“2018年,清潔能源消納取得顯著成效。到2020年,基本解決清潔能源消納問題。”國家發改委、國家能源局于近日聯合印發《清潔能源消納行動計劃(2018-2020年)》(以下簡稱《計劃》),為全面提升清潔能源消納能力確定明確目標。
《計劃》明確,2018、2019、2020年,風電(dian)方(fang)面需確保(bao)全國(guo)平(ping)均利用率(lv)(lv)分別(bie)高于(yu)88%、90%、達到國(guo)際先(xian)進水(shui)(shui)平(ping),棄風率(lv)(lv)分別(bie)低于(yu)12%、10%和(he)控制(zhi)在(zai)合理水(shui)(shui)平(ping);光(guang)伏發電(dian)利用率(lv)(lv)高于(yu)95%,棄光(guang)率(lv)(lv)低于(yu)5%;全國(guo)水(shui)(shui)能利用率(lv)(lv)95%以上;全國(guo)大(da)部分核電(dian)實現安全保(bao)障(zhang)性消納。
全面完善政策體系,推動消納能力持續提升
為破解清潔能源(yuan)(yuan)“消(xiao)納(na)難”,《計劃》進一(yi)步加強(qiang)政府引導作用(yong),優化電(dian)源(yuan)(yuan)布局,加強(qiang)宏觀政策引導,完(wan)善電(dian)網基礎設施建設,提高消(xiao)納(na)考核及監管水平,護航各地區清潔能源(yuan)(yuan)消(xiao)納(na)能力持續(xu)提升(sheng)。
合(he)理控制電源(yuan)(yuan)(yuan)開發(fa)節奏。清(qing)(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)開發(fa)規(gui)(gui)(gui)模(mo)進(jin)一步向中東部消(xiao)納條(tiao)件(jian)較(jiao)好地區(qu)傾斜,優先鼓勵分散式(shi)(shi)、分布式(shi)(shi)可再生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)開發(fa)。將(jiang)落實清(qing)(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)電力市場消(xiao)納條(tiao)件(jian)作為安排(pai)各區(qu)域(yu)新(xin)增清(qing)(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)項目規(gui)(gui)(gui)模(mo)的前提條(tiao)件(jian),嚴(yan)禁違反規(gui)(gui)(gui)定(ding)建設規(gui)(gui)(gui)劃外項目,存在棄風、棄光的地區(qu)原則上不得(de)突(tu)破“十三(san)五”規(gui)(gui)(gui)劃規(gui)(gui)(gui)模(mo)。同時,嚴(yan)控新(xin)增煤(mei)電產能(neng)(neng)規(gui)(gui)(gui)模(mo),有力有序有效關停煤(mei)電落后產能(neng)(neng),進(jin)一步提升(sheng)煤(mei)電靈(ling)活(huo)調節能(neng)(neng)力和高效清(qing)(qing)潔(jie)發(fa)展水平。
建立健全清潔能(neng)源(yuan)(yuan)消(xiao)(xiao)納體制(zhi)機制(zhi)。力爭在年(nian)底前全面(mian)啟動可再生能(neng)源(yuan)(yuan)電(dian)(dian)(dian)力配(pei)額(e)制(zhi)度,配(pei)額(e)指標的完成工作和(he)義務由省級(ji)能(neng)源(yuan)(yuan)主管部(bu)門、省級(ji)電(dian)(dian)(dian)網(wang)(wang)企業、售電(dian)(dian)(dian)公司和(he)電(dian)(dian)(dian)力用戶共(gong)同(tong)承擔(dan)。加快推進風電(dian)(dian)(dian)、光伏發(fa)電(dian)(dian)(dian)平(ping)(ping)價上(shang)網(wang)(wang)進程,2020年(nian)新增陸(lu)上(shang)風電(dian)(dian)(dian)機組實現與煤(mei)電(dian)(dian)(dian)機組平(ping)(ping)價上(shang)網(wang)(wang),新增集中式光伏發(fa)電(dian)(dian)(dian)盡早(zao)實現上(shang)網(wang)(wang)側平(ping)(ping)價上(shang)網(wang)(wang),鼓勵非水可再生能(neng)源(yuan)(yuan)積極參(can)與電(dian)(dian)(dian)力市場(chang)交(jiao)易(yi)。優(you)先消(xiao)(xiao)納政府間協議水電(dian)(dian)(dian)跨省跨區輸電(dian)(dian)(dian)電(dian)(dian)(dian)量(liang)和(he)保(bao)障(zhang)利用小(xiao)時內的新能(neng)源(yuan)(yuan)電(dian)(dian)(dian)量(liang),逐步減少燃煤(mei)電(dian)(dian)(dian)廠計(ji)劃電(dian)(dian)(dian)量(liang),鼓勵核(he)電(dian)(dian)(dian)開展“優(you)價滿發(fa)”試(shi)點,系統內各類電(dian)(dian)(dian)力主體共(gong)同(tong)承擔(dan)清潔能(neng)源(yuan)(yuan)消(xiao)(xiao)納義務。
充分發揮電(dian)網(wang)資源(yuan)(yuan)(yuan)配(pei)置平臺作用。提升電(dian)網(wang)匯集(ji)和外送(song)清潔能(neng)(neng)(neng)源(yuan)(yuan)(yuan)能(neng)(neng)(neng)力(li),重點(dian)解決可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)富(fu)集(ji)區域和省份內(nei)部輸(shu)電(dian)斷面能(neng)(neng)(neng)力(li)不足問題。充分發揮送(song)受兩端(duan)煤電(dian)機組的(de)(de)調頻(pin)和調峰能(neng)(neng)(neng)力(li),2020年底前,主要跨省區輸(shu)電(dian)通道中可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)電(dian)量比例力(li)爭(zheng)達到(dao)平均30%以上。持續開展配(pei)電(dian)網(wang)和農網(wang)的(de)(de)智能(neng)(neng)(neng)化(hua)改造建(jian)設,增強電(dian)網(wang)分布式清潔能(neng)(neng)(neng)源(yuan)(yuan)(yuan)接納(na)能(neng)(neng)(neng)力(li)以及(ji)對(dui)清潔供(gong)暖等(deng)新(xin)型終端(duan)用電(dian)的(de)(de)保障(zhang)能(neng)(neng)(neng)力(li)。研究試點(dian)多種能(neng)(neng)(neng)源(yuan)(yuan)(yuan)的(de)(de)聯合(he)優(you)化(hua)運(yun)行,鼓勵新(xin)建(jian)核電(dian)項目結合(he)本地實際,配(pei)套建(jian)設抽水蓄能(neng)(neng)(neng)等(deng)調峰電(dian)源(yuan)(yuan)(yuan)。建(jian)立適應(ying)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)大規模接入特點(dian)的(de)(de)電(dian)力(li)平衡機制,增強電(dian)網(wang)對(dui)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)遠距離外送(song)的(de)(de)安全適應(ying)性(xing)。
落(luo)實責(ze)任(ren)主(zhu)(zhu)體。對(dui)新能(neng)源(yuan)與煤電(dian)聯(lian)合外送通道中非水可再(zai)生能(neng)源(yuan)占總(zong)電(dian)量的運行比重目標(biao)進行名曲(qu),并實施(shi)年度(du)考(kao)核(he)。電(dian)網企業和(he)電(dian)力(li)交(jiao)易機構(gou)按(an)(an)月向國家(jia)能(neng)源(yuan)主(zhu)(zhu)管部門(men)提供發電(dian)計劃和(he)跨省跨區通道的送電(dian)曲(qu)線、各(ge)類電(dian)源(yuan)逐小時實際出力(li)情(qing)況(kuang)(kuang)和(he)清潔能(neng)源(yuan)交(jiao)易情(qing)況(kuang)(kuang)備查,國家(jia)能(neng)源(yuan)主(zhu)(zhu)管部門(men)向社會公(gong)布清潔能(neng)源(yuan)消納(na)監測評估(gu)結果(guo)。對(dui)清潔能(neng)源(yuan)消納(na)實施(shi)方案(an)和(he)消納(na)目標(biao)完成情(qing)況(kuang)(kuang)按(an)(an)月監測、按(an)(an)季度(du)評估(gu)、按(an)(an)年度(du)考(kao)核(he),對(dui)政(zheng)策執行不力(li)和(he)達不到消納(na)目標(biao)的地區依(yi)法予(yu)以追責(ze)。
從優化電源(yuan)結構(gou)到(dao)落實消(xiao)納(na)(na)措施(shi),從確(que)定消(xiao)納(na)(na)目(mu)標到(dao)明(ming)確(que)獎懲措施(shi),《計劃》對清潔(jie)能源(yuan)消(xiao)納(na)(na)政策體系進行了(le)全方位完(wan)善,為(wei)全面促進清潔(jie)能源(yuan)消(xiao)納(na)(na)水(shui)平奠定重要(yao)基(ji)礎(chu)。
強化市場推動能力,拓展能源配置范圍
在(zai)不斷完善清(qing)潔能源發(fa)展政策體系的同時,《計劃》以電(dian)力(li)市(shi)場交易為重要抓手,著力(li)強化市(shi)場推動作用,加(jia)快電(dian)力(li)市(shi)場化改革,深挖電(dian)源側調峰(feng)潛力(li),促進(jin)源網荷儲(chu)互動,以進(jin)一(yi)步(bu)深化風電(dian)、光伏、水電(dian)等清(qing)潔能源在(zai)更(geng)大范圍(wei)內(nei)的優化配置,
發(fa)揮市(shi)(shi)場(chang)(chang)調(diao)(diao)(diao)節(jie)功(gong)能。進(jin)一步擴(kuo)大交易(yi)(yi)(yi)主體覆蓋范圍(wei),進(jin)一步豐(feng)富中長期交易(yi)(yi)(yi)品種、促進(jin)發(fa)電(dian)權(quan)交易(yi)(yi)(yi),鼓(gu)(gu)勵交易(yi)(yi)(yi)合(he)約以金融差價、發(fa)電(dian)權(quan)交易(yi)(yi)(yi)等方式靈活執行(xing)(xing)。推(tui)進(jin)跨省區發(fa)電(dian)權(quan)置換交易(yi)(yi)(yi),鼓(gu)(gu)勵送受兩(liang)端市(shi)(shi)場(chang)(chang)主體直(zhi)接開展(zhan)交易(yi)(yi)(yi),鼓(gu)(gu)勵核電(dian)參與跨省區市(shi)(shi)場(chang)(chang)交易(yi)(yi)(yi)。鼓(gu)(gu)勵清(qing)潔能源發(fa)電(dian)參與現貨(huo)市(shi)(shi)場(chang)(chang),持(chi)續推(tui)動(dong)(dong)全國(guo)電(dian)力市(shi)(shi)場(chang)(chang)體系建設,并從2019年起推(tui)動(dong)(dong)電(dian)力現貨(huo)市(shi)(shi)場(chang)(chang)建設試(shi)點逐步投入運行(xing)(xing)。全面(mian)推(tui)進(jin)輔助服務補償(市(shi)(shi)場(chang)(chang))機制(zhi)建設,鼓(gu)(gu)勵自動(dong)(dong)發(fa)電(dian)控(kong)制(zhi)和調(diao)(diao)(diao)峰服務按效果(guo)補償,充(chong)分調(diao)(diao)(diao)動(dong)(dong)火電(dian)、儲能、用(yong)戶可中斷負荷等各(ge)類資源提供服務的積(ji)極性。
全面提升(sheng)電(dian)(dian)力(li)系(xi)統調節能(neng)(neng)(neng)力(li)。實(shi)施火(huo)(huo)電(dian)(dian)靈活性改(gai)造,研究(jiu)將各地火(huo)(huo)電(dian)(dian)靈活性改(gai)造規(gui)(gui)模(mo)與新能(neng)(neng)(neng)源(yuan)規(gui)(gui)模(mo)總量(liang)掛鉤(gou)。2018年(nian)(nian)底前全面完成火(huo)(huo)電(dian)(dian)機(ji)組單(dan)機(ji)最小技術(shu)出力(li)率(lv)和最小開(kai)機(ji)方式的(de)核(he)定工作(zuo),并嚴格按照(zhao)(zhao)核(he)定結果調度(du)火(huo)(huo)電(dian)(dian)機(ji)組。進一步擴(kuo)大清(qing)潔能(neng)(neng)(neng)源(yuan)替(ti)(ti)代自備(bei)電(dian)(dian)廠(chang)負荷市場交易規(gui)(gui)模(mo),2018年(nian)(nian),清(qing)潔能(neng)(neng)(neng)源(yuan)年(nian)(nian)替(ti)(ti)代自備(bei)電(dian)(dian)廠(chang)發電(dian)(dian)量(liang)力(li)爭超(chao)過100億千(qian)瓦(wa)(wa)時;到2020年(nian)(nian),替(ti)(ti)代電(dian)(dian)量(liang)力(li)爭超(chao)過500億千(qian)瓦(wa)(wa)時。可再生能(neng)(neng)(neng)源(yuan)發電(dian)(dian)企業利(li)用大數據、人工智能(neng)(neng)(neng)等先(xian)進技術(shu)提高(gao)風況、光照(zhao)(zhao)、來水的(de)預測精度(du),增加功率(lv)預測偏差獎(jiang)懲力(li)度(du)。
積極推進電(dian)(dian)力(li)(li)消費方式(shi)變革。推動(dong)可再生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)電(dian)(dian)力(li)(li)配額制向消費者延伸,鼓(gu)勵(li)制定用(yong)電(dian)(dian)套餐引(yin)導終端(duan)用(yong)戶優(you)先(xian)選用(yong)清(qing)潔(jie)(jie)能(neng)(neng)(neng)(neng)源(yuan)電(dian)(dian)力(li)(li)。建(jian)設(she)可再生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)綜(zong)合(he)消納示(shi)范區,開展以消納清(qing)潔(jie)(jie)能(neng)(neng)(neng)(neng)源(yuan)為目的(de)的(de)清(qing)潔(jie)(jie)能(neng)(neng)(neng)(neng)源(yuan)電(dian)(dian)力(li)(li)專線供電(dian)(dian)試點(dian),探索可再生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)富余電(dian)(dian)力(li)(li)轉化為熱(re)能(neng)(neng)(neng)(neng)、冷(leng)能(neng)(neng)(neng)(neng)、氫能(neng)(neng)(neng)(neng),實(shi)現可再生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)多(duo)途(tu)徑就(jiu)近高效利用(yong)。充分發揮儲(chu)(chu)電(dian)(dian)、儲(chu)(chu)熱(re)、儲(chu)(chu)氣、儲(chu)(chu)冷(leng)等(deng)(deng)多(duo)類儲(chu)(chu)能(neng)(neng)(neng)(neng)的(de)有機(ji)組(zu)合(he),以及儲(chu)(chu)能(neng)(neng)(neng)(neng)的(de)調峰(feng)、調頻(pin)和備用(yong)等(deng)(deng)多(duo)類效益。加(jia)快(kuai)提高清(qing)潔(jie)(jie)供暖比重(zhong),2019年、2021年實(shi)現北方地區清(qing)潔(jie)(jie)取暖率(lv)達到(dao)50%、70%。鼓(gu)勵(li)大工業負荷發揮電(dian)(dian)解鋁、鐵合(he)金、多(duo)晶硅(gui)等(deng)(deng)電(dian)(dian)價敏感型高載能(neng)(neng)(neng)(neng)負荷的(de)靈活用(yong)電(dian)(dian)潛力(li)(li),鼓(gu)勵(li)并引(yin)導電(dian)(dian)動(dong)汽(qi)車有序充電(dian)(dian),將居民(min)、商業和一(yi)般(ban)工業負荷等(deng)(deng)電(dian)(dian)力(li)(li)需求側(ce)資源(yuan)納入(ru)電(dian)(dian)力(li)(li)市場。
