2月23日,合(he)肥(fei)(fei)市(shi)人(ren)民政(zheng)府(fu)官網發布《合(he)肥(fei)(fei)市(shi)人(ren)民政(zheng)府(fu)辦(ban)公室關于印發合(he)肥(fei)(fei)市(shi)新型(xing)儲(chu)能(neng)發展規(gui)劃(2023-2027年)的通知》(下簡稱《通知》)。文(wen)中(zhong)提到,當前,新型(xing)儲(chu)能(neng)已經步(bu)入商業化初(chu)期向規(gui)模化應用轉(zhuan)變階段。
該市在(zai)新型儲能產業發展(zhan)上具有一(yi)定基礎,在(zai)新型儲能應用(yong)、技術裝備研發制(zhi)造、場(chang)景應用(yong)示范構建等(deng)方面(mian)均開(kai)展(zhan)了有益探索。隨著“雙(shuang)碳”進(jin)程的不斷推(tui)進(jin),新型儲能發展(zhan)正面(mian)臨前所(suo)未(wei)有的發展(zhan)機遇。同時(shi),新型儲能項(xiang)目(mu)具有建設周期短、應用(yong)場(chang)景豐富、選址簡單(dan)靈活等(deng)優點(dian),但(dan)在(zai)市場(chang)成熟度、商業模式、安(an)全(quan)監管(guan)等(deng)方面(mian)還存在(zai)較多薄弱(ruo)環節。
《通知》表示,要加強新型儲能關鍵技術攻關,著力突破前瞻儲能技術。支持行業龍頭企業聯合國內外高校院所開展新型環保、長壽命、低成本的鉛炭電池研發和液態金屬電池、新型空氣電池開發,推動飛輪儲能、壓縮空氣、熔鹽儲熱、固體蓄熱(冷)等技術研發及應用。

合肥市新型儲能發展規劃(2023-2027年)
新(xin)(xin)型(xing)儲能(neng)(neng)(neng)(neng)(neng)(neng)是構建新(xin)(xin)型(xing)電(dian)力系統的關鍵(jian)支撐,對于實(shi)現碳(tan)達峰(feng)碳(tan)中和目標、完成能(neng)(neng)(neng)(neng)(neng)(neng)源綠色(se)低碳(tan)轉型(xing)、保障能(neng)(neng)(neng)(neng)(neng)(neng)源安(an)全具有(you)重要意(yi)義。根據《關于印發(fa)(fa)(fa)“十四五”新(xin)(xin)型(xing)儲能(neng)(neng)(neng)(neng)(neng)(neng)發(fa)(fa)(fa)展實(shi)施方案的通(tong)知》(發(fa)(fa)(fa)改能(neng)(neng)(neng)(neng)(neng)(neng)源〔2022〕209號(hao))、《安(an)徽省新(xin)(xin)型(xing)儲能(neng)(neng)(neng)(neng)(neng)(neng)發(fa)(fa)(fa)展規(gui)劃(2022-2025年)》(皖能(neng)(neng)(neng)(neng)(neng)(neng)源新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)〔2022〕60號(hao))等(deng)精神(shen),為引(yin)導我市新(xin)(xin)型(xing)儲能(neng)(neng)(neng)(neng)(neng)(neng)健(jian)康有(you)序發(fa)(fa)(fa)展,特(te)編制本發(fa)(fa)(fa)展規(gui)劃。
一、發展基礎
(一)發展現狀。
當前,新(xin)(xin)型儲(chu)能(neng)(neng)已經步(bu)入商業化初期向(xiang)規(gui)模化應用轉(zhuan)變階(jie)段。我市在新(xin)(xin)型儲(chu)能(neng)(neng)產業發(fa)展上具有(you)一定基礎,在新(xin)(xin)型儲(chu)能(neng)(neng)應用、技術裝備研發(fa)制造(zao)、場景應用示范構(gou)建等方面均開展了有(you)益探索(suo)。
1.新(xin)型儲(chu)(chu)能(neng)應用(yong)發展(zhan)迅速。我市(shi)(shi)新(xin)型儲(chu)(chu)能(neng)以(yi)電(dian)化學儲(chu)(chu)能(neng)為主,2022年(nian)下半年(nian)啟動建設,全年(nian)新(xin)增(zeng)(zeng)裝(zhuang)機規模2.5萬千瓦,2023年(nian)增(zeng)(zeng)長勢頭強勁,預(yu)計全年(nian)新(xin)增(zeng)(zeng)裝(zhuang)機規模約14.9萬千瓦,同比增(zeng)(zeng)長近5倍,裝(zhuang)機類型齊全,涵蓋電(dian)源、電(dian)網(wang)、用(yong)戶三側,在11個縣(市(shi)(shi))區(qu)(qu)、開(kai)發區(qu)(qu)均有(you)布局。除鋰離子電(dian)池儲(chu)(chu)能(neng)外,超級(ji)電(dian)容儲(chu)(chu)能(neng)、飛輪儲(chu)(chu)能(neng)、全釩液流儲(chu)(chu)能(neng)、氫(氨(an))儲(chu)(chu)能(neng)等多種新(xin)型儲(chu)(chu)能(neng)技術(shu)均已在我市(shi)(shi)開(kai)展(zhan)示范應用(yong)。
2.關鍵(jian)技術(shu)攻關持續發(fa)力。全(quan)市共有(you)新型(xing)儲(chu)(chu)能領域國(guo)家級科(ke)研(yan)平臺1個(ge)、省部級科(ke)研(yan)平臺9個(ge),在磁(ci)約束核聚變、超導(dao)儲(chu)(chu)能、固態電解質(zhi)等研(yan)究領域具有(you)世界一流水平。陽光電源儲(chu)(chu)能變流器(qi)、光儲(chu)(chu)充一體化方案全(quan)球領先(xian);國(guo)軒高(gao)科(ke)國(guo)內(nei)首(shou)創360瓦時每千(qian)克高(gao)比能半固態電池(chi),“JTM+磊(lei)石”換電技術(shu)達到行業先(xian)進(jin)(jin)水平;上海電氣率先(xian)推出國(guo)內(nei)全(quan)釩(fan)液流電池(chi)單電堆最高(gao)功率65千(qian)瓦產品;中國(guo)科(ke)學院合肥物質(zhi)院緊湊型(xing)聚變能試(shi)驗(yan)堆開工(gong)建設(she),開啟“聚變電站(zhan)”工(gong)程示范進(jin)(jin)程。
3.產(chan)業(ye)鏈(lian)條基本完備。截(jie)至目前(qian),我市已聚集新型儲(chu)能(neng)(neng)上下游(you)企(qi)業(ye)近70家(jia),規上企(qi)業(ye)30余家(jia),億元以上企(qi)業(ye)近10家(jia),初(chu)步(bu)形成“原材料—電芯(xin)—儲(chu)能(neng)(neng)系(xi)統—系(xi)統集成—溫(wen)控消(xiao)防—回(hui)收利用”的完整(zheng)產(chan)業(ye)鏈(lian),集聚了陽光(guang)電源(yuan)、國軒高科(ke)(ke)(ke)、派(pai)能(neng)(neng)科(ke)(ke)(ke)技、上海電氣、巡鷹新能(neng)(neng)源(yuan)、中創(chuang)新航等一批龍頭企(qi)業(ye),陽光(guang)電源(yuan)儲(chu)能(neng)(neng)系(xi)統、儲(chu)能(neng)(neng)變流器(qi)出貨量世界第一,國軒儲(chu)能(neng)(neng)電芯(xin)出貨量位(wei)居國內前(qian)五(wu)、全(quan)球(qiu)前(qian)十,派(pai)能(neng)(neng)科(ke)(ke)(ke)技全(quan)球(qiu)用戶側儲(chu)能(neng)(neng)系(xi)統出貨量全(quan)球(qiu)第一。
(二)面臨形勢。
隨著“雙碳”進(jin)程的不斷推進(jin),新型(xing)儲能(neng)發展正(zheng)面臨前(qian)所未(wei)有(you)的發展機遇。
1.構建(jian)新(xin)(xin)型(xing)電(dian)力系(xi)統為新(xin)(xin)型(xing)儲能(neng)(neng)(neng)建(jian)設(she)提(ti)供(gong)有力支(zhi)撐。根據國(guo)家(jia)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)局發布的(de)《新(xin)(xin)型(xing)電(dian)力系(xi)統發展(zhan)藍皮書》,未來新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)將(jiang)(jiang)成(cheng)為綠色電(dian)力供(gong)應主力軍,裝機規模和發電(dian)占比(bi)將(jiang)(jiang)大(da)幅(fu)提(ti)升。隨著新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)納壓力的(de)不斷增(zeng)大(da),源(yuan)(yuan)(yuan)(yuan)網荷(he)儲一體(ti)化、多能(neng)(neng)(neng)互(hu)補、“新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)汽車(che)+儲能(neng)(neng)(neng)”、虛擬電(dian)廠等新(xin)(xin)技術新(xin)(xin)業態加(jia)速(su)發展(zhan),新(xin)(xin)型(xing)儲能(neng)(neng)(neng)即將(jiang)(jiang)進入大(da)規模應用(yong)階段,市場(chang)前景廣(guang)闊,發展(zhan)潛力較大(da)。預計到“十四五(wu)”末,我市可(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)裝機規模將(jiang)(jiang)達450萬(wan)千瓦以(yi)上(shang),實(shi)現(xian)五(wu)年(nian)翻番,部(bu)分縣區新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)增(zeng)速(su)遠超消(xiao)納能(neng)(neng)(neng)力,影(ying)響電(dian)網安全運行,需(xu)加(jia)快推進新(xin)(xin)型(xing)儲能(neng)(neng)(neng)建(jian)設(she),提(ti)升新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)納能(neng)(neng)(neng)力。
2.緩解(jie)電(dian)力(li)供(gong)(gong)需(xu)矛盾(dun)(dun)為(wei)新(xin)型儲(chu)能(neng)(neng)(neng)應(ying)用(yong)帶來現實(shi)需(xu)要。國內電(dian)力(li)需(xu)求持續增長(chang),而煤電(dian)等傳(chuan)統電(dian)源發展(zhan)空間受限(xian),新(xin)能(neng)(neng)(neng)源發電(dian)具有(you)波動(dong)性、間歇性,電(dian)力(li)供(gong)(gong)需(xu)矛盾(dun)(dun)形(xing)勢(shi)依舊嚴(yan)峻,迫切需(xu)要發展(zhan)高安全(quan)性、長(chang)短時結合的(de)新(xin)型儲(chu)能(neng)(neng)(neng),保(bao)障電(dian)力(li)安全(quan)可(ke)靠供(gong)(gong)應(ying)。近年來,全(quan)市能(neng)(neng)(neng)源消費尤其是用(yong)電(dian)需(xu)求保(bao)持較大幅度剛性增長(chang),最(zui)大電(dian)力(li)供(gong)(gong)應(ying)存在較大缺口(kou),“新(xin)能(neng)(neng)(neng)源+儲(chu)能(neng)(neng)(neng)”在一定程度上可(ke)替代煤電(dian)等常規(gui)電(dian)源并(bing)提供(gong)(gong)穩定出力(li),作為(wei)提升電(dian)力(li)供(gong)(gong)應(ying)補(bu)充手段,在用(yong)電(dian)高峰期全(quan)負荷放(fang)電(dian),顯著緩解(jie)供(gong)(gong)電(dian)壓力(li)。
3.政策(ce)體系逐步完善為新(xin)型(xing)(xing)儲(chu)(chu)(chu)能(neng)(neng)發(fa)(fa)(fa)展增添強(qiang)大(da)動能(neng)(neng)。近(jin)年來(lai),國家層面密(mi)集出臺(tai)新(xin)型(xing)(xing)儲(chu)(chu)(chu)能(neng)(neng)支持(chi)政策(ce),大(da)力(li)支持(chi)關(guan)鍵(jian)核(he)心技術攻關(guan),加速構建健全的電力(li)交易(yi)市(shi)場(chang)和(he)輔助(zhu)服(fu)務市(shi)場(chang),推動新(xin)型(xing)(xing)儲(chu)(chu)(chu)能(neng)(neng)價(jia)格成本不(bu)斷降低、經濟(ji)效益逐漸(jian)提升。新(xin)型(xing)(xing)儲(chu)(chu)(chu)能(neng)(neng)可通過峰谷分時電價(jia)、輔助(zhu)服(fu)務費用(yong)補償等方式(shi)實現投資(zi)回收和(he)盈利,吸引社會資(zi)本加速涌入。安徽(hui)省委省政府高度重視新(xin)型(xing)(xing)儲(chu)(chu)(chu)能(neng)(neng)發(fa)(fa)(fa)展,出臺(tai)了《關(guan)于強(qiang)化(hua)創新(xin)引領(ling)推動先進(jin)光伏和(he)新(xin)型(xing)(xing)儲(chu)(chu)(chu)能(neng)(neng)產業(ye)集群高質量(liang)發(fa)(fa)(fa)展的指(zhi)導意見》(皖(wan)辦發(fa)(fa)(fa)〔2023〕26號),明(ming)確將新(xin)型(xing)(xing)儲(chu)(chu)(chu)能(neng)(neng)產業(ye)作為安徽(hui)省支柱產業(ye)之一。在“雙(shuang)碳”持(chi)續深化(hua)的大(da)背景下,政策(ce)和(he)市(shi)場(chang)“雙(shuang)輪驅動”將為新(xin)型(xing)(xing)儲(chu)(chu)(chu)能(neng)(neng)高質量(liang)發(fa)(fa)(fa)展提供新(xin)動力(li)。
(三)面臨挑戰。
新型儲能(neng)項(xiang)目具有(you)建設周期短、應(ying)用場(chang)景豐富、選址簡單(dan)靈(ling)活等優點,但在市場(chang)成熟度、商業模式、安全(quan)監管等方(fang)面(mian)還存在較多薄弱環節。
1.技術(shu)和商(shang)業模式尚不(bu)成(cheng)(cheng)熟。現(xian)有新型(xing)儲(chu)(chu)能(neng)產業仍存(cun)在發展短板(ban),成(cheng)(cheng)本依然較(jiao)高,技術(shu)有待進一步(bu)升(sheng)級,穩定、可持續的(de)投資收益(yi)機制(zhi)(zhi)尚未(wei)建(jian)(jian)(jian)立。新型(xing)儲(chu)(chu)能(neng)電站(zhan)對于政策補貼依賴較(jiao)大,電源(yuan)側(ce)、電網側(ce)儲(chu)(chu)能(neng)設施暫(zan)未(wei)建(jian)(jian)(jian)立科學(xue)合理的(de)成(cheng)(cheng)本分擔與疏導機制(zhi)(zhi),尤(you)其是新能(neng)源(yuan)配(pei)建(jian)(jian)(jian)儲(chu)(chu)能(neng)電站(zhan)存(cun)在“配(pei)而(er)不(bu)建(jian)(jian)(jian)、建(jian)(jian)(jian)而(er)不(bu)用(yong)、以次充好”現(xian)象,造成(cheng)(cheng)項目建(jian)(jian)(jian)設指(zhi)標(biao)、土(tu)地指(zhi)標(biao)以及(ji)儲(chu)(chu)能(neng)資源(yuan)浪(lang)費;用(yong)戶(hu)側(ce)儲(chu)(chu)能(neng)設施缺少經濟效(xiao)益(yi)高、可大規模推廣(guang)應用(yong)的(de)商(shang)業模式,新型(xing)儲(chu)(chu)能(neng)參與電力(li)市場(chang)交(jiao)易(yi)機制(zhi)(zhi)有待進一步(bu)完善。
2.安全(quan)(quan)(quan)過程管(guan)理(li)仍需加強。新型儲(chu)能(neng)特(te)別是電(dian)(dian)化學儲(chu)能(neng)屬于能(neng)量高度密集(ji)設施,具(ju)有易(yi)(yi)燃、易(yi)(yi)爆特(te)征,熱(re)失控問題尚未(wei)徹底解決,隨著電(dian)(dian)池(chi)能(neng)量密度和功率(lv)密度的提高,長期(qi)運行發(fa)生事故的風險隱患也將(jiang)增大。當前國內(nei)尚未(wei)建(jian)立統一的儲(chu)能(neng)電(dian)(dian)站(zhan)(zhan)(zhan)安全(quan)(quan)(quan)監管(guan)標準體系(xi),電(dian)(dian)站(zhan)(zhan)(zhan)安全(quan)(quan)(quan)運行管(guan)理(li)制度、消防(fang)安全(quan)(quan)(quan)標準體系(xi)不(bu)夠健(jian)全(quan)(quan)(quan),消防(fang)系(xi)統關鍵核(he)心技(ji)術有待進(jin)一步加強。據(ju)統計(ji),2022年全(quan)(quan)(quan)球范圍發(fa)生儲(chu)能(neng)電(dian)(dian)站(zhan)(zhan)(zhan)火災(zai)、爆炸事故超(chao)30起,一定程度上影響新型儲(chu)能(neng)推廣(guang)應用(yong)。
3.儲(chu)(chu)能行業(ye)無序競(jing)爭(zheng)加(jia)劇。據統計,近兩年社會資本涌入儲(chu)(chu)能賽道,企(qi)(qi)業(ye)數量增長(chang)迅(xun)速,2022年國內(nei)新(xin)成(cheng)立儲(chu)(chu)能相關企(qi)(qi)業(ye)超4萬家,同比增長(chang)近5倍,跨界布局儲(chu)(chu)能現(xian)(xian)象頻出,多數企(qi)(qi)業(ye)不具備核心技術,產品質量參差不齊(qi),產業(ye)無序發展、低(di)價無序競(jing)爭(zheng)現(xian)(xian)象加(jia)劇。
二、總體要求
(一)指導思想。
堅(jian)持以習近平新(xin)(xin)時代中(zhong)國特色社會主(zhu)(zhu)義思想為指導,全(quan)(quan)面(mian)貫(guan)徹落實(shi)黨的二十大精神(shen),完整(zheng)、準確(que)、全(quan)(quan)面(mian)貫(guan)徹新(xin)(xin)發(fa)展(zhan)理念,錨(mao)定碳(tan)達峰碳(tan)中(zhong)和目標(biao),踐行“四個革(ge)命、一個合(he)作”能(neng)源安全(quan)(quan)新(xin)(xin)戰略,搶抓新(xin)(xin)型(xing)儲(chu)能(neng)產(chan)業(ye)發(fa)展(zhan)戰略機遇期(qi),堅(jian)持市場主(zhu)(zhu)導與政府引導相(xiang)結合(he),堅(jian)持科(ke)創(chuang)產(chan)業(ye)與推廣應用相(xiang)結合(he),引導新(xin)(xin)型(xing)儲(chu)能(neng)科(ke)學(xue)布局,著力(li)推動新(xin)(xin)型(xing)儲(chu)能(neng)高質(zhi)量、規模化發(fa)展(zhan),為加快構(gou)建清潔低(di)碳(tan)、安全(quan)(quan)高效(xiao)的能(neng)源體系提供(gong)有力(li)支撐。
(二)發展目標。
通過技術創新和試點示范,推(tui)動我市新型儲能(neng)應用從商業(ye)(ye)(ye)化(hua)初期向(xiang)多(duo)場景(jing)、規(gui)模(mo)化(hua)發展(zhan)轉(zhuan)變,技術創新能(neng)力(li)顯(xian)著提高(gao),市場運作(zuo)機制、行業(ye)(ye)(ye)標準體系更加健全,企業(ye)(ye)(ye)綜合(he)用能(neng)成(cheng)本(ben)不(bu)斷降低、產(chan)業(ye)(ye)(ye)鏈(lian)競爭力(li)不(bu)斷提升、產(chan)業(ye)(ye)(ye)規(gui)模(mo)不(bu)斷壯大,力(li)爭打造具有國際(ji)影響(xiang)力(li)的(de)新型儲能(neng)產(chan)業(ye)(ye)(ye)高(gao)地。
到(dao)2025年,電(dian)(dian)化(hua)學儲能電(dian)(dian)站實(shi)現規(gui)模(mo)化(hua)應用(yong),全(quan)釩液流儲能、鈉離(li)子電(dian)(dian)池儲能、固態電(dian)(dian)解質電(dian)(dian)池儲能、飛輪儲能、壓縮空(kong)氣儲能等多種新(xin)(xin)型(xing)儲能實(shi)現商業(ye)(ye)化(hua)應用(yong)。全(quan)市兆(zhao)瓦級(ji)電(dian)(dian)化(hua)學儲能電(dian)(dian)站達到(dao)50個,總裝機規(gui)模(mo)達到(dao)80萬千瓦;集聚新(xin)(xin)型(xing)儲能產業(ye)(ye)鏈企業(ye)(ye)100家,營業(ye)(ye)收(shou)入達到(dao)800億元以上,產業(ye)(ye)綜合競爭力大幅提升;省級(ji)創新(xin)(xin)平臺(tai)(tai)達到(dao)15個,新(xin)(xin)增2個國家級(ji)創新(xin)(xin)平臺(tai)(tai)。
到(dao)2027年,新型(xing)(xing)儲(chu)能(neng)(neng)(neng)多重(zhong)靈(ling)活(huo)調節(jie)作用更(geng)加(jia)凸顯,基本滿足新型(xing)(xing)電力系統構建需求,新型(xing)(xing)儲(chu)能(neng)(neng)(neng)核心(xin)技術裝(zhuang)備(bei)產業(ye)鏈(lian)成熟(shu)完備(bei),在推動(dong)碳(tan)達(da)峰碳(tan)中和領域(yu)發揮顯著作用。全市兆(zhao)瓦級電化學儲(chu)能(neng)(neng)(neng)電站達(da)到(dao)100個,總裝(zhuang)機規(gui)模(mo)達(da)到(dao)150萬千瓦;集聚(ju)新型(xing)(xing)儲(chu)能(neng)(neng)(neng)產業(ye)鏈(lian)企業(ye)150家(jia),營業(ye)收入達(da)到(dao)1500億(yi)(yi)元(yuan)以上,力爭新增(zeng)儲(chu)能(neng)(neng)(neng)營收超(chao)五百億(yi)(yi)元(yuan)企業(ye)1家(jia)、超(chao)百億(yi)(yi)元(yuan)企業(ye)3家(jia),爭創(chuang)國家(jia)級新型(xing)(xing)儲(chu)能(neng)(neng)(neng)產業(ye)集群;省(sheng)創(chuang)新平臺達(da)到(dao)25個,力爭新增(zeng)全國重(zhong)點實驗室、國家(jia)制造業(ye)創(chuang)新中心(xin)2-3個。
三、有序推動新型儲能規模化應用

四、加強新型儲能關鍵技術攻關
(一)持續開(kai)展(zhan)鋰(li)離子電池(chi)技術(shu)研發(fa)。以低成(cheng)本、碳減(jian)排、長壽命、高安全(quan)性(xing)為(wei)核(he)心(xin),從(cong)材料、單體、系統等(deng)多維度提升鋰(li)離子電池(chi)的能量密(mi)度、循環壽命,探索一體化系統集成(cheng)技術(shu),加快開(kai)展(zhan)聚合(he)物(wu)鋰(li)離子電池(chi)、固(gu)態鋰(li)離子電池(chi)、全(quan)氣候(hou)電池(chi)和快充電池(chi)研發(fa)應(ying)用。
(二)重點(dian)推動氫(qing)(qing)儲(chu)能(neng)(neng)技(ji)(ji)術(shu)攻(gong)關。加快推動光伏制氫(qing)(qing)和儲(chu)氫(qing)(qing)、甲醇、天然(ran)氣等(deng)高效燃料電(dian)池(chi)關鍵技(ji)(ji)術(shu)和裝備攻(gong)關,推進(jin)儲(chu)氫(qing)(qing)(氨)材料、容器、車載(zai)儲(chu)氫(qing)(qing)系統、氫(qing)(qing)能(neng)(neng)發電(dian)和摻(chan)氨燃燒發電(dian)技(ji)(ji)術(shu)研發,著力(li)突(tu)破(po)電(dian)堆、雙極板(ban)、質子(zi)交換膜、堿性膜、催(cui)化劑、膜電(dian)極等(deng)關鍵材料技(ji)(ji)術(shu)和成(cheng)本瓶頸(jing),突(tu)破(po)燃料電(dian)池(chi)發電(dian)系統的集成(cheng)與控制管理(li)技(ji)(ji)術(shu)、燃料電(dian)池(chi)系統的狀(zhuang)態(tai)監測和故障診斷技(ji)(ji)術(shu),支持制氫(qing)(qing)、儲(chu)氫(qing)(qing)、用氫(qing)(qing)等(deng)系統集成(cheng)技(ji)(ji)術(shu)開發及應用。

七、組織保障
(一)強化組(zu)織(zhi)領導。在市(shi)委(wei)、市(shi)政(zheng)(zheng)(zheng)府領導下,在市(shi)戰新(xin)(xin)委(wei)統(tong)籌協調下,組(zu)建(jian)先(xian)進光伏(fu)和新(xin)(xin)型儲(chu)能產業專(zhuan)班,建(jian)立(li)多部門協調機(ji)制,研究謀劃(hua)新(xin)(xin)型儲(chu)能發(fa)展(zhan)重(zhong)大(da)政(zheng)(zheng)(zheng)策、重(zhong)大(da)工程和重(zhong)要事項,協調解決(jue)重(zhong)難點問題。重(zhong)點縣(市(shi))區(qu)、開發(fa)區(qu)要建(jian)立(li)工作推進機(ji)制,確保(bao)行動計劃(hua)順利實(shi)施。成立(li)合肥市(shi)新(xin)(xin)型儲(chu)能發(fa)展(zhan)專(zhuan)家咨(zi)詢委(wei)員(yuan)會,針(zhen)對發(fa)展(zhan)重(zhong)大(da)問題、政(zheng)(zheng)(zheng)策措施開展(zhan)調查(cha)研究和評(ping)估論證(zheng),提供咨(zi)詢建(jian)議。
(二(er))強(qiang)化(hua)協同(tong)(tong)監管。各縣(市)區政府、開發(fa)(fa)區管委會要落實(shi)屬地管理(li)責任,加強(qiang)新(xin)(xin)型(xing)(xing)儲能建設、運行安(an)全監管。屬地發(fa)(fa)展改(gai)革部(bu)門(men)在實(shi)施(shi)新(xin)(xin)型(xing)(xing)儲能電(dian)(dian)(dian)站(zhan)項(xiang)(xiang)目備案時,要同(tong)(tong)時下達(da)電(dian)(dian)(dian)力項(xiang)(xiang)目安(an)全管理(li)和(he)質量管控事項(xiang)(xiang)告知書(shu),明確項(xiang)(xiang)目需要履行的相關責任和(he)義務。城鄉建設部(bu)門(men)依(yi)法(fa)開展新(xin)(xin)型(xing)(xing)儲能電(dian)(dian)(dian)站(zhan)選址(zhi)設計審(shen)(shen)查(cha)、消防設計審(shen)(shen)查(cha)驗(yan)收(shou)備案工(gong)作。應急(ji)管理(li)、消防部(bu)門(men)指(zhi)導新(xin)(xin)型(xing)(xing)儲能電(dian)(dian)(dian)站(zhan)應急(ji)預案編制及演練工(gong)作,消防部(bu)門(men)依(yi)法(fa)對(dui)項(xiang)(xiang)目單位(wei)遵守消防法(fa)律、法(fa)規的情況進(jin)行監督(du)檢查(cha),嚴格督(du)促項(xiang)(xiang)目單位(wei)做好消防隱患(huan)整改(gai)。屬地發(fa)(fa)展改(gai)革部(bu)門(men)、市場監管部(bu)門(men)、電(dian)(dian)(dian)網(wang)企業負責完(wan)善(shan)新(xin)(xin)型(xing)(xing)儲能電(dian)(dian)(dian)站(zhan)標準體系,電(dian)(dian)(dian)網(wang)企業積極配合開展新(xin)(xin)型(xing)(xing)儲能電(dian)(dian)(dian)站(zhan)的并網(wang)和(he)驗(yan)收(shou)工(gong)作。
(三)強化政(zheng)(zheng)(zheng)策(ce)(ce)支(zhi)持(chi)(chi)。用足用好我(wo)市(shi)(shi)現有“光(guang)伏+儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)”“新(xin)(xin)(xin)能(neng)源汽車+儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)”等(deng)支(zhi)持(chi)(chi)政(zheng)(zheng)(zheng)策(ce)(ce),聚焦新(xin)(xin)(xin)型(xing)(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)電(dian)(dian)站(zhan)建(jian)(jian)設、參與電(dian)(dian)力(li)市(shi)(shi)場(chang)(chang)(chang)交(jiao)易、產業發展等(deng)領域適時出(chu)臺(tai)專項(xiang)政(zheng)(zheng)(zheng)策(ce)(ce)。鼓勵(li)(li)天(tian)使(shi)、種子等(deng)各(ge)類政(zheng)(zheng)(zheng)策(ce)(ce)性基金(jin)加大對(dui)新(xin)(xin)(xin)型(xing)(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)產業的支(zhi)持(chi)(chi)力(li)度(du),探索設立新(xin)(xin)(xin)型(xing)(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)專項(xiang)基金(jin)。拓寬(kuan)新(xin)(xin)(xin)型(xing)(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)社會投資(zi)渠(qu)道,鼓勵(li)(li)金(jin)融投資(zi)機構(gou)為新(xin)(xin)(xin)型(xing)(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)工程和(he)裝備產業化項(xiang)目提供綠色金(jin)融支(zhi)持(chi)(chi)優惠信貸服(fu)務(wu),鼓勵(li)(li)保險(xian)機構(gou)設立電(dian)(dian)池保險(xian)、出(chu)口保險(xian)等(deng)新(xin)(xin)(xin)型(xing)(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)專屬(shu)保險(xian)。建(jian)(jian)立儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)“統(tong)一(yi)(yi)市(shi)(shi)場(chang)(chang)(chang)”管理模式,積(ji)極推動新(xin)(xin)(xin)型(xing)(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)參與電(dian)(dian)力(li)現貨、輔助服(fu)務(wu)市(shi)(shi)場(chang)(chang)(chang)交(jiao)易,拓展新(xin)(xin)(xin)能(neng)源配(pei)儲(chu)(chu)(chu)(chu)(chu)(chu)共建(jian)(jian)、租賃需求匹配(pei)等(deng)市(shi)(shi)場(chang)(chang)(chang)化交(jiao)易方(fang)式,提升新(xin)(xin)(xin)型(xing)(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)電(dian)(dian)站(zhan)供給(gei)和(he)盈利(li)能(neng)力(li)。按照“誰受(shou)益,誰承擔”的原則(ze),探索調峰、調頻等(deng)輔助服(fu)務(wu)成(cheng)本(ben)向電(dian)(dian)源側和(he)用戶(hu)側雙(shuang)向疏導機制,謀劃研究以效(xiao)益評估為基礎的儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)電(dian)(dian)價機制,探索替代性儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)電(dian)(dian)站(zhan)容(rong)量電(dian)(dian)價政(zheng)(zheng)(zheng)策(ce)(ce),進一(yi)(yi)步降(jiang)低新(xin)(xin)(xin)型(xing)(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)建(jian)(jian)設運(yun)營成(cheng)本(ben)。
(四)強化要素保(bao)障(zhang)。將符合(he)條(tiao)件的(de)新型儲能(neng)示(shi)范(fan)項(xiang)目納入(ru)市(shi)(shi)級層面統籌推進重大項(xiang)目,重點(dian)保(bao)障(zhang)用電、能(neng)耗、環(huan)境(jing)容量等要素資源。加快推動大物(wu)流(liu)體系建設,充分(fen)發揮大物(wu)流(liu)工作專班(ban)作用,積極協調鐵海聯運(yun)、中歐班(ban)列,為我(wo)市(shi)(shi)新型儲能(neng)產(chan)品(pin)外(wai)銷構(gou)建有(you)力物(wu)流(liu)渠道。
(五)強(qiang)化評(ping)(ping)估實(shi)施。屬地能(neng)(neng)(neng)源(yuan)主(zhu)管(guan)部門會同(tong)相關部門,加強(qiang)新型儲能(neng)(neng)(neng)項目監測(ce)管(guan)理,引導(dao)新型儲能(neng)(neng)(neng)企業(ye)合理投(tou)資、有序建設。能(neng)(neng)(neng)源(yuan)主(zhu)管(guan)部門及時跟(gen)蹤規劃執行情況(kuang),適(shi)時開(kai)展(zhan)規劃評(ping)(ping)估工作,對出現的(de)新情況(kuang)新問題及時研究解(jie)決,促進(jin)產業(ye)健康發展(zhan)。
