2024年2月5日,工業(ye)和信息(xi)化部(bu)等七部(bu)門《關于(yu)加快推動制造業(ye)綠(lv)色化發展的指導意見》公布。

一、總體要求


(一)指導思想


以習近(jin)平(ping)新(xin)(xin)時代中國特色(se)社會主義思想為指導,深入貫徹(che)落實(shi)黨的二(er)十大(da)精(jing)神,立足新(xin)(xin)發(fa)(fa)(fa)展階段,完整、準確、全面貫徹(che)新(xin)(xin)發(fa)(fa)(fa)展理念,加快構建(jian)(jian)新(xin)(xin)發(fa)(fa)(fa)展格局,著力推動(dong)高質量發(fa)(fa)(fa)展,以實(shi)現碳(tan)達(da)峰碳(tan)中和(he)目標(biao)為引領(ling),改造升級傳統產業(ye),鞏(gong)固提升優(you)勢(shi)產業(ye),加快推動(dong)新(xin)(xin)興產業(ye)綠(lv)色(se)高起點發(fa)(fa)(fa)展,前(qian)瞻(zhan)布(bu)局綠(lv)色(se)低碳(tan)領(ling)域未(wei)來(lai)產業(ye),培(pei)(pei)育(yu)綠(lv)色(se)化數字化服務化融(rong)合(he)發(fa)(fa)(fa)展新(xin)(xin)業(ye)態,建(jian)(jian)立健全支(zhi)撐制(zhi)造業(ye)綠(lv)色(se)發(fa)(fa)(fa)展的技術、政策、標(biao)準、標(biao)桿培(pei)(pei)育(yu)體(ti)系(xi),推動(dong)產業(ye)結構高端化、能源消(xiao)費低碳(tan)化、資(zi)源利用循環化、生產過程清潔化、制(zhi)造流程數字化、產品供給綠(lv)色(se)化全方位轉型(xing),構建(jian)(jian)綠(lv)色(se)增長新(xin)(xin)引擎,鍛造綠(lv)色(se)競爭新(xin)(xin)優(you)勢(shi),擦亮新(xin)(xin)型(xing)工業(ye)化生態底色(se)。


(二)主要目標


到2030年,制造業(ye)綠色(se)(se)(se)(se)低(di)碳(tan)(tan)轉型(xing)成效顯(xian)(xian)著,傳(chuan)統產(chan)業(ye)綠色(se)(se)(se)(se)發(fa)展層級整體躍升,產(chan)業(ye)結構和布局明顯(xian)(xian)優化,綠色(se)(se)(se)(se)低(di)碳(tan)(tan)能源利用(yong)比(bi)例顯(xian)(xian)著提(ti)高(gao),資(zi)源綜合利用(yong)水平(ping)穩步提(ti)升,污染物(wu)和碳(tan)(tan)排(pai)放強(qiang)度明顯(xian)(xian)下降,碳(tan)(tan)排(pai)放總量實現(xian)達(da)峰,新興產(chan)業(ye)綠色(se)(se)(se)(se)增(zeng)長引擎作(zuo)用(yong)更加突出,規模質量進(jin)一(yi)步提(ti)升,綠色(se)(se)(se)(se)低(di)碳(tan)(tan)產(chan)業(ye)比(bi)重顯(xian)(xian)著提(ti)高(gao),綠色(se)(se)(se)(se)融合新業(ye)態不斷(duan)涌現(xian),綠色(se)(se)(se)(se)發(fa)展基礎(chu)能力大幅(fu)提(ti)升,綠色(se)(se)(se)(se)低(di)碳(tan)(tan)競爭力進(jin)一(yi)步增(zeng)強(qiang),綠色(se)(se)(se)(se)發(fa)展成為推進(jin)新型(xing)工業(ye)化的堅實基礎(chu)。


到(dao)2035年,制造(zao)業(ye)綠色(se)發(fa)展內生動力顯著增強,碳(tan)(tan)排放(fang)達峰后穩中有降,碳(tan)(tan)中和(he)能力穩步(bu)提(ti)升,在全(quan)球產(chan)業(ye)鏈供應鏈綠色(se)低碳(tan)(tan)競爭優勢凸顯,綠色(se)發(fa)展成為新型(xing)工業(ye)化的普遍(bian)形態。


二(er)、加快傳(chuan)統(tong)產(chan)業綠色低碳轉(zhuan)型升級


(三(san))推(tui)(tui)進(jin)傳統產(chan)業綠(lv)色(se)(se)(se)低碳(tan)優(you)(you)化重構。加(jia)快傳統產(chan)業產(chan)品(pin)(pin)(pin)結(jie)(jie)構、用(yong)(yong)能(neng)(neng)(neng)結(jie)(jie)構、原(yuan)(yuan)料(liao)(liao)(liao)(liao)結(jie)(jie)構優(you)(you)化調整和工(gong)(gong)(gong)藝流(liu)(liu)程(cheng)再(zai)(zai)(zai)造(zao),提(ti)(ti)升(sheng)在全球分工(gong)(gong)(gong)中的(de)地(di)位和競爭力。實(shi)(shi)施(shi)(shi)“增品(pin)(pin)(pin)種、提(ti)(ti)品(pin)(pin)(pin)質、創品(pin)(pin)(pin)牌”行(xing)動(dong),推(tui)(tui)動(dong)產(chan)品(pin)(pin)(pin)向高(gao)(gao)端、智能(neng)(neng)(neng)、綠(lv)色(se)(se)(se)、融合方(fang)向升(sheng)級換代,推(tui)(tui)動(dong)形成(cheng)品(pin)(pin)(pin)種更(geng)加(jia)豐富、品(pin)(pin)(pin)質更(geng)加(jia)穩定、品(pin)(pin)(pin)牌更(geng)具影響力的(de)供(gong)給體系(xi)。構建清潔高(gao)(gao)效低碳(tan)的(de)工(gong)(gong)(gong)業能(neng)(neng)(neng)源(yuan)(yuan)消費結(jie)(jie)構,實(shi)(shi)施(shi)(shi)煤炭(tan)分質分級清潔高(gao)(gao)效利(li)(li)用(yong)(yong)行(xing)動(dong),有(you)序推(tui)(tui)進(jin)重點用(yong)(yong)能(neng)(neng)(neng)行(xing)業煤炭(tan)減(jian)量替代;鼓(gu)勵具備(bei)條件的(de)企業、園區建設工(gong)(gong)(gong)業綠(lv)色(se)(se)(se)微電(dian)(dian)網,推(tui)(tui)進(jin)多能(neng)(neng)(neng)高(gao)(gao)效互補利(li)(li)用(yong)(yong),就近大規模高(gao)(gao)比(bi)例(li)(li)(li)利(li)(li)用(yong)(yong)可(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan);加(jia)快推(tui)(tui)進(jin)終端用(yong)(yong)能(neng)(neng)(neng)電(dian)(dian)氣(qi)化,拓寬電(dian)(dian)能(neng)(neng)(neng)替代領域,提(ti)(ti)升(sheng)綠(lv)色(se)(se)(se)電(dian)(dian)力消納比(bi)例(li)(li)(li)。推(tui)(tui)進(jin)綠(lv)氫(qing)、低(無)揮發性有(you)機物、再(zai)(zai)(zai)生(sheng)資(zi)源(yuan)(yuan)、工(gong)(gong)(gong)業固(gu)廢(fei)等(deng)(deng)原(yuan)(yuan)料(liao)(liao)(liao)(liao)替代,增強天然氣(qi)、乙烷(wan)、丙烷(wan)等(deng)(deng)原(yuan)(yuan)料(liao)(liao)(liao)(liao)供(gong)應(ying)能(neng)(neng)(neng)力,提(ti)(ti)高(gao)(gao)綠(lv)色(se)(se)(se)低碳(tan)原(yuan)(yuan)料(liao)(liao)(liao)(liao)比(bi)重。推(tui)(tui)廣鋼鐵(tie)、石(shi)化化工(gong)(gong)(gong)、有(you)色(se)(se)(se)金屬、紡織、機械(xie)等(deng)(deng)行(xing)業短(duan)(duan)流(liu)(liu)程(cheng)工(gong)(gong)(gong)藝技術(shu)。健全市場化法(fa)治化化解(jie)過剩產(chan)能(neng)(neng)(neng)長效機制(zhi),依(yi)法(fa)依(yi)規推(tui)(tui)動(dong)落后產(chan)能(neng)(neng)(neng)退出。到(dao)(dao)(dao)(dao)2030年,主要再(zai)(zai)(zai)生(sheng)資(zi)源(yuan)(yuan)循環利(li)(li)用(yong)(yong)量達(da)到(dao)(dao)(dao)(dao)5.1億噸,大宗工(gong)(gong)(gong)業固(gu)廢(fei)綜合利(li)(li)用(yong)(yong)率達(da)到(dao)(dao)(dao)(dao)62%,電(dian)(dian)解(jie)鋁使(shi)用(yong)(yong)可(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)比(bi)例(li)(li)(li)達(da)到(dao)(dao)(dao)(dao)30%以(yi)上,短(duan)(duan)流(liu)(liu)程(cheng)煉鋼比(bi)例(li)(li)(li)達(da)到(dao)(dao)(dao)(dao)20%以(yi)上,合成(cheng)氣(qi)一步法(fa)制(zhi)烯(xi)烴、乙醇等(deng)(deng)短(duan)(duan)流(liu)(liu)程(cheng)合成(cheng)技術(shu)實(shi)(shi)現規模化應(ying)用(yong)(yong)。


(四)加快傳統產業(ye)綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)技(ji)(ji)(ji)術(shu)改(gai)(gai)(gai)造(zao)(zao)。定(ding)期更(geng)新發(fa)布(bu)制(zhi)造(zao)(zao)業(ye)綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)技(ji)(ji)(ji)術(shu)導向目(mu)錄,遴選推廣成熟度(du)高、經濟性好、綠(lv)(lv)(lv)色(se)(se)(se)成效(xiao)顯著的關鍵共性技(ji)(ji)(ji)術(shu),推動企業(ye)、園區(qu)、重點行(xing)業(ye)全面實施(shi)新一輪綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)技(ji)(ji)(ji)術(shu)改(gai)(gai)(gai)造(zao)(zao)升(sheng)級(ji)。支(zhi)持(chi)大型企業(ye)圍繞產品設計(ji)、制(zhi)造(zao)(zao)、物流、使(shi)用(yong)、回收(shou)利用(yong)等(deng)全生(sheng)(sheng)命周期綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)轉型需(xu)求,實施(shi)全流程系統化改(gai)(gai)(gai)造(zao)(zao)升(sheng)級(ji)。充分(fen)發(fa)揮鏈主(zhu)企業(ye)帶動作用(yong),幫(bang)助產業(ye)鏈上下游中小企業(ye)找準(zhun)綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)轉型短板,有計(ji)劃分(fen)步驟組(zu)織實施(shi)技(ji)(ji)(ji)術(shu)改(gai)(gai)(gai)造(zao)(zao)。鼓(gu)勵工(gong)業(ye)園區(qu)、產業(ye)集聚區(qu)對標(biao)綠(lv)(lv)(lv)色(se)(se)(se)工(gong)業(ye)園區(qu)建(jian)設要求,開展布(bu)局集聚化、結構(gou)綠(lv)(lv)(lv)色(se)(se)(se)化、鏈接(jie)生(sheng)(sheng)態化整體改(gai)(gai)(gai)造(zao)(zao)升(sheng)級(ji),組(zu)織園區(qu)內企業(ye)持(chi)續實施(shi)綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)技(ji)(ji)(ji)術(shu)改(gai)(gai)(gai)造(zao)(zao)。支(zhi)持(chi)行(xing)業(ye)協會制(zhi)定(ding)重點行(xing)業(ye)改(gai)(gai)(gai)造(zao)(zao)升(sheng)級(ji)計(ji)劃,鼓(gu)勵地方開展環保(bao)績效(xiao)創A行(xing)動,提升(sheng)行(xing)業(ye)環保(bao)治理水(shui)平。


(五)引導區(qu)(qu)(qu)域(yu)(yu)綠(lv)色(se)(se)低(di)碳(tan)優(you)(you)化(hua)(hua)布局。堅(jian)持(chi)全國一盤棋,綜(zong)合考慮區(qu)(qu)(qu)域(yu)(yu)產(chan)(chan)(chan)(chan)業(ye)基(ji)礎、資源(yuan)稟賦、環境(jing)(jing)承載力等(deng)因素(su),推動(dong)傳統產(chan)(chan)(chan)(chan)業(ye)形(xing)成集群化(hua)(hua)、差(cha)異化(hua)(hua)的綠(lv)色(se)(se)低(di)碳(tan)轉(zhuan)(zhuan)(zhuan)型(xing)新(xin)格(ge)局。落實京津冀協(xie)(xie)同發(fa)(fa)(fa)展、長(chang)江經濟帶發(fa)(fa)(fa)展、粵港(gang)澳(ao)大(da)灣區(qu)(qu)(qu)建(jian)(jian)(jian)設、長(chang)三角一體化(hua)(hua)發(fa)(fa)(fa)展、黃(huang)河流(liu)域(yu)(yu)生(sheng)(sheng)態(tai)(tai)保(bao)護和(he)高(gao)質量發(fa)(fa)(fa)展等(deng)區(qu)(qu)(qu)域(yu)(yu)重(zhong)大(da)戰略定位,把(ba)綠(lv)色(se)(se)發(fa)(fa)(fa)展和(he)產(chan)(chan)(chan)(chan)業(ye)轉(zhuan)(zhuan)(zhuan)型(xing)結合起來(lai),加強(qiang)跨區(qu)(qu)(qu)域(yu)(yu)產(chan)(chan)(chan)(chan)業(ye)分工合作、科技協(xie)(xie)同創新(xin)、要(yao)素(su)優(you)(you)化(hua)(hua)配置(zhi)。發(fa)(fa)(fa)揮地區(qu)(qu)(qu)特(te)色(se)(se)和(he)優(you)(you)勢,綜(zong)合平衡生(sheng)(sheng)產(chan)(chan)(chan)(chan)力、能源(yuan)、資源(yuan)、市場需求等(deng)要(yao)素(su),支(zhi)持(chi)中西部和(he)東(dong)北(bei)地區(qu)(qu)(qu)有(you)序承接產(chan)(chan)(chan)(chan)業(ye)轉(zhuan)(zhuan)(zhuan)移,避(bi)免低(di)水平重(zhong)復建(jian)(jian)(jian)設。嚴格(ge)落實生(sheng)(sheng)態(tai)(tai)環境(jing)(jing)分區(qu)(qu)(qu)管控要(yao)求,在符(fu)合環保(bao)、能耗、水耗、安(an)全生(sheng)(sheng)產(chan)(chan)(chan)(chan)等(deng)標準要(yao)求的前提下,穩妥有(you)序推動(dong)高(gao)載能行(xing)業(ye)向(xiang)西部清潔(jie)能源(yuan)優(you)(you)勢地區(qu)(qu)(qu)轉(zhuan)(zhuan)(zhuan)移。嚴格(ge)項(xiang)目(mu)準入,堅(jian)決遏制高(gao)耗能、高(gao)排放、低(di)水平項(xiang)目(mu)盲目(mu)上馬。推動(dong)區(qu)(qu)(qu)域(yu)(yu)產(chan)(chan)(chan)(chan)業(ye)綠(lv)色(se)(se)協(xie)(xie)同提升,重(zhong)點發(fa)(fa)(fa)展鋼(gang)化(hua)(hua)聯產(chan)(chan)(chan)(chan)、煉(lian)化(hua)(hua)一體化(hua)(hua)、林(lin)漿(jiang)紙一體化(hua)(hua)、以(yi)化(hua)(hua)固碳(tan)等(deng)產(chan)(chan)(chan)(chan)業(ye)耦合模(mo)式,以(yi)及冶金和(he)建(jian)(jian)(jian)材(cai)等(deng)行(xing)業(ye)協(xie)(xie)同處(chu)置(zhi)生(sheng)(sheng)活(huo)垃(la)圾、向(xiang)城鎮(zhen)居民供熱等(deng)產(chan)(chan)(chan)(chan)城融合模(mo)式,鼓勵有(you)條(tiao)件的地區(qu)(qu)(qu)加強(qiang)資源(yuan)耦合和(he)循環利用,加快建(jian)(jian)(jian)設“無(wu)廢企(qi)業(ye)”“無(wu)廢園區(qu)(qu)(qu)”“無(wu)廢城市”。


三、推動新(xin)興產業(ye)綠色(se)低碳(tan)高起點發展

(十(shi)三)完(wan)(wan)善綠(lv)(lv)(lv)色(se)化發(fa)展政(zheng)策(ce)體(ti)系。以精準、協同、可(ke)持(chi)續為導向,完(wan)(wan)善支(zhi)持(chi)綠(lv)(lv)(lv)色(se)發(fa)展的財稅(shui)(shui)(shui)、金融(rong)、投(tou)資、價(jia)格等(deng)(deng)政(zheng)策(ce),創新(xin)政(zheng)策(ce)實(shi)(shi)施方(fang)式(shi),逐步(bu)建(jian)立(li)促進(jin)制(zhi)(zhi)造(zao)業(ye)(ye)綠(lv)(lv)(lv)色(se)化發(fa)展的長效(xiao)機制(zhi)(zhi)。通過現(xian)有(you)財政(zheng)資金渠道(dao),重點(dian)支(zhi)持(chi)綠(lv)(lv)(lv)色(se)低(di)(di)(di)碳(tan)重大技術裝備攻關(guan)、綠(lv)(lv)(lv)色(se)低(di)(di)(di)碳(tan)產(chan)業(ye)(ye)基(ji)礎設(she)施建(jian)設(she)等(deng)(deng)方(fang)向和領(ling)域(yu)。充分(fen)發(fa)揮國(guo)(guo)家產(chan)融(rong)合(he)(he)作平臺作用,依(yi)托擴(kuo)大制(zhi)(zhi)造(zao)業(ye)(ye)中長期貸(dai)款投(tou)放(fang)專(zhuan)項工(gong)(gong)作機制(zhi)(zhi),建(jian)立(li)健(jian)全(quan)(quan)金融(rong)資源(yuan)支(zhi)持(chi)制(zhi)(zhi)造(zao)業(ye)(ye)綠(lv)(lv)(lv)色(se)低(di)(di)(di)碳(tan)轉(zhuan)型(xing)的常態化工(gong)(gong)作機制(zhi)(zhi),建(jian)立(li)綠(lv)(lv)(lv)色(se)低(di)(di)(di)碳(tan)技術改造(zao)項目庫(ku)(ku)和標桿企(qi)業(ye)(ye)庫(ku)(ku),加大綠(lv)(lv)(lv)色(se)金融(rong)、轉(zhuan)型(xing)金融(rong)支(zhi)持(chi)力度(du),用好碳(tan)減排支(zhi)持(chi)工(gong)(gong)具等(deng)(deng)結構(gou)性貨幣政(zheng)策(ce)工(gong)(gong)具。鼓勵現(xian)有(you)政(zheng)府投(tou)資基(ji)金按(an)照市(shi)場化方(fang)式(shi),培育(yu)和孵化綠(lv)(lv)(lv)色(se)低(di)(di)(di)碳(tan)領(ling)域(yu)新(xin)產(chan)業(ye)(ye)、新(xin)業(ye)(ye)態、新(xin)模式(shi)。發(fa)揮稅(shui)(shui)(shui)收優惠政(zheng)策(ce)正(zheng)向激勵作用,落實(shi)(shi)好對綠(lv)(lv)(lv)色(se)技術推廣應用、資源(yuan)節約循(xun)環利用等(deng)(deng)方(fang)面的稅(shui)(shui)(shui)收優惠政(zheng)策(ce),確保(bao)符(fu)合(he)(he)條件(jian)的市(shi)場主體(ti)應享盡享。完(wan)(wan)善工(gong)(gong)業(ye)(ye)節能(neng)(neng)(neng)(neng)管理(li)制(zhi)(zhi)度(du),健(jian)全(quan)(quan)相關(guan)政(zheng)策(ce)法規,督促企(qi)業(ye)(ye)加強合(he)(he)規建(jian)設(she),依(yi)法依(yi)規合(he)(he)理(li)用能(neng)(neng)(neng)(neng)。綜(zong)合(he)(he)考(kao)慮能(neng)(neng)(neng)(neng)耗、環保(bao)績效(xiao)水平,完(wan)(wan)善階梯電價(jia)制(zhi)(zhi)度(du)和水價(jia)政(zheng)策(ce)。健(jian)全(quan)(quan)全(quan)(quan)國(guo)(guo)碳(tan)排放(fang)權(quan)交(jiao)易市(shi)場配套制(zhi)(zhi)度(du),研(yan)究有(you)序擴(kuo)大行業(ye)(ye)覆蓋范圍,協調(diao)推進(jin)碳(tan)排放(fang)權(quan)交(jiao)易、用能(neng)(neng)(neng)(neng)權(quan)交(jiao)易、綠(lv)(lv)(lv)電綠(lv)(lv)(lv)證交(jiao)易等(deng)(deng)市(shi)場建(jian)設(she)。


(十四)健全綠(lv)色(se)(se)(se)低(di)(di)碳標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)體系。強化標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)頂層(ceng)設(she)計(ji)和(he)(he)(he)規(gui)范性管(guan)理,推動各(ge)級各(ge)類標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)銜接配套,加(jia)強標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)貫(guan)徹實施和(he)(he)(he)應(ying)用(yong)評估。發揮各(ge)有關標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)化技術組織作用(yong),按(an)照需求導(dao)向、先(xian)進(jin)(jin)適(shi)用(yong)、急用(yong)先(xian)行的原則,加(jia)快制(zhi)定碳排放基礎通用(yong)、核算與報告(gao)、低(di)(di)碳技術與裝備等國家(jia)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)、行業(ye)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)和(he)(he)(he)團體標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun),到2030年完(wan)成500項以上碳達峰急需標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)制(zhi)修訂。持續完(wan)善節(jie)能(neng)、節(jie)水、資源綜(zong)合(he)利用(yong)、環保裝備標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun),穩步升級綠(lv)色(se)(se)(se)工廠、綠(lv)色(se)(se)(se)產品、綠(lv)色(se)(se)(se)工業(ye)園區、綠(lv)色(se)(se)(se)供應(ying)鏈(lian)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun),協同(tong)推進(jin)(jin)數字賦(fu)能(neng)綠(lv)色(se)(se)(se)低(di)(di)碳領(ling)域標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)。加(jia)強國際(ji)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)研究(jiu)和(he)(he)(he)對比分析,推動先(xian)進(jin)(jin)國際(ji)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)在我國轉化應(ying)用(yong),積極參與國際(ji)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)規(gui)則制(zhi)定,推動我國綠(lv)色(se)(se)(se)低(di)(di)碳標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)轉化為國際(ji)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)。


(十五)優化(hua)綠(lv)(lv)(lv)色(se)(se)(se)(se)低碳(tan)(tan)(tan)標(biao)桿(gan)培(pei)育(yu)體系。發揮(hui)綠(lv)(lv)(lv)色(se)(se)(se)(se)低碳(tan)(tan)(tan)標(biao)桿(gan)的引領(ling)(ling)(ling)帶動(dong)作用(yong),構(gou)建綠(lv)(lv)(lv)色(se)(se)(se)(se)制(zhi)(zhi)造(zao)(zao)“綜合標(biao)桿(gan)”和(he)細分領(ling)(ling)(ling)域“單項標(biao)桿(gan)”相銜接的標(biao)桿(gan)培(pei)育(yu)體系,打造(zao)(zao)制(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)綠(lv)(lv)(lv)色(se)(se)(se)(se)化(hua)發展(zhan)領(ling)(ling)(ling)軍力量。制(zhi)(zhi)定綠(lv)(lv)(lv)色(se)(se)(se)(se)工廠(chang)(chang)梯度培(pei)育(yu)及管理辦法(fa),發揮(hui)綠(lv)(lv)(lv)色(se)(se)(se)(se)工廠(chang)(chang)在制(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)綠(lv)(lv)(lv)色(se)(se)(se)(se)低碳(tan)(tan)(tan)轉(zhuan)型(xing)中的基(ji)礎性和(he)導(dao)向(xiang)性作用(yong),縱向(xiang)形成國家、省、市三(san)級聯動(dong)的綠(lv)(lv)(lv)色(se)(se)(se)(se)工廠(chang)(chang)培(pei)育(yu)機制(zhi)(zhi),橫向(xiang)通過(guo)(guo)綠(lv)(lv)(lv)色(se)(se)(se)(se)工業(ye)(ye)(ye)(ye)園區、綠(lv)(lv)(lv)色(se)(se)(se)(se)供應(ying)(ying)鏈管理企業(ye)(ye)(ye)(ye)帶動(dong)園區內、供應(ying)(ying)鏈上(shang)下游企業(ye)(ye)(ye)(ye)創建綠(lv)(lv)(lv)色(se)(se)(se)(se)工廠(chang)(chang)。到2030年,各級綠(lv)(lv)(lv)色(se)(se)(se)(se)工廠(chang)(chang)產(chan)值占制(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)總產(chan)值比重超過(guo)(guo)40%。鼓勵綠(lv)(lv)(lv)色(se)(se)(se)(se)工廠(chang)(chang)進一步深(shen)挖(wa)節能降碳(tan)(tan)(tan)潛(qian)力,創建“零(ling)碳(tan)(tan)(tan)”工廠(chang)(chang)。深(shen)入開(kai)展(zhan)工業(ye)(ye)(ye)(ye)產(chan)品綠(lv)(lv)(lv)色(se)(se)(se)(se)設計示范(fan)企業(ye)(ye)(ye)(ye)培(pei)育(yu),不(bu)斷探索綠(lv)(lv)(lv)色(se)(se)(se)(se)低碳(tan)(tan)(tan)路徑和(he)解(jie)決(jue)方案(an)。持續遴選(xuan)發布能效(xiao)“領(ling)(ling)(ling)跑者”、水效(xiao)“領(ling)(ling)(ling)跑者”、再生資源規范(fan)條件企業(ye)(ye)(ye)(ye)、環(huan)(huan)保裝備規范(fan)條件企業(ye)(ye)(ye)(ye)、工業(ye)(ye)(ye)(ye)廢水循環(huan)(huan)利(li)用(yong)試點企業(ye)(ye)(ye)(ye)園區等,從工業(ye)(ye)(ye)(ye)全過(guo)(guo)程深(shen)挖(wa)能源資源節約潛(qian)力。


六、組織實施


(十六)加強(qiang)統籌(chou)協(xie)調(diao)。強(qiang)化部門間協(xie)同合作(zuo)(zuo),推(tui)動形成工(gong)作(zuo)(zuo)合力,協(xie)調(diao)解決重(zhong)大(da)問題。加大(da)對(dui)地方綠色低碳(tan)產業培育、技(ji)術(shu)改造升(sheng)級、工(gong)業領(ling)域(yu)碳(tan)達峰等(deng)重(zhong)點工(gong)作(zuo)(zuo)指導評估,鼓勵結合實際(ji)創新(xin)支持政策,合理設(she)置(zhi)政策過渡期。有關行業協(xie)會、專業智(zhi)庫、第三方機(ji)構積(ji)極(ji)發(fa)揮橋梁紐帶作(zuo)(zuo)用,促進(jin)綠色低碳(tan)技(ji)術(shu)、產品和服務(wu)推(tui)廣,助力重(zhong)點行業和重(zhong)要(yao)領(ling)域(yu)綠色低碳(tan)發(fa)展。


(十七)深化國(guo)(guo)際合作(zuo)。利用現有(you)雙多邊機制(zhi),加強綠(lv)(lv)(lv)色發展戰略(lve)、規劃、政(zheng)策、標準和合格(ge)評(ping)定交流對接。深化與(yu)各(ge)國(guo)(guo)在綠(lv)(lv)(lv)色技(ji)術、綠(lv)(lv)(lv)色產品、綠(lv)(lv)(lv)色裝(zhuang)備(bei)、綠(lv)(lv)(lv)色服務以(yi)及產品碳足(zu)跡管理等方(fang)面的(de)交流與(yu)合作(zuo),推(tui)動我國(guo)(guo)新(xin)能(neng)(neng)源(yuan)(yuan)、新(xin)能(neng)(neng)源(yuan)(yuan)汽車、綠(lv)(lv)(lv)色環保等技(ji)術裝(zhuang)備(bei)有(you)序走出(chu)去,鼓勵國(guo)(guo)內有(you)條件的(de)地方(fang)建設中外合作(zuo)綠(lv)(lv)(lv)色工(gong)業園區,為全球(qiu)綠(lv)(lv)(lv)色發展作(zuo)出(chu)中國(guo)(guo)貢(gong)獻。


(十(shi)八)加強(qiang)人(ren)(ren)才(cai)(cai)(cai)培(pei)養(yang)(yang)。支持高(gao)校和(he)科(ke)(ke)研(yan)院所增設綠色低碳領(ling)(ling)域急需緊缺專業(ye),鼓(gu)勵企業(ye)與(yu)高(gao)校、科(ke)(ke)研(yan)院所開(kai)展人(ren)(ren)才(cai)(cai)(cai)“訂(ding)單式”培(pei)養(yang)(yang)。依托(tuo)制造(zao)業(ye)人(ren)(ren)才(cai)(cai)(cai)支持計劃(hua)、卓越工(gong)程師薪火計劃(hua)和(he)各類(lei)高(gao)層次人(ren)(ren)才(cai)(cai)(cai)計劃(hua),引進和(he)培(pei)育綠色低碳領(ling)(ling)域海內外高(gao)水平人(ren)(ren)才(cai)(cai)(cai)。支持地(di)方面向(xiang)綠色低碳領(ling)(ling)域開(kai)展職業(ye)技能培(pei)訓。


(十(shi)九)做(zuo)好宣傳引導。組織開展全(quan)國(guo)生態日、環(huan)境日、節能宣傳周、低碳日、中國(guo)水周等活動,加強各類媒體、公益組織輿論引導,加大對制造(zao)業綠色化發展相關政策法(fa)規(gui)、先(xian)進(jin)技術、典型案例的宣介(jie)力度,推(tui)廣一批可借鑒、可復制的先(xian)進(jin)經驗(yan)和(he)舉措。
