在我國能(neng)源(yuan)轉型(xing)變(bian)革(ge)的重要時(shi)期,國家電(dian)網能(neng)源(yuan)研究(jiu)院和(he)內蒙古(gu)電(dian)力經濟技術研究(jiu)院聯(lian)合(he)舉辦《能(neng)源(yuan)時(shi)代大變(bian)局的內蒙古(gu)定力:變(bian)化中(zhong)的不變(bian)》論(lun)壇非常好!很適(shi)合(he)內蒙古(gu)自治(zhi)區電(dian)力能(neng)源(yuan)工作的需(xu)要。
我能受(shou)到論壇(tan)組(zu)委(wei)會(hui)(hui)的(de)(de)邀請,參加本次論壇(tan)很(hen)高興!根據組(zu)委(wei)會(hui)(hui)的(de)(de)安(an)排(pai),讓我與(yu)大家一起(qi)交流內(nei)蒙(meng)古(gu)自治區電力能源的(de)(de)一些情(qing)(qing)況(kuang),這是我學習的(de)(de)好機(ji)會(hui)(hui)。聽了以(yi)上各位專家的(de)(de)演講(jiang)深(shen)受(shou)啟發,下面就內(nei)蒙(meng)古(gu)自治區電力能源的(de)(de)情(qing)(qing)況(kuang)談談個人(ren)的(de)(de)想法,供大家參考。
極為(wei)不平常(chang)(chang)的(de)(de)二(er)(er)零二(er)(er)零年(nian)(nian)過去(qu)了,我(wo)們(men)豪情滿懷地迎來了二(er)(er)零二(er)(er)一(yi)年(nian)(nian)。二(er)(er)零二(er)(er)一(yi)年(nian)(nian)既(ji)是“十(shi)四五”的(de)(de)開(kai)局之年(nian)(nian),又是我(wo)們(men)第二(er)(er)個(ge)百年(nian)(nian)奮(fen)斗目標的(de)(de)起始之年(nian)(nian)。所以二(er)(er)零二(er)(er)一(yi)年(nian)(nian)開(kai)好頭(tou)、起好步,對“十(shi)四五”乃至今后長遠(yuan)的(de)(de)發展都非常(chang)(chang)重要。
黨的十九屆五中全會(hui)是具(ju)有(you)劃時代(dai)(dai)偉大意義的里(li)程碑。全會(hui)不僅安排(pai)部署了近期(qi)(qi)“十四五”五年的發展目標和任(ren)務,而且勾劃制定了到2035年的中長(chang)期(qi)(qi)遠(yuan)景發展藍圖和目標。全會(hui)公報是中華民族(zu)偉大復(fu)興建成(cheng)社會(hui)主義現代(dai)(dai)化(hua)強國的綱(gang)領性文件。
貫徹落(luo)(luo)實(shi)黨的十九屆五(wu)中全會(hui)(hui)精(jing)神,要(yao)以馬列(lie)主義(yi)、毛澤東思想、鄧小平(ping)理論(lun)、三(san)個(ge)代(dai)表、科學(xue)發展(zhan)觀為指導,高(gao)舉習近平(ping)新時代(dai)中國特色社會(hui)(hui)主義(yi)思想偉大旗幟,認真(zhen)落(luo)(luo)實(shi)習近平(ping)同志對內(nei)(nei)蒙古自治(zhi)區(qu)的多次指示,遵照五(wu)中全會(hui)(hui)提出(chu)的“十四五(wu)”時期經濟社會(hui)(hui)發展(zhan)指導思想和必須遵循的原則以及(ji)到二〇三(san)五(wu)年基本(ben)實(shi)現社會(hui)(hui)主義(yi)現代(dai)化遠景目(mu)標。結合內(nei)(nei)蒙古自治(zhi)區(qu)實(shi)際(ji),我認為內(nei)(nei)蒙古自治(zhi)區(qu)電(dian)力能源工(gong)業從這(zhe)三(san)個(ge)方(fang)面抓(zhua)落(luo)(luo)實(shi)更有意(yi)義(yi)。一(yi)是總攬“開好局(ju)起好步”的工(gong)作總方(fang)針,二是把握“穩中求(qiu)進(jin)的工(gong)作總基調”,三(san)是堅持“高(gao)質量發展(zhan)為主題的工(gong)作總要(yao)求(qiu)”。
我(wo)的(de)(de)(de)理解,總(zong)攬“開好局起好步”的(de)(de)(de)工作總(zong)方針包括兩(liang)層意(yi)思,一是2021年工作的(de)(de)(de)重要(yao)(yao)性,要(yao)(yao)求我(wo)們既要(yao)(yao)為(wei)(wei)“十(shi)四五”五年的(de)(de)(de)電力能源工業開好頭起好步,打(da)好基礎。同(tong)時,還要(yao)(yao)樹立“十(shi)四五”為(wei)(wei)2030、2035年乃至未來更長遠電力能源工業可(ke)持(chi)續(xu)發展奠定堅實基礎的(de)(de)(de)思想(xiang)意(yi)識并做好物質準備和(he)工作安排。所(suo)以,從(cong)這個意(yi)義上來講,說明2021年和(he)2025年是非常重要(yao)(yao)的(de)(de)(de)“兩(liang)個點”!
這就要(yao)(yao)求我們,要(yao)(yao)發(fa)(fa)揮(hui)自治區(qu)(qu)(qu)(qu)資(zi)源(yuan)(yuan)、區(qu)(qu)(qu)(qu)位、地(di)理位置優(you)勢和地(di)方特色,變(bian)資(zi)源(yuan)(yuan)優(you)勢為(wei)資(zi)源(yuan)(yuan)能效(xiao),提高資(zi)源(yuan)(yuan)的(de)綜合利用率,堅持(chi)統籌協調全(quan)面發(fa)(fa)展(zhan)戰略,實(shi)施多能并舉(ju)多能互補(bu)政(zheng)策,努力打造(zao)國家級綠色清潔(jie)能源(yuan)(yuan)基地(di);變(bian)區(qu)(qu)(qu)(qu)位優(you)勢為(wei)加強合作(zuo)促進(jin)發(fa)(fa)展(zhan)的(de)優(you)勢,緊抓住國內(nei)(nei)大循(xun)環這個主體,發(fa)(fa)展(zhan)內(nei)(nei)蒙古自治區(qu)(qu)(qu)(qu)民族經濟(ji)和地(di)方特色經濟(ji);變(bian)地(di)理位置優(you)勢為(wei)擴大對外(wai)開放的(de)優(you)勢,進(jin)一步(bu)發(fa)(fa)揮(hui)自治區(qu)(qu)(qu)(qu)在國內(nei)(nei)國際雙循(xun)環中的(de)重要(yao)(yao)作(zuo)用。這不僅是(shi)(shi)黨中央對我們的(de)要(yao)(yao)求,也是(shi)(shi)“開好局起好步(bu)”的(de)實(shi)質精神。
把握“穩(wen)中求(qiu)(qiu)(qiu)進的(de)工作(zuo)總(zong)基調”,就是(shi)要(yao)求(qiu)(qiu)(qiu)我們(men)要(yao)實(shi)(shi)(shi)(shi)事(shi)求(qiu)(qiu)(qiu)是(shi)量(liang)力而行,從實(shi)(shi)(shi)(shi)際(ji)出(chu)發(fa)因地制宜,處理好(hao)(hao)電力能源(yuan)建設(she)中“可能與(yu)可行、不可行的(de)關系”,不冒進不虛(xu)夸,解決(jue)處理好(hao)(hao)當前與(yu)長遠(yuan)、短期(qi)與(yu)長期(qi)發(fa)展的(de)矛盾,避免(mian)出(chu)現大起大落的(de)問題。扎扎實(shi)(shi)(shi)(shi)實(shi)(shi)(shi)(shi)安排落實(shi)(shi)(shi)(shi)好(hao)(hao)每一項具體工作(zuo),腳踏實(shi)(shi)(shi)(shi)地務(wu)實(shi)(shi)(shi)(shi)有(you)為(wei)向前推(tui)進整(zheng)體工作(zuo),保障電力能源(yuan)安全。切實(shi)(shi)(shi)(shi)做到(dao)穩(wen)中求(qiu)(qiu)(qiu)進、穩(wen)中求(qiu)(qiu)(qiu)好(hao)(hao)、穩(wen)中求(qiu)(qiu)(qiu)勝(sheng)!為(wei)經濟發(fa)展循環可持續、社會文明進步、人民幸福安康做出(chu)應(ying)有(you)的(de)努力!
堅持(chi)“高質量發(fa)(fa)展(zhan)為主(zhu)題(ti)的工作總要求”,就是(shi)(shi)要求我們辦所(suo)有(you)(you)的事情,都要堅持(chi)圍繞效率、效益和有(you)(you)利于(yu)改善民(min)(min)(min)生這個(ge)(ge)原則。充(chong)分體現(xian)我們黨執政為民(min)(min)(min)、全心全意為人(ren)民(min)(min)(min)服務的宗旨,切(qie)實做(zuo)到(dao)“人(ren)民(min)(min)(min)電業為人(ren)民(min)(min)(min)”。高質量發(fa)(fa)展(zhan)的一個(ge)(ge)重(zhong)要標志(zhi)就是(shi)(shi)一定要保證(zheng)“可持(chi)續(xu)科學(xue)發(fa)(fa)展(zhan)”,主(zhu)要體現(xian)在三個(ge)(ge)方(fang)面。一是(shi)(shi)“堅持(chi)獨立自主(zhu)創新的發(fa)(fa)展(zhan)動力(li)”,二是(shi)(shi)“堅持(chi)合作互促共享的發(fa)(fa)展(zhan)潛(qian)力(li)”,三是(shi)(shi)“堅持(chi)開源節流并重(zhong),節約減排降耗的發(fa)(fa)展(zhan)定力(li)”。
做(zuo)好(hao)“開(kai)好(hao)頭起好(hao)步、穩中求進(jin)和(he)高質量(liang)發展(zhan)”三(san)個(ge)方面的(de)(de)工作,是(shi)內蒙古自治區電力能源(yuan)當前工作的(de)(de)落腳(jiao)點。所以,2021年和(he)“十四五”是(shi)非(fei)常關(guan)鍵重要的(de)(de)一個(ge)時期(qi),是(shi)我們“做(zuo)準備、打基(ji)礎、順管理、謀發展(zhan)”的(de)(de)五年,是(shi)承下啟(qi)上繼往開(kai)來的(de)(de)五年,是(shi)積蓄力量(liang)謀求大(da)發展(zhan)的(de)(de)五年!
開好局起好步謀求新發展,對(dui)我們內蒙古又(you)是(shi)一次難得的(de)機遇。貫徹(che)黨的(de)十(shi)九屆(jie)五中全會精神,認真落實習近平同志(zhi)對(dui)內蒙古自治區的(de)多(duo)次指示,是(shi)做好當前和今后工作的(de)保障。
結(jie)合(he)論(lun)壇主題我認為,我們(men)(men)自治(zhi)區的資(zi)(zi)源優(you)勢、區位(wei)優(you)勢、清潔能源基地(di)、地(di)方(fang)特色不會變(bian)(bian),需要(yao)改變(bian)(bian)的有:資(zi)(zi)源開發利(li)用方(fang)式、能源結(jie)構、能效、能耗和排放污染(ran)。這就(jiu)需要(yao)我們(men)(men)處(chu)理好(hao)不變(bian)(bian)與變(bian)(bian)的關系,扎(zha)實做(zuo)好(hao)自己的本職工作。
內蒙古(gu)自(zi)治區電力能源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)不清、家底不明、能效(xiao)低(di)、能耗高(gao)(gao)、能源(yuan)(yuan)(yuan)結(jie)構不合理、“雙控(kong)”和“雙替代”工(gong)作(zuo)滯后(hou)等問題是(shi)制約我們發展(zhan)的(de)主要因素。高(gao)(gao)度重視并認真解決這些問題是(shi)“十四五”期間(jian)電力能源(yuan)(yuan)(yuan)的(de)重點工(gong)作(zuo)。
因(yin)此(ci),“十四五(wu)”期間把(ba)“打基礎、做準(zhun)備、順(shun)管理、謀發(fa)展”落(luo)到(dao)實處是必要的。認真研究內蒙古自治(zhi)區經濟建設和社會(hui)發(fa)展的各(ge)種利(li)弊關系(xi),發(fa)揮民族地方(fang)特色(se)和資(zi)源(yuan)優勢,處理好(hao)社會(hui)經濟發(fa)展中“人與環境、資(zi)源(yuan)、能(neng)源(yuan)”四個主(zhu)體關系(xi)很重(zhong)要。為(wei)此(ci),圍繞內蒙古自治(zhi)區可再生能(neng)源(yuan)資(zi)源(yuan)的開發(fa)利(li)用,提出(chu)建議如下:
(一(yi))統一(yi)認(ren)識形成(cheng)合(he)力(li)推進(jin)可再生能(neng)源穩(wen)健持續發(fa)展
認真學習宣傳貫徹(che)《中(zhong)華人民共和(he)國(guo)可(ke)再(zai)(zai)生能(neng)(neng)源法》和(he)即將頒布的(de)(de)《中(zhong)華人民共和(he)國(guo)能(neng)(neng)源法》,實(shi)事求(qiu)是、因地制宜、認真負責(ze)、扎(zha)實(shi)努力(li)推進(jin)各項工作。從各級黨(dang)委政府(fu)做起,把(ba)大力(li)推進(jin)高(gao)(gao)質量發展可(ke)再(zai)(zai)生能(neng)(neng)源的(de)(de)思想認識,統一到習近(jin)平同志關(guan)于“2030年碳排放達(da)峰和(he)2060年碳中(zhong)和(he)”的(de)(de)思想上(shang)來,統一到依法治國(guo)的(de)(de)自覺性上(shang)來,提高(gao)(gao)各級工作人員的(de)(de)主動性與積極性,認真負責(ze)、采取措(cuo)施(shi)、狠抓落實(shi),提高(gao)(gao)全社會對大力(li)發展可(ke)再(zai)(zai)生能(neng)(neng)源的(de)(de)認同和(he)責(ze)任。
(二)摸清家底(di)搞清資(zi)源(yuan)
2021年上半年,完(wan)成區內電力企業(ye)基(ji)本狀(zhuang)況的調查,了解企業(ye)經營(ying)管理情(qing)況,重點掌握企業(ye)的能效、能耗、排放和(he)存在的問題及內蒙古自治區電力結構現狀(zhuang),為規劃布局提供可靠依據;
目前,自治區風能資(zi)(zi)源(yuan)的(de)(de)主要數(shu)(shu)據都是理論計算(suan)值。所以,要掌握(wo)相對準確(que)的(de)(de)資(zi)(zi)源(yuan)數(shu)(shu)據,需用(yong)一年半左右的(de)(de)時間,完成風能、太陽能資(zi)(zi)源(yuan)普查(cha),實測10米(mi)到(dao)100米(mi)、150米(mi)各梯度的(de)(de)風能資(zi)(zi)源(yuan)數(shu)(shu)據,掌握(wo)資(zi)(zi)源(yuan)分布(bu)狀(zhuang)況(kuang)和(he)(he)已開發(fa)利用(yong)情(qing)況(kuang)。重(zhong)點(dian)對邊境地區和(he)(he)未開發(fa)地區的(de)(de)資(zi)(zi)源(yuan)賦存進行實則,為有序開發(fa)利用(yong)、合(he)理布(bu)局提高(gao)資(zi)(zi)源(yuan)利用(yong)率、做好中長(chang)期發(fa)展(zhan)規劃提供詳(xiang)實可靠(kao)依(yi)據。
(三(san))做好規劃科(ke)學(xue)發展
認真總結(jie)(jie)經驗教訓,根據資(zi)源(yuan)分(fen)布(bu)狀況和開發利用(yong)的(de)(de)可(ke)能性與(yu)必要(yao)性,實(shi)(shi)事求是、因地制宜做好(hao)全區可(ke)再生能源(yuan)發展(zhan)規劃,處(chu)理(li)好(hao)近(jin)期與(yu)中長期的(de)(de)關系。把(ba)分(fen)布(bu)式(shi)(shi)(分(fen)散式(shi)(shi))項目與(yu)集中連片規模(mo)基地建(jian)設相結(jie)(jie)合,努力(li)提高就(jiu)近(jin)就(jiu)地消納(na)能力(li),不斷提高外送能力(li)。把(ba)多能并舉、多能互補的(de)(de)工作做細做實(shi)(shi),提高資(zi)源(yuan)綜(zong)合利用(yong)率,處(chu)理(li)好(hao)企業效率與(yu)社會綜(zong)合效益(yi)的(de)(de)關系,在(zai)“雙控”和“雙替代(dai)(dai)”工作上(shang)取得實(shi)(shi)效,實(shi)(shi)現(xian)(xian)高質量發展(zhan)目標,為“十四五(wu)”末,初步建(jian)立起內(nei)蒙古自(zi)治區現(xian)(xian)代(dai)(dai)能源(yuan)經濟體(ti)系框架(jia)提供(gong)支持和保(bao)障。
我(wo)們有(you)必要對自治(zhi)區風電十五(wu)年(nian)和太陽能發電十年(nian)建(jian)設發展(zhan)的情況(kuang)進行(xing)回顧:
2005年(nian)(nian)(nian)(nian)就(jiu)是(shi)“十(shi)五(wu)”末,到2010年(nian)(nian)(nian)(nian)的(de)五(wu)年(nian)(nian)(nian)(nian)間,全區建成風電(dian)(dian)(dian)(dian)(dian)場110座,共有(you)10200多臺各類機(ji)組,并網發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)設備裝(zhuang)機(ji)容(rong)(rong)量(liang)(liang)(liang)972.6萬(wan)(wan)千(qian)(qian)(qian)瓦(wa),年(nian)(nian)(nian)(nian)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)173.52億千(qian)(qian)(qian)瓦(wa)時(shi)(shi)(shi),平均每(mei)臺機(ji)組容(rong)(rong)量(liang)(liang)(liang)在(zai)950千(qian)(qian)(qian)瓦(wa)左右。五(wu)年(nian)(nian)(nian)(nian)增(zeng)加并網裝(zhuang)機(ji)容(rong)(rong)量(liang)(liang)(liang)950.54萬(wan)(wan)千(qian)(qian)(qian)瓦(wa),年(nian)(nian)(nian)(nian)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)增(zeng)加170.28億千(qian)(qian)(qian)瓦(wa)時(shi)(shi)(shi),平均每(mei)年(nian)(nian)(nian)(nian)增(zeng)加容(rong)(rong)量(liang)(liang)(liang)190.11萬(wan)(wan)千(qian)(qian)(qian)瓦(wa)、增(zeng)加發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)34.06億千(qian)(qian)(qian)瓦(wa)時(shi)(shi)(shi),平均每(mei)年(nian)(nian)(nian)(nian)遞增(zeng)容(rong)(rong)量(liang)(liang)(liang)113.24%、電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)121.66%,五(wu)年(nian)(nian)(nian)(nian)累計完成發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)328.99億千(qian)(qian)(qian)瓦(wa)時(shi)(shi)(shi),容(rong)(rong)量(liang)(liang)(liang)和(he)(he)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)在(zai)電(dian)(dian)(dian)(dian)(dian)網的(de)占(zhan)比(bi)分(fen)別是(shi)15.08%和(he)(he)6.68%,風力發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)上網電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)占(zhan)自治區全社會用電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)的(de)比(bi)例為(wei)10.99%。裝(zhuang)機(ji)容(rong)(rong)量(liang)(liang)(liang)和(he)(he)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)在(zai)全國(guo)的(de)占(zhan)比(bi)分(fen)別為(wei)31.30%和(he)(he)34.64%。

2015年就是“十二(er)五”末,到2020年的(de)(de)五年間,建成風電(dian)(dian)(dian)(dian)場344座,約(yue)有24300多(duo)臺各類機組,并(bing)網(wang)(wang)發(fa)電(dian)(dian)(dian)(dian)設備裝(zhuang)機容(rong)(rong)量(liang)(liang)3786.06萬(wan)千(qian)瓦,年發(fa)電(dian)(dian)(dian)(dian)量(liang)(liang)726.29億(yi)(yi)(yi)千(qian)瓦時(shi),平均(jun)每(mei)臺機組容(rong)(rong)量(liang)(liang)在1557千(qian)瓦左(zuo)右(you)。五年增加并(bing)網(wang)(wang)裝(zhuang)機容(rong)(rong)量(liang)(liang)1361萬(wan)千(qian)瓦,年發(fa)電(dian)(dian)(dian)(dian)量(liang)(liang)增加318.42億(yi)(yi)(yi)千(qian)瓦時(shi),平均(jun)每(mei)年增加容(rong)(rong)量(liang)(liang)272.2萬(wan)千(qian)瓦、增加發(fa)電(dian)(dian)(dian)(dian)量(liang)(liang)63.84億(yi)(yi)(yi)千(qian)瓦時(shi),平均(jun)每(mei)年容(rong)(rong)量(liang)(liang)遞增9.32%、電(dian)(dian)(dian)(dian)量(liang)(liang)12.23%,五年累計完成發(fa)電(dian)(dian)(dian)(dian)量(liang)(liang)3039.46億(yi)(yi)(yi)千(qian)瓦時(shi)。全(quan)(quan)口徑計算,容(rong)(rong)量(liang)(liang)和發(fa)電(dian)(dian)(dian)(dian)量(liang)(liang)在電(dian)(dian)(dian)(dian)網(wang)(wang)的(de)(de)占(zhan)(zhan)比(bi)分別(bie)是25.48%和12.76%(剔除解網(wang)(wang)和點對(dui)網(wang)(wang)送出(chu)的(de)(de)容(rong)(rong)量(liang)(liang)和電(dian)(dian)(dian)(dian)量(liang)(liang),實際占(zhan)(zhan)比(bi)為(wei)31.27%和15.99%)。上網(wang)(wang)電(dian)(dian)(dian)(dian)量(liang)(liang)占(zhan)(zhan)自治區(qu)全(quan)(quan)社會用電(dian)(dian)(dian)(dian)量(liang)(liang)的(de)(de)比(bi)例為(wei)18.15%。裝(zhuang)機容(rong)(rong)量(liang)(liang)和發(fa)電(dian)(dian)(dian)(dian)量(liang)(liang)在全(quan)(quan)國風電(dian)(dian)(dian)(dian)的(de)(de)占(zhan)(zhan)比(bi)分別(bie)在13.44%和15.56%。
“十(shi)(shi)四五(wu)(wu)”初步(bu)設想安排新(xin)增并網裝(zhuang)機容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)(liang)3200萬千瓦,預計2025年完成發(fa)(fa)電量(liang)(liang)(liang)(liang)(liang)(liang)1724億千瓦時。平均每(mei)年增加容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)(liang)640萬千瓦,是裝(zhuang)機增加較快(kuai)“十(shi)(shi)二五(wu)(wu)”的2.2倍。預計五(wu)(wu)年累計完成發(fa)(fa)電量(liang)(liang)(liang)(liang)(liang)(liang)在(zai)(zai)6900億千瓦時左右,是“十(shi)(shi)三(san)五(wu)(wu)”期間(jian)(jian)的2.27倍。裝(zhuang)機容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)(liang)平均每(mei)年遞(di)增15.0%左右,發(fa)(fa)電量(liang)(liang)(liang)(liang)(liang)(liang)平均每(mei)年遞(di)增17.0%左右,容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)(liang)在(zai)(zai)電網的占比(bi)(bi)提升到34.0%左右,發(fa)(fa)電量(liang)(liang)(liang)(liang)(liang)(liang)占比(bi)(bi)到21.0%左右,占全社(she)會用(yong)電量(liang)(liang)(liang)(liang)(liang)(liang)的比(bi)(bi)例達35.0%以(yi)上。預計,裝(zhuang)機容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)(liang)和發(fa)(fa)電量(liang)(liang)(liang)(liang)(liang)(liang)在(zai)(zai)全國的占比(bi)(bi)分別在(zai)(zai)16%和18%左右。我(wo)們(men)是要用(yong)五(wu)(wu)年的時間(jian)(jian)完成過(guo)去十(shi)(shi)五(wu)(wu)年的工(gong)作,而且要實(shi)現高質(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)。雖然困難和問題不少,但經過(guo)我(wo)們(men)的努力實(shi)現這個發(fa)(fa)展(zhan)速度是可能的。
內蒙(meng)古(gu)自(zi)治(zhi)區(qu)太(tai)陽能規模并(bing)(bing)網發電(dian)(dian)是從“十一(yi)五(wu)”的(de)2011年(nian)開(kai)始(shi)的(de),到“十二五(wu)”末,建成132座太(tai)陽能發電(dian)(dian)站,并(bing)(bing)網裝(zhuang)機容(rong)(rong)(rong)量(liang)(liang)(liang)(liang)470.5萬(wan)千瓦,年(nian)發電(dian)(dian)量(liang)(liang)(liang)(liang)56.98億千瓦時(shi)。五(wu)年(nian)增加(jia)并(bing)(bing)網裝(zhuang)機容(rong)(rong)(rong)量(liang)(liang)(liang)(liang)461.8萬(wan)千瓦,年(nian)發電(dian)(dian)量(liang)(liang)(liang)(liang)增加(jia)312.17億千瓦時(shi),平(ping)均每年(nian)增加(jia)容(rong)(rong)(rong)量(liang)(liang)(liang)(liang)92.36萬(wan)千瓦、增加(jia)發電(dian)(dian)量(liang)(liang)(liang)(liang)312.04億千瓦時(shi),平(ping)均每年(nian)容(rong)(rong)(rong)量(liang)(liang)(liang)(liang)遞增115.83%、電(dian)(dian)量(liang)(liang)(liang)(liang)236.44%,五(wu)年(nian)累計完成發電(dian)(dian)量(liang)(liang)(liang)(liang)89.04億千瓦時(shi)。容(rong)(rong)(rong)量(liang)(liang)(liang)(liang)和(he)發電(dian)(dian)量(liang)(liang)(liang)(liang)在(zai)電(dian)(dian)網的(de)占比(bi)分(fen)別是4.52%和(he)1.45%,上網電(dian)(dian)量(liang)(liang)(liang)(liang)占自(zi)治(zhi)區(qu)全(quan)社會用電(dian)(dian)量(liang)(liang)(liang)(liang)的(de)比(bi)例為2.16%。裝(zhuang)機容(rong)(rong)(rong)量(liang)(liang)(liang)(liang)和(he)發電(dian)(dian)量(liang)(liang)(liang)(liang)在(zai)全(quan)國的(de)占比(bi)分(fen)別在(zai)11.04%和(he)14.80%。
從“十二五”的(de)2016年(nian)開始,到(dao)“十三五”末,全區(qu)建成太陽能發電(dian)(dian)(dian)(dian)站418座,并網裝(zhuang)機容(rong)量(liang)(liang)(liang)1231.56萬(wan)(wan)千(qian)瓦(wa),年(nian)發電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)188.12億(yi)千(qian)瓦(wa)時(shi)(shi)。五年(nian)增(zeng)(zeng)加(jia)(jia)(jia)并網裝(zhuang)機容(rong)量(liang)(liang)(liang)761.06萬(wan)(wan)千(qian)瓦(wa),年(nian)發電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)增(zeng)(zeng)加(jia)(jia)(jia)131.14億(yi)千(qian)瓦(wa)時(shi)(shi),平均每(mei)年(nian)增(zeng)(zeng)加(jia)(jia)(jia)容(rong)量(liang)(liang)(liang)152.01萬(wan)(wan)千(qian)瓦(wa)、增(zeng)(zeng)加(jia)(jia)(jia)發電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)26.23億(yi)千(qian)瓦(wa)時(shi)(shi),平均每(mei)年(nian)容(rong)量(liang)(liang)(liang)遞增(zeng)(zeng)21.22%、電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)26.98%,五年(nian)累計完成發電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)677.02億(yi)千(qian)瓦(wa)時(shi)(shi)。全口徑計算,容(rong)量(liang)(liang)(liang)和(he)(he)發電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)在電(dian)(dian)(dian)(dian)網的(de)占(zhan)比(bi)(bi)分(fen)別(bie)是8.41%和(he)(he)3.30%(剔除(chu)解網和(he)(he)點對網送出的(de)容(rong)量(liang)(liang)(liang)和(he)(he)電(dian)(dian)(dian)(dian)量(liang)(liang)(liang),實際占(zhan)比(bi)(bi)為(wei)10.17%和(he)(he)4.14%)。上網電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)占(zhan)自治區(qu)全社會(hui)用電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)的(de)比(bi)(bi)例為(wei)4.70%。裝(zhuang)機容(rong)量(liang)(liang)(liang)和(he)(he)發電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)在全國的(de)占(zhan)比(bi)(bi)分(fen)別(bie)在4.86%和(he)(he)7.21%。
“十(shi)(shi)四(si)五(wu)”初步設想(xiang)安排新增(zeng)(zeng)(zeng)太陽能發(fa)(fa)電(dian)(dian)(dian)并網裝機容量(liang)(liang)(liang)1000萬千瓦,預計(ji)(ji)2025年(nian)完(wan)成(cheng)發(fa)(fa)電(dian)(dian)(dian)量(liang)(liang)(liang)363億(yi)千瓦時(shi)(shi)(shi),平均(jun)每(mei)年(nian)增(zeng)(zeng)(zeng)加容量(liang)(liang)(liang)200萬千瓦,是(shi)裝機增(zeng)(zeng)(zeng)加較快“十(shi)(shi)三(san)五(wu)”的(de)(de)1.4倍,年(nian)發(fa)(fa)電(dian)(dian)(dian)量(liang)(liang)(liang)是(shi)“十(shi)(shi)三(san)五(wu)”末的(de)(de)2倍。預計(ji)(ji)五(wu)年(nian)累計(ji)(ji)完(wan)成(cheng)發(fa)(fa)電(dian)(dian)(dian)量(liang)(liang)(liang)在(zai)1436億(yi)千瓦時(shi)(shi)(shi)左右(you),是(shi)“十(shi)(shi)三(san)五(wu)”期間(jian)的(de)(de)2.1倍。裝機容量(liang)(liang)(liang)平均(jun)每(mei)年(nian)遞增(zeng)(zeng)(zeng)13.0%左右(you),發(fa)(fa)電(dian)(dian)(dian)量(liang)(liang)(liang)平均(jun)每(mei)年(nian)遞增(zeng)(zeng)(zeng)15.0%左右(you),容量(liang)(liang)(liang)在(zai)電(dian)(dian)(dian)網的(de)(de)占(zhan)比(bi)(bi)提升到12.0%左右(you),發(fa)(fa)電(dian)(dian)(dian)量(liang)(liang)(liang)占(zhan)比(bi)(bi)到5.0%左右(you),發(fa)(fa)電(dian)(dian)(dian)量(liang)(liang)(liang)占(zhan)全(quan)社會用電(dian)(dian)(dian)量(liang)(liang)(liang)的(de)(de)比(bi)(bi)例(li)達(da)8.0%左右(you)。預計(ji)(ji),裝機容量(liang)(liang)(liang)和發(fa)(fa)電(dian)(dian)(dian)量(liang)(liang)(liang)在(zai)全(quan)國的(de)(de)占(zhan)比(bi)(bi)分別在(zai)5.0%和8.0%左右(you)。這就要求我(wo)們(men)用五(wu)年(nian)的(de)(de)時(shi)(shi)(shi)間(jian)完(wan)成(cheng)過(guo)去十(shi)(shi)年(nian)的(de)(de)工作,而且要實現高質量(liang)(liang)(liang)。雖(sui)然面臨的(de)(de)困難和問題(ti)不少,但經過(guo)我(wo)們(men)的(de)(de)努力實現這個發(fa)(fa)展速度是(shi)可(ke)能的(de)(de)。
“十三(san)五”末,剔除(chu)點對網(wang)送出等因素,我們(men)風(feng)電(dian)太陽能發(fa)電(dian)并網(wang)裝機容量(liang)在電(dian)網(wang)的占(zhan)比實際為(wei)41.44%,電(dian)量(liang)占(zhan)比20.13%。這(zhe)就為(wei)“十四五”和今后的工作(zuo)奠(dian)定了一定基礎。
(四(si))“十(shi)四(si)五”期間要做好“補(bu)齊(qi)短板、盤活存量、協同(tong)發(fa)展”這項工(gong)作
我們風(feng)電(dian)太陽能發電(dian)的(de)短(duan)板是(shi):“限電(dian)棄風(feng)棄光(guang)嚴重(zhong)、資源利用(yong)效率不(bu)高(gao)、發電(dian)設備平(ping)均利用(yong)小時低、綜合能效差(cha)、并網裝(zhuang)機容(rong)量(liang)規(gui)模(mo)不(bu)足、電(dian)量(liang)消納問題突出(chu)”。要(yao)解(jie)決這些問題補(bu)齊(qi)這些短(duan)板,是(shi)實現高(gao)質量(liang)發展的(de)關(guan)鍵。
“盤(pan)活存量”要做好兩件事(shi),一是提(ti)高(gao)現有并網(wang)風(feng)電(dian)(dian)發(fa)電(dian)(dian)設(she)備(bei)的生(sheng)產能力,即(ji)提(ti)高(gao)年(nian)平均發(fa)電(dian)(dian)設(she)備(bei)運行小(xiao)時(shi)數,風(feng)電(dian)(dian)由目前的年(nian)2200小(xiao)時(shi)左(zuo)(zuo)右(you)(you)提(ti)高(gao)到3600小(xiao)時(shi)以上,每年(nian)增(zeng)(zeng)加(jia)1400小(xiao)時(shi)左(zuo)(zuo)右(you)(you),年(nian)可(ke)增(zeng)(zeng)發(fa)電(dian)(dian)量530億(yi)千(qian)瓦(wa)時(shi)左(zuo)(zuo)右(you)(you),按年(nian)利用3600小(xiao)時(shi)計算(suan),相當于新增(zeng)(zeng)并網(wang)風(feng)電(dian)(dian)發(fa)電(dian)(dian)設(she)備(bei)裝(zhuang)機容量1470萬千(qian)瓦(wa)左(zuo)(zuo)右(you)(you);
“盤活存量(liang)”的(de)(de)(de)第二項工(gong)作(zuo)是落實對老舊風電場機組“以大帶(dai)(dai)小(xiao)”的(de)(de)(de)技術改造(zao)(zao)工(gong)作(zuo)。首先,解(jie)決應退(tui)役的(de)(de)(de)327臺小(xiao)機組的(de)(de)(de)更新改造(zao)(zao)以小(xiao)帶(dai)(dai)大問題,改造(zao)(zao)后可以增(zeng)(zeng)加容量(liang)100萬千瓦左右。同(tong)時有計劃(hua)地對故障頻繁、效率差、單機容量(liang)小(xiao)的(de)(de)(de)6000多臺機組進行以大帶(dai)(dai)小(xiao)的(de)(de)(de)技術更新改造(zao)(zao),改造(zao)(zao)后可以純(chun)增(zeng)(zeng)加容量(liang)1080萬千瓦左右。
太陽能(neng)發(fa)電(dian)“盤活存量(liang)(liang)(liang)(liang)”主(zhu)要是提(ti)高效(xiao)(xiao)率(lv)(lv),提(ti)高年發(fa)電(dian)平均(jun)利用(yong)小(xiao)(xiao)(xiao)時(shi)數,由現在(zai)的(de)1600小(xiao)(xiao)(xiao)時(shi)左右提(ti)高到1800小(xiao)(xiao)(xiao)時(shi)以(yi)上(shang),年增(zeng)加(jia)200小(xiao)(xiao)(xiao)時(shi)左右,年增(zeng)發(fa)電(dian)量(liang)(liang)(liang)(liang)24億千(qian)(qian)瓦(wa)(wa)時(shi)左右,相當(dang)于(yu)增(zeng)加(jia)容量(liang)(liang)(liang)(liang)133萬(wan)千(qian)(qian)瓦(wa)(wa)。再新建(jian)并網發(fa)電(dian)設(she)備(bei)裝機容量(liang)(liang)(liang)(liang)1000萬(wan)千(qian)(qian)瓦(wa)(wa),到“十四五”末(mo),太陽能(neng)并網發(fa)電(dian)設(she)備(bei)裝機容量(liang)(liang)(liang)(liang)可達2200萬(wan)千(qian)(qian)瓦(wa)(wa)左右,年發(fa)電(dian)量(liang)(liang)(liang)(liang)396萬(wan)千(qian)(qian)瓦(wa)(wa)時(shi)左右,相當(dang)于(yu)年發(fa)電(dian)平均(jun)利用(yong)5500小(xiao)(xiao)(xiao)時(shi)的(de)720萬(wan)千(qian)(qian)瓦(wa)(wa)火電(dian)裝機容量(liang)(liang)(liang)(liang)。在(zai)盤活存量(liang)(liang)(liang)(liang)的(de)同時(shi),也(ye)要對發(fa)電(dian)效(xiao)(xiao)率(lv)(lv)低、故障頻繁、管理成本高的(de)發(fa)電(dian)設(she)備(bei)進(jin)行(xing)技術改造,以(yi)提(ti)高效(xiao)(xiao)率(lv)(lv)和效(xiao)(xiao)益。
“協同發(fa)(fa)(fa)展(zhan)(zhan)(zhan)”就是(shi)在摸(mo)清家底的(de)(de)基(ji)礎(chu)上,做好(hao)整體發(fa)(fa)(fa)展(zhan)(zhan)(zhan)規劃。首先,合理安排“十(shi)(shi)(shi)四(si)五”期間(jian)新(xin)(xin)建3200萬(wan)千(qian)(qian)瓦(wa)(wa)風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)并(bing)網(wang)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)項目(mu)(mu)和1000萬(wan)千(qian)(qian)瓦(wa)(wa)太(tai)陽能并(bing)網(wang)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)項目(mu)(mu),再布置“十(shi)(shi)(shi)五五”乃(nai)至中長期發(fa)(fa)(fa)展(zhan)(zhan)(zhan)目(mu)(mu)標(biao)。這樣,“十(shi)(shi)(shi)四(si)五”我們通過對老(lao)舊(jiu)風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)場的(de)(de)技(ji)術改(gai)造不(bu)僅可以打好(hao)基(ji)礎(chu),而且充分(fen)利用老(lao)舊(jiu)風(feng)場的(de)(de)基(ji)礎(chu)設施,可以新(xin)(xin)增(zeng)并(bing)網(wang)風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)裝機(ji)容(rong)量(liang)1180萬(wan)千(qian)(qian)瓦(wa)(wa)左右(you)(you),包括存量(liang)3784萬(wan)千(qian)(qian)瓦(wa)(wa)和新(xin)(xin)建3200萬(wan)千(qian)(qian)瓦(wa)(wa),風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)并(bing)網(wang)設備裝機(ji)容(rong)量(liang)可達(da)到8160萬(wan)千(qian)(qian)瓦(wa)(wa)左右(you)(you),年發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)在2700億千(qian)(qian)瓦(wa)(wa)時(shi)左右(you)(you),相當于(yu)年平均5500發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)小時(shi)的(de)(de)4900萬(wan)千(qian)(qian)瓦(wa)(wa)火電(dian)(dian)(dian)(dian)(dian)(dian)機(ji)組容(rong)量(liang)。預(yu)測到2025年風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)的(de)(de)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)是(shi)“十(shi)(shi)(shi)一五”五年發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)總和的(de)(de)八倍(bei)、是(shi)“十(shi)(shi)(shi)二五”五年發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)總和的(de)(de)1.6倍(bei)、相當于(yu)“十(shi)(shi)(shi)三五”五年發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)總和的(de)(de)90.0%,基(ji)本實(shi)現了高(gao)質(zhi)量(liang)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)的(de)(de)要求(qiu)。
到“十四五(wu)”末,全區(qu)(qu)風(feng)電(dian)(dian)太陽能發電(dian)(dian)并網(wang)裝機容量(liang)有望(wang)超過一億千瓦(wa),在自治區(qu)(qu)全部電(dian)(dian)力裝機容量(liang)的(de)(de)占比將(jiang)達到50%左(zuo)(zuo)右,年發電(dian)(dian)量(liang)3100億千瓦(wa)時左(zuo)(zuo)右,占自治區(qu)(qu)全部發電(dian)(dian)量(liang)的(de)(de)38%左(zuo)(zuo)右,占自治區(qu)(qu)全社會(hui)用電(dian)(dian)量(liang)的(de)(de)45%左(zuo)(zuo)右。不(bu)僅較(jiao)好(hao)地處理(li)了存量(liang)與(yu)增(zeng)量(liang)的(de)(de)關系,而(er)且真正使(shi)風(feng)電(dian)(dian)太陽能發電(dian)(dian)成為(wei)電(dian)(dian)網(wang)的(de)(de)主力電(dian)(dian)源,為(wei)“十五(wu)五(wu)”乃至(zhi)今后(hou)的(de)(de)發展實現替代能源奠定了基礎!
初步設想,到(dao)(dao)“十五五”末的(de)2030年,內蒙古(gu)自治(zhi)區(qu)風力(li)發(fa)(fa)(fa)電(dian)(dian)(dian)并網(wang)設備裝機(ji)容量(liang)再新增1.5億(yi)千(qian)瓦(wa)(wa)(wa),達到(dao)(dao)2.2億(yi)千(qian)瓦(wa)(wa)(wa)左右,年發(fa)(fa)(fa)電(dian)(dian)(dian)量(liang)在7000億(yi)千(qian)萬時(shi)左右。太(tai)陽(yang)能(neng)(neng)(neng)(neng)發(fa)(fa)(fa)電(dian)(dian)(dian)并網(wang)裝機(ji)容量(liang)再新增5000萬千(qian)瓦(wa)(wa)(wa),達到(dao)(dao)7200萬千(qian)瓦(wa)(wa)(wa)以上,年發(fa)(fa)(fa)電(dian)(dian)(dian)量(liang)在1350億(yi)千(qian)瓦(wa)(wa)(wa)時(shi)左右。初步預測(ce)到(dao)(dao)2030年,全(quan)區(qu)風電(dian)(dian)(dian)、太(tai)陽(yang)能(neng)(neng)(neng)(neng)發(fa)(fa)(fa)電(dian)(dian)(dian)并網(wang)設備裝機(ji)容量(liang)可達2.9億(yi)千(qian)瓦(wa)(wa)(wa)左右,年發(fa)(fa)(fa)電(dian)(dian)(dian)量(liang)8400億(yi)千(qian)瓦(wa)(wa)(wa)時(shi)左右,分別占(zhan)自治(zhi)區(qu)電(dian)(dian)(dian)力(li)能(neng)(neng)(neng)(neng)源總量(liang)的(de)81.0%和(he)71.0%左右。占(zhan)全(quan)國風力(li)發(fa)(fa)(fa)電(dian)(dian)(dian)太(tai)陽(yang)能(neng)(neng)(neng)(neng)發(fa)(fa)(fa)電(dian)(dian)(dian)并網(wang)設備裝機(ji)容量(liang)12億(yi)千(qian)瓦(wa)(wa)(wa)的(de)24.0%左右,占(zhan)全(quan)國風力(li)發(fa)(fa)(fa)電(dian)(dian)(dian)太(tai)陽(yang)能(neng)(neng)(neng)(neng)發(fa)(fa)(fa)電(dian)(dian)(dian)量(liang)的(de)33.0以上%,成為全(quan)國重要的(de)清(qing)潔能(neng)(neng)(neng)(neng)源基地。
“協同發(fa)展”的(de)另一項工作,是要(yao)高度重視能效低、能耗(hao)高、效率(lv)(lv)差和(he)排放污染大的(de)實際問題,統籌(chou)協調發(fa)揮多能互補優勢,提(ti)高資源綜合利用率(lv)(lv),平衡供需矛盾,保障電(dian)力能源安全(quan)。從實際出發(fa)因地制宜,尊重客(ke)觀規律和(he)經濟(ji)規律,不(bu)能片(pian)面強調某(mou)一方(fang)面而忽略或(huo)抑制另一方(fang)面的(de)作用。
在“補(bu)齊短板(ban)、盤(pan)活存量、協同發展”的同時,制定簡便(bian)易行、可(ke)操作(zuo)性(xing)強涉及土地(di)利用、環(huan)境保護(hu)等方面的相關政策,促進可(ke)再生(sheng)能源資源可(ke)持續開發利用。
(五)提(ti)高裝(zhuang)備制(zhi)造業水平
從產(chan)(chan)業(ye)的裝(zhuang)備技術、制(zhi)造(zao)能力(li)、創(chuang)新能力(li)和破解核心技術能力(li)等方面入手,進(jin)一(yi)步提高(gao)設(she)備國產(chan)(chan)化率和產(chan)(chan)品質量,在滿(man)足(zu)區內市場供需的基礎上(shang)擴大外銷。到“十四五(wu)”末,形(xing)成(cheng)年風電(dian)設(she)備制(zhi)造(zao)能力(li)800萬千(qian)瓦以上(shang),太陽能發電(dian)組件(jian)300萬千(qian)瓦以上(shang)的規模,其它配套設(she)備和部件(jian)滿(man)足(zu)市場需求(qiu)。
(六(liu))優(you)化電力(li)與風能、太陽能資源配置
以保電(dian)網(wang)(wang)安全(quan)、保可(ke)靠(kao)供用(yong)電(dian)、保電(dian)力(li)能(neng)(neng)(neng)源供需平(ping)衡(heng)為基礎,優化(hua)電(dian)網(wang)(wang)資(zi)源與(yu)風(feng)(feng)能(neng)(neng)(neng)太陽能(neng)(neng)(neng)資(zi)源的匹配(pei),研究并解決(jue)好(hao)電(dian)網(wang)(wang)高(gao)峰、低谷和(he)平(ping)段的資(zi)源配(pei)置和(he)電(dian)力(li)平(ping)衡(heng),努力(li)實現不限電(dian)、不棄風(feng)(feng)、不棄光。加(jia)強(qiang)電(dian)網(wang)(wang)建設(she),解決(jue)電(dian)網(wang)(wang)網(wang)(wang)架結構不合理、輸送能(neng)(neng)(neng)力(li)、抗(kang)風(feng)(feng)險能(neng)(neng)(neng)力(li)不強(qiang)等具(ju)體問(wen)題。加(jia)強(qiang)調度管(guan)理,統籌區內(nei)區外兩個市場,提高(gao)資(zi)源綜合利用(yong)率(lv)。抓緊出臺城(cheng)鎮(zhen)(zhen)太陽能(neng)(neng)(neng)發電(dian)并網(wang)(wang)管(guan)理辦法(fa),處(chu)理好(hao)城(cheng)鎮(zhen)(zhen)分散式太陽能(neng)(neng)(neng)發電(dian)與(yu)微電(dian)網(wang)(wang)建設(she)同(tong)步發展的關系(xi),增加(jia)電(dian)能(neng)(neng)(neng)補充提高(gao)電(dian)網(wang)(wang)安全(quan)穩定可(ke)靠(kao)性。
(七)落實(shi)電能(neng)替(ti)代政策提高(gao)可再生電能(neng)消(xiao)納水平(ping)
以(yi)落實風電(dian)(dian)供(gong)暖的(de)相關(guan)政策(ce)為(wei)契機,擴大電(dian)(dian)能(neng)(neng)(neng)(neng)替(ti)代范圍(wei),提高替(ti)代能(neng)(neng)(neng)(neng)力。在“十四(si)五(wu)”期間,認真解決可(ke)再生能(neng)(neng)(neng)(neng)源發(fa)(fa)(fa)(fa)電(dian)(dian)滿發(fa)(fa)(fa)(fa)多供(gong)的(de)具體問題,把一(yi)些基(ji)(ji)礎(chu)性工作落到實處(chu)。風電(dian)(dian)年發(fa)(fa)(fa)(fa)電(dian)(dian)設(she)備(bei)平(ping)(ping)均利用(yong)穩定(ding)在3800小時(shi)(shi)左右,太(tai)陽(yang)能(neng)(neng)(neng)(neng)發(fa)(fa)(fa)(fa)電(dian)(dian)設(she)備(bei)平(ping)(ping)均利用(yong)在1800小時(shi)(shi)以(yi)上(shang)。到“十四(si)五(wu)”末,風電(dian)(dian)完(wan)成的(de)發(fa)(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)在2600億千(qian)瓦時(shi)(shi)左右,按火電(dian)(dian)年平(ping)(ping)均發(fa)(fa)(fa)(fa)電(dian)(dian)5500小時(shi)(shi)計算,相當于火電(dian)(dian)4700萬(wan)千(qian)瓦裝(zhuang)機容(rong)量(liang)(liang)一(yi)年的(de)發(fa)(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)。太(tai)陽(yang)能(neng)(neng)(neng)(neng)完(wan)成的(de)發(fa)(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)在396億千(qian)瓦時(shi)(shi)左右,相當于火電(dian)(dian)720萬(wan)千(qian)瓦裝(zhuang)機容(rong)量(liang)(liang)一(yi)年的(de)發(fa)(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)。這(zhe)樣就可(ke)以(yi)在主力電(dian)(dian)源的(de)基(ji)(ji)礎(chu)上(shang),為(wei)實現(xian)高質量(liang)(liang)發(fa)(fa)(fa)(fa)展和“能(neng)(neng)(neng)(neng)源替(ti)代”打好(hao)基(ji)(ji)礎(chu)。
(八)提高人(ren)員素質培養復合型人(ren)才
自治(zhi)區內的大中專院(yuan)校和職業(ye)教育院(yuan)校,
增設(she)并普(pu)及“清潔能(neng)源(yuan)教(jiao)學”的(de)基(ji)礎教(jiao)育,把教(jiao)學、生(sheng)產與科(ke)研有機地結合在(zai)一起(qi),為(wei)大發展培養人才。
(九)理順管理體制搞活經營機(ji)制
解決內蒙古電網500千伏調度管理(li)權(quan)的問題,理(li)順國網蒙東(dong)公司火電調度管理(li)權(quan)的關系,調動區域公司的主動性(xing)和積極性(xing)。
(十)加強管(guan)理(li)提升服務(wu)水平主動承擔社會責任
政府管電部門(men)要(yao)進一步提(ti)(ti)高(gao)協調能力、提(ti)(ti)高(gao)辦(ban)事效率、提(ti)(ti)升服務(wu)水平。企業要(yao)全面加強管理(li),提(ti)(ti)高(gao)效率提(ti)(ti)高(gao)效益,自覺(jue)主動承擔(dan)社會責任(ren)。
