在海西蒙古族(zu)藏族(zu)自(zi)治(zhi)州的(de)(de)(de)瀚海戈壁上,一個個“大(da)風(feng)車”不分晝夜地(di)旋轉(zhuan);在海南藏族(zu)自(zi)治(zhi)州的(de)(de)(de)塔拉灘上,綿(mian)延數公(gong)里的(de)(de)(de)防護林帶(dai)和(he)(he)一塊塊閃耀(yao)的(de)(de)(de)太陽能(neng)光(guang)伏(fu)電(dian)板構成了綠色的(de)(de)(de)“海床”;龍羊峽水電(dian)站流水湯湯,將無盡的(de)(de)(de)黃河水轉(zhuan)變(bian)為發(fa)展的(de)(de)(de)能(neng)量(liang)……地(di)處(chu)地(di)球第(di)三極,青海向風(feng)、向太陽、向水要(yao)“發(fa)展”,將無盡的(de)(de)(de)風(feng)能(neng)、光(guang)能(neng)和(he)(he)水能(neng)轉(zhuan)變(bian)成電(dian)能(neng),為經濟發(fa)展帶(dai)來新的(de)(de)(de)生機和(he)(he)活(huo)力,助推了清(qing)潔能(neng)源(yuan)產業(ye)發(fa)展。青海可謂“風(feng)光(guang)”正好(hao)、“風(feng)”生“水”起,72.23萬平方公(gong)里的(de)(de)(de)土地(di)上,從群眾生活(huo)到產業(ye)發(fa)展,均享受到了清(qing)潔能(neng)源(yuan)帶(dai)來的(de)(de)(de)紅利。
青(qing)海省清潔能(neng)(neng)源資(zi)(zi)源品類(lei)齊全(quan),太(tai)陽(yang)能(neng)(neng)、水(shui)能(neng)(neng)、風(feng)(feng)能(neng)(neng)資(zi)(zi)源位(wei)居(ju)全(quan)國(guo)前(qian)列。水(shui)能(neng)(neng)資(zi)(zi)源理論蘊(yun)藏(zang)量2187萬千(qian)瓦,位(wei)居(ju)全(quan)國(guo)第(di)五,黃河(he)上游是全(quan)國(guo)十三大水(shui)電基地之一,水(shui)電調(diao)節性能(neng)(neng)十分優(you)越;光伏資(zi)(zi)源理論可(ke)開(kai)發量35億千(qian)瓦,位(wei)居(ju)全(quan)國(guo)第(di)二,且光伏發電成(cheng)本(ben)全(quan)國(guo)最低;風(feng)(feng)能(neng)(neng)技(ji)術(shu)可(ke)開(kai)發量7500萬以上千(qian)瓦,位(wei)居(ju)全(quan)國(guo)前(qian)列,尤其(qi)是低風(feng)(feng)速風(feng)(feng)電開(kai)發潛力巨大;10萬平方公里以上的廣袤荒(huang)漠化土(tu)地,新能(neng)(neng)源開(kai)發優(you)勢顯著。

發展目標
充分發(fa)揮青海清(qing)潔(jie)能(neng)源(yuan)(yuan)優勢,以服務全國碳達峰、碳中和目標為己任,以“雙(shuang)主導”推(tui)(tui)動“雙(shuang)脫鉤(gou)”,到2025年,國家清(qing)潔(jie)能(neng)源(yuan)(yuan)產業高(gao)地(di)初具規模,黃河上游清(qing)潔(jie)能(neng)源(yuan)(yuan)基(ji)地(di)建設穩步(bu)(bu)推(tui)(tui)進,清(qing)潔(jie)能(neng)源(yuan)(yuan)裝機占比、發(fa)電量占比、一(yi)次(ci)能(neng)源(yuan)(yuan)消費占比進一(yi)步(bu)(bu)提(ti)高(gao),清(qing)潔(jie)能(neng)源(yuan)(yuan)發(fa)展(zhan)的全國領先地(di)位進一(yi)步(bu)(bu)提(ti)升(sheng)。
到2030年,國家清潔能源產業高地基本建成,光伏(fu)制(zhi)(zhi)造業、儲(chu)能制(zhi)(zhi)造業產值(zhi)分別過(guo)千億,力爭實(shi)現(xian)“雙(shuang)脫鉤”,為全國能源結(jie)構優化,如期(qi)實(shi)現(xian)碳(tan)(tan)達峰、碳(tan)(tan)中和目標作出“青海(hai)貢(gong)獻”。
快速發展
習近平總(zong)書記宣布(bu)我國(guo)“30·60”碳達峰、碳中和目標,是(shi)(shi)對(dui)國(guo)際(ji)社會的莊嚴(yan)承諾,2030年風電、太陽能發(fa)電裝機容(rong)量達12億千瓦(wa)以上,更是(shi)(shi)對(dui)能源(yuan)發(fa)展的明確(que)要求。
青海(hai)新(xin)能(neng)源開(kai)發(fa)(fa)(fa)可(ke)利用荒漠土地約10萬平方(fang)公里,光伏開(kai)發(fa)(fa)(fa)容(rong)量35億千瓦,風電開(kai)發(fa)(fa)(fa)容(rong)量7500萬千瓦以上,我們有(you)條件、有(you)自信、也有(you)力量能(neng)夠助力全國碳達峰碳中和(he)目標實現。
青海是(shi)保(bao)障國家實現“雙碳”目標的(de)發(fa)展(zhan)熱(re)土,青海充滿了清潔(jie)能源產業發(fa)展(zhan)的(de)機遇。

青海依托資源優(you)勢,不斷加快新(xin)能源發(fa)(fa)展步伐(fa),截(jie)至2022年6月底,全省(sheng)總裝機為4325萬(wan)千(qian)瓦(wa)(wa),其(qi)中水電(dian)(dian)(dian)1258萬(wan)千(qian)瓦(wa)(wa)、太陽能1712萬(wan)千(qian)瓦(wa)(wa)(光伏1691萬(wan)千(qian)瓦(wa)(wa)、光熱21萬(wan)千(qian)瓦(wa)(wa))、風(feng)電(dian)(dian)(dian)962萬(wan)千(qian)瓦(wa)(wa)、火電(dian)(dian)(dian)393萬(wan)千(qian)瓦(wa)(wa),分別(bie)占29.09%、39.58%、22.24%、9.09%,清潔能源裝機3933萬(wan)千(qian)瓦(wa)(wa),占比(bi)(bi)(bi)達90.93%。全省(sheng)電(dian)(dian)(dian)網累計(ji)發(fa)(fa)電(dian)(dian)(dian)量(liang)503.08億千(qian)瓦(wa)(wa)時(shi),同比(bi)(bi)(bi)增(zeng)(zeng)長(chang)6.45%,其(qi)中水電(dian)(dian)(dian)發(fa)(fa)電(dian)(dian)(dian)量(liang)213.98億千(qian)瓦(wa)(wa)時(shi),同比(bi)(bi)(bi)減少1.70%,火電(dian)(dian)(dian)發(fa)(fa)電(dian)(dian)(dian)量(liang)76.50億千(qian)瓦(wa)(wa)時(shi),同比(bi)(bi)(bi)增(zeng)(zeng)長(chang)1.83%,太陽能發(fa)(fa)電(dian)(dian)(dian)量(liang)129.19億千(qian)瓦(wa)(wa)時(shi),同比(bi)(bi)(bi)增(zeng)(zeng)長(chang)20.38%,風(feng)電(dian)(dian)(dian)發(fa)(fa)電(dian)(dian)(dian)量(liang)83.41億千(qian)瓦(wa)(wa)時(shi),同比(bi)(bi)(bi)增(zeng)(zeng)加15.16%。
青海(hai)努力實現(xian)習近平總(zong)書記(ji)在青海(hai)視察時“使(shi)青海(hai)成為國家重要的新(xin)型能源產業(ye)基地”的重要囑托,把(ba)握大勢、調控(kong)推(tui)(tui)動(dong)(dong)、謀(mou)劃發展(zhan),推(tui)(tui)動(dong)(dong)全省能源事業(ye)持(chi)續健康快(kuai)速發展(zhan),帶動(dong)(dong)了“三組(zu)二”突破式發展(zhan):
儲能(neng)鋰電(dian)池(chi)(chi)、光(guang)伏組件兩項產(chan)業(ye)(ye)在青海(hai)實現規模化發(fa)展。依托豐(feng)富的鹵水鋰資(zi)源,形成了正極材(cai)料(liao)、銅箔、隔(ge)膜、電(dian)芯、殼體(ti)、電(dian)池(chi)(chi)相對完(wan)整(zheng)的鋰電(dian)產(chan)業(ye)(ye)鏈,碳酸(suan)鋰產(chan)能(neng)已達到12萬噸(dun)。光(guang)伏制(zhi)造(zao)已形成多晶硅(gui)一(yi)單晶硅(gui)切片(pian)一(yi)太陽能(neng)電(dian)池(chi)(chi)一(yi)電(dian)池(chi)(chi)組件產(chan)業(ye)(ye)鏈。
光伏扶(fu)貧、清(qing)(qing)潔取(qu)暖兩(liang)項民生工(gong)程凝聚民心。建(jian)成扶(fu)貧電(dian)站73萬(wan)千(qian)瓦,年發電(dian)產值(zhi)8.8億(yi)(yi)元,扶(fu)貧收益達到(dao)5.7億(yi)(yi)元,實(shi)現7.7萬(wan)戶、28.3萬(wan)人口(kou)脫貧。在(zai)成功實(shi)施瑪多(duo)縣、曲麻萊縣清(qing)(qing)潔取(qu)暖示范縣工(gong)程基礎上,啟動共和、興海等五縣的清(qing)(qing)潔取(qu)暖示范建(jian)設工(gong)程。
光伏治沙、減(jian)排(pai)減(jian)碳兩項生態措施成效(xiao)顯(xian)著(zhu)。光伏板減(jian)少地面(mian)日照輻射和子陣(zhen)區風速(su),使(shi)連(lian)續晴天條件(jian)蒸發量降(jiang)低50%以上,實現(xian)了生態效(xiao)益(yi)和經濟效(xiao)益(yi)的“雙贏”,海(hai)南光伏園(yuan)區成為世界最大的生態光伏產業園(yuan)。2017年(nian)-2022年(nian)連(lian)續六年(nian)開展“綠(lv)電(dian)(dian)7日”、“綠(lv)電(dian)(dian)9日”、“綠(lv)電(dian)(dian)15日”、“綠(lv)電(dian)(dian)31日”、“‘綠(lv)電(dian)(dian)三江源(yuan)’百日”、“綠(lv)電(dian)(dian)5周”活動。
走深走實
為實現發展目標,青海將(jiang)深(shen)入開(kai)展“六大行動”,推動高(gao)地打造(zao)走深(shen)走實。
清潔能源開發行動
圍繞水(shui)、風、光、地(di)熱、天然氣5個能(neng)源(yuan)品種,明確了推進清潔能(neng)源(yuan)和生態(tai)環境協同(tong)發(fa)展(zhan)、深度挖掘(jue)黃河上游水(shui)電開發(fa)潛力、打造國家級光伏發(fa)電和風電基(ji)地(di)、推進光熱發(fa)電多元化布局、穩步推進地(di)熱能(neng)等其他清潔能(neng)源(yuan)發(fa)展(zhan)等5項任(ren)務(wu)。計劃到2030年海南州清潔能(neng)源(yuan)并網規模(mo)(mo)達到4000萬千瓦左(zuo)右,海西州達到6000萬千瓦左(zuo)右,全省光熱裝機規模(mo)(mo)達到300萬千瓦以(yi)上。
新型電力系統(tong)構建行動
圍繞加強省內骨干電(dian)(dian)(dian)(dian)(dian)網建(jian)設(she)、打造西北(bei)區域(yu)電(dian)(dian)(dian)(dian)(dian)力調蓄中心、推進跨區電(dian)(dian)(dian)(dian)(dian)力外送(song)通(tong)道(dao)建(jian)設(she)、推進源(yuan)網荷(he)儲(chu)一體化(hua)示(shi)范、率先打造零碳電(dian)(dian)(dian)(dian)(dian)力系統(tong)、提升需求側響(xiang)應水平6個重(zhong)點開展(zhan)工(gong)作(zuo),引(yin)領全國以新能(neng)源(yuan)為主體的新型電(dian)(dian)(dian)(dian)(dian)力系統(tong)示(shi)范行動。計劃“十四五”期(qi)間,建(jian)成投產青海至河南(nan)±800千伏特(te)高壓(ya)直流工(gong)程二(er)期(qi)配套清潔電(dian)(dian)(dian)(dian)(dian)源(yuan),開展(zhan)青海第二(er)特(te)高壓(ya)外送(song)通(tong)道(dao)研(yan)究(jiu)論證工(gong)作(zuo)。
清潔能源替代行動
通過部署電(dian)能替代、清(qing)潔(jie)取暖(nuan)、綠(lv)(lv)色交通、綠(lv)(lv)氫(qing)應(ying)用(yong)、城(cheng)鄉用(yong)能5個工(gong)程,促進(jin)經濟社會低(di)碳轉(zhuan)型。建(jian)設海西州北方地(di)區(qu)冬季清(qing)潔(jie)取暖(nuan)試點(dian)城(cheng)市項(xiang)目,推進(jin)三江源(yuan)地(di)區(qu)清(qing)潔(jie)供暖(nuan)項(xiang)目,率先實現全省供暖(nuan)清(qing)潔(jie)化。引導鼓勵長途(tu)客車(che)(che)、貨車(che)(che)、礦山用(yong)車(che)(che)、家庭用(yong)車(che)(che)電(dian)動化替代。
儲能多元化打造行動
通過建(jian)(jian)設(she)(she)(she)黃河(he)上游梯級電(dian)(dian)(dian)站(zhan)大型(xing)儲(chu)能(neng)項目(mu),積極推動抽水蓄能(neng)電(dian)(dian)(dian)站(zhan)建(jian)(jian)設(she)(she)(she),建(jian)(jian)設(she)(she)(she)電(dian)(dian)(dian)源側(ce)、電(dian)(dian)(dian)網側(ce)、用戶側(ce)電(dian)(dian)(dian)化(hua)學儲(chu)能(neng)電(dian)(dian)(dian)站(zhan),開展(zhan)(zhan)壓縮空(kong)氣(qi)等(deng)新型(xing)儲(chu)能(neng)項目(mu)試點等(deng),推動形成(cheng)以(yi)水儲(chu)能(neng)為主、電(dian)(dian)(dian)化(hua)學和光熱儲(chu)能(neng)雙輪驅(qu)動的(de)發展(zhan)(zhan)格局,打(da)造多(duo)元(yuan)協同高效儲(chu)能(neng)體系,建(jian)(jian)設(she)(she)(she)儲(chu)能(neng)發展(zhan)(zhan)先行示范區。
產業升級推動行動
主要是(shi)依托光伏、儲能(neng)、水(shui)電(dian)、風電(dian)前(qian)沿技(ji)術(shu)應用(yong),形成綠色技(ji)術(shu)和(he)標準體系。加(jia)強技(ji)術(shu)攻關,推動清潔能(neng)源(yuan)技(ji)術(shu)及設(she)備提質增效(xiao),構建科技(ji)引領的能(neng)源(yuan)創(chuang)新體系。加(jia)強產(chan)業(ye)園(yuan)區規劃布(bu)局,完(wan)善產(chan)業(ye)集(ji)群,提升產(chan)業(ye)附加(jia)值,持續壯大清潔能(neng)源(yuan)產(chan)業(ye)。參與全國(guo)碳(tan)(tan)市場(chang)交易,引導(dao)東中部出口產(chan)業(ye)向青海(hai)轉(zhuan)移,開展低碳(tan)(tan)零(ling)碳(tan)(tan)工業(ye)產(chan)品、低碳(tan)(tan)零(ling)碳(tan)(tan)外(wai)貿產(chan)品示范行(xing)動,打(da)造(zao)綠色零(ling)碳(tan)(tan)產(chan)業(ye)園(yuan)。
發展機制建設行動
從(cong)推(tui)進電(dian)力市(shi)場(chang)化(hua)改革,促進清潔能(neng)源(yuan)(yuan)(yuan)資優化(hua)配置;完(wan)善電(dian)價形成機(ji)制,促進清潔能(neng)源(yuan)(yuan)(yuan)有序發展(zhan);扎實(shi)落實(shi)國家清潔能(neng)源(yuan)(yuan)(yuan)消納目標任務,保障清潔能(neng)源(yuan)(yuan)(yuan)消納;積極推(tui)進能(neng)源(yuan)(yuan)(yuan)生產和(he)消費主體參與碳(tan)排放權交易和(he)綠色電(dian)力證書(shu)交易,引導綠色能(neng)源(yuan)(yuan)(yuan)消費4個方面,深化(hua)我省“能(neng)源(yuan)(yuan)(yuan)革命”構建市(shi)場(chang)化(hua)發展(zhan)體系。

豐富的光(guang)熱、風能(neng)(neng)、水能(neng)(neng)及廣袤的荒漠(mo)化(hua)土地(di)等資源,為青海清潔(jie)能(neng)(neng)源產業(ye)發展造(zao)就了獨特(te)的資源和能(neng)(neng)源優勢。我省將(jiang)重點圍繞水風光(guang)資源富集的優勢,有力(li)(li)有序推(tui)進(jin)清潔(jie)能(neng)(neng)源開發建(jian)(jian)設,積極(ji)構建(jian)(jian)新(xin)能(neng)(neng)源供給消納體系(xi),不(bu)斷增強(qiang)能(neng)(neng)源對產業(ye)“四地(di)”的支撐能(neng)(neng)力(li)(li)、對現代化(hua)新(xin)青海建(jian)(jian)設的基礎保障作用。
“源(yuan)網荷儲”系統化打造高地(di),實現“雙碳”目(mu)標作出青海貢獻。
加強“源”的互濟互補,引領能(neng)(neng)源高質量(liang)躍升發(fa)展(zhan)。發(fa)揮風光水(shui)(shui)儲多能(neng)(neng)互補綜合(he)效益,提(ti)高多極支撐的能(neng)(neng)源供(gong)給水(shui)(shui)平。深挖黃河上游水(shui)(shui)電(dian)開(kai)發(fa)潛力。全面(mian)推(tui)(tui)進已規(gui)劃(hua)水(shui)(shui)電(dian)項目(mu)(mu)建(jian)設(she),力爭李家(jia)峽擴(kuo)機,瑪爾(er)(er)擋、羊(yang)曲(qu)水(shui)(shui)電(dian)站(zhan)按期(qi)建(jian)成(cheng)投運,加快(kuai)推(tui)(tui)動茨哈峽、爾(er)(er)多等水(shui)(shui)電(dian)站(zhan)前期(qi)工(gong)作(zuo)。編制青海(hai)主要流域可再生(sheng)能(neng)(neng)源一(yi)體(ti)化規(gui)劃(hua),開(kai)展(zhan)黃河上游龍羊(yang)峽、瑪爾(er)(er)擋等大(da)(da)型水(shui)(shui)電(dian)站(zhan)增(zeng)容擴(kuo)機改造前期(qi)研究(jiu)。打造國家(jia)級(ji)新能(neng)(neng)源基(ji)地(di)(di)(di)。加快(kuai)推(tui)(tui)動第(di)一(yi)批、第(di)二(er)批大(da)(da)型風電(dian)光伏(fu)基(ji)地(di)(di)(di)項目(mu)(mu)建(jian)設(she),2024年前全部建(jian)成(cheng)投運。以水(shui)(shui)電(dian)、抽蓄、煤電(dian)、氣電(dian)等為支撐,建(jian)設(she)海(hai)南、海(hai)西大(da)(da)型風電(dian)光伏(fu)基(ji)地(di)(di)(di)。積極推(tui)(tui)動“揭榜掛(gua)帥”,開(kai)展(zhan)農光、牧(mu)光互補,礦(kuang)山治理等“新能(neng)(neng)源+”示(shi)范試點項目(mu)(mu)建(jian)設(she)。

發(fa)揮“荷(he)”的調節能(neng)(neng)力,推(tui)進終端用能(neng)(neng)清潔(jie)(jie)替(ti)代(dai)(dai)。抓(zhua)住(zhu)國(guo)家(jia)(jia)“新增可再生能(neng)(neng)源(yuan)不納入能(neng)(neng)源(yuan)消費總量(liang)控制”政策機遇和(he)“碳關稅”時代(dai)(dai)機遇,大力引進發(fa)展新能(neng)(neng)源(yuan)相關產業,增強(qiang)省內消納能(neng)(neng)力。推(tui)進產業轉型升級。制定省內各(ge)區域(yu)產業規(gui)劃(hua),加快零碳產業園建設(she),依托我省新能(neng)(neng)源(yuan)資源(yuan)和(he)鹽湖鋰資源(yuan),著(zhu)力打造(zao)光(guang)伏、鋰電(dian)等產業集群。抓(zhua)住(zhu)國(guo)家(jia)(jia)實(shi)(shi)施(shi)“東數西算”戰略契機,努(nu)力爭取建設(she)國(guo)家(jia)(jia)算力樞紐節點(dian)。實(shi)(shi)施(shi)電(dian)能(neng)(neng)替(ti)代(dai)(dai)工程。積極拓寬清潔(jie)(jie)電(dian)力應用領域(yu),重(zhong)點(dian)在交通、建筑、工業等領域(yu)擴大綠色電(dian)能(neng)(neng)替(ti)代(dai)(dai)范圍和(he)規(gui)模。全力實(shi)(shi)施(shi)海西州清潔(jie)(jie)供(gong)暖試點(dian)城市及瑪多(duo)、興海等清潔(jie)(jie)供(gong)暖示范縣建設(she),持續推(tui)動試點(dian)擴面(mian)。
優化“儲(chu)(chu)(chu)(chu)(chu)(chu)”的周(zhou)期(qi)效用,打(da)(da)造多元(yuan)高效儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)體系。發(fa)揮各類儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)技術經濟(ji)優勢,構(gou)建(jian)(jian)電力系統長中(zhong)(zhong)短周(zhou)期(qi)調節的多元(yuan)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)體系。推進水(shui)電長周(zhou)期(qi)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)開發(fa)利(li)用。推動常(chang)規水(shui)電建(jian)(jian)設(she)(she)及其擴(kuo)機(ji)、增設(she)(she)可(ke)逆機(ji)組和儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)泵站等(deng)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)工(gong)廠開發(fa)形(xing)式,引領水(shui)電二(er)次開發(fa),重點推動龍羊峽儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)核(he)準開工(gong)。加快抽(chou)水(shui)蓄(xu)能(neng)(neng)(neng)(neng)(neng)中(zhong)(zhong)周(zhou)期(qi)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)建(jian)(jian)設(she)(she)。全力推動哇讓、南山口、同德(de)、瑪沁(qin)等(deng)抽(chou)蓄(xu)電站前期(qi)工(gong)作,力爭今年(nian)全部(bu)開工(gong)建(jian)(jian)設(she)(she);完成多隆(long)、大柴(chai)旦等(deng)抽(chou)蓄(xu)站點招標(biao)工(gong)作,力爭“十五(wu)五(wu)”建(jian)(jian)成投運。創新化學儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)短周(zhou)期(qi)建(jian)(jian)設(she)(she)模(mo)式。探索以(yi)“四(si)統一”模(mo)式推動電化學儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)項目建(jian)(jian)設(she)(she),提升(sheng)項目建(jian)(jian)設(she)(she)管理(li)水(shui)平(ping)。以(yi)“揭榜掛帥”形(xing)式建(jian)(jian)設(she)(she)壓縮空氣儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)、氫能(neng)(neng)(neng)(neng)(neng)等(deng)新型(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)示范項目,創建(jian)(jian)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)國家重點實驗室和儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)實證基地,打(da)(da)造國家儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)發(fa)展先行(xing)示范區。
“一條通道”建成投運
建成世界首條(tiao)以(yi)輸送清(qing)(qing)潔能源為主的青(qing)豫直(zhi)流(liu)特高壓外(wai)送通(tong)道,配套的世界最大(da)規(gui)模的21臺新能源分布(bu)式調相機(ji)建成投(tou)運(yun),青(qing)豫直(zhi)流(liu)自接通(tong)以(yi)來(lai)輸送清(qing)(qing)潔電量240億(yi)千瓦(wa)時,滿(man)功(gong)率運(yun)行后每年可輸送清(qing)(qing)潔電力412億(yi)千瓦(wa)時,減少原煤消(xiao)耗(hao)1800萬噸,可助力河南省每年減排二(er)氧化碳2960萬噸。
“兩(liang)個基地”邁上千萬千瓦(wa)級臺階(jie)
綜合開發利用水(shui)、風、光等多(duo)種能(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan),采取基(ji)地(di)化、規模化開發模式實施新能(neng)(neng)源(yuan)(yuan)開發,打造多(duo)能(neng)(neng)互補、集成(cheng)優(you)化的(de)清潔能(neng)(neng)源(yuan)(yuan)供給體系。截至2022年6月底,海(hai)南州(zhou)、海(hai)西州(zhou)清潔能(neng)(neng)源(yuan)(yuan)裝機規模分別達到1985、1164萬(wan)千(qian)(qian)(qian)瓦(wa),兩個千(qian)(qian)(qian)萬(wan)千(qian)(qian)(qian)瓦(wa)級(ji)可再生能(neng)(neng)源(yuan)(yuan)基(ji)地(di)初步建成(cheng)。
“三項(xiang)指標”全(quan)國領先
截至2022年(nian)6月底(di),全省清(qing)潔能(neng)源(yuan)裝(zhuang)機占(zhan)(zhan)比(bi)達90.9%,新(xin)能(neng)源(yuan)裝(zhuang)機占(zhan)(zhan)比(bi)達61.8%,非(fei)化(hua)石(shi)能(neng)源(yuan)消(xiao)(xiao)費(fei)占(zhan)(zhan)一次(ci)能(neng)源(yuan)消(xiao)(xiao)費(fei)比(bi)重達到47%,均處于全國領(ling)先(xian)地位。
“四項技術(shu)”實(shi)現突(tu)破
建成全(quan)(quan)(quan)國首個(ge)百兆(zhao)瓦級光伏發(fa)電(dian)實證(zheng)基(ji)地(di),是全(quan)(quan)(quan)球(qiu)光伏組(zu)件種類及(ji)系(xi)統運行方式最全(quan)(quan)(quan)、容量最大的實證(zheng)性研究基(ji)地(di)。黃河(he)公司N型IBC電(dian)池量產平均轉換效率(lv)由(you)18.6%增長到24.1%,躋(ji)身(shen)國際一流水平。建成全(quan)(quan)(quan)球(qiu)最大的水光互補(bu)(bu)項目,率(lv)先探(tan)索(suo)出水光融(rong)合發(fa)展新路徑,填補(bu)(bu)了國際大規(gui)模水光互補(bu)(bu)關鍵(jian)技術空白。建成全(quan)(quan)(quan)國首個(ge)核心技術全(quan)(quan)(quan)部(bu)國產化的大型光熱發(fa)電(dian)項目,填補(bu)(bu)了塔式光熱發(fa)電(dian)技術空白。
