近日,四川(chuan)(chuan)省發(fa)(fa)展(zhan)和(he)改革(ge)委(wei)員會(hui)、四川(chuan)(chuan)省能(neng)(neng)(neng)(neng)源(yuan)局發(fa)(fa)布了(le)《四川(chuan)(chuan)省能(neng)(neng)(neng)(neng)源(yuan)領域碳達峰(feng)實施方案》。其(qi)中提出(chu),加快電(dian)網智能(neng)(neng)(neng)(neng)化(hua)改造,滿(man)足分布式電(dian)源(yuan)、儲(chu)能(neng)(neng)(neng)(neng)系統、電(dian)動(dong)汽車等多元化(hua)主體大規模接入需(xu)求(qiu)。結(jie)合調峰(feng)需(xu)求(qiu)、新能(neng)(neng)(neng)(neng)源(yuan)開發(fa)(fa)和(he)水利工(gong)程(cheng)水資源(yuan)再利用,在(zai)負荷中心和(he)新能(neng)(neng)(neng)(neng)源(yuan)集中送出(chu)地等科(ke)學(xue)布局抽(chou)水蓄能(neng)(neng)(neng)(neng)和(he)新型儲(chu)能(neng)(neng)(neng)(neng)項目。落實需(xu)求(qiu)側(ce)管理政策措施,完善市場(chang)機制,到2025年(nian)省級電(dian)網形成年(nian)度最大用電(dian)負荷3%的需(xu)求(qiu)側(ce)響應能(neng)(neng)(neng)(neng)力,到2030年(nian)基本具備5%以上的尖峰(feng)負荷響應能(neng)(neng)(neng)(neng)力。
調峰儲能項目。推(tui)(tui)進大邑、道孚等抽(chou)水蓄能項(xiang)目(mu)建設。建成甘孜(zi)州(zhou)(zhou)高(gao)海拔(ba)新型(xing)儲(chu)(chu)能實證(zheng)基地(di)、德陽(yang)壓縮二氧化碳儲(chu)(chu)能示(shi)范工程、百兆瓦級全釩(fan)液(ye)流(liu)電池儲(chu)(chu)能電站。建設甘孜(zi)州(zhou)(zhou)高(gao)海拔(ba)光儲(chu)(chu)一體化項(xiang)目(mu)、阿壩州(zhou)(zhou)共享儲(chu)(chu)能項(xiang)目(mu)、甘孜(zi)州(zhou)(zhou)供電保障光儲(chu)(chu)項(xiang)目(mu)。推(tui)(tui)進100MW級鹽(yan)穴、礦(kuang)洞壓縮空氣儲(chu)(chu)能、川西(xi)光伏制氫示(shi)范項(xiang)目(mu)。
大規模新型儲能技術攻關。加強大容量電化學、壓縮氣體等新型儲能技術攻關、示范和產業化應用,研發熔鹽儲能供熱和發電、高溫相變材料儲熱、飛輪儲能(neng)等關鍵技(ji)術(shu)(shu)。開展百兆瓦級高原光儲電站智能(neng)運維技(ji)術(shu)(shu)與應用示(shi)范。
氫能技術攻關。研(yan)(yan)究可(ke)(ke)再生能源制(zhi)氫(qing)技術。研(yan)(yan)發(fa)可(ke)(ke)再生能源制(zhi)氫(qing)耦合(he)合(he)成(cheng)氨工藝(yi)技術。推進(jin)高壓氣態儲(chu)氫(qing)、液態儲(chu)氫(qing)、固(gu)態儲(chu)氫(qing)等復合(he)儲(chu)氫(qing)系(xi)統(tong)(tong)研(yan)(yan)究。研(yan)(yan)制(zhi)70MPa級(ji)(ji)制(zhi)氫(qing)加氫(qing)智(zhi)能一(yi)體化裝備(bei)。開展(zhan)長壽命、低鉑載量燃料(liao)電池膜電極制(zhi)備(bei)技術攻關。開發(fa)百千瓦級(ji)(ji)到(dao)兆瓦級(ji)(ji)發(fa)電模(mo)塊系(xi)統(tong)(tong)。研(yan)(yan)究燃料(liao)電池冷熱電三聯供(gong)核心技術與系(xi)統(tong)(tong)集(ji)成(cheng)。開展(zhan)水(shui)(風)光氫(qing)儲(chu)一(yi)體化實證研(yan)(yan)究和仿真(zhen)平(ping)臺系(xi)統(tong)(tong)開發(fa)。
拓展新能源消納場景。推廣綜合(he)能源服(fu)務、用(yong)戶側(ce)儲(chu)能、電動汽(qi)車智能充電,探索新(xin)能源汽(qi)車與電網(V2G)能量互動等(deng)新(xin)模式。
堅持集中式與分布式并舉,在保(bao)護生(sheng)態環境(jing)的前提下(xia),大力推(tui)進風(feng)電(dian)(dian)(dian)、光(guang)(guang)伏發(fa)(fa)(fa)電(dian)(dian)(dian)開(kai)發(fa)(fa)(fa)。重點推(tui)動(dong)涼(liang)山州(zhou)風(feng)電(dian)(dian)(dian)基地(di)和“三州(zhou)一市(shi)”光(guang)(guang)伏發(fa)(fa)(fa)電(dian)(dian)(dian)基地(di)建(jian)設,支(zhi)持(chi)基地(di)規劃(hua)范圍外具備條件(jian)的縣(市(shi)、區)有序(xu)發(fa)(fa)(fa)展(zhan)屋頂分(fen)布式(shi)光(guang)(guang)伏和分(fen)散式(shi)風(feng)電(dian)(dian)(dian)。加快打造金沙(sha)江上(shang)游(you)(you)、金沙(sha)江下(xia)游(you)(you)、雅礱(long)江、大渡河中上(shang)游(you)(you)4個水風(feng)光(guang)(guang)一體化可再(zai)生(sheng)能源綜合(he)開(kai)發(fa)(fa)(fa)基地(di),同步推(tui)進其他(ta)流域水風(feng)光(guang)(guang)多能互補開(kai)發(fa)(fa)(fa)。加快智能光(guang)(guang)伏產業(ye)創新(xin)升級和特色應用,創新(xin)“光(guang)(guang)伏+”模(mo)式(shi),推(tui)進光(guang)(guang)伏發(fa)(fa)(fa)電(dian)(dian)(dian)多元布局。因(yin)地(di)制宜(yi)推(tui)動(dong)生(sheng)物(wu)質能綜合(he)利用,穩(wen)步發(fa)(fa)(fa)展(zhan)城(cheng)鎮(zhen)生(sheng)活垃圾發(fa)(fa)(fa)電(dian)(dian)(dian)。加快推(tui)進地(di)熱(re)資源勘探開(kai)發(fa)(fa)(fa),探索開(kai)展(zhan)地(di)熱(re)發(fa)(fa)(fa)電(dian)(dian)(dian)試點。支(zhi)持(chi)發(fa)(fa)(fa)展(zhan)可再(zai)生(sheng)能源制氫和工業(ye)副產氫,建(jian)設成渝(yu)“氫走廊”,打造成都(dou)“綠氫之都(dou)”、攀枝(zhi)花氫能產業(ye)示(shi)范城(cheng)市(shi)。到2025年,全(quan)(quan)省(sheng)風(feng)電(dian)(dian)(dian)、光(guang)(guang)伏發(fa)(fa)(fa)電(dian)(dian)(dian)裝機(ji)容量(liang)分(fen)別(bie)達到1000萬千瓦、2200萬千瓦以上(shang),生(sheng)物(wu)質發(fa)(fa)(fa)電(dian)(dian)(dian)裝機(ji)容量(liang)達到175萬千瓦左(zuo)右;到2030年,全(quan)(quan)省(sheng)風(feng)電(dian)(dian)(dian)、光(guang)(guang)伏發(fa)(fa)(fa)電(dian)(dian)(dian)總裝機(ji)容量(liang)達到5000萬千瓦左(zuo)右。

為(wei)深入貫徹落實(shi)黨中(zhong)(zhong)央、國務院關(guan)于碳(tan)達(da)(da)(da)(da)峰(feng)、碳(tan)中(zhong)(zhong)和(he)重大(da)戰略決策和(he)省委、省政府部署要求,根據(ju)國家發展改(gai)革(ge)委、國家能源局推動能源綠色低(di)碳(tan)轉型(xing)做好碳(tan)達(da)(da)(da)(da)峰(feng)工(gong)作(zuo)(zuo)的實(shi)施方案(an)和(he)省委、省政府《關(guan)于完整(zheng)準確全面貫徹新發展理念(nian)做好碳(tan)達(da)(da)(da)(da)峰(feng)碳(tan)中(zhong)(zhong)和(he)工(gong)作(zuo)(zuo)的實(shi)施意見》和(he)《四川(chuan)省碳(tan)達(da)(da)(da)(da)峰(feng)實(shi)施方案(an)》,特制定本(ben)方案(an)。
一、總體要求
(一)指導思想。
以習近平新時代中國特(te)色(se)社會主義(yi)思(si)想(xiang)為(wei)指導,全(quan)面貫(guan)(guan)徹(che)黨的二(er)十大(da)精神(shen)(shen),深(shen)入貫(guan)(guan)徹(che)習近平生態(tai)文(wen)明(ming)思(si)想(xiang)和習近平總書記對(dui)四川工作(zuo)系(xi)列重(zhong)要指示精神(shen)(shen),落(luo)實“四個革命、一個合作(zuo)”能(neng)(neng)源(yuan)安全(quan)新戰(zhan)略,立(li)足(zu)新發(fa)展階段,貫(guan)(guan)徹(che)新發(fa)展理念,服務新發(fa)展格局(ju)(ju),按(an)照省(sheng)第十二(er)次黨代會對(dui)能(neng)(neng)源(yuan)工作(zuo)的決策部(bu)署,結合四川能(neng)(neng)源(yuan)發(fa)展實際,統籌能(neng)(neng)源(yuan)安全(quan)保障(zhang)與(yu)綠色(se)低(di)(di)碳(tan),妥善(shan)處理好發(fa)展與(yu)減排(pai)、整(zheng)體與(yu)局(ju)(ju)部(bu)、長(chang)期目標(biao)與(yu)短期目標(biao)、政府(fu)與(yu)市(shi)場的關系(xi),推動(dong)(dong)能(neng)(neng)源(yuan)生產和消費綠色(se)低(di)(di)碳(tan)轉型,加快(kuai)構(gou)建清潔低(di)(di)碳(tan)、安全(quan)高效的能(neng)(neng)源(yuan)體系(xi),科學有(you)序推動(dong)(dong)我省(sheng)如期實現碳(tan)達峰目標(biao)。
(二)基本原則。
堅持(chi)目標導向、穩妥推(tui)進。將碳(tan)達(da)峰、碳(tan)中(zhong)和目標任務落實(shi)到能源領(ling)域的全(quan)過程,制(zhi)訂能源領(ling)域碳(tan)達(da)峰工作“路線圖”“施工圖”和時間表。統(tong)籌發(fa)展(zhan)與(yu)安全(quan),堅持(chi)“先立(li)后破”,調動各方積極性(xing),壓實(shi)各方責任,有(you)力有(you)序推(tui)進實(shi)施。
堅持(chi)節(jie)約(yue)降(jiang)碳(tan)、綠色轉型。實(shi)施全面節(jie)約(yue)戰略,持(chi)續降(jiang)低能(neng)耗(hao)強(qiang)度和碳(tan)排放(fang)強(qiang)度,提高(gao)投(tou)入產出效率。強(qiang)化能(neng)源(yuan)科技創新能(neng)力,加(jia)快數字化與智(zhi)能(neng)化升(sheng)級,提高(gao)能(neng)源(yuan)生(sheng)產與消(xiao)費互動能(neng)力,供(gong)需互促(cu)推(tui)進(jin)能(neng)源(yuan)綠色低碳(tan)轉型。
堅持雙輪驅動、兩手(shou)發(fa)力。充分發(fa)揮市場(chang)在資源(yuan)配置中的決定性作用(yong),構建(jian)公(gong)平開(kai)放、有效競爭(zheng)的能源(yuan)市場(chang)體系(xi)。更好發(fa)揮政府在規劃引領(ling)、政策扶(fu)持和市場(chang)監督(du)方面(mian)的作用(yong),深化(hua)能源(yuan)領(ling)域體制(zhi)改(gai)革,完善能源(yuan)綠色低(di)碳發(fa)展的保障(zhang)機制(zhi)。
堅(jian)持(chi)民(min)生優先、共享(xiang)發展(zhan)(zhan)。堅(jian)持(chi)以人(ren)民(min)為中(zhong)心的發展(zhan)(zhan)思想,持(chi)續提(ti)升能(neng)源普遍服務水平,強化民(min)生領域能(neng)源需求保障,推動能(neng)源發展(zhan)(zhan)成果更多(duo)更好(hao)惠(hui)及廣大人(ren)民(min)群眾,增進民(min)生福祉。
(三)總體目標。
錨定力(li)爭2060年前(qian)(qian)實現碳(tan)中和的遠景(jing)目標,按照力(li)爭2030年前(qian)(qian)碳(tan)達峰進行部署安排。
到2025年,清(qing)(qing)潔(jie)低(di)碳、安全高效(xiao)的能(neng)(neng)源(yuan)體系(xi)基本建(jian)成。水電、風電、太陽能(neng)(neng)發(fa)電總裝機容量(liang)達(da)到1.38億千瓦以上,清(qing)(qing)潔(jie)能(neng)(neng)源(yuan)裝機占比(bi)89%左右,非化石能(neng)(neng)源(yuan)消費比(bi)重(zhong)提高到41.5%左右,天然(ran)氣消費比(bi)重(zhong)達(da)到19%,煤炭(tan)消費比(bi)重(zhong)持續降低(di),電能(neng)(neng)占終端用(yong)能(neng)(neng)比(bi)重(zhong)達(da)到30%,新型電力系(xi)統建(jian)設(she)穩(wen)步(bu)推(tui)進,能(neng)(neng)源(yuan)低(di)碳消費新模式新業態加快(kuai)發(fa)展(zhan),為實現(xian)碳達(da)峰奠定堅實基礎。
到2030年,清潔低碳(tan)、安(an)全高效的能(neng)(neng)源(yuan)體系進一(yi)步鞏固。水(shui)電、風(feng)電、太陽能(neng)(neng)發電總(zong)裝機(ji)容量達(da)到1.68億(yi)千瓦,非化石(shi)能(neng)(neng)源(yuan)消費(fei)比(bi)重達(da)到43.5%左右(you),天然氣(qi)消費(fei)比(bi)重達(da)到21%,煤炭消費(fei)比(bi)重進一(yi)步降低,電能(neng)(neng)占終端用(yong)能(neng)(neng)比(bi)重達(da)到35%,新型電力系統建設取(qu)得(de)重要(yao)進展,能(neng)(neng)源(yuan)領域(yu)二氧(yang)化碳(tan)排放實現達(da)峰(feng)。
二(er)、持續推(tui)進(jin)能源結構調整優化
