保障性消納(na)、提升輸電通(tong)道能(neng)(neng)力、增強系(xi)(xi)統調節能(neng)(neng)力、建立市場化(hua)機(ji)制(zhi)等方面開展了大(da)量工作,并(bing)取得了積(ji)極(ji)成效。
2018年(nian),全國風、光(guang)、水、核四種清(qing)潔能(neng)(neng)源總(zong)發(fa)(fa)電(dian)(dian)裝機(ji)達到7.49億千(qian)瓦,總(zong)發(fa)(fa)電(dian)(dian)量累計2.08萬(wan)億千(qian)瓦時,其中,風電(dian)(dian)利(li)(li)(li)用率(lv)(lv)達92.8%,棄(qi)風率(lv)(lv)7.2%,同比(bi)下(xia)降4.9個(ge)百分(fen)點(dian);光(guang)伏(fu)利(li)(li)(li)用率(lv)(lv)達97.0%,棄(qi)光(guang)率(lv)(lv)3.0%,同比(bi)下(xia)降2.8個(ge)百分(fen)點(dian);水能(neng)(neng)利(li)(li)(li)用率(lv)(lv)95.0%以(yi)上(shang);核電(dian)(dian)運(yun)行平穩,利(li)(li)(li)用率(lv)(lv)保持(chi)較高水平。整體而言,清(qing)潔能(neng)(neng)源消(xiao)納的形勢持(chi)續(xu)向(xiang)好(hao),已經(jing)達到國際先進水平(風電(dian)(dian)利(li)(li)(li)用率(lv)(lv)90%,光(guang)伏(fu)發(fa)(fa)電(dian)(dian)利(li)(li)(li)用率(lv)(lv)95%)。
問:當前我國清潔能源消納還面臨哪些困難和問題?原因是什么?
清潔(jie)能(neng)(neng)源消納(na)利用(yong)是(shi)一(yi)個涉及電(dian)(dian)源、電(dian)(dian)網(wang)以及用(yong)電(dian)(dian)負荷的(de)(de)(de)系(xi)(xi)統(tong)性(xing)(xing)問題。目前我國清潔(jie)能(neng)(neng)源消納(na)主(zhu)要面臨以下幾方(fang)面的(de)(de)(de)困難:一(yi)是(shi)資(zi)源和需求逆向分(fen)布,風(feng)光(guang)資(zi)源大(da)(da)(da)部分(fen)分(fen)布在(zai)“三北(bei)”地(di)區,水能(neng)(neng)資(zi)源主(zhu)要集中在(zai)西南(nan)地(di)區,而(er)用(yong)電(dian)(dian)負荷主(zhu)要位于(yu)中東部和南(nan)方(fang)地(di)區,由此(ci)帶(dai)來(lai)的(de)(de)(de)跨省區輸電(dian)(dian)壓力較(jiao)(jiao)大(da)(da)(da);二是(shi)清潔(jie)能(neng)(neng)源高速(su)(su)發(fa)展與(yu)近年(nian)來(lai)用(yong)電(dian)(dian)增速(su)(su)不(bu)匹配,近年(nian)來(lai)在(zai)國家政策的(de)(de)(de)積極(ji)支持(chi)(chi)下,清潔(jie)能(neng)(neng)源特別是(shi)風(feng)電(dian)(dian)、光(guang)伏(fu)發(fa)電(dian)(dian)的(de)(de)(de)裝機(ji)整體保持(chi)(chi)著較(jiao)(jiao)快的(de)(de)(de)增長速(su)(su)度,遠(yuan)超全(quan)社(she)會用(yong)電(dian)(dian)量的(de)(de)(de)增速(su)(su),供需不(bu)匹配問題造(zao)成了(le)較(jiao)(jiao)大(da)(da)(da)的(de)(de)(de)消納(na)壓力;三是(shi)風(feng)電(dian)(dian)、光(guang)伏(fu)發(fa)電(dian)(dian)的(de)(de)(de)出力受自然條件影響,存在(zai)比較(jiao)(jiao)大(da)(da)(da)的(de)(de)(de)波動(dong)性(xing)(xing),大(da)(da)(da)規模(mo)并網(wang)后,給電(dian)(dian)力系(xi)(xi)統(tong)的(de)(de)(de)調(diao)度運行(xing)帶(dai)來(lai)了(le)較(jiao)(jiao)大(da)(da)(da)挑戰。目前我國電(dian)(dian)力系(xi)(xi)統(tong)尚(shang)不(bu)完全(quan)適應如此(ci)大(da)(da)(da)規模(mo)波動(dong)性(xing)(xing)新能(neng)(neng)源的(de)(de)(de)接入。
問:目前我國清潔能源消納問題主要集中在哪些地區?分別有什么特點?
目前(qian)我國清潔能源消納問(wen)題(ti)存在較為明顯的(de)(de)地域和時段集中(zhong)分布的(de)(de)特(te)征。其中(zhong),棄(qi)(qi)風(feng)(feng)棄(qi)(qi)光(guang)主(zhu)(zhu)要(yao)集中(zhong)在新(xin)(xin)疆(jiang)、甘肅(su)和內蒙古(gu)等地區(qu),多(duo)發生于冬季供暖期(qi)以(yi)及(ji)夜間(jian)負荷低谷(gu)時段。2018年,上述三省(sheng)區(qu)棄(qi)(qi)風(feng)(feng)棄(qi)(qi)光(guang)電量超過(guo)300億千瓦時,占全(quan)國總棄(qi)(qi)風(feng)(feng)棄(qi)(qi)光(guang)電量比例超過(guo)90%,棄(qi)(qi)風(feng)(feng)棄(qi)(qi)光(guang)的(de)(de)原因(yin)主(zhu)(zhu)要(yao)是新(xin)(xin)能源裝機(ji)占比高,熱電機(ji)組和自備電廠裝機(ji)規模(mo)大(da),系統調峰壓力較大(da),同時部分特(te)高壓通道的(de)(de)輸(shu)電能力不足,存在新(xin)(xin)能源外送受(shou)限問(wen)題(ti)。棄(qi)(qi)水主(zhu)(zhu)要(yao)集中(zhong)在西南的(de)(de)四川、云南地區(qu),多(duo)發生于汛期(qi),棄(qi)(qi)水的(de)(de)原因(yin)主(zhu)(zhu)要(yao)是水電建(jian)設規模(mo)較大(da),需(xu)要(yao)大(da)規模(mo)跨(kua)省(sheng)區(qu)外送消納,涉(she)及(ji)地域范圍廣、市(shi)場主(zhu)(zhu)體多(duo)、協調難度大(da),目前(qian)存在一定(ding)的(de)(de)網源建(jian)設不協調問(wen)題(ti),同時市(shi)場化(hua)交易機(ji)制不健全(quan),市(shi)場配置資(zi)源的(de)(de)決(jue)定(ding)性作用還沒(mei)有(you)充分發揮(hui)。
問:針對清潔能源消納面臨的困難和問題,《行動計劃》提出了哪些具體措施?

問:《行動計劃》提出的“利用率”的概念,與常用的棄風率、棄光率有什么區別,應如何理解?
