2025年能源工作指導意見
2025年(nian)是“十四五”規劃收官之(zhi)年(nian),做(zuo)好全年(nian)能源(yuan)(yuan)工作意義重大。為深(shen)入(ru)貫(guan)徹落(luo)實黨(dang)中央、國務(wu)院決(jue)策部(bu)署(shu),以能源(yuan)(yuan)高質量發(fa)展(zhan)和高水平(ping)安全助力我國經(jing)濟持續(xu)回(hui)升向(xiang)好,滿足人(ren)民(min)群(qun)眾日益增長的美(mei)好生活用(yong)能需求,制定本意見。
一、總體要求
(一)指導思想

(二)基本原則
一是(shi)堅(jian)持底(di)(di)線(xian)思(si)維,持續增強(qiang)能(neng)(neng)源(yuan)(yuan)安(an)(an)全(quan)(quan)(quan)保(bao)障能(neng)(neng)力(li)。發揮化石能(neng)(neng)源(yuan)(yuan)兜底(di)(di)保(bao)障作(zuo)用(yong),強(qiang)化非化石能(neng)(neng)源(yuan)(yuan)安(an)(an)全(quan)(quan)(quan)可靠有序替代,提升系(xi)統調(diao)節能(neng)(neng)力(li),保(bao)持國內能(neng)(neng)源(yuan)(yuan)生產合(he)理彈性和適當儲備,壓實能(neng)(neng)源(yuan)(yuan)安(an)(an)全(quan)(quan)(quan)生產責任,強(qiang)化海外(wai)能(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)供應保(bao)障,守牢能(neng)(neng)源(yuan)(yuan)安(an)(an)全(quan)(quan)(quan)底(di)(di)線(xian)。
二是堅持(chi)綠色(se)低碳,持(chi)續推(tui)進能(neng)(neng)源(yuan)結構調整優化(hua)。堅持(chi)生態優先、綠色(se)發展,協(xie)同推(tui)進降碳減(jian)污(wu)擴綠增(zeng)長。大力發展可再生能(neng)(neng)源(yuan),統籌新能(neng)(neng)源(yuan)就(jiu)地消(xiao)納和外送,加(jia)強化(hua)石(shi)能(neng)(neng)源(yuan)清(qing)潔高效(xiao)開發利用,積極(ji)推(tui)進能(neng)(neng)源(yuan)消(xiao)費(fei)側節能(neng)(neng)降碳,加(jia)快能(neng)(neng)源(yuan)消(xiao)費(fei)方式(shi)轉型,提高非(fei)化(hua)石(shi)能(neng)(neng)源(yuan)消(xiao)費(fei)比重。

四是堅(jian)(jian)持(chi)創(chuang)新(xin)引領,持(chi)續培育發(fa)(fa)展(zhan)能(neng)(neng)(neng)源新(xin)技(ji)(ji)術(shu)(shu)(shu)新(xin)產業新(xin)模式。堅(jian)(jian)持(chi)科技(ji)(ji)自(zi)立自(zi)強(qiang)和(he)創(chuang)新(xin)驅動發(fa)(fa)展(zhan)戰略,強(qiang)化補短板(ban)鍛長板(ban),加快能(neng)(neng)(neng)源關鍵核心技(ji)(ji)術(shu)(shu)(shu)裝備攻關和(he)試點應(ying)用(yong),因地(di)制宜發(fa)(fa)展(zhan)能(neng)(neng)(neng)源新(xin)質(zhi)生產力,積極(ji)運用(yong)數字(zi)技(ji)(ji)術(shu)(shu)(shu)、綠色技(ji)(ji)術(shu)(shu)(shu),推進(jin)現代化能(neng)(neng)(neng)源產業體系建設。
(三)主要目標
供應保障(zhang)能(neng)力持(chi)(chi)續(xu)增(zeng)強。全(quan)國(guo)能(neng)源生產總(zong)量(liang)(liang)穩步提升。煤(mei)炭穩產增(zeng)產,原油產量(liang)(liang)保持(chi)(chi)2億噸以上,天然氣(qi)產量(liang)(liang)保持(chi)(chi)較快增(zeng)長,油氣(qi)儲備規模(mo)持(chi)(chi)續(xu)增(zeng)加。全(quan)國(guo)發電(dian)總(zong)裝機達到36億千瓦以上,新增(zeng)新能(neng)源發電(dian)裝機規模(mo)2億千瓦以上,發電(dian)量(liang)(liang)達到10.6萬億千瓦時(shi)左右(you),跨省跨區輸(shu)電(dian)能(neng)力持(chi)(chi)續(xu)提升。
綠色低(di)碳(tan)轉(zhuan)型不斷深化(hua)。非化(hua)石(shi)(shi)能(neng)源(yuan)(yuan)發(fa)電裝(zhuang)機占(zhan)比提高(gao)到60%左(zuo)右(you),非化(hua)石(shi)(shi)能(neng)源(yuan)(yuan)占(zhan)能(neng)源(yuan)(yuan)消(xiao)費總量比重(zhong)提高(gao)到20%左(zuo)右(you)。工業、交(jiao)通(tong)、建筑等(deng)重(zhong)點領域可再生能(neng)源(yuan)(yuan)替代取得(de)新進(jin)展(zhan)。新能(neng)源(yuan)(yuan)消(xiao)納和調控政(zheng)策措施進(jin)一步完善(shan),綠色低(di)碳(tan)發(fa)展(zhan)政(zheng)策機制進(jin)一步健全。
發展質(zhi)量效(xiao)(xiao)益(yi)穩步提升。火電(dian)機組(zu)平(ping)均供電(dian)煤耗保(bao)持合(he)理水(shui)平(ping)。風電(dian)、光伏發電(dian)利用率保(bao)持合(he)理水(shui)平(ping),光伏治沙等(deng)綜合(he)效(xiao)(xiao)益(yi)更加顯著。大型煤礦基本(ben)實(shi)現智能化(hua)。初步建成全國統一(yi)電(dian)力市場(chang)體系(xi),資源配置進一(yi)步優化(hua)。
二(er)、大力(li)提(ti)升能(neng)源安全(quan)保障能(neng)力(li)
夯實(shi)能(neng)源(yuan)安全保(bao)障基礎。強化(hua)(hua)煤(mei)(mei)炭礦(kuang)區(qu)總(zong)體規(gui)劃管(guan)理(li),提升(sheng)(sheng)(sheng)礦(kuang)區(qu)集約化(hua)(hua)規(gui)模化(hua)(hua)開(kai)發水平(ping),加(jia)(jia)強煤(mei)(mei)礦(kuang)產(chan)能(neng)“一(yi)本賬”管(guan)理(li),提高煤(mei)(mei)炭產(chan)能(neng)調控精準(zhun)性、有效性。推(tui)(tui)進(jin)(jin)煤(mei)(mei)炭供應保(bao)障基地建(jian)設(she),有序核(he)準(zhun)一(yi)批(pi)大型現代化(hua)(hua)煤(mei)(mei)礦(kuang),加(jia)(jia)快(kuai)已核(he)準(zhun)煤(mei)(mei)礦(kuang)項目(mu)建(jian)設(she),持續(xu)推(tui)(tui)進(jin)(jin)煤(mei)(mei)炭產(chan)能(neng)儲(chu)備工作。強化(hua)(hua)油氣(qi)勘探開(kai)發,在老油田提高采收率、深(shen)地深(shen)水規(gui)模建(jian)產(chan)、非常規(gui)油氣(qi)增產(chan)方面取得新突破,加(jia)(jia)快(kuai)大慶(qing)、勝利國家級頁巖油示范(fan)區(qu)建(jian)設(she),持續(xu)提升(sheng)(sheng)(sheng)油氣(qi)儲(chu)備能(neng)力,推(tui)(tui)動大慶(qing)升(sheng)(sheng)(sheng)平(ping)、長慶(qing)雷龍灣等儲(chu)氣(qi)項目(mu)建(jian)設(she),推(tui)(tui)進(jin)(jin)煤(mei)(mei)制油氣(qi)重(zhong)大項目(mu)建(jian)設(she)。落實(shi)清單管(guan)理(li)機制,強化(hua)(hua)已納規(gui)支撐性調節(jie)性電源(yuan)建(jian)設(she),出(chu)臺管(guan)理(li)工作辦(ban)法。
提高(gao)區(qu)(qu)域能(neng)(neng)源(yuan)(yuan)(yuan)協同(tong)保障能(neng)(neng)力。推動(dong)長(chang)三角、粵港(gang)澳(ao)大灣區(qu)(qu)、黃河流(liu)域等(deng)(deng)區(qu)(qu)域能(neng)(neng)源(yuan)(yuan)(yuan)規劃(hua)實(shi)施,深化東(dong)北地區(qu)(qu)、長(chang)江經濟帶能(neng)(neng)源(yuan)(yuan)(yuan)高(gao)質量發展(zhan)規劃(hua)政策(ce)研究。強化經濟大省能(neng)(neng)源(yuan)(yuan)(yuan)要素保障,更好發揮能(neng)(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)大省優(you)勢,推動(dong)金上—湖北、隴(long)東(dong)—山東(dong)等(deng)(deng)特(te)高(gao)壓工(gong)程建成投運(yun),加快陜西—安徽、甘肅—浙江等(deng)(deng)特(te)高(gao)壓直(zhi)流(liu)以及(ji)阿壩—成都(dou)東(dong)等(deng)(deng)特(te)高(gao)壓交(jiao)流(liu)工(gong)程建設,抓(zhua)緊開展(zhan)重(zhong)點特(te)高(gao)壓輸電(dian)、直(zhi)流(liu)背靠(kao)背工(gong)程以及(ji)跨省交(jiao)流(liu)互濟工(gong)程前期工(gong)作。推進(jin)川(chuan)氣東(dong)送二線、虎林—長(chang)春—石家莊等(deng)(deng)天然氣干線管道項目建設。

不斷健全(quan)能(neng)(neng)(neng)源(yuan)法(fa)(fa)(fa)(fa)治體系。組織(zhi)完善落實(shi)能(neng)(neng)(neng)源(yuan)法(fa)(fa)(fa)(fa)的配套法(fa)(fa)(fa)(fa)規(gui)、規(gui)章和重要政(zheng)策文件。加快推(tui)(tui)進(jin)電力法(fa)(fa)(fa)(fa)、可再生能(neng)(neng)(neng)源(yuan)法(fa)(fa)(fa)(fa)、煤炭法(fa)(fa)(fa)(fa)以及(ji)電力安全(quan)事(shi)故應急處(chu)理(li)和調(diao)查處(chu)理(li)條例(li)等制(zhi)修訂,推(tui)(tui)動制(zhi)定《石油(you)儲(chu)備(bei)條例(li)》。加強能(neng)(neng)(neng)源(yuan)監管立法(fa)(fa)(fa)(fa)研究,開展配套規(gui)章起草工作。與(yu)全(quan)國人大法(fa)(fa)(fa)(fa)工委聯合編制(zhi)印發能(neng)(neng)(neng)源(yuan)法(fa)(fa)(fa)(fa)釋義(yi),詳細解讀能(neng)(neng)(neng)源(yuan)法(fa)(fa)(fa)(fa)立法(fa)(fa)(fa)(fa)精神(shen)、重點制(zhi)度(du)及(ji)實(shi)施(shi)機制(zhi),開展能(neng)(neng)(neng)源(yuan)法(fa)(fa)(fa)(fa)培(pei)訓,提高依法(fa)(fa)(fa)(fa)行(xing)政(zheng)水平。
五、加(jia)快推(tui)動能源(yuan)科(ke)技(ji)自立(li)自強
持(chi)(chi)(chi)續完(wan)(wan)善能(neng)(neng)源科技創(chuang)(chuang)新(xin)體(ti)系。完(wan)(wan)成(cheng)存量創(chuang)(chuang)新(xin)平臺(tai)新(xin)一輪考核(he)評(ping)價,開展“賽馬爭先”創(chuang)(chuang)新(xin)平臺(tai)中期評(ping)估。持(chi)(chi)(chi)續完(wan)(wan)善能(neng)(neng)源裝備高質(zhi)量發展政策,提升能(neng)(neng)源裝備產業鏈自主可控能(neng)(neng)力(li)。印發能(neng)(neng)源行業標準計劃年(nian)度立項指南,加大培育能(neng)(neng)源新(xin)質(zhi)生產力(li)、促進綠色低(di)碳(tan)轉型(xing)、支撐深化(hua)改革、保障能(neng)(neng)源安全等方向重(zhong)點標準立項支持(chi)(chi)(chi)力(li)度,加強能(neng)(neng)源數智(zhi)化(hua)、新(xin)型(xing)電力(li)系統、新(xin)型(xing)儲能(neng)(neng)、氫能(neng)(neng)、綠色液體(ti)燃料等領(ling)域標準供給,研(yan)究布(bu)局一批新(xin)興領(ling)域標委會。

六(liu)、切實增強人民(min)群眾用能滿意度
提(ti)升(sheng)(sheng)(sheng)民(min)生用能服務(wu)(wu)保(bao)障(zhang)水平。制定出(chu)(chu)臺(tai)新一(yi)輪提(ti)升(sheng)(sheng)(sheng)“獲得電力”服務(wu)(wu)水平政策文件,全(quan)力打造現代(dai)化用電營商(shang)環境。大力推(tui)進車網互動(dong)規模化應用試點,推(tui)動(dong)多場景充電基礎設施建設。以精(jing)準監管做好民(min)生實事,組(zu)織(zhi)開展民(min)生用電服務(wu)(wu)突出(chu)(chu)問題(ti)專項監管,常態化推(tui)進頻繁停電整治(zhi)。健全(quan)完善北方地區(qu)冬(dong)季(ji)清潔取暖長效(xiao)機(ji)制,切(qie)實保(bao)障(zhang)人(ren)民(min)群眾溫暖過冬(dong)。加強(qiang)12398熱線投訴舉(ju)報處理(li)制度宣(xuan)貫落實,持續(xu)提(ti)升(sheng)(sheng)(sheng)工作質效(xiao)。
推動縣(xian)域能源(yuan)高質量發展。積極推動縣(xian)域能源(yuan)清(qing)潔低碳轉型。加大農村(cun)(cun)(cun)可(ke)再生能源(yuan)開(kai)發和惠民利民力度(du),深入開(kai)展“千鄉萬村(cun)(cun)(cun)馭風(feng)行(xing)動”和“千家萬戶沐光行(xing)動”,穩步推進(jin)第(di)一(yi)批(pi)、第(di)二(er)批(pi)農村(cun)(cun)(cun)能源(yuan)革(ge)命試(shi)點(dian)建設(she)。用(yong)好中央(yang)預算內資金,持續推進(jin)農網鞏固提升工程,加快(kuai)補齊農村(cun)(cun)(cun)電網短板。
七、著力(li)提升能(neng)源監管效能(neng)
切實維護公(gong)(gong)平公(gong)(gong)正市場秩(zhi)序。加強電網(wang)、油(you)氣(qi)管(guan)網(wang)等(deng)自(zi)然壟(long)(long)斷(duan)環(huan)節(jie)監(jian)管(guan),防止利用壟(long)(long)斷(duan)優勢向上下游(you)競(jing)爭性環(huan)節(jie)延伸。繼(ji)續選取6個省(sheng)份開(kai)展(zhan)電力領域綜合監(jian)管(guan),對電力規劃建設(she)(she)、生(sheng)產運行(xing)、供應保障(zhang)實施(shi)全鏈條監(jian)管(guan)。開(kai)展(zhan)電網(wang)公(gong)(gong)平開(kai)放和電力市場秩(zhi)序突出問題等(deng)專(zhuan)項監(jian)管(guan),常態化(hua)整治地方不當干預(yu)電力市場化(hua)交易(yi)行(xing)為。出臺《石油(you)天然氣(qi)基礎設(she)(she)施(shi)規劃建設(she)(she)與運營(ying)管(guan)理辦(ban)法》《油(you)氣(qi)管(guan)網(wang)設(she)(she)施(shi)公(gong)(gong)平開(kai)放監(jian)管(guan)辦(ban)法》。

八、鞏(gong)固深化能源國際合作
持續增強(qiang)(qiang)海(hai)外資源供(gong)應保障能力。加(jia)強(qiang)(qiang)與(yu)重點國家和(he)地區的常規和(he)非(fei)常規油氣(qi)合作(zuo),積極穩妥推進(jin)跨(kua)境油氣(qi)進(jin)口通道建設,積極推動中(zhong)亞(ya)國家向我國穩定供(gong)氣(qi),鞏(gong)固拓展與(yu)煤炭資源大國合作(zuo)。
統籌(chou)做(zuo)好重點國(guo)家和地(di)區(qu)能源合(he)作(zuo)。加強(qiang)重點國(guo)家形勢分(fen)析和風險評估,維護油氣進口安全(quan)。積極推動中歐能源務實合(he)作(zuo),深(shen)化與“一帶一路”國(guo)家風電(dian)、光伏(fu)、氫(qing)能等領域(yu)合(he)作(zuo),持(chi)續做(zuo)好與周(zhou)邊(bian)國(guo)家電(dian)力互聯互通。加強(qiang)綠(lv)證國(guo)際互認工作(zuo)。
積極參(can)(can)與全球(qiu)能源(yuan)(yuan)(yuan)治理。籌辦(ban)(ban)上海合作組織能源(yuan)(yuan)(yuan)部長會議及相關活動(dong),舉(ju)辦(ban)(ban)2025年國(guo)際(ji)能源(yuan)(yuan)(yuan)變(bian)革(ge)論壇、第四屆(jie)“一帶(dai)一路(lu)”能源(yuan)(yuan)(yuan)合作伙伴關系論壇。深度參(can)(can)與IEA、G20、APEC、IRENA等涉(she)能源(yuan)(yuan)(yuan)領域重要(yao)多邊機制,支持國(guo)內(nei)機構參(can)(can)與國(guo)際(ji)標(biao)準研制,深化標(biao)準國(guo)際(ji)化交流合作。
九、統(tong)籌推(tui)進能(neng)源規劃(hua)編制(zhi)實施(shi)
加力完成(cheng)(cheng)“十(shi)四五”能(neng)源規(gui)劃(hua)(hua)(hua)目標(biao)任(ren)務。加強規(gui)劃(hua)(hua)(hua)實(shi)施要素保障,做好規(gui)劃(hua)(hua)(hua)重大項目實(shi)施監測調度,持續(xu)開展(zhan)規(gui)劃(hua)(hua)(hua)實(shi)施專項監管,推動(dong)“十(shi)四五”規(gui)劃(hua)(hua)(hua)目標(biao)任(ren)務如期完成(cheng)(cheng),開展(zhan)“十(shi)四五”能(neng)源規(gui)劃(hua)(hua)(hua)和分領域規(gui)劃(hua)(hua)(hua)實(shi)施情況(kuang)總結評(ping)估。

《2025年能源工作指導意見》政策解讀
為深入貫徹落實黨中央、國務院有關決策部署,以更高標準踐行能源安全新戰略,扎實做好2025年能源工作,以能源高質量發展和高水平安全助力我國經濟持續回升向好,國家能源局研究制定了《2025年能源工作指導意見》(以下簡稱《指導意見》),現從四個方面對《指導意見》進行解讀。
一、出臺背景
制定年(nian)(nian)度工(gong)作指(zhi)導意(yi)見(jian)是《能(neng)(neng)(neng)源規劃(hua)管理辦法》明確規定的(de)一(yi)項任務,也是能(neng)(neng)(neng)源行業(ye)統一(yi)思想(xiang)、形成合力(li),推動能(neng)(neng)(neng)源高質量發展(zhan)的(de)重要(yao)舉措。2024年(nian)(nian),能(neng)(neng)(neng)源行業(ye)深入貫(guan)徹落實黨(dang)中央(yang)、國務院決策部署,以(yi)“四個(ge)革(ge)命,一(yi)個(ge)合作”能(neng)(neng)(neng)源安(an)全新戰略為根本遵循,統籌(chou)推進能(neng)(neng)(neng)源高質量發展(zhan)和高水平安(an)全,能(neng)(neng)(neng)源安(an)全保障能(neng)(neng)(neng)力(li)進一(yi)步增強,規模以(yi)上(shang)工(gong)業(ye)原(yuan)(yuan)煤產(chan)(chan)量創歷史新高,原(yuan)(yuan)油產(chan)(chan)量連續三(san)年(nian)(nian)穩產(chan)(chan)2億噸以(yi)上(shang),規模以(yi)上(shang)工(gong)業(ye)天(tian)然氣產(chan)(chan)量連續八年(nian)(nian)增產(chan)(chan)超百億立(li)方米,能(neng)(neng)(neng)源消費結構(gou)持續優化,綠色低(di)碳發展(zhan)水平進一(yi)步提升。
當前,我(wo)國能(neng)源(yuan)發展也(ye)面臨一些風險挑戰(zhan),國際形勢(shi)復雜(za)嚴峻,油氣外采率仍(reng)(reng)較(jiao)高(gao),新能(neng)源(yuan)快速增長對系統消納提出更高(gao)要求,能(neng)源(yuan)關鍵技術裝(zhuang)備攻(gong)關仍(reng)(reng)需強化,能(neng)源(yuan)體(ti)(ti)制(zhi)機制(zhi)改革(ge)需向(xiang)縱(zong)深(shen)推進。《指導(dao)意見(jian)》提出針對性政(zheng)策舉措,有(you)助于指導(dao)各(ge)地和(he)各(ge)有(you)關單位進一步(bu)加快規劃建設新型能(neng)源(yuan)體(ti)(ti)系,合(he)力完成“十四五”收官(guan),以能(neng)源(yuan)高(gao)質量發展和(he)高(gao)水平安全助力我(wo)國經濟持續回升向(xiang)好,滿足人(ren)民群眾日益增長的(de)美好生活用(yong)能(neng)需求。

三、工作目標
《指導意見》提(ti)(ti)出了(le)2025年能(neng)(neng)源(yuan)工作的主要目標:供應保(bao)障能(neng)(neng)力(li)方面(mian),全國(guo)能(neng)(neng)源(yuan)生產總量(liang)(liang)穩(wen)步提(ti)(ti)升。煤炭穩(wen)產增(zeng)(zeng)產,原油產量(liang)(liang)保(bao)持(chi)2億噸(dun)以上,天然氣產量(liang)(liang)保(bao)持(chi)較快增(zeng)(zeng)長,油氣儲(chu)備規模持(chi)續增(zeng)(zeng)加。全國(guo)發(fa)(fa)電(dian)(dian)(dian)總裝機達(da)到36億千(qian)瓦以上,新增(zeng)(zeng)新能(neng)(neng)源(yuan)發(fa)(fa)電(dian)(dian)(dian)裝機規模2億千(qian)瓦以上,發(fa)(fa)電(dian)(dian)(dian)量(liang)(liang)達(da)到10.6萬(wan)億千(qian)瓦時左右,跨省跨區輸電(dian)(dian)(dian)能(neng)(neng)力(li)持(chi)續提(ti)(ti)升。綠色(se)低碳轉型方面(mian),非化(hua)石能(neng)(neng)源(yuan)發(fa)(fa)電(dian)(dian)(dian)裝機占(zhan)比(bi)提(ti)(ti)高到60%左右,非化(hua)石能(neng)(neng)源(yuan)占(zhan)能(neng)(neng)源(yuan)消費總量(liang)(liang)比(bi)重(zhong)提(ti)(ti)高到20%左右。工業、交(jiao)通、建(jian)(jian)筑等重(zhong)點領域可再生能(neng)(neng)源(yuan)替代取得新進展。新能(neng)(neng)源(yuan)消納和調(diao)控政策措施進一(yi)步完善,綠色(se)低碳發(fa)(fa)展政策機制進一(yi)步健全。發(fa)(fa)展質量(liang)(liang)效益方面(mian),火電(dian)(dian)(dian)機組平(ping)均供電(dian)(dian)(dian)煤耗保(bao)持(chi)合(he)理(li)(li)水平(ping)。風電(dian)(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)(dian)利用率保(bao)持(chi)合(he)理(li)(li)水平(ping),光伏治沙等綜(zong)合(he)效益更(geng)加顯(xian)著。大型煤礦基(ji)本實(shi)現(xian)智能(neng)(neng)化(hua)。初步建(jian)(jian)成全國(guo)統(tong)一(yi)電(dian)(dian)(dian)力(li)市場體(ti)系,資(zi)源(yuan)配(pei)置(zhi)進一(yi)步優(you)化(hua)。
四、重點任務
