11月11日(ri),吉(ji)林(lin)省能源局發(fa)布關于印(yin)發(fa)《吉(ji)林(lin)省新能源和(he)可再生能源發(fa)展(zhan)“十四(si)五”規劃(hua)》(以下(xia)簡稱《規劃(hua)》)的通知。
《規(gui)劃》指出將(jiang)西部集中開(kai)發風(feng)光資源,形(xing)成(cheng)綠色能源生產區,打造“陸上風(feng)光三峽”。
并建(jian)(jian)設新型(xing)電網工程,建(jian)(jian)設堅(jian)強化、智(zhi)能化、柔性化的新型(xing)電網工程,加(jia)快(kuai)構建(jian)(jian)適(shi)應(ying)新能源占比逐漸提高(gao)的新型(xing)電力系統,促(cu)進新能源大規模(mo)高(gao)比例發展。
1.建設堅(jian)強(qiang)電(dian)(dian)網(wang)(wang)(wang)。以(yi)堅(jian)強(qiang)的(de)(de)網(wang)(wang)(wang)架結(jie)構(gou)、安全可靠的(de)(de)電(dian)(dian)力(li)輸(shu)(shu)送(song)和(he)(he)供應能(neng)(neng)力(li),滿足(zu)大范圍資源(yuan)優(you)化配(pei)(pei)(pei)置(zhi)的(de)(de)需(xu)要。預計到2025年(nian),吉林省(sheng)500千伏電(dian)(dian)網(wang)(wang)(wang)將形成金城~雙陽~茂勝的(de)(de)第二回500千伏橫(heng)向輸(shu)(shu)電(dian)(dian)通道(dao)(dao)和(he)(he)平(ping)安~白山~通化第三(san)(san)個500千伏縱向輸(shu)(shu)電(dian)(dian)通道(dao)(dao),500千伏主干網(wang)(wang)(wang)架形成“兩橫(heng)三(san)(san)縱”結(jie)構(gou)堅(jian)強(qiang)電(dian)(dian)網(wang)(wang)(wang)結(jie)構(gou),電(dian)(dian)網(wang)(wang)(wang)資源(yuan)配(pei)(pei)(pei)置(zhi)進一步(bu)優(you)化,電(dian)(dian)網(wang)(wang)(wang)承(cheng)載能(neng)(neng)力(li)有效(xiao)增(zeng)強(qiang)。增(zeng)加(jia)吉林~扎魯(lu)特輸(shu)(shu)電(dian)(dian)通道(dao)(dao),提(ti)高魯(lu)固直流匯集新能(neng)(neng)源(yuan)能(neng)(neng)力(li)。加(jia)強(qiang)吉黑省(sheng)間和(he)(he)吉遼省(sheng)間輸(shu)(shu)電(dian)(dian)通道(dao)(dao),優(you)化東部(bu)(bu)電(dian)(dian)網(wang)(wang)(wang)結(jie)構(gou),充分(fen)發揮大電(dian)(dian)網(wang)(wang)(wang)資源(yuan)優(you)化配(pei)(pei)(pei)置(zhi)平(ping)臺作(zuo)用(yong)。超前謀(mou)劃“四(si)(si)橫(heng)四(si)(si)縱”500千伏主干網(wang)(wang)(wang)架,提(ti)高新能(neng)(neng)源(yuan)并(bing)網(wang)(wang)(wang)和(he)(he)電(dian)(dian)源(yuan)互濟(ji)能(neng)(neng)力(li),實現(xian)西部(bu)(bu)“陸上風光三(san)(san)峽”和(he)(he)東部(bu)(bu)“山水蓄能(neng)(neng)三(san)(san)峽”互濟(ji)。
2.建(jian)設智(zhi)(zhi)(zhi)能(neng)(neng)電網(wang)。推進“兩平(ping)(ping)臺(tai)、一(yi)中心(xin)(xin)”項(xiang)目(電網(wang)數字化平(ping)(ping)臺(tai)、省級調(diao)控云平(ping)(ping)臺(tai)、能(neng)(neng)源(yuan)大數據中心(xin)(xin))建(jian)設,依(yi)托電網(wang)智(zhi)(zhi)(zhi)能(neng)(neng)化平(ping)(ping)臺(tai),加大數據共享和價(jia)值(zhi)挖(wa)掘,建(jian)設智(zhi)(zhi)(zhi)能(neng)(neng)調(diao)度體系,實現源(yuan)網(wang)荷儲互動、多(duo)能(neng)(neng)協(xie)同互補及用(yong)能(neng)(neng)需求智(zhi)(zhi)(zhi)能(neng)(neng)調(diao)控;加快配(pei)電網(wang)智(zhi)(zhi)(zhi)能(neng)(neng)化升級改造,提高(gao)配(pei)電網(wang)可(ke)(ke)觀性、可(ke)(ke)測性、可(ke)(ke)控性,提高(gao)配(pei)電網(wang)接納(na)分布(bu)式(shi)新(xin)能(neng)(neng)源(yuan)能(neng)(neng)力(li),“十四五”期(qi)間智(zhi)(zhi)(zhi)能(neng)(neng)配(pei)電網(wang)建(jian)設投資154億(yi)元,2025年城鄉供電可(ke)(ke)靠率分別達到99.97%、99.85%。
3.建設柔(rou)性電(dian)(dian)(dian)(dian)(dian)網(wang)。通過智(zhi)能(neng)(neng)化系統(tong)協同調(diao)控,將(jiang)用(yong)戶側的剛性負(fu)荷(he)轉(zhuan)變為可以與電(dian)(dian)(dian)(dian)(dian)網(wang)進行雙向互動(dong)的柔(rou)性負(fu)荷(he)。構建電(dian)(dian)(dian)(dian)(dian)力(li)(li)需(xu)求側響(xiang)應(ying)管理平臺,建立健全基于價格激勵的負(fu)荷(he)側響(xiang)應(ying)機制(zhi),充(chong)分(fen)利用(yong)充(chong)電(dian)(dian)(dian)(dian)(dian)樁、智(zhi)能(neng)(neng)電(dian)(dian)(dian)(dian)(dian)器、新(xin)能(neng)(neng)源(yuan)制(zhi)氫設備等負(fu)荷(he),通過電(dian)(dian)(dian)(dian)(dian)價引導(dao),開(kai)展(zhan)電(dian)(dian)(dian)(dian)(dian)力(li)(li)柔(rou)性負(fu)荷(he)應(ying)用(yong)試驗示(shi)(shi)范,發揮(hui)電(dian)(dian)(dian)(dian)(dian)力(li)(li)保供和新(xin)能(neng)(neng)源(yuan)消納雙重作用(yong),力(li)(li)爭到2025年電(dian)(dian)(dian)(dian)(dian)力(li)(li)需(xu)求側響(xiang)應(ying)能(neng)(neng)力(li)(li)達到最(zui)大負(fu)荷(he)的3%~5%。探索(suo)開(kai)展(zhan)適應(ying)分(fen)布式新(xin)能(neng)(neng)源(yuan)接(jie)入的直流(liu)柔(rou)性配(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)工程示(shi)(shi)范。積極推動(dong)電(dian)(dian)(dian)(dian)(dian)網(wang)側大型共(gong)享儲能(neng)(neng)電(dian)(dian)(dian)(dian)(dian)站示(shi)(shi)范應(ying)用(yong),發揮(hui)儲能(neng)(neng)消納新(xin)能(neng)(neng)源(yuan)、削(xue)峰填谷、應(ying)急(ji)電(dian)(dian)(dian)(dian)(dian)源(yuan)等多重作用(yong)。
